Description : In this study the greenhouse gas emission (GHGE) profiles in the agriculture sector of some Caribbean nations are reviewed and strategies proposed to mitigate climate change are assessed. Twenty-four (24) Caribbean nations were included in an initial assessment to determine their mean GHG emissions in CO2eq over the period 1990-2011 and then ranked according to a range of emission metrics into the highest and lowest emitters. While Caribbean nations have extremely low absolute emissions compared to most other countries/regions, relative to human population, land area and agricultural production, values in the region are comparable to the rest of the world including some of the most populated and largest countries. Eight (8) of the highest emitters were then selected and their National Communications (NC) to the United Nations Framework Convention on Climate Change (UNFCCC) were reviewed (and other sources in the case of Guadeloupe and Puerto Rico) to determine their mitigation priorities. Of the eight, only Guyana, Guadeloupe and Puerto Rico have documented any significant intent to mitigate GHG in agriculture. None however, reviewed their GHG emissions other than in absolute terms. Emissions relative to production (emission/production ratio or intensity ratio) can be particularly useful in providing a better understanding of the areas where mitigation should be prioritized. These mitigation priorities are also more likely to enhance food security goals and also contribute to climate change adaptation. Dans cette étude les profils de l'émission de gaz participant à l'effet de serre (GHGE) dans le secteur d'agriculture de quelques nations des Caraïbes sont passés en revue et des stratégies proposées pour atténuer le changement climatique sont évaluées. Vingt-quatre (24) nations des Caraïbes ont été incluses dans une première évaluation pour déterminer leurs émissions moyennes de GHG dans CO2eq au cours de la période 1990-2011 et puis rangées selon une gamme de la métrique d'émission dans les plus hauts et plus bas émetteurs. Tandis que les nations des Caraïbes ont extrêmement - les basses émissions absolues comparées à la plupart des autres pays/régions, relativement à la population humaine, la région terrestre et la production agricole, valeurs dans la région sont comparables au reste du monde comprenant certains des pays les plus peuplés et les plus grands. Des huit, seulement la Guyane, la Guadeloupe et le Porto Rico ont documenté n'importe quelle intention significative pour atténuer GHG dans l'agriculture. Aucun cependant, passé en revue leurs émissions de GHG autres qu'en des termes absolus. À production relative d'émissions (rapport d'émission/production ou rapport d'intensité) peut être particulièrement utile en fournissant une meilleure compréhension des secteurs où la réduction devrait être donnée la priorité. Ces priorités de réduction sont également pour augmenter des buts de sécurité de nourriture et pour contribuer également à l'adaptation de changement climatique.

Description : Plant genetic resources are instrumental in the adaptation of agriculture to social and environmental change. They are the backbone of research and breeding programs aimed at the development and transfer of new crop varieties best suited to consumers? needs and tastes and to new farming systems. To this aim, plant germplasm collections have been constituted worldwide. Securing such collections requires substantial human and financial investments that can prove difficult to maintain on the long run for small countries and territories such as most Caribbean countries. In Guadeloupe and Martinique, INRA and CIRAD have constituted large plant germplasm collections of tropical crops over several decades. They joined forces in 2010 to create the Tropical Plant Biological Resource Center of the French West Indies (CRB-PT), which is affiliated to both institutions. In this paper, we describe CRB-PT?s collections, services provided to end users and research programs as well as scientific and technical networking strategy. Les ressources génétiques d'usine sont instrumentales dans l'adaptation de l'agriculture au changement social et environnemental. Elles sont l'épine dorsale de la recherche et les programmes d'élevage ont visé le développement et le transfert de nouvelles variétés de culture adaptées aux besoins et aux goûts des consommateurs et à de nouveaux systèmes d'exploitation agricole. À ce but, des collections de matériel génétique d'usine ont été constituées dans le monde entier. La fixation de telles collections exige les investissements humains et substantiels qui peuvent être difficile à maintenir sur le long terme pour de petits pays et territoires tels que la plupart des pays des Caraïbes. En Guadeloupe et Martinique, l'AICN et les CIRAD ont constitué de grandes collections de matériel génétique d'usine de cultures tropicales au-delà de plusieurs décennies. Ils ont joint des forces en 2010 pour créer le centre de ressources biologique de plante tropicale des Antilles françaises (CRB-PT), qui sont affiliées aux deux établissements. En ce document, nous décrivons les collections de CRB-PT, services fournis aux utilisateurs et les programmes de recherche aussi bien que la stratégie scientifique et technique de mise en réseau.

Résumé : At the outbreak of war with Spain in 1898, the U.S. Army was very small in numbers. This situation necessitated an immediate call for volunteers. President McKinley's appeal was overwhelmingly answered by a generation that had grown up in the shadow of their elders' Civil War glory. One group answering the call was the First Regiment of the U.S. Cavalry Volunteers, headed by Colonel Leonard Wood, a distinguished army doctor and Medal of Honor recipient. The regiment was actually the brainchild of Theodore Roosevelt, assistant secretary of the navy and Wood's friend. Roosevelt, realizing his own lack of military experience, suggested Wood for the command. The Rough Riders, as the regiment was soon known, comprised 1,250 men, including cowboys, Native Americans and eastern college athletes. Despite their dissimilarities, they were in excellent physical condition'a stark contrast to most of the other volunteer contingents. The Rough Riders departed from Tampa in mid-June without their horses. They landed at Daiquiri on June 22 and two days later served with distinction in a battle at Las Guásimas. Immediately prior to the conflict at San Juan, Colonel Wood was promoted to another field command, enabling Roosevelt as a full colonel to take command of the Rough Riders. On July 1, Roosevelt, having secured a horse, led his forces in a charge up Kettle Hill outside of Santiago. They achieved their goal and later in the day participated in the victory at San Juan Hill. By seizing these heights, American guns commanded the harbor at Santiago. The Spanish position was imperiled and an abortive attempt by the Spanish navy to escape from the harbor was halted with devastating results. Spanish land forces surrendered shortly thereafter. Roosevelt urged the Rough Riders' swift evacuation, fearing the continuing spread of disease. They returned to Montauk, Long Island, where they were held in quarantine before being mustered out in September. More than one-third of the Rough Riders were casualties in the Spanish-American War, a fact that has led some observers to criticize Roosevelt for unnecessary risk-taking. Nevertheless, the Rough Riders became heroes to the American public and Roosevelt emerged as a major national figure.
