First introduced from the Philippines, via Hawaii, they were quickly adopted by both industrial and artisanal fisheries sectors : in 1984 more than 600 anchored FADs had been deployed in the region. Since these early days, the development of the technique by the industrial and the artisanal sectors have followed parallel paths with little interaction. In the industrial private sector, companies are funding, deploying and monitoring their own FADs. For some fishing companies, using purse seiners and pole-and-line vessels, from the Solomon Islands or Papua-New-Guinea, these FADs have become a necessity. FAD programmes for small-scale fisheries have been almost exclusively run by the public sector, with technical support from regional and international development agencies and financial assistance from overseas funding agencies. These programmes have had mixed successes : becoming an on-going and essential tool in some places like French Polynesia or Guam; or being momentarily suspended, like in Vanuatu or Tonga, because of the lack of funds, partly due to the scarcity of proven economic return to the fishing communities. This document is an attempt to synthesise the current information on these very diverse situations, including technical, economical and social considerations. Réalité socio-spatiale en marges à toutes les échelles malgré le différentiel socio-économique fort qu’elle marque, la frontière franco-brésilienne est devenue, depuis les années 1990, une interface politique, support de la relance des relations internationales franco-brésiliennes et des relations entre Guyane et Amapá.La thèse pose la question de cet écart en se concentrant sur la partie estuarienne de la frontière fluviale de l’Oyapock, autour des bourgs riverains de Saint-Georges (Guyane française) et d’Oiapoque (Brésil), entre lesquels un pont binational d’envergure est en construction, malgré leur rattachement routier à la marge aux polarités régionales de Cayenne et de Macapá. Socio-spatial margin at all scales despite the strong socio-economic differential it marks, the Franco-Brazilian border has become since the 1990s a political interface, support for the revival of the Franco-Brazilian international relations and of the relations between French Guiana and Amapá. The thesis raises the question of this gap, focusing on the estuarine portion of the border river of the Oyapock, around the towns of Saint-Georges (French Guiana) and Oiapoque (Brazil) ; a significant bi-national bridge is under construction between these two towns, despite their road connection as margins to the regional polarities of Cayenne and Macapá. Brasil e França compartilham uma fronteira comum com mais de 700 km através da Guiana Francesa, Região monodepartamental ultramarina francesa, e do Amapá, Estado da República Federativa do Brasil. Realidade sócio-espacial à margem a todas as escalas, apesar do forte diferencial sócio-econômico que a marca, a fronteira franco-brasileira tornou-se, desde os anos 90, uma interface política, suporte para a retomada das relações internacionais franco-brasileiras e das relações entre a Guiana Francesa e o Amapá. Les petites îles de la Caraïbe et de l’Océan Indien sont confrontées à de nombreuses crises qui ont des origines locales, mais le plus souvent exogènes. Par delà le marasme mondial actuel, l’insularité et l’exiguïté sont autant de facteurs qui aggravent la crise économique et accroissent les tensions dans ces territoires. Dans les DROM (Département et Région d’Outre-mer), les mouvements sociaux ont été très importants. Environmental crises have a profound impact on island economies and societies, and this so exacerbated in Haiti after the devastating earthquake of January 12, 2010. Small islands in the Caribbean and in the Indian Ocean endured numerous crises sometimes of local origin but more often due to external factors. Beyond the current global downturn, insularity and small size are factors that aggravate the economic crisis and increasing tensions in these areas. In DROM (Department Region Overseas), social movements have been very important.
