Sustainability of tropical small-scale fisheries: Integrated assessment in French Guiana Auteur(s) : Cisse, Abdoul Blanchard, Fabian Guyader, Olivier Éditeur(s) : Elsevier Sci Ltd Résumé : Like many tropical small-scale fisheries, the French Guiana coastal fishery is characterized by the high fish biodiversity of its ecosystem, the weak selectivity of the fleets exploiting the resources, and the heterogeneity of the vessels in terms of size and fishing techniques. The Rapfish method is used to assess sustainability within 11 fishery systems by means of 27 attributes relating to ecological, economic, social, and technological fields. Overall results indicate an average performance in the weak sustainability range. Comparisons made among the FSs show a gradient of sustainability performance from the western portion of the coast to the eastern portion. Several recommendations are formulated to raise the current “sustainability” status, such as the reduction of discards. This study is used as a complementary tool to the bioeconomic model in order to define a sustainable management plan for the French Guiana coastal fishery. Synthèse de l'étude et des campagnes à la mer 2011 sur l'exploitation aux vire-lignes des espèces démersales profondes autour de La Réunion Auteur(s) : Fleury, Pierre-gildas Evano, Hugues Le Ru, Loic Aureche, Vincent Résumé : In an effort to implement new fishing activities for the small scale fisheries of Reunion Island, a prospecting cruise targeting deep demersal fish (200 to 600 m) was set up on the west coast of Reunion Island in 2000. This project was carried out by the Regional Fishery Committee and the French Institute for the Exploration of the Sea (Ifremer). Large commercial stocks were identified, and numerous professional or recreational fishermen started employing electric winches to exploit these deep resources.
However, the deep demersal species are a fragile resource due mainly to low growth rates and late sexual maturation. Due to the rapid increase in fishing pressure, Ifremer was asked to set up a new study and two scientific campaigns were carried out in 2011 (68 fishing trips being conducted with 559 dropline operations).
The first cruise was conducted at the same sites, using the same types of fishing gear and methods used in 2000. A marked drop of greater than 90% was observed in the catches of commercial species, together with a decrease of most fish sizes, attesting the overexploitation of these stocks. Only, catches of the small non-commercial shark (Squalus megalops) remained important (50% in number and weight of total catches).
The second cruise extended the prospection area to all waters surrounding Reunion Island . The overexploitation was confirmed in the west of Reunion Island, and in to a lesser degree in the north. Yields were better along the east and the south coasts. Concurrently, the efficiency of 2 hook sizes was compared : small hooks caught significantly more fish but of significantly smaller body sizes, resulting in comparable total weight of fish. We conclude that medium size hooks (i.e. type 7/0) have a significant selectivity on the fish size without loss in the global catch yield.
Various types of baits were also tested with the flesh of small local pelagic fish species (Selar crumenophtalmus and Decapterus macarellus) appearing to be the most efficient.
This study provides helpful indicators for the management of demersal fish stocks in Reunion island, which have been poorly surveyed and poorly regulated until now. However, the total fishing effort, especially from recreational fishermen, remains the most important factor to be quantified. Dans la perspective de diversifier la Petite Pêche réunionnaise, une campagne de prospection des stocks de poissons démersaux profonds (200 à 600 m) avait été réalisée en 2000 par le Comité Régional des Pêches Maritimes (CRPM) et l'Institut Français de Recherche pour L'Exploitation de la Mer (Ifremer) dans l'ouest de l'île de La Réunion. Elle a montré l'existence de stocks commercialement intéressants et de nombreux pêcheurs, professionnels et plaisanciers se sont équipés en moulinets électriques pour exploiter ces ressources profondes. Cependant les poissons démersaux profonds représentent une ressource fragile du fait, notamment, de leur croissance lente et de leur maturité sexuelle tardive. Aussi, face à cette augmentation rapide de la pression de pêche, Ifremer a été sollicité pour mener une nouvelle étude ; et deux nouvelles campagnes expérimentales ont été réalisées en 2011 (68 marées ayant permis la réalisation de 559 filages). La première campagne a repris les mêmes sites de pêche, le même matériel et la même méthodologie qu’en 2000. Elle montre que les rendements en espèces commerciales ont diminué de façon très nette (plus de 90%) ainsi que la taille de certaines espèces, indicateurs caractéristiques d'une surexploitation des stocks. Seules les captures de requins zépines (Squalus megalops,) non commercialisées à La Réunion, restent comparables à celles de 2000 avec la moitié des captures totales. La 2e campagne a étendu la prospection à tout le tour de l'île. La surpêche (baisse des rendements et des tailles de poisson) est confirmée dans l'ouest et à un moindre degré sur la côte nord. Les rendements sont meilleurs dans l'est et le sud. Parallèlement, 2 tailles d'hameçons ont été comparées : les petits hameçons capturent un nombre significativement plus élevé de poissons par filage, mais de tailles plus petites, ce qui se traduit par un poids global comparable. Les hameçons de taille moyenne (type 7/0) ont donc une sélectivité significative sur la taille des poissons capturés sans nuire au rendement global. Des comparaisons ont aussi porté sur les types d'appât : Les laizes de petits pélagiques locaux (pêche-cavale et bancloche) se révèlent les plus efficaces et les plus sélectives vis-à-vis des espèces commerciales. Cette étude fournit des indicateurs utiles à la gestion des stocks démersaux jusqu'ici peu étudiés et peu encadrés. Mais la grande inconnue reste l'effort de pêche total sur cette ressource et notamment celui des pêcheurs plaisanciers. Aquaculture et prospective : un passé simple et ses futurs antérieurs ; Aquaculture and prospective : a simple past and its future past Auteur(s) : Lacroix, Denis Éditeur(s) : AgroParisTech, ABIES Résumé : Aquaculture is one of the main supply of protein in feed for mankind, notably in Asia. It increases and had exceeded the level of production of world fisheries, which is decreasing. According to sites and rearing methods, aquaculture contributes to add value but also in some cases to impact negatively the aquatic ecosystems. In the coastal area, a rich and productive zone, but also a place of conflicts, this activity presents a high potential for development if it takes into account the rules of sustainability. The conditions of this sustainability may be cleared with appropriate methods of foresight analysis applied for each development project. The analysis of the professional experience of D. Lacroix for 33 years in aquaculture is structured in three steps. Firstly, the work is to check the scientific value of the research conducted under his responsibility in various contexts and for different responsibilities. This study refers to the requirements of a PhD. In the second part of the work, the results of few major projects (French West Indies, French Guyana….) are analysed with the support of the theory of translation (Callon et al) which allows to build a network of actors and to project it into the context. This way of study includes a special attention to the aspects of time planning, legitimacy and acceptability. Finally, the author examines how this knowledge gained from experience could help building a method for foresight analysis aiming at a shorter planning, a better timing and less means for future projects. To achieve this goal the author integrates the vision of the economist R. Passet which structures any project in an ecosystemic framework, including criteria of sustainability. The mix of these two approaches (Callon & Passet) entails in a new tool for foresight analysis, called Aster, which originality is to offer the possibility to test various scenarios and related consequences to help decision -makers. This new method of foresight analysis, is then tested on the well known case study of the development of prawn Macrobrachium rosenbergii in French Guyana. The test shows to be successful as it delivers precise and arguable recommendations about research and development for all stakeholders. L'aquaculture est l'une des composantes principales de l'apport en protéines dans le monde, surtout en Asie. Elle croît, alors que la pêche, qu'elle a dépassée en tonnage comme en valeur, décline. Selon les écosystèmes et les méthodes employées, elle peut contribuer à valoriser, mais aussi à dégrader les milieux aquatiques. Dans la zone côtière, espace riche et productif au plan biologique mais convoité, l'aquaculture conserve un potentiel de développement si sa mise en œuvre intègre les principes de la durabilité. Celle-ci peut être éclairée par la prospective avec des méthodes d'analyse adaptées à chaque projet. L'analyse de l'expérience de 33 ans en aquaculture de D. Lacroix est faite en trois temps. D'abord, il s'agit de vérifier la qualité de ses travaux de recherche scientifique menés dans des contextes et avec des responsabilités variés en suivant la grille d'analyse de référence d'un doctorat. Ensuite, l'analyse consiste à prendre un recul critique sur les bilans de réalisations majeures (Antilles, Guyane…) en mobilisant l'approche de M. Callon dont la théorie de la traduction permet de construire le réseau des acteurs et de le projeter dans la problématique. Cette grille d'analyse est complétée par l'étude des aspects de temporalité, légitimité et d'acceptabilité pour chaque réalisation. Ce travail sur diverses situations d'intervention permet de préparer une réflexion sur la proposition méthodologique qui suit et son adaptation à des conditions variables. Enfin, les connaissances acquises sont synthétisées afin de construire une méthode de prospective qui permettrait de gagner en temps, en efficacité et en moyens sur des projets à venir. Pour cela, l'analyse s'appuie sur la vision de R. Passet, qui structure les éléments de tout projet dans la hiérarchie des composantes de la durabilité. Le système dynamique qui en résulte peut être alors croisé avec divers scénarios afin d'en simuler les conséquences et donc d‟éclairer les choix. Pour un suivi conjoncturel de l'environnement : à propos des ports du littoral français Auteur(s) : Ferlin, I Résumé : This study aims to integrate the problems associated with port development and related activities in an economic monitoring programme that surveys all the activities associated with the marine environment. The economic monitoring programme in this sector also includes studying coastal spatial planning. This type of study concerns the creation and remodelling of sites that involve investments. We can consider two types of coastal spatial planning: one which integrates port development, tourism, aquaculture and fisheries and one that deals with the marine environment (Abric, 1989). Economic surveys of port development on French coasts supposes that the problem of identifying information sources have been resolved and the sectors and the activities that should be accounted for have been characterised. In what follows, the limits of available information and the problems pertaining to the proposed classification of activities according to statistical nomenclature will be discussed. The absence of structured and localised data is aggravated in certain cases by the rules of confidentiality. In light of these difficulties, the first part of this report is devoted to the inventory of general information sources and to the characterisation of existing data. As information forms the basis of any economic monitoring programme, it is necessary to know where, how and by whom information is processed and the limits that one comes up against. This report does not pretend to be exhaustive given the deadlines and the duration of this study. The second part of this report constitutes a summary of the recent trends discerned in terms of port development, from a legal, as well as economic and financial, point of view. This study should be considered as the first step to establishing a basis for a more in-depth study. Cette étude a pour but d'intégrer les problèmes d'aménagement portuaire et les activités qui y sont liées dans un suivi conjoncturel de l'ensemble des activités économiques en relation avec le milieu maritime. Le suivi conjoncturel de ce secteur économique passe aussi par l'étude de l'aménagement physique du littoral. Celui-ci concerne la création et le remodelage de sites impliquant des investissements. On peut considérer deux types d'aménagements physiques -l'aménagement du littoral : portuaire, touristique, aquacole, halieutique; -l'aménagement du mineur marin (Abric, 1989). Un suivi conjoncturel de l'aménagement portuaire du littoral français, suppose en préalable la résolution du problème de l'identification des sources d'information et la caractérisation des secteurs et activités en prendre en compte. On verra par la suite les limites de l'information disponible et les problèmes afférents a la classification des activités selon les nomenclatures statistiques proposées. L'absence de données structurées et localisées est aggravée dans certains cas par des règles de confidentialité. Du fait de ces difficultés, la première partie de ce rapport est consacrée au recensement des sources d'information générale et à la caractérisation des données existantes. L'information étant à la base de tout suivi conjoncturel, il convient en effet d'être en mesure de savoir où, par qui et comment elle est traitée et les limites auxquelles on se heurte. Ce rapport ne peut prétendre à l'exhaustivité compte tenu des délais et de la période d'exécution de cette étude. La seconde partie constitue une première synthèse sur les évolutions récentes saisies en termes d'aménagements portuaires, tant d'un point de vue juridique qu'économique et financier. Dynamic Energy Budget (DEB) models have been extensively applied to study its energetics but such applications require a deep understanding of its nutrition, from filtration to assimilation. Being filter feeders, mussels show multiple responses to temporal fluctuations in their food and environment, raising questions that can be investigated by modeling. To provide a better insight into mussel–environment interactions, an experiment was conducted in one of the main French growing zones (Utah Beach, Normandy). Mussel growth was monitored monthly for 18 months, with a large number of environmental descriptors measured in parallel. Food proxies such as chlorophyll a, particulate organic carbon and phytoplankton were also sampled, in addition to non-nutritious particles. High-frequency physical data recording (e.g., water temperature, immersion duration) completed the habitat description. Measures revealed an increase in dry flesh mass during the first year, followed by a high mass loss, which could not be completely explained by the DEB model using raw external signals. We propose two methods that reconstruct food from shell length and dry flesh mass variations. The former depends on the inversion of the growth equation while the latter is based on iterative simulations. Assemblages of food proxies are then related to reconstructed food input, with a special focus on plankton species. A characteristic contribution is attributed to these sources to estimate nutritional values for mussels. M. edulis shows no preference between most plankton life history traits. Selection is based on the size of the ingested particles, which is modified by the volume and social behavior of plankton species. This finding reveals the importance of diet diversity and both passive and active selections, and confirms the need to adjust DEB models to different populations and sites.
