Étude préparatoire a une reconquête des niveaux de ressource en langouste royale (Palinurus elephas) en mer d'Iroise Auteur(s) : Latrouite, Daniel Lazure, Pascal Résumé : The study conducted in the framework of an agreement between Ifremer and the Local fisheries committee at Audierne is part of a project to restore spiny lobster Palinurus elephas stock levels in the Iroise Sea. It is supported by professional fishermen from Finistère and by the Regional fisheries committee of Brittany.
After a brief review of the way lobster stocks are managed worldwide, followed by the major biological and ecological features of red lobster and the state of fisheries in Europe and North Africa, the very poor state of the resource along French coast is borne out by the statistics of landings.
Various scenarios (not alternatives) to promote the rebuilding of the biomass are suggested: minimum landing size increase, seasonal closure of the fishery, berried females protection, no fishing zones.
The drift of phyllosoma larvae during their long larval stage is addressed using a 3-D hydrodynamic simulation model.
L'étude réalisée dans le cadre d'une convention entre Ifremer et le Comité local des Pêches d'Audierne s'inscrit dans un projet de reconquête des niveaux de ressource en langouste rouge Palinurus elephas en mer d'Iroise soutenu par les pêcheurs professionnels de la pointe du Finistère et par le Comité régional des Pêches de Bretagne. Après avoir rappelé brièvement les modalités de gestion des stocks de langoustes dans le monde puis les grands traits biologiques et écologiques de la langouste rouge et l'état des pêcheries en Europe et dans le nord de l'Afrique, le très mauvais état de cette ressource sur les côtes françaises est confirmé au travers des statistiques de débarquement. Divers scénarios (non alternatifs) visant à favoriser la reconstitution d'une biomasse sont proposés : augmentation de la taille minimale au débarquement, fermeture saisonnière de la pêche, protection des femelles ovigères et création de zones protégées. La dérive des larves phyllosomes au cours de leur longue phase larvaire est abordée par un modèle de simulation hydrodynamique en trois dimensions. (John Frank), 1853-1943 ( Author, Primary ) Résumé : (Biographical) From Wikipedia: John Frank Stevens (25 April 1853 – 2 June 1943) was an American engineer who built the Great Northern Railway in the United States and was chief engineer on the Panama Canal between 1905 and 1907. Biography: Stevens was born in rural Maine, near West Gardiner to John Stevens, a tanner and farmer, and Harriet Leslie French. He attended Maine State Normal School (now the University of Maine at Farmington) for two years. At the conclusion of his schooling in 1873, bleak economic conditions held little promise of a job, and he chose to go west. Entry into the field of civil engineering evolved from his experience in the Minneapolis city engineer's office. For two years he carried out a variety of engineering tasks, including surveying and building railroads, and at the same time gained experience and an understanding of the subject. He became a practical engineer, self-taught and driven by a self-described "bull-dog tenacity of purpose." In 1878 Stevens married Harriet T. O'Brien. They had five children, two of whom died in infancy.
By the age of 33, in 1886, Stevens was principal assistant engineer for the Duluth, South Shore and Atlantic Railway, and in charge of building the line from Duluth, Minnesota to Sault Ste. Marie, Michigan, across the Upper Peninsula of Michigan. Although a large part of his work involved surveying, he assisted in all phases of railroading: reconnaissance, locating, organizing, and construction.
In 1889, Stevens was hired by James J. Hill as a locating engineer for the Great Northern Railway.
Stevens earned wide acclaim in 1889 when he explored Marias Pass, Montana, and determined its practicability for a railroad. Stevens was an efficient administrator with remarkable technical skills and imagination. He discovered Stevens Pass through the Cascade Mountains, set railroad construction standards in the Mesabi Range of northern Minnesota, and supervised construction of the Oregon Trunk Line. Hill promoted him to chief engineer in 1895, and later to general manager. During his time at the Great Northern, Stevens built over a thousand miles of railroad, including the original Cascade Tunnel. Stevens Pass in the Cascade Range was named for him. (Most other Pacific Northwest landmarks with the word "Stevens" are named after Isaac Stevens, who is of no relation.)
Panama Canal:
Stevens left the Great Northern in 1903 for the Chicago, Rock Island and Pacific Railroad, where he was promoted to vice-president. Then, in 1905, at Hill's recommendation, he was hired by Theodore Roosevelt as chief engineer on the Panama Canal.
Stevens' primary achievement in Panama was to build the infrastructure needed for the completion of the canal. "The digging," he said, "is the least thing of all." He proceeded immediately to build warehouses, machine shops, and piers. Communities for the personnel were planned and built to include housing, schools, hospitals, churches, and hotels. He authorized extensive sanitation and mosquito-control programs that eliminated yellow fever and other diseases from the Isthmus. Reflecting his background, he saw the early stage of the canal project itself as primarily a problem in railroad engineering, which included rebuilding the Panama Railway and devising a rail-based system for disposing of the soil from the excavations. Stevens argued the case against a sea level canal like the French had tried to build. He successfully convinced Theodore Roosevelt of the necessity of a high-level canal built with dams and locks.
Resignation:
Stevens resigned suddenly from the Canal project in 1907 to Roosevelt's great annoyance, as the focus of the work turned to construction of the canal itself. As a railroad engineer, Stevens had little expertise in building locks and dams, and probably realized he was no longer the best person for the remainder of the job. Stevens would also have been aware that the original great Cascade Tunnel, for which he was responsible, was in hindsight built in error too close to the ruling grade and was perhaps turning from a credit to a debit. The true reasons for his resignation have never been known.
Subsequent career:
Following the collapse of Imperial Russia in 1917, leaders of the provisional government appealed to President Wilson for help with their transportation systems. Stevens was selected to chair a board of prominent U.S. railroad experts sent to Russia to rationalize and manage a system that was in disarray; among his work was on the Trans-Siberian Railway. After the overthrow of the provisional government, the board's work ceased. Stevens remained in Allied-occupied Manchuria and in 1919 headed the Inter-Allied Technical Board charged with the administration and operation of the Chinese Eastern and Siberian railways. He remained in an advisory capacity until occupying Allied troops were withdrawn; he finally left in 1923. After his return to the United States Stevens continued to work as a consulting engineer, ending his career in Baltimore in the early 1930s. He was awarded the Franklin Institute's Franklin Medal in 1930. He then retired to Southern Pines, North Carolina, where he died at the age of 90 in 1943. Environmental tools such as Marine Protected Areas have been proposed to protect biodiversity, restore damaged ecosystems, sustain fisheries, and rebuild overexploited stocks. The effectiveness of marine protected areas depends in part on the maintenance of connectivity between marine populations, linked by ecological processes such as larval dispersal. In this thesis, we applied a biophysical model driven by ocean currents derived from satellite altimetry to evaluate connectivity between Western Indian Ocean reefs and across the current MPA system in the Mediterranean Sea. We applied different methods of analysis such as graph-theoretic and clustering. In the Western Indian Ocean, marine connectivity analyses show that the number of connections between reefs increases with fish pelagic larval duration. It also highlights a low connectivity across the region and a high interconnectivity within several regions (Mozambique Channel, Mascarene archipelago). In the Mediterranean Sea, connectance is globally low at the regional scale. This connectance is more important in Western than Eastern Mediterranean. Moreover, the marine connectivity analyses revealed high domestic connectivity rates. Depending on the study area, priority reefs or sites for MPA implementation are proposed. Finally, implications for transboundary marine policies and regional cooperation are discussed. Intégrer les connaissances sur la connectivité écologique dans la gestion des écosystèmes marins est essentiel, surtout dans un contexte d'appauvrissement des ressources marines et de dégradation des habitats côtiers à l'échelle mondiale. Des outils environnementaux, tels que les Aires Marines Protégées ont été mises en œuvre pour protéger la biodiversité, restaurer les écosystèmes endommagés, soutenir les pêcheries et reconstituer les stocks surexploités. Tribological properties of low-temperature graphite fluorides. The tribological tests evidence good intrinsic properties for all the compounds (friction coefficient in the range 0.07-0.09). Differences appear after few cycles. Friction measurements after 100 cycles and complementary Raman analyses of the tribofilm remaining in the wear scar point out that long term tribologic properties of the fluorinated compounds strongly depend on the evolution undergone by the materials under friction. The release of HF molecules, the loss of fluorine and partial rebuilding of graphitic phases are at the origin of the degradation of the friction properties. The good properties of the compounds post-treated at temperature in the range 150-300 °C are attributed to the chemical and structural stability of these compounds under friction. Pourquoi les promesses d’une démocratisation réussie, malgré le soutien massif des acteurs de la « société internationale » ont paradoxalement débouché sur la déstabilisation de l’Etat dans un contexte de crises récurrentes ? Ce sont les interrogations principales qui orientent cette recherche qui se donne pour ambition d’étudier les processus par lesquels les élites et les masses haïtiennes s’approprient la démocratie. De ce point de vue, la démocratisation s’analyse comme une ressource politique et institutionnelle revendiquée par ces dernières comme élément probant de leur adhésion à la grammaire démocratique. Dès lors, il s’agit de scruter les routes sinueuses et chaotiques empruntées par la démocratisation en Haïti, en interrogeant les diverses séquences marquantes de l’histoire politique haïtienne. L’accent est mis sur l’importation des technologies institutionnelles d’origine occidentale, notamment durant la période ouverte en 1994 avec la réinstallation de Jean-Bertrand Aristide dans ses fonctions de président et celle qui commence en 2004 avec son départ forcé du pouvoir. Ces deux séquences historiques, sous-tendues par des plans de reconstruction de l’Etat, sont marquées par la mobilisation de ressources diverses, en vue de jeter les bases d’une nouvelle gouvernance politique et économique. Elles circonscrivent également un champ de représentations conflictuelles, caractérisé par la compétition entre les Etats occidentaux et la lutte pour la répartition des enjeux de puissance entre les organisations internationales et les élites locales. L’analyse du processus de démocratisation conduit à des observations paradoxales : l’exacerbation de la violence, l’actualisation de l’autoritarisme, la multiplication des situations déviantes découlant des stratégies des acteurs locaux. Ces derniers tentent d’échapper aux contraintes imposées par des acteurs externes qui interviennent afin de sanctionner, d’arbitrer et d’imposer des décisions aux factions en luttes pour le pouvoir. Ainsi, la démocratisation passe par des crises d’adaptation, des phases contradictoires de recomposition, d’hybridation des institutions importées et parfois de contournement des normes et procédures. Entre les acteurs internes et externes s’établit et s’organise une dynamique interactive qui influence l’Etat dont la configuration finale est loin de correspondre aux objectifs affichés à travers les réformes engagées. Afin de mieux mettre en évidence les traits distinctifs de cet Etat forgé dans l’incertitude et l’imprécision, la thèse propose de restituer les dynamiques et l’historicité propres à la société haïtienne, en privilégiant l’hypothèse de la réinvention de l’Etat. Paradoxalement, l’État peut être le produit de processus de violence et la part chaotique que comporte la situation en Haïti peut recéler les prémices de sa construction. What does explain the weakness of a State which has committed more than 20 years to break with the practices of authoritarianism and neo-patrimonialism? Why the promises of a successful democratization, despite the massive support of the actors of the “international society” paradoxically led to the destabilization of the State in the context of recurrent crises? These are the key questions guiding this research, whose ambition is to study the processes by which elites and the Haitian masses appropriate democracy. From this point of view, democratization is analyzed as a political and institutional resource claimed by them as convincing evidence of their adherence to democratic grammar. Therefore, it is scrutinizing the winding roads and chaotic way borrowed by democratization in Haiti, by querying various striking sequences of Haitian political history. Emphasis is placed on the importation of institutional technologies of Western origin, particularly during the period opened in 1994 with the resettlement of Jean-Bertrand Aristide in his duties as president and on the period which starts in 2004 with his forced departure from power. These two historical sequences, underpinned by plans for the reconstruction of the State, are marked by the mobilization of various resources, with a view to laying the foundations for new political and economic governance. They also define a field of conflicting representations, characterized by competition between Western States and the struggle for the distribution of power between the international organizations and local elites issues.The analysis of the process of democratization leads to paradoxical representations: the exacerbation of violence, the updating of authoritarianism, the multiplication of deviant situations arising from the strategies of local actors. The latter are trying to escape from the constraints imposed by external actors involved in order to punish, to arbitrate and to impose decisions on the factions struggling for power. Thus, democratization goes hand in hand with crises of adaptation, contradictory phases of re-composition, hybridization of the imported institutions and, sometimes with circumvention of the standards and procedures. Between internal and external actors are settled and organized interactive dynamics that influence the State of which the final configuration is far short of the objectives set out through the aimed reforms. In order to better highlight the distinguishing features of this State forged in uncertainty and vagueness, the thesis proposes to analyze the dynamics and historicity of Haitian society, privileging, the hypothesis of the reinvention of the State.
