[9] commented on our paper [11], arguing that the current IUCN objective-based categorization ofprotected areas, which is also used in marine protected areas (MPAs), should not be abandoned and replaced bythe new regulation-based classification system [11]. Here we clarify that we do not advocate replacing thecurrent IUCN categories, but highlight the benefits of using both the objective-based IUCN categories and thenew regulation-based classification when applied to MPAs. With an increasing number of MPA types beingimplemented, most of them multiple-use areas zoned for various purposes, assessing ecological and socioeconomicbenefits is key for advancing conservation targets and policy objectives. Although the IUCN categoriescan be used both in terrestrial and marine systems, they were not designed to follow a gradient of impacts andthere is often a mismatch between stated objectives and implemented regulations. The new regulation-basedclassification system addresses these problems by linking impacts of activities in marine systems with MPA andzone classes in a simple and globally applicable way. La dynamique des pêches côtières du pays bigouden Auteur(s) : Charuau, Anatole Résumé : In the beginning, the coastal fleet of the Bigouden region fished by trawling and was completely focused on exploiting lobster and hake. It is a traditional business that expanded between the last war and the 70s, reaching its peak between 1975 and 1980.
The best image to give an idea of this fleet is that of a "bucket waterwheel" endlessly discharging its catch in the four ports of the Guilvinec district. Where there is a seafaring business in Guilvinec, Loctudy and Saint-Guénolé, there is a complementarity that is expressed in two ways:
- coastal fishing constitutes a very noticeable and regular supplement to production, since sales happen daily and only bad winter weather causes a relative decrease in the supplement. - coastal fishing gives a flattering image of the port based on the display of high-quality leading market products: daily live lobster, hake and angler.
In this study, we have above all tried to evaluate the situation of the Bigouden coastal system as an entity, while including in the same analysis the species, fleets and the exploitation of the resource. For the main species, a balance sheet is proposed. It covers the lobster, hake and angler separately. Lobster, because of its small amount of movement, can be considered as being an isolated stock, while fish belong to much more wide-ranging groups.
The lobster has gained from various increases in meshing that have been imposed since 1971, even if these have not always been strictly applied. One of the results of this management by means of meshing is a "depreciation" of the variations of daily yields around an average value of 100kg.
For the hake, the dominant trait is an increase in yields in the last few years in accordance with an improvement of the situation in the Gulf of Gascony due to a generalised decrease of effort and a modification of the exploitation profile since the appearance of boulters and straight nets. Whereas the situation for lobster fisheries, as regards the hake's marketable size, did not improve, since the demand for small hake still exists, we have nonetheless been witnessing for about ten years a slow diversification of the fleets' business activities, which is much more in line with sequential hake fisheries' logical outline of exploitation. When lobster yields decrease, one part of the fleet focuses on the fish at the edges of the lobster fisheries.
For the angler, we see rather similar phenomena and a significant increase in unloading of the two species by lobster fishermen due also to a widening of their fishing areas. On the lobster mudflats themselves, there is no notable change in exploitation in the historical records. All studies of coastal fishing always come up against the problem of acquiring statistical data and the Bigouden region is no exception to the rule.
To improve this situation, in 1987 and 1988 two items were chosen:
- a better awareness of the activity and of the areas frequented, by survey during unloading in Guilvinec and in Loctudy.
- a detailed description of the haul by species, by sampling, in Loctudy, on two-thirds of coastal sales, between December 1987 and November 1988.
For this reason, analysis of fleets by type is still cursory and covers only one year. The appearance of new trends towards fish can only be described qualitatively, since there is no historical record. The classification of boats was done by analysing data furnished by the auctions. This first assessment is not necessarily reliable, above all because of the auctions' inaccurate description of the hauls, a deficiency that we have tried to overcome by surveying in Loctudy.
In conclusion, we are witnessing in the Bigouden region, as in other entities, a rebalancing between traditional business activities and modern trends. Lobster fishing, almost exclusive before the 1980s, is tending to decrease for two main reasons:
- a generalised decrease in activity in the lobster fisheries due to non-renewal of coastal fish fleets,
- The transfer of part of the lobster fishermen's activities to fish, since the lobster and its accompanying catch no longer seemed able to insure the economic viability of new ships.
Other maritime districts resolved their lobster problem in a different way. The Lorient fishermen improved their yields by using more capable trawlers, the fishermen of Sable by exploiting the hake fish run to the fullest and limiting their lobster fishing to the best season. The Bigouden region is slowly turning to the second solution, as it renews its fleet.
A ses origines, la flottille côtière du pays bigouden péchant au chalut, est tout entière orientée vers l'exploitation de la langoustine et du merlu. Il s'agit d'une activité traditionnelle qui s' amplifie entre la dernière guerre et les années 70 pour atteindre son apogée entre 1975 et 1980. La meilleure image que l'on puisse donner de cette flottille est celle d'une "noria" débarquant inlassablement sa capture dans les quatre ports du quartier du Guilvinec. Là où existe une activité hauturière à Guilvinec, Loctudy et Saint-Guénolé, il y a une complémentarité qui s'exprime de deux manières : - la pêche côtière constitue un appoint très appréciable et régulier de production, puisque la vente est quotidienne et que seules les intempéries hivernales entraînent une baisse relative des apports. - la pêche côtière donne du port une image flatteuse basée sur la présentation de produits d'appel de grande qualité : langoustine vivante, merlu et baudroies quotidiens. Dans cette étude, nous avons surtout tenté de faire le point sur le système côtier bigouden en tant qu'entité, en englobant dans la même analyse des espèces, les flottilles et l'exploitation de la ressource. Pour les espèces principales, un bilan est proposé. Il couvre séparément la langoustine, le merlu et les baudroies. La langoustine, en raison de ses faibles déplacements, peut être considérée comme constituant un stock isolé, alors que les poissons appartiennent à des ensembles beaucoup plus vastes. La langoustine a beaucoup gagné des diverses augmentations de maillage qui ont été imposées depuis 1971, même si elles n'ont pas toujours été appliquées avec rigueur. Un des résultats de cette gestion par les maillages est un "amortissement" des variations des rendements journaliers autour d'une valeur moyenne de 100 kg. Pour le merlu, le trait dominant est une augmentation des rendements dans les dernières années en accord avec une amélioration de la situation dans le Golfe de Gascogne due à une baisse généralisée de l'effort et à une modification du profil d'exploitation depuis l'apparition des palangriers et des filets droits. Si la situation sur les pêcheries de langoustine, au regard de la taille marchande du merlu, ne s'est pas améliorée puisque la demande de petits merluchons existe toujours, on assiste par contre depuis une dizaine d'années à une diversification lente des activités des flottilles entrant beaucoup mieux dans le schéma logique d'exploitation des pêcheries séquentielles de merlu. Quand les rendements en langoustine baissent, une partie de la flottille s'oriente vers les poisson sur les marges des pêcheries de langoustine. Pour les baudroies on observe des phénomènes assez analogues et une augmentation importante des débarquements des deux espèces par les langoustiniers due également à un élargissement de leurs zones de pêche. Sur les vasières à langoustine elles-mêmes, il n'y a pas de modification notable de l'exploitation dans la série historique. Toute étude des pêches côtières se heurte toujours au problème d'acquisition des données statistiques et le pays bigouden n'échappe pas à la règle. Pour améliorer cette situation, en 1987 et 1988, deux points ont été retenus : - une meilleure connaissance de l'effort et des zones fréquentées, par enquête au moment des débarquements à Guilvinec et à Loctudy, - une description détaillée des apports par espèce, par échantillonnage, à Loctudy, sur les 2/3 des ventes côtières, entre décembre 1987 et novembre 1988. Pour cette raison, l'analyse de flottilles en types est encore sommaire et n'a porté que sur une année. L'apparition des tendances nouvelles vers le poisson ne peut être décrite que qualitativement puisque la série historique n'existe pas. La classification des bateaux a été faite par l'analyse des données fournies par les criées. Ce premier diagnostic ne présente pas toutes les garanties en raison surtout d'une description peu fidèle des apports par les criées, déficience que l'on a essayé de pallier en enquêtant à Loctudy. En conclusion, on assiste dans le pays bigouden comme dans d'autres entités à un rééquilibrage entre les activités traditionnelles et des orientations modernes. La pêche de langoustine, quasi exclusive avant les années 1980, tend à décroître pour deux raisons principales : - une baisse généralisée de l'effort sur les pêcheries de langoustine due au nonrenouvellement des flottilles de pêche côtière, - le report d'une partie de l'effort des langoustiniers vers les pêcheries de poissons, la langoustine et sa capture accessoire ne semblant plus pouvoir assurer la rentabilité économique des navires neufs. D'autres quartiers maritimes ont résolu de façon différente leur problème langoustine. Les Lorientais ont amélioré leurs rendements en adoptant des chaluts plus performants, les Sablais en exploitant à fond la séquence des pêcheries de merlu et en limitant leur intervention sur la langoustine à la saison la plus favorable. Le pays bigouden s'engage lentement dans la seconde solution, au rythme du renouvellement de sa flottille. This type of environment is often used in reinforcement learning litterature to assess the performances of learning methods when facing problems containing non markov situations. Through this study, we discuss on the performances of the APCS on maze type environments and also of the efficiency of an improvement of the APCS learning method inspired from the XCS : the covering mechanism. We manage to show that, without any memory mechanism, the APCS is able to build and to keep accurate strategies to produce regular sub-optimal solutions to these maze problem. This statement is shown through a comparison of the results obtained by the XCS, XCSM and XCSMH on distinct maze problems with these obtained by the APCS. Assessment of tropical shrimp aquaculture impact on the environment in tropical countries, using hydrobiology, ecology and remote sensing as helping tools for diagnosis Auteur(s) : Fuchs, Jacques Martin, Jean-louis M. Populus, Jacques Résumé : After a period of rapid development of the sites (an increase in both reared surface area and production), tropical shrimp aquaculture is currently being faced with critical problems due to economical and ecological constraints. In many countries with favourable conditions for shrimp aquaculture such as indonesia or Vietnam, sites are often badly selected and/or over-exploited. This conducts to sorne extent to decreases or collapses in the production due to the difficulty in predicting the maximum production capacity of the sites. Furthermore, it appears that production sustainability depends on many factors among which socio-economy and ecolo gy are of prime importance.
The STD3 project titled « Assessment of tropical shrimp aquaculture impact on the environment in tropical countries using hydrobiology, ecology and remote sensing as helping tools for diagnosis )) was initiated in 1994, with the aim to study the sustainability of marine shrimp aquaculture in tropical areas, main! y Indonesia and Vietnam, through the following tasks: (i) improve site selection and study the impact of aquaculture on marine environments presenting a variable sensitivity to organic sewage, (ii) analyse the socio-economical aspects and profitability of the aquaculture industry and of common resources (iii) use remote sensing and geographical data bases for diagnosis and monitoring of site degradation (iv) reinforce the capacity of Asian
scientists through training.
Severa! aquaculture sites have been investigated in the Lampung region (South Sumatra, Indonesia), the Mekong delta (Vietnam) and on the West coast of New-Caledonia, providing a large range of typical ecosystems encountered in Asia and in the Pacifie, from coralline sites to coastal plains with mangrove and deltaic areas. The study concerned the spatial structure and seasonal influence of these ecosystems, the temporal variation during the course of the project (3 years) and the relation between the ecological structure and farm productions.
Remote sensing provides a synoptic vision over large land expanses. Severa! scenes were processed for landuse mapping using conventional classification techniques. Concerning water quality assessment, a general relation for the Java sea was found between image and field data in terms of total suspended matter. Applying this relation to a new site in Sumatra has provided an initial approach to water type and, together with land use mapping, a preliminary assessment of the suitability of the area to shrimp aquaculture development.
Socio-economic research has been focused on the identification ofneeds for collective action, including public policy, in the perspective of shrimp farming sustainability. The main concern is in the regulation of shrimp farming intensification and extensification at the scale of coastal ecosystemic entities in a common property resource management perspective. The common considered here is coastal water quality. Comparing the local development profiles and the institutional grounds for the design and implementation of collective management rules shows that variables such as land tenure system, farm owner socio-economic profile, social homogeneity or heterogeneity of the farmers are key factors to analyse the potential for sustainability. The defmition of
water quality and the possible means to ensure its collective management are discussed. The main conclusion is that the economie incentives to farming development are strong but there is no significant difference among traditional, semi-intensive and intensive systems in terms of economie efficiency or wealth distribution.
The description of the functioning of the different kinds of ecosystems make it possible to give an advice concerning the positioning of the activity inside the ecosystem, and furthermore to have a reference state in order to determine the impact of the activity on the coastal environnement. This impact can be summarized as an increase in the concentration of total suspended matt€?r, of particulate organic matter and of sulfate reducing bacterias. This organic ma~.er is either issued from rearing activities or from telluric origine, due to mangrove eradication when building the ponds.
An evaluation of the relationship existing between productivity and characteristics of each ecosystem bas been conducted by correlating ecological indicators data (concentration of total suspended matter, particulate organic matter, chlorophyll, percentage of pheopigments in total pigments and cyanobacteria and sulfatereducing bacteria in water and sediments) with the average production of the farms. This comparison lead to the compilation of a scale of observed production integrating the range of these environmental parameters with shrimp production levels, bound to facilitate the positioning of shrimp farming in relation with the confmement leve! of each ecosystem.
Lastly, ali geographie data originated from the various compartments of the study have been geo-referenced and loaded into a geographical information system. This allows to display any query made on spatial variables and their related statistical data, including the ir variations over the last few years and to reveal patterns and phenomena otherwise not obvious. Le programme mis en oeuvre par la DRV (Paris, CREMA-L'Houmeau, DELIAO Brest, COP Tahiti, GIE/RA Nouvelle Calédonie), dans le cadre d'un projet européen STD3 «(Sciences et Technique au Service du Développement», en collaboration avec l'Université de Montpellier II, l'Ecole Nationale d'Agronomie de Rennes, l'ITC (Hollande), l'Institut Océanographique de Nha Trang (Vietnam), le BADC de Jepara et le BPPT de Jakarta (Indonésie), avait pour but la mise au point de méthodes permettant d'améliorer la sélection des sites ainsi que le suivi du développement et de l'impact de l'aquaculture des crevettes Péneides en milieu tropical pour éviter la surexploitation. Quatre axes de recherche ont été défmis : a) identifier la nature et quantifier les rejets de déchets issus de ce type d'aquaculture, b) définir les caractéristiques écologiques des écosystèmes susceptibles d'accueillir l'activité aquacole et suivre leur évolution sous l'influence des rejets, c) déterminer l'influence de la gestion des fermes et des ressources (aspects économiques) sur les performances de productivité, d) déterminer la capacité de la télédétection comme outil de diagnostic d'impact à l'échelle de la région, e) mener un programme de formation d'étudiants et jeunes chercheurs Vietnamiens et Indonésiens. However, MPAs implemented worldwide include a large variety of zoning and management schemes from single to multiple-zoning and from no-take to multiple-use areas. The current IUCN categorisation of MPAs is based on management objectives which many times have a significant mismatch to regulations causing a strong uncertainty when evaluating global MPAs effectiveness. A novel global classification system for MPAs based on regulations of uses as an alternative or complementing the current IUCN system of categories is presented. Scores for uses weighted by their potential impact on biodiversity were built. Each zone within a MPA was scored and an MPA index integrates the zone scores. This system classifies MPAs as well as each MPA zone individually, is globally applicable and unambiguously discriminates the impacts of uses. This paper, based on the aquaculture example, analyses the diversity in aquaculture systems with respect to sustainable development. Various typologies are obtained by evaluating structural and functional approaches integrating variables related to production and regulation systems and to the territorial insertion of fish farms. Categories have been defined on a scale based on a set of five sites, which are representative of a wider range of aquaculture systems. Use of these categories goes beyond the local typologies and prepares a generic meta-typology classification for the systems. This generic classification is then compared to the views of sustainable development held by the fish farmers working on the various types of farms. L’épidémiologie de l’infection VIH chez l’adulte en Guadeloupe : étude à partir de la base de données hospitalière sur l’infection VIH (1988-2009) ; The epidemiology of HIV among adults in Guadeloupe : a study from the guadeloupean hospital database of HIV (1988-2009) Auteur(s) : Elenga, Narcisse Auteurs secondaires : Antilles-Guyane Nacher, Mathieu Résumé : Avec un taux d’incidence cumulée de 56 cas pour 100 000 habitants, la Guadeloupe est la deuxième région de France la plus touchée par le VIH. La plupart des publications sur le VIH/Sida en Guadeloupe sont essentiellement descriptives, issues de rapports d’activité. La base hospitalière, alimentant la Base de données Hospitalière française sur l’infection à VIH, n’a été que très peu exploitée pour la recherche. L’objectif de ce travail est d’évaluer les aspects fondamentaux de la prise en charge de l’infection VIH. Ainsi le dépistage tardif, le retard à la prise en charge spécialisée, l’interruption du suivi, les infections opportunistes et les décès sont étudiés ainsi que leurs facteurs prédictifs.Dans ce travail articulé autour de six publications, nous avons mis en évidence les points suivants : tout d’abord, le diagnostic très tardif (CD4<200/mm3) concernait 40,12 % des adultes infectés par le VIH suivis en Guadeloupe. Comparé à la France métropolitaine, ce taux est encore très élevé et souligne l’importance de poursuivre les efforts de dépistage. Pour pouvoir bénéficier d’une prise en charge précoce, le patient doit être dirigé dans un centre de traitement de l’infection par le VIH sans tarder. Or, le retard dans cette prise en charge spécialisée touchait 36 % des patients. L’analyse des éléments associés à ce retard a permis d’en identifier les facteurs de risque.Pour optimiser les résultats thérapeutiques, les patients nécessitent un suivi régulier. Ainsi, le système de santé devrait avoir comme objectif, entre autres, la rétention des patients dans le circuit de soins. Or, plus de 22 % des patients de cette cohorte étaient perdus de vue et jamais revus. Les patients plus jeunes, ceux au stade B de la classification CDC et ceux non traités par TTARV étaient plus à risque d’interruption de suivi, dès la première année suivant le diagnostic de l’infection VIH.Bien que la proportion des patients suivis sous ARV soit proche de 100 %, il en existe toujours développant un Sida. La comparaison avec la Guyane et la France métropolitaine montre que les trois premières affections classantes en Guadeloupe étaient la candidose oesophagienne, le syndrome de cachexie liée au VIH et la pneumocystose. Il existait des différences notables avec la métropole, mais aussi avec la Guyane. Ce taux élevé de syndrome de cachexie liée au VIH pose question. Derrière ce diagnostic, pourraient se cacher d’autres maladies opportunistes non diagnostiquées, mais également des différences de codage. Le recul de la mortalité avec le temps a entraîné une modification qualitative des causes de décès. Celles rapportées dans la littérature étaient les mêmes que celles observées dans notre étude. Contrairement à la métropole où le cancer représentait la première cause de mortalité, en Guadeloupe, les infections liées au Sida constituaient la première cause de décès.Ce travail de thèse s’est donc efforcé de dégager, pour l’une des régions de France les plus affectées par le VIH, quelques grands indicateurs à partir de la Base Hospitalière FHDH. Cette base ne comportait pas toujours toutes les informations souhaitées, mais le nombre substantiel d’observations donnait une puissance importante aux variables étudiées. Ces résultats, bien que confirmant souvent les connaissances empiriques des cliniciens, aura pu aider à mieux appréhender l’épidémie du VIH en Guadeloupe. With an accumulated incidence rate of 56 cases per 100 000 inhabitants, Guadeloupe is the second French region most affected by HIV. Most of the publications on HIV/AIDS were essentially descriptive, stemming from annual reports. The Guadeloupean Hospital Database on HIV was scarcely exploited for research. The objective of this work was to estimate the fundamental aspects of HIV/AIDS in Guadeloupe. So late presentation for care, delay between HIV diagnosis and first specialised consultation, follow-up interruption, incidence of depression, opportunistic infections and deaths were studied as well as their predictive factors. We were able to highlight the following points: first, the very late HIV diagnosis (CD4< 200 / mm3) concerned 40, 12 % of HIV- infected adults followed in Guadeloupe. 36 % of patients had delays between HIV diagnosis and first specialised consultation. However, more than 22 % of patients were permanently lost to follow-up and never seen again. The first three classifying affections were oesophageal candidiasis, HIV-wasting syndrome and pneumocystosis. The causes of deaths reported in the literature were similar to those observed in our study. AIDS-related infections were the first cause of deaths.This thesis work thus tried to generate, in one of the most HIV-affected French regions, some indicators from the French Hospital Database on HIV. This database often did not contain all the desired informations, but the important number of observations allowed to have high power for the studied variables. These results, although often confirming the clinicians' empirical knowledge, may help understand some aspects of the HIV epidemic in Guadeloupe. http://www.theses.fr/2014AGUY0786/document | Partager |
