Cette mutation n’a pas toujours été en phase avec les processus de développement économique national et le changement du contexte international. Le modèle socialiste de la gestion des affaires économiques qui a prédominé à partir du milieu des années 60 jusqu'au milieu des années 80 a progressivement cédé la place à un retrait graduel de l'Etat du champ économique. On assiste, depuis, à une émergence d’un secteur privé qui tente toujours de trouver sa place, à une vague de privatisations, à une libéralisation du commerce extérieur et à un appel aux capitaux étrangers pour financer le développement économique.Cette volonté manifeste d’accéder à une économie de marché est encore plus perceptible dans le dernier code des investissements de 2001. Ces efforts de mise en conformité du droit interne des investissements avec le droit international des investissements sont relayés par un discours politique offensif.Néanmoins, cet environnement juridique incitatif perd de son attrait lorsqu’on le confronte, soit aux textes promulgués en matière de réglementation du commerce extérieur et la réglementation des changes, soit à l’environnement administratif dans lequel est mis en œuvre l’ensemble de ces textes de lois. Cette confrontation est particulièrement instructive quant à l’insuffisance de cohérence de la politique étatique suivie en matière d’investissement étranger. Ceci révèle la balance d’intérêt des autorités algériennes entre l’augmentation de la contribution des investissements étrangers au potentiel économique et technologique national et la sauvegarde de la souveraineté nationale.Ainsi, le questionnement de la politique législative algérienne d’investissement permet de comprendre les fondements de la doctrine algérienne des investissements étrangers. The legal framework for foreign investment in Algeria was marked by profound changes since the enactment of the first investment code in 1963 This change has not always been in line with the process of national economic development and change in the international environment . The socialist model of economic management that prevailed from the mid 60s to mid 80s gradually gave way to a gradual withdrawal of the state from the economic field. The objectives of the study were to evaluate the performance of current screening criteria in identifying children with blood lead levels higher than 50 µg/L in France, and to propose new criteria. Data from a national French survey, conducted among 3831 children aged 6 months to 6 years in 2008-2009 were used. The sensitivity and specificity of the current criteria in predicting blood lead levels higher than or equal to 50 µg/L were evaluated. Two predictive models of BLL above 44 µg/L (for lack of sufficient sample size at 50 µg/L) were built: the first using current criteria, and the second using newly identified risk factors. For each model, performance was studied by calculating the area under the ROC (Receiver Operating Characteristic) curve. The sensitivity of current criteria for detecting BLL higher than or equal to 50 µg/L was 0.51 (0.26; 0.75) and specificity was 0.66 (0.62; 0.70). The new model included the following criteria: foreign child newly arrived in France, mother born abroad, consumption of tap water in the presence of lead pipes, pre-1949 housing, period of construction of housing unknown, presence of peeling paint, parental smoking at home, occupancy rates for housing and child's address in a cadastral municipality or census block comprising more than 6% of housing that is potentially unfit and built pre-1949. The area under the ROC curve was 0.86 for the new model, versus 0.76 for the current one. The lead poisoning screening criteria should be updated. Results have shown the significant role of self-actualization in the determination of job satisfaction which backs the reasoning that fishing is more than just a livelihood. This paper is based in a job satisfaction study carried out in three lobster fisheries in the Caribbean. Lobster fishing (Panulirus argus) is an important economic activity throughout the Caribbean Basin, both as a source of income and employment for the local population as well as foreign exchange for national governments. These countries differ significantly in structure of the fishery as well as governance arrangements. In this paper we wish to address the relation between these structural differences and fishers’ job satisfaction across the three countries. Results indicate fishers’ job satisfaction is significantly higher in small-scale fisheries. De nombreuses recherches ont été réalisées ces dernières années sur le contentement au travail. Les résultats ont montré que l’activité de pêche n’est pas simplement un moyen de gagner de l’argent mais qu’elle résulte bien plus d’un choix délibéré. L’article expose les résultats d’enquêtes menées auprès de pêcheurs de langouste en République dominicaine, au Nicaragua et en Jamaïque. Globalement la satisfaction que les pêcheurs ont de leur travail est bien plus importante pour les pêcheries artisanales que pour les pêcheries plus fortement dotées en capital. Cette thèse a pour but de décrire la population atteinte d un cancer afin d améliorer les connaissances sur cette maladie et ainsi de permettre aux actions de santé publique d être plus efficaces.De 2003 à 2009, le taux d incidence des cancers standardisé sur l âge était, dans les deux sexes, 30% inférieur en Guyane par rapport à la France métropolitaine et n était pas différent de celui d Amérique du Sud.Nous avons comparé l incidence, la mortalité et la survie relative des patientes atteintes d un cancer invasif du sein (CIS) et des patientes atteintes d un cancer invasif du col de l utérus (CIC) entre la Guyane et la métropole.Le ratio incidence/mortalité indiquait que les cancers du sein étaient de plus mauvais pronostic en Guyane par rapport à la métropole.La survie relative des femmes atteintes d un CIS était inférieure en Guyane par rapport à la France métropolitaine.En Guyane, le taux standardisé d incidence du cancer du col de l utérus était 4 fois plus élevé qu en métropole. Les femmes vivant dans l intérieur de la Guyane semblaient être diagnostiquées à un stade plus tardif et plus souvent sur symptômes que les femmes du littoral. L accès aux soins des migrants est un challenge et une source d inégalité de santé. La détection précoce des cancers à travers des programmes de prévention est cruciale pour améliorer la survie par cancer et notamment chez les patients étrangers. The objective of the cancer registry of French Guiana is to compile all patients living in French Guiana with malignant invasive pathology and/or in situ lesions starting January 1st 2003 in persons living in French Guiana, whatever the tumoral location and the place of diagnosis and care. This study aimed to describe the population with invasive cancer to improve the knowledge about this disease in order to target public health interventions more effectively.The age standardised incidence rate was 30% times lower than in France in both sexes and the same than in South America.We compared incidence and relative survival of patients with invasive breast cancer (IBC) and patients with invasive cervical cancer (ICC) between women from French Guiana and metropolitan France.The ratio between incidence and mortality showed that the prognosis of IBC in French Guiana was worse than in metropolitan France.The relative survival rate among women with IBC in French Guiana was lower than among women in metropolitan France.In French Guiana, the age-standardized incidence rate of cervical cancer was four times higher than in France. Women living in remote areas seemed to be diagnosed later and more often following symptoms.Access to care for migrants is challenging and sustains health inequalities. Early detection through prevention programs is crucial for increasing cancer survival notably for foreign-born patients. Or, ce « parler multiple » semble depuis toujours être source de conflit. Loin d’être considéré comme une richesse, le bilinguisme (ou plurilinguisme) semble plutôt représenter un problème auquel on tâcherait de trouver une solution. « La multiplicité » dit Louis-Jean Calvet (1999), « est chose mauvaise, on lui préfère de façon toute jacobine un bon gros Etat monolingue bien cerné dans ses frontières politiques et linguistiques ».La région caraïbe occupe une place tout à fait intéressante sur cette scène en perpétuel mouvement qu’est la mondialisation. Ces pays/îles doivent continuellement chercher l’équilibre entre appartenance locale, régionale et internationale, grand nombre d’entre eux luttant toujours aujourd’hui pour concilier leur statut d’anciennes colonies et le rythme rapide de la mondialisation. Cette thèse porte sur la place des langues vivantes dans les écoles du premier degré à la Martinique et à la Dominique et sur les enjeux d’un enseignement bilingue pour ces deux îles qui appartiennent à la fois à la Caraïbe et au monde. Nous proposons, dans un premier temps, une étude de la situation actuelle de l’enseignement des langues dans les deux îles : quelles sont les politiques linguistiques dans les deux contextes? Dans quelle mesure sont-elles mises en œuvre? L’enseignement des langues répond-il aux exigences des textes officiels ? Les politiques linguistiques sont-elles adaptées aux réalités sociolinguistiques de ces îles ? Dans un deuxième temps, nous interrogeons la possibilité d’un enseignement bilingue dès l’école préélémentaire dans les îles de la Martinique et de la Dominique et nous expérimentons des approches d’enseignement des langues en milieu institutionnel et en contexte périscolaire. Nous nous interrogeons sur des modes de fonctionnement différents : ne pourrait-on pas imaginer d’autres manières de faire ? Que pouvons-nous proposer comme solutions complémentaires et/ou alternatives à l’existant ?Enfin, dans un troisième temps, dans une perspective plus globale, nous posons la question de l’éducation bilingue, par une approche comparée, en analysant les faits éducatifs dans deux systèmes différents et en nous intéressant à la question de l’altérité. La compréhension de l’Autre peut-elle améliorer l’existant dans le cas de la Martinique et de la Dominique ? Nous revenons ainsi à la question de l’intérêt et des enjeux d’une comparaison de l’enseignement des langues dans ces deux systèmes, en prenant en compte les identités locales, régionales et internationales à travers des analyses historiques et sociolinguistiques. A la suite de cette analyse, nous faisons des propositions concrètes en faveur d’un enseignement bilingue intégré dans ces deux îles. Ces propositions concernent les domaines tels que la didactique, la planification en éducation et le curriculum bilingue, la formation des enseignants et la politique linguistique de la Caraïbe. Notre question centrale est la suivante : comment enseigner aujourd’hui pour mieux préparer les citoyens caribéens au monde de demain ? The Caribbean region occupies an interesting space in the perpetually changing scene of globalisation. Caribbean countries or islands must continually seek to balance their sense of belonging to a local, regional and international community. This is sometimes a difficult task as any of them are still fighting to balance their evolution as old colonies with the fast pace of globalisation in a new world.This thesis focuses on language teaching at primary level in the islands of Martinique and Dominica. It examines the many issues surrounding language teaching and questions the role of bilingual education in the development of these two Caribbean islands as they evolve within the Caribbean and the world. Firstly, we propose a careful study of the current situation of language teaching in Martinique and Dominica. What are the language policies of these islands? How and to what extent are they implemented? Does language teaching truly reflect the objectives of official texts? Are the present language policies adapted to the sociolinguistic reality of each island?Secondly, we raise the question as to the possibility of the implementation of bilingual education at the pre-primary level in the islands of Martinique and Dominica. We examine the question through the experimenting of different language teaching methods within a school setting and as part of an extracurricular bilingual program. Can we envision alternative approaches to the present situation? What complementary or alternative solutions can we propose to improve on what already exists?Lastly, we look at the subject from an overall perspective and we address the question of bilingual education. We analyse how comparative education, the study of other education systems and the understanding of others play a major role in developing solutions to present day situations. This analysis takes into account issues relating to local, regional and international identities through a study of the historical and sociolinguistic context of the islands of Dominica and Martinique.Based on our analysis and on the literature, we put forward concrete proposals for holistic bilingual education on the islands of Martinique and Dominica. These proposals focus on areas such as language teaching pedagogy, education planning, the bilingual curriculum, teacher training, and language policy for the Caribbean. Cette musique rencontre des difficultés sur le plan local et international non seulement à cause des thématiques abordées mais aussi par la manière dont elles sont traitées. Ainsi, le traitement de la violence à travers le gun talk, ces textes faisant l’apologie des armes à feu, entraîne des critiques, on leur reproche d’être des incitations à la violence physique, psychologique, au désordre social et on juge leur influence négative. Par ailleurs, l’approche très explicite et très crue de la sexualité entraîne également des critiques du fait de la teneur misogyne et homophobe de certaines chansons.Par conséquent, cette étude du dancehall explique les raisons pour lesquelles le contexte particulier de la Jamaïque a conduit à ce genre de propos. Puis, elle démontre que les textes incriminés pour homophobie ou misogynie renferment une codification de la sexualité qui va au-delà de l’orientation sexuelle et de l’opposition hétérosexualité/homosexualité, pour ériger un modèle valorisant et valorisé en termes de pratiques sexuelles (le coït pénis/vagin). Pour répondre à ces questions, cette analyse s’appuie sur une série d’outils offrant une vision cohérente de cette musique : les travaux précédents sur le dancehall, les traductions d’un large éventail de chansons, l’utilisation de l’Internet qui permet de suivre les derniers déroulements de ce phénomène culturel en constante évolution et enfin les entretiens et les enquêtes menés sur le terrain. Completely different to play a part in the social unrest that this country is facing. The second part of the thesis focuses on the issues of violence and sexuality in dancehall music. It shows how politics and religion have a strong influence on the population and offer some legitimacy to the lyrics which lead to the controversies surrounding dancehall music. On the one hand, religion is the cornerstone of this society (although Jamaicans have integrated some principles and do not pay much attention to others) and determines what should be endorsed or rejected. On the other hand, the politicians apply some sort of physical and psychological violence to maintain their leading position. In addition, these politicians rely on the contempt for homosexuality to create cohesion within a society that is deeply characterized by divisions and tensions of all kinds. In the Jamaican context that is deeply influenced by patriarchal values, the individuals of the lower social strata (especially males) who experience difficulties to obtain a valorizing social status can turn to violence and criminal activities, and will hang to heterosexuality and “moral” sexual practices as vehicles to restored self-esteem (this vision of sexuality is one of the only valorizing aspects of masculinity that any individual can rely on regardless of their social status). Consequently, these sexual archetypes are expressed through the lyrics of dancehall music and are promoted by the artists of dancehall, self-proclaimed spokesperson for the Jamaican population. The third part addresses the issue of the perception of dancehall music on the international level through the issue of sexuality and homosexuality. This part shows that even though the language used by the artists can be hardly understood, some lyrics leave the listeners with different way of interpreting the message, especially when it comes to threatening some people physically or psychologically on the ground of sexual orientations and practices. These songs which express strong criticism towards some individuals have triggered vehement reactions from sexual minority groups. Different campaigns on the international level have forced the artists to tone down their lyrics. These campaigns show how the music is also utilized by these gay groups to fight against discrimination. Because of or thanks to the media attention that Jamaican music enjoys, the homosexuals are able to expose to the public opinion the physical and psychological violence they are experiencing in Jamaica. In addition, the close geographic, cultural and economic relationship between Jamaica and the USA shows, on the one hand, how homosexuality is perceived on the island as an imposed foreign value and on the other hand, how this Caribbean country is labeled as a homophobic nation. And finally, the influence of Jamaica on the international level allows us to analyze dancehall music in the French Caribbean islands.
