They often lead to, indeed focus directly on, the interest of limiting the fishing effort. In the simplest case, the one in which production automatically finds an outlet, the idea of limiting the fishing effort comes from an argument that can be presented schematically in three points:
a) halieutic resources and their renewal are limited;
b) an increase in overall fishing effort cannot therefore be done while maintaining the same level of catches per unit of effort; the latter inevitably decrease. Additionally, beyond a certain level of fishing intensity, a supplementary increase of the overall fishing effort brings about a decrease in overall catches.
c) without limitations, any expectation of profits from exploiting the resources elicits an increase of effort (increase in the number of ships or their fishing power); the latter leads to a decrease in catches per unit of effort, which makes it impossible to obtain the anticipated individual profits. The fishing effort will eventually have a tendency to grow up to the time when average net profits per boat and of the fleet become zero. This tendency is in part masked by technological improvements that make it possible, for the same level of overall effort, to increase production per ship; the decrease in number of ships is a corollary to that. For some species, a pronounced rise in the landing price can compensate for the drop in intake. Producers can benefit from that, not consumers.
The conclusion to which the theoretical analyses lead is that there is, in the absence of limitations on fishing efforts, a squandering of not only natural resources, but also of human and material means...
(OCR non controlé) De nombreuses études théoriques ont été consacrées depuis l'après-guerre aux aspects biologiques et économiques de l'exploitation des ressources halieutiques. Elles débouchent souvent, voire portent directement, sur l'intérêt d'une limitation de l'effort de pêche. Dans le cas le plus simple, celui où la production trouve automatiquement un débouché, l'idée d'une limitation de l'effort de pêche découle d'un raisonnement que l'on peut présenter, de manière schématique, en trois points : a) les ressources halieutiques et leur renouvellement sont limités ; b) un accroissement de l'effort total de pêche ne peut donc s'effectuer tout en maintenant un même niveau de captures par unités d'effort ; celles-ci diminuent nécessairement. De plus, audelà d'un certain niveau d'intensité de pêche, une augmentation supplémentaire de l'effort total de pêche entraîne une diminution des captures totales c) en l'absence de limitation, toute anticipation de bénéfices tirés de l'exploitation des ressources suscite un accroissement de l'effort (accroissement du nombre de navires ou de leur puissance de pêche) ; celui-ci entraîne une diminution des captures par unité d'effort qui ne permet pas d'obtenir les bénéfices individuels escomptés. L'effort de pêche aura finalement tendance à se développer jusqu'au moment où les bénéfices moyens nets par bateau et de la flottille deviennent nuls. Cette tendance est en partie masquée par les améliorations technologiques qui permettent, pour un mème niveau d'effort total, d'accroître la production par navire ; la diminution du nombre de navire en est un corollaire. Pour certaines espèces, une hausse prononcée du prix au débarquement permet de compenser la baisse des apports. Les producteurs peuvent en bénéficier, non les consommateurs. La conclusion à laquelle les analyses théoriques aboutissent est qu'il existe, en l'absence de limitation de l'effort de pêche, un gaspillage non seulement des ressources naturelles, mais aussi des moyens humains et matériels... ![]() | Investigating trophic-level variability in Celtic Sea fish predators Auteur(s) : Chassot, E Rouyer, Tristan Trenkel, Verena Gascuel, D Éditeur(s) : Blackwell science Résumé : The trophic level mean and variance, and the degree of omnivory for five Celtic Sea fish predators were estimated using a database of stomach content records characterized by a high level of taxonomic resolution. The predators occupied a high position in the food web, i.e. 4.75 for Atlantic cod Gadus morhua, 444 for haddock Melanogrammus aeglefinus, 4.88 for European hake Merluccius merluccius, 5.00 for megrim Lepidorhombus whiffiagonis and 5.27 for whiting Merlangius merlangus. The level of taxonomic resolution of the prey did not greatly affect mean T-L predator values; an effect on variance was evident, low resolution masking intra-population variability in T-L. Generalized additive models (GAM) were used to explain the variability of predator T-L caused by environmental variables (international Council for the Exploration of the Sea, ICES, division and season) and predator characteristics (total length, L-T). Significant year, location season and interaction effects were found for some species and with L-T, at the scale of ICES subdivision. The species-specific variability of T-L could be due to spatio-temporal variations in prey availability and in predator selectivity following ontogenetic changes. Omnivorous fish T-L. was less affected by spatio-temporal variations. In addition, results showed that the omnivory index and T-L variability provide dissimilar information on predator feeding strategy. Combining information on T-L. variability and omnivory allowed between within individual and between-individual components contributing to trophic niche width to be separated and the type of generalization of fish predators to be identified. From IFREMER's inception, its president, Mr SILLARD, made this problem one of the major guiding factors of the Institute by asking, as early as 1984, research teams to provide him with a complete and detailed view of the evaluation of seafood in France. The objective assigned to this task was twofold: assess France's room for manoeuvre and establish a research policy that must contribute to the improvement of this room for manoeuvre. The external trade deficit of sea products is a significant, long-term, structural problem to which it is conceivable to apply partial solutions. It is a national and therefore governmental problem: but it does not make it possible to judge the economic health of the fishing and marine farming sector. Its very importance tends to mask that of the challenges that management of the fishing and marine farming sector represents, a bit like a large tree hiding a forest, which we would like to try to show in this short article that does not, far from it, pretend to exhaust the subject. Dès la création d'IFREMER, son Président, M. SILLARD faisait de ce problème l'un des paramètres majeurs d'orientation de l'Institut, en demandant dès 1984 aux équipes de chercheurs de lui fournir une vue complète et détaillée de la valorisation des produits de la mer en France. L'objectif assigné à ce travail était double : évaluer la marge de manoeuvre de la France et asseoir une politique de recherche devant contribuer à améliorer cette marge de manceuvre. Le déficit du commerce extérieur des produits de la mer est un problème important, durable, structurel, auquel il est envisageable d'apporter des solutions partielles. Il est un problème national, donc gouvernemental : mais il ne permet pas de juger de la santé économique du secteur des pêches et cultures marines. The driving force of the tension has been shown to take place in the G-layer, a specific unlignified layer of the cell wall observed in most temperate species. However, in tropical rain forests, the G-layer is often absent and the mechanism generating the forces to reorient trees remains unclear. A study was carried out on tilted seedlings, saplings and adult Simarouba amara trees – a species known to not produce a G-layer. Microscopic observations were done on sections of normal and tension wood after staining or observed under UV light to assess the presence/absence of lignin. We showed that S. amara produces a cell-wall layer with all of the characteristics typical of G-layers, but that this G-layer can be observed only as a temporary stage of the cell-wall development because it is masked by a late lignification. Being thin and lignified, tension wood fibres cannot be distinguished from normal wood fibres in the mature wood of adult trees. These observations indicate that the mechanism generating the high tensile stress in tension wood is likely to be the same as that in species with a typical G-layer and also in species where the G-layer cannot be observed in mature cells. Functional trait screening can strengthen the performance of these designs.* We suggest the use of Rao's quadratic entropy to measure both functional diversity and phylogenetic diversity of species mixtures proposed for an experimental design, and demonstrate how they can provide complementary information.* We also present an index assessing the statistical performance of these independent variables in different experimental designs. Measurement of independent variables as continuous vs. discrete variables reduces statistical performance, but improves the model by quantifying species differences masked by group assignments.* To illustrate these advances, we present an example from a tropical forest tree community in which we screened 38 species for nine functional traits. The proposed TropiDEP design is based on the relative orthogonality of two multivariate trait axes defined using principal component analysis.* We propose that independent variables describing functional diversity might be grouped to calculate independent variables describing suites of different traits with potentially different effects on particular ecosystem processes. In other systems these axes may differ from those reported here, yet the methods of analysis integrating functional and phylogenetic diversity into experimental design could be universal. La compréhension des relations pouvant exister entre biodiversité et fonctionnement des écosystèmes a été longtemps limitée par la définition de méthodes de quantification de la diversité biologique et la mise en œuvre de dispositifs expérimentaux permettant sa mesure. L'identification de syndromes de traits fonctionnels clefs influençant des fonctions écosystémiques particulières peut renforcer la performance de ces dispositifs.* Nous suggérons l'utilisation de l'entropie quadratique de Rao pour mesurer la diversité fonctionnelle et phylogénétique dans des assemblages synthétiques d'espèces, et montrons comment ces mesures de diversité sont complémentaires.* Nous présentons également un indice permettant de tester la performance statistique de ces variables indépendantes dans différents modèles expérimentaux. These magmas can be probes of both the mantle wedge protoliths and subduction components, but are rare among other, usually more evolved, types of arc lavas. Furthermore, many arc picrites and boninites show evidence for late-stage differentiation prior to or during eruption, masking their primary, mantle-derived geochemical signatures. We report textural and chemical data on spinel-hosted melt inclusions of mantle origin in amphibole-bearing websterite veins cross-cutting spinel harzburgite xenoliths from the active andesitic Avacha volcano (south Kamchatka, Russia). The data are used to constrain the composition and origin of melts that formed the websterite veins in the sub-arc lithospheric mantle. The melt inclusions typically contain euhedral orthopyroxene and clinopyroxene and occasionally minor amphibole in silicate glass. The melt inclusions were homogenized using heating stages and gas-mixing furnaces. The homogenized glasses range from subalkaline primitive silica-rich picrite and high-Ca boninite (>15 wt % MgO, 48–54 wt % SiO2) to rhyolite. High-Ca boninite glasses have moderate volatile and low heavy rare earth element contents and elevated Cs, Rb, Ba, U, Sr, and Li abundances, with extremely high U/Th. In turn, the glasses display no negative spikes in the high field strength elements Nb, Ta, Zr, Hf, and Ti. We show that the silica-rich picrite and high-Ca boninite liquids in this study formed by high degrees of melting (>25%), at volatile under-saturation, of hybrid melt-depleted but silica-rich mantle sources at ≥1·5 GPa. The hybrid sources formed in two stages: first, by extraction of ∼15% melt from the convecting mantle to form a refractory protolith, which was subsequently enriched in silica via interaction with subduction-derived components prior to or during remelting in the mantle wedge. The subduction-derived components were enriched in fluid-mobile elements and probably oxidized. Overall, our results suggest that silica-rich picrites and high-Ca boninites can be primary melts in mature subduction zones and differentiate within the mantle wedge and the deep arc crust to form more evolved andesite magmas. Le propos d'ensemble n'est pas d'étudier les systèmes de communication médiévaux, même si, à plusieurs endroits, certains de leurs aspects les mieux connus sont convoqués. Cette recherche exploratoire a pour objet d'étudier d'une manière générale ce qui, dans la communication contemporaine des entreprises et des institutions publiques pourrait révéler la présence de processus de résurgences, de mutations et de prégnances médiévales, et affecter les registres de cette communication. Une place importante est donnée aux contextes. Des axiologies ont été repérées comme caractérisant l’époque médiévales, entendue dans la perspective d'un long Moyen Âge. À ces axiologies, le nom de médiévalité a été donné. Ces axiologies rapportées aux contextes contemporains, forment le substrat du propos.Dans un premier temps, la recherche s'attache à des processus d'ordre politique, économique et culturel, structurant de nos jours le terrain de la communication des entreprises et des institutions publiques. Des conclusions sont tirées, quant aux manifestations et aux signes de cette médiévalité dans la communication des entreprises et des institutions publiques. Ceci ramène la sémiotique d'où tout part et où tout revient. Car, si des phénomènes d'ordre politique et d'ordre sémiotique structurent le terrain sur lequel la communication a lieu, celle-ci se développe à partir de ces deux logiques, qu'elle contribue en retour à faire vivre. Les fondements médiévaux de la sémiotique contemporaine sont abordés, puis la manière dont la médiévalité se manifeste dans la sémiotique de la communication des entreprises et des institutions publiques.En conclusion, d'une part, il faut aller chercher la médiévalité derrière son masque, dans des processus subtils qui sous tendent notre modernité et que la sémiotique révèle ; d'autre part, les champs d'étude liant approche historique et phénomènes communicationnels peuvent s'avérer riches de potentialités pour la recherche. Dans les domaines abordées par les Sciences de l'Information et de la Communication, l'hypothèse de la médiévalité peut permettre le développement d'une clef de compréhension des problématiques sur lesquelles portent les investigations de celles-ci. Cela passe par le rétablissement d'une référence historique parfois délaissée, malgré les incursions de plus en plus fréquente de chercheurs dans les périodes lointaines. Il paraît légitime que les Sciences de l'Information et de la Communication s'interrogent sur la possibilité de tels champs de recherche. The aim of this thesis is to explore medieval or neomedieval dynamics and processes at work in corporate and public institutionnal communication. The prupose here is not the study of medieval communication systems in themselves, even if some of their best-know aspects are mentioned. Rather, the present exploratory research seeks largely to observe traces of processes of medieval resurgences and changes and to analyse the possible pervasise influence of these factors in different areas of corporate and public institutional communication. Contexts occupy an important place here. The Middle Ages period, to be understood from the perspective of a lonh Middle Ages, is caracterized here by identified axiologies. These value systems habe benne named medievality. the Study of the relations of these value systems in a modern context forms the basis of this research.First, the study focuses on political, economical and cultural processes which structure present day corporate and public institutional communication. Conclusions are then drawn from sins and from factors pointing to the presence of medievality in the contemporary context. This leads back to semiotics, from where everything originates and to where everythings returns. For, even as political and semiotics phenomena set the groundwork for communication, this communication in turn helps to sustain the two processes from which it develops. The research then goes on to study the medeival foundations of contemporary semiotics and points out demonstration of semiotics medievality in corporate and public institutional communication.To conclude, on the one hand, medievality hides behind a mask of subtle processes underlying modernity, processes revealed by semiotics. On the other hand, the use of several fields of study to analyse communicational phenomena from a historical standpoint may offer a wealth of oppotunities for the research. The medievality hypothesis may also allow for the development of a key to the understanding of problematics in the fields of Information and Communication Sciences. Restoring a historical reference is thus essential, a dimension somewhat neglected in spite of increasing number of research incursions in the distant past.
