These small-scale fisheries, often multispecies are very important in terms of production, employment and food security. However these fisheries and the exploited resources are often characterized by a lack of data making difficult their management within an ecosystem approach, and by the ecological and economic system complexities including trophic and technological interactions. This thesis aims to contribute to the development of bioeconomic tools for small tropical fisheries in a sustainable management perspective based on the ecosystem approach. In this perspective, the French Guiana coastal fishery constitutes an interesting case study. The thesis proposes multi-criteria evaluations, complex bioeconomic models and viable management scenarios for this fishery. At first, multivariate statistical analysis suggests a satisfactory overall status of the fishery in terms of sustainability. However, some performance differences are noted within the fishery, particularly at border areas. Also, management improvements are proposed. Then, through bioeconomic modeling, projections of different fishing scenarios show that, in the long-term, the current exploitation level may not be consistent with the future increase of local demand and a loss of biodiversity may occur. A scenario called "co-viability" reconciling ecological, economic and social objectives, with a high probability of achievement is exhibited. Finally, the comparison of optimal behavior in cooperative and non-cooperative conditions, confirms that harvest levels are greater when actors do not cooperate. Furthermore, it is shown that the state of the ecosystem depends on the fishing strategies and the type of interaction between species. Beyond the diagnosis made for the case study, the method is promising in the context of small tropical fisheries, while the co-viability approach allows finding the exploitation conditions under which ecological and socio-economic sustainability are meet, what the conventional fisheries management generally do not allow. La nécessité d’une approche intégrée des pêches est actuellement largement affirmée, notamment par la FAO, en particulier dans le contexte des pêcheries artisanales tropicales. Ces pêcheries à petites échelles, souvent multi-spécifiques sont très importantes en termes d’emploi et de production, y compris pour la sécurité alimentaire. Analyse technico-économique de projets d'élevage d'ombrine (Sciaenops ocellata) en cages flottantes à la Martinique Auteur(s) : Houel, S Falguiere, Jean-claude Paquotte, Philippe Résumé : The availability in interesting sites and the zootechnical performances of tropical fish are two impo rt ant assets in favor of the development of fish farming in the Caribbean islands. This repor presents a technical and financial analysis of red drum farming projects in floating cages in Martinique(French West Indies). This project analysis makes it possible to compare the economic feasability of a small-scale production system with that of a semi-industrial one submitted to different technical constraints. The main criteria of the project analysis are the profitability of the funded capital, the financial feasability during the buildup period, the profitability at a steady state and the cost price. Production costs are hi gher in the the small-scale enterprises than in the semi-industrial ones, thanks to better capita] productivity and better labour productivity. An analysis of sensitivity to the variations ofbiological and economical parameters is also contained in the report. The results of these studies indicate that Caribbean fish farming could be profitable, due to the rapid buildup of the facilities and to the short production cycles. Nevertheless, attention should be paid to the risk of storms and hurricanes in this part of the world. Moreover, the analysis of sensitivity highlights the great influence of seed price. [NOT CONTROLLED OCR] Les bonnes performances zootechniques des poissons tropicaux et la disponibilité en sites propices sont deux atouts majeurs favorables au développement de l'aquaculture de poissons dans les îles des Caraïbes. Ce rapport présente l'adaptation d'un outil de simulation technico- économique à l'éleva ge de l'ombrine en cages flottantes dans le contexte martiniquais. Cet outil permet de disposer d'éléments de comparaison sur la faisabilité de deux systèmes de production, Fun de type artisanal et l'autre de type semi- industriel, soumis à des contraintes techniquesdifférentes : rentabilité du capital investi, faisabilité financière au démarrage, rentabilité en année de routine, prix de revient. Une analyse de sensibilité des résultats aux variations de paramètres biologiques et économiques est également présentée. L'analyse de ces projets fait apparaître une rentabilité satisfaisante de l'activité, liée à la rapidité de mise en route des installations et à la brièveté des cycles de production. Line grande attention doit être cependant portée sur les risques d'accidents climatiques fréquents dans cette région du globe (cyclone, mais aussi tempête...). L'analyse de sensibilité montre la grande influence du prix d'achat de l'alevin, en particulier sur les résultats de la variante artisanale, dont le coût de production de l'ombrine rendue à quai, est plus élevé que celui de la variante semi- industrielle. For tropical small-scale fisheries, spatial scales of socially appropriate management are generally small— the median no-take locally managed marine area (LMMA) area throughout the Pacific is less than 1 km 2. This is of particular concern for large coral reef fishes, such as many species of grouper, which migrate to aggregations to spawn. Current data suggest that the catchment areas (i.e. total area from which individuals are drawn) of such aggregations are at spatial scales that preclude effective community-based management with no-take LMMAs. We used acoustic telemetry and tag-returns to examine reproductive migrations and catchment areas of the grouper Epinephelus fuscoguttatus at a spawning aggregation in Papua New Guinea. Protection of the resultant catchment area of approximately 16 km 2 using a no-take LMMA is socially untenable here and throughout much of the Pacific region. However, we found that spawning migrations were skewed towards shorter distances. Consequently, expanding the current 0.2 km 2 no-take LMMA to 1–2 km 2 would protect approximately 30–50% of the spawning population throughout the non-spawning season. Contrasting with current knowledge, our results demonstrate that species with moderate reproductive migrations can be managed at scales congruous with spatially restricted management tools. Sustainability of tropical small-scale fisheries: Integrated assessment in French Guiana Auteur(s) : Cisse, Abdoul Blanchard, Fabian Guyader, Olivier Éditeur(s) : Elsevier Sci Ltd Résumé : Like many tropical small-scale fisheries, the French Guiana coastal fishery is characterized by the high fish biodiversity of its ecosystem, the weak selectivity of the fleets exploiting the resources, and the heterogeneity of the vessels in terms of size and fishing techniques. The Rapfish method is used to assess sustainability within 11 fishery systems by means of 27 attributes relating to ecological, economic, social, and technological fields. Overall results indicate an average performance in the weak sustainability range. Comparisons made among the FSs show a gradient of sustainability performance from the western portion of the coast to the eastern portion. Several recommendations are formulated to raise the current “sustainability” status, such as the reduction of discards. This study is used as a complementary tool to the bioeconomic model in order to define a sustainable management plan for the French Guiana coastal fishery. The Mediterranean area is characterised by a large number of islands which are extremely diversified from geographical, political or socioeconomic point of views. As a matter of fact, it turns out that almost a third of the Mediterranean fish farming production comes from these islands which have proven to offer good conditions for the development of that new activity. The reasons why somany enterprises have been established on islands are very diverse. Taking advantage of good environmental conditions is the most common motivation, since islands are usually less submitted to constraints due to town extension, industry development or intensive agriculture. Moreover, as far as European Union countries are concerned, incentive policy towards ultraperipheral or late development regions has made it possible to attribute specific subsidies to islands for aquaculture in the aim of more employment and wealth. Like any other economic activity, aquaculture has to face some specific constraints due to the insular context. Transport to and from the islands is more expensive and less regular, which has a negative impact on the price competitiveness of the insular products. Local markets are often too small to make it possible for the enterprises to develop first at a domestic level and to take advantage of economies of scale. Thanks to their positive and attractive world-wide image, Mediterranean islands could promote the quality of their products on the basis of geographical origin, of quality of the environment or of specific production processes. Information networks implementation and marketing approach in terms of image are challenges Mediterranean islands have to take up in order to supply the large European seafood market with quality products. [NOT CONTROLLED OCR] Grâce à de bonnes conditions de milieu et à une volonté politique affirmée, l'élevage des poissons marins s'est développé récemment dans la Méditerranée. Le bassin méditerranéen possède un très grand nombre d'îles qui sont très diverses de par leur caractéristiques géographiques, politiques ou socio-économiques. Près du tiers de la production de poissons marins d'élevage des pays méditerranéens est réalisée dans des îles. Les raisons qui ont incité tant d'entreprises à s'établir sur des îles sont diverses. La motivation principale avancée par les promoteurs de l'aquaculture insulaire méditerranéenne est la qualité de l'environnement des îles et la disponibilité en sites, justifiée par le fait que les îles sont moins soumises à certaines contraintes comme l'extension des villes, le développement de zones industrielles ou l'intensification de l'agriculture. La politique d'aide envers les régions ultra-périphériques ou en retard de développement a permis d'attribuer des subventions spécifiques aux îles pour développer l'aquaculture dans un objectif de création de richesse et d'emploi. Comme toute autre activité économique dans les îles, l'aquaculture doit faire face à des contraintes directement liées à l'insularité. Le transport est plus coûteux et moins régulier, ce qui a un effet négatif sur la compétitivité prix des produits. Les marchés locaux sont souvent trop petits pour permettre aux entreprises de se développer d'abord en interne et de profiter d'économies d'échelle. Une réponse possible à cette contrainte de concurrence internationale pourrait être la promotion des produits sur la base de l'origine géographique,de la qualité de l'environnement ou de procédés de production spécifiques afin de valoriser l'image très positive et la notoriété de ces îles dans le monde entier. Les réseaux dédiés à l'information, à la recherche et au transfert technologique sont des outils nécessaires pour compenser les contraintes dues à la petite taille et à l'isolement dans le but de fournir le vaste marché européen en produits de la mer de qualité.
