Effective conservationmeasures are urgently needed to reverse these trends. Conservation must entail societalchoices, underpinned by human values and worldviews that differ between the countriesbordering these seas. Social, economic and political heterogeneity adds to the challenge ofbalancing conservation with sustainable use of the seas. Comprehensive macro-regionalcoordination is needed to ensure effective conservation of marine ecosystems andbiodiversity of this region. Under the European Union Horizon 2020 framework programme,the MarCons COST action aims to promote collaborative research to support marinemanagement, conservation planning and policy development. This will be achieved bydeveloping novel methods and tools to close knowledge gaps and advance marineconservation science. This action will provide support for the development of macro-regional and national policies through six key actions: to develop tools to analysecumulative human impacts; to identify critical scientific and technical gaps in conservationefforts; to improve the resilience of the marine environment to global change and biologicalinvasions; to develop frameworks for integrated conservation planning across terrestrial,freshwater, and marine environments; to coordinate marine conservation policy acrossnational boundaries; and to identify effective governance approaches for marine protectedarea management. Achieving the objectives of these actions will facilitate the integration ofmarine conservation policy into macro-regional maritime spatial planning agendas for theEuropean and contiguous seas, thereby offsetting the loss of biodiversity and ecosystemservices in this region. Caractérisation de la contamination de la faune halieutique par la chlordécone autour de la Guadeloupe. Résultats des campagnes de 2008 à 2011 (projet CarGual). Auteur(s) : Bertrand, Jacques Guyader, Olivier Reynal, Lionel Résumé : In the French West Indies islands, the transfer of chlordecone (kepone) from treated grounds towards the marine environment has been proved since the beginning of 2000s. In 2008, a maximal residue limit (MRL) was set at 20 µg / kg wet weight in fish and seafood, and therefore intensified the concern about the risks of high human exposure to the pesticide due to the consumption of contaminated marine products. To answer this concern, several sampling cruises were carried by public authorities and by Ifremer in order to analyze the contamination of the fish fauna around the Guadeloupe island. The data collected within these surveys improved our knowledge on the characteristics of the contamination of fish fauna and allowed to assess the distribution of this contamination in relation with optional geographical plans of the marine area around the Guadeloupe island. Further, this study was completed by an assessment of the fishery activity in areas which are the more exposed to the chlordecone contamination, taking into account data from a fishery observatory which has been set up in the archipelago since 2007.
The results allow to precise two main characteristics of distribution of the contamination: its spatial and specific dimensions. About the spatial aspect, contamination of the fish fauna is centred on marine areas which are closely downstream contaminated watersheds. Concerning the marine fauna, two species groups are particularly exposed: the very coastal ones, particularly those living at or close to the mouth of rivers, and crustaceans wherever they live. Among fishes, the most contaminated species belong to many various groups which are present in the very coastal belt, more or less regularly. Lastly, this study provided orders of magnitude on the relative part of the fishery activity around the archipelagos for which the contamination is of great concern. L’établissement d’une limite maximale de résidus à 20 µg/kg pf pour tous les produits marins en 2008 y a intensifié la préoccupation vis-à-vis des risques d’exposition des populations humaines par les produits de la pêche. Pour répondre à cette préoccupation, depuis 2008, plusieurs campagnes d’échantillonnage ont été réalisées par les services de l’Etat (DAAF) et par l’Ifremer pour analyser la contamination de la faune halieutique autour de la Guadeloupe. Les données collectées de 2008 à 2011 par ces plans d’observation ont été utilisées pour actualiser les connaissances sur les caractéristiques de la contamination de la faune halieutique autour de la Guadeloupe, et analyser cette distribution en référence à différents schémas de segmentation du domaine marin. L’étude a été complétée par une analyse de l’activité halieutique dans les secteurs les plus sensibles à la contamination, à partir des données du système d’informations halieutiques déployé dans l’archipel depuis 2007. L’analyse a permis de préciser deux traits majeurs de cette distribution : sa dimension spatiale et son caractère spécifique. Sur le plan spatial, la contamination de la faune halieutique est centrée sur les espaces maritimes situées immédiatement en aval des bassins versants contenant des sols contaminés. Sur le plan faunistique, deux groupes apparaissent particulièrement sensibles, les espèces très côtières, en particulier celles fréquentant les embouchures des cours d’eau, et les crustacés, quelque soit leur milieu de vie. Chez les poissons, parmi les espèces contaminées, on trouve un large cortège d’espèces fréquentant plus ou moins régulièrement la bande littorale. Enfin, l’étude a permis de fournir des ordres de grandeur sur la part de l’activité halieutique de l’archipel directement concernée par cette pollution. Éditeur(s) : Public Library Science Résumé : The European Union and other states are moving towards Ecosystem Based Fisheries Management to balance food production and security with wider ecosystem concerns. Fishing is only one of several sectors operating within the ocean environment, competing for renewable and non-renewable resources that overlap in a limited space. Other sectors include marine mining, energy generation, recreation, transport and conservation. Trade-offs of these competing sectors are already part of the process but attempts to detail how the seas are being utilised have been primarily based on compilations of data on human activity at large spatial scales. Advances including satellite and shipping automatic tracking enable investigation of factors influencing fishers' choice of fishing grounds at spatial scales relevant to decision-making, including the presence or avoidance of activities by other sectors. We analyse the determinants of English and Welsh scallop-dredging fleet behaviour, including competing sectors, operating in the eastern English Channel. Results indicate aggregate mining activity, maritime traffic, increased fishing costs, and the English inshore 6 and French 12 nautical mile limits negatively impact fishers' likelihood of fishing in otherwise suitable areas. Past success, net-benefits and fishing within the 12 NM predispose fishers to use areas. Systematic conservation planning has yet to be widely applied in marine systems, and the dynamics of spatial overlap of fishing with other activities have not been studied at scales relevant to fisher decision-making. This study demonstrates fisher decision-making is indeed affected by the real-time presence of other sectors in an area, and therefore trade-offs which need to be accounted for in marine planning. As marine resource extraction demands intensify, governments will need to take a more proactive approach to resolving these trade-offs, and studies such as this will be required as the evidential foundation for future seascape planning. Pour un suivi conjoncturel de l'environnement : à propos des ports du littoral français Auteur(s) : Ferlin, I Résumé : This study aims to integrate the problems associated with port development and related activities in an economic monitoring programme that surveys all the activities associated with the marine environment. The economic monitoring programme in this sector also includes studying coastal spatial planning. This type of study concerns the creation and remodelling of sites that involve investments. We can consider two types of coastal spatial planning: one which integrates port development, tourism, aquaculture and fisheries and one that deals with the marine environment (Abric, 1989). Economic surveys of port development on French coasts supposes that the problem of identifying information sources have been resolved and the sectors and the activities that should be accounted for have been characterised. In what follows, the limits of available information and the problems pertaining to the proposed classification of activities according to statistical nomenclature will be discussed. The absence of structured and localised data is aggravated in certain cases by the rules of confidentiality. In light of these difficulties, the first part of this report is devoted to the inventory of general information sources and to the characterisation of existing data. As information forms the basis of any economic monitoring programme, it is necessary to know where, how and by whom information is processed and the limits that one comes up against. This report does not pretend to be exhaustive given the deadlines and the duration of this study. The second part of this report constitutes a summary of the recent trends discerned in terms of port development, from a legal, as well as economic and financial, point of view. This study should be considered as the first step to establishing a basis for a more in-depth study. Cette étude a pour but d'intégrer les problèmes d'aménagement portuaire et les activités qui y sont liées dans un suivi conjoncturel de l'ensemble des activités économiques en relation avec le milieu maritime. Le suivi conjoncturel de ce secteur économique passe aussi par l'étude de l'aménagement physique du littoral. Celui-ci concerne la création et le remodelage de sites impliquant des investissements. On peut considérer deux types d'aménagements physiques -l'aménagement du littoral : portuaire, touristique, aquacole, halieutique; -l'aménagement du mineur marin (Abric, 1989). Un suivi conjoncturel de l'aménagement portuaire du littoral français, suppose en préalable la résolution du problème de l'identification des sources d'information et la caractérisation des secteurs et activités en prendre en compte. On verra par la suite les limites de l'information disponible et les problèmes afférents a la classification des activités selon les nomenclatures statistiques proposées. L'absence de données structurées et localisées est aggravée dans certains cas par des règles de confidentialité. Du fait de ces difficultés, la première partie de ce rapport est consacrée au recensement des sources d'information générale et à la caractérisation des données existantes. L'information étant à la base de tout suivi conjoncturel, il convient en effet d'être en mesure de savoir où, par qui et comment elle est traitée et les limites auxquelles on se heurte. Ce rapport ne peut prétendre à l'exhaustivité compte tenu des délais et de la période d'exécution de cette étude. La seconde partie constitue une première synthèse sur les évolutions récentes saisies en termes d'aménagements portuaires, tant d'un point de vue juridique qu'économique et financier. Cartographie dérivée de satellite et information géographique sur les iles basses et les atolls : application à l'atoll de Manihi (Tuamotu). La spatiocarte à norme Pacifique et ses produits associés. . Auteur(s) : Loubersac, Lionel Résumé : The present report synthesizes the results of the works led in collaboration between the IFREMER, the Hydrographic and Oceanographic service of the French Navy (Oceanographic Mission of the Pacific) and the Departments of the Sea and Fish farming and of the Management and Town planning of the Territory of the French Polynesia. After a reminder of the problems regarding morphological and hydrographic mapping of low islands (atolls) of the Pacific in particular in French Polynesia, a paragraph draws up the assets of the aerial and spatial images as well as the computer-assisted digital mapping. A chapter of the report is then dedicated to the data, to the digital processing methodologies and to the display of the results. The following one develops the applications in particular relative to 4 types of by-products of the images and the (processing : i) the spacemap said "Pacific standard ", ii) said spacemap "maritime leases", iii) the geographical database of the information system SIGMA POE RAVA dedicated to the management of the pearl oyster culture and iiii) the production of bathymetric meshed models. A conclusion approaches the perspectives and the potential developments. Le présent rapport synthétise les résultats des travaux menés en collaboration entre l'IFREMER, le Service Hydrographique et Océanographique de la Marine (Mission Océanographique du Pacifique) et les Services de la Mer et de l'Aquaculture et de l'Aménagement et de l'Urbanisme du Territoire de la Polynésie française. Un chapitre du rapport est consacré aux données, aux méthodologies de traitement et à la présentation des résultats.
