The Abacos in the Bahamas are known for their tradition of building boats by hand with Man of War Cay being known as Abacos’ boat-building center. The Abacos’ crest also features a sail boat. This image features palm thatch roofed pavilions. Under one of the pavilions, three men view a boat under construction. The ground is covered with wood shavings and piles of wood. During February of 1957, this group of people travelled on the boat “Isabella” to many of the smaller islands of the Abacos, including Green Turtle Cay, Great Guana Cay, Allen Cay, and Grand Cay. In 1903, De Lisser became assistant editor of the Gleaner and was editor within the year. He wrote several articles for the paper every day. He also produced a novel or non-fiction book every year, beginning in 1913 with Jane: A Story of Jamaica, significant for being the first West Indian novel to have a central black character. Another famous novel of his, The White Witch of Rosehall (1929), is linked to a legend of a haunting in Jamaica. De Lisser also wrote several plays. In December 1920 he began publishing an annual magazine, Planters' Punch. Subsequently, Lansky handed over the Havana Riviera project to Igor B. Polevitzky, Verner Johnson & Associates, and they completed the project in 1958. The Havana Riviera remained private for only six months before being seized by Fidel Castro's government.

Description : Volcano tourism plays an important role in the economies of volcanic islands in the Lesser Antilles. On islands like St. Lucia and Dominica these volcanoes have been utilized as geoparks and the areas even being designated as World Heritage Sites. In many of these islands, farming communities also live on the slopes to these volcanoes and with the increased pursuit of geothermal energy the siting of geothermal operations are also located in close proximity. Volcanic activity, therefore, has a significant impact on these islands at a local and national level. Many volcanomonitoring institutions face the financial and human resources challenge of providing ongoing monitoring services to economically burdened small island states. This has often led to the exploration of alternative low-cost monitoring options and strategies to be adopted by monitoring agencies. One such strategy is the adoption of a volcanic risk reduction approach to research and monitoring activities, which integrates the social and physical sciences through the engagement of local communities as partners with scientists in disaster risk reduction. We present a recent approach adopted using this type of strategy in St. Lucia and lessons learnt from this approach with implications for volcano tourism on island. The potential use of this strategy in Dominica is also presented, given the economic challenges the island currently faces during its ongoing recovery efforts from Hurricane Maria in 2017.

Description : Mulch application of Sargassum seaweed (Sargassum spp.) to soil can help to reduce beach contamination in the Caribbean Region while providing beneficial horticultural effects. This study investigated the effects of fresh Sargassum mulch on soil properties and plant growth in a test crop of tomato (Solanum lycopersicum L. â? ? HA 3019â? TM). Fresh Sargassum material (washed and unwashed) was applied as mulches (0, 5 and 8cm thick) to small field plots one week after transplanting of 3-week-old seedlings. The mulch material was raked away from the plots after three weeks exposure. Observations on soil moisture, electrical conductivity, pH and biological activity, and plant growth were made at 1 to 2-week intervals over a 6-week period with additional soil measurements after 10 weeks. Soil biological activity (respiration) was increased by the Sargassum mulch with values being similar for the 5cm and 8cm mulch layers. Soil moisture content, pH and electrical conductivity (EC) were increased as the mulch layer increased and EC values were only marginally reduced by Sargassum washing. An increase in plant growth compared to the control treatment was noted only in the washed Sargassum treatments. Potential benefits of Sargassum seaweed mulches on soil properties and plant growth can be nullified due to soil salinization effects.

Résumé : (Biographical) Professor Emeritus Gerald Murray has done extended fieldwork in Haiti and the Dominican Republic, and has engaged in applied contract assignments in 15 countries for 27 public and private agencies. In Haiti, he designed and directed an agroforestry project that facilitated trees to over a quarter of a million farm families during a 20 year period. He has also worked with Save the Children (since the earthquake), USAID, and other NGOs on projects related to Haiti and the Dominican Republic. Recent applied research assignments include child slavery in Haiti and the Dominican Republic, potential conflicts surrounding planned dam construction that would flood out farming communities near the Panama Canal, and a month of fieldwork on the Gaza Strip among Hebrew-speaking farmers being shelled by Hamas and Islamic Jihad in the turbulent weeks immediately preceding their planned expulsion and involuntary relocation by the Israeli government. He has written three books, 27 articles and book chapters, and 59 applied anthropological reports. He has studied fifteen languages (some extinct) and have interviewed and/or conversed in eight.

Résumé : At the outbreak of war with Spain in 1898, the U.S. Army was very small in numbers. This situation necessitated an immediate call for volunteers. President McKinley's appeal was overwhelmingly answered by a generation that had grown up in the shadow of their elders' Civil War glory. One group answering the call was the First Regiment of the U.S. Cavalry Volunteers, headed by Colonel Leonard Wood, a distinguished army doctor and Medal of Honor recipient. The regiment was actually the brainchild of Theodore Roosevelt, assistant secretary of the navy and Wood's friend. Roosevelt, realizing his own lack of military experience, suggested Wood for the command. The Rough Riders, as the regiment was soon known, comprised 1,250 men, including cowboys, Native Americans and eastern college athletes. Despite their dissimilarities, they were in excellent physical condition'a stark contrast to most of the other volunteer contingents. The Rough Riders departed from Tampa in mid-June without their horses. They landed at Daiquiri on June 22 and two days later served with distinction in a battle at Las Guásimas. Immediately prior to the conflict at San Juan, Colonel Wood was promoted to another field command, enabling Roosevelt as a full colonel to take command of the Rough Riders. On July 1, Roosevelt, having secured a horse, led his forces in a charge up Kettle Hill outside of Santiago. They achieved their goal and later in the day participated in the victory at San Juan Hill. By seizing these heights, American guns commanded the harbor at Santiago. The Spanish position was imperiled and an abortive attempt by the Spanish navy to escape from the harbor was halted with devastating results. Spanish land forces surrendered shortly thereafter. Roosevelt urged the Rough Riders' swift evacuation, fearing the continuing spread of disease. They returned to Montauk, Long Island, where they were held in quarantine before being mustered out in September. More than one-third of the Rough Riders were casualties in the Spanish-American War, a fact that has led some observers to criticize Roosevelt for unnecessary risk-taking. Nevertheless, the Rough Riders became heroes to the American public and Roosevelt emerged as a major national figure.

Résumé : Imputer, comme on le fait quotidiennement, le mal-développement des départements français d’outre-mer à leur « éloignement » et à leur « insularité » est devenu un véritable rite, mais paraît peu fondé lorsque l’on analyse objectivement les conditions de la desserte et de l’approvidionnement de ces départements depuis la métropole : l’insularité n’est plus une réalité économique. Bien au contraire, son abolition a exposé les activités productives locales à la concurrence des importations, et les a littéralement laminées. La dangereuse montée de l’inactivité au sein des populations de l’outre-mer conduit donc à rechercher les conditions d’une relance de ces activités productives. La conquète de nouveaux marchés extérieurs suppose des avantages comparatifs … qui restent à découvrir. La reconquète du marché intérieur serait, par contre, possible si une protection ponctuelle du marché local par des droits de douane redevenait juridiquement concevable : le passage à un statut communautaire de P.T.O.M. en serait la condition.
French Overseas Départements are no longer islands as far as their economy is concerned : costs of transatlantic transportation has become too low to provide local productions with sufficient protection. The growth of local unemployment is a threat today for these societies. Producing new goods or services for export seems hardly conceivable for the time being, as french Overseas departments did not find any comparative advantage so far. So, recovering domestic market seems the only way to get jobs. But such a policy would require that would be allowed to raise customs to protect their domestic market : a change for a new status in E.U. law would be necessary, and these ultraperipherical regions would have to be changed into overseas countries and territories.

Background: Guadeloupe is the region of France with the second highest prevalence of HIV. Methods: To determine the risk factors for being lost to follow-up (LFU), a retrospective cohort study of 2,732 patients followed between 1988 and 2009 was conducted, and determined which variables were related to being LFU, i.e. permanently disappearing from HIV clinics or coming back after more than one year of missed appointments. Results: The incidence rate for permanent follow-up interruption was 9 per 100 person-years (8.3-9.7 personyears). The median time of LFU was 6.4 years (interquartile range 3-16.9 years). Cox modelling showed that the younger age groups (HR: 1.60[1.30-2.10], p=0.000) and patients diagnosed before 1997 (HR: 4.80[3.50-6.50], p=0.000) were significantly more likely to be permanently LFU. However, patients treated with HAART had a lower risk of being LFU (HR: 0.63[0.51-0.80], p=0.000). Conclusion: These results suggest that some patients may have died. They also allow to quantify the magnitude of a major yet often under-recognized problem and to identify its predictors in the context of Guadeloupe. This could help clinicians improve patient retention.

Résumé : Don Vicente was entertaining Ignacio Haya, a manufacturing friend from New York, when Gargol and Gutierrez arrived. Haya, of the firm Sanchez and Haya, had come to Key West for both business and pleasure; he always enjoyed the warm Florida climate. Sr. Haya was also there to discuss business. Both he and Ybor were constantly being threatened with labor strikes which could cripple their operations. Haya saw the problem as so serious that he had already dispatched his associate, Serafin Sanchez, to search for other possible locations to open branch factories.8 Don Vicente was also confronted with labor hostility in Key West, and he too wanted to move to a location where labor was not organized. They were undoubtedly influenced by other manufacturers who were forming company towns, away from the crowded cities, as a means of accelerating production and limiting union influence. Ybor and Haya sent inquiries to Galveston, Mobile, and Pensacola, expressing their interests in possibly locating in one of those cities. Don Vicente had earlier learned about Tampa from Edward Manrara, but had not yet given it serious consideration as a possible location for a branch factory; not until the visit of Gutierrez and Gargol.
