Bien au contraire, son abolition a exposé les activités productives locales à la concurrence des importations, et les a littéralement laminées. La dangereuse montée de l’inactivité au sein des populations de l’outre-mer conduit donc à rechercher les conditions d’une relance de ces activités productives. La conquète de nouveaux marchés extérieurs suppose des avantages comparatifs … qui restent à découvrir. La reconquète du marché intérieur serait, par contre, possible si une protection ponctuelle du marché local par des droits de douane redevenait juridiquement concevable : le passage à un statut communautaire de P.T.O.M. en serait la condition.

Résumé : (not controled OCR) like most other caribbean islands, martinique suffers a reduction in fisheries resources and is now a net importer of seafood products since no major expansion of aquaculture production has been done. nevertheless, this island has numerous assets for marine aquaculture development : tropical clean waters, developed infrastructures and market channels, financial support for research, training and extension due to its tight political and economic connection with france. red drum is a subtropical fish introduced in martinique in 1985 from the south of usa for aquaculture purposes. from 1987 to 1993, ifremer worked on rearing techniques in martiniquan conditions. once the farming techniques were perfected, questions raised about red drum marketing potential and of economic viability of red drum farms in order to attract investments and entrepreneurs. that is the reason why a market analysis and a financial analysis have been carried out. the results of these studies indicate that martiniquan fish farming could be profitable, due to the rapid build-up of the facilities and to the sho rt production cycles. the good quality of infrastructures in martinique, the high purchase power of the population in comparison with most caribbean islands and the frequent air links with europe are important comparative advantages. the market analysis has revealed a good potential on the domestic market thanks to the development of the supermarkets, but has underlined the price constraint. for the french market too, production costs have to be lowered in order to compete on a market dominated by salmon.

Résumé : Market position and its evolution were analysed in nine key fish and cephalopod species subject to long-term changes, using the Bay of Biscay fisheries as a case study. Although such long term changes have already been documented, and in some cases shown to be related to the impacts of fishing, changes in the physical environment, or both, relatively little work has been devoted to their potential consequences in economic terms. The nature and extent of these consequences was determined in the present study by looking at the composition of the affected fish production, and the status of different fish products on the markets. We propose a methodology to characterize market position for this set of nine species. The selected species represent a significant part of the gross turnover of French fishing fleets operating in the bay. These species were characterized in terms of their potential sensitivity to fishing and changes in environmental conditions due to global warming. We separated species potentially positively (Engraulis encrasicolus and Lophius budegassa) and negatively affected (Pollachius pollachius and Lophius piscatorius) by warming. Evolution of the value of production of the nine species was then depicted using analysis of macro-economic index (production and potential consumption) and price indices. This revealed the relatively high sensitivity of domestic production to the market crisis that occurred in France in the early 1990s, compared to imported and exported products. The relative position of individual species, with respect to the market and its evolution between 1990 and 2005, was analyzed by multi-factorial analysis. Results derived from the analysis clearly distinguish two groups of species, the first characterized by higher prices (monkfish, Nephrops, sole, seabass) and the second by larger volumes available on the French market (pollack, hake, anchovy, sardine, cuttlefish). We conclude that a major part (69 to 87%) of the gross turnover associated with catches of these fish species in the Bay of Biscay remains potentially unaffected by long-term changes related to climate.

Résumé : This paper examines the changing fortunes of Durban as a tourist city from the apartheid to the post apartheid eras. Durban has long earned its prime position as one of South Africa’s most popular year‑round tourist destination. In keeping with the dictates of apartheid, the city catered largely for the needs of the white minority, while that of the black majority was largely ignored. With political changes and shifts in both the international and domestic markets, an effort had to be made to reposition tourism in the city. In order to successfully promote its tourism opportunities, Durban attempted to enhance its image and appeal by promoting its sports, convention and cultural attractions. The democratic transition of the 1990s provided many challenges, the most enduring of which was the need to cater for the emerging black tourist market. There was also an urgency to address problems of crime and grime, disparities in the distribution of labour market opportunities, especially in terms of race and gender within the tourism sector. A serious threat to tourism in Durban is unemployment and alienation of the majority of African people from the industry.
Ce document examine l'évolution des dynamiques touristiques de la ville de Durban dans un contexte post-apartheided. La ville de Durban s’est imposée comme l'une des destinations touristiques les plus populaires d’'Afrique du Sud. En accord avec les diktats de l'apartheid, pour satisfaire les souhaits d’une minorité blanche, l’organisation de la ville avait ignoré les besoin de la majorité noire. Aujourd’hui la ville de Durban se repositionne sur l’échiquier touristique, portée par les changements politiques intérieurs et les opportunités des marchés touristiques internationaux et nationaux. Afin de se positionner avec succèssur ce marché, la ville de Durban renforce son image autour de la promotion son front de mer, des sports nautiques, du tourisme de congrés, et des animations culturelles. La transition démocratique des années 1990 a fourni de nombreux défis et oppportunités dans la première sur le plan touristique fut de se positionner sur le nouveau marché touristique noir. Cal passe aussi par les urgence à résoudre sur le plan de la criminalité, de l’hygiène et de la résorption des disparités sur le marché du travail, en particulier en termes de race et de l'égalité des sexes dans le secteur du tourisme. Les plus sérieuses limites pour le tourisme à Durban sont le chômage et la marginalisation de la majorité des African people.

Résumé : A new programme concerning the experimentation of about thirty Fish Aggregating Devices (FADs) is to start in the Cape Verde Islands at the end of 1999. In this context, this communication is intended: - to evaluate the halieutic, economic and social conditions of the artisanal fishery in this archipelago, notably in terms of assets and constraints. Although these conditions are very heterogeneous depending on islands, the fads seem to be able to help the stabilization and the development of the fishing activities, disadvantaged by a low productivity, limited operating ranges of boats, and very irregular outings at sea. But the narrowness of the domestic market is likely to cause drops in the fish prices if the production increases, while the absence of institutional framework may be a handicap at the level of the management (of the programme itself, and/or of some possible conflicts of uses); - to carry out an assessment of the former experiments. It emphasized the insufficiency of the follow-up and the maintenance of the structures, of which the lifespan varied at the most between four and six months, as well as the positive effects of the concentration, and the interest of the fishermen already sensitized with these structures.

Résumé : Due to favourable environmental conditions and political will, marine fish farming has developed recently around the Mediterranean. The Mediterranean area is characterised by a large number of islands which are extremely diversified from geographical, political or socioeconomic point of views. As a matter of fact, it turns out that almost a third of the Mediterranean fish farming production comes from these islands which have proven to offer good conditions for the development of that new activity. The reasons why somany enterprises have been established on islands are very diverse. Taking advantage of good environmental conditions is the most common motivation, since islands are usually less submitted to constraints due to town extension, industry development or intensive agriculture. Moreover, as far as European Union countries are concerned, incentive policy towards ultraperipheral or late development regions has made it possible to attribute specific subsidies to islands for aquaculture in the aim of more employment and wealth. Like any other economic activity, aquaculture has to face some specific constraints due to the insular context. Transport to and from the islands is more expensive and less regular, which has a negative impact on the price competitiveness of the insular products. Local markets are often too small to make it possible for the enterprises to develop first at a domestic level and to take advantage of economies of scale. Thanks to their positive and attractive world-wide image, Mediterranean islands could promote the quality of their products on the basis of geographical origin, of quality of the environment or of specific production processes. Information networks implementation and marketing approach in terms of image are challenges Mediterranean islands have to take up in order to supply the large European seafood market with quality products. Grâce à de bonnes conditions de milieu et à une volonté politique affirmée, l'élevage des poissons marins s'est développé récemment dans la Méditerranée. Le bassin méditerranéen possède un très grand nombre d'îles qui sont très diverses de par leur caractéristiques géographiques, politiques ou socio-économiques. Près du tiers de la production de poissons marins d'élevage des pays méditerranéens est réalisée dans des îles. Les raisons qui ont incité tant d'entreprises à s'établir sur des îles sont diverses. La motivation principale avancée par les promoteurs de l'aquaculture insulaire méditerranéenne est la qualité de l'environnement des îles et la disponibilité en sites, justifiée par le fait que les îles sont moins soumises à certaines contraintes comme l'extension des villes, le développement de zones industrielles ou l'intensification de l'agriculture. La politique d'aide envers les régions ultra-périphériques ou en retard de développement a permis d'attribuer des subventions spécifiques aux îles pour développer l'aquaculture dans un objectif de création de richesse et d'emploi. Comme toute autre activité économique dans les îles, l'aquaculture doit faire face à des contraintes directement liées à l'insularité. Le transport est plus coûteux et moins régulier, ce qui a un effet négatif sur la compétitivité prix des produits. Les marchés locaux sont souvent trop petits pour permettre aux entreprises de se développer d'abord en interne et de profiter d'économies d'échelle. Une réponse possible à cette contrainte de concurrence internationale pourrait être la promotion des produits sur la base de l'origine géographique,de la qualité de l'environnement ou de procédés de production spécifiques afin de valoriser l'image très positive et la notoriété de ces îles dans le monde entier. Les réseaux dédiés à l'information, à la recherche et au transfert technologique sont des outils nécessaires pour compenser les contraintes dues à la petite taille et à l'isolement dans le but de fournir le vaste marché européen en produits de la mer de qualité. Résumé : Le cadre juridique des investissements étrangers en Algérie a été marqué par de profonds changements depuis la promulgation du premier code des investissements, en 1963. Cette mutation n’a pas toujours été en phase avec les processus de développement économique national et le changement du contexte international. Le modèle socialiste de la gestion des affaires économiques qui a prédominé à partir du milieu des années 60 jusqu'au milieu des années 80 a progressivement cédé la place à un retrait graduel de l'Etat du champ économique. On assiste, depuis, à une émergence d’un secteur privé qui tente toujours de trouver sa place, à une vague de privatisations, à une libéralisation du commerce extérieur et à un appel aux capitaux étrangers pour financer le développement économique.Cette volonté manifeste d’accéder à une économie de marché est encore plus perceptible dans le dernier code des investissements de 2001. Ces efforts de mise en conformité du droit interne des investissements avec le droit international des investissements sont relayés par un discours politique offensif.Néanmoins, cet environnement juridique incitatif perd de son attrait lorsqu’on le confronte, soit aux textes promulgués en matière de réglementation du commerce extérieur et la réglementation des changes, soit à l’environnement administratif dans lequel est mis en œuvre l’ensemble de ces textes de lois. Cette confrontation est particulièrement instructive quant à l’insuffisance de cohérence de la politique étatique suivie en matière d’investissement étranger. Ceci révèle la balance d’intérêt des autorités algériennes entre l’augmentation de la contribution des investissements étrangers au potentiel économique et technologique national et la sauvegarde de la souveraineté nationale.Ainsi, le questionnement de la politique législative algérienne d’investissement permet de comprendre les fondements de la doctrine algérienne des investissements étrangers. Cette compréhension favorise l’émergence d’une stratégie qui concilie attractivité et préservation des intérêts publics.
The legal framework for foreign investment in Algeria was marked by profound changes since the enactment of the first investment code in 1963 This change has not always been in line with the process of national economic development and change in the international environment . The socialist model of economic management that prevailed from the mid 60s to mid 80s gradually gave way to a gradual withdrawal of the state from the economic field. There has since been an emergence of a private sector that is still trying to find its place, a wave of privatization, liberalization of foreign trade and to rely on foreign capital to finance the development will économique.Cette Manifest access to a market economy is even more noticeable in the latest investment Code of 2001 These efforts compliance of domestic investment law with the international investment law are supported by a political speech offensif.Néanmoins, the legal environment incentive loses its appeal when confronted or to enactments in regulation of foreign trade and foreign exchange regulations, or administrative environment that is implemented in all these laws. This comparison is particularly instructive about the lack of consistency in state policy with respect to foreign investment. This reveals the balance of interest between the Algerian authorities increasing the contribution of foreign investment to national economic and technological potential and safeguarding sovereignty nationale.Ainsi, questioning the Algerian legislative investment policy allows us to understand the foundations of the Algerian doctrine of foreign investment. This understanding promotes the emergence of a strategy that balances attractiveness and preservation of public interest.

Résumé : During the last couple of decades, the countries of the world have become increasingly interconnected into a single capitalist economic system. Globalization processes have facilitated the flow of goods and services. They have also led to new forms of exclusion, inequality and “culture conflict”. This paper elaborates on the nexus between transnational organized crime networks, fundamental Islamic movements and terrorist groups in the Balkan region, and argues that these movements for social, political and economic change are bi-products of globalization. After the fall of the Soviet Union, criminal-political formations expanded drastically in the newly emerging Balkan democracies. The weak government structures, the deteriorating domestic economy and the vulnerable government institutions made the Balkan region a safe haven for war profiteers, career criminals and fundamental Islamists. This paper gives a detailed overview of the origin, nature and expansion of several politicized illicit markets in the Balkans. It further elaborates on the birth of fundamental Islamic movements after communism. The complex interrelation between globalization, wars, organized crime and fundamental Islam is at the forefront of this paper.
Durant les deux dernières décennies, le monde s’est intégré dans un seul système économique capitaliste. Alors que les processus de mondialisation ont facilité les flux de biens et de services, ils ont aussi mené à des formes nouvelles d’exclusion, d’inégalité et de « conflit culturel ». Cet essai offre une réflexion sur le lien entre les réseaux transnationaux du crime organisé, les mouvements islamiques radicaux et les groupes terroristes dans la région des Balkans. Il soutient l’idée selon laquelle ces mouvements qui luttent pour le changement social, politique et économique sont les conséquences directes de la mondialisation. Après la chute de l’Union Soviétique, les formations politico-criminelles se sont rapidement accrues au sein des démocraties balkaniques émergentes. La fragilité des structures gouvernementales, la détérioration de l’économie domestique et la vulnérabilité des institutions ont transformé la région balkanique en lieu idéal pour ceux qui font des conflits armés leur fonds de commerce, pour les criminels de carrière ainsi que pour les intégristes islamiques. Cette recherche offre une analyse détaillée de l’origine, de la nature et du développement de plusieurs marchés illicites dans la région des Balkans. Elle se penche aussi sur l’origine des mouvements intégristes islamiques depuis la fin du communisme. Au cœur de cette analyse se loge donc l’interface entre la mondialisation, les conflits armés, le crime organisé et l’intégrisme islamique.
