INRA, CFCS Description : The importance of longevity as an economically trait gives a picture of the flock efficiency and adaptation in a particular environment. A study was conducted in the experimental herd of Creole goats at INRA in Guadeloupe in order to test environmental (year and season at first kidding, age at first kidding and weight at first mating as well as genetic (index of resistance, sire) factors that affect longevity of does. Lifetime data set of 387 Creole does, reared at pasture all year long, was recorded over a period of 11 years (2001-2012). Does were bred for reproduction at 11months of age. Three mating periods were organized per year, corresponding to 3 climatic seasons, using buck effect. Data were analyzed using survival models (Survival Kit 6.1). The average age for culling was 5.03 years. The culling rate was higher for goats between 2 and 3 years (17 and 24%) and then gradually decreased. Year and season at first kidding did not have a long term influence on does? longevity; neither does age at first kidding. In contrast, weight at first mating had a significant effect and it can be recommended to farmers to mate primiparous goats heavier than 17 kg. Heritability was estimated to 0.16 allowing some genetic progress. No significant correlation was shown with the genetic breeding value of resistance to gastrointestinal parasitism. This study gave indications to breeders to improve their female flock management and increase does? longevity. Une étude a été entreprise dans le troupeau expérimental de chèvres créoles à l'AICN en Guadeloupe afin d'examiner ambiant (l'année et la saison d'abord badiner, âge d'abord badiner et poids d'abord joindre aussi bien que (index de résistance, de père) les facteurs génétiques affectez dont la longévité fait. L'ensemble de données de vie du Créole 387 fait, élevé au pâturage tout au long de l'année, a été enregistré pendant 11 ans (2001-2012). Fait ont été multipliés pour la reproduction à 11months d'âge. Trois périodes d?accouplement ont été organisées par an, correspondant à 3 saisons climatiques, utilisant l'effet de mâle. Des données ont été analysées utilisant des modèles de survie (trousse de survie 6,1). L'âge moyen pour cueillir était de 5,03 ans. Le taux de cueillage était plus haut pour des chèvres entre 2 et 3 ans (17 et 24%) et alors graduellement diminué. L'année et la saison à premier badiner n'ont pas eu une influence à long terme sur la longévité des does ; ni l'un ni l'autre ne vieillit d'abord badiner. En revanche, le poids au premier accouplement a eu un effet significatif et il peut recommander aux agriculteurs de joindre les chèvres primipares des que 17 kilogrammes plus lourds. L'héritabilité a été estimée à 0,16 permettant du progrès génétique. Aucune corrélation significative n'a été montrée avec la valeur d'élevage génétique de la résistance au parasitisme gastro-intestinal. Cette étude a donné des indications aux éleveurs afin d'améliorer la gestion féminine de troupeau et d'augmenter la longévité de ces dernières. Bien au contraire, son abolition a exposé les activités productives locales à la concurrence des importations, et les a littéralement laminées. La dangereuse montée de l’inactivité au sein des populations de l’outre-mer conduit donc à rechercher les conditions d’une relance de ces activités productives. La conquète de nouveaux marchés extérieurs suppose des avantages comparatifs … qui restent à découvrir. La reconquète du marché intérieur serait, par contre, possible si une protection ponctuelle du marché local par des droits de douane redevenait juridiquement concevable : le passage à un statut communautaire de P.T.O.M. en serait la condition. Changement climatique, conséquences potentielles pour la biodiversité ichthyologique et pour la pêche côtière en Guyane française entre 1970 et 2005 Auteur(s) : Bernard, Caroline Résumé : Preliminary analysis of the impact of an environmental change on ichtyologic fauna marinates and fishing in Guyanese water enter within the framework of the program CHALOUPE (dynamic Change of the exploited marine biodiversity and the viability of the Fisheries) coordinated by Ifremer Cayenne and financed by the ANR (National Agency of Research). The study focuses on:
-analysis temporal variations of various environmental parameters (sea surface temperature and salinity, the phenomenon El Niño)
-fish physical characteristics (tolerances of temperature and salinity, maximum height, distribution…)
- analysis of the unloadings per unit of effort of the inshore fishing and an economic analysis of the selling price of fish
Data are found on data bases and are given by scientists. The statistical studies and the cartographic representations show that there is an increase in temperature of water in Guiana since the end of the Nineties. The model AquaMaps® simulates the potential consequences of this reheating on the fish distribution. Certain stocks of fishing are weakened. For the moment, if the composition of the captures of inshore fishing changes, that seems more due to a change of fishing strategy than due to an impact of the climatic change. In addition, the average value of the capture increased for reason commercial. Les analyses de l’impact d’un changement environnemental sur la faune ichtyologique marine et la pêche dans les eaux guyanaises entrent dans le cadre du programme CHALOUPE (CHAngement gLObal, dynamiqUe de la biodiversité marine exploitée et de la viabilité des Pêcheries) coordonné par l’Ifremer Cayenne et financé par l’ANR (Agence Nationale de la Recherche). Dans un tel contexte, certains stocks de pêche sont fragilisés. Pour le moment, si la composition des captures de la pêche côtière se modifie dans le même temps, cela semble plus du fait de changement de stratégie de pêche que du fait de l’impact du changement climatique. Dengue fever spatio-temporal patterns result from complex interactions between the virus, the host, and the vector. These interactions can be influenced by environmental conditions. Our objectives were to analyse dengue fever spatial distribution over New Caledonia during epidemic years, to identify some of the main underlying factors, and to predict the spatial evolution of dengue fever under changing climatic conditions, at the 2100 horizon. We used principal component analysis and support vector machines to analyse and model the influence of climate and socio-economic variables on the mean spatial distribution of 24,272 dengue cases reported from 1995 to 2012 in thirty-three communes of New Caledonia. We then modelled and estimated the future evolution of dengue incidence rates using a regional downscaling of future climate projections. The spatial distribution of dengue fever cases is highly heterogeneous. The variables most associated with this observed heterogeneity are the mean temperature, the mean number of people per premise, and the mean percentage of unemployed people, a variable highly correlated with people's way of life. Rainfall does not seem to play an important role in the spatial distribution of dengue cases during epidemics. By the end of the 21st century, if temperature increases by approximately 3°C, mean incidence rates during epidemics could double. In New Caledonia, a subtropical insular environment, both temperature and socio-economic conditions are influencing the spatial spread of dengue fever. Extension of this study to other countries worldwide should improve the knowledge about climate influence on dengue burden and about the complex interplay between different factors. This study presents a methodology that can be used as a step by step guide to model dengue spatial heterogeneity in other countries. Contribution et Dépendance des flottilles de pêche aux espèces commerciales majeures du Golfe de Gascogne Auteur(s) : Daures, Fabienne Planchot, Marie Demaneche, Sebastien Van Isenghem, Sylvie Berthou, Patrick Leblond, Emilie Jezequel, Michele Résumé : In order to provide economic indicators for fisheries, analysis of contribution and economic dependencies of the Bay of Biscay fishing fleets to major commercial species catching in the ICES VIII area is conducted. 9 species are considered (regarding the importance of their landings in this area): Sole, Norway Lobster, Sea bass, Hake, Anglerfish, Anchovy, Sardine, Cuttlefish and Monkfish. The landings data are provided by the Harmonie database of the Fisheries Information System of Ifremer and the analysis per specie is done for the 2005 year on one side and over the period 2000-2005 on the other side. A stock slip is built for each species and presents :
- Key figures on landings in the Bay of Biscay (total landings, average price, number of vessels concerned and share in the national landings)
- Assessment of the concentration of landings
- Assessment of the fleets' contribution to these total landings
- Assessment of the fleets' economic dependence to the species based on the income share depending on this species.
Dans le cadre de l'élaboration des indicateurs économiques sur les pêcheries, une analyse de la contribution et de la dépendance des flottilles du Golfe de Gascogne aux espèces commerciales majeures capturées dans la zone CIEM VIII est présentée. Les 9 espèces principales retenues sont (par ordre décroissant d'importance dans les débarquements totaux en valeur dans la zone VIII en 2005) : la sole, la langoustine, le bar, le merlu, la baudroie, l'anchois , la sardine, la seiche et le calmar. L'analyse des débarquements par stock est menée à partir des données disponibles dans la base Harmonie du SIH de l'Ifremer à deux niveaux : en coupe instantanée (année 2005) a été choisie comme année de référence (sauf pour l'anchois - année de référence 2004 et en tendance de 2000 à 2005. Chaque fiche stock présente : - des chiffres clés sur la production de cette espèce dans le Golfe de Gascogne (débarquements totaux, prix moyen, nombre de navires impliqués, part dans les débarquements nationaux). - une analyse du niveau de concentration des débarquements - une analyse de la contribution par flottilles à ces débarquements par ordre décroissant des contributions au débarquement total en valeur de l'espèce - une analyse de la dépendance mesurée à partir de la contribution de l'espèce aux Chiffre d'affaires (ou débarquements totaux en valeur) de chaque flottille contributrice. Analyse technico-économique de projets d'élevage d'ombrine (Sciaenops ocellata) en cages flottantes à la Martinique Auteur(s) : Houel, S Falguiere, Jean-claude Paquotte, Philippe Résumé : The availability in interesting sites and the zootechnical performances of tropical fish are two impo rt ant assets in favor of the development of fish farming in the Caribbean islands. This repor presents a technical and financial analysis of red drum farming projects in floating cages in Martinique(French West Indies). This project analysis makes it possible to compare the economic feasability of a small-scale production system with that of a semi-industrial one submitted to different technical constraints. The main criteria of the project analysis are the profitability of the funded capital, the financial feasability during the buildup period, the profitability at a steady state and the cost price. Production costs are hi gher in the the small-scale enterprises than in the semi-industrial ones, thanks to better capita] productivity and better labour productivity. An analysis of sensitivity to the variations ofbiological and economical parameters is also contained in the report. The results of these studies indicate that Caribbean fish farming could be profitable, due to the rapid buildup of the facilities and to the short production cycles. Nevertheless, attention should be paid to the risk of storms and hurricanes in this part of the world. Moreover, the analysis of sensitivity highlights the great influence of seed price. Ce rapport présente l'adaptation d'un outil de simulation technico- économique à l'éleva ge de l'ombrine en cages flottantes dans le contexte martiniquais. Cet outil permet de disposer d'éléments de comparaison sur la faisabilité de deux systèmes de production, Fun de type artisanal et l'autre de type semi- industriel, soumis à des contraintes techniquesdifférentes : rentabilité du capital investi, faisabilité financière au démarrage, rentabilité en année de routine, prix de revient. Une analyse de sensibilité des résultats aux variations de paramètres biologiques et économiques est également présentée. L'analyse de ces projets fait apparaître une rentabilité satisfaisante de l'activité, liée à la rapidité de mise en route des installations et à la brièveté des cycles de production. Line grande attention doit être cependant portée sur les risques d'accidents climatiques fréquents dans cette région du globe (cyclone, mais aussi tempête...). Inventaire des plantes introduites en Méditerranée : origines et répercussions sur l'environnement et les activités humaines Auteur(s) : Verlaque, M Éditeur(s) : Gauthier-Villars Résumé : This review addresses the problem of recently introduced plants in the Mediterranean in order to analyse their vectors, the dispersal processes and the possible ecological and economic consequences. Ninety-five cases (94 macroscopic algae and one seagrass) are listed and discussed. Three major routes of access into the Mediterranean are indicated: shipping, the Suez canal and aqua-culture. The recent introduction of Caulerpa taxifolia along our coasts has called attention to a new potential source: aquaria. Among the successful acclimatizations, cold-temperate Pacific and Atlantic species remain confined to the north of the Mediterranean (Gulf of Lions, Adriatic), whereas some tropical or sub-tropical plants colonize large areas. Some introduced algae proliferate to the detriment of the indigenous Mediterranean vegetation. In contrast with some terrestrial introductions, no population crash has been observed in the Mediterranean, although some notable fluctuations seem to occur in coastal lagoons. From an economic point of view, the two activities most affected by this phenomenon are aquaculture and fishing. With the gradual disappearance of European frontiers, the worldwide development of marine cultures and the multiplication of giant Seaworlds, the transfer of live marine organisms will become routine and the risk of new introductions will considerably increase in the Mediterranean. Only international legislation, established by the countries of the littoral, will be able to control these problems. Trade-offs among functional traits reveal major plant strategies that can give insight into species distributions and ecosystem processes. However, current identification of plant strategies lacks the integration of root structural traits together with leaf and stem traits. 2. We examined correlations among 14 traits representing leaf, stem and woody root tissues. Traits were measured on 1084 individuals representing 758 Neotropical tree species, across 13 sites representative of the environmental variation encompassed by three widespread habitats (seasonally flooded, clay terra firme and white-sand forests) at opposite ends of Amazonia (French Guiana and Peru). 3. Woody root traits were closely aligned with stem traits, but not with leaf traits. Altogether leaf, stem and woody root traits delineated two orthogonal axes of functional trade-offs: a first axis defined by leaf traits, corresponding to a leaf economics spectrum, and a second axis defined by covarying stem and woody root traits, corresponding to a wood economics spectrum. These axes remained consistent when accounting for species evolutionary history with phylogenetically independent contrasts. 4. Despite the strong species turnover across sites, the covariation among root and stem structural traits as well as their orthogonality to leaf traits were strongly consistent across habitats and regions. 5. We conclude that root structural traits mirrored stem traits rather than leaf traits in Neotropical trees. Leaf and wood traits define an integrated whole-plant strategy in lowland South American forests that may contribute to a more complete understanding of plant responses to global changes in both correlative and modelling approaches. We suggest further meta-analyses in expanded environmental and geographic zones to determine the generality of this pattern. La dynamique des pêches côtières du pays bigouden Auteur(s) : Charuau, Anatole Résumé : In the beginning, the coastal fleet of the Bigouden region fished by trawling and was completely focused on exploiting lobster and hake. It is a traditional business that expanded between the last war and the 70s, reaching its peak between 1975 and 1980.
The best image to give an idea of this fleet is that of a "bucket waterwheel" endlessly discharging its catch in the four ports of the Guilvinec district. Where there is a seafaring business in Guilvinec, Loctudy and Saint-Guénolé, there is a complementarity that is expressed in two ways:
- coastal fishing constitutes a very noticeable and regular supplement to production, since sales happen daily and only bad winter weather causes a relative decrease in the supplement. - coastal fishing gives a flattering image of the port based on the display of high-quality leading market products: daily live lobster, hake and angler.
In this study, we have above all tried to evaluate the situation of the Bigouden coastal system as an entity, while including in the same analysis the species, fleets and the exploitation of the resource. For the main species, a balance sheet is proposed. It covers the lobster, hake and angler separately. Lobster, because of its small amount of movement, can be considered as being an isolated stock, while fish belong to much more wide-ranging groups.
The lobster has gained from various increases in meshing that have been imposed since 1971, even if these have not always been strictly applied. One of the results of this management by means of meshing is a "depreciation" of the variations of daily yields around an average value of 100kg.
For the hake, the dominant trait is an increase in yields in the last few years in accordance with an improvement of the situation in the Gulf of Gascony due to a generalised decrease of effort and a modification of the exploitation profile since the appearance of boulters and straight nets. Whereas the situation for lobster fisheries, as regards the hake's marketable size, did not improve, since the demand for small hake still exists, we have nonetheless been witnessing for about ten years a slow diversification of the fleets' business activities, which is much more in line with sequential hake fisheries' logical outline of exploitation. When lobster yields decrease, one part of the fleet focuses on the fish at the edges of the lobster fisheries.
For the angler, we see rather similar phenomena and a significant increase in unloading of the two species by lobster fishermen due also to a widening of their fishing areas. On the lobster mudflats themselves, there is no notable change in exploitation in the historical records. All studies of coastal fishing always come up against the problem of acquiring statistical data and the Bigouden region is no exception to the rule.
To improve this situation, in 1987 and 1988 two items were chosen:
- a better awareness of the activity and of the areas frequented, by survey during unloading in Guilvinec and in Loctudy.
- a detailed description of the haul by species, by sampling, in Loctudy, on two-thirds of coastal sales, between December 1987 and November 1988.
For this reason, analysis of fleets by type is still cursory and covers only one year. The appearance of new trends towards fish can only be described qualitatively, since there is no historical record. The classification of boats was done by analysing data furnished by the auctions. This first assessment is not necessarily reliable, above all because of the auctions' inaccurate description of the hauls, a deficiency that we have tried to overcome by surveying in Loctudy.
In conclusion, we are witnessing in the Bigouden region, as in other entities, a rebalancing between traditional business activities and modern trends. Lobster fishing, almost exclusive before the 1980s, is tending to decrease for two main reasons:
- a generalised decrease in activity in the lobster fisheries due to non-renewal of coastal fish fleets,
- The transfer of part of the lobster fishermen's activities to fish, since the lobster and its accompanying catch no longer seemed able to insure the economic viability of new ships.
Other maritime districts resolved their lobster problem in a different way. The Lorient fishermen improved their yields by using more capable trawlers, the fishermen of Sable by exploiting the hake fish run to the fullest and limiting their lobster fishing to the best season. The Bigouden region is slowly turning to the second solution, as it renews its fleet.
A ses origines, la flottille côtière du pays bigouden péchant au chalut, est tout entière orientée vers l'exploitation de la langoustine et du merlu. Il s'agit d'une activité traditionnelle qui s' amplifie entre la dernière guerre et les années 70 pour atteindre son apogée entre 1975 et 1980. La meilleure image que l'on puisse donner de cette flottille est celle d'une "noria" débarquant inlassablement sa capture dans les quatre ports du quartier du Guilvinec. Là où existe une activité hauturière à Guilvinec, Loctudy et Saint-Guénolé, il y a une complémentarité qui s'exprime de deux manières : - la pêche côtière constitue un appoint très appréciable et régulier de production, puisque la vente est quotidienne et que seules les intempéries hivernales entraînent une baisse relative des apports. - la pêche côtière donne du port une image flatteuse basée sur la présentation de produits d'appel de grande qualité : langoustine vivante, merlu et baudroies quotidiens. Dans cette étude, nous avons surtout tenté de faire le point sur le système côtier bigouden en tant qu'entité, en englobant dans la même analyse des espèces, les flottilles et l'exploitation de la ressource. Pour les espèces principales, un bilan est proposé. Il couvre séparément la langoustine, le merlu et les baudroies. La langoustine, en raison de ses faibles déplacements, peut être considérée comme constituant un stock isolé, alors que les poissons appartiennent à des ensembles beaucoup plus vastes. La langoustine a beaucoup gagné des diverses augmentations de maillage qui ont été imposées depuis 1971, même si elles n'ont pas toujours été appliquées avec rigueur. Un des résultats de cette gestion par les maillages est un "amortissement" des variations des rendements journaliers autour d'une valeur moyenne de 100 kg. Pour le merlu, le trait dominant est une augmentation des rendements dans les dernières années en accord avec une amélioration de la situation dans le Golfe de Gascogne due à une baisse généralisée de l'effort et à une modification du profil d'exploitation depuis l'apparition des palangriers et des filets droits. Si la situation sur les pêcheries de langoustine, au regard de la taille marchande du merlu, ne s'est pas améliorée puisque la demande de petits merluchons existe toujours, on assiste par contre depuis une dizaine d'années à une diversification lente des activités des flottilles entrant beaucoup mieux dans le schéma logique d'exploitation des pêcheries séquentielles de merlu. Quand les rendements en langoustine baissent, une partie de la flottille s'oriente vers les poisson sur les marges des pêcheries de langoustine. Pour les baudroies on observe des phénomènes assez analogues et une augmentation importante des débarquements des deux espèces par les langoustiniers due également à un élargissement de leurs zones de pêche. Sur les vasières à langoustine elles-mêmes, il n'y a pas de modification notable de l'exploitation dans la série historique. Toute étude des pêches côtières se heurte toujours au problème d'acquisition des données statistiques et le pays bigouden n'échappe pas à la règle. Pour améliorer cette situation, en 1987 et 1988, deux points ont été retenus : - une meilleure connaissance de l'effort et des zones fréquentées, par enquête au moment des débarquements à Guilvinec et à Loctudy, - une description détaillée des apports par espèce, par échantillonnage, à Loctudy, sur les 2/3 des ventes côtières, entre décembre 1987 et novembre 1988. Pour cette raison, l'analyse de flottilles en types est encore sommaire et n'a porté que sur une année. L'apparition des tendances nouvelles vers le poisson ne peut être décrite que qualitativement puisque la série historique n'existe pas. La classification des bateaux a été faite par l'analyse des données fournies par les criées. Ce premier diagnostic ne présente pas toutes les garanties en raison surtout d'une description peu fidèle des apports par les criées, déficience que l'on a essayé de pallier en enquêtant à Loctudy. En conclusion, on assiste dans le pays bigouden comme dans d'autres entités à un rééquilibrage entre les activités traditionnelles et des orientations modernes. La pêche de langoustine, quasi exclusive avant les années 1980, tend à décroître pour deux raisons principales : - une baisse généralisée de l'effort sur les pêcheries de langoustine due au nonrenouvellement des flottilles de pêche côtière, - le report d'une partie de l'effort des langoustiniers vers les pêcheries de poissons, la langoustine et sa capture accessoire ne semblant plus pouvoir assurer la rentabilité économique des navires neufs. D'autres quartiers maritimes ont résolu de façon différente leur problème langoustine. Les Lorientais ont amélioré leurs rendements en adoptant des chaluts plus performants, les Sablais en exploitant à fond la séquence des pêcheries de merlu et en limitant leur intervention sur la langoustine à la saison la plus favorable. The discussions suggest that the application of such instruments will encourage and improve economic development in Haiti. The infrastructure necessary for MSEs drives growth and offers added value to economic development in Haiti. With an overview of Haitian MSEs we have been able to identify and palliate insufficiencies in the legislative framework regulating the operation of MSEs, as well as, understand their involvement in economic growth. MSEs are a powerful tool to reduce poverty, facilitate economic development and reinforce policies supporting environmental protection. Ce travail dresse un bilan sur la situation des TPE en Haïti et propose une analyse succincte de l’impact des instruments économiques, règlementaires et technologique au développement économique et à la protection de l’environnement. Les discussions menées ont permis de découvrir que l’application de ces instruments est une perspective d’amélioration du développement économique des TPE.La structuration des TPE reste la principale action stratégique de croissance et représente une grande valeur ajoutée pour le développement économique du pays. Le panorama des TPE haïtiennes nous a permis de compléter les insuffisances du cadre légal réglementant le fonctionnement des TPE et de comprendre leur participation à la croissance économique du pays. A cost-benefit analysis of improving trawl selectivity in the case of discards: The Nephrops norvegicus fishery in the Bay of Biscay Auteur(s) : Macher, Claire Guyader, Olivier Talidec, Catherine Bertignac, Michel Éditeur(s) : Elsevier Résumé : The Nephrops trawl fishery is one of the most important fisheries in the Bay of Biscay. The fishery management essentially relies on conservation measures, a total at I owed catch (TAC) for Nephrops together with a mini mum landing size (MLS) and minimum trawl mesh size (70 mm stretched mesh). These measures have failed to prevent high discard levels of many species that characterize the fishery. Nephrops trawlers thus discard about half of their Nephrops catches in numbers (a third in weight) of which only 30% survive. Nephrops discards mainly occur in younger Nephrops age groups below the MLS. This is a waste for the already overexploited Nephrops stock as well as for the fleet. Based on a bio-economic simulation model, the paper analyses the consequences of several scenarios of improving Nephrops selectivity. The potential impacts of these scenarios on Nephrops biomass, landings, discards and economic indicators (e.g. rent) are examined and a cost-benefit analysis of each scenario is carried out. We show that a better exploitation pattern would benefit fisheries that have high level of discards. Reducing non-commercial Nephrops discards leads to positive net present values of rent with better value realized from the production potential and limited short-term losses for the fishing units. By taking account of the economic dynamics of increasing effort however, we show that selectivity measures are insufficient. Regulating access to the fishery is also required to ensure the sustainability of the fishery and a better exploitation of the production potential. (C) 2008 Elsevier B.V. All rights reserved. Ecological and economic viability for the sustainable management of mixed fisheries Auteur(s) : Gourguet, Sophie Éditeur(s) : University of Tasmania, Université de Bretagne Occidentale Résumé : Empirical evidence and the theoretical literature both point to stock sustainability and the protection of marine biodiversity as important fisheries management issues. Decision-support tools are increasingly required to operationalize the ecosystem-based approach to fisheries management. These tools need to integrate (i) ecological and socio-economic drivers of changes in fisheries and ecosystems; (ii) complex dynamics; (iii) deal with various sources of uncertainty; and (iv) incorporate multiple, rather than single objectives. The stochastic co-viability approach addresses the trade-offs associated with balancing ecological, economic and social objectives throughout time, and takes into account the complexity and uncertainty of the dynamic interactions which characterize exploited ecosystems and biodiversity. This thesis proposes an application of this co-viability approach to the sustainable management of mixed fisheries, using two contrasting case studies: the French Bay of Biscay (BoB) demersal mixed fishery and the Australian Northern Prawn Fishery (NPF). Both fisheries entail direct and indirect impacts on mixed species communities while also generating large economic returns. Their sustainability is therefore a major societal concern. A dynamic bio-economic modelling approach is used to capture the key biological and economic processes governing these fisheries, combining age- (BoB) or size- (NPF) structured models of multiple species with recruitment uncertainty, and multiple fleets (BoB) or fishing strategies (NPF). Economic uncertainties relating to input and output prices are also considered. The bioeconomic models are used to investigate how the fisheries can operate within a set of constraints relating to the preservation of Spawning Stock Biomasses (BoB) or Spawning Stock Size Indices (NPF) of a set of key target species, maintenance of the economic profitability of various fleets (BoB) or the fishery as a whole (NPF), and limitation of fishing impacts on the broader biodiversity (NPF), under a range of alternative scenarios and management strategies. Results suggest that under a status quo strategy both fisheries can be considered as biologically sustainable, while socio-economically (and ecologically in the NPF case) at risk. Despite very different management contexts and objectives, viable management strategies suggest a reduction in the number of vessels in both cases. The BoB simulations allow comparison of the trade-offs associated with different allocations of this decrease across fleets. Notably, co-viability management strategies entail a more equitable allocation of effort reductions compared to strategies aiming at maximizing economic yield. In the NPF, species catch diversification strategies are shown to perform well in controlling the levels of economic risk, by contrast with more specialized fishing strategies. Furthermore analyses emphasize the importance to the fishing industry of balancing global economic performance with inter-annual economic variability. Promising future developments based on this research involve the incorporation of a broader set of objectives including social dimensions, as well as the integration of ecological interactions, to better address the needs of ecosystem-based approaches to the sustainable harvesting of marine biodiversity. L’objectif général de la thèse est de modéliser les principaux processus biologiques et économiques régissant des pêcheries multi-espèces et multi-flottilles afin de proposer des stratégies viables pour la gestion durable de ces pêcheries mixtes, dans un contexte stochastique et multiobjectif. Plus spécifiquement, cette thèse utilise des analyses de co-viabilité stochastique pour étudier les arbitrages entre des objectifs contradictoires de gestion (conservation, et viabilité économique et sociale) des pêcheries mixtes. Deux pêcheries mixtes sont analysées dans cette thèse: la pêcherie française mixte démersale du golfe de Gascogne et la pêcherie crevettière australienne du Nord (NPF). Ces deux pêcheries sont multi-espèces, et utilisent des stratégies multiples de pêche, induisant des impacts directs et indirects sur les écosystèmes. Cette thèse propose une application de la co-viabilité stochastique à ces deux cas, en prenant en compte leur histoire, leur contexte socio-politique et les différences dans les stratégies et objectifs de gestion. Les résultats suggèrent que le status quo peut être considéré comme une stratégie biologiquement durable mais socio économiquement à risque dans les deux pêcheries (ainsi qu’à risque écologique dans le cas de la pêcherie australienne). Les simulations réalisées pour le golfe de Gascogne permettent de comparer les arbitrages associés à différentes réductions de capacités par flottille et de montrer qu’il existe des solutions de gestion permettant la co-viabilité du système (viabilité biologique des différentes espèces considérées et viabilité socio-économique des flottilles) contrairement à des stratégies de gestion mono-spécifiques ou basées sur la maximisation de la rente. Essai d’évaluation des effets économiques de grandes manifestations sportives : le cas de la Route du rhum en Guadeloupe Auteur(s) : Dupont, Louis Éditeur(s) : Université des Antilles Études caribéennes Résumé : Evaluer les retombées économiques de manifestations sportives sur les territoires d’accueil est l’une des conditions permettant de décider de la pérennisation ou non de ces évènements. Cette évaluation revêt une grande importance pour les prestataires de services, les institutionnels et les diverses entreprises qui y sont engagés, car elle leur permet d’avoir une vision plus claire du marché, et le cas échéant d’ajuster et d’affiner leur politique évènementielle pour l’avenir. Aujourd’hui, apparaît de plus en plus un besoin croissant d’évaluation de la part de praticiens et d’acteurs publics impliqués dans les activités sportives. Ces derniers comme le grand public s’interrogent quelquefois sur l’utilité ou la pertinence économique et sociale de tels évènements.Aussi, l’objectif prioritaire de cette étude est de proposer dans le cas de la Guadeloupe, à partir d’un cadre conceptuel précis et d’une méthodologie partagée et éprouvée, une évaluation territoriale de l’impact économique et social de la Route du rhum, en retenant deux approches: l’une en niveau, déterminant successivement les valeurs du multiplicateur input-output à l’aide d’un tableau entrées-sorties (TES) de l’économie guadeloupéenne, et du multiplicateur de la base qui s’appuie sur les résultats d’une méta-analyse; l’autre , dynamique, spécifie par un modèle économétrique l’influence de la Route du rhum et d’autres variables sur la croissance économique de la Guadeloupe. L’enjeu consiste à se doter collectivement de points de repère afin que les différents acteurs de ce sport puissent situer les effets de leurs actions par rapport à d’autres pratiques, d’autres territoires, et à clarifier le niveau de contribution économique de cette activité sportive sur le territoire de Guadeloupe. Les résultats obtenus convergent et montrent qu’en dépit d’un succès indéniable au plan sportif et médiatique, la Route du rhum, évènement sportif de voile de haut niveau reliant tous les quatre ans St Malo à Pointe-a-Pitre, enregistre au plan économique des résultats modestes si l’on en juge à la fois par les médiocres retombées induites en matière de fréquentation touristique, par les faibles coefficients multiplicateurs de revenu affichés, par un ratio coût-bénéfice défavorable et par les incidences mineures que provoque cet évènement sur la croissance économique régionale. This evaluation is important for enterprises that provide goods and services also for the government, because it allows them to obtain an accurate vision of the future.Today, we have a growing need of evaluation from the people involved in sport activities. Sometimes, these people ask themselves on economic and social advantages of these events.The objective of this paper is to propose for Guadeloupe a rigourous methodology that assesses the economic and social impact of Route du rhum which is a transatlantic competition between St-Malo and Pointe-a-Pitre. We use two approaches: the first of which is level-based and determines the values of both economic base multipliers and input-output multipliers by composing an input-output table of the Guadeloupe economy. The second, dynamic approach specifies from an econometric model the impact of several variables, especially those of la Route du rhum. The goal is to provide findings to stakeholders of this sport for comparison. The results of the investigation merge and show globally weak economic performance of Route du rhum, particularly a poor cost-benefit ratio, weak economic multipliers and inter-industry linkages. Developpement de la peche de grands pelagiques dans les antilles francaises et organisation du marche des produits de la mer Auteur(s) : Lantz, Frederic Résumé : The development of large pelagic fishing in the French Antilles is an integral part of a difficult economic situation of the fishing sector in Martinique where this development can seem like a solution to increasingly acute problems. Indeed, for the regulatory authorities as well as for many participants in the sector, it is imperative to find solutions to the lack of profitability of a part of the fishing ships and to confront the regular increase of the share of imports in supplying Martinique with seafood. This question about the possibilities of developing large pelagic fishing is not new since it is already mentioned in the Notice from the Economic and Social Committee of the Martinique Region in 1982. We will not show in this document a detailed analysis of small-scale fishing in Martinique. Since the latter has been abundantly studied by the team of the Caribbean Oceanological and Halieutic Research Centre (PROHC) between 1985 and 1987, we will take up these principal conclusions (with which we are in full agreement) and bring them up to date based on data collected during our mission from 11 to 24 April 1988. The first section devoted to the supply structure (local fishing and imports) will attempt to define under what conditions large pelagic fishing can be developed. The second section will address marketing and demand. Indeed, at the same time as the problems of developing large pelagic fishing, we are faced with the question of the organisation of seafood markets. This organisation is a fundamental issue for the small-scale fishing sector in the French Antilles since its long-term future depends upon it by setting different prices and amounts exchanged according to the structure it is given. We will come to a conclusion on the economic conditions of developing a large pelagic fishery and organising a market, this based on research and study work already done. We will indicate which investigations must be conducted to complete the set of factors for decision support in this area. To perform this assessment, we reconstructed from the long series 1970-1986 (sometimes with significant inadequacies): these are presented as an appendix. (OCR non controlé) Le développement de la pêche de grands pélagiques dans les Antilles Françaises s'inscrit dans un contexte économique difficile du secteur de la pêche en Martinique où ce développement peut apparaître comme une solution à des problèmes de plus en plus aigus. En effet, pour les autorités de tutelle ainsi que pour de nombreux intervenants dans le secteur, il est impératif de trouver des solutions au manque de rentabilité d'une partie des unités de pêche et de faire face à l'augmentation régulière de la part des importations dans l'approvisionnement de la Martinique en produits de la mer. Cette question sur les possibilités d'un développement de la pêche de grands pélagiques n'est pas nouvelle puisqu'elle est déjà évoquée dans l'Avis du Comité Economique et Social de la Région Martinique en 1982. On ne présentera pas dans ce document une analyse détaillée de la pêche artisanale en Martinique. Celle-ci ayant été abondamment étudiée par l'équipe du Pôle de Recherche Océanologique et Halieutique Caraïbe (PROHC) entre 1985 et 1987, on reprendra ces principales conclusions (avec lesquelles nous sommes en plein accord) en les actualisant à partir des informations recueillies lors de notre mission du 11 au 24 avril 1988. La première section consacrée à la structure d'offre (pêche locale et importations) s'attachera à définir dans quelles conditions peut être développée une pêche de grands pélagiques. Là seconde section traitera de la commercialisation et de la demande. En effet parallèlement aux problèmes de développement d'une pêche de grands pélagiques, se pose la question de l'organisation du marché des produits de la mer. Cette organisation est un enjeu primordial pour le secteur de la pêche artisanale dans les Antilles Françaises puisqu'elle conditionne son avenir à long terme en définissant des prix et des quantités échangées différents suivant la structure qu'on lui donne. On conclura sur les conditions économiques du développement d'une pêche de grands pélagiques et de l'organisation d'un marché, ceci à partir des travaux de recherche et des études déjà réalisés. On indiquera quelles investigations doivent être menées pour compléter l'ensemble des éléments d'aide à la décision dans ce domaine. Assessment of tropical shrimp aquaculture impact on the environment in tropical countries, using hydrobiology, ecology and remote sensing as helping tools for diagnosis Auteur(s) : Fuchs, Jacques Martin, Jean-louis M. Populus, Jacques Résumé : After a period of rapid development of the sites (an increase in both reared surface area and production), tropical shrimp aquaculture is currently being faced with critical problems due to economical and ecological constraints. In many countries with favourable conditions for shrimp aquaculture such as indonesia or Vietnam, sites are often badly selected and/or over-exploited. This conducts to sorne extent to decreases or collapses in the production due to the difficulty in predicting the maximum production capacity of the sites. Furthermore, it appears that production sustainability depends on many factors among which socio-economy and ecolo gy are of prime importance.
The STD3 project titled « Assessment of tropical shrimp aquaculture impact on the environment in tropical countries using hydrobiology, ecology and remote sensing as helping tools for diagnosis )) was initiated in 1994, with the aim to study the sustainability of marine shrimp aquaculture in tropical areas, main! y Indonesia and Vietnam, through the following tasks: (i) improve site selection and study the impact of aquaculture on marine environments presenting a variable sensitivity to organic sewage, (ii) analyse the socio-economical aspects and profitability of the aquaculture industry and of common resources (iii) use remote sensing and geographical data bases for diagnosis and monitoring of site degradation (iv) reinforce the capacity of Asian
scientists through training.
Severa! aquaculture sites have been investigated in the Lampung region (South Sumatra, Indonesia), the Mekong delta (Vietnam) and on the West coast of New-Caledonia, providing a large range of typical ecosystems encountered in Asia and in the Pacifie, from coralline sites to coastal plains with mangrove and deltaic areas. The study concerned the spatial structure and seasonal influence of these ecosystems, the temporal variation during the course of the project (3 years) and the relation between the ecological structure and farm productions.
Remote sensing provides a synoptic vision over large land expanses. Severa! scenes were processed for landuse mapping using conventional classification techniques. Concerning water quality assessment, a general relation for the Java sea was found between image and field data in terms of total suspended matter. Applying this relation to a new site in Sumatra has provided an initial approach to water type and, together with land use mapping, a preliminary assessment of the suitability of the area to shrimp aquaculture development.
Socio-economic research has been focused on the identification ofneeds for collective action, including public policy, in the perspective of shrimp farming sustainability. The main concern is in the regulation of shrimp farming intensification and extensification at the scale of coastal ecosystemic entities in a common property resource management perspective. The common considered here is coastal water quality. Comparing the local development profiles and the institutional grounds for the design and implementation of collective management rules shows that variables such as land tenure system, farm owner socio-economic profile, social homogeneity or heterogeneity of the farmers are key factors to analyse the potential for sustainability. The defmition of
water quality and the possible means to ensure its collective management are discussed. The main conclusion is that the economie incentives to farming development are strong but there is no significant difference among traditional, semi-intensive and intensive systems in terms of economie efficiency or wealth distribution.
The description of the functioning of the different kinds of ecosystems make it possible to give an advice concerning the positioning of the activity inside the ecosystem, and furthermore to have a reference state in order to determine the impact of the activity on the coastal environnement. This impact can be summarized as an increase in the concentration of total suspended matt€?r, of particulate organic matter and of sulfate reducing bacterias. This organic ma~.er is either issued from rearing activities or from telluric origine, due to mangrove eradication when building the ponds.
An evaluation of the relationship existing between productivity and characteristics of each ecosystem bas been conducted by correlating ecological indicators data (concentration of total suspended matter, particulate organic matter, chlorophyll, percentage of pheopigments in total pigments and cyanobacteria and sulfatereducing bacteria in water and sediments) with the average production of the farms. This comparison lead to the compilation of a scale of observed production integrating the range of these environmental parameters with shrimp production levels, bound to facilitate the positioning of shrimp farming in relation with the confmement leve! of each ecosystem.
Lastly, ali geographie data originated from the various compartments of the study have been geo-referenced and loaded into a geographical information system. This allows to display any query made on spatial variables and their related statistical data, including the ir variations over the last few years and to reveal patterns and phenomena otherwise not obvious. Le programme mis en oeuvre par la DRV (Paris, CREMA-L'Houmeau, DELIAO Brest, COP Tahiti, GIE/RA Nouvelle Calédonie), dans le cadre d'un projet européen STD3 «(Sciences et Technique au Service du Développement», en collaboration avec l'Université de Montpellier II, l'Ecole Nationale d'Agronomie de Rennes, l'ITC (Hollande), l'Institut Océanographique de Nha Trang (Vietnam), le BADC de Jepara et le BPPT de Jakarta (Indonésie), avait pour but la mise au point de méthodes permettant d'améliorer la sélection des sites ainsi que le suivi du développement et de l'impact de l'aquaculture des crevettes Péneides en milieu tropical pour éviter la surexploitation. Quatre axes de recherche ont été défmis : a) identifier la nature et quantifier les rejets de déchets issus de ce type d'aquaculture, b) définir les caractéristiques écologiques des écosystèmes susceptibles d'accueillir l'activité aquacole et suivre leur évolution sous l'influence des rejets, c) déterminer l'influence de la gestion des fermes et des ressources (aspects économiques) sur les performances de productivité, d) déterminer la capacité de la télédétection comme outil de diagnostic d'impact à l'échelle de la région, e) mener un programme de formation d'étudiants et jeunes chercheurs Vietnamiens et Indonésiens.
