A cost-benefit analysis of improving trawl selectivity in the case of discards: The Nephrops norvegicus fishery in the Bay of Biscay Auteur(s) : Macher, Claire Guyader, Olivier Talidec, Catherine Bertignac, Michel Éditeur(s) : Elsevier Résumé : The Nephrops trawl fishery is one of the most important fisheries in the Bay of Biscay. The fishery management essentially relies on conservation measures, a total at I owed catch (TAC) for Nephrops together with a mini mum landing size (MLS) and minimum trawl mesh size (70 mm stretched mesh). These measures have failed to prevent high discard levels of many species that characterize the fishery. Nephrops trawlers thus discard about half of their Nephrops catches in numbers (a third in weight) of which only 30% survive. Nephrops discards mainly occur in younger Nephrops age groups below the MLS. This is a waste for the already overexploited Nephrops stock as well as for the fleet. Based on a bio-economic simulation model, the paper analyses the consequences of several scenarios of improving Nephrops selectivity. The potential impacts of these scenarios on Nephrops biomass, landings, discards and economic indicators (e.g. rent) are examined and a cost-benefit analysis of each scenario is carried out. We show that a better exploitation pattern would benefit fisheries that have high level of discards. Reducing non-commercial Nephrops discards leads to positive net present values of rent with better value realized from the production potential and limited short-term losses for the fishing units. By taking account of the economic dynamics of increasing effort however, we show that selectivity measures are insufficient. Regulating access to the fishery is also required to ensure the sustainability of the fishery and a better exploitation of the production potential. (C) 2008 Elsevier B.V. All rights reserved. Les pêcheries mixtes de langoustine et de merlu du golfe de Gascogne. Description, préparation à une modélisation et à une simulation des procédures de gestion Auteur(s) : Charuau, Anatole Ifremer Résumé : 1 - Study's goals review The management of Norway Lobster and Hake fisheries can be considered as the most important issue in the Gascogne gulf. Calculation methods used to evaluate prediction variations under various efforts and mesh constraints all pinpoint to the crucial role narrow mesh fishing plays in Hakes' Northern stock status. The involvement of Gascogne gulf Norway Lobster fisheries regarding Hakes over exploitation seems over dimensioned when comparing the size of both of these stocks. Hake stocks spread from Northern Great Britain to Northern Spain, while Norway Lobster stocks are located in the Gascogne gulf's mud flats. The biological solution is well known and consists in globally increasing mesh nets to 80mm which would bring up Hakes yield to its most. It would be unreal to pretend all parties involved in Hake stocks will come to use them. For now, it is mostly an economical issue since many vessels continue on with an exploitation scheme dating from the 60's and fish on coastal mud flats which are the most exploited zones and where their catch is detrimental to juvenile class Hakes and Norway Lobsters. Considering our limited time, this study will cover bio- economical modelisation preparation. You will therefore find a description of fisheries and an exploitation assessment based on 1986's available data.
2 - Accomplished work
2. 1 Fishery description
Presenting the problems and preparing ulterior analyses was first and foremost. Norway Lobster vessels supposedly, according to evaluation models used, test immature Hakes in such a manner that all stock exploitation is jeopardized. Norway Lobster distribution is closely linked to the nature of the ocean floor since it can only build its habitat on fine sediment. Hakes' habitat is not as restrictive and is linked to food supply, especially euphausiid shrimps, so they can be found on sandy and sandy-sedimental floors. Norway Lobsters are sought by a fleet of 400 to 450 ships which characteristics widely vary according to their home port. On the northern part, fisheries are close to exploitation ports where Norway Lobsters and miscellaneous catch yield is sufficient to support an older fleet. On the southern part, the structure is diversified and flexibility usually rules, more modern vessels can easily switch their target on a seasonal or daily basis. Globally, Hakes' northern stocks are slightly on the rise. This rise is probably due to global mesh size increase, even if slight and a decrease on fishing effort where immature species are caught. Norway Lobster stocks unloading is stable or slightly lower and yields, as far as northern fishery are concerned, vary and oscillate between ±15 to ±20 % at about an average of 100 kg/day. Biological parameters used in the evaluations for each species are those used in CIEM and CEE work cells. Among those parameters, those describing growth are the greatest. For Hakes, an intermediary growth equation between males and females has been used. For Norway Lobsters, both sexes are treated separately. Simulations were carried out according to 3 types of data: Norway Lobster vessels fishing effort variations. Norway Lobster vessels mesh increase. Norway Lobster vessels fishing effort decrease or mesh increasing go along in the same direction for Hake and Norway Lobster stock production (chart A and B). Lastly, a brief study on results evaluation significance was done to modify: - the size of Hake rejects by Norway Lobster vessels. The range of sizes stays the same but the amount in each class varies according to the same percentage. - Norway Lobsters growth parameters, both values used (L» = 76 mm and k = 0.11 for males, L°° = 56 mm and k = 0.14 for females) representing the "high" hypothesis. In the first case, a 20% error rate for rejects evaluation with 60 mm mesh would only bring a 3% modification rate on global stock production. Those first results are contradicting usual evaluation conclusions and it will be necessary to recalculate by modifying the size class step. In the second case, to decrease L» and increase growth speed, in time production variations remain within usual inter annual fluctuations. In all figure cases, calculations confirming greater yield for in time production through hypothetical mesh size increase to 60 mm, are definitely well founded.
1 - Rappel des buts de l'étude La gestion des pêcheries de merlu et de langoustine peut être considérée comme le problème le plus important du Golfe de Gascogne. Les méthodes de calcul employées pour évaluer les variations de la production sous diverses contraintes d'effort et de maillage mettent toutes l'accent sur le rôle capital des pêcheries à petits maillages sur l'état du stock nord de merlu. Le niveau de responsabilité des pêcheries de langoustine du Golfe de Gascogne dans la surexploitation du merlu semble démesuré eu égard aux dimensions respectives des deux stocks. Le stock de merlu s'étend du Nord des Iles Britanniques au Nord de l'Espagne alors que le stock de langoustine est localisé aux vasièrés du Golfe de Gascogne. La solution biologique du problème est connue et tient à une augmentation généralisée des maillages à 80 mm qui amènerait le rendement du stock de merlu à son maximum. Il serait illusoire de prétendre que tous les acteurs opérant sur le stock de merlu arriveront jamais à l'utiliser. Pour le moment, le problème se pose essentiellement en termes économiques car beaucoup de navires poursuivent un schéma d'exploitation hérité des années 1960 et pèchent sur des vasièrés côtières qui sont les zones les plus exploitées et où ils effectuent leurs captures au détriment des jeunes classes d'âge de merlu et de langoustine. En raison des délais impartis, cette étude constitue la préparation à une modélisation bioéconomique. On y trouvera donc une description des pêcheries et un bilan de l'exploitation sur les données disponibles en 1986. 2 - Travaux effectués 2 . 1 Description de la pêcherie Il s'agissait avant tout de poser les problèmes et de préparer les analyses ultérieures. Les langoustiniers sont présumés, d'après les modèles d'évaluation employés, effectuer sur les immatures de merlu des prélèvements tels qu'ils mettent en danger toute l'exploitation du stock. La distribution de la langoustine est très liée à la nature du fond car elle ne peut construire son terrier que sur des fonds de vase fine. Celle du merlu est beaucoup plus large et inféodée à la recherche de nourriture, crevettes euphausiacées en particulier, on le trouve donc sur les fonds sableux à sablo-vaseux. La langoustine est recherchée par une flottille de 400 à 450 bateaux dont les caractéristiques sont très variables suivant leur appartenance géographique. Au nord, la pêcherie est proche des ports exploitants et les rendements en langoustine et en prise accessoire sont suffisants pour faire vivre une flottille ancienne. Vers le sud, la structure est très diversifiée et la flexibilité est généralement la règle et les navires de construction récente peuvent changer de cible aisément de façon saisonnière ou au cours de la même journée de pêche. Globalement, les débarquements de merlu du stock nord sont en légère hausse. Ce redressement est dû probablement aux augmentations de maillage, même légères, généralisées et à une baisse de l'effort sur les pêcheries où s'effectuent des captures d'immatures. Les débarquements de langoustine sont stables ou en légère baisse et les rendements, au moins sur la pêcherie du nord, varient avec des oscillations de ±15 à ±20 % autour d'une moyenne de 100 kg/jour. Les paramètres biologiques utilisés pour chaque espèce dans les évaluations sont ceux en usage dans les groupes de travail du CIEM et de la CEE. Parmi ces paramètres, ceux décrivant la croissance sont les plus importants. Pour le merlu une équation de croissance intermédiaire entre mâles et femelles a été utilisée. Pour la langoustine les deux sexes sont traitées séparément. Les simulations ont porté sur trois types de données : Variations de l'effort des langoustiniers Augmentation du maillage des langoustiniers La diminution de l'effort des langoustiniers ou L'augmentation de maillage agisse très exactement dans le même sens sur la production des stocks de merlu et de langoustine. Enfin une étude succincte de la sensibilité des résultats des évaluations a été effectuée pour des modifications : - de la composition en taille des rejets de merlu par les langoustiniers. L'étendue des tailles reste la même mais le nombre dans chaque classe varie selon le même pourcentage. des paramètres de croissance de la langoustine, le couple de valeurs utilisées (L» = 76 mm et k = 0.11 pour les mâles, L°° = 56 mm et k = 0.14 pour les femelles) constituant l'hypothèse "haute" Dans le premier cas, une erreur de 20 % sur l'évaluation des rejets pour un cnaillage de 60 mm n'apporterait qu'une modification de 3 % dans la production globale du stock. Ces premiers résultats sont en contradiction avec les conclusions habituelles des évaluations et il sera nécessaire de reprendre les calculs en modifiant le pas des classes de taille. Dans le deuxième cas, pour une diminution de L» et une augmentation de la vitesse de croissance, les variations de la production à terme restent à l'intérieur des fluctuations interannuelles habituelles. Dans tous les cas de figure, les calculs confirmant l'augmentation de la production à terme dans l'hypothèse d'une augmentation de maillage à 60 mm sont d'une robustesse à toute épreuve. Les pêcheries mixtes de langoustine et merlu du Golfe de Gascogne, modélisation bio-économique et simulation des procédures de gestion Auteur(s) : Charuau, Anatole Résumé : Fishing crayfish on the gulf's mudflats is a traditional business practised by 450 boats of 12 to 18 metres in length and employs 2,500 sailors. In the north of the gulf, this activity is exclusive, in the south, immature hake are also caught, because the crayfish areas coincide, in part, with the nurseries of the northern stock of this species.
Management of these fisheries, called mixed, of crayfish and hake is one of the greatest problems of the Gulf of Gascony. All assessments tend to show the responsibility of the crayfish boats in the future of the hake stock. The solution is likely to pass through a generalised increase of the 80 mm meshing that would lead, eventually, the hake stock yield to its maximum, but would eliminate a great many trades that are only practicable for the moment by using small meshing: crayfish boats, shrimp boats, etc.
It was shown moreover that the times of maximum abundance of hake and crayfish do not necessarily coincide. Indeed, hake does not swim along the bottom but rather moves in the channel of water. There are therefore definitely crayfish areas and hake areas, but overlapping such that a ship passing from one to the other during a single pass cannot judge in advance the immediate composition of its catch.
The method used for describing these mixed fisheries and providing a solution to their problems of management relies on simulations aided by a bio-economic model known as "compartmental". This structure was adopted to be able to take into account all possible scenarios of the fleets' strategies. The fishery is first divided into geographic elements corresponding to the specific sedimentary structures where the stocks of exploited species are concentrated, the major constraint being the limits of these elements corresponding to those usually employed in fishing statistics, since it is based on these statistics that we can determine the fleets' profiles and their target species. The ratios between the fleet and the species are measured by calculating the fishing power.
La pêche de la langoustine sur les vasières du golfe est une activité traditionnelle pratiquée par 450 bateaux de 12 à 18 mètres et occupe 2500 marins . Dans le nord du golfe, cette activité est exclusive, vers le sud, elle s'accompagne de la capture de merlus immatures, car les zones à langoustine coïncident, pour partie, avec les nourriceries du stock nord de cette espèce. La gestion de ces pêcheries, dites mixtes, de langoustine et de merlu est un des problèmes les plus importants du golfe de Gascogne. Toutes les évaluations tendent à montrer la responsabilité des langoustiniers dans le devenir du stock de merlu. La solution passerait par une augmentation généralisée du maillage à 80 mm qui conduirait, à terme, le rendement du stock de merlu à son maximum, mais ferait disparaître quantité de métiers qui ne sont praticables pour le moment que par l'emploi de petits maillages : langoustiniers, crevettiers etc.. Il a été montré par ailleurs que les abondances maximales de merlu et de langoustine ne coïncident pas obligatoirement. En effet, le merlu n'est pas posé sur le fond mais se déplace dans la tranche d'eau. Il existe donc bien des zones à langoustine et des zones à merlu, mais imbriquées de telle sorte qu'un navire passant de l'une à l'autre au cours d'un même trait ne peut préjuger de la composition immédiate de sa capture. La méthode retenue pour décrire ces pêcheries mixtes et fournir une solution à leurs problèmes de gestion repose sur des simulations à l'aide d'un modèle bio-économique dit " à compartiments". Cette structure a été adoptée pour permettre la prise en compte de tous les cas de figures possibles de stratégies des flottilles. La pêcherie est d'abord divisée en éléments géographiques correspondant à des structures sédimentaires particulières où se concentrent les stocks d'espèces exploitées, la contrainte majeure étant les limites de ces éléments correspondant à celles habituellement employées dans les statistiques de pêche, puisque c'est à partir de ces statistiques que l'on peut déterminer le profil des flottilles et de leurs espèces cîbles. Les rapports entre la flottille et l'espèce sont mesurés par le calcul des puissances de pêche. Chaque compartiment est, sur une base trimestrielle, le résultat de la superposition d'un élément géographique, d'une flottille, d'une espèce ou d'un groupe d'espèces-cibles. L'association espèce-flottille définit le métier. Les stocks sont dits mobiles quand ils recouvrent par le biais des migrations la totalité de la pêcherie, immobiles quand il n'existe pas d'échanges entre éléments géographiques. Dans le deuxième cas, la mortalité par pêche est ventilée au prorata des captures sur chaque stock élémentaire. A l'intérieur de chaque composante un navire a le choix entre poissons démersaux, poissons de fond ou langoustine. L'inflexion de comportement dans les simulations est gouvernée par deux paramètres qui leur permettent d'orienter leur effort vers d'autres cibles pour optimiser leurs bénéfices. On connaît pour chaque flottille les éléments de coûts de production dérivés des comptes d'exploitation de l'année en cours. Pour chaque espèce, le chiffre d'affaire est le produit du prix prédit par l'équation des prix et des quantités débarquées. Les bénéfices escomptés sont déduits de ces deux valeurs. Les simulations ont porté sur diverses hypothèses : - maillage de 50 mm pour la langoustine et 65 mm pour le poisson ; - l'augmentation de l'effort ; - stratégies visant au profit maximal avec ou sans quota sur le merlu. Dans tous les cas, à terme, les schémas classiques des conséquences des procédures de gestion sont vérifiés : les brusques augmentations de maillage créent des situations transitoires catastrophiques mais permettent d'espérer au bout de 15 ans des soldes tout à fait attirants. Les conséquences d'une augmentation de l'effort agissent dans le sens inverse : augmentation immédiate du solde global, pertes à long terme. Enfin quand on laisse les flottilles suivre une stratégie "libre" orientée vers des bénéfices optimaux, les soldes sont importants car il existe toujours un report très marqué vers le merlu, dans les limites d'un quota quand on l'impose. Les phénomènes biologiques sont aisément prévisibles et théoriquement contrôlables. La stratégie des flottilles l'est beaucoup moins et dépend du contexte politico-économique. Le modèle présenté ici peut donner des réponses au gestionnaire et à l'économiste. Ecological and economic viability for the sustainable management of mixed fisheries Auteur(s) : Gourguet, Sophie Éditeur(s) : University of Tasmania, Université de Bretagne Occidentale Résumé : Empirical evidence and the theoretical literature both point to stock sustainability and the protection of marine biodiversity as important fisheries management issues. Decision-support tools are increasingly required to operationalize the ecosystem-based approach to fisheries management. These tools need to integrate (i) ecological and socio-economic drivers of changes in fisheries and ecosystems; (ii) complex dynamics; (iii) deal with various sources of uncertainty; and (iv) incorporate multiple, rather than single objectives. The stochastic co-viability approach addresses the trade-offs associated with balancing ecological, economic and social objectives throughout time, and takes into account the complexity and uncertainty of the dynamic interactions which characterize exploited ecosystems and biodiversity. This thesis proposes an application of this co-viability approach to the sustainable management of mixed fisheries, using two contrasting case studies: the French Bay of Biscay (BoB) demersal mixed fishery and the Australian Northern Prawn Fishery (NPF). Both fisheries entail direct and indirect impacts on mixed species communities while also generating large economic returns. Their sustainability is therefore a major societal concern. A dynamic bio-economic modelling approach is used to capture the key biological and economic processes governing these fisheries, combining age- (BoB) or size- (NPF) structured models of multiple species with recruitment uncertainty, and multiple fleets (BoB) or fishing strategies (NPF). Economic uncertainties relating to input and output prices are also considered. The bioeconomic models are used to investigate how the fisheries can operate within a set of constraints relating to the preservation of Spawning Stock Biomasses (BoB) or Spawning Stock Size Indices (NPF) of a set of key target species, maintenance of the economic profitability of various fleets (BoB) or the fishery as a whole (NPF), and limitation of fishing impacts on the broader biodiversity (NPF), under a range of alternative scenarios and management strategies. Results suggest that under a status quo strategy both fisheries can be considered as biologically sustainable, while socio-economically (and ecologically in the NPF case) at risk. Despite very different management contexts and objectives, viable management strategies suggest a reduction in the number of vessels in both cases. The BoB simulations allow comparison of the trade-offs associated with different allocations of this decrease across fleets. Notably, co-viability management strategies entail a more equitable allocation of effort reductions compared to strategies aiming at maximizing economic yield. In the NPF, species catch diversification strategies are shown to perform well in controlling the levels of economic risk, by contrast with more specialized fishing strategies. Furthermore analyses emphasize the importance to the fishing industry of balancing global economic performance with inter-annual economic variability. Promising future developments based on this research involve the incorporation of a broader set of objectives including social dimensions, as well as the integration of ecological interactions, to better address the needs of ecosystem-based approaches to the sustainable harvesting of marine biodiversity. L’objectif général de la thèse est de modéliser les principaux processus biologiques et économiques régissant des pêcheries multi-espèces et multi-flottilles afin de proposer des stratégies viables pour la gestion durable de ces pêcheries mixtes, dans un contexte stochastique et multiobjectif. Plus spécifiquement, cette thèse utilise des analyses de co-viabilité stochastique pour étudier les arbitrages entre des objectifs contradictoires de gestion (conservation, et viabilité économique et sociale) des pêcheries mixtes. Deux pêcheries mixtes sont analysées dans cette thèse: la pêcherie française mixte démersale du golfe de Gascogne et la pêcherie crevettière australienne du Nord (NPF). Ces deux pêcheries sont multi-espèces, et utilisent des stratégies multiples de pêche, induisant des impacts directs et indirects sur les écosystèmes. Cette thèse propose une application de la co-viabilité stochastique à ces deux cas, en prenant en compte leur histoire, leur contexte socio-politique et les différences dans les stratégies et objectifs de gestion. Les résultats suggèrent que le status quo peut être considéré comme une stratégie biologiquement durable mais socio économiquement à risque dans les deux pêcheries (ainsi qu’à risque écologique dans le cas de la pêcherie australienne). Les simulations réalisées pour le golfe de Gascogne permettent de comparer les arbitrages associés à différentes réductions de capacités par flottille et de montrer qu’il existe des solutions de gestion permettant la co-viabilité du système (viabilité biologique des différentes espèces considérées et viabilité socio-économique des flottilles) contrairement à des stratégies de gestion mono-spécifiques ou basées sur la maximisation de la rente. Dans la pêcherie crevettière australienne, l’analyse montre que les stratégies de diversification permettent de limiter le risque économique contrairement aux stratégies plus spécialisées. Éditeur(s) : Springer Résumé : We present the global general circulation model IPSL-CM5 developed to study the long-term response of the climate system to natural and anthropogenic forcings as part of the 5th Phase of the Coupled Model Intercomparison Project (CMIP5). This model includes an interactive carbon cycle, a representation of tropospheric and stratospheric chemistry, and a comprehensive representation of aerosols. As it represents the principal dynamical, physical, and bio-geochemical processes relevant to the climate system, it may be referred to as an Earth System Model. However, the IPSL-CM5 model may be used in a multitude of configurations associated with different boundary conditions and with a range of complexities in terms of processes and interactions. This paper presents an overview of the different model components and explains how they were coupled and used to simulate historical climate changes over the past 150 years and different scenarios of future climate change. A single version of the IPSL-CM5 model (IPSL-CM5A-LR) was used to provide climate projections associated with different socio-economic scenarios, including the different Representative Concentration Pathways considered by CMIP5 and several scenarios from the Special Report on Emission Scenarios considered by CMIP3. Results suggest that the magnitude of global warming projections primarily depends on the socio-economic scenario considered, that there is potential for an aggressive mitigation policy to limit global warming to about two degrees, and that the behavior of some components of the climate system such as the Arctic sea ice and the Atlantic Meridional Overturning Circulation may change drastically by the end of the twenty-first century in the case of a no climate policy scenario. Although the magnitude of regional temperature and precipitation changes depends fairly linearly on the magnitude of the projected global warming (and thus on the scenario considered), the geographical pattern of these changes is strikingly similar for the different scenarios. The representation of atmospheric physical processes in the model is shown to strongly influence the simulated climate variability and both the magnitude and pattern of the projected climate changes. This area has been chosen because it is frequented by EEC vessels with, for the time being, a large majority of French vessels. Activities there are easier to monitor than anywhere else as coastal fisheries are little developed in the area. The final product will consist of a certain number of hypotheses about the planning strategies that could be implemented in the Celtic Sea. The main idea is, firstly, to conduct analytical studies, stock by stock, in order then, to synthesize them into a model integrating the interactions between fleets in relation to their target species. A bio-economical model, deriving from the latter, will enable the simulation of the consequences of the current planning procedures on the management of stocks and vessels. L'étude générale, programmée de 1984 à 1986, vise à fournir un avis sur les pêcheries de Mer Celtique. Cette zone a été choisie car elle est fréquentée par les flottilles de la CEE avec cependant, pour le moment, une dominante française quasi exclusive. Les activités qui s'y exercent peuvent être cernées plus facilement que partout ailleurs car les pêcheries côtières sont très peu développées. Le produit final consistera dans la présentation d'un certain nombre d'hypothèses sur les stratégies d'aménagement adaptables à la Mer Celtique. La voie choisie consiste, dans un premier temps, dans des études analytiques, stock par stock, puis dans leur synthèse dans un modèle intégrant les interactions entre flottilles en relation en particulier avec la recherche des espèces-cibles. Un modèle bio-économique, dérivé du précédent, permettra de simuler les conséquences des procédures habituelles d'aménagement sur la gestion des stocks et des flottilles. Many works advocate for the use of marine reserves as a central element of future stock management in a sustainable perspective. In the present paper, we address the influence of protected areas upon fisheries sustainability within an eco-systemic framework through a dynamic bio-economic model integrating a trophic web, catches and environmental uncertainties. The model is spatially implicit. The evaluation of the ecosystem is designed through the respect along time of constraints of both conservation and guaranteed captures. Using the mathematical concept of invariance kernel in a stochastic context, we define different MPA effects according to biodiversity catches or mixed points of view. Numerical simulations inspired from data of Abore coral reef reserve in New Caledonia illustrate the main concepts. In this case, it is pointed out how MPA conservation effect is not necessarily conflicting with MPA catches effect. it is shown that such a co-viability requires medium exploitation rate. Moreover, the climatic changes represented by rise in cyclonic events seem to reinforce these assertions. (C) 2007 Elsevier B.V. All rights reserved.
