La dynamique des pêches côtières du pays bigouden Auteur(s) : Charuau, Anatole Résumé : In the beginning, the coastal fleet of the Bigouden region fished by trawling and was completely focused on exploiting lobster and hake. It is a traditional business that expanded between the last war and the 70s, reaching its peak between 1975 and 1980.
The best image to give an idea of this fleet is that of a "bucket waterwheel" endlessly discharging its catch in the four ports of the Guilvinec district. Where there is a seafaring business in Guilvinec, Loctudy and Saint-Guénolé, there is a complementarity that is expressed in two ways:
- coastal fishing constitutes a very noticeable and regular supplement to production, since sales happen daily and only bad winter weather causes a relative decrease in the supplement. - coastal fishing gives a flattering image of the port based on the display of high-quality leading market products: daily live lobster, hake and angler.
In this study, we have above all tried to evaluate the situation of the Bigouden coastal system as an entity, while including in the same analysis the species, fleets and the exploitation of the resource. For the main species, a balance sheet is proposed. It covers the lobster, hake and angler separately. Lobster, because of its small amount of movement, can be considered as being an isolated stock, while fish belong to much more wide-ranging groups.
The lobster has gained from various increases in meshing that have been imposed since 1971, even if these have not always been strictly applied. One of the results of this management by means of meshing is a "depreciation" of the variations of daily yields around an average value of 100kg.
For the hake, the dominant trait is an increase in yields in the last few years in accordance with an improvement of the situation in the Gulf of Gascony due to a generalised decrease of effort and a modification of the exploitation profile since the appearance of boulters and straight nets. Whereas the situation for lobster fisheries, as regards the hake's marketable size, did not improve, since the demand for small hake still exists, we have nonetheless been witnessing for about ten years a slow diversification of the fleets' business activities, which is much more in line with sequential hake fisheries' logical outline of exploitation. When lobster yields decrease, one part of the fleet focuses on the fish at the edges of the lobster fisheries.
For the angler, we see rather similar phenomena and a significant increase in unloading of the two species by lobster fishermen due also to a widening of their fishing areas. On the lobster mudflats themselves, there is no notable change in exploitation in the historical records. All studies of coastal fishing always come up against the problem of acquiring statistical data and the Bigouden region is no exception to the rule.
To improve this situation, in 1987 and 1988 two items were chosen:
- a better awareness of the activity and of the areas frequented, by survey during unloading in Guilvinec and in Loctudy.
- a detailed description of the haul by species, by sampling, in Loctudy, on two-thirds of coastal sales, between December 1987 and November 1988.
For this reason, analysis of fleets by type is still cursory and covers only one year. The appearance of new trends towards fish can only be described qualitatively, since there is no historical record. The classification of boats was done by analysing data furnished by the auctions. This first assessment is not necessarily reliable, above all because of the auctions' inaccurate description of the hauls, a deficiency that we have tried to overcome by surveying in Loctudy.
In conclusion, we are witnessing in the Bigouden region, as in other entities, a rebalancing between traditional business activities and modern trends. Lobster fishing, almost exclusive before the 1980s, is tending to decrease for two main reasons:
- a generalised decrease in activity in the lobster fisheries due to non-renewal of coastal fish fleets,
- The transfer of part of the lobster fishermen's activities to fish, since the lobster and its accompanying catch no longer seemed able to insure the economic viability of new ships.
Other maritime districts resolved their lobster problem in a different way. The Lorient fishermen improved their yields by using more capable trawlers, the fishermen of Sable by exploiting the hake fish run to the fullest and limiting their lobster fishing to the best season. The Bigouden region is slowly turning to the second solution, as it renews its fleet.
A ses origines, la flottille côtière du pays bigouden péchant au chalut, est tout entière orientée vers l'exploitation de la langoustine et du merlu. Il s'agit d'une activité traditionnelle qui s' amplifie entre la dernière guerre et les années 70 pour atteindre son apogée entre 1975 et 1980. La meilleure image que l'on puisse donner de cette flottille est celle d'une "noria" débarquant inlassablement sa capture dans les quatre ports du quartier du Guilvinec. Là où existe une activité hauturière à Guilvinec, Loctudy et Saint-Guénolé, il y a une complémentarité qui s'exprime de deux manières : - la pêche côtière constitue un appoint très appréciable et régulier de production, puisque la vente est quotidienne et que seules les intempéries hivernales entraînent une baisse relative des apports. - la pêche côtière donne du port une image flatteuse basée sur la présentation de produits d'appel de grande qualité : langoustine vivante, merlu et baudroies quotidiens. Dans cette étude, nous avons surtout tenté de faire le point sur le système côtier bigouden en tant qu'entité, en englobant dans la même analyse des espèces, les flottilles et l'exploitation de la ressource. Pour les espèces principales, un bilan est proposé. Il couvre séparément la langoustine, le merlu et les baudroies. La langoustine, en raison de ses faibles déplacements, peut être considérée comme constituant un stock isolé, alors que les poissons appartiennent à des ensembles beaucoup plus vastes. La langoustine a beaucoup gagné des diverses augmentations de maillage qui ont été imposées depuis 1971, même si elles n'ont pas toujours été appliquées avec rigueur. Un des résultats de cette gestion par les maillages est un "amortissement" des variations des rendements journaliers autour d'une valeur moyenne de 100 kg. Pour le merlu, le trait dominant est une augmentation des rendements dans les dernières années en accord avec une amélioration de la situation dans le Golfe de Gascogne due à une baisse généralisée de l'effort et à une modification du profil d'exploitation depuis l'apparition des palangriers et des filets droits. Si la situation sur les pêcheries de langoustine, au regard de la taille marchande du merlu, ne s'est pas améliorée puisque la demande de petits merluchons existe toujours, on assiste par contre depuis une dizaine d'années à une diversification lente des activités des flottilles entrant beaucoup mieux dans le schéma logique d'exploitation des pêcheries séquentielles de merlu. Quand les rendements en langoustine baissent, une partie de la flottille s'oriente vers les poisson sur les marges des pêcheries de langoustine. Pour les baudroies on observe des phénomènes assez analogues et une augmentation importante des débarquements des deux espèces par les langoustiniers due également à un élargissement de leurs zones de pêche. Sur les vasières à langoustine elles-mêmes, il n'y a pas de modification notable de l'exploitation dans la série historique. Toute étude des pêches côtières se heurte toujours au problème d'acquisition des données statistiques et le pays bigouden n'échappe pas à la règle. Pour améliorer cette situation, en 1987 et 1988, deux points ont été retenus : - une meilleure connaissance de l'effort et des zones fréquentées, par enquête au moment des débarquements à Guilvinec et à Loctudy, - une description détaillée des apports par espèce, par échantillonnage, à Loctudy, sur les 2/3 des ventes côtières, entre décembre 1987 et novembre 1988. Pour cette raison, l'analyse de flottilles en types est encore sommaire et n'a porté que sur une année. L'apparition des tendances nouvelles vers le poisson ne peut être décrite que qualitativement puisque la série historique n'existe pas. La classification des bateaux a été faite par l'analyse des données fournies par les criées. Ce premier diagnostic ne présente pas toutes les garanties en raison surtout d'une description peu fidèle des apports par les criées, déficience que l'on a essayé de pallier en enquêtant à Loctudy. En conclusion, on assiste dans le pays bigouden comme dans d'autres entités à un rééquilibrage entre les activités traditionnelles et des orientations modernes. La pêche de langoustine, quasi exclusive avant les années 1980, tend à décroître pour deux raisons principales : - une baisse généralisée de l'effort sur les pêcheries de langoustine due au nonrenouvellement des flottilles de pêche côtière, - le report d'une partie de l'effort des langoustiniers vers les pêcheries de poissons, la langoustine et sa capture accessoire ne semblant plus pouvoir assurer la rentabilité économique des navires neufs. D'autres quartiers maritimes ont résolu de façon différente leur problème langoustine. Les Lorientais ont amélioré leurs rendements en adoptant des chaluts plus performants, les Sablais en exploitant à fond la séquence des pêcheries de merlu et en limitant leur intervention sur la langoustine à la saison la plus favorable. Le pays bigouden s'engage lentement dans la seconde solution, au rythme du renouvellement de sa flottille. The influence of different parameters on the setting of the composite material has been studied: (1) botanical components of the fibre, (2) thermal or chemical treatment of the fibre, (3) bagasse fibre content and (4) added water percentage. This study shows a retarding effect of lignin on the setting of the composite, for small amount of heat-treated bagasse (200 °C) the behaviour of the composite is closely the same as the classical cement or cellulose/cement composite. Fracturées du point de vue politique, économique, linguistique et à certains égards culturel, ces territoires insulaires du Bassin caraïbe recèlent de richesses environnementales (physiques, écosystèmiques et paysagères). Comme partout ailleurs dans le monde humanisé, la survie de ces sociétés implique le rétablissement des grands équilibres écologiques consubstantiels à une articulation efficiente entre le naturel, l'urbain et l'agricole. Compte tenu de la pression démographique, variable d'une île à l'autre, la pérennité des écosystèmes en covariance avec un développement économique profitant au plus grand nombre ne peut se concevoir à l'échelle insulaire. Il semble judicieux d'imaginer un développement à l'échelle de l'archipel basé sur la complémentarité, puisque au sein de chaque composante les diverses ressources biologiques terrestres et marines sont insuffisantes pour assurer une autosuffisance en termes de produits de premières nécessités et d'énergie. Le développement des Petites Antilles s'il doit être durable et prendre comme ossature les directives de Rio (Brésil, 1992) et de Johannesburg (Afrique du Sud, 2002), il devra s'inscrire dans une gestion administrative, scientifique, technique et agricole commune dans le cadre d'une Caraïbe fonctionnellement unifiée. A l'unité floristique, faunistique et biocénotique doivent correspondre des stratégies et donc des politiques, similaires mais diversifiées, d'utilisation des ressources abiotiques (énergie éolienne, hydroélectrique et photovoltaïque) et biotiques (écosystèmes terrestres et marins, flore, faune, sols). Malheureusement dans le présent, la compartimentation économique et politique de la Caraïbe rend ces propos profondément utopiques. Néanmoins dans le futur la survie des peuples des Petites Antilles, impliquera un développement durable signifié par des rapports équilibrés entre hommes et milieux. ––––– In the nowadays context of "globalization", climatic variation and great anthropization of the biosphere, the Lesser Antilles appear as a marginal world. In a political point of view, those islands offer a greatly distinct and fractured image. The same fact can also be observed in an economic, linguistic and, in a certain measure, cultural perspective. Despite of such a statement, those territories of the Caribbean basin keep economic and landscape resources whom survival depends on the re-establishment of the great ecologic structures implying a productive articulation between the natural, the urban and the agricultural. It seems pertinent to imagine a development on the level of the archipelago based upon complementarity since each constituent presents a limited number of earth and marine biologic reserves which do not guarantee an autosubsistance in energy and first nessecity productivity. A lasting development of the Lesser Antilles supposes a necessary and commun administrative, scientific, technical and agricultural management within the setting of a Caribbean functionally unified. Facing the biocenotic unity, a useful strategy, based on a similar and diversified organization in the exploitation of biophisic resources, must be erected. Such statements could be considered as utopic, regarding the situation of politic and economic division in the Caribbean nowadays. L'impact d'une politique de limitation de l'effort de peche : Les chalutiers méditerranéens et le système des licences Auteur(s) : Meuriot, Eric Dremiere, Pierre-yves Résumé : Many theoretical studies since after the war have been devoted to the biological and economic aspects of exploiting halieutic resources. They often lead to, indeed focus directly on, the interest of limiting the fishing effort. In the simplest case, the one in which production automatically finds an outlet, the idea of limiting the fishing effort comes from an argument that can be presented schematically in three points:
a) halieutic resources and their renewal are limited;
b) an increase in overall fishing effort cannot therefore be done while maintaining the same level of catches per unit of effort; the latter inevitably decrease. Additionally, beyond a certain level of fishing intensity, a supplementary increase of the overall fishing effort brings about a decrease in overall catches.
c) without limitations, any expectation of profits from exploiting the resources elicits an increase of effort (increase in the number of ships or their fishing power); the latter leads to a decrease in catches per unit of effort, which makes it impossible to obtain the anticipated individual profits. The fishing effort will eventually have a tendency to grow up to the time when average net profits per boat and of the fleet become zero. This tendency is in part masked by technological improvements that make it possible, for the same level of overall effort, to increase production per ship; the decrease in number of ships is a corollary to that. For some species, a pronounced rise in the landing price can compensate for the drop in intake. Producers can benefit from that, not consumers.
The conclusion to which the theoretical analyses lead is that there is, in the absence of limitations on fishing efforts, a squandering of not only natural resources, but also of human and material means...
(OCR non controlé) De nombreuses études théoriques ont été consacrées depuis l'après-guerre aux aspects biologiques et économiques de l'exploitation des ressources halieutiques. Elles débouchent souvent, voire portent directement, sur l'intérêt d'une limitation de l'effort de pêche. Dans le cas le plus simple, celui où la production trouve automatiquement un débouché, l'idée d'une limitation de l'effort de pêche découle d'un raisonnement que l'on peut présenter, de manière schématique, en trois points : a) les ressources halieutiques et leur renouvellement sont limités ; b) un accroissement de l'effort total de pêche ne peut donc s'effectuer tout en maintenant un même niveau de captures par unités d'effort ; celles-ci diminuent nécessairement. De plus, audelà d'un certain niveau d'intensité de pêche, une augmentation supplémentaire de l'effort total de pêche entraîne une diminution des captures totales c) en l'absence de limitation, toute anticipation de bénéfices tirés de l'exploitation des ressources suscite un accroissement de l'effort (accroissement du nombre de navires ou de leur puissance de pêche) ; celui-ci entraîne une diminution des captures par unité d'effort qui ne permet pas d'obtenir les bénéfices individuels escomptés. L'effort de pêche aura finalement tendance à se développer jusqu'au moment où les bénéfices moyens nets par bateau et de la flottille deviennent nuls. Cette tendance est en partie masquée par les améliorations technologiques qui permettent, pour un mème niveau d'effort total, d'accroître la production par navire ; la diminution du nombre de navire en est un corollaire. Pour certaines espèces, une hausse prononcée du prix au débarquement permet de compenser la baisse des apports. Les producteurs peuvent en bénéficier, non les consommateurs. La conclusion à laquelle les analyses théoriques aboutissent est qu'il existe, en l'absence de limitation de l'effort de pêche, un gaspillage non seulement des ressources naturelles, mais aussi des moyens humains et matériels... Éditeur(s) : Public Library Science Résumé : The European Union and other states are moving towards Ecosystem Based Fisheries Management to balance food production and security with wider ecosystem concerns. Fishing is only one of several sectors operating within the ocean environment, competing for renewable and non-renewable resources that overlap in a limited space. Other sectors include marine mining, energy generation, recreation, transport and conservation. Trade-offs of these competing sectors are already part of the process but attempts to detail how the seas are being utilised have been primarily based on compilations of data on human activity at large spatial scales. Advances including satellite and shipping automatic tracking enable investigation of factors influencing fishers' choice of fishing grounds at spatial scales relevant to decision-making, including the presence or avoidance of activities by other sectors. We analyse the determinants of English and Welsh scallop-dredging fleet behaviour, including competing sectors, operating in the eastern English Channel. Results indicate aggregate mining activity, maritime traffic, increased fishing costs, and the English inshore 6 and French 12 nautical mile limits negatively impact fishers' likelihood of fishing in otherwise suitable areas. Past success, net-benefits and fishing within the 12 NM predispose fishers to use areas. Systematic conservation planning has yet to be widely applied in marine systems, and the dynamics of spatial overlap of fishing with other activities have not been studied at scales relevant to fisher decision-making. This study demonstrates fisher decision-making is indeed affected by the real-time presence of other sectors in an area, and therefore trade-offs which need to be accounted for in marine planning. As marine resource extraction demands intensify, governments will need to take a more proactive approach to resolving these trade-offs, and studies such as this will be required as the evidential foundation for future seascape planning. - Manufacturing and service industries supplying the above exploitation activities: shipbuilding, ship repair and boat building and their suppliers, oil and gas services, financial services,
- Public services: defence; State intervention at sea and public services to maritime activities and to seafarers; public and private activities contributing to the protection of marine and coastal environment; and public research.
Since 1997, the French Marine Economic Data report, published by Ifremer, includes a set of key sectoral indicators used to value the economic significance of the French marine-related activities in terms of production and jobs, their role in the national economy, their weight in international competition and the importance of non-market public services. The analysis of the marine sectors is carried out mainly at national scale but regional indicators are also presented when they are available. The European dimension of the activities is also taken into account. Les énergies marines renouvelables : qu'est-ce que c'est ? Quelles perspectives en Nouvelle-Calédonie. Il exposes the solutions offered by tide and currents, swell and waves, the marine wind energy, the Ocean Thermal Energy, the osmotic energy and specifies the various degrees of technological maturity for each solution. This new economic activity on the littoral and coastal areas also contains indirect effects in terms of management which are called back. The inter-tropical islands benefit from a very vast potential for the insertion of these renewable sources of energy in their mix of energy production. Although the exploitation of these energies is not still the object of a programming in New Caledonia, an overview of the specificities of the country allows to think that certain medium term solutions will be possible. Ce texte présente une revue des différentes technologies d’exploitation des ressources énergétiques qui peuvent être tirées de la mer. On expose ainsi les solutions offertes par la marée et les courants, la houle et les vagues, l’éolien marin, l’énergie thermique des mers, l’énergie osmotique et on précise les degrés de maturité technologique très échelonnés de chaque solution. Cette nouvelle activité économique sur l’espace littoral et côtier comporte également des effets indirects en termes d’aménagement qui sont rappelés. Les îles inter-tropicales bénéficient d’un très vaste potentiel pour l’insertion de ces EMR dans leur mix de production énergétique. Many works advocate for the use of marine reserves as a central element of future stock management in a sustainable perspective. In the present paper, we address the influence of protected areas upon fisheries sustainability within an eco-systemic framework through a dynamic bio-economic model integrating a trophic web, catches and environmental uncertainties. The model is spatially implicit. The evaluation of the ecosystem is designed through the respect along time of constraints of both conservation and guaranteed captures. Using the mathematical concept of invariance kernel in a stochastic context, we define different MPA effects according to biodiversity catches or mixed points of view. Numerical simulations inspired from data of Abore coral reef reserve in New Caledonia illustrate the main concepts. In this case, it is pointed out how MPA conservation effect is not necessarily conflicting with MPA catches effect. it is shown that such a co-viability requires medium exploitation rate. Le tourisme scientifique, un après-tourisme en Patagonie ? Dans certains territoires touristiques du fait de conflits dans l’usage des ressources naturelles, des pratiques récréatives alternatives émergent qui combinent une logique économique avec des préoccupations socio-environnementales.Notre article analyse l’apparition du tourisme scientifique dans la région « non-touristique » de Aysén, en Patagonie chilienne. Des acteurs d’un territoire se mobilisent selon des pôles culturels et des axes thématiques autour de projets pilotes, de recherche expérientielle et de médiations scientifiques innovantes. Sur ce front pionnier, un réseau informel d’acteurs coordonne ses actions pour aborder les problématiques sociales et environnementales de leur territoire. Opérateurs et prestataires pour le tourisme scientifique créent de manière participative une offre originale. In the context of a tourism crisis in the north, a globalized economy and an increase of mobility, a change in the forms of tourism development seems to occur in peripheral areas. In some tourism areas and due to conflicts over the use of natural resources, alternative recreational practices arise that combine economic needs and socio-environmental concerns.Our article analyzes the appearance of scientific tourism in the "non-tourist" region of Aysén, in Chilean Patagonia. Actors of a territory unite according to specific cultural poles and thematic axes through experiential research and innovative scientific mediation pilot projects. On this pioneer front, an informal network of stakeholders coordinates its actions to address the social and environmental issues of their territory. Operators and service providers for scientific tourism create an innovative offer in a participatory process. An alternative tourism system, focused on protecting the environment, the culture and social dynamics of the host community, promotes the acquisition and sharing of knowledge between scientists, local actors and visitors.Is scientific tourism part of a global evolution of tourism practices? By proposing to go beyond established boundaries, of recreational activities and work, everyday places and leisure areas, it appears as the expression of an “After-Tourism”. The hybridization of practices, a scientific approach associated with the spirit of the discovery inherent of the travel experience, seems to respond to the challenges of the community confronted to the rise of a globalized tourism. While tourism has always been thought of in terms of transfer of skills, models and engineering from the North to the South, a periphery offers new frameworks of thought, action and participation that renew the meaning of travel. En un escenario de crisis del turismo en los países desarrollados, de la globalización de la economía y del incremento de las movilidades, una evolución de las formas de desarrollo del turismo parece estar en marcha en los confines geográficos. En ciertos territorios turísticos, debido a los conflictos de uso de los recursos naturales, prácticas recreativas alternativas surgen que combinan una lógica económica con preocupaciones socio-ambientales.El presente artículo analiza el surgimiento del turismo científico en la región “no-turística” de Aysén en la Patagonia chilena. The first aim of our study was to investigate the mammal rodent diversity of Thai limestone karsts. Our second aim was to examine the diversity at a finer scale than the species level (intraspecific biodiversity) using phylogeographic approaches. Therefore, we studied the phylogeographic structure of a threatened rodent, endemic to limestone karsts of Thailand, the Murinae Leopoldamys neilli. We sampled 76 limestone karsts in whole Thailand and live-trapped 444 rodents including 115 Leopoldamys neilli. Our study revealed an important rodent diversity in Thai limestone karsts. Besides endemic rodent species, karsts also host typical forest species to which they provide forest refugia in deforested regions. At the intraspecific level, our study revealed an unexpected high level of genetic differentiation within the rodent species L. neilli. As each limestone area of Thailand is characterized by a particular genetic lineage of L. neilli, the destruction of these karsts would lead to the disappearance of unique intraspecific strains not found elsewhere. Our results highlight the importance of protecting limestone habitats to preserve not only their interspecific but also intraspecific rodent diversity that is highly threatened as more than 20% of limestone karsts in Thailand have already been quarried. Management plans of limestone, a non-renewable resource, should urgently take into account this high biological importance of karsts. This locality records key information concerning the effects of tectonic activity on margin sedimentation, the effects of MOW dynamics on Atlantic circulation, and how these factors may have influenced global climate. Over the last four decades, numerous studies have been conducted on the late Miocene, Pliocene and Quaternary sedimentary stacking pattern of Neogene basins along the SIM for both academic and resources exploration purposes. However, understanding of the region rests primarily on basic seismic stratigraphy calibrated with limited data from only a few exploration wells. The Integrated Ocean Drilling Program (IODP) Expedition 339 recently drilled five sites in the Gulf of Cadiz and two sites on the western Iberian margin. The integration of core and borehole data with other geophysical databases leads us to propose a new stratigraphic framework. Interpretation of IODP Exp. 339 data along with that from industry sources and onshore outcrop analysis helps refine our understanding of the SIM's sedimentary evolution.We identify significant changes in sedimentation style and dominant sedimentary processes, coupled with widespread depositional hiatuses along the SIM within the Cadiz, Sanlucar, Doñana, Algarve and Alentejo basins. Following the 4.5 Ma cessation of a previous phase of tectonic activity related to the Miocene–Pliocene boundary, tectonics continued to influence margin development, downslope sediment transport and CDS evolution. Sedimentary features indicate tectonic pulses of about 0.8–0.9 Ma duration with a pronounced overprint of ~ 2–2.5 Ma cycles. These more protracted cycles relate to the westward rollback of subducted lithosphere at the convergent Africa-Eurasia plate boundary as its previous NW–SE compressional regime shifted to a WNW–ESE direction. Two major compressional events affecting to the Neogene basins at 3.2–3 Ma and 2–2.3 Ma help constrain the three main stages of CDS evolution. The stages include: 1) the initial-drift stage (5.33–3.2 Ma) with a weak MOW, 2) a transitional-drift stage (3.2–2 Ma) and 3) a growth-drift stage (2 Ma-present time) with enhanced MOW circulation into the Atlantic and associated contourite development due to greater bottom-current velocity. Two minor Pleistocene discontinuities at 0.7–0.9 Ma and 0.3–0.6 Ma record the effects of renewed tectonic activity on basin evolution, appearing most prominently in the Doñana basin. Several discontinuities bounding major and minor units appear on seismic profiles. Quaternary records offer the clearest example of this, with major units of about 0.8–0.9 Ma and sub-units of 0.4–0.5 Ma. Sedimentation is controlled by a combination of tectonics, sediment supply, sea-level and climate. This research identifies time scales of tectonic controls on deep-marine sedimentation, specifically over periods of 2.5–> 0.4 Ma. Shorter-term climatic (orbital) mechanisms control sedimentation at time scales of ≤ 0.4 Ma. The role of bottom water circulation and associated processes in shaping the seafloor and controlling the sedimentary stacking pattern on continental margins has to be seriously reconsidered in future multidisciplinary studies. This is not only because of the common occurrence of sandy contourite deposits in deep water setting and their economic interest for hydrocarbon exploration, but principally because they archive the heartbeat of the interior Earth and therefore have important sedimentary and paleoceanographic implications. Il montre que cet espace, autonome sur un plan énergétique au début des années 1980, a connu une dépendance de plus en plus forte vis-à-vis des approvisionnements en ressources fossiles durant les deux dernières décennies, sous la pression des mutations démographiques, économiques et sociologiques engagées. Depuis le début des années 2000, sous l’impulsion des politiques publiques, essentiellement fiscales, La Réunion s’engage dans le développement des énergies renouvelables, essentiellement le photovoltaïque, en s’affichant en tête des régions françaises et européennes dans la maîtrise de cette production énergétique. This article aims at studying the evolution of the domestic consumption of energy in Reunion island between 1980 and 2005 (electricity consumption). It shows that this area which reached its energetic autonomy at the beginning of the 80’s has known a strong dependency from fossil resources for the last two decades, due to the increasing pressures of demographic, economic and sociological factors. Since the beginning of the 2000’s, as a result of public policies impulsion (mainly fiscal policies), Reunion island has developed the use of renewable resources (essentially photovoltaic). Dans ce contexte, cet article s’intéresse à l’émergence et à la mise en œuvre d’une politique publique touchant la Gestion LOcale SÉcurisée (GELOSE) dont le principal objectif vise à transférer la gestion de ces ressources, de l’État vers les communautés locales, dans le but de les protéger plus efficacement. Cette lecture montre cependant que les objectifs, les ressources et les stratégies des principaux acteurs concernés sont difficilement conciliables et que le système de relation qu’il induit n’est pas nécessairement en phase avec les finalités poursuivies. Marked by exceptional biodiversity and extreme human poverty, Madagascar is experiencing a rapid destruction of its natural resources, placing territory and its appropriation at the heart of development issues. From this perspective, this article will look at the development and implementation of a public policy, the Gestion LOcale SÉcurisée (GELOSE), for the local management of natural renewable resources. This regulation seeks to transfer the management of these resources from the government to local communities in the goal of protecting them more effectively. We will see, however, that the objectives, resources and strategies of the primary actors concerned are difficult to reconcile at best and that the relational system to which the policy gives rise is not necessarily in keeping with the goals being pursued. Patrimoine culturel festif et tourisme : une interaction en question : Quelle stratégie pour la Martinique, la Guadeloupe et la Guyane ? Ce patrimoine dans lequel l’homme place du subjectif, des référents culturels et affectifs, voire même des symboles, serait donc à considérer comme une ressource, un vecteur de distinction des territoires, tant il est pourvoyeur d’authenticité. Ainsi, lorsqu’il joue un rôle de marqueur identitaire, le patrimoine peut-être mobilisé par les acteurs impliqués dans le développement local qui ont le souci de se démarquer et de mettre en avant leurs ressources les plus spécifiques, à des fins de développement économique.Les ressources culturelles festives, à l’image des carnavals antillais et guyanais et du Tour des yoles rondes de la Martinique, en plus de montrer un lien entre une identité locale, des traditions et un lieu, confèrent de la lisibilité et de la transparence aux territoires qu’elles investissent. Les fêtes locales sont, en effet, des formes spatiales vectrices de territorialité qui donnent à voir des formes d’enracinement et d’attachement aux lieux. C’est d’ailleurs la « cristallisation collective » (Jeudy, 2008) qui se joue autour de ces manifestations patrimoniales festives, qui contribue à leur conférer de la consistance ainsi qu’une non négligeable valeur marchande. A n’en point douter, elles ont la faculté d’établir la Guadeloupe, la Martinique et la Guyane dans le cadre de la distinction, de l’attractivité et de la compétitivité. Néanmoins, n’est ce point utopique de croire, que la valorisation du patrimoine culturel festif des départements étudiés pourrait significativement participer à asseoir la pérennisation du tourisme ? En effet, l’organisation de la fête, surtout lorsqu’elle a une dimension identitaire poussée à son paroxysme, peut conduire au repli d’une société localisée sur elle-même. Partant de ce postulat, la rencontre entre touristes et populations locales peut s’avérer compromise, alors même que ces manifestations culturelles disposent de nombreux atouts à même de satisfaire un public touristique en quête d’authenticité et de vacances divertissantes. Cette rencontre est-elle souhaitée par les uns et les autres ? Est-elle seulement souhaitable ? Le patrimoine culturel festif peut-il sous-tendre une vraie activité touristique, tout en demeurant le garant d’une certaine stabilité sociale ? La prudence ne voudrait-elle pas qu’il faille plutôt craindre la menace qui pèse sur les biens culturels devenus trop rapidement des produits touristiques ?En réalité, les relations sont complexes entre une culture mise en fête et le développement du secteur touristique. Faut-il pour autant les considérer comme un « pari de l’inutile » (Lazzarotti, 2011) ?Le tourisme doit continuer à se penser comme un secteur économique indispensable au développement local, dans une perspective de durabilité. C’est d’ailleurs à ce titre que le volet social du développement durable trouve sa place au cœur même de notre réflexion, tant il constitue une composante majeure de ce que devrait être un produit touristique attractif et adapté aux substrats locaux. C’est ainsi que cette thèse explore et approfondit la problématique de la mise en relation entre un secteur touristique à pérenniser, et le riche patrimoine culturel festif dont disposent la Martinique, la Guadeloupe et la Guyane. Ce travail de recherche poussent encore un peu plus loin la réflexion autour du développement de pratiques touristiques renouvelées et durables. However, this is unrealistic enough to believe that the enhancement of cultural heritage festive departments surveyed could significantly participate in sit sustainability of tourism? Indeed, the organization of the party, especially when it has a dimension of identity pushed to its limits, can lead to the decline of localized on society itself. Based on this assumption, the encounter between tourists and local populations may be compromised, even though these cultural events have many assets to satisfy even a tourist public in search of authenticity and fun holiday. Tourism must continue to think as an essential local economic development sector, with a view to sustainability. It is also for this reason that the social pillar of sustainable development finds its place at the heart of our thinking, as it is a major component of what should be an attractive tourism product adapted to local substrates. Thus this thesis explores and deepens the problem of linking between tourism to sustain, and the rich cultural heritage festive available Martinique, Guadeloupe and Guyana. After noting the range of possibilities regarding ecotourism, the objective of this study is to highlight tourism issues in the municipality of Saint-Anne (south of Martinique) - the main tourism municipality of the island. The municipal team runs a voluntary program of sustainable development aiming to inserting tourism into a more global development of the municipality. From theory to practice in the field, the challenges are important in this municipality which is dominated by traditional seaside practices which intends to emphasize ecotourism models. Le tourisme durable et l’écotourisme ouvrent de nouvelles perspectives dans le champ du tourisme en soutenant des approches renouvelées, une autre relecture des ressources, d’autres rapports entre les touristes et les sociétés hôtes. Dans le cadre de cette étude, après avoir souligné le champ des possibles en matière d’écotourisme, l’accent est mis sur les enjeux touristiques dans la commune de Sainte-Anne (sud de la Martinique) ; la principale commune touristique de l’île. L’équipe municipale y mène un programme volontaire de développement durable qui vise à insérer le tourisme dans un développement plus global de la commune. Du discours à la conduite des opérations sur le terrain, les défis sont importants dans cette commune dominée par des pratiques balnéaires classiques qui entend mettre en avant des modèles écotouristiques. Les cantonnements de pêche à la Martinique : bilan et perspectives Auteur(s) : Valdivia, Florence Éditeur(s) : Université des Antilles Études caribéennes Résumé : Le cantonnement de pêche est un outil administratif et juridique français employé pour la gestion de la ressource halieutique et la réglementation de la pêche sur un site marin défini. Cet outil a été mis en place à la Martinique (Petites Antilles) en 1999, à la demande des marins-pêcheurs confrontés à la raréfaction des stocks de poissons au sein de la bande côtière. Les autorités compétentes sur le milieu marin ont installé ce dispositif sur huit zones réparties autour de l’île (de la côte Atlantique à la côte Caraïbes). Le cantonnement de pêche reste peu documenté scientifiquement à ce jour, en dehors d’inventaires ichtyologiques réalisés par des scientifiques-biologistes. Il est donc opportun de retracer les étapes de la mise en place de cet outil et d’analyser les premiers résultats et les enjeux. Cantonment fishing is a French legal and administrative tool used to manage fisheries resources and the regulation of fishing on marine site defined. This tool was developed in Martinique (Lesser Antilles) in 1999, at the request of fishermen facing depletion of fish stocks in the coastal strip. The competent authorities on the marine environment have installed this device on eight areas spread around the island (the Atlantic coast to the Caribbean coast). Cantonment fishing is little scientifically documented to date, apart from fishery surveys conducted by scientists-biologists. It is therefore appropriate to retrace the steps of the development of this tool and analyze the first results and challenges. Il montre que cet espace, autonome sur un plan énergétique au début des années 1980, a connu une dépendance de plus en plus forte vis-à-vis des approvisionnements en ressources fossiles durant les deux dernières décennies, sous la pression des mutations démographiques, économiques et sociologiques engagées. Depuis le début des années 2000, sous l’impulsion des politiques publiques, essentiellement fiscales, La Réunion s’engage dans le développement des énergies renouvelables, essentiellement le photovoltaïque, en s’affichant en tête des régions françaises et européennes dans la maîtrise de cette production énergétique. This article aims at studying the evolution of the domestic consumption of energy in Reunion island between 1980 and 2005 (electricity consumption). It shows that this area which reached its energetic autonomy at the beginning of the 80’s has known a strong dependency from fossil resources for the last two decades, due to the increasing pressures of demographic, economic and sociological factors. Since the beginning of the 2000’s, as a result of public policies impulsion (mainly fiscal policies), Reunion island has developed the use of renewable resources (essentially photovoltaic). It tends to be now one of the first French and European regions mastering this energy production process.
