Université des Antilles Description : Volcano tourism plays an important role in the economies of volcanic islands in the Lesser Antilles. On islands like St. Lucia and Dominica these volcanoes have been utilized as geoparks and the areas even being designated as World Heritage Sites. In many of these islands, farming communities also live on the slopes to these volcanoes and with the increased pursuit of geothermal energy the siting of geothermal operations are also located in close proximity. Volcanic activity, therefore, has a significant impact on these islands at a local and national level. Many volcanomonitoring institutions face the financial and human resources challenge of providing ongoing monitoring services to economically burdened small island states. This has often led to the exploration of alternative low-cost monitoring options and strategies to be adopted by monitoring agencies. One such strategy is the adoption of a volcanic risk reduction approach to research and monitoring activities, which integrates the social and physical sciences through the engagement of local communities as partners with scientists in disaster risk reduction. We present a recent approach adopted using this type of strategy in St. Lucia and lessons learnt from this approach with implications for volcano tourism on island. The potential use of this strategy in Dominica is also presented, given the economic challenges the island currently faces during its ongoing recovery efforts from Hurricane Maria in 2017. This study allows a distinct approach to thinking about the marine resources in a protected area. Indeed, marine ecosystems are essential, especially as they are in New Caledonia, particularly in terms of cultural heritage. It is mainly Kanak who live on the East Coast of the North Province, where the Community and WWF collaborate on the installation of several marine protected areas (MPAs). Données économiques maritimes françaises 1997 Auteur(s) : Kalaydjian, Regis Résumé : The purpose of this book is to value the economic significance of marine-related activities in France. Each industrial, or public non-commercial, sector is characterized by key figures relating to annual turnover, value added, employment and budget. These figures are accompanied with qualitative information on the recent development, current situation and future perspectives of the sector in terms of markets, employment and technological progress. Public and private R&D is also allowed for. Given the diversity of marine-related activities, this information aims at enabling the reader to assess their importance from a comparative angle.
From the sector-based approach it is possible to draw certain conclusions. Notably, commercial activities contributed over 1,3% of the GDP in 1995, such ratio having to be seen as a minimum estimate, worked out on the basis of available data. Seaside-related tourism is by far the most important industry. Most activities experienced a decrease in employment in the first half of the '90s. The estimated annual amount spent on R&D was over FFr 4,5 billion in the recent past period 1995-1996.
French Marine Economic Data 2013 Auteur(s) : Girard, Sophie Kalaydjian, Regis Résumé : The maritime economy includes the activities linked to the sea, namely:
- Marine resource extraction: living resources and marine minerals,
- Exploitation of marine space and of physical properties of marine waters (energy plants
- using marine water as a heat sink, marine renewable energies, submarine cable laying,
- maritime and coastal construction and public works, maritime transport, Navy),
- Exploitation of seascapes (tourism, leisure, boating),
- Resource processing (of living resources and oil & gas)
- Manufacturing and service industries supplying the above exploitation activities: shipbuilding, ship repair and boat building and their suppliers, oil and gas services, financial services,
- Public services: defence; State intervention at sea and public services to maritime activities and to seafarers; public and private activities contributing to the protection of marine and coastal environment; and public research.
Since 1997, the French Marine Economic Data report, published by Ifremer, includes a set of key sectoral indicators used to value the economic significance of the French marine-related activities in terms of production and jobs, their role in the national economy, their weight in international competition and the importance of non-market public services. The analysis of the marine sectors is carried out mainly at national scale but regional indicators are also presented when they are available. The European dimension of the activities is also taken into account. In marine benthic environments breakdown of symbiosis is responsible for coral bleaching and dramatically affects coral reef ecosystems functioning [1]. In the water column, planktonic organisms are key component of pelagic ecosystems and a number of species form mutualistic association with microalgae forming a photosymbiosis [2]. Here we intended to investigate the genetic basis of photosymbiosis, through a transcriptomic approach on marine plankton organisms. We focused more specifically on associations occurring between radiolarian host (protist, zooplankton) and dinoflagellates symbiont (protist, phytoplankton) living inside the host cell. It has recently been highlighted that these holobionts are widespread in oligotrophic open oceans and there are also evidences of their fundamental implication in biogeochemical carbon, silica and strontium cycles [3, 4, 5, 6]. RNA-seq technologies allow obtaining an unprecedented amount of data for unicellular organisms isolated from the environment [7]. The study of such non-model holobionts datasets requires de novo assembly, which implies considerable computational resources and the potential production of chimeric sequences [8, 9].We therefore developed an original strategy aiming at accelerating and improving de novo assembly for holobiont datasets. We chose SIMKA [10] a fast kmer-based method initially developed to estimate the similarity between numerous metagenomic datasets, and which has been recently adapted to extract their common sequences. As our symbionts are identified, we used SIMKA to compare our holobionts transcriptomes to publicly available dinoflagellates transcriptomes [11] generating two datasets, one composed of reads from the symbionts and another with reads from the host (for which no reference data are currently available). Independent assemblies were then performed in parallel, accelerating the study process, and minimizing the proportion of resulting chimeric sequences. Our strategy produced a unique and comprehensive genomic dataset for Radiolaria [12, 13], and offers a pragmatic, large scale, comparison strategy to assemble and study holobionts [9]. Our new sequences obtained from holobionts study will be used for phylogenomics investigation, as reference for environmental metagenomic studies and ultimately to understand and characterize the molecular basis of symbiotic relationships in the plankton. Essai sur l'usage d'une ressource commune renouvelable Auteur(s) : Troadec, Jean-paul Résumé : The full exploitation of the world fishery resources has drastically modified the prospects and conditions for progress in fisheries. It was detenninant in the change of the Ocean Regime. Moreover, it widened considerably the range of issues which have to be addressed for an efficient use of marine living resources. Assessment approaches for complex fisheries, carrying capacity of basins and management of bivalve mollusc stocks, natural variability of fish stocks and management implications, methods for access regulation, economic rent, resources and use rights allocation, nature of aitisanal fisheries, strategies for fishery development in Third World countries, international dimensions of fisheries, etc. are among the issues reviewed in this book by scientists of international repute.
Marine resources of the economic zone of New Caledonia Auteur(s) : Auzende, Jean-marie Grandperrin, René Bouniot, Emmanuel Henin, Christian Lafoy, Yves De Forges, Bertrand Van De Beuque, Sabrina Virly, Sabrina Éditeur(s) : Elsevier Résumé : The ZoNeCo programme, devoted to the evaluation of living and non-living marine resources within the Economic Zone of New Caledonia, illustrates clearly the Marine Benthic Habitats concept. It exhibits the study of the physical environment and disciplines such as geology and physical oceanography. The results acquired in these fields are used as bases to study the presence and the distribution of living species within a given habitat. The knowledge of all the parameters relative to each discipline is a useful guide for the evaluation and the sustainable management of living and nonliving resources. What lies underneath: Conserving the oceans' genetic resources Auteur(s) : Arrieta, Jesus M. Arnaud-haond, Sophie Duarte, Carlos M. Éditeur(s) : Natl Acad Sciences Résumé : The marine realm represents 70% of the surface of the biosphere and contains a rich variety of organisms, including more than 34 of the 36 living phyla, some of which are only found in the oceans. The number of marine species used by humans is growing at unprecedented rates, including the rapid domestication of marine species for aquaculture and the discovery of natural products and genes of medical and biotechnological interest in marine biota. The rapid growth in the human appropriation of marine genetic resources (MGRs), with over 18,000 natural products and 4,900 patents associated with genes of marine organisms, with the latter growing at 12% per year, demonstrates that the use of MGRs is no longer a vision but a growing source of biotechnological and business opportunities. The diversification of the use of marine living resources by humans calls for an urgent revision of the goals and policies of marine protected areas, to include the protection of MGRs and address emerging issues like biopiracy or benefit sharing. Specific challenges are the protection of these valuable resources in international waters, where no universally accepted legal framework exists to protect and regulate the exploitation of MGRs, and the unresolved issues on patenting components of marine life. Implementing steps toward the protection of MGRs is essential to ensure their sustainable use and to support the flow of future findings of medical and biotechnological interest. La Nouvelle-Calédonie : Atouts et enjeux maritimes d'un pays "doué" Auteur(s) : Loubersac, Lionel Éditeur(s) : Neidine editeurs Résumé : The publication draws up a balance sheet about the natural marine assets of New Caledonia by distinguishing the coast and the intertidal zones, the coral reefs and lagoons, the open sea or "deep blue". A set of assets relative to the living and mineral natural resources, to the characteristics of the shallow and deep marine biodiversity, to the potential marine energy resources are discussed. This publication, edited in a Consumer directed free magazine, draws up a set of perspectives relative to a blue economy to be built in a country still very centred on its ground resources, essentially the nickel mining industry. This article refers to what some writers call, in Brazil, "new territories". Since the debates during the Federal Constitution elaboration, in 1988, they have been implemented, wholly or partly, within the jurisdiction of a state, a municipality, or a district. This paper addresses two types of environmental conservation reserves: an "extractive reserve" conquered by rural people at the confluence of the rivers Xingu and Amazon; and a "marine reserve" of rural populations on the northern coast of Brazil - both in the federal state of Pará. In Brazil as in Europe, these initiatives aim at better living standards and collective development of local populations. In Brazil, these have been linked to the respect of their collective rights to use the forests, wood, water streams and mangroves. To varying degrees, these territories result from struggles in defense of natural resources that were source of livelihood, lifestyle and culture of the inhabitants, in short, their heritage – against the invasion of "foreigners", timber companies, large farms and fishers. This text contrasts, through sociological analysis, the interest groups, the stakeholders, the challenges and their development prospects vis-à-vis the present and future generations. French marine - related economic data, 2001 Auteur(s) : Daures, Fabienne Girard, Sophie Guyader, Olivier Kalaydjian, Regis Kerautret, Sylvie Le Roux, Johann Perez, Jose Thebaud, Olivier Résumé : This document presents a survey of the marine-related activities in France, i.e. those of the commercial sector (exploitation of mineral and living resources, manufacturing industries, services) and those of the public sector (Navy, State services, education, safety, marine research). A chapter is devoted to the protection of the coastal and marine environment, and the chapter on tourism gives quantitative data on the impacts of the pollution caused by the Erika oil-tanker.
Each activity of the commercial sector is described by key-figures (turnover, value added, employment). The description of the non-commercial public sector includes data on costs, including personnel costs. In addition to these figures, qualitative information is given on the recent development, present situation
and outlook for each activity. Fishers’ Job Satisfaction in the Caribbean Auteur(s) : Monnereau, Iris Ruiz, Victor Pollnac, Richard Éditeur(s) : Université des Antilles Études caribéennes Résumé : A variety of researchers have carried out job satisfaction studies in fisheries during the last decades. Results have shown the significant role of self-actualization in the determination of job satisfaction which backs the reasoning that fishing is more than just a livelihood. This paper is based in a job satisfaction study carried out in three lobster fisheries in the Caribbean. Lobster fishing (Panulirus argus) is an important economic activity throughout the Caribbean Basin, both as a source of income and employment for the local population as well as foreign exchange for national governments. These countries differ significantly in structure of the fishery as well as governance arrangements. In this paper we wish to address the relation between these structural differences and fishers’ job satisfaction across the three countries. Results indicate fishers’ job satisfaction is significantly higher in small-scale fisheries. A bio-economic analysis of long term changes in the production of French fishing fleets operating in the Bay of Biscay Auteur(s) : Steinmetz, Fabien Thebaud, Olivier Blanchard, Fabian Le Floc H, Pascal Bihel, J Éditeur(s) : EDP Sciences Résumé : Selective fishing pressure on more highly valued marine living resources is one of the key factors proposed to explain changes occurring in fish communities and associated landings of commercial fisheries. The aim of this paper is to establish the nature of changes in the landings of French fishing fleets operating in the Bay of Biscay in the period 1973-2002, and whether these changes could be related to the relative economic attractiveness of different fish species. The analysis focuses on trends observed in the landings of all commercial fish species over the last three decades. It is based on data of annual quantities landed and ex-vessel prices compiled from official French landings records, and on bio-geographical descriptors of these species derived from published data. Using simple index numbers and multivariate analysis, we examined changes in total landings in terms of their volume and value, as well as changes in their composition. We show that the composition of landings significantly changed over the study period, with an increase in the proportion of pelagic species, of lower economic value. The average ex-vessel price of production by the fleets tended to decrease from the late 1980s; partly due to a cross-species drop in prices, occurring mainly after 1993, but also to the increased proportion of low-priced species in the landings. This caused a significant drop in the total gross value of production in the second half of the study period. The ongoing evolutions of the cultural environment of Guianese people promote awareness of the expectations of local people and their social demand for public reading. This should eventually lead to the emergence of a public informed despite the influence of oral tradition. Therefore, given the complexity of the sociological field, it is necessary to change the players' strategies and adapt to social realities and daily lives of the people concerned. What social representations should the performances of actors be based on in order to reach these objectives? The answer to that question will be found thanks to an objective look at the social reality of the local populations. Gametogenic cycle and reproductive effort of the tropical blacklip pearl oyster, Pinctada margaritifera (Bivalvia : Pteriidae), cultivated in Takapoto atoll (French Polynesia) Auteur(s) : Pouvreau, Stephane Gangnery, Aline Tiapari, Jerome Lagarde, Franck Garnier, Matthieu Bodoy, Alain Éditeur(s) : Elsevier Résumé : The gametogenic cycle and the reproductive effort of the blacklip pearl oyster, Pinctada margaritifera, cultivated in Takapoto lagoon were studied for a 1-year period (March 1997-April 1998) by bimonthly observations of gonadal sections, dry tissue weights and gonadal index in a population of pearl oyster composed of three age-groups. pearl oysters attained sexual maturity in the end of their first year (height approximate to 40 mm), implying that P. margaritifera is a late-maturing species in comparison with other Pteriidae. This species was also confirmed to be a marked protandrous successive hermaphrodite in culture, with 100 % of males at first maturity and 75 % in older pearl oyster (height > 120 mm). The general pattern of gametogenic activity, fairly synchronous in both sexes, was comparable with that of other tropical bivalves: reproduction occurs continuously throughout the year with a maximal activity during the warm season (November-May). No resting period was observed. Quantitative growth data showed that P. margaritifera exhibits an annual synchronised polymodal spawning pattern, with two spawning peaks in age-group I (height approximate to 70 mm) and five in age-groups II (height approximate to 100 mm) and III (height approximate to 120 mm). Spawning was sometimes incomplete, nevertheless a clear relationship between gamete production (P-R, g) and size (height H, mm) was obtained: P-R = 5.26 x 10(-7) H-2.91 (R-2 = 0.99, p < 0.05). Estimation of P-R was used to calculate the annual reproductive effort in P. margaritifera. Reproductive effort (%) was similar to those calculated for temperate species and showed a progressive increase with the age of pearl oyster, from 7 % in age-group I to 38 % in age-group III. This study showed that, in a fairly stable tropical environment such as the Takapoto lagoon, P. margaritifera is a multiple spawner, which uses an opportunistic reproductive strategy, allowing investment all year around, of any surplus energy into gamete production. Surplus energy is ensured by the high pumping rates developed by this non-symbiotic bivalve to succeed in low seston conditions. Global Conservation Priorities for Marine Turtles Auteur(s) : Wallace, Bryan P. Dimatteo, Andrew D. Bolten, Alan B. Chaloupka, Milani Y. Hutchinson, Brian J. Abreu-grobois, F. Alberto Mortimer, Jeanne A. Seminoff, Jeffrey A. Éditeur(s) : Public Library Science Résumé : Where conservation resources are limited and conservation targets are diverse, robust yet flexible priority-setting frameworks are vital. Priority-setting is especially important for geographically widespread species with distinct populations subject to multiple threats that operate on different spatial and temporal scales. Marine turtles are widely distributed and exhibit intra-specific variations in population sizes and trends, as well as reproduction and morphology. However, current global extinction risk assessment frameworks do not assess conservation status of spatially and biologically distinct marine turtle Regional Management Units (RMUs), and thus do not capture variations in population trends, impacts of threats, or necessary conservation actions across individual populations. To address this issue, we developed a new assessment framework that allowed us to evaluate, compare and organize marine turtle RMUs according to status and threats criteria. Because conservation priorities can vary widely (i.e. from avoiding imminent extinction to maintaining long-term monitoring efforts) we developed a "conservation priorities portfolio" system using categories of paired risk and threats scores for all RMUs (n = 58). We performed these assessments and rankings globally, by species, by ocean basin, and by recognized geopolitical bodies to identify patterns in risk, threats, and data gaps at different scales. This process resulted in characterization of risk and threats to all marine turtle RMUs, including identification of the world's 11 most endangered marine turtle RMUs based on highest risk and threats scores. This system also highlighted important gaps in available information that is crucial for accurate conservation assessments. Overall, this priority-setting framework can provide guidance for research and conservation priorities at multiple relevant scales, and should serve as a model for conservation status assessments and priority-setting for widespread, long-lived taxa.
