L’exploitation du Raphia dans la forêt marécageuse Hlanzoun : entre contribution au développement socio-économique et dégradation des ressources naturelles Auteur(s) : Alladatin, Judicaël Éditeur(s) : Université des Antilles Études caribéennes Résumé : L’exploitation commerciale des produits forestiers non ligneux a animé et anime encore au plan international les débats sur la gestion durable des forêts, notamment par son apport en matière de conservation, d’amélioration des conditions d’existence des populations locales et de gestion participative. Cependant, l’exploitation commerciale des PFNL soulève la problématique de la durabilité tant au plan écologique, économique que sociopolitique. La présente recherche traite de cette problématique en prenant comme PFNL d’illustration le raphia dans la forêt marécageuse Hlanzoun. Elle vise à analyser la durabilité socio-économique et environnementale de l’exploitation du raphia dans la forêt marécageuse « Hlanzoun ». La méthodologie utilisée est une combinaison d’approches quantitatives et qualitatives. Les outils d’analyse de données utilisés sont entre autre, la statistique descriptive, l’analyse filière des revenus d’exploitation et des valeurs ajoutées et l’analyse du système socio-écologique. Nos résultats montrent que le raphia est une plante à usages multiples. Que ce soit les feuilles, les fibres, la sève ou le tronc, tout ou presque peut être valorisé sur le raphia. Au niveau des villages riverains du Hlanzoun l’exploitation de la sève du raphia et sa transformation en alcool alimentaire est de loin le type d’usage qui procure le plus de revenu malgré le fait que les autres types d’usages mobilisent un nombre plus important d’acteurs. L’exploitation commerciale de ce PFNL se déploie suivant une organisation relativement simple et avec des caractéristiques propres à la plupart des activités de la petite production marchande des économies sous-développées en crise. Cette exploitation est essentiellement articulée autour des coupeurs/collecteurs, des intermédiaires commerciaux, des agents de transformation/conditionnement et des consommateurs des produits finis. La contribution annuelle totale de la filière raphia au développement a été estimée à 192 429 633 Fr. CFA (environ 385 000 dollar) et les revenus d’exploitation de tous les acteurs ont un signe positif malgré le faible niveau de technologie et de formation. Le raphia apporte donc des revenus relativement importants aux divers acteurs en dépit des handicaps de la filière et du déficit d’équité dans la répartition des richesses produites. Au plan de la gouvernance, on note un déficit d’instances, de règles et de procédures, dont l’effectivité et la légitimité sont clairement établies. Cet état de chose laisse le parc à raphia dans un régime d’accès « libre » mais seulement pour les riverains ; nous nous retrouvons donc en présence d’un système de cueillette, caractérisé par l’exploitation de plants immatures et la surexploitation, mettant en péril la capacité de renouvellement de la ressource et même l’avenir de la filière. On note cependant un effort de contrôle de l’accès des non riverains et des tentatives d’adaptation des riverains. En effet, le nombre d’exploitants est passé de 148 à 92 entre 2008 et 2010 et le nombre de pieds de raphia saignés est passé de 15 452 à 8 832 durant la même période. Au total, l’exploitation du raphia dans le Hlanzoun s’inscrit dans un environnement défavorable par rapport aux exigences de développement durable d’une filière de PFNL. Mais les divers acteurs sont à présent conscients de la nécessité d’agir pour une meilleure réglementation de l’accès et de l’exploitation. The commercial use of non woody forest products is a crucial issue in the international debate on the sustainable management of forests. These products are supposed to contribute to conservation by improving local populations’ livelihood and their involvement in forest management. This study lies within the scope of two South-South Cooperation projects (PSC 22P07 and PSC 03T08) implemented by the CEBEDES NGO with the financial support of the Kingdom of the Netherlands. It aims at analyzing the socioeconomic and environmental sustainability of the raffia stands management in the swamp forest "Hlanzoun ". This small forest is located in one of Benin southern Wetlands in the municipality of Zogbodomey.The methodology to assess raffia socioeconomic performances relies on the estimation of the values added within the raffia value chains. Stakeholders at every segment of the value chains have been surveyed on the incomes obtained out of raffia. The methodology to assess the sustainability of the management relies on a simple indicator measuring the ratio of younger to elder palms. Palms in stands have been counted according to their age group. The survey confirms that raffia is a multi-purpose plant used for its leaves, fibers, sap and trunk. In villages at the borders of the Hlanzoun forest, harvesting the raffia sap on standing palms and processing it into alcohol are a major income generating activity. Alcohol is then marketed through a network of collectors, wholesalers and petty traders up to the consumers. The contribution of raffia to local and regional development was estimated by the total incomes generated at 192.429.633 F CFA. All stakeholders earn positive and significant incomes in spite of the low level of technology and skills, but traders receive a large share of the wealth produced. As regard to governance, "free" access only concerns residents and efforts are made to control the access of non-residents. One notes a deficit of legitimated authorities, rules and procedures for a sustainable use: Restrictions on the harvest of immature palms are not anymore enforced and it endangers the renewal capacity of the resource. But at the same time, the number of operators seems to be decreasing (from 148 to 92 between 2008 and 2010, whereas the number of harvested raffia palms decreased from 15,452 to 8,832 during the same period). A self-regulation might occur, due to the fact that a livelihood of local people relies on a diversity of income generating activities. In total, the operation of Raffia in Hlazoun is in an unfavorable environment with the requirements of sustainable development in a sector of NTFF. But the various actors are now aware of the need for action to better regulate access and operation. Abiotic and biotic variables of coastal lagoons are highly heterogeneous in both space and time, and this heterogeneity complicates the assessment of their ecological status. These variables are essential to the monitoring and preservation of these fragile ecotones and the resources and services they sustain. 2. An integrative approach for evaluating the ecological status of coastal lagoons, based on field investigations of the key parameters driving their functioning and a set of selected ecological indicators matching lagoon management information needs for societal benefits, is investigated. Consistency in lagoon status evaluation from multiple and different variables was estimated, through a case study comparing three adjacent yet contrasting French Mediterranean shallow water lagoons. 3. French Mediterranean shallow water lagoons are used to demonstrate the potential of such an approach and to underline the need for a multi-faceted framework, for correctly evaluating lagoon status, and underlining the need for high-frequency lagoon monitoring to avoid errors in status assessment and resulting management plans. 4. Based on the results, a continuous monitoring system is proposed that would record high frequency biotic and abiotic data in the lagoons. The use of such an ad hoc observatory system, based on appropriate diagnostic indicators and risk estimators would simplify interactions between scientists and managers and would improve the efficiency of their analyses. 5. A lagoon management plan based on a holistic approach is proposed to help scientists and local managers to reach a consensus about the set of ecological indicators to monitor in the lagoons needed to assess their global health status in accordance with both conservation and/or societal needs. Solo en una ciudad como Cartagena de Indias (la ciudad turística por excelencia de Colombia), datos referidos al periodo noviembre 2009 – enero 2015, mostraron un incremento en la llegada de turistas cercano al 20%. Después de un gran número de encuestas realizadas alrededor del mundo, se encontró que los parámetros en que se basan los turistas a la hora de preferir una playa son: i) la seguridad, ii) el paisaje, iii) calidad del agua, iv) basuras, v) instalaciones. El paisaje es uno de los recursos costeros y por lo tanto su evaluación es una herramienta importante para los gestores y planificadores del litoral a la hora de la realización de planes de conservación, protección, desarrollo y manejo. Este trabajo se basa en la evaluación del valor paisajístico de las playas que constituyen la base de la economía de muchas ciudades costeras en el mundo y en especial de la zona central de litoral Caribe colombiano. Un problema importante en la evaluación del paisaje es la incapacidad de algunas metodologías de reflejar correctamente las percepciones de la gente, debido al alto peso que tienen algunos aspectos subjetivos (p. ej. altura de una geoforma).En este trabajo se presenta la evaluación del paisaje realizada para la zona central de Caribe colombiano (37 playas de los departamentos de Sucre, Bolívar y Atlántico) utilizando la lógica matemática y matrices ponderadas (fuzzy logic mathematics - parameter weighting matrices) las cuales permiten disminuir la subjetividad y cuantificar con exactitud la incertidumbre. Para la evaluación se utilizó una lista de chequeo que está conformada por 26 parámetros, 18 físicos (acantilados, playas, plataformas rocosas, dunas, características de los valles, forma del relieve, mareas, paisaje costero, color del agua y restos de vegetación), y 8 antropogénicos (ruido, basura, descarga de aguas residuales, grado de modificación y de construcción del medio, tipos de acceso, línea del horizonte y estructuras antrópicas). Los parámetros fueron calificados en una escala de 1 a 5 (presencia/ausencia o poca/alta calidad) y, con el fin de cuantificar la incertidumbre y excesos derivados de la subjetividad que pudo haber tenido la evaluación de los parámetros, se utilizó la lógica difusa (fuzzy logic). A la par, un sistema de matrices, se empleó para asignar valores de peso de acuerdo a las preferencias y prioridades de los usuarios. Como resultado de estos análisis lógico-estadísticos se obtuvo un valor (D) el cual resume la evaluación del paisaje en 5 clases que van desde la CLASE 1 (zona litoral sumamente atractiva) hasta la CLASE 5 (playas urbanas muy poco atractivas). De los 37 sectores estudiados, ninguno puede ser considerado como una zona litoral sumamente atractiva, mientras que 15 corresponden a zonas litorales urbanas poco atractivas, el resto de las playas (22) se ubicó entre las clases 2, 3 y 4. Los resultados obtenidos son útiles para los gestores costeros en la medida que, aunque no es posible mejorar los aspectos naturales de la clasificación, si es posible mejorar muchos de los parámetros antropogenicos y, de esta forma, hacer que una playa mejore su clasificación y sea paisajísticamente más atractiva. In the past few years, the Colombian Caribbean coast has experienced rapid tourism development which has not been accompanied with a similar increase in urbanization facilities. For example, the city of Cartagena de Indias (the most famous tourist destination of Colombia), data related to November 2009 – January 2015 period, showed an increase of 20% in tourist arrivals. A large number of surveys developed in Europe found that the most critical parameters for tourists, when they choose a beach, are: i) security, ii) scenery, iii) water quality, iv) litter, v) facilities. Scenery is one of the most significant coastal resources. Therefore, its evaluation is a valuable tool for coastal managers when developing conservation and protection plans. This proposal provides coastal scenery assessment of 37 beaches along the North Colombian Caribbean littoral by analysing 26 physical and human factors. Results were weighted (not all parameters have equal weight) and subjected to fuzzy logic mathematics in order to reduce recorder judgment subjectivity. The sites were categorised into five classes; Class 1 locations had top grade scenery; Class 5 poor scenery. Of the 37 sectors studied, currently none can be considered as an extremely attractive coastal area (class1), while 15 were unattractive urban coastal areas (class 5), the rest of the beaches (22) placed in classes 2, 3 and 4. Classification of analysed sites depends on the geological setting and degree of human occupation. The technique opens new perspectives for analysis of the potential for coastal tourism development in natural areas and scenic quality improvement of current tourist developed areas. Concerning coastal management issues, emphasis should be given to the upgrading of human parameters eliminating litter and sewage evidence, vegetation debris and enhancing beach nourishment works. This proposal can help in moving some locations from their present status to a higher one. Gestion communautaire des ressources naturelles au Bénin (Afrique de l’Ouest) : le cas de la vallée du Sitatunga Auteur(s) : Dovonou-Vinagbè, Pricette Chouinard, Omer Éditeur(s) : Université des Antilles Études caribéennes Résumé : Le Bénin, pays de l’Afrique de l’Ouest est confronté à la destruction des terres humides particulièrement dans la partie sud du pays. Les terres humides riches biodiversité sont importantes tant pour les humains que pour milieu naturel. La menace la plus importante est la pression de l’anthropique. Même si ce territoire est reconnu par la Convention Ramsar, la destruction continue. En 1995 le gouvernement a décidé de créer une aire de gestion communautaire pour ces territoires. L’objectif de cette recherche est de comprendre les grands défis liés à la mise en œuvre de la gestion communautaire des milieux humides à travers une étude de cas, en l’occurrence celui de la vallée du Sitatunga. Pour atteindre cet objectif, un séjour de 3 mois a été effectué sur le site. Des entrevues semi-dirigées ont été alors réalisées. Les résultats montrent que la vallée du Sitatunga est considérée comme inutile, voire nuisible, par les populations riveraines rencontrées dans le cadre de l’étude, qui sont davantage préoccupées à se sortir de leur état de pauvreté. Les traditions et valeurs autrefois attribuées à la conservation des milieux humides ont quasiment disparu et l’individualisme est grandissant. Il importe de tenir compte de tous ces facteurs pour espérer véritablement préserver ces milieux. D’un autre côté, parlant de gestion de l’environnement et plus particulièrement de gestion des milieux humides à l’échelle béninoise, le constat n’est pas reluisant. En effet, l’État étant donné son état de sous-développement et donc de manque de ressources, à du mal à coordonner ces activités. Il est de même pour les ONG. La situation est accentuée par l’état des relations entre ONG et structures de l’État qui se considèrent davantage comme des adversaires que comme des partenaires ce qui affecte l’efficacité des activités menées. Pour que la gestion communautaire devienne une réalité, il importe qu’un partenariat soit établi entre les différents acteurs liés à la gestion de la vallée du Sitatunga en particulier et des milieux humides en général : les ONG, l’État et les communautés locales. Bénin, a country in West Africa is actually facing the destruction of its wetlands, especially those in the southern part of the country. The wetlands which their richness in natural resources are important for both human and wildlife are also threatened by many factors. The most important threat is population pressure. Although recognised as Ramsar sites, the destruction continues. In 1995, the Government has decided to create community protected areas in this part of the country. The objective of this research is to understand the main challenges around the community management of wetlands. The case of the Sitatunga valley, in south Bénin has been studied. The methodology used consisted on interviews with stakeholders during a period of 3 months. The results show that, although the good intentions of community management, its practical application is not easy, and reveal many difficulties in its practical application. The site although rich in biodiversity and used as refuge for several species, is regarded as useless even harmful by the bordering populations, which are more worried by their poverty state. The traditions and values formerly allotted to the wetlands almost disappeared and individualism is growing. It is important to take into account all these factors to truly hope to preserve these wetlands. The study shows that management of the wetlands on a Beninese scale is also difficult. Indeed, the government through its structures struggles to coordinate its activities. It is the same for NGOs. The situation is accentuated by the poor relations between NGOs and government institutions which consider each other more as adversaries than as partners. This affects the effectiveness of the undertaken activities. It is then important for all the stakeholders (NGOs, Government and local communities) to install a partnership to help achieve community management objectives. Diversité génétique et adaptation au milieu chez les arbres forestiers tropicaux : étude chez le genre Virola (Myristicaceae) ; Genetic Diversity and Environmental Adaptation in Tropical Forest Trees : Study of Virola Genus (Myristicaceae) Auteur(s) : Montaigne, William Auteurs secondaires : Antilles-Guyane Scotti, Ivan Scotti-Saintagne, Caroline Résumé : Le maintien de ressources génétiques suffisamment larges est nécessaire pour assurer la viabilité et le potentiel évolutif des populations naturelles. Cette thèse a le principal objectif de caractériser la diversité et la variabilité génétique chez le genre Virola (Myristicaceae) pour décrire les processus évolutifs qui en sont à l'origine. Premièrement,une étude de la régénération d'un échantillonnage exhaustif de V. michelii a été menée dans une parcelle du dispositif expérimental de Paracou ayant subi une exploitation forestière de faible intensité et comparée à une parcelle témoin. La diversité génétique mesurée à partir de marqueurs AFLP (Amplified Fragment-Length Polymorphism, N=229) en zones perturbées s'est révélée être plis grande qu'en zone non-perturbées. Puis, l'adaptation locale a été étudiée à travers ces mêmes individus et certains loci (AFLP) montrent une sélection divergente pour des environnements contrastés, indiquant un signe d'adaptation. Enfin, l'étude des niveaux de divergence génétique chez trois espèces de Virola du bouclier guyanais (V. michelii, V. surinamensis et V. kwatae) montrent que deux d'entre elles (V. surinamensis et V. kwatae) montrent de fortes similarités génétiques malgré leur distribution sur des environnements contrastés. des Flux de gènes intersécifiques ont été mis en évidence chez ces deux espèces-soeurs et l'hypothèse d'une spéciation écologique est avancée. Ce travail a permis d'aborder différents processus évolutifs à l'origine de la diversité génétique actuelle chez ces espèces forestières tropicales et peut fournir une contribution pour appréhender le devenir des populations. Genetic diversity is an essential component of biodiversity. The maintenance of sufficient genetic resources is needed to ensure the adaptive potential and the viability of natural populations. In the current context of global changes, the study of adaptation in living organisms is a key task, particularly for tropical forest trees that are dominant components (in terms of biomass and as ecological drivers) of some of the most diverse ecosystems on Earth. The main objective of this thesis is to characterize genetic diversity and genetic variability to understand the evolutionary processes that act on them. This ecological-genetic study was carried out at the interspecific and intraspecific level in the Virola genus.If overall high levels of genetic diversity are a guarantee of prosperity for the future of the species, it seems essential to perform studies on the impact of environmental disturbance on genetic diversity. In the first section, the genetic consequences of regeneration dynamics were studied in an exhaustive sample of V. michelii in a low-intensity logging plot and in a control plot at the Paracou experimental site. A greater genetic diversity, measured from AFLP markers (Amplified Fragment Length Polymorphism, N = 229), was found in perturbed areas. Because studying genetic diversity within species may be useful for understanding species adaptation to environmental changes, in the second section. I studied local adaptation in a population of V. michelii on the Paracou experimental site. A genome scan approach with AFLPs (N = 229) was conducted on 77 adult individuals and 401 juveniles to identify genetic differences between populations associated to contrasting conditions for an array of environmental variables. Some loci (N = 2) were found to be subject to divergent selection, indicating adaptation to contrasting habitats.In the third section, the study of levels of genetic divergence in three Virola species of the Guiana Shield (V. michelii, V. surinamensis and V. kwatae) was investigated for nuclear and chloroplast molecular markers. V. surinamensis and V. kwatae showed strong genetic similarities despite their contrasting habitats preferences. Coalescent analyses have revealed, on one hand, a recent divergence between these two species suggesting an ecological speciation, and one the other hand that interspecific gene flow occurs between these sister-species.This work focuses on understanding evolutionary processes shaping genetic diversity and provides a useful contribution for biodiversity conservation programs. http://www.theses.fr/2011AGUY0480/document | Partager |
