Résumé : This document is mainly a catalogue of the different types of fishing gears noticed all around Martinique during a ten years period (1985-1994)The technical description of these gears and their plans are presented, according to FAO standards. Besides these descriptions, the origins of the introduction in Martinique of the main categories of gears are related .Moreover,, the operating conditions of each fishing gear as well as the targeted species are dealt with. In addition, recent gears and techniques such as fishing aggregating devices (FADs) and associated fishing techniques are described. These ones appeared in Guadeloupe and Martinique during the last eighties years. Furthermore, the main characteristics of the martinican fishing fleet structure are mentioned at the beginning of this work, with a special attention to dug-out canoes, because of their progressive disappearance.
Cet ouvrage est essentiellement un catalogue des différents types d'engins de pêche observés le long du littoral de la Martinique, entre 1985 et 1994. Les caractéristiques techniques de ces: engins et leurs plans sont présentés selon les normes FAO. En dehors de ces descriptions, on s'est à chaque fois que possible attaché à rappeler l'introduction à la Martinique des grandes catégories d'engins de pêche. En outre, les conditions pratiques de mise en oeuvre de chaque engin ainsi que les principales espèces recherchées sont précisées au mieux. Sont également décrits des engins et techniques récents,tels que les dispositifs de concentration de poissons (DCP) et des techniques de pèche qui leur sont associées, apparues dans les eaux de la Guadeloupe et de la Martinique à la fin des années quatre vingt. Enfin, les grands traits de la structure de la flottille de pêche martiniquaise sont rappelés en début d'ouvrage, avec un développement particulier pour les gommiers, en raison de leur disparition progressive.

Résumé : Tuna world fisheries yield 3 million tons per year; the increase rate of whole production is constant and sustained since 30 years. This original figure for marine fisheries is due to enlargement of tuna fleets and fishing grounds over all the world ocean, the continuous increase of tuna fishing power by in board equipment and remote sensing equipment for searching and scouting (on board, aircraft, satellite, telecommunication_). During the last 20 years, the log-associated tuna fishing has contributed to the local individual and tuna fleets efficiency and fishing power either for large industrial tuna seiners by radio-equipped buoys on natural (debris) or artificial man-made logs. The same trend is noted for numerous artisanal tuna and large pelagic coastal fisheries on moored fishing aggregating devices and networks. The first part of the paper is a review of data and results to assess and rank the "Surfaces prospected by in board tuna seiners and associated aircraft and satellite technics" (visual, radar, sar-radar and satellite altimetry sensors). The final objective is the comparison with the surfaces and volumes associated to fads. Since 20 years, tuna ecology and behaviour data from ultrasonic tagging (short-term depth/distance/time migration around logs and fads) are used for fishing of tuna associated with floating objects, namely fads. The second part of this paper is an "Assessment of fad's aggregating associated surface and volume" linked with oceanographic data: large oceanic geostrophic current and observed drift speed of radio-equipped fads in the Indian Ocean. Using the available data on fads, tuna fishing technology linked with oceanographic and biological data results from ultrasonic tuna tracking experiments, the paper is an attempt to identify and place the fads technology in the scale of tuna fishing devices as a contribution to the increase of tuna fishing power either individual tuna boat or tuna fleets.Original Abstract: La production mondiale des pecheries thonieres est actuellement de l'ordre de 3 millions de tonnes par an et conserve depuis pres de 50 ans un taux de croissance annuel soutenu. Cette croissance, exceptionnelle pour un secteur des peches maritimes, est due a plusieurs causes: accroissement des effectifs et des puissances de peche des grandes flottes thonieres industrielles oceaniques qui exploitent les ressources thonieres de l'ocean mondial et le developpement conjoint de nouvelles techniques de peche et de nouvelles technologies d'aide a la peche, telles que les dispositifs de concentration de poissons (DCP). L'accroissement de la puissance individuelle des navires est du au developpement de la construction navale (mecanisation, propulsion, hydraulique, conservation et traitement a borda) et a l'utilisation d'une gamme diversifiee d'aides a la peche : navigation, telecommunication, localisation des zones favorables, detection visuelle ou radiometrique assistee par equipement a bord, en helicoptere et avion, detection acoustique, detection par radar de bord, radar-avion ou, a terme, antenne SAR sur satellite. Plus recemment, soit depuis 20 ans, les caracteristiques du comportement, migration de court terme, agregation et concentration des poissons pelagiques, fixation et retention des bancs de thons, sont utilisees, par les dispositifs de concentration de poissons (DCP) ancres ou derivants. Cette contribution a pour objectif de situer et placer les DCP fixes ou derivants sur cet ensemble de techniques d'aide a la peche thoniere. Les donnees pour cet essai de classement sont d'ordres biologique, ethologique et comportementaux (amplitude de deplacement des thons et dimension de la sphere d'attraction d'un DCP) et d'ordres environnemental et oceanographique : masse d'eau concernee par un DCP dans une large veine de courant oceanique ou cotier. On tente de quantifier et d'ordonner les surfaces et les volumes prospectes par les thoniers et particulierement les volumes et masses d'eau exploites par les thoniers utilisant des DCP. Ce classement des DCP dans la serie des dispositifs d'aide a la peche thoniere facilitera l'appreciation de leur contribution a l'augmentation des puissances de peche des thoniers.

Résumé : Since the beginning of 1980, the Martinique fishermen have suffered a deep crisis. The traditional ways of fishing, based on benthic fish exploitation, have seen the decreasing of their profitability due to the over-fishing of the narrow continental shelf offering few resources. The pelagic fishery had become the professional main source of income. This fishery equally encounter difficulties: denied rights of access in the EEZ of Caribbean islands, expensive costs of exploitation. The disposal of FADs offers new ways to the Martinique fishermen. In 1999, it was decided the disposal of a onetworko of 30 permanent FADs around Martinique. The mooring of these FADs must be followed by legal and economic adapted measures to reach the desired aim: the development of local fishery economy through a sustainable fishing practice. Therefore, the French authorities have decided to make the regional fishermen committee responsible for the management of FADs.This committee is the only one to be entitled to moor and to deliver licences to FADs. This committee, gathering all the fishing industry representatives, has regarding the french law the right of mooring and delivering licences to the FADs access, collecting fishery statistics. These data should fund research to improve the management of the fishery, care and replace FADs. This programas realisation, as well as durability, need adequate financial planning. It has been included in the European commission financing program. This plans success will ensure the increase of the fishermen income, maintain and develop employment.Original Abstract: Apres une periode d'experimentation lancee localement au debut des annees quatre-vingt, les premiers resultats ont ete suffisamment probants pour conduire les professionnels a souhaiter l'implantation de dispositifs de concentration de poissons (dcp) en Martinique ou a les implanter eux-memes pour la capture des dorades coryphenes, des thons noirs, de l'albacore ou du listao. Le colloque international sur la peche thoniere et les dispositifs de concentration de poissons organise du 15 au 19 octobre 1999 en Martinique donne l'occasion de revenir sur le contexte, l'interet et les modalites de developpement de la technique des dcp en Martinique.

Résumé : From April 2003 to April 2004 monthly sea surveys were conducted around 2 fish aggregating devices (FADs) moored at 2000 and 2500 m depth in Martinique (Lesser Antilles). The use of a dual frequency splitbeam echosounder combined with an underwater camera and fishing methods allowed assessment of average space and time distribution of pelagic fish aggregated beneath the FADs, as well as identification of their overall size and species composition. At daytime, 4 fish aggregations were identified at each FAD, representing 4 distinct types: i) an aggregation of small juvenile tuna (mean fork length, FL: 30 cm) observed very close to the surface in 25% of daytime periods; ii) a small surface aggregation dominated by carangids, Caranx crysos, present in 65% of daytime periods; iii) a large sub-surface aggregation observed during all daytime periods: this aggregation appeared to be primarily comprised of 58 cm FL blackfin tuna (Thunnus atlanticus), mixed with yellowfin (Thunnus albacares) and skipjack (Katsuwonus pelamis) tunas of the same size; and iv) sub-surface scattered large predators (mainly blue marlin, Makaira nigricans) present in 10% of daytime periods. A smaller sub-surface aggregation comprised of medium tuna mixed with "extranatants" (fishes which remain within 10 to 50 m of a FAD) was observed in 75% of night-time periods, whereas unidentified scattered fishes were detected from 70 to 400 m depth. The low daytime vulnerability of medium sub-surface tunas to applied line techniques leads us to assume that their feeding motivation was low during daytime. These tunas could preferentially feed on mesopelagic organisms during night-time and transition periods around Martinican moored FADs. Local fishermen mainly targeted the large scattered predators using very small tunas as living bait. The sub-surface tuna aggregation hence appeared to be currently unexploited by local fisheries, though it represented the large majority of the pelagic biomass around the moored FADs.
Des campagnes scientifiques mensuelles ont été menées autour de 2 dispositifs de concentration de poissons ancrés à 2000-2500 m de profondeur, en Martinique d'avril 2003 à avril 2004. L'utilisation combinée d'un échosondeur monofaisceau multifréquence, d'une caméra vidéo sous-marine et de techniques de pêche conventionnelles a permis de déterminer la distribution spatio-temporelle moyenne des poissons agrégés autour des DCP ancrés ainsi que la composition générale des agrégations. Les techniques de vidéo sous-marine ont joué un rôle majeur dans l'identification des espèces et l'observation de leur comportement. De jour; quatre types d'agrégations ont été définis : i) une agrégation de thonidés juvéniles (longueur à la fourche, LF, moyenne : 30 cm) observée très près de la surface durant 25 % des périodes diurnes échantillonnées ii) une petite agrégation composée essentiellement de Caranx crysos présente en surface lors de 65 % des phases diurnes iii) une grande agrégation de thons observée en sub-surface lors de toutes les phases diurnes; cette agrégation était constituée essentiellement de thons noirs (Thunnus atlanticus) de 58 cm LF, associés de façon saisonnière à des albacores (Thunnus albacares) et des listaos (Katsuwonus pelamis) de taille similaire iv) des grands prédateurs assez dispersés (essentiellement le marlin bleu, Makaira nigricans), observés lors de 10 % des phases diurnes. Une agrégation de sub-surface, aux dimensions plus réduites et composée de thons et "d'extranatants" (poissons restant à distance de 10 à 50 m du DCP) a été observée lors de 75 % des périodes nocturnes; ainsi que des organismes non-identifiés dispersés entre 70 et 400 m de profondeur. La faible vulnérabilité diurne des thons de sub-surface aux techniques de ligne utilisées indique qu'ils ne se nourrissent pas activement durant la journée. Ces poissons pourraient se nourrir préférentiellement d'organismes mésopélagiques durant les phases de transition et nocturnes autour des DCP ancrés. La pêcherie artisanale martiniquaise n'exploite qu'une faible part des ressources agrégées autour des DCP ancrés. Les principales espèces-cibles sont les grands prédateurs capturés de jour en utilisant des thonidés juvéniles comme appât vivant. L'agrégation de thons de sub-surface représente la grande majorité de la biomasse autour des DCP mais elle est quasiment inexploitée par les pêcheries locales.

Résumé : From 1972, when Solomon Taiyo Limited (stl) started a pole-and-line fishing operation, to 1980, stl vessels had been catching tuna almost exclusively from surface free-swimming schools. In 1981, a fad programme group purse-seining fishing operation, using the Filipino "payao" model, was put in place. Results were excellent and STL vessels quickly adapted their fishing methods to make the best use of fads. STL slightly modified the original payao design to better suit its own needs and nowadays, about 90% of the group purse seine catch, i.e. 5,800 t annually, and around 60-70% of the pole-and-line catch, i.e. about 15,000 t annually, come from fad fishing. fads bring benefits not only to stl but also to the rural communities of the region. For stl, it allows savings on the operational costs, especially those of pole-and-line fishing operations, reduction of searching time and a better regularity of fish landings. For the rural communities, it gives better returns to bait-ground owners through royalties paid by stl for their baitfishing boats and it allows local fishing communities (known as canoe-fishermen) to increase their catches using fishing methods (artisanal) such as trolling and midwater handlines set around fads. This provides fish for family consumption and a source of income from fish sold. Overall, the importance of fads to stl's fishing operation, and therefore to the local economy as a whole, is high, although no precise value can be attached to it.

Résumé : Estimating diversity and abundance of fish species is fundamental for understanding community structure and dynamics of coral reefs. When designing a sampling protocol, one crucial step is the choice of the most suitable sampling technique which is a compromise between the questions addressed, the available means and the precision required. The objective of this study is to compare the ability to sample reef fish communities at the same locations using two techniques based on the same stationary point count method: one using Underwater Visual Census (UVC) and the other rotating video (STAVIRO). UVC and STAVIRO observations were carried out on the exact same 26 points on the reef slope of an intermediate reef and the associated inner barrier reefs. STAVIRO systems were always deployed 30 min to 1 hour after UVC and set exactly at the same place. Our study shows that; (i) fish community observations by UVC and STAVIRO differed significantly; (ii) species richness and density of large species were not significantly different between techniques; (iii) species richness and density of small species were higher for UVC; (iv) density of fished species was higher for STAVIRO and (v) only UVC detected significant differences in fish assemblage structure across reef type at the spatial scale studied. We recommend that the two techniques should be used in a complementary way to survey a large area within a short period of time. UVC may census reef fish within complex habitats or in very shallow areas such as reef flat whereas STAVIRO would enable carrying out a large number of stations focused on large and diver-averse species, particularly in the areas not covered by UVC due to time and depth constraints. This methodology would considerably increase the spatial coverage and replication level of fish monitoring surveys.

Résumé : Estimating diversity and abundance of fish is fundamental for the understanding of community structure and dynamics of coral reefs. Observations are generally gathered using Underwater Visual Census (UVC). These informations can also be collected by underwater video techniques involving no diver and allowing a high spatial and temporal coverage. The first part of this PhD thesis is a review of publications using underwater video techniques between 1952 and 2012. The second part present two rotating video systems used to study the diversity of ichthyofauna and habitats in the lagoon of New Caledonia: the STAVIRO (for "STAtion VIdeo ROtative") and the MICADO (for "Module d’Imagerie Côtier, Autonome pour le Développement de l’Observation sous-marine"). The third part of this work is a comparison of these techniques with UVCs and an analysis of the “observer effect” for the rotating video techniques. The comparison between rotating video systems and UVC showed that: (i) fish community data collected by UVC and by STAVIRO differed significantly; (ii) species richness and density of large species were not significantly different between techniques; (iii) species richness and density of small species were higher for UVC; (iv) density of fished species was higher for STAVIRO; and (v) only UVC detected significant differences in fish assemblages structure across reef type. The comparison of fish counts obtained from the same videos by different observers showed that for a defined list of species, estimates of species richness and total abundance can be considered as similar between observers with sufficient experiences (> 6 months). The last part of this PhD is an application of rotating video techniques to the study of daily temporal variations of the ichthyofauna. Daily variations were observed depending on the time of day and the tidal state and typical patterns of variations have been described for some species groups. The outcomes of this work bring original insights of new techniques complementary to traditional techniques in order to enhance our understanding of the functioning and dynamic of coral reef.
L’estimation de la diversité et de l’abondance des espèces de poissons est fondamentale pour comprendre la structure des communautés et la dynamique des récifs coralliens. Les observations sont généralement obtenues par des recensements visuels en scaphandre autonome (UVC). Ces informations peuvent également être obtenues de manière originale grâce aux observations issues des techniques vidéo sous-marines modernes sans plongeur qui permettent des couvertures spatiales et temporelles accrues. La première phase de ce travail de thèse synthétise l’ensemble des travaux ayant été effectués avec des techniques vidéo entre 1952 et 2012. La seconde phase, présente deux systèmes vidéo rotatifs complémentaires, utilisés pour étudier la diversité de l’ichtyofaune et des habitats marins dans le lagon de Nouvelle-Calédonie : le STAVIRO (pour « STAtion VIdéo ROtative ») et le MICADO (pour « Module d’Imagerie Côtier, Autonome pour le Développement de l’Observation sous-marine »). La troisième phase de ce travail consiste à comparer ces systèmes vidéo aux UVC puis à examiner l’effet « observateur » inhérent aux techniques vidéo rotatives. Il résulte de cette étude que : (i) les observations des communautés de poissons par UVC et STAVIRO différaient significativement, (ii) la richesse spécifique et la densité des espèces de grande taille n'étaient pas significativement différentes entre les techniques, (iii) la diversité et la densité des espèces de petite taille étaient plus élevés avec les UVC; (iv) la densité des espèces pêchées était plus élevée avec les STAVIRO et (v) seuls les UVC ont détecté des différences de structure des assemblages en fonction du type de récif. L’étude de l’effet « observateur » a montré que sur une liste d’espèces définie, les dénombrements et les identifications des individus peuvent être considérées comme similaires entre observateurs ayant une expérience suffisante (> 6 mois). La dernière phase de ce travail a permis d’appliquer la technique MICADO à l’étude des variations temporelles de l’ichtyofaune d’un site corallien à l’échelle de la journée. Elle a permis de mettre en évidence des variations cycliques journalières en fonction de l’heure et de la marée et des « profils type » de variations ont pu être identifiés pour certains groupes d’espèces. Ce travail de thèse permet ainsi de participer au développement de nouvelles techniques d’observations complémentaires des techniques traditionnelles afin d’enrichir les connaissances du fonctionnement et de la dynamique des écosystèmes coralliens.

Résumé : Since a few years, the catches of pelagic fish by artisanal fishermen of Reunion Island have strongly increased. Manpower and investments have been constant through the maintenance of about 30 fads all around the island. The traditional techniques of fishing pelagic fishes have been adapted in order to maintain a high level of catches and ensure the income of the fishermen. This report describes different techniques to capture pelagic fish on fads such as drift fishing, dragnet fishing and longline fishing. Knowledge, professional experience of fishermen are the main factors in setting fads and sustaining adaptability. The strong relation between the knowledge of the fishermen and the techniques is discussed. Then, the strategies of fishing, influenced by the environmental and seasonal conditions, and the species, are analysed.Original Abstract: L'activite de la petite peche a l'ile de La Reunion connait, depuis quelques annees, une periode d'expansion rapide de la production de poissons pelagiques. Ce developpement est d'autant plus remarquable qu'il s'effectue, en ce qui concerne la peche professionnelle artisanale, a effectif et investissement presque constants. Il est essentiellement du a la mise en place et a l'entretien d'un parc d'une trentaine de dispositifs de concentration de poissons (DCP), places tout autour de l'ile. Les techniques traditionnelles de peche de poissons pelagiques ont ete adaptees a ce nouveau concept, mais elles doivent continuellement evoluer et s'adapter aux modifications comportementales des poissons, afin de maintenir un niveau de capturabilite assurant les revenus des pecheurs. Cette etude s'attache a decrire les techniques de peche a la derive, a la traine et aux palangres, employees pour la capture de poissons pelagiques sur DCP. Bien que difficile a evaluer, l'experience du pecheur est un facteur determinant dans la mise en uvre de ces techniques et en permet l'amelioration constante. L'imbrication etroite entre le savoir-faire du pecheur et les techniques est egalement abordee et discutee. Enfin, les strategies de peche, fortement influencees par les conditions environnementales, les saisons et les especes rencontrees, y sont analysees.

Résumé : This paper discusses the hypothesis that small tunas and the various species found in association with drifting fads (such as "mahi-mahi", rainbow runner, wahoo, etc.) may be biologically trapped by such a strong association. Massive seeding of drifting artificial fads was observed worldwide during recent years. In this hypothesis, we suggest that fads may alter some biological characteristics of epipelagic populations associated with them: migration, growth, condition factors, predation and natural mortality. As fads are most often used in the equatorial currents, they tend to exhibit zonal drift. Therefore, the associated populations would be artificially transferred from one part of the ocean to another, when they would show different movement patterns in the absence of fads. Natural logs were probably beneficial in terms of ecology and evolution, because they tend to accumulate in convergence areas, most often considered as rich forage areas. Now, fads are seeded in offshore areas, which are not necessarily favourable for tuna feeding. This apparently strong association between fishes and drifting fads may then produce an unexpected biological impact on tuna populations and their associated fauna. The plan is to test this hypothesis in the Atlantic, developing an ad hoc research programme based on tagging, biological and physiological studies, in association to an analysis of high resolution fishery data before and after the development of the fad fishery.Original Abstract: Cet article discute l'hypothese selon laquelle les petits thons et les differentes especes associees a des DCP derivants (comme les coryphenes, elagatis, thazards, etc.) pourraient etre pris dans un piege biologique resultant de cette forte association. Le deploiement massif de DCP artificiels derivants a ete constate a l'echelle mondiale au cours des dernieres annees. Dans cette hypothese, ces DCP, colonises en permanence par de grandes fractions de populations epipelagiques, pourraient modifier les caracteristiques biologiques des especes concernees: leur migration, leur croissance, leurs facteurs de condition, la predation et la mortalite naturelle. Les DCP etant plus frequemment utilises dans les courants equatoriaux, ils tendent a deriver zonalement. Ainsi, les populations associees seraient artificiellement transferees d'un bord a l'autre de l'ocean, alors qu'elles manifesteraient d'autres types de deplacements en l'absence de DCP. Les debris naturels etaient probablement benefiques sur le plan de l'ecologie et de l'evolution car ils s'accumulent dans des zones de convergence le plus souvent considerees comme des zones riches en nourriture. Maintenant, les DCP sont mouilles au large, dans des zones qui peuvent ou non etre favorables a l'alimentation des thons. Cette association apparemment forte entre poissons et DCP derivants pourrait alors causer un impact biologique inattendu sur les populations pelagiques (thons et faune accompagnante). L'objectif est de tester cette hypothese dans l'Atlantique au moyen d'un programme de recherche s'appuyant sur du marquage et des etudes biologiques et physiologiques, parallelement a une analyse des donnees de peche (tailles et CPUE, avant et apres le deploiement des DCP derivants).

Résumé : French Polynesia started it's Fish Aggregating Device programme in June 1981 with the positioning of the first buoy offshore of the main island of Tahiti. Since then, 251 structures have been installed throughout the 5 archipelagoes of this French overseas territory. The shape and size of the devices have evolved 8 times over this period, however, a single model has not yet been adopted. Trials are currently underway using lighter structures similar to those found in the Indian Ocean. The anchoring lines have progressively been modified through better knowledge of material and product availability, as well as better understanding of environmental constraints. The programme is entirely financed by the territorial government and managed by the public sector. This ongoing technical assistance, aimed towards the local small-scale coastal fishery, is considered an important factor to maintaining this activity alive. Up until 1997, this economical support policy of outer island populations far from the metropolis central town, along with incidental fishing methods around FADs, have given mitigated results without nevertheless putting into cause this programme. The use of 'drifting handlines' retained at the surface by small indicator floats are one of the contributing factors to the degradation of the anchor lines. It is now commonly accepted that a new fishing strategy must be adopted so that professional coastal fishermen become more aware with regards to an expensive work tool due to local bathymetric conditions, so that fishing effort is increased through the development of better adapted fishing techniques, and finally so that community spirit rules over individualism.Original Abstract: Le programme d'ancrage de DCP en Polynesie francaise a vu le jour en juin 1981 avec l'implantation d'un premier dispositif au large des cotes de Tahiti. Depuis cette date, ce sont 251 structures qui ont ete installees dans les cinq archipels de ce pays d'outre-mer. La forme et la taille des bouees ont evolue huit fois sans etre definitivement arretees a un seul modele et des essais sur des structures legeres de type " Ocean Indien " sont en cours. Les lignes d'ancrage ont fait l'objet de modifications progressives en raison de meilleures connaissances des produits ainsi que des contraintes du milieu environnant. Ce programme est finance en totalite par le territoire de la Polynesie francaise et gere par le secteur public. Il s'adresse a la pecherie artisanale et cotiere qui considere depuis de nombreuses annees cette assistance technique comme un atout indispensable au maintien de son activite. La politique d'engagement de ce soutien economique jusqu'en 1997 aupres des populations d'iles et atolls tres eloignes de la capitale ainsi que l'incidence de la technique de peche la plus repandue autour des DCP ont abouti a des resultats mitiges sans pour autant remettre en cause ce programme. En effet, les lignes a main derivantes et retenues en surface par une petite bouee temoin sont un des principaux facteurs de degradation des lignes d'ancrage. Il est desormais reconnu par tous les intervenants qu'une nouvelle strategie doit etre deployee afin que les pecheurs cotiers professionnels soient mieux responsabilises face a un outil de travail onereux en raison de la bathymetrie environnante, pour que l'effort de peche soit accru par l'utilisation de techniques de peche mieux adaptees, et enfin que l'esprit communautaire prime sur l'individualisme.

Résumé : La nécessité d'une approche intégrée des pêches est actuellement largement affirmée, notamment par la FAO, en particulier dans le contexte des pêcheries artisanales tropicales. Ces pêcheries à petites échelles, souvent multi-spécifiques sont très importantes en termes d'emploi et de production, y compris pour la sécurité alimentaire. Néanmoins ces pêcheries et la biodiversité exploitées sont souvent marquées, d'une part, par le manque de données rendant difficile leur gestion dans le cadre d'une approche écosystémique, d'autre part, par la complexité des systèmes écologiques et économiques sous-jacents incluant interactions trophiques et techniques.Cette thèse contribue à la mise au point d'outils bioéconomiques adaptés aux petites pêcheries tropicales dans la perspective d'une gestion durable des pêches fondée sur l'approche écosystémique. Dans cette perspective, la pêcherie côtière en Guyane Française constitue un cas d'étude particulièrement fécond. La thèse propose ainsi des évaluations multi-critères, des modèles bioéconomiques complexes et des scénarios de gestion viable pour cette pêcherie.Dans un premier temps l'analyse statistique multi-variée suggère un statut global satisfaisant de la pêcherie en termes de durabilité. Cependant des différences de performance sont notées au sein de la pêcherie, notamment au niveau des zones frontalières. Aussi des améliorations dans le mode de gestion sont proposées. Ensuite, à travers la modélisation bioéconomique, les projections des différents scénarios de pêche montrent qu'à long terme le niveau d'exploitation actuel peut ne pas être en adéquation avec la future augmentation de la demande locale et qu'une perte de biodiversité peut avoir lieu. Un scénario dit de « co-viabilité » conciliant des objectifs à la fois écologique, économique et social, avec une probabilité de réalisation satisfaisante, est mis en exergue. Enfin, la comparaison des comportements optimaux en situation coopératif et non coopératif, montre dans quelle mesure la viabilité est favorisée quand les acteurs coopèrent. Au-delà du diagnostic apporté pour le cas d'étude, la méthode utilisée s'avère prometteuse dans le contexte des petites pêcheries tropicales, tandis que l'approche de « co-viabilité » permet de trouver les modalités d'exploitation dans le cadre de compromis entre durabilité écologique et socio-économique, ce que les principes de gestion halieutiques traditionnels ne permettent généralement pas.
The need for an integrated approach to fisheries is now widely affirmed, including the FAO, in particular in the context of tropical artisanal fisheries. These small-scale fisheries, often multispecies are very important in terms of production, employment and food security. However these fisheries and the exploited resources are often characterized by a lack of data making difficult their management within an ecosystem approach, and by the ecological and economic system complexities including trophic and technological interactions.This thesis aims to contribute to the development of bioeconomic tools for small tropical fisheries in a sustainable management perspective based on the ecosystem approach. In this perspective, the French Guiana coastal fishery constitutes an interesting case study. The thesis proposes multi-criteria evaluations, complex bioeconomic models and viable management scenarios for this fishery. At first, multivariate statistical analysis suggests a satisfactory overall status of the fishery in terms of sustainability. However, some performance differences are noted within the fishery, particularly at border areas. Also, management improvements are proposed. Then, through bioeconomic modeling, projections of different fishing scenarios show that, in the long term, the current exploitation level may not be consistent with the future increase of local demand and a loss of biodiversity may occur. A scenario called "co-viability" reconciling ecological, economic and social objectives, with a high probability of achievement is exhibited. Finally, the comparison of optimal behavior in cooperative and non-cooperative conditions, confirms that harvest levels are greater when actors do not cooperate. Furthermore, it is shown that the state of the ecosystem depends on the fishing strategies and the type of interaction between species. Beyond the diagnosis made for the case study, the method is promising in the context of small tropical fisheries, while the co-viability approach allows finding the exploitation conditions under which ecological and socio-economic sustainability are meet, what the conventional fisheries management generally do not allow.

For over a century, the complementary nature of fishing and farming activities in the floodplain of the Rufiji River (Tanzania) has formed the basis of the economy in its villages. Starting in the 1970s, the fishery evolved from a seasonal activity practiced on foot during flooding and using traditional traps to year-round dugout canoe operated lake fisheries using nets.The paper analyses the drivers of this change. After having rejected the simplistic technocratic hypothesis that technical innovation equals progress, the paper examines the relevance of the productivity of the different fishing techniques in the light of the evolution of the role of fisheries in the village economy. During the change-over period, the national and international economy deprives the villages of their main habitual sources of cash income. In the absence of any alternative, fisheries imposed themselves as the unique source of cash income, a function they can only fulfil if practiced year-round and this can only be achieved using canoes and nets. However, the perception of the causes of these changes in the villages is differentiated. For those who initiated the change-over, and who are now of an advanced age, the main driver of the transition to nets was the empowerment of the youth versus the elders. Such an interpretation resonates well with the economic determinants. However, it requires considering the modernisation process as a contextualised multi-sided expression of market globalisation.
Depuis plus d’un siècle, l’économie des villages de la plaine inondable du Rufiji (Tanzanie) est fondée sur la complémentarité des activités agricoles et des activités halieutiques. À partir de la fin des années 1970, les pêches traditionnelles à la nasse, pratiquées à pied saisonnièrement lors de la crue annuelle, sont supplantées par les pêches embarquées (pirogues monoxyles) au filet dans les lacs, pratiquées elles toute l’année. L’article s’interroge sur les déterminants de cette substitution.Après avoir rejeté l’hypothèse techniciste vulgaire qui voudrait que l’innovation technique soit synonyme de progrès, la pertinence du critère de productivité des différentes techniques de pêche est examinée à la lumière de l’évolution de la place des activités halieutiques dans l’économie villageoise. Il apparaît qu’à partir de cette époque, l’évolution économique nationale et internationale prive les villageois de leurs principales ressources monétaires habituelles. En l’absence de toute alternative, la pêche s’impose alors comme unique source de revenu monétaire, une fonction qu’elle ne peut remplir qu’à condition d’être pratiquée tout au long de l’année, ce que seules les techniques au filet permettent. Cependant, les représentations villageoises des causes de la généralisation de la pêche au filet sont différentes. Pour ceux d’entre eux, aujourd’hui très âgés, qui furent les pionniers de cette innovation, c’est le souci d’émancipation des cadets vis-à-vis des aînés qui aurait été le moteur de l’adoption de techniques de pêche au filet. Ce point de vue entre en résonance avec les déterminations économiques à condition de considérer le processus de modernisation comme manifestation multiforme contextualisée de la mondialisation marchande.

Résumé : Since 1980 a programme of Fish Aggregation Device (fad) deployment has been carried out in the Cook Islands. Government has deployed all fads between 1 to 3 nautical miles from shore at depths ranging from 800 to 1,600 metres. The fads have undergone various designs with varying degrees of success. The average fad lifespan during the early 1980s was nine months; however, it increased to 18 months, with some fads in operation in excess of 30 months. Each fad cost between nz$ 7,000 and nz$ 9,000 to build and deploy. Since their introduction, fad have been widely accepted as a very effective apparatus in coastal small-scale fishing activities, specifically for pelagic species. Judging by the progressive behaviour of local fishing communities, there is sufficient reason to believe that fads have created productive fishing zones for Cook Islands fishermen to enable them to supply the ever-increasing local market for fresh fish. fads are an integral part of local fishing communities and provide a reasonable form of income to the increasing fishing community.

Résumé : Abidjan is the biggest fishing harbour of tropical tunas in the Gulf of Guinea (around 100 000 mt per year). Three canneries work on four species (yellowfin, skipjack, bigeye and albacore). Small size tuna, minor tuna and by-catches are refused by the canneries and are sold on the local market fish. It is the only part of the industrial purse seine catches directly sold in Abidjan. Since 1990, fishing operations on schools of tuna associated with artificial drifting FADs has become widespread. Log fishery allow to catch a majority of small tunas, and generates by-catches of various other pelagic species associated to the logs. The landed amounts of local market fish have increased: from 8 500 Mt per year estimated between 1987 and 1990, 21 000 Mt is reached between 1991 and 1993. Since 1994, controls have been carried out by French fishing companies. A sampling scheme allows us to analyse precisely the landings since 1998. From an interdisciplinary approach, we study the socio-economic role of this local fish market, especially the links between the different actors on this market, and we analyse his impact on fishing strategies by identifying the distribution networks (actors, prices, profit) and estimating the turnovers connected to this sector.

Résumé : It is generally accepted that innovations in tuna purse seine technology have affected fishing operations and the traditional measurement of fishing effort, days fished including searching time. Not much is known, however, about the actual effects of the innovations on fishing performance. Data from the us tuna purse seine fishery in the Western Pacific Ocean were used to determine the impact of drifting Fish Aggregating Devices (fads) on the performance of the us fleet. The results indicate, inter alia, a high rate of success (96%) in catching tuna and high yield rate (37 t/successful set) for fad sets. Log sets were comparable in success rate (94%) and catch rate (36 t/successful set). Unassociated sets, on the other hand, had a higher catch rate (42 t/successful set) than fad sets, but a low success rate, 53 per cent. fad sets significantly improved the fleet's performance.

Résumé : The Mediterranean small-scale fleet is highly adaptive, showing a dynamic fishing intensity and strategy, and exploiting seasonal abundant resources. In this area, the aggregatory behaviour under floats of juvenile fish has been used since ancient times to exploit oceanic migratory species such as dolphinfish (Coryphaena hippurus), using Fish Aggregating anchored Devices (fads). A total of 2 300 boats are engaged in this fishery from August to December, the main fishing areas being those around Malta, Tunisia, Sicily and Majorca. The fads ( arrow right m2) are made of different cheap floating materials, and are moored in fixed places, ranging from shore waters to areas 60 miles off the coast (1 500 m depth). Each boat deploys an average of 20 to 100 fads. The gears used are special surrounding nets without purse line, and traditional purse seine nets. The fishery exploits young-of-the-year dolphinfish (<6 months old), originated by a pre-spawning migration of adults from Atlantic waters. Their catches show high annual and monthly variability, depending on the recruitment and the accessibility of recruits to the fishery. Pilotfish (Naucrates ductor) and greater amberjack (Seriola dumerili) are also exploited in this fishery as by-catch. A total of about 1 000 metric tons of dolphinfish are yearly caught mainly in September-October. The fads are historically laid in August. Recently, the fads fishing period has increased in Sicily, and the fads are laid in July, so as to catch pilotfish and greater amberjak juveniles. In recent years, the interest for this fishing method and the study of these fisheries has increased in the Mediterranean. Though the market and its seasonality limit this exploitation, this fishery is economically profitable with good revenue.

En devenant spéculative, l’activité de pêche gagne la mer. La motorisation contribuera aussi à ce mouvement. Les techniques de pêche se banalisent depuis autour de l’emploi généralisé des filets.

Résumé : The length frequency distribution of blackfin tunas (Thunnus atlanticus) shows a significant difference between fishes caught with a longline, during Ifremer experimental surveys and fishes landed by fishermen who exploit martinican FADs. The fishing technique used could probably explain this. In fact, diving surveys have confirmed the presence of great concentrations of adult blackfin tunas under FADs. Big individuals stay during long periods between 20 and 50 meters under the FAD while small ones go up to the surface to feed on little flying fishes, at dawn principally. The bait and the line used at the moment around martinican FADs do not fit to adult blackfin tunas fishing. From these observations and following the tests realized by Ifremer in La Reunion in 1990, we proposed to martinican fishermen to test a new technique based on the utilization of live bait locally called "coulirous" (Selar crumenophthalmus). In La Reunion, this technique has been successful. Live baits are hooked on a vertical longline. In Martinique, the tests to catch live bait during the night near the shore have been already successful and the first fishing experiences with vertical line are also encouraging. This paper aims at proposing and transfering this technique to martinican fishermen but technical exchanges and discussions are needed to improve this new fishing technique.Original Abstract: Une analyse des compositions en taille des thons noirs (Thunnus atlanticus) captures, d'une part, lors des peches experimentales realisees par l'Ifremer a la palangre derivante et, d'autre part, debarques par les pecheurs exploitant les DCP martiniquais montre une difference significative de la taille moyenne des individus. Les techniques de peche utilisees peuvent probablement expliquer cette difference. En effet, des observations sous-marines ont confirme a plusieurs reprises la presence de larges concentrations de thons noirs adultes sous les dispositifs. Les gros individus se tiennent preferentiellement entre 20 et 50 m de profondeur a proximite du DCP alors que les petits individus montent plus frequemment en surface pour chasser, notamment au lever du jour. L'appat et les caracteristiques des engins actuellement utilises autour des DCP martiniquais ne sont pas bien adaptes a la capture des thons noirs adultes. A partir de ce constat et sur la base des essais de palangres verticales realises au laboratoire de l'Ifremer de La Reunion en 1990, qui ont abouti a une generalisation de cette technique de peche autour des DCP reunionnais, nous avons propose aux pecheurs martiniquais de tester cette nouvelle technique basee sur l'utilisation de " coulirous " vivants (Selar crumenophthalmus). Les essais de peche de l'appat vivant, la nuit a la palangrotte, se sont reveles positifs dans plusieurs baies de la Martinique et les premiers tests sur la palangre verticale a thons noirs sont encourageants. Cette communication fait le point sur le transfert vers les pecheurs martiniquais en identifiant les mises au point necessaires pour ameliorer l'efficacite de la technique proposee.

Résumé : Marine capture fisheries in Jamaica is primarily artisanal in nature ansd is conducted maiinly by fishermen operating from canoes. Approximately 95% of these fishermen operate on the coastal shelf and its associated banks. The commercial species harvested comprise bottom-dwelling, coral reef species and free swimming species of finfish. Other fishery resources of commercial value include marine shrimp, conch and lobsters. Catch statistics are not available for all species, but the Department of Fisheries reports a slight decline in fishery production with production decreasing from 16 milion lbs in 1990, despite the fact that fishing efforts have doubled. Over this period the number of registered fishermen has grown from 12 000 to 16 000, al of whom are engaged in full-time fishing. There arealso part-time fishermen who are not registered. The decline in fish catch is accompanied by a decrease in fish size and quality, suggesting that the fisheries are under pressure and have already exceeded optimum production in relation to vailable resources. As a result the economic returns to fishermen are declining. There are also other problems, such as high incidence of conflicts among fishermen at sea, the high cost of purchasing boats, outboard engine fuel, and equipment, with together with the dangers involved in fishing offshore (piracy, and praedial larceny) create serious social ans economic difficulties for fishermen. Notwithstanding, there is an apparent move on the part of the fishermen to leave the industryor to seek alternative forms of employment. In fact, the Department ofFisheries reports that it is still reciving applications for new licences to operate fishing boats. This is probably due to the fact that where the basis of a community is fishing, it becomes difficult to introduce alternative forms of employment, such as cottage industries, village crafts and other trades. In 1987 the Jamaica Department of Fisheries prepared a Management plan which proposed several conservation measures to promote the efficient use of fisheries resources and to control the development of the Fishery in such a way that the country would receive highest benefits. Adequate attention was given to limitations on fishing gear, institution of closed seasons and related legislation. Strategies to diversify the marine fishing were also proposed. The 1990 five year Devlopment Plan for marine fisheries also focuses on proper resource management in order to reverse trends associated with the overexploitation of marine resources. According to the plan, emphasis will be placed on inland fisheries and mariculture in order to reduce pressure on the fisheries. Inland fisheries in the form of freshwater fish fanning has expanded significantly over the past 10 years with production increasing from less than 0,5 million lbs. in 1980 to in excess of 6.0 million lbs. in 1989. However, some freshwater fish farmers are already experiencing serious competition for water usage and, to a lesser extent for land from crop-producing farmers. The Ministry of Agriculture is of the view that marine cage culture technologically has the potential for introduction in Jamaica . This technologyhas been successfully developed in Norway and the technology is currentlty being experimentally utilized in several countries in the area. The technology, if widely utilized in Jamaica, couls significantly reduce pressure on fisheries, making fishing more cost effective and improve the economic returns to fishermen. Already there exist some technical and institutional capabilities in Jamaica to support commercial development of marine cage culture. The Department of Fisheries has highly trained personnel in aquaculture and marine fisherie, some of whom are directly responsible for the success of freshwater fish fanning. In adition, the Marine Laboratory at the Univesity of the West Indies (UWI) is caarying research on hatchery facilities for marine cage farming. The Department of Fisheries will seek the collaboration ofg the marine unit at UWI which could provide fingerlings of selected marine species for cage 1
Les pêcheries de captage marin en Jamaïque sont principalement de nature artisanale et elles sont dirigées principalement par les pêcheurs qui travaillent depuis des canoës. Environ 95 % de ces pêcheurs travaillent sur la plaine côtière et ses bancs associés. Les espèces commerciales récoltées comprennent les espèces benthiques, les espèces de corail et les espèces de poisson marin de nage libre. D'autres ressources de pêcheries de valeur commerciale comprennent la crevette, la conque et le homard. Les statistiques des pêches ne sont pas disponibles pour toutes les espèces, mais le Département des Pêcheries fait état d'une légère réduction de production de pêcheries, la production se réduisant de 16 millions de livres en 1990, en dépit du fait que les efforts de la pêche ont doublé. Sur cette période le nombre de pêcheurs inscrits a augmenté de 12 000 à 16 000, dont tous sont occupés à plein temps à la pêche. Il y a aussi des pêcheurs à mi-temps qui ne sont pas inscrits. La réduction des pêches est accompagnée d'une réduction de la taille et la qualité des poissons, ce qui implique que les pêcheries sont sous pression et qu'elles ont déjà dépassé la production optimum par rapport aux ressources disponibles. En conséquence, les rendements pour les pêcheurs sont en baisse. Il y a aussi d'autres problèmes, tels qu'un taux élevé de conflits entre les pêcheurs en mer, le coût élevé pour acheter les bateaux, le combustible pour les moteurs hors-bord, et le matériel, ainsi que les dangers impliqués dans la pêche offshore (le piratage, et le vol prédial) ont créé de graves problèmes sociaux et économiques pour les pêcheurs. Néanmoins, il y a une tendance évidente chez les pêcheurs de quitter l'industrie ou de chercher du travail dans d'autres domaines. En fait, le Département des Pêcheries signale qu'il continue de recevoir des demandes de nouveaux permis pour opérer les bateaux de pêche. Ceci est probablement attribuable au fait que là où la base d'une communauté est la pêche, il est difficile d'y introduire des formes alternatives de travail, telles que l'industrie artisanale, l'artisanat de village ou d'autres métiers. Le Département des Pêcheries de la Jamaïque a préparé en 1987 un Projet de gestion qui proposait plusieurs mesures de conservation afin d'encourager l'utilisation efficace des ressources des pêcheries et de contrôler le développement de la Pêcherie de manière que le pays touche le plus de bénéfices. Une attention adéquate a été prêtée aux limitations sur les engins de la pêche, l'établissement de saisons de clôture et les législations associées. Des stratégies pour diversifier la pêche marine ont aussi été proposées. Le Plan de développement quinquennal de 1990 pour les pêcheries marines met l'accent aussi sur la gestion de ressources appropriée afin de faire reculer les tendances associées à la surexploitation des ressources marines. Selon le plan, l'accent sera mis sur les pêcheries intérieures et la mariculture afin de réduire la pression sur les pêcheries. Les pêcheries intérieures, sous la forme de l'élevage de poissons en eau douce, ont pris leur essor sur les 10 dernières années avec une production qui s'est élevée de moins de 0,5 millions de livres en 1980 pour atteindre en 1989 plus de 6.0 millions de livres. Cependant, certains pisciculteurs en eau douce expérimentent déjà une concurrence sérieuse avec les agriculteurs pour l'usage de l'eau et, dans une moindre mesure, de la terre. Le Ministère de l'Agriculture est de l'avis que l'élevage en cage marine a technologiquement le potentiel d'être introduit en Jamaïque. La technologie a été développée avec réussite en Norvège et plusieurs pays dans la région utilisent actuellement la technologie expérimentalement. La technologie, si elle était utilisée en Jamaïque, pourrait réduire de façon significative la pression sur les pêcheries, ce qui rendrait la pêche plus économique et améliorerait les rendements aux pêcheurs. Certaines capacités techniques et institutionnelles existent déjà en Jamaïque qui pourraient soutenir le développement de l'élevage en cage marine. Le Département des Pêcheries a un personnel bien formé en aquaculture et pêcherie marine, dont certains qui sont directement responsables du succès de la pisciculture en eau douce. Par ailleurs, le Laboratoire Marin à l'Université des Antilles (UWI) mène des recherches sur les installations d'écloseries pour l'élevage en cage marine. Le Département des Pêcheries demandera la collaboration de l'unité marine à l'UWI qui pourra fournir des saumoneaux d'espèces marines sélectionnées pour la cage 1.

Les techniques de pêche en Guyane connaissent de profondes mutations depuis les années 1950. Longtemps localisées en haut d’estuaire, elles dépendaient des marées et s’adaptaient au milieu. En devenant spéculative, l’activité de pêche gagne la mer. La motorisation contribuera aussi à ce mouvement. Les techniques de pêche se banalisent depuis autour de l’emploi généralisé des filets.
