The traditional ways of fishing, based on benthic fish exploitation, have seen the decreasing of their profitability due to the over-fishing of the narrow continental shelf offering few resources. The pelagic fishery had become the professional main source of income. This fishery equally encounter difficulties: denied rights of access in the EEZ of Caribbean islands, expensive costs of exploitation. The disposal of FADs offers new ways to the Martinique fishermen. In 1999, it was decided the disposal of a onetworko of 30 permanent FADs around Martinique. The mooring of these FADs must be followed by legal and economic adapted measures to reach the desired aim: the development of local fishery economy through a sustainable fishing practice. Therefore, the French authorities have decided to make the regional fishermen committee responsible for the management of FADs.This committee is the only one to be entitled to moor and to deliver licences to FADs. This committee, gathering all the fishing industry representatives, has regarding the french law the right of mooring and delivering licences to the FADs access, collecting fishery statistics. These data should fund research to improve the management of the fishery, care and replace FADs. This programas realisation, as well as durability, need adequate financial planning. It has been included in the European commission financing program. La dynamique des pêches côtières du pays bigouden Auteur(s) : Charuau, Anatole Résumé : In the beginning, the coastal fleet of the Bigouden region fished by trawling and was completely focused on exploiting lobster and hake. It is a traditional business that expanded between the last war and the 70s, reaching its peak between 1975 and 1980.
The best image to give an idea of this fleet is that of a "bucket waterwheel" endlessly discharging its catch in the four ports of the Guilvinec district. Where there is a seafaring business in Guilvinec, Loctudy and Saint-Guénolé, there is a complementarity that is expressed in two ways:
- coastal fishing constitutes a very noticeable and regular supplement to production, since sales happen daily and only bad winter weather causes a relative decrease in the supplement. - coastal fishing gives a flattering image of the port based on the display of high-quality leading market products: daily live lobster, hake and angler.
In this study, we have above all tried to evaluate the situation of the Bigouden coastal system as an entity, while including in the same analysis the species, fleets and the exploitation of the resource. For the main species, a balance sheet is proposed. It covers the lobster, hake and angler separately. Lobster, because of its small amount of movement, can be considered as being an isolated stock, while fish belong to much more wide-ranging groups.
The lobster has gained from various increases in meshing that have been imposed since 1971, even if these have not always been strictly applied. One of the results of this management by means of meshing is a "depreciation" of the variations of daily yields around an average value of 100kg.
For the hake, the dominant trait is an increase in yields in the last few years in accordance with an improvement of the situation in the Gulf of Gascony due to a generalised decrease of effort and a modification of the exploitation profile since the appearance of boulters and straight nets. Whereas the situation for lobster fisheries, as regards the hake's marketable size, did not improve, since the demand for small hake still exists, we have nonetheless been witnessing for about ten years a slow diversification of the fleets' business activities, which is much more in line with sequential hake fisheries' logical outline of exploitation. When lobster yields decrease, one part of the fleet focuses on the fish at the edges of the lobster fisheries.
For the angler, we see rather similar phenomena and a significant increase in unloading of the two species by lobster fishermen due also to a widening of their fishing areas. On the lobster mudflats themselves, there is no notable change in exploitation in the historical records. All studies of coastal fishing always come up against the problem of acquiring statistical data and the Bigouden region is no exception to the rule.
To improve this situation, in 1987 and 1988 two items were chosen:
- a better awareness of the activity and of the areas frequented, by survey during unloading in Guilvinec and in Loctudy.
- a detailed description of the haul by species, by sampling, in Loctudy, on two-thirds of coastal sales, between December 1987 and November 1988.
For this reason, analysis of fleets by type is still cursory and covers only one year. The appearance of new trends towards fish can only be described qualitatively, since there is no historical record. The classification of boats was done by analysing data furnished by the auctions. This first assessment is not necessarily reliable, above all because of the auctions' inaccurate description of the hauls, a deficiency that we have tried to overcome by surveying in Loctudy.
In conclusion, we are witnessing in the Bigouden region, as in other entities, a rebalancing between traditional business activities and modern trends. Lobster fishing, almost exclusive before the 1980s, is tending to decrease for two main reasons:
- a generalised decrease in activity in the lobster fisheries due to non-renewal of coastal fish fleets,
- The transfer of part of the lobster fishermen's activities to fish, since the lobster and its accompanying catch no longer seemed able to insure the economic viability of new ships.
Other maritime districts resolved their lobster problem in a different way. The Lorient fishermen improved their yields by using more capable trawlers, the fishermen of Sable by exploiting the hake fish run to the fullest and limiting their lobster fishing to the best season. The Bigouden region is slowly turning to the second solution, as it renews its fleet.
A ses origines, la flottille côtière du pays bigouden péchant au chalut, est tout entière orientée vers l'exploitation de la langoustine et du merlu. Il s'agit d'une activité traditionnelle qui s' amplifie entre la dernière guerre et les années 70 pour atteindre son apogée entre 1975 et 1980. La meilleure image que l'on puisse donner de cette flottille est celle d'une "noria" débarquant inlassablement sa capture dans les quatre ports du quartier du Guilvinec. Là où existe une activité hauturière à Guilvinec, Loctudy et Saint-Guénolé, il y a une complémentarité qui s'exprime de deux manières : - la pêche côtière constitue un appoint très appréciable et régulier de production, puisque la vente est quotidienne et que seules les intempéries hivernales entraînent une baisse relative des apports. - la pêche côtière donne du port une image flatteuse basée sur la présentation de produits d'appel de grande qualité : langoustine vivante, merlu et baudroies quotidiens. Dans cette étude, nous avons surtout tenté de faire le point sur le système côtier bigouden en tant qu'entité, en englobant dans la même analyse des espèces, les flottilles et l'exploitation de la ressource. Pour les espèces principales, un bilan est proposé. Il couvre séparément la langoustine, le merlu et les baudroies. La langoustine, en raison de ses faibles déplacements, peut être considérée comme constituant un stock isolé, alors que les poissons appartiennent à des ensembles beaucoup plus vastes. La langoustine a beaucoup gagné des diverses augmentations de maillage qui ont été imposées depuis 1971, même si elles n'ont pas toujours été appliquées avec rigueur. Un des résultats de cette gestion par les maillages est un "amortissement" des variations des rendements journaliers autour d'une valeur moyenne de 100 kg. Pour le merlu, le trait dominant est une augmentation des rendements dans les dernières années en accord avec une amélioration de la situation dans le Golfe de Gascogne due à une baisse généralisée de l'effort et à une modification du profil d'exploitation depuis l'apparition des palangriers et des filets droits. Si la situation sur les pêcheries de langoustine, au regard de la taille marchande du merlu, ne s'est pas améliorée puisque la demande de petits merluchons existe toujours, on assiste par contre depuis une dizaine d'années à une diversification lente des activités des flottilles entrant beaucoup mieux dans le schéma logique d'exploitation des pêcheries séquentielles de merlu. Quand les rendements en langoustine baissent, une partie de la flottille s'oriente vers les poisson sur les marges des pêcheries de langoustine. Pour les baudroies on observe des phénomènes assez analogues et une augmentation importante des débarquements des deux espèces par les langoustiniers due également à un élargissement de leurs zones de pêche. Sur les vasières à langoustine elles-mêmes, il n'y a pas de modification notable de l'exploitation dans la série historique. Toute étude des pêches côtières se heurte toujours au problème d'acquisition des données statistiques et le pays bigouden n'échappe pas à la règle. Pour améliorer cette situation, en 1987 et 1988, deux points ont été retenus : - une meilleure connaissance de l'effort et des zones fréquentées, par enquête au moment des débarquements à Guilvinec et à Loctudy, - une description détaillée des apports par espèce, par échantillonnage, à Loctudy, sur les 2/3 des ventes côtières, entre décembre 1987 et novembre 1988. Pour cette raison, l'analyse de flottilles en types est encore sommaire et n'a porté que sur une année. L'apparition des tendances nouvelles vers le poisson ne peut être décrite que qualitativement puisque la série historique n'existe pas. La classification des bateaux a été faite par l'analyse des données fournies par les criées. Ce premier diagnostic ne présente pas toutes les garanties en raison surtout d'une description peu fidèle des apports par les criées, déficience que l'on a essayé de pallier en enquêtant à Loctudy. En conclusion, on assiste dans le pays bigouden comme dans d'autres entités à un rééquilibrage entre les activités traditionnelles et des orientations modernes. La pêche de langoustine, quasi exclusive avant les années 1980, tend à décroître pour deux raisons principales : - une baisse généralisée de l'effort sur les pêcheries de langoustine due au nonrenouvellement des flottilles de pêche côtière, - le report d'une partie de l'effort des langoustiniers vers les pêcheries de poissons, la langoustine et sa capture accessoire ne semblant plus pouvoir assurer la rentabilité économique des navires neufs. D'autres quartiers maritimes ont résolu de façon différente leur problème langoustine. Les Lorientais ont amélioré leurs rendements en adoptant des chaluts plus performants, les Sablais en exploitant à fond la séquence des pêcheries de merlu et en limitant leur intervention sur la langoustine à la saison la plus favorable. Le pays bigouden s'engage lentement dans la seconde solution, au rythme du renouvellement de sa flottille. To address this knowledge gap, a holistic study of the ciguatera issue was conducted on Moorea. First, ciguatera risk was analysed in terms of incidence rate, fish species most commonly involved and risk stratification in Moorea lagoon based on 2007–2013 epidemiological data. A mean incidence rate of 8 cases per 10,000 inhabitants for the study period and an average under-reporting rate of 54% were found. Taking into account hospitalization and medication fees, and loss of productive days, the health-related costs due to CFP were estimated to be USD $1613 and $749 for each reported and unreported case, respectively, with an overall cost of USD $241,847 for the study period. Comparison of the present status of CFP on Moorea with a risk map established in the late 1970’s showed that the spatial distribution of the risk has stayed relatively stable in time, with the north shore of the island remaining the most prone to ciguatera. Evaluation of the current knowledge on CFP among different populations groups, i.e. fishermen, residents and visitors, was also conducted through direct and indirect interviews. About half of the fishermen interviewed were actually able to identify risky fishing areas. While, overall, the CFP risk perception in the fishing community of Moorea seemed accurate, although not scientifically complete, it was sufficient for the safe practice of their fishing activities. This may be due in part to adaptive responses adopted by 36% of the fishermen interviewed, such as the avoidance of either high-risk fishing sites or toxic species. At the residents and visitors’ level, the study points out a striking lack of awareness of the CFP issue among visitors, as compared to local residents. Indeed, less than 25% of Moorea visitors vs. an average of 98% in residents were aware of CFP or of its presence on the island. Interestingly, evaluation of the fish consumption preferences showed that 70% of visitors do not consume lagoon fish during their stay, not for fear of CFP, but mainly due to the lack of availability of these species in recreational facilities or because they have nutritional preference for pelagic fish. This lack of awareness, along with the report by several CFP patients of the consumption of fish species yet banned for sale, stress the need for improved communication efforts on this critical issue among both residents and visitors on Moorea. The implementation of a public outreach strategy is proposed, based on both existing information networks and low-cost communication actions through information displays at various strategic locations, e.g. Tahiti-Faa’a international airport, the ferry boat station, recreational facilities, as well as the major trading points on Moorea Island. Marine cage fish farming Auteur(s) : Espeut, P. Harache, Yves Lemarie, Gilles Ricard, Jean-marc Résumé : Marine capture fisheries in Jamaica is primarily artisanal in nature ansd is conducted maiinly by fishermen operating from canoes. Approximately 95% of these fishermen operate on the coastal shelf and its associated banks. The commercial species harvested comprise bottom-dwelling, coral reef species and free swimming species of finfish. Other fishery resources of commercial value include marine shrimp, conch and lobsters. Catch statistics are not available for all species, but the Department of Fisheries reports a slight decline in fishery production with production decreasing from 16 milion lbs in 1990, despite the fact that fishing efforts have doubled. Over this period the number of registered fishermen has grown from 12 000 to 16 000, al of whom are engaged in full-time fishing. There arealso part-time fishermen who are not registered. The decline in fish catch is accompanied by a decrease in fish size and quality, suggesting that the fisheries are under pressure and have already exceeded optimum production in relation to vailable resources. As a result the economic returns to fishermen are declining. There are also other problems, such as high incidence of conflicts among fishermen at sea, the high cost of purchasing boats, outboard engine fuel, and equipment, with together with the dangers involved in fishing offshore (piracy, and praedial larceny) create serious social ans economic difficulties for fishermen. Notwithstanding, there is an apparent move on the part of the fishermen to leave the industryor to seek alternative forms of employment. In fact, the Department ofFisheries reports that it is still reciving applications for new licences to operate fishing boats. This is probably due to the fact that where the basis of a community is fishing, it becomes difficult to introduce alternative forms of employment, such as cottage industries, village crafts and other trades. In 1987 the Jamaica Department of Fisheries prepared a Management plan which proposed several conservation measures to promote the efficient use of fisheries resources and to control the development of the Fishery in such a way that the country would receive highest benefits. Adequate attention was given to limitations on fishing gear, institution of closed seasons and related legislation. Strategies to diversify the marine fishing were also proposed. The 1990 five year Devlopment Plan for marine fisheries also focuses on proper resource management in order to reverse trends associated with the overexploitation of marine resources. According to the plan, emphasis will be placed on inland fisheries and mariculture in order to reduce pressure on the fisheries. Inland fisheries in the form of freshwater fish fanning has expanded significantly over the past 10 years with production increasing from less than 0,5 million lbs. in 1980 to in excess of 6.0 million lbs. in 1989. However, some freshwater fish farmers are already experiencing serious competition for water usage and, to a lesser extent for land from crop-producing farmers. The Ministry of Agriculture is of the view that marine cage culture technologically has the potential for introduction in Jamaica . This technologyhas been successfully developed in Norway and the technology is currentlty being experimentally utilized in several countries in the area. The technology, if widely utilized in Jamaica, couls significantly reduce pressure on fisheries, making fishing more cost effective and improve the economic returns to fishermen. Already there exist some technical and institutional capabilities in Jamaica to support commercial development of marine cage culture. The Department of Fisheries has highly trained personnel in aquaculture and marine fisherie, some of whom are directly responsible for the success of freshwater fish fanning. In adition, the Marine Laboratory at the Univesity of the West Indies (UWI) is caarying research on hatchery facilities for marine cage farming. The Department of Fisheries will seek the collaboration ofg the marine unit at UWI which could provide fingerlings of selected marine species for cage 1 Les pêcheries de captage marin en Jamaïque sont principalement de nature artisanale et elles sont dirigées principalement par les pêcheurs qui travaillent depuis des canoës. En conséquence, les rendements pour les pêcheurs sont en baisse. Il y a aussi d'autres problèmes, tels qu'un taux élevé de conflits entre les pêcheurs en mer, le coût élevé pour acheter les bateaux, le combustible pour les moteurs hors-bord, et le matériel, ainsi que les dangers impliqués dans la pêche offshore (le piratage, et le vol prédial) ont créé de graves problèmes sociaux et économiques pour les pêcheurs. Néanmoins, il y a une tendance évidente chez les pêcheurs de quitter l'industrie ou de chercher du travail dans d'autres domaines. En fait, le Département des Pêcheries signale qu'il continue de recevoir des demandes de nouveaux permis pour opérer les bateaux de pêche. Ceci est probablement attribuable au fait que là où la base d'une communauté est la pêche, il est difficile d'y introduire des formes alternatives de travail, telles que l'industrie artisanale, l'artisanat de village ou d'autres métiers. Le Département des Pêcheries de la Jamaïque a préparé en 1987 un Projet de gestion qui proposait plusieurs mesures de conservation afin d'encourager l'utilisation efficace des ressources des pêcheries et de contrôler le développement de la Pêcherie de manière que le pays touche le plus de bénéfices. Une attention adéquate a été prêtée aux limitations sur les engins de la pêche, l'établissement de saisons de clôture et les législations associées. Des stratégies pour diversifier la pêche marine ont aussi été proposées. Le Plan de développement quinquennal de 1990 pour les pêcheries marines met l'accent aussi sur la gestion de ressources appropriée afin de faire reculer les tendances associées à la surexploitation des ressources marines. Selon le plan, l'accent sera mis sur les pêcheries intérieures et la mariculture afin de réduire la pression sur les pêcheries. Les pêcheries intérieures, sous la forme de l'élevage de poissons en eau douce, ont pris leur essor sur les 10 dernières années avec une production qui s'est élevée de moins de 0,5 millions de livres en 1980 pour atteindre en 1989 plus de 6.0 millions de livres. Cependant, certains pisciculteurs en eau douce expérimentent déjà une concurrence sérieuse avec les agriculteurs pour l'usage de l'eau et, dans une moindre mesure, de la terre. Le Ministère de l'Agriculture est de l'avis que l'élevage en cage marine a technologiquement le potentiel d'être introduit en Jamaïque. La technologie a été développée avec réussite en Norvège et plusieurs pays dans la région utilisent actuellement la technologie expérimentalement. La technologie, si elle était utilisée en Jamaïque, pourrait réduire de façon significative la pression sur les pêcheries, ce qui rendrait la pêche plus économique et améliorerait les rendements aux pêcheurs. Certaines capacités techniques et institutionnelles existent déjà en Jamaïque qui pourraient soutenir le développement de l'élevage en cage marine. Le Département des Pêcheries a un personnel bien formé en aquaculture et pêcherie marine, dont certains qui sont directement responsables du succès de la pisciculture en eau douce. Par ailleurs, le Laboratoire Marin à l'Université des Antilles (UWI) mène des recherches sur les installations d'écloseries pour l'élevage en cage marine. Le Département des Pêcheries demandera la collaboration de l'unité marine à l'UWI qui pourra fournir des saumoneaux d'espèces marines sélectionnées pour la cage 1. The Fish Aggregating Device (FAD) system of Hawaii Auteur(s) : Holland, Kn Jaffe, A Cortez, W Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : Hawaii was one of the first locations to adapt the Philippine payao concept for use in high energy, deep-water environments. Initial experimental fad deployments were made by the National Marine Fisheries Service in 1977. In 1980, the State of Hawaii started deploying FADs in a programme that has since expanded to its current status of 52 approved surface fad sites. Funding is primarily derived from federal US programmes and the FADs are primarily focused on the sport fishing community. fad sites were selected to expedite access by sport fishermen; specific sites were chosen after consultation with fishermen at public hearings. Since 1997, the FAD system has been managed on a collaborative basis between the State of Hawaii and the University of Hawaii. Hawaiian FADs evolved through two previous designs before the current system of single-sphere spar-buoy was adopted. Today's FADs have an "inverse catenary" mooring system comprised of sections of floating and sinking rope attached to a "tripod" concrete block anchor system. fad sites range between 3.2 km and 46 km from shore. Mooring depths range between 200 and 3,000 metres. Average on-site longevity is 31 months; there is no correlation between longevity and depth of mooring. Windward locations have significantly shorter lifespans than leeward locations. Ten to twenty fads are replaced each year. Each FAD costs approximately us$ 7,500 to build and deploy. Hawaiian fads are heavily used by private and commercial sport fishermen and by small-scale artisanal and commercial fishermen. Commercial pole-and-line boats occasionally use the FADs to capture skipjack tuna. Hawaiian FADs will continue to be used for various types of pelagic fisheries research. Manpower and investments have been constant through the maintenance of about 30 fads all around the island. The traditional techniques of fishing pelagic fishes have been adapted in order to maintain a high level of catches and ensure the income of the fishermen. This report describes different techniques to capture pelagic fish on fads such as drift fishing, dragnet fishing and longline fishing. Knowledge, professional experience of fishermen are the main factors in setting fads and sustaining adaptability. The strong relation between the knowledge of the fishermen and the techniques is discussed. Then, the strategies of fishing, influenced by the environmental and seasonal conditions, and the species, are analysed.Original Abstract: L'activite de la petite peche a l'ile de La Reunion connait, depuis quelques annees, une periode d'expansion rapide de la production de poissons pelagiques. Ce developpement est d'autant plus remarquable qu'il s'effectue, en ce qui concerne la peche professionnelle artisanale, a effectif et investissement presque constants. Il est essentiellement du a la mise en place et a l'entretien d'un parc d'une trentaine de dispositifs de concentration de poissons (DCP), places tout autour de l'ile. Les techniques traditionnelles de peche de poissons pelagiques ont ete adaptees a ce nouveau concept, mais elles doivent continuellement evoluer et s'adapter aux modifications comportementales des poissons, afin de maintenir un niveau de capturabilite assurant les revenus des pecheurs. Cette etude s'attache a decrire les techniques de peche a la derive, a la traine et aux palangres, employees pour la capture de poissons pelagiques sur DCP. Bien que difficile a evaluer, l'experience du pecheur est un facteur determinant dans la mise en uvre de ces techniques et en permet l'amelioration constante. L'imbrication etroite entre le savoir-faire du pecheur et les techniques est egalement abordee et discutee. Étude préparatoire a une reconquête des niveaux de ressource en langouste royale (Palinurus elephas) en mer d'Iroise Auteur(s) : Latrouite, Daniel Lazure, Pascal Résumé : The study conducted in the framework of an agreement between Ifremer and the Local fisheries committee at Audierne is part of a project to restore spiny lobster Palinurus elephas stock levels in the Iroise Sea. It is supported by professional fishermen from Finistère and by the Regional fisheries committee of Brittany.
After a brief review of the way lobster stocks are managed worldwide, followed by the major biological and ecological features of red lobster and the state of fisheries in Europe and North Africa, the very poor state of the resource along French coast is borne out by the statistics of landings.
Various scenarios (not alternatives) to promote the rebuilding of the biomass are suggested: minimum landing size increase, seasonal closure of the fishery, berried females protection, no fishing zones.
The drift of phyllosoma larvae during their long larval stage is addressed using a 3-D hydrodynamic simulation model.
L'étude réalisée dans le cadre d'une convention entre Ifremer et le Comité local des Pêches d'Audierne s'inscrit dans un projet de reconquête des niveaux de ressource en langouste rouge Palinurus elephas en mer d'Iroise soutenu par les pêcheurs professionnels de la pointe du Finistère et par le Comité régional des Pêches de Bretagne. Après avoir rappelé brièvement les modalités de gestion des stocks de langoustes dans le monde puis les grands traits biologiques et écologiques de la langouste rouge et l'état des pêcheries en Europe et dans le nord de l'Afrique, le très mauvais état de cette ressource sur les côtes françaises est confirmé au travers des statistiques de débarquement. Divers scénarios (non alternatifs) visant à favoriser la reconstitution d'une biomasse sont proposés : augmentation de la taille minimale au débarquement, fermeture saisonnière de la pêche, protection des femelles ovigères et création de zones protégées. 0280 Occupational risk factors for prostate cancer: a case-control study in Guadeloupe (French West Indies). Incident cases of prostate cancer (707 cases) and 722 population controls were included. Information on lifetime occupational history and other potential risk factors was collected by interview. Logistic regression was used to estimate adjusted odds-ratios (OR) and their 95% confidence intervals (CI). A significantly decreased risk was observed in farmers (OR=0.5; CI 0.4-0.7), whereas marginally elevated ORs were found for farm workers, especially in sugarcane and banana farming. Banana plantation workers had been exposed to chlordecone, an estrogenic insecticide previously found to be associated with prostate cancer risk in this population. Significantly increased risks of prostate cancer were found in stock clerks (OR=2.7; CI 1.0-7.2), fishermen (OR=2.0; CI 1.0-4.0), mail distribution clerks (OR=7.7; CI 1.7-34.4) and electricians employed for more than 20 years (OR=4.0; CI 1.0-15.8), as well as in public administration (OR=1.8; CI 1.2-2.9), retail trade (OR=2.6; CI 1.1-6.0) and manufacture of food products (OR=2.0; CI 1.1-3.9), particularly sugar (OR=13.2; IC 1.6-108). Non-significantly elevated ORs were also seen for construction workers and transport equipment operators. Although the overall findings suggest that occupational factors have only a limited role in prostate cancer aetiology, elevated risks of prostate cancer were found in several occupations or industries. Exposure to pesticides, solvents, traffic-related air pollution, low physical activity, whole-body vibration may explain some of these increased risks. Evolution technologique des DCP en Polynesie francaise Auteur(s) : Leproux, E Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : French Polynesia started it's Fish Aggregating Device programme in June 1981 with the positioning of the first buoy offshore of the main island of Tahiti. Since then, 251 structures have been installed throughout the 5 archipelagoes of this French overseas territory. The shape and size of the devices have evolved 8 times over this period, however, a single model has not yet been adopted. Trials are currently underway using lighter structures similar to those found in the Indian Ocean. The anchoring lines have progressively been modified through better knowledge of material and product availability, as well as better understanding of environmental constraints. The programme is entirely financed by the territorial government and managed by the public sector. This ongoing technical assistance, aimed towards the local small-scale coastal fishery, is considered an important factor to maintaining this activity alive. Up until 1997, this economical support policy of outer island populations far from the metropolis central town, along with incidental fishing methods around FADs, have given mitigated results without nevertheless putting into cause this programme. The use of 'drifting handlines' retained at the surface by small indicator floats are one of the contributing factors to the degradation of the anchor lines. It is now commonly accepted that a new fishing strategy must be adopted so that professional coastal fishermen become more aware with regards to an expensive work tool due to local bathymetric conditions, so that fishing effort is increased through the development of better adapted fishing techniques, and finally so that community spirit rules over individualism.Original Abstract: Le programme d'ancrage de DCP en Polynesie francaise a vu le jour en juin 1981 avec l'implantation d'un premier dispositif au large des cotes de Tahiti. Depuis cette date, ce sont 251 structures qui ont ete installees dans les cinq archipels de ce pays d'outre-mer. La forme et la taille des bouees ont evolue huit fois sans etre definitivement arretees a un seul modele et des essais sur des structures legeres de type " Ocean Indien " sont en cours. Les lignes d'ancrage ont fait l'objet de modifications progressives en raison de meilleures connaissances des produits ainsi que des contraintes du milieu environnant. Ce programme est finance en totalite par le territoire de la Polynesie francaise et gere par le secteur public. Il s'adresse a la pecherie artisanale et cotiere qui considere depuis de nombreuses annees cette assistance technique comme un atout indispensable au maintien de son activite. La politique d'engagement de ce soutien economique jusqu'en 1997 aupres des populations d'iles et atolls tres eloignes de la capitale ainsi que l'incidence de la technique de peche la plus repandue autour des DCP ont abouti a des resultats mitiges sans pour autant remettre en cause ce programme. En effet, les lignes a main derivantes et retenues en surface par une petite bouee temoin sont un des principaux facteurs de degradation des lignes d'ancrage. Il est desormais reconnu par tous les intervenants qu'une nouvelle strategie doit etre deployee afin que les pecheurs cotiers professionnels soient mieux responsabilises face a un outil de travail onereux en raison de la bathymetrie environnante, pour que l'effort de peche soit accru par l'utilisation de techniques de peche mieux adaptees, et enfin que l'esprit communautaire prime sur l'individualisme. The fisheries have well developed becoming one of the main fisheries in Okinawa where 210 fads are approved to deploy in 1999. The annual catch by roughly 1 000 boats (most of them are small) is 2500-4000 mt; average catch from one fad is about 20 mt; average catch by one boat on one day is 73 kilogrammes. fads are also important for easing the fishing pressures on bottom fish stocks. Most of the fads were deployed and managed by local fishermen's groups that have improved the structures of the system to withstand typhoons. The catches are strongly depending on the sites, usually the farther offshore, the better the catches. A variety of fishing methods are devised targeting each species and the size of the fish. Being most abundant and having relatively higher prices, yellowfin tuna is the most important and consists 68% of the total production. There have been conflicts among fishermen on the use of fads since the early stage of the fisheries development. Now, the number of fads is regulated by a management committee. Conflicts between fishermen and sport fishermen have become problems; on the other hand, the sport fishing could lead to further development of the fisheries. Degraded fish meat caused by high meat temperature and occasional oversupply have been major marketing problems since prices are strongly related to the meat quality and the fish supply. Langoustes et scyllares des petites Antilles Auteur(s) : Morice, Jean Éditeur(s) : ISTPM Résumé : Crayfishing is not particularly organized in the French islands as their population is not fond of large crustaceans. However, young crayfishes, about the size of the European scampi are ordered by rich Creoles for receptions or family gatherings. But lobsters, heavier than 0.750 to 1 kilo are eaten only by Europeans.Any fisherman who is asked to provide 10 kilos of crayfish catches them very quickly with a brass snare or a hook placed underneath the rocks. Some artisans gather the crustaceans in large rectangular baskets made of wire mesh and called "gardes", to wait for the potential customer. There is no specific pot for this type of fishing whereas Creole wicker makers worked hard on the creation of tools both complex and difficult to make to catch small morays; a fish which does not have a great commercial value.Consequently, it is impossible to precisely assess the importance of the exploitable large crustacean stock based on the catches of the Creole fishermen. If the performances of some crayfish boats from Douarnenez, using Mauritanian nets on the banks of St-Martin, can be considered as extremely satisfactory, it is not the case of other attempts. A whole study has to be undertaken. This note is only the beginning of a larger work focusing on the natural history of the crayfishes and Spanish lobsters in the waters of the arc of the Petites Antilles. La pêche des langoustes n'est pas spécialement organisée dans les îles françaises, la population n'étant que peu friande de gros crustacés. Toutefois de jeunes langoustes, de la taille de la langoustine européenne sont commandées aux pêcheurs par les riches créoles, à l'occasion de réceptions ou de fêtes familiales; mais les « homards») dépassant le poids de 0,750 à 1 kilo sont consommés seulement par les Européens. Si les rendements de certains langoustiers douarnenistes, travaillant au filet mauritanien sur les bancs de St-Martin, ont pu être considérés comme extrêmement satisfaisants, il n'en est pas de même à propos d'autres tentatives. Joint use of echosounding, fishing and video techniques to assess the structure of fish aggregations around moored Fish Aggregating Devices in Martinique (Lesser Antilles) Auteur(s) : Doray, Mathieu Josse, E Gervain, P Reynal, Lionel Chantrel, Josselin Éditeur(s) : EDP Sciences Résumé : From April 2003 to April 2004 monthly sea surveys were conducted around 2 fish aggregating devices (FADs) moored at 2000 and 2500 m depth in Martinique (Lesser Antilles). The use of a dual frequency splitbeam echosounder combined with an underwater camera and fishing methods allowed assessment of average space and time distribution of pelagic fish aggregated beneath the FADs, as well as identification of their overall size and species composition. At daytime, 4 fish aggregations were identified at each FAD, representing 4 distinct types: i) an aggregation of small juvenile tuna (mean fork length, FL: 30 cm) observed very close to the surface in 25% of daytime periods; ii) a small surface aggregation dominated by carangids, Caranx crysos, present in 65% of daytime periods; iii) a large sub-surface aggregation observed during all daytime periods: this aggregation appeared to be primarily comprised of 58 cm FL blackfin tuna (Thunnus atlanticus), mixed with yellowfin (Thunnus albacares) and skipjack (Katsuwonus pelamis) tunas of the same size; and iv) sub-surface scattered large predators (mainly blue marlin, Makaira nigricans) present in 10% of daytime periods. A smaller sub-surface aggregation comprised of medium tuna mixed with "extranatants" (fishes which remain within 10 to 50 m of a FAD) was observed in 75% of night-time periods, whereas unidentified scattered fishes were detected from 70 to 400 m depth. The low daytime vulnerability of medium sub-surface tunas to applied line techniques leads us to assume that their feeding motivation was low during daytime. These tunas could preferentially feed on mesopelagic organisms during night-time and transition periods around Martinican moored FADs. Local fishermen mainly targeted the large scattered predators using very small tunas as living bait. The sub-surface tuna aggregation hence appeared to be currently unexploited by local fisheries, though it represented the large majority of the pelagic biomass around the moored FADs. Des campagnes scientifiques mensuelles ont été menées autour de 2 dispositifs de concentration de poissons ancrés à 2000-2500 m de profondeur, en Martinique d'avril 2003 à avril 2004. L'utilisation combinée d'un échosondeur monofaisceau multifréquence, d'une caméra vidéo sous-marine et de techniques de pêche conventionnelles a permis de déterminer la distribution spatio-temporelle moyenne des poissons agrégés autour des DCP ancrés ainsi que la composition générale des agrégations. Les techniques de vidéo sous-marine ont joué un rôle majeur dans l'identification des espèces et l'observation de leur comportement. De jour; quatre types d'agrégations ont été définis : i) une agrégation de thonidés juvéniles (longueur à la fourche, LF, moyenne : 30 cm) observée très près de la surface durant 25 % des périodes diurnes échantillonnées ii) une petite agrégation composée essentiellement de Caranx crysos présente en surface lors de 65 % des phases diurnes iii) une grande agrégation de thons observée en sub-surface lors de toutes les phases diurnes; cette agrégation était constituée essentiellement de thons noirs (Thunnus atlanticus) de 58 cm LF, associés de façon saisonnière à des albacores (Thunnus albacares) et des listaos (Katsuwonus pelamis) de taille similaire iv) des grands prédateurs assez dispersés (essentiellement le marlin bleu, Makaira nigricans), observés lors de 10 % des phases diurnes. Une agrégation de sub-surface, aux dimensions plus réduites et composée de thons et "d'extranatants" (poissons restant à distance de 10 à 50 m du DCP) a été observée lors de 75 % des périodes nocturnes; ainsi que des organismes non-identifiés dispersés entre 70 et 400 m de profondeur. La faible vulnérabilité diurne des thons de sub-surface aux techniques de ligne utilisées indique qu'ils ne se nourrissent pas activement durant la journée. Ces poissons pourraient se nourrir préférentiellement d'organismes mésopélagiques durant les phases de transition et nocturnes autour des DCP ancrés. La pêcherie artisanale martiniquaise n'exploite qu'une faible part des ressources agrégées autour des DCP ancrés. Les principales espèces-cibles sont les grands prédateurs capturés de jour en utilisant des thonidés juvéniles comme appât vivant. L'agrégation de thons de sub-surface représente la grande majorité de la biomasse autour des DCP mais elle est quasiment inexploitée par les pêcheries locales. In Guadeloupe, no allegation concerning ghost fishing was made public to date. In the absence of objective studies about this phenomenon, it is impossible to quantify the impact of these lost gears on the resource (Chaves et al. 2006). However, the characteristics of small-scale fishing existing in this area let think that it happens indeed that fishing machines are lost: - weather constraints, sometimes of catastrophic type (storms, hurricanes). The fishermen fix less racks (traps) during the period preceding the hurricane season in preparation for possible loss (Komla-Soukha and Bouchereau 2007). Of the 40 000 Caribbean traps around Guadeloupe, about 20 000 are lost each year during hurricane season, but continue to catch fish for many months (Burke and Maidens 2004); - accidents (most common causes after the literature) occurring during a fishing operation are events already well orally brought back (Macfayden et al. 2009); - the voluntary abandonment at sea of material by the fisherman for convenience reasons; - the consequences of conflicts of use (thefts, destruction of fishing gears, boardings of ships). It is the case in the Caribbean area in connection with the interactions related to the stake on resources exploitation (Blanchet et al. 2002). Fishing strategies, economic performance and management of moored fishing aggregating devices in Guadeloupe Auteur(s) : Guyader, Olivier Bellanger, Manuel Reynal, Lionel Demaneche, Sebastien Berthou, Patrick Éditeur(s) : Edp Sciences S A Résumé : Moored FADs (MFADs) have been a key area for development in Guadeloupe (Lesser Antilles) since the late 1980's. The main objectives underpinning the development of MFADs were to (i) reduce fishing pressure on coastal fishing resources; (ii) boost fishermen's incomes; and (iii) increase local consumption of locally generated fishery products as a proportion of overall consumption. This paper gives an overview of the current structure of Guadeloupe's fishing fleet and fisheries, with a specific focus on MFAD fleets in a relatively unstructured environment with regard to regulation, and so how these fleets operate in a context of unrestricted development of private MFADs. In addressing the following key issues, this paper aims to: assess the economic performance of fleets operating on MFADs, understand why the MFAD fishing activity has not developed more than it has, and suggest how better MFAD management could improve the situation. Socio-economic information on a trip and fleet level basis were collected and stored on a fisheries information system to analyse the relative attractiveness of MFAD fishing and assess the overall economic performance of MFAD fleets as compared to other non-MFAD fleets. Non-monetary variables were also tested to explain the degree of dependence on MFADs. In 2008, economic returns from FADs were relatively low, both in terms of wages for the crews and in terms of profit for vessel owners. Earnings were higher than coastal fishing activities, but seem to have been very sensitive to the indicators used in our analysis. MFADs are expected to become much more attractive as a result of MFAD regulation, especially through the establishment of collective MFADs. The significant contribution of FADs to Solomon Taiyo Limited's fishing operations Auteur(s) : Sibisopere, M Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : From 1972, when Solomon Taiyo Limited (stl) started a pole-and-line fishing operation, to 1980, stl vessels had been catching tuna almost exclusively from surface free-swimming schools. In 1981, a fad programme group purse-seining fishing operation, using the Filipino "payao" model, was put in place. Results were excellent and STL vessels quickly adapted their fishing methods to make the best use of fads. STL slightly modified the original payao design to better suit its own needs and nowadays, about 90% of the group purse seine catch, i.e. 5,800 t annually, and around 60-70% of the pole-and-line catch, i.e. about 15,000 t annually, come from fad fishing. fads bring benefits not only to stl but also to the rural communities of the region. For stl, it allows savings on the operational costs, especially those of pole-and-line fishing operations, reduction of searching time and a better regularity of fish landings. For the rural communities, it gives better returns to bait-ground owners through royalties paid by stl for their baitfishing boats and it allows local fishing communities (known as canoe-fishermen) to increase their catches using fishing methods (artisanal) such as trolling and midwater handlines set around fads. This provides fish for family consumption and a source of income from fish sold. Overall, the importance of fads to stl's fishing operation, and therefore to the local economy as a whole, is high, although no precise value can be attached to it.
