Description : French Overseas Départements are no longer islands as far as their economy is concerned : costs of transatlantic transportation has become too low to provide local productions with sufficient protection. The growth of local unemployment is a threat today for these societies. Producing new goods or services for export seems hardly conceivable for the time being, as french Overseas departments did not find any comparative advantage so far. So, recovering domestic market seems the only way to get jobs. But such a policy would require that would be allowed to raise customs to protect their domestic market : a change for a new status in E.U. law would be necessary, and these ultraperipherical regions would have to be changed into overseas countries and territories.

Description : Volcano tourism plays an important role in the economies of volcanic islands in the Lesser Antilles. On islands like St. Lucia and Dominica these volcanoes have been utilized as geoparks and the areas even being designated as World Heritage Sites. In many of these islands, farming communities also live on the slopes to these volcanoes and with the increased pursuit of geothermal energy the siting of geothermal operations are also located in close proximity. Volcanic activity, therefore, has a significant impact on these islands at a local and national level. Many volcanomonitoring institutions face the financial and human resources challenge of providing ongoing monitoring services to economically burdened small island states. This has often led to the exploration of alternative low-cost monitoring options and strategies to be adopted by monitoring agencies. One such strategy is the adoption of a volcanic risk reduction approach to research and monitoring activities, which integrates the social and physical sciences through the engagement of local communities as partners with scientists in disaster risk reduction. We present a recent approach adopted using this type of strategy in St. Lucia and lessons learnt from this approach with implications for volcano tourism on island. The potential use of this strategy in Dominica is also presented, given the economic challenges the island currently faces during its ongoing recovery efforts from Hurricane Maria in 2017.

Description : In the eighteenth and the early nineteenth centuries, inter-imperial connections, many of which were illicit, were of crucial importance in the functioning of European colonialism in the Atlantic world and during its heyday. One example of economically important trade connections across imperial borders is the maritime mule trade. Based on a large variety of secondary sources, supplemented by primary materials, this paper seeks to provide insights into the functioning of this business. Enterprising merchants used the opportunities available to them to connect breeding areas and zones of cash crop production. Likewise, geography played an important role in connecting demand and supply over both short and long distances, as physical proximity and trade winds helped forge connections. Mules were transported to the insular Caribbean, and in particular the French islands, to serve as draft animals, especially by moving vertical cylinders called rollers that crushed the sugar cane, although they were not the only animals used for such purposes. To meet the mule demand of the Caribbean islands, the animals were imported from a variety of regions, including France, North Africa, and the Cape Verde islands. Eventually, however, supplies from other parts of the Greater Caribbean came to dominate the mule business.

The development of the small island territories is often approached under the angle of the vulnerability, the limits and other handicaps which penalize inevitably their growth perspectives. However, it is noticed that some islands display nowadays among the most prosperous economies to the world. The object of this reflection is to propose a frame to study the small islands, the evolution of their positioning and trajectories of development. It’s interesting to see how small islands, with their different political statuses and economic dependences, manage their development in the globalized economy by using conveniently their peculiarity.
Le développement des petits territoires insulaires est souvent abordé sous l'angle de la vulnérabilité, des limites et autres handicaps qui pénalisent inéluctablement leurs perspectives de croissance. Or force est de constate que quelques îles s’affichent désormais parmi les économies les plus prospères au monde. L’objet de cette réflexion est de proposer un cadre pour étudier les petites îles, appréhender l’évolution de leurs positionnements et leurs trajectoires de développement. Il s’agit de voir dans quelle mesure ces petites îles, aux statuts juridiques variables et dépendantes sur le plan économique, peuvent opportunément tirer profit de leur situation – parfois en jouant sur leur singularité- pour se positionner avantageusement dans la configuration actuelle de l’économie mondialisée.

Islands were studied for a long time as simple peripheral territories, territories which flesh out the seamless continuation of continental logic, meaningless territories without the prism and perspective of metropolitan power. Through the field of the island studies, critical questions cross various island experiences and their context of development and their configurations; or otherwise study specific temporalities, connectivities and materialities, in the context of globalization. To study islands requires taking the measure of these territories, far from any monolithic vision, to analyze their space with regard to their social and political realities, to identify their economic clout and their context of development and the legacies of the history, in consideration of their geographical neighbourhood. It is a question of considering the exogenous logics which make the island and interrogate its internal dynamics.The subject of study is the island, "island" as object, the island in the management of its space, the definition of its territorial project, the positioning of the island in its environmental perspective and the opportunities it enjoys and the strategies it deploys in the globalized economy. The wealth of scholarship of and about islands and island societies extends beyond the simple spatial frame of the island; ‘the Island’ can be understood as a synecdoche, a convenient, manageable and reasonable microcosm of the continent.
Les îles ont longtemps été étudiées comme de simples lieux périphériques, inscrits dans le prolongement de logiques continentales ; des espaces dépourvus de sens en dehors du prisme des puissances métropolitaines. A travers le champ des études insulaires, il s’agit désormais de croiser les différentes expériences insulaires, de poser les contextes de développement et d’étudier les configurations et les temporalités spécifiques des îles. Étudier les îles nécessite de prendre la mesure de ces territoires -loin de toute vision monolithique-, d’analyser leur espace au regard des réalités sociale et politique, de cerner leur poids économique et leur contexte de développement, des héritages de l’histoire à la prise en compte de leur voisinage géographique. Il s’agit de prendre en considération les logiques exogènes qui font l’île et d’interroger les dynamiques internes.Le sujet d’étude est l’île, l’objet «île », l’île dans la gestion de son espace, la définition de son projet territorial, le positionnement de l’île dans son environnement respectif et les opportunités et stratégies dans l’économie mondialisée. La richesse des enseignements des territoires et des sociétés insulaires débordent le simple cadre spatial de l’île qui peut être entendue comme une synecdoque, un microcosme commode et raisonnable du continent.

Tourism in coastal and island environments: Continuity, limits and perspectives Coastlines and islands are particularly affected by the development of tourism worldwide. Between "desire costal" and "fantasy Island", its coveted spaces for both their tangible and intangible dimensions, open to tourism. Attracted by the economic opportunities they so desperately need, more or less aware of their comparative advantage and their limitations, they deliver resources preserved, the most vulnerable, which are the subject of complex relationships and issues.
Les littoraux et les îles sont des espaces particulièrement prisés par le développement du tourisme à travers le monde. Entre " désir de rivages " et " île fantasmée ", ces espaces convoités, tant pour leurs dimensions tangibles qu'intangibles, s'ouvrent au tourisme. Séduits par les opportunités économiques dont ils ont tant besoin, plus ou moins conscients de leur avantage comparatif et de leurs limites, ils livrent des ressources préservées, des plus vulnérables, autour desquelles se construisent de complexes relations et enjeux.

Résumé : Imputer, comme on le fait quotidiennement, le mal-développement des départements français d’outre-mer à leur « éloignement » et à leur « insularité » est devenu un véritable rite, mais paraît peu fondé lorsque l’on analyse objectivement les conditions de la desserte et de l’approvidionnement de ces départements depuis la métropole : l’insularité n’est plus une réalité économique. Bien au contraire, son abolition a exposé les activités productives locales à la concurrence des importations, et les a littéralement laminées. La dangereuse montée de l’inactivité au sein des populations de l’outre-mer conduit donc à rechercher les conditions d’une relance de ces activités productives. La conquète de nouveaux marchés extérieurs suppose des avantages comparatifs … qui restent à découvrir. La reconquète du marché intérieur serait, par contre, possible si une protection ponctuelle du marché local par des droits de douane redevenait juridiquement concevable : le passage à un statut communautaire de P.T.O.M. en serait la condition.
