Regional Development Through Religious Tourism. San Juan de los Lagos and Jalostotitlán in Los Altos de Jalisco Region, Mexico Auteur(s) : Martínez Cárdenas, Rogelio Éditeur(s) : Université des Antilles Études caribéennes Résumé : This document shows several of the main findings of the research work in the towns of San Juan de los Lagos and Santa Ana de Guadalupe, Jalostotitlán, Mexico, on the occasion of knowing the impact it has had the policy used by the Ministry of Tourism, regarding the promotion of religious tourism in both populations as a source for economic development.Among the findings are that the project whose intent is to develop a similar route to that of the "Camino de Santiago" in Spain, and include both populations is often unknown to visitors to these religious sites.Another important result concerns the data were limited marketing of products manufactured locally or regionally. This prevents the economic benefits of religious tourism that visits this population, have very little benefit to people nearby. Cet article propose quelques-unes des principales conclusions de la recherche menée dans les villes de San Juan de los Lagos et Santa Ana de Guadalupe, Jalostotitlán, au Mexique, sur l'impact de la politique menée par le ministère du tourisme en matière de promotion du tourisme religieux comme source potentielle de développement économique.L’accent est mis sur le projet d’une route similaire à la "Camino de Santiago" en Espagne dont le but est d’impliquer les populations dans l’accueil des visiteurs et la mise en valeur des sites religieux. Un autre résultat important concerne la commercialisation des produits fabriqués localement ou régionalement. Cela permet d'éviter les retombées économiques du tourisme profitent davantage aux villes voisines qu’aux populations locales. El presente documento, muestras varios de los principales hallazgos del trabajo de investigación realizado en las poblaciones de San Juan de los Lagos y Santa Ana de Guadalupe, Jalostotitlán, México, con motivo de conocer el impacto que ha tenido la política utilizada por la Secretaría de Turismo, referente a la promoción del turismo religioso en ambas poblaciones como fuente generadora para su desarrollo económico.Entre los hallazgos, se encuentran que el proyecto cuya intensión es desarrollar una ruta similar a la del "camino de Santiago" en España, y que incluiría ambas poblaciones, es desconcida para los visitantes a estos sitios religiosos.Otro resultado importante, se refiere a la escaza comercialización de productos manufacturados en de manera local o regional. This town still nowadays looks overwhelmed by that tragedy despite the diversity of its natural and marine, religious and military, commercial and administrative heritage. Space was filled again without taking into account the sites and buildings which had existed previously, and efforts in favour of tourism have been limited. The authors first analyse the diversity of these patrimonies, then examine the views and purposes which have divided the people : preservation, development or ignorance. Ancienne et riche capitale, des Antilles françaises, Saint-Pierre fut détruite le 8 mai 1902 par l’éruption de la montagne Pelée, qui fit près de 30 000 morts. Cette commune donne toujours aujourd’hui l’impression d’être écrasée par cette tragédie, malgré la variété et la richesse de son patrimoine, naturel et marin, religieux et militaire, commercial et administratif. La réappropriation spatiale, s’est faite sans mémoire des lieux ; la mise en valeur touristique et restée limitée. Las religiones y culturas de origen africano (Brasil, Cuba, Venezuela) a prueba de políticas turísticas y rivalidades ¿ Un desarrollo sostenible ? Pero, tanto el control ejercido sobre ellas por los organismos oficiales, con fines de comercialización, como las rivalidades entre paises, así como en algún caso, entre ciudades de un mismo país, conllevan una enajenación de la cultura (según la teoría del control cultural de Guillermo Bonfill), cuestionando la posibilidad de un desarrollo equilibrado, es decir sostenible. Les religions d’origine africaine ont été transformées, au Brésil, à Cuba et plus récemment au Venezuela, en instruments pour augmenter la captation de devises, par le biais de programmes présentés par les autorités comme répondant aux normes du développement durable. Mais, tant le contrôle exercé sur ces manifestations culturelles, à des fins de commercialisation, que les rivalités engendrées entre pays, ou entre villes dans certains cas, mènent à une aliénation des acteurs de leur propre culture (après Guillermo Bonfill), contredisant la définition même de “développement durable”. The religions of African origin have been taken in Brazil, in Cuba and more recently in Venezuela as instruments to increase the inflow of currency, in tourism development programs presented by the authorities as sustainable. But the control exercised on them by the State organizations, with marketing purposes, as well as the rivalries between countries, as well as between cities of the same country in some cases, carry an alienation of the culture (according to Guillermo Bonfill's theory of cultural control), questioning the possibility of a balanced development, that is to say a sustainable development. Bali (Indonésie) : le patrimoine culturel contre ou avec le développement touristique ? Un paradis en sursis et le risque d’un tourisme de luxe non maîtrisé Auteur(s) : Michel, Franck Éditeur(s) : Université des Antilles Études caribéennes Résumé : Cet article traite de la spécificité de l’activité touristique à Bali, fondée sur une identité locale forte et un riche patrimoine naturel et culturel mais aussi troublante en raison de l’importance et la complexité des jeux d’acteurs, ou encore des contextes sociaux, religieux et géopolitiques propres à ce territoire insulaire. Nous analyserons les liens pérennes ou non entre patrimoine et développement en focalisant sur ce qui fait l’image de marque de Bali sur les plans touristique et politique : le tourisme culturel. Cette étude de cas illustre les dynamiques d’acteurs dans le cadre de l’île de Bali où l’on constate une forte imbrication entre tourisme international, protection de l’environnement et promotion du patrimoine culturel. Vendue comme un paradis tropical, perçue comme l'île des Dieux, Bali se voit contrainte de mesurer les risques d'un tourisme culturel qui se transformerait trop rapidement en culture touristique. Des pistes seront proposées afin d’encourager l’ensemble des acteurs à œuvrer pour que le « dernier paradis » (last paradise) ne devienne pas un « paradis perdu » (lost paradise). Since the 1930s, Bali has been generally seen as a traditional tourism destination quite fashionable. Nowadays, a new kind of tourism, rather esoteric if not totally spiritual, is emerging on this small “paradise” often referred as a natural untouched and cultural preserved island. To attire more international tourists, the “Island of Gods”, as the tourism promoters still name this tropical holiday paradise, is now also targeting on the industry of “well-being”. This article deals about the specificity of the local tourism activity which is based on a strong cultural identity and a rich natural and also religious heritage. Uncontrolled development of this predatory industry brings also a lot of new problems, such as pollution or acculturation. Here, our aim is to focus and analyse the real and false ties between heritage, development and tourism, always by keeping in mind that the regional motto about tourism policy still is to encourage “cultural tourism” as a real model (a “brand”, in fact) of success. We especially try to explain, in this current work (still in progress), the touristic situation in the main cultural site located on the island: Ubud. This small city, really boosting during the last decade, is worldwide reputed for the rich cultural performances and seen as “the” artistic capital of Bali. Ubud offers also a perfect example of an intense and dynamic bond between cultural heritage and economic development. Often for the best and sometimes also for the worse. In this rural but international spot, it seems that tourism business allows the local population to live in better ways and, sometimes, even to reborn, culturally speaking! Our case study shows also the big threats behind the current tourism policy: the large scale business occurred by globalization and all the tourism opportunities thus provided cannot hide the real weakness that for sure also concern the balinese way of thinking and living. Cultural tourism could rapidly be transformed in a dangerous kind of tourism of the culture, with all the big (and bad) changes the Balinese don’t want to see happening on their lovely and holy island. So, the present reflection conducts us to think more deeply on some new and alternative ways of developing tourism in Bali. Finally, our aim is to think, first by listening to the desire of the Balinese themselves, in which best manner this “last paradise” will not become a “lost paradise”. La fête de Pâques : transgressions et instrumentalisations au sein des pratiques touristiques. Le cas de Maramureş en Roumanie Auteur(s) : Catrina, Sonia Éditeur(s) : Université des Antilles Études caribéennes Résumé : Le but de cet article est d’analyser la manière dont s’effectue la construction sociale et symbolique de l’identité des propriétaires de pensions touristiques de Maramureş en présence des touristes pendant la période d’abstinence, recueillement et préparation pour les Pâques, durant cette fête religieuse et les jours qui lui suivent. Partant d’une description socio-anthropologique des « ingrédients » de cette fête nous nous proposons d’en identifier les transgressions et leurs significations dans le contexte d’un tourisme rural de type familial. On essaie de comprendre « le comment » et « le pourquoi » des logiques qui se trouvent derrière l’instrumentalisation de certains symboles de cette fête religieuse dans la sphère privée d’identification. Nous supposons que la désobéissance à certaines pratiques coutumières liées à la fête religieuse répond à des besoins de marketing touristique. Au-delà de l’étude des mécanismes de « mise en scène » des éléments collectifs d’identification sélectionnés par les propriétaires de pensions touristiques, c’est bien la question d’identité qui est au cœur de notre propos. The purpose of this paper is to analyze the way in which the guesthouse owners from Maramureş carry out a social and symbolic construction of their identity in the presence of the tourists during the season of fasting, reflection and preparation before the celebration of Easter, during this religious holiday and the days after that. Starting from a socio-anthropological description of the “ingredients” of this religious holiday we aim at identifying its transgressions and their meanings in the context of the rural family-type tourism. We try to understand the “how” and the “why” of the logics which are behind the instrumentalisation of certain symbols of this religious holiday in the private sphere of identification. We assume that the disobedience to certain ancestral practices associated with this religious holiday answers the guesthouse owners’ tourism marketing needs. Behind the study of the mechanisms of “putting on display” items of collective identification selected by the guesthouse owners, it is the question of identity which is the heart of our reflection. Del lujo al terorrismo : turismo, el terrorismo por otros medios Auteur(s) : E. Muchos analistas sugieren que el turismo es una actividad secular que obstruye la vida religiosa, otros sugieren que el lujo desmedido y la ostentación generan un resentimiento precisamente en aquellas poblaciones donde las necesidades básicas no se encuentran satisfechas. Desde otra perspectiva, defendemos la tesis que turismo y terrorismo comparten un origen común, la organización del trabajo en la era industrial. Ni el terrorismo es un fenómeno moderno, ni mucho menos monopolio del Islam. Si por un lado, la lucha sindical devino en un sinnúmero beneficios para la fuerza laboral, beneficios que terminaron masificando a la industria de los viajes, no menos cierto es que por el otro, las demandas sindicales que atentaban contra el aparato productivo capitalista fueron rechazadas y expulsadas hacia las afueras de los contornos de la sociedad. Sin miedo al error, puede afirmarse que el turismo es el terrorismo por otros medios. Desde dentro, la lucha sindical y la huelga fueron los mecanismos legales para lo que fuera de las fronteras fueron denominados actos de terrorismo. A medida que la lógica de producción capitalista comenzó a descentralizarse, y las viejas estructuras de poder fueron recicladas, los blancos de los ataques terroristas dejaron de ser los políticos, o personajes importantes de la cultura, para pasar a ser los turistas. Comprender la función social del lujo es entender la forma en que la organización del trabajo y el terrorismo convergen. Terrorism-led studies pointed out to tourism as a pleasure industry where visitors experience hedonism and luxury. Many analysts see in tourism a secular activity that intrudes in the religious forms of Middle East, while others signals to the resentment generated by unlimited luxury and ostentation these types of establishment offer. A third view is oriented to discuss a new fresh thesis. We argue that are inextricably intertwined by means of the industrial organization of labor. Nor terrorism is a monopoly of Islam, neither it is a modern phenomenon. If, on one hand, the worker union struggle resulted in a set of monetary and legal benefits for workforce, advantages that led to a mass-tourism, no less truth was that, on another hand, those claims which defied the capitalist order were rejected and expulsed towards the periphery of system. With no fear to any mistake, this validates the idea that tourism is terrorism by other means. Within society, strike and worker union organization served as two legal mechanisms to discipline workers, but beyond the control of society, the same was labeled as terrorism. At time the logic of production was decentralized, as main target of terrorism, politicians and important celebrities set the pace to lay people and tourists. By understanding the role played by luxury at this stage, is a good first step to acknowledge that organization of labor and terrorism converge. Coral garden economies: international tourism and the magic of tropical nature Auteur(s) : Picard, David Éditeur(s) : Université des Antilles Études caribéennes Résumé : This paper aims to explore the complex relationships between international tourism and the production and exchange of 'nature' in tropical countries. It is based on data gathered through an ethnographic case study approach on the changing aesthetic, economic and symbolic values attached to the coral reef in the tropical island of La Réunion, Indian Ocean. The analysis of this data shows that, from the point where the collective imaginaries in the Western world associate a 'magic' value with corals, an international institutionalisation process takes place in order to protect and preserve coral reefs and make them touristically accessible. This raises important issues related to the challenges the new value of tropical nature represents for the communication and exchange systems of communities in tropical countries. The paper first explores the meanings of the spiritual and religious value Western societies attribute to coral reefs. It then discusses the institutionalisation of tropical nature by international organisations and the problem of parallel land and natural space ownership systems in La Réunion. After that, it deconstructs the mystification policy of the coral reef operated by local institutions in La Réunion and examines the meaning of protecting the coral reef as a socially embedded 'communicative action' in La Réunion. L’objectif de cette étude est d’explorer les relations complexes entre d'une part le tourisme international et d'autre part la production et l'échange de 'nature' dans des pays tropicaux. L'étude est basée sur des données recueillies à travers une approche ethnographique des valeurs esthétiques, économiques et symboliques attachées au récif corallien de l'île de La Réunion, dans l'océan Indien. L'analyse de ces données montre qu'à partir du moment où les imaginaires collectifs de l'Occident associent les coraux à une valeur 'magique', un processus d'institutionnalisation internationale s’engage dans le but de protéger, préserver et rendre accessibles au tourisme les récifs coralliens. Ceci implique des problématiques importantes liées à la mise à l'épreuve des systèmes de communication et d'échange des sociétés dans les pays tropicaux. L'étude explore d'abord la signification des valeurs spirituelles et religieuses qu'attribuent les sociétés occidentales aux récifs coralliens. Ensuite, elle discute l'institutionnalisation de la nature tropicale par des organisations internationales ainsi que le problème de l'existence de différents systèmes de gestion foncière à La Réunion. Enfin, l'étude déconstruit la politique de mythification du récif corallien mise en œuvre par des institutions locales à La Réunion et examinera la signification de 'protéger l'environnement' en tant qu'action communicante définie par les systèmes de communication et d'échange réunionnais.
