This assumption is based on research from the terrestrial environment and theoretical evolutionary modelling. We test this assumption in the marine environment by analysing the mitochondrial genetic diversity of 33 coral reef fish species from five families sampled from Pacific Ocean archipelagos. Surprisingly, haplotype and nucleotide diversity did not differ significantly between endemic and widespread species. The probable explanation is that the effective population size of some widespread fishes locally is similar to that of many of the endemics. Connectivity across parts of the distribution of the widespread species is probably low, so widespread species can operate like endemics at the extreme or isolated parts of their range. Mitochondrial genetic diversity of many endemic reef fish species may not either limit range size or be a source of vulnerability. Cette vision sur le court terme qui est celle de la majorité de la population -à savoir les pauvres- n’est cependant pas une vérité absolue puisque le groupe largement minoritaire de la population, les riches ou encore l’élite économique, compte des entrepreneurs au sens des pays riches, c'est-à-dire des personnes ayant une vision de l’entreprise sur le long terme avec pour perspective la croissance de l’entreprise et l’enrichissement personnel, parfois « saupoudré » ,ici et là, d’une touche sociale par rapport à la montée en puissance du phénomène Responsabilité Sociale des Entreprises (RSE). Ce numéro spécial sur l’entrepreneuriat en Haïti se veut force de propositions (pratiques) pour que l’entrepreneuriat ait droit de cité comme force motrice du développement d’Haïti. Si comme le dit l’entrepreneur Jerry Tardieu : investir et s’investir en Haïti est un acte de foi, que faire pour faire pour que l’entrepreneuriat soit un moteur de développement durable en Haïti ? Telle est la question centrale de ce numéro spécial. L’entrepreneuriat en Haïti a longtemps été marqué – notamment dans la partie formelle – par la dominance du commerce opéré pour une large part par des immigrés moyen-orientaux (Syriens, Libanais, etc.) et de grandes entreprises étatiques. L’économie haïtienne a entamé depuis les trois dernières décennies un élargissement de son entrepreneuriat à travers la privatisation des monopoles d’Etat et, récemment, se précise l’engouement des jeunes pour la création d’entreprises. Si pour certains analystes comme Lundahl (2010), l’entrepreneuriat communautaire a échoué en Haïti, il n’en demeure pas moins que la micro finance a connu un développement tel, qu’elle a démocratisé l’accès au financement et permis le développement d’une multitude de micro-entreprises (Paul, Daméus & Garrabé, 2011). In Haiti, nothing seems to be planned in advance. Everything seems to happen by chance, hence the reason why entrepreneurship is a heavy weight in the GDP of the country (Financial Times, 2015). This non strategic and short term vision of entrepreneurship in Haiti is peculiar to the vast majority of the population, that is to say the poor. However, this does not happen across the board as the rich (the minority of population) also called the ‘elite’ have a perception of entrepreneurship similar to developed countries where entrepreneurship is seen as a long term strategy with so called Corporate Social Responsibilities (CSR). This special issue about Haiti is to find practical solutions to ensure that entrepreneurship can play a major role in the economic development of the country. Jerry Tardieu, a Haitian entrepreneur, claimed that investing in Haiti is a proof of faith in the country’s potential. What can be done to turn entrepreneurship into a sustainable tool for the development of Haiti? This is the central research question of this special issue. For a while, leading entrepreneurs in Haiti were from the Middle East (Syria, Liban, etc) and public companies. However, over the last three years, entrepreneurs in Haiti have come from different backgrounds. Also, more and more young people are getting into entrepreneurship and many public companies have been privatised. Despite the fact that for some analyst’s entrepreneurship in Haiti has totally failed (Lundahl, 2010), the development of micro finance over the last few years has democratized access to funding, enabling development of a multitude of micro-enterprises (Paul & Dameus Garrabé, 2011) (Paul, Daméus & Garrabé, 2011). En Haití, nada parece estar planificado y pensado en el largo plazo, probablemente es la razón por la cual la iniciativa empresarial no está jugando un papel importante en el desarrollo de la economía (Financial Times, 2015). Esta visión a corto plazo es el de la mayoría de la población. Sin embargo, no es una verdad absoluta ya que el grupo de población en gran minoría, los ricos o la élite económica, los empresarios responsables de los efectos de los países ricos es decir, las personas con una visión de negocio a largo plazo con la perspectiva del crecimiento de la empresa y de enriquecimiento personal, aunque a veces 'salpicado aquí y allá de un toque social, en comparación con el aumento del fenómeno de la Responsabilidad Social Corporativa (RSC). Este número especial sobre el emprendimiento en Haití quiere suscitar propuestas (prácticas) para que la iniciativa empresarial llega a ser citada como una fuerza impulsora en el desarrollo de Haití. Si, como lo dice el empresario Jerry Tardieu, invertirse e invertir en Haití es un acto de fe, ¿que hacer para que el espíritu empresarial sea un motor para el desarrollo sostenible en Haití? Esta es la pregunta central de este número especial. Emprendimiento en Haití durante mucho tiempo ha sido etiquetado - sobre todo en la parte formal - por el predominio del comercio operado en gran parte por inmigrantes de Oriente Medio (Siria, Líbano, etc.) y las grandes empresas estatales. Complemented with in situ observing networks, the ultimate goals are to be able to make accurate estimates of selected key sets of geophysical variables, with the intention of either making operational predictions across time and spatial boundaries, or advancing fundamental knowledge through development of empirical relationships and theoretical models. For satellite oceanography, improvements are then constantly being sought in our understandings of the geophysical processes, the sensor physics, the electromagnetic and microwave properties and interactions at the complex air-sea interface. Challenges appear as unlimited as the variety of sea surface dynamics and boundary layer meteorological conditions with their broad range of spatial and temporal scales across the globe. To face these challenges, numerous efforts took places over the passed decade to build an ever-increasing quality, quantity, duration and integration of ocean observations. In parallel, simulation capabilities largely improved. All these efforts are then all critically calling for improved methodologies to better structure the wealth of information that is made readily accessible. This latter aspect is a very demanding new component for future multidisciplinary scientific research. Major innovations to consolidate sensor data repositories, to automate tailored queries, to extract, reveal and quantify relationships will then closely associate computer science developments and applied statistics with comprehensive theoretical and experimental thematic studies. ![]() | Approche empirique de la pecherie d'espadon (Xiphias gladius) dans l'ocean Indien et modelisation des deplacements des poissons dans le paysage oceanique tropical Auteur(s) : Guyomard, David Éditeur(s) : Ecole Nationale Supérieure Agronomique de Rennes Résumé : Long-line fishing has been growing on the island of La Réunion since the beginning of the 1990s. The target species is the swordfish (Xiphias gladius), fished mainly in the tropical waters surrounding the island between longitudes 45 degree E and 60 degree E, and latitudes 17 degree S and 27 degree S. From 1998 to 2000, a finalised research programme enabled the collection of precise data concerning the lines' positions and the parameters of the fishing efforts: 3,602 nettings were thus informed by the catches (in numbers of individuals caught) and 12 descriptive variables of the effort. In parallel with this collection effort, satellite maps that described the ocean's landscape of this region of the Indian Ocean exploited by La Réunion's fisheries were made available to sailors and scientists. Extractions from these environmental variables were made at the fishing lines' positions, which allowed us to propose 20 variables describing the environmental conditions of swordfish catches applied to the nettings. In an early part of this study, after a descriptive analysis and a first selection of the variables, we used several GAM (Generalised Additive Models) to model the respective effects of effort and environmental variables on the variability of swordfish catches. We thus highlighted the predominance of factors linked to fishermen (fishing effort) on oceanographic factors in the explanation of this variability. Following these results, a summary on the biology and ecology of the swordfish was proposed in order to draw up hypotheses on the characteristics of this species' population in the Indian Ocean. The aspects linked to the individual behaviour and movements of the population were particularly highlighted. In a latter part of this study and in order to complete the empirical approach by an exploratory constructivist approach, we proposed a modelling tool in order to simulate the possible movements of individuals within the oceanic landscape described by the available satellite maps. After reading in the literature about the various forms of modelling the movements of the large pelagics, we developed an original computer modelling architecture of the multi-agent type that made it possible to manipulate in a dynamic way the satellite maps (and derived products), the individual movements of "animats" whose behaviours were based on this environmental information, and agents that clarify the process of long-line fishing in a geographical way. The computer model that was implemented (MUFINS, for MUlti-Fish INdian ocean Simulator) was next used by calibrating the behaviour of the animats on the real data originally from the analysis of commercial catches proposed in the first part, using robust techniques based on fuzzy logic. The results of the simulations were compared, on the one hand, with the large-scale hypotheses of movement proposed in the first part, and, on the other hand, to swordfish catches both real and corrected for the effect of the fishing effort modelled by the GAM models. Even if the results of these simulations in this study do not allow for proposing convincing interpretations of the underlying processes, the MUFINS tool showed its ability to address questions associated with the swordfish's behaviour in the tropical oceanic landscape and to the effects of scale transfers between the individual level and the collective level. We now envisage its use in a more operational framework, as an interface for dialogue between fishermen and scientists with a goal of sustainable management of the resource. La peche palangriere s'est developpee a l'ile de La Reunion depuis le debut des annees 1990. L'espece cible est l'espadon (Xiphias gladius), principalement exploite dans les eaux tropicales autour de l'ile entre les longitudes 45 degree E et 60 degree E, et les latitudes 17 degree S et 27 degree S. De 1998 a 2000, un programme de recherche finalisee a permis de collecter des informations precises concernant les positions des lignes et les parametres de l'effort de peche : 3602 filages sont ainsi renseignes par les captures (en nombre d'individus captures) et 12 variables descriptives de l'effort. En parallele de cet effort de collecte, des cartes satellitales ont pu etre mises a la disposition des marins et des scientifiques, decrivant le paysage oceanique de cette region de l'ocean Indien exploitee par la pecherie reunionnaise. Des extractions de ces variables environnementales ont ete effectuees aux positions des lignes de peche, nous permettant de proposer 20 variables descriptives des conditions environnementales de captures d'espadon appliquees aux filages. Dans une premiere partie de ce travail, apres une analyse descriptive et une premiere selection des variables, on a modelise par plusieurs modeles GAM (Generalized Additive Models) les effets respectifs des variables d'effort et des variables environnementales sur la variabilite des captures d'espadon. On a ainsi mis en evidence la predominance des facteurs lies aux pecheurs (effort de peche) sur les facteurs oceanographiques dans le caractere explicatif de cette variabilite. A la suite de ces resultats, une synthese sur la biologie et l'ecologie de l'espadon a ete proposee afin de degager des hypotheses sur les caracteristiques de la population de cette espece dans l'ocean Indien. Les aspects lies au comportement individuel et aux deplacements de la population ont ete particulierement mis en evidence. Dans une deuxieme partie de ce travail et afin de completer l'approche empirique par une approche constructiviste exploratoire, nous avons propose un outil de modelisation afin de simuler les deplacements possibles d'individus au sein du paysage oceanique decrit par les cartes satellitales disponibles. Apres avoir passe en revue dans la litterature les differentes formes de modelisation des deplacements des grands, pelagiques, nous avons developpe une architecture originale de modelisation informatique de type multi-agents permettant de manipuler de maniere dynamique les cartes satellitales (et les produits derives), les mouvements individuels < d'animats >, dont les comportements sont bases sur cette information environnementale, et des agents qui explicitent le processus de capture palangriere de maniere geographique. Le modele informatique ainsi implemente (MUFINS, pour MUlti-Fish INdian ocean Simulator) a ensuite ete utilise en calibrant les comportements des animats sur les donnees reelles issues de l'analyse des captures commerciales proposee en premiere partie, a partir de techniques robustes basee sur la logique floue. Les resultats des simulations ont ete confrontes d'une part aux hypotheses de deplacement a grande echelle proposees en premiere partie, et d'autre part aux captures d'espadon reelles et corrigees de l'effet de l'effort de peche modelise par les modeles GAM. Meme si les resultats de simulations presentes dans ce travail ne permettent pas de proposer d'interpretations convaincantes des processus sous-jacents, l'outil MUFINS a demontre son aptitude a aborder les questions liees au comportement de l'espadon dans le paysage oceanique tropical et aux effets des transferts d'echelle entre le niveau individuel et le niveau collectif. On envisage desormais son utilisation dans un cadre plus operationnel, comme interface de dialogue entre les pecheurs et les scientifiques a des fins de gestion durable de la ressource. Éditeur(s) : Public Library Science Résumé : Background: Resolving threats to widely distributed marine megafauna requires definition of the geographic distributions of both the threats as well as the population unit(s) of interest. In turn, because individual threats can operate on varying spatial scales, their impacts can affect different segments of a population of the same species. Therefore, integration of multiple tools and techniques - including site-based monitoring, genetic analyses, mark-recapture studies and telemetry - can facilitate robust definitions of population segments at multiple biological and spatial scales to address different management and research challenges. Methodology/Principal Findings: To address these issues for marine turtles, we collated all available studies on marine turtle biogeography, including nesting sites, population abundances and trends, population genetics, and satellite telemetry. We georeferenced this information to generate separate layers for nesting sites, genetic stocks, and core distributions of population segments of all marine turtle species. We then spatially integrated this information from fine-to coarse-spatial scales to develop nested envelope models, or Regional Management Units (RMUs), for marine turtles globally. Conclusions/Significance: The RMU framework is a solution to the challenge of how to organize marine turtles into units of protection above the level of nesting populations, but below the level of species, within regional entities that might be on independent evolutionary trajectories. Among many potential applications, RMUs provide a framework for identifying data gaps, assessing high diversity areas for multiple species and genetic stocks, and evaluating conservation status of marine turtles. Furthermore, RMUs allow for identification of geographic barriers to gene flow, and can provide valuable guidance to marine spatial planning initiatives that integrate spatial distributions of protected species and human activities. In addition, the RMU framework - including maps and supporting metadata - will be an iterative, user-driven tool made publicly available in an online application for comments, improvements, download and analysis. Our goal was to identify spatial clusters of MS incident cases at the small-area level to provide clues to local environmental risk factors that might cause or trigger the disease. Methods: A population-based and multi-stage study was performed in the French Brittany region to accurately ascertain the clinical onset of disease during the 2000-2004 period. The municipality of residence at the time of clinical onset was geocoded. To test for the presence of MS incidence clusters and to identify their approximate locations, we used a spatial scan statistic. We adjusted for socioeconomic deprivation, known to be strongly associated with increased MS incident rates, and scanned simultaneously for areas with either high or low rates. Sensitivity analyses (focusing on relapsing-remitting forms and/or places of residence available within the year following clinical onset) were performed. Results: A total of 848 incident cases of MS were registered in Brittany, corresponding to a crude annual incidence rate of 5.8 per 100,000 inhabitants. The spatial scan statistic did not find a significant cluster of MS incidence in either the primary analysis (p value >= 0.56) or in the sensitivity analyses (p value >= 0.16). Conclusion: The findings of this study indicate that MS incidence is not markedly affected across space, suggesting that in the years preceding the first clinical expression of the disease, no environmental trigger is operative at the small-area population level in the French Brittany region. ![]() | Guide méthodologique pour l'élaboration des dossiers de demande d'autorisation d'Installations Classées pour la Protection de l'Environnement (ICPE) en matière de pisciculture marine pour la région Corse Auteur(s) : Roque D'Orbcastel, Emmanuelle Sauzade, Didier Ravoux, Georges Coves, Denis Résumé : Sea fish farms with production of more than 20 tons per year in France must obtain two operating licences: (i) one for Sea Farming (AECM), with the aim of ensuring that the granted site and use of the maritime public domain for exploitation will respect all restrictions of general interest; (ii) one for regulating Facilities Classified for the Protection of the Environment (ICPE). Although the first one requires a relatively simple licence request file, the second one demands a very complete file, which includes, beyond the notice of exploitation information, a complete impact study, as well as a hazards study and a health and safety notice. In this context, petitioners in Corsica (adjustment of status or new exploitation) are faced with the same difficulties, which highlighted the need for a methodological guide adapted to each region's specific situation, assembling in particular the necessary baseline data (legal, zootechnical, geographical, climatic, socio-economic, ecological...) as well as recognised methods for evaluating the potential effects of the farm on the environment.
Development of this guide was supported by ADEC and supervised by a steering committee composed of representatives from the administrations concerned, fish farmers and scientific bodies. The significant aspects dealt with the effects of fish farming on Posidonie herbarium, a protected species very present in Corsica and with coordinating the two AECM and ICPE procedures.
For each part of the ICPE file, the guide introduces the technical or scientific context and, depending upon the case, the state of the art, sources of available data, acquisition and methods of acquiring measurements and of assessing the potential effects, as well as practical editing recommendations.
Finally, the guide is made complete by a model schedule of conditions designed to help petitioners to have a specialist research department incorporate all or part of the file.
This guide primarily concerns first-time marine facilities for exploitation in Corsica, conceived of as in the open sea rather than in confined spaces. Nonetheless, any fish farmer or future fish farmer needing to process a request for an exploitation licence may find it useful.
Les piscicultures marines de plus de 20 t/an de production sont soumises en France à l'obtention de deux autorisations d'exploiter : (i) celle au titre des Cultures Marines (AECM), visant à s'assurer que le site concédé et l'usage du domaine public maritime pour l'exploitation permettent de respecter l'ensemble des contraintes d'intérêt général ; (ii) celle au titre de la réglementation des Installations Classées pour la Protection de l'Environnement (ICPE). Si la première nécessite un dossier de demande d'autorisation relativement simple, la seconde requiert un dossier très complet, qui comprend, outre une notice de renseignements sur l'exploitation, une étude d'impact complète, ainsi qu'une étude des dangers et une notice d'hygiène et de sécurité. Dans ce contexte, les demandeurs en Corse (régularisation ou exploitation nouvelle) sont confrontés aux mêmes difficultés, ce qui a mis en évidence le besoin d'un guide méthodologique adapté aux spécificités régionales, rassemblant en particulier les données de base nécessaires (juridiques, zootechniques, géographiques, climatiques, socio-économiques, écologiques...) ainsi que les méthodes reconnues de l'évaluation des effets potentiels de la ferme sur l'environnement. L'élaboration de ce guide a été soutenue par l'ADEC et suivie par un comité de pilotage composé de représentants des administrations concernées, des pisciculteurs et d'organismes scientifiques. Les aspects importants ont porté sur les effets de la pisciculture sur l'herbier de Posidonie, espèce protégée très présente en Corse et sur la coordination entre les deux procédures AECM et ICPE. Pour chaque partie du dossier ICPE, le guide présente le contexte technique ou scientifique et selon le cas, l'état de l'art, les sources de données disponibles, les méthodes d'acquisition des mesures et d'évaluation des effets potentiels, ainsi que des recommandations pratiques de rédaction. Enfin, le guide est complété par un cahier des charges type destiné à aider les demandeurs à confier à un bureau d'étude spécialisé la réalisation de tout ou partie de la constitution du dossier. Ce guide concerne prioritairement les installations marines de nouvelles exploitations en Corse, envisagées en mer ouverte plutôt que dans des espaces confinés. Néanmoins tout pisciculteur ou futur pisciculteur devant instruire une demande d'autorisation d'exploiter peut y trouver intérêt. Decision-support tools are increasingly required to operationalize the ecosystem-based approach to fisheries management. These tools need to integrate (i) ecological and socio-economic drivers of changes in fisheries and ecosystems; (ii) complex dynamics; (iii) deal with various sources of uncertainty; and (iv) incorporate multiple, rather than single objectives. The stochastic co-viability approach addresses the trade-offs associated with balancing ecological, economic and social objectives throughout time, and takes into account the complexity and uncertainty of the dynamic interactions which characterize exploited ecosystems and biodiversity. This thesis proposes an application of this co-viability approach to the sustainable management of mixed fisheries, using two contrasting case studies: the French Bay of Biscay (BoB) demersal mixed fishery and the Australian Northern Prawn Fishery (NPF). Both fisheries entail direct and indirect impacts on mixed species communities while also generating large economic returns. Their sustainability is therefore a major societal concern. A dynamic bio-economic modelling approach is used to capture the key biological and economic processes governing these fisheries, combining age- (BoB) or size- (NPF) structured models of multiple species with recruitment uncertainty, and multiple fleets (BoB) or fishing strategies (NPF). Economic uncertainties relating to input and output prices are also considered. The bioeconomic models are used to investigate how the fisheries can operate within a set of constraints relating to the preservation of Spawning Stock Biomasses (BoB) or Spawning Stock Size Indices (NPF) of a set of key target species, maintenance of the economic profitability of various fleets (BoB) or the fishery as a whole (NPF), and limitation of fishing impacts on the broader biodiversity (NPF), under a range of alternative scenarios and management strategies. Results suggest that under a status quo strategy both fisheries can be considered as biologically sustainable, while socio-economically (and ecologically in the NPF case) at risk. Despite very different management contexts and objectives, viable management strategies suggest a reduction in the number of vessels in both cases. The BoB simulations allow comparison of the trade-offs associated with different allocations of this decrease across fleets. Notably, co-viability management strategies entail a more equitable allocation of effort reductions compared to strategies aiming at maximizing economic yield. In the NPF, species catch diversification strategies are shown to perform well in controlling the levels of economic risk, by contrast with more specialized fishing strategies. Furthermore analyses emphasize the importance to the fishing industry of balancing global economic performance with inter-annual economic variability. Promising future developments based on this research involve the incorporation of a broader set of objectives including social dimensions, as well as the integration of ecological interactions, to better address the needs of ecosystem-based approaches to the sustainable harvesting of marine biodiversity. L’objectif général de la thèse est de modéliser les principaux processus biologiques et économiques régissant des pêcheries multi-espèces et multi-flottilles afin de proposer des stratégies viables pour la gestion durable de ces pêcheries mixtes, dans un contexte stochastique et multiobjectif. Plus spécifiquement, cette thèse utilise des analyses de co-viabilité stochastique pour étudier les arbitrages entre des objectifs contradictoires de gestion (conservation, et viabilité économique et sociale) des pêcheries mixtes. Deux pêcheries mixtes sont analysées dans cette thèse: la pêcherie française mixte démersale du golfe de Gascogne et la pêcherie crevettière australienne du Nord (NPF). Ces deux pêcheries sont multi-espèces, et utilisent des stratégies multiples de pêche, induisant des impacts directs et indirects sur les écosystèmes. Cette thèse propose une application de la co-viabilité stochastique à ces deux cas, en prenant en compte leur histoire, leur contexte socio-politique et les différences dans les stratégies et objectifs de gestion. Les résultats suggèrent que le status quo peut être considéré comme une stratégie biologiquement durable mais socio économiquement à risque dans les deux pêcheries (ainsi qu’à risque écologique dans le cas de la pêcherie australienne). Les simulations réalisées pour le golfe de Gascogne permettent de comparer les arbitrages associés à différentes réductions de capacités par flottille et de montrer qu’il existe des solutions de gestion permettant la co-viabilité du système (viabilité biologique des différentes espèces considérées et viabilité socio-économique des flottilles) contrairement à des stratégies de gestion mono-spécifiques ou basées sur la maximisation de la rente. Dans la pêcherie crevettière australienne, l’analyse montre que les stratégies de diversification permettent de limiter le risque économique contrairement aux stratégies plus spécialisées. Since the middle of the last century, the Caribbean countries, regardless of their great diversity and political fragmentation, are faced with the recurring problem of development. Having explored different paths, they are looking now for new development models. This challenge which becomes obsessive over the decades, is now a major concern: indeed, the Caribbean territories are per se vulnerable and highly exposed to natural risks due to climate change. In addition, this relates to areas where tensions between exploitation and conservation of a rich biodiversity are particularly strong. Based on the promotion of tourism and services as part of an “open regionalism” at the intersection of global and local scales of public action, the current development strategies give rise to a dual approach with, however, rather mixed results: on the one hand, a discursive use of sustainable development, apprehended through its environmental dimension, evidences a new way of looking at the region and a change in the way the region sees itself; on the other hand, a political use of sustainable development through cross-cutting policies, is hindered by the complexity of structures, the multiple levels of action and regulation, and the difficult appropriation of public-policy organization by local communities and people. Cet article rend compte des premiers résultats d’un programme de recherche « Environnement et développement durable dans l’espace caraïbe » cofinancé par l’Union européenne, la région Martinique et l’Université des Antilles et de la Guyane dans le cadre des programmes opérationnels européens 2007-2013. Il montre que les territoires de la Caraïbe, après avoir exploré plusieurs voies en matière de développement, privilégient désormais des stratégies axées sur le tourisme et les services. S’inscrivant dans un « régionalisme ouvert » au croisement des échelles globale et locale d’intervention en matière d’action publique, ces stratégies débouchent sur une double démarche aux résultats contrastés : d’un côté, une mise en discours du développement durable, appréhendé notamment à travers sa dimension environnementale, témoigne d’un changement de regard sur la région et de celle-ci sur elle-même ; de l’autre, une mise en politique du développement durable à travers des dispositifs à caractère transversal, se heurte à la complexité des structures, à la multiplicité des échelles d’intervention et de régulation ainsi qu’à la difficile appropriation desdits dispositifs par les populations locales. Most importantly, the recent development and novel concepts for improving the hydro-stability and separating performance of silica membranes for desalination are critically examined. Research into silica based membranes for desalination has focussed on three primary methods for improving the hydro-stability. These include incorporating carbon templates into the microporous silica both as surfactants and hybrid organic-inorganic structures and incorporation of metal oxide nanoparticles into the silica matrix. The literature examined identified that only metal oxide silica membranes have demonstrated high salt rejections under a variety of feed concentrations, reasonable fluxes and unaltered performance over long-term operation. As this is an embryonic field of research several target areas for researchers were discussed including further improvement of the membrane materials, but also regarding the necessity of integrating waste or solar heat sources into the final process design to ensure cost competitiveness with conventional reverse osmosis processes. © 2012 by the authors. This database comes in a 6-application package: 2 of them are used on research vessels to collect operational data, whereas the others are used to link with a core database back on land. The latter are used to: (1) manage taxonomic nomenclature, (2) monitor the identification of faunal collections, (3) fill in chemical analyses results or measurement data files and (4) add or extract data from the database. Biocean was designed to facilitate ecosystem studies in the deep sea. It represents an important new resource for deep-sea ecologists and will have wide applications in biogeography and biodiversity studies at Ifremer, but also for the international community, as faunal data are linked to the Census of Marine Life information system OBIS (Ocean Biogeographic Information System). Biogeographical analyses of Biocean data recovered through the OBIS portal evidence an evolution in the deep-sea sampling strategies more focused in limited areas and is intended to reveal ecosystems functioning. At first, we expose the industrial context of our study, which fixes the constraints in terms of performances and processing time. Then, we present the available satellite data for our study (SPOT 5 panchromatic images of 5m per pixel resolution). Then we detail our approach for ship detection : the first stage is a pre-detection of targets that gives us candidates. The second stage is a precise segmentation of each candidate and the third stage is a classification of candidates. Our pre-detection method is based on the Bayesian decision theory. This pre-detection supplies a set of regions of interests (ROI). Among them, we have ships, but also false alarms due to clouds and to crests of waves. The purpose of the following stage is to eliminate the false alarms and to characterize the pre-detected ships. Then, we detail the method used to segment candidates. It uses active contours and also uses the Bayesian decision theory. After a brief description of the characteristics extracted for the classication of ships, we present the classifier that we used. We complete the ship characterization by presenting two methods of wave ship detection. The first approach uses active contours and the second is based on an a contrario approach. We compare the results of these two approaches. To complete the study and replace it in the industrial and operational context, we present experiments of the complete algorithm on complete images to estimate the performances and the processing time of the whole method. Les travaux présentés dans cette thèse ont pour but de déterminer la possibilité d'automatiser, partiellement ou totalement, la détection de bateaux à partir d'images satellitaires optiques haute résolution. Nous exposons tout d'abord le contexte industriel dans lequelle s'insère notre étude, qui fixe les contraintes en termes de performances et de temps de traitement. Puis, nous présentons les données satellitaires disponibles dans le cadre de notre étude (images SPOT 5 panchromatique de résolution 5m). Après avoir illustré le contenu des scènes, nous présentons la démarche adoptée pour la détection des navires : une phase de pré-détection suivie d'une étape de segmentation et d'une étape de classification. La méthode de pré-détection utilisée s'appuie sur la théorie bayésienne de la décision. Après avoir présenté le modèle classique, nous discutons du modèle que nous avons utilisé. Cette pré-détection fournit un ensemble de régions d'intérêts. Parmi elles, nous n'avons pas uniquement des bateaux, nous avons également des fausses alarmes dues aux nuages et aux crêtes de vagues. Le but de l'étape suivante est à la fois d'éliminer les fausses alarmes et de caractériser les bateaux pré-détectés. Ensuite, nous détaillons la méthode utilisée pour segmenter les bateaux. Elle s'appuie sur des contours actifs et utilise également la théorie bayésienne de la décision. Après avoir décrit les caractéristiques extraites pour la classification des bateaux, nous présentons le classifieur utilisé. Nous complétons la caractérisation des navires en présentant deux méthodes de détection des sillages différentes des méthodes classiques. La première approche s'appuie sur l'utilisation de contours actifs et la seconde est basée sur une approche a contrario. Nous comparons les résultats des ces deux approches. They occur in many different areas and geological contexts, and vary greatly in size and shape. Nevertheless, the mechanisms of pockmark growth are still largely unclear. Still, seabed methane emissions contribute to the global carbon budget, and understanding such processes is critical to constrain future quantifications of seabed methane release at local and global scales. The giant Regab pockmark (9 degrees 42.6' E, 5 degrees 47.8' S), located at 3160 m water depth near the Congo deep-sea channel (offshore southwestern Africa), was investigated with state-of-the-art mapping devices mounted on IFREMER's (French Research Institute for Exploitation of the Sea) remotely operated vehicle (ROV) Victor 6000. ROV-borne micro-bathymetry and backscatter data of the entire structure, a high-resolution photo-mosaic covering 105,000 m(2) of the most active area, sidescan mapping of gas emissions, and maps of faunal distribution as well as of carbonate crust occurrence are combined to provide an unprecedented detailed view of a giant pockmark. All data sets suggest that the pockmark is composed of two very distinctive zones in terms of seepage intensity. We postulate that these zones are the surface expression of two fluid flow regimes in the subsurface: focused flow through a fractured medium and diffuse flow through a porous medium. We conclude that the growth of giant pockmarks is controlled by self-sealing processes and lateral spreading of rising fluids. In particular, partial redirection of fluids through fractures in the sediments can drive the pockmark growth in preferential directions. Éditeur(s) : Public Library Science Résumé : Where conservation resources are limited and conservation targets are diverse, robust yet flexible priority-setting frameworks are vital. Priority-setting is especially important for geographically widespread species with distinct populations subject to multiple threats that operate on different spatial and temporal scales. Marine turtles are widely distributed and exhibit intra-specific variations in population sizes and trends, as well as reproduction and morphology. However, current global extinction risk assessment frameworks do not assess conservation status of spatially and biologically distinct marine turtle Regional Management Units (RMUs), and thus do not capture variations in population trends, impacts of threats, or necessary conservation actions across individual populations. To address this issue, we developed a new assessment framework that allowed us to evaluate, compare and organize marine turtle RMUs according to status and threats criteria. Because conservation priorities can vary widely (i.e. from avoiding imminent extinction to maintaining long-term monitoring efforts) we developed a "conservation priorities portfolio" system using categories of paired risk and threats scores for all RMUs (n = 58). We performed these assessments and rankings globally, by species, by ocean basin, and by recognized geopolitical bodies to identify patterns in risk, threats, and data gaps at different scales. This process resulted in characterization of risk and threats to all marine turtle RMUs, including identification of the world's 11 most endangered marine turtle RMUs based on highest risk and threats scores. This system also highlighted important gaps in available information that is crucial for accurate conservation assessments. Overall, this priority-setting framework can provide guidance for research and conservation priorities at multiple relevant scales, and should serve as a model for conservation status assessments and priority-setting for widespread, long-lived taxa. Taladoire Éditeur(s) : HAL CCSD Archaeopress Résumé : International audience The first formative occupation of the West Indies was by continental populations, moving up from their place of origin in the Orinoco Basin, shortly before our era. In Martinique these groups, attached to the cedrosan saladoid sub-series, have been well studied and for a considerable time. It is upon this work that we have attempted to build an overall analysis of this phase of the prehistory of the Islands. The research drew upon the results of unpublished field work. This led to a more precise understanding of the nature and constitution of these archeological strata and, in turn, of the organisation of the Amerindian villages and their management of the island space. A review of their artisanal production ( ceramics, stone tools, personal adornment) has given us a closer understanding of these populations. It also provides the basis for a future paleo-ethnographic study. Further, an analysis of the origin of the lithic materials has enabled us to place the ancient saladoid occupation of Martinique both in the geography of the West Indian Arc and in the Carribean Basin as a whole. Progressively a picture was thus put together of pioneer agro-ceramicist groups characterised by a high degree of organisation and by the spiritual concepts expressed in their artisanal production. Les premières occupations formatives des Antilles sont liées à la migration, peu avant le début de notre ère, de populations continentales originaires du bassin de l'Orénoque. En Martinique, l'étude de ces groupes, rattachés à la sous-série saladoïde cedrosane, a une histoire riche et ancienne. C'est fort de ces acquis que nous avons tenté de réaliser une analyse globale de cette phase de la préhistoire des Antilles. Notre recherche s'appuie sur l'analyse des résultats d'un ensemble d'opérations de terrain inédites. Les informations ainsi obtenues nous permettent d'étudier la nature et le mode de constitution de ces gisements archéologiques. On commence alors à distinguer l'organisation de ces villages amérindiens et le mode de gestion de l'espace insulaire qui s'y rattache. L'analyse de différents types de productions artisanales (céramique, outillage en pierre, parure) nous permet d'accéder à une connaissance plus intime de ces populations. Elle offre aussi les moyens nécessaires à la réalisation d'une future étude palethnographique. Par ailleurs, l'analyse de l'origine géographique des matières premières lithiques nous permet de réintégrer l'occupation saladoïde ancienne de la Martinique dans l'espace géographique qui est le sien!: l'arc antillais et plus largement le bassin caraïbe. As early as the recording stage, numerous automatic operations homogenize the information (author’s name, research body, department…), thus proving the quality of the bibliometric analyses. Now, Archimer enables, among others, the automatic calculation of several indicators defined by Ifremer and the different ministries in charge in the framework of its four-year contract. It also offers various criteria aimed at analysing its document production (eg. distribution of the value of the journals’ impact factors, evolution of the number of quotations in other publications, presentation of international collaborations…). As a consequence, the centralisation of Ifremer’s document production in Archimer will replace a number of different systems currently used by its research units to carry out such tasks. This should therefore result in an increase in Ifremer’s productivity as well as in a greater reliability of the archived documents. En complément de ses objectifs de diffusion et de conservation, Archimer, l’archive institutionnelle de l’Ifremer, offre un ensemble d’outils bibliométriques. Dès l'enregistrement, de nombreux automatismes homogénéisent les informations (noms d'auteurs, organismes, affiliation interne...), gage de qualité des analyses bibliométriques. Archimer permet le calcul automatique de plusieurs indicateurs définis entre l'Ifremer et ses Ministères de Tutelles dans le cadre de son contrat quadriennal. Il offre également des éléments d’analyses de sa production documentaire (ex : répartition de la valeur des facteurs d’impacts des revues, évolution du nombre de citations des publications, présentation des collaborations internationales…). La centralisation de cette production documentaire dans Archimer permettra ainsi l’abandon d’une multitude de systèmes actuellement utilisés par les différentes unités de recherche pour assurer ces fonctions. C’est donc un gain de productivité autant que de fiabilité qui est attendu. L’exemple le plus flagrant est la notion de graphe de Cayley qui s’est révélée très riche non seulement du point de vue théorique mais aussi pratique par ses applications à de nombreux domaines incluant l’architecture des réseaux ou les machines parallèles. Néanmoins, la régularité des graphes de Cayley se révèle parfois être une limite étant donné qu’ils sont toujours sommet-transitifs et donc en particulier non pertinents pour générer des réseaux semiréguliers.Cette observation a motivé, en 2005, la définition d’une nouvelle classe de graphes définis à partir d’un groupe, appelés G-graphes. Ils possèdent aussi de nombreuses propriétés de régularité mais de manière moins restrictive.Cette thèse propose un nouveau regard sur cette classe de graphes par une approche plutôt orientée recherche opérationnelle alors que la grande majorité des études précédentes est dominée par des approches essentiellement algébriques. Nous-nous sommes alors intéressés à plusieurs questions :— La caractérisation des G-graphes : nous proposons des améliorations par rapport aux précédents résultats.— Identifier des classes de graphes comme des G-graphes grâce à des isomorphismes ou en utilisant le théorème de caractérisation.— Etudier la structure et les propriétés de ces graphes, en particulier pour de possibles applications aux réseaux : colorations semi-régulières, symétries et robustesse.— Une approche algorithmique pour la reconnaissance de cette classe avec notamment un premier exemple de cas polynomial lorsque le groupe est abélien. Interactions between graph theory and group theory have already led to interesting results for both domains. Graphs defined from algebraic groups have highly symmetrical structure giving birth to interesting properties. The most famous example is Cayley graphs, which revealed to be particularly interesting both from a theoretical and a practical point of view due to their applications in several domains including network architecture or parallel machines. Nevertheless, the regularity of Cayley graphs is also a limit as they are always vertex-transitive and therefore not relevant to generate semi-regular networks. This observation motivated the definition, in 2005, of a new family of graphs defined from a group, called G-graphs. They also have many regular properties but are less restrictive. These graphs are in particular semi-regular k-partite, with a chromatic number k directly given in the group representation and they can be either transitive or not.This thesis proposes a new insight into this class of graphs using an approach based on operational research while most of previous studies have been so far dominated by algebraic approaches. Then, the thesis addresses different kind of questions:— Characterizing G-graphs: we propose improvements of previous results.— Identifying some classes of graphs as G-graphs through isomorphism or using the characterization theorem.— Studying the structure and properties of these graphs, in particular for possible applications to networks: semi-regular coloring, symmetries and robustness.— Algorithmic approach for recognizing this class with a first example of polynomial case when the group is abelian. http://www.theses.fr/2014AGUY0787/document | Partager |

![]() | Analyse des risques pour les mammifères marins liés à l'emploi des méthodes acoustiques en océanographie Auteur(s) : Lurton, Xavier Antoine, Loic Résumé : The use of acoustical systems in various human activities in the ocean (industry, defence, science) raises the issue of their impact upon marine mammals populations. Several serious accidents linked to the use of naval sonars led the military, industrial and scientific communities to investigate the potential dangers of their own activity.
This report aims at identifying the risks for the cetaceans linked to the use of acoustic and seismic systems currently used for oceanographic science. The analysis proposed here stays within the frame of bibliography synthesis and elementary modelling, and brings no new scientific elements on the topic.
An overview of the status of cetacean populations is given first, with a summary of the possible acoustical threats. Risks are classified and described, insisting on the cases of massive stranding events. The present status of knowledge about auditory characteristics of cetaceans is summarised, and the definition of an objective threshold for acoustical risk is discussed ; the usually-admitted values are finally retained, despite of their evident limitations.
The report presents also the emission characteristics of the various acoustic and seismic systems used in oceanographic, emphasising the ones operated by Ifremer; for the potentially harmful ones (according to the currently-used criteria) a model is proposed for the radiated acoustical intensity field, giving the extent of risk areas. This analysis concludes to the harmlessness of most systems, excepted heavy seismics and at a lesser degree low-frequency multibeam echosounders.
Finally a variety of possible mitigation measures are presented and discussed; the regulations imposed by some countries are detailed. The report finally recommends both short-term measures aimed at limiting the potential risks, and longer-term actions for participating in the general effort of scientific and technological research in this field.
L'emploi des systèmes acoustiques dans les diverses activités humaines en milieu océanique (industrielles, de défense, scientifiques) pose le problème de leur impact sur les populations de mammifères marins. L'évidence de plusieurs événements graves liés à l'utilisation de sonars navals a amené les communautés militaires, industrielles et scientifiques à s'interroger sur les dangers potentiels de leurs propres activités. Le présent rapport tente de cerner les risques, pour les Cétacés, liés à l'emploi des systèmes acoustiques et sismiques couramment mis en oeuvre pour la recherche océanographique. L'analyse proposée ici reste à un niveau de synthèse bibliographique et de modélisation élémentaire, et n'offre pas d'éléments scientifiques nouveaux sur la question. On commence par donner un panorama de la situation des populations de cétacés et des agressions sonores qui les menacent. Les risques acoustiques sont répertoriés et décrits, en insistant sur les cas avérés d'échouages massifs. L'état actuel de connaissances sur les caractéristiques auditives des cétacés est résumé, et la définition d'un seuil objectif de risque acoustique est discutée ; on retient par défaut les valeurs de seuils généralement admises actuellement, en dépit de leurs limitations évidentes.
