The first meeting of the Caribbean Region of the International Resource Network was an undeniable success. The more than thirty people present came from or have relationships with over a dozen Caribbean countries and territories using all four major languages of the region. They are activists, scholars, politicians, and artists – and many occupy more than one of these roles at once. In addition to individual introductions, an important element of the meeting was brief reports of the major issues faced by sexual minorities in different Caribbean countries and territories. This enabled participants to have a better idea of the historical and contemporary situations in places with which they were less familiar. In the Caribbean Basin, however, mechanisms for regional cooperation and/or integration have emerged which have sought to transcend the issues of legal status and to address common questions of socio-economic development, democratic institutions and functions. Three regional grouping fall into this category: the Caribbean Community (1937), the Organization of Eastern Caribbean States (1981) and the Association of Caribbean States (1994). This paper will do a comparative survey and analysis of the three organizations. The access to natural spaces (mountainous, maritime, aerial) has become possible through technological progress and an always growing yearning for disabled people to access these spaces which are reputed as being inaccessible. Off-Road Wheelchair (ORWC), which started in France in 1991, is an example of the practices which are born from the initiative of enthusiasts who, after an accident, 'mess around in their workshop' with sporting equipment in order to rediscover their former practice. The pioneers of ORWC, to whom we gave voice (2 life history interviews) in this work, found in this practice a way to reclaim their former sensations in a mountainous milieu, but also a more touristic activity through expeditions to foreign countries. This activity was able to develop thanks to a collaboration between these 'enthusiasts', the 'handymen', local federal and political protagonists, and finally some industrialists. The aim of this work is to present conditions of institutionalization and 'sportivization' of ORWC (Guay, 1993) in France, seemingly turning it nowadays into a true tool of social participation. Le mouvement handisport connaît, en France, depuis les années 1980, une diversification de ses pratiques, notamment avec l'arrivée progressive des activités physiques de pleine nature (Marcellini et Villoing, 2014). L'accès aux espaces naturels (montagneux, maritimes, aériens) est aujourd'hui devenu possible grâce aux progrès technologiques, et à une aspiration de plus en plus grande des personnes handicapées à accéder à des espaces réputés inaccessibles. La pratique du fauteuil tout terrain (FTT), apparue en France en 1991, est un exemple de pratiques nées de l'initiatives de passionnés qui, après un accident, bricolent 'au fond de leur garage' du matériel sportif afin de retrouver une pratique d'avant. Les pionniers du FTT, à qui nous avons donné la parole (2 entretiens d'histoire de vie) dans ce travail, ont trouvé dans cette pratique un moyen de retrouver des sensations passées en milieu montagnard mais également une activité touristique via des expéditions dans des pays étrangers. Cette activité va se développer grâce à la collaboration entre ces 'passionnés', ces 'bricoleurs', des acteurs fédéraux et politiques locaux, puis des industriels. Ce travail a pour objet de présenter les conditions d'institutionnalisation et de 'sportivisation' (Guay, 1993) du FTT en France qui semble être devenu aujourd'hui un véritable outil de participation sociale. Avec l’aide des partenaires étrangers, le pays étend actuellement de manière spectaculaire son réseau d’espaces protégés. Malgré l’intégration de la gouvernance participative sur le terrain, ce mouvement s’accompagne d’une très forte déstabilisation des communautés locales. Parallèlement, le pays qui affronte des crises multiples (crise économique latente et crises politiques à répétition) est le théâtre d’un formidable « boum » des activités informelles en général et de l’artisanat minier en particulier. Dans bien des cas, lorsque la gestion des milieux sensible est retirée aux communautés locales au profit d’acteurs institutionnels, on assiste au développement de ces activités destructrices. Pour lutter contre cet effet pervers de l’institutionnalisation de la protection environnementale, il devient urgent de disposer d’un plus large panel de systèmes de gouvernance. Ceux-ci doivent être conçus pour s’adapter aussi bien que possible à la multitude de contextes rencontrés, en prenant en compte l’ensemble des acteurs, qu’ils soient formels, issus de la société traditionnelle, ou informels. In Madagascar, during the last few years, conservation of biodiversity has become a major priority for the government. Indeed, with the help of the foreign countries, Madagascar is currently expanding its network of protected areas. But despite the integration of participant governance on the ground, this movement contributes to the destabilization of local communities. Meanwhile, multiple crises (economic crisis, latent and recurrent political crises) take place in Madagascar. Besides, the country is the scene of a tremendous “boom” of informal activities in general, and small-scale mining in particular. In many cases, when the protection of sensitive environments is taken from local communities for the benefit of institutional actors, the development of these destructive activities in protected areas increases. To fight against this pernicious effect of the institutionalization of environmental protection, it is urgent to extend the modes of governance. These modes must be as flexible as possible, according to local contexts, and have to take into account traditional, formal or informal actors. L’affichage de nouvelles volontés politiques sur la scène régionale et internationale, sous l’impulsion du président Chavez, a perturbé le marché touristique national qui était dominé pour les clientèles nord-américaines ; le Venezuela apparaît désormais aux yeux des États-Unis comme un pays à risque, instable. C’est dans ce contexte que s’inscrit le « Programa Andes Tropicales » [PAT] qui soutient le développement rural dans les parcs nationaux ; ce programme repose sur la participation des populations locales et leur implication dans les politiques de conservation des ressources naturelles et culturelles sources de revenus. Le soutien financier des microprojets familiaux et communautaires doit permettre de lutter contre la pauvreté. The recent evolution of international tourism in Venezuela is particularly interesting. Even if tourism activity remains heavily concentrated on the Caribbean coast, in particular on the island of Margarita, it is nevertheless diversifying gradually to make way for new areas of interest in the country’s interior. The display of new political will on the regional and international scene, under the leadership of President Chavez, has disrupted the national tourism market which was dominated by North American customers. Venezuela now appears in the eyes of the United States as a country that is at risk,and therefore unstable. It is in this context that the “Programa Andes Tropicales" [PAT] was developed to promote rural development in national parks; This program is based on the participation and involvement of local populations in the development of appropriate policies for conserving natural resources and cultural sources of income. Financial support is also provided for family and community micro projects to help alleviate poverty in these regions. This situation came about in several stages: in 1978, specific citizenship is devised to civilise the newly freed; between 1848 and 1870, in Algeria there is some experimentation with local citizenship for the French, foreigners and natives, but this was abandoned; between 1870 and 1898, local citizenship is devised, expanded to include national elections for the natives of French India, whilst with the Algerian financial delegations, the “representation of interests” is accompanied by French citizenship without the right to participate in local elections. Dans le second Empire colonial à son apogée, la citoyenneté a trois caractéristiques essentielles : elle est fragmentée par diverses formes de hiérarchisation quant à l’électorat ; elle est réservée aux seuls ressortissants de l’Empire colonial, les Français et les indigènes, dans le cadre d’une conception différenciée de la nationalité ; elle est marquée par l’idée de civilisation. Leur nombre a beaucoup augmenté ces dernières années et les modes d’action qu’ils recouvrent se sont considérablement diversifiés. Pour autant, les écosystèmes continuent à se dégrader, et l’efficacité de ces dispositifs est souvent remise en cause. Cette thèse vise à analyser les facteurs influant sur l’efficacité des espaces protégés pour la conservation d’écosystèmes amazoniens encore peu dégradés. Elle étudie pour cela la mise en œuvre de dispositifs relevant de doctrines de gestion de l’environnement différentes, basées sur (i) la limitation réglementaire maximale des activités humaines impactantes pour les écosystèmes, (ii) la gestion des ressources par des populations locales ou traditionnelles ou (iii) la mise en place d’une gestion forestière durable sur des terres publiques. Nous nous plaçons dans une posture comparative entre la Guyane (France) et l’Amapá (Brésil), territoires partageant une frontière commune, principalement matérialisée par le fleuve Oyapock. La comparaison internationale entre ces deux régions présentant une couverture exceptionnelle en espaces protégés, dans des conditions écologiques et géographiques relativement similaires, nous permet d’observer l’influence du contexte historique et sociopolitique sur les modes de prise en charge de la gestion de l’environnement par les aires protégées. Nous nous sommes basés sur une approche constructiviste, appuyée sur une production de données principalement qualitatives (entretiens semi-directifs, analyse de documents, observation participante…). Nous avons ainsi procédé à une déconstruction critique des dispositifs « aires protégées », permettant de mettre en lisibilité les enjeux environnementaux qu’ils portent, et d’analyser l’efficacité environnementale des stratégies mises en œuvre. Cette analyse s’est articulée autour d’une lecture à la fois diachronique et multiscalaire des processus de gestion.Nous montrons que la mise en place des espaces protégés de Guyane et d’Amapá a été portée par des coalitions d’acteurs structurées autour de doctrines de gestion, c’est à dire de conceptions partagées des conditions de mise en œuvre d’une « bonne gestion environnementale ». Les dispositifs créés ont hérité des ressources stratégiques d’action et de la légitimité de ces coalitions. Les coalitions porteuses de la création des espaces protégés en Amapá sont fortement articulées aux mouvements sociaux et environnementaux plus généraux de l’Amazonie brésilienne, notamment pour les revendications socio-environnementales émergeant à la sortie de la période dictatoriale. En Guyane française, les espaces naturels protégés sont principalement la résultante de compromis entre d’une part une volonté d’exemplarité de l’action de la France en Amazonie, et d’autre part une recherche de minimisation des conflits avec les acteurs politiques locaux. Nowadays, natural protected areas are one of the main public policies implemented at the international level in order to prevent the destruction of ecosystems. During the last decades, they became very numerous, and mobilized more and more diversified modes of action. However, natural ecosystems continue to deteriorate, and the effectiveness of protected areas is often questioned. The aim of this thesis was to analyse the factors influencing the effectiveness of protected areas in a context of Amazonian ecosystems that are still well preserved. We observed the implementation of environmental management arrangement (protected areas) that are based on various doctrines: (i) the strong limitation of all harmful human activities through legislation; (ii) the management of resources by local or traditional populations; and (iii) the implementation of sustainable forest management on public lands. We adopted a comparative approach between Guyana (France) and Amapá (Brazil), territories that share a common border, mainly identifiable by the Oyapock River. These two territories present quite similar ecological and geographical conditions, and both have an exceptional coverage of protected areas. Therefore this international comparison allowed us to observe the influence of the historical and socio-political context on the implementation of protected areas. We used a constructivist approach, mainly based on qualitative data (semi-structured interviews, document analysis, participant observation...). We effected a critical deconstruction of "protected areas" management arrangements in order to make their environmental objectives intelligible, and we analysed the environmental effectiveness of the strategies implemented. This analysis was based on a diachronic and multiscalar lecture of management processes. We show that the establishment of protected areas in Guiana and Amapá was led by coalitions of actors structured around management doctrines, i.e. shared conceptions of "good environmental management". Management arrangements created inherited the strategic resources of action and the legitimacy of these coalitions. In Amapá, coalitions were strongly articulated with wider social and environmental movements of the Brazilian Amazon, especially in the case of socio-environmental claims rising at the end of the dictatorship.
