Tower Isle Hotel was originally built in 1949, by founder Abraham ‘Abe’ Issa, as the first year-round resort on the Central North coast of Jamaica. Eventually, Issa earned the nicknamed “Mr. Jamaica” and later became the first chairman of the Jamaica Tourist Board. Tower Isle was later renamed Couples Tower Isle. The hotel, pictured, is surrounded by palms and is built near the shoreline. Tourists can be seen on the beach while boats are anchored in the ocean. Slide labeled Tower Isle. The recognition of these limits is overdue, and signals a need to define another model for tourism development.The popular coastal sector in the south of Martinique has been subject new regulations to protect marine resources. These regulations require the development of new practices and a greater level of awareness for tourists, for example, around coral reefs and mangroves. Ecotourism programs aim to demonstrate to visitors the forests rich natural resources and biodiversity in general. It also features the inclusion of small rural businesses that benefit from additional sources of revenue as a result of ecotourism.The situation in the French Antilles is complex: Urbanization is fraught with serious consequences for the coastline. Tourism products currently being marketed on the island are not competitive (particularly against the political dynamics of the neighbouring island of Dominica). Ecotourism and sustainable tourism are just beginning to develop in such destinations, where tourism has been declining in the last ten years. The situation of the French Antilles is paradoxical in a region that generally has a very favourable tourism. Assessing these limits through the scope of ecotourism helps to highlight the causes of these difficulties and to adapting to new tourism practices. En el contexto de este estudio, nos proponemos analizar los límites del turismo de masas en las Antillas Francesas (depreciación del turismo, las limitaciones económicas, ecológicas y las molestias). Este reconocimiento de esos límites está en el origen de la conciencia tardía de la necesidad de definir otro modelo de desarrollo turístico.En el sector costero de la más popular, como en el sur de Martinica, se pone en la normativa nuevo lugar para proteger los recursos marinos. Esto requiere el desarrollo de nuevas prácticas y la sensibilización de los turistas, por ejemplo, alrededor de los arrecifes de coral y los manglares.Programas en torno al ecoturismo también tienen como objetivo dar al visitante la riqueza de los recursos forestales y la biodiversidad en general. También incluye las pequeñas empresas rurales que reciben los nuevos ingresos a través del turismo.Pero la situación es compleja en las Antillas francesas: la urbanización está llena de importantes consecuencias para la costa. Il comprend également les petites entreprises rurales qui reçoivent de nouveaux revenus grâce au tourisme.La situation est complexe dans les Antilles françaises: l'urbanisation est lourde de conséquences importantes sur la côte. Kontogianni, Areti Makrykosta, Efstratia-natalia Éditeur(s) : Elsevier Résumé : Beach sediment cementation (beachrock formation) is a sedimentary process that can transform significant sections of beaches into rock outcrops. This contribution reports the results of two questionnaire surveys (one focusing on foreign tourists and the other on local people) carried out in coastal resorts of the island of Lesbos (Greece), on the perceptions of beach users regarding the impacts of beachrocks on their recreational activities. The survey focusing on foreign tourists showed that the majority of the interviewees took notice of the formations and commented negatively on them. Although most of the interviewees did not consider beachrocks a significant safety risk, a considerable proportion of the sample stated that beachrocks influenced their beach ratings that they would prefer beachrock-free beaches and would be willing to contribute financially to preventative and protective measures. In contrast, the results of the survey focusing on local people, who are more familiar with the phenomenon, showed a high perception of beachrock-related risks and limited beachrock tolerance. In addition to the safety risks that the irregular, slippery, beachrock surfaces may pose to beach users, beachrocks may also degrade beach aesthetics. promote beach sediment erosion and decrease the beach carrying capacity. As beachrocks are a common attribute of tropical, subtropical and low-temperate beaches that are typically associated with major tourist destinations, and are likely to spread under global warming conditions, they may be considered as a significant threat to the coastal tourist industry. Development Versus Coastal Protection: The Gold Coast Case Study (Australia) Auteur(s) : Dupre, Karine Bosman, Caryl Éditeur(s) : Université des Antilles Études caribéennes Résumé : The Gold Coast in Australia is one of these coastal places, which developed through taking advantage of its environmental assets, such as direct access to the sea, a white sandy shoreline, an extensive and naturally protected broadwater and several large accessible rivers. While many other coastal cities relied on port facilities to develop commercial and naval activities, the City of Gold Coast emerged and grew as a tourism destination. Largely because of this phenomenon, the pattern of settlement and subsequent development of the city differs from most traditional Australian settlement and development patterns. Today, the Gold Coast is one of the most famous tourist cities in Australia and it accommodates more than ten million visitors annually.In the wider Australian context, 85% of the population lives within 50 km of the beach, evidencing popular lifestyle cultural preferences of many Australians. Given this preoccupation with the coast, one may expect that Australia would be at the forefront of coastal tourism developments and coastal protection. There is, however, no overriding jurisdiction covering planning law enforcement in maritime areas and, this situation has led to many social and environmental conflicts. The City of Gold Coast is a case in point and no more so than currently (2017) with proposals to build a cruise terminal or/and a casino, and high rise residential towers on its protected coastal strip (the Spit).This paper demonstrates how the evolution and resolution of development conflicts on the Spit (Gold Coast) are symptomatic of the evolution of place values and the national coastal management and how, this informs a shift towards coastal protection. La ville côtière de Gold Coast, en Australie, s’est développée grâce à un environnement naturel exceptionnel, qui comprend un accès direct à la mer, un littoral de sable blanc, une large baie naturellement protégée et plusieurs rivières. Si la plupart des autres villes du littoral australien se sont appuyées sur leur port pour développer leurs activités commerciales et navales, la ville de Gold Coast est, depuis ses débuts, une ville touristique. De ce fait, son mode et ses formes de développement se différencient de ceux que l’on rencontre traditionnellement dans les autres villes. Aujourd’hui la ville de Gold Coast est l’une des principales destinations touristiques australiennes et accueille plus de dix millions de visiteurs par an.En Australie, 85% de la population habite dans un rayon de 50km de la plage, avec les préférences de style de vie qui y sont associées. Vu cette attraction pour le littoral, on pourrait présumer que l’Australie soit à l’avant-garde des développements touristiques et de la protection de son littoral. Cependant, du point de vue national, comme, historiquement, il n’y a eu qu’une faible jurdiction concernant l’aménagement et la protection des zones maritimes et du littoral, de nombreux conflits sociaux et environmentaux ont vu le jour. La ville de Gold Coast concentre malheureusement nombre de ces conflits ; le dernier en date concernant le projet de construction d’un terminal de bateaux de croisière et/ou d’un casino avec quelques tours residentielles sur une langue de terre protégée (le Spit).L’objectif de cet article est de montrer comment l’évolution et la résolution des conflits sur le Spit de Gold Coast, tous liés à des projets de développements touristiques, reflètent non seulement l’évolution de la valeur d’un lieu et l’approche nationale du développement du littoral, mais aussi le changement vers une meilleure protection du littoral. Tourism in coastal areas brings along both positive and negative effects on the environment as a result of activities exerted upon such areas by proponents and tourists. While tourism development results in the modification of coastal environments, it can also flourish where such environments are left unmodified as the pristine nature of the environments attract visitors. Alternatively, in order for marine and coastal tourism to develop and continue to attract tourists, there is the need for an integrated approach that can be translated into a sustainable coastal tourism development. The aim of this paper therefore, is to postulate and develop a framework and guideline to be addressed by decision-makers for coastal areas. Frameworks for sustainable coastal tourism development and coastal zone management (CZM) are suggested taking into account the multifaceted nature of the coastal environment. Although Hong Kong epitomizes a successful tourism destination, alternative tourism is attractive as the diversity of habitats and life forms makes the Hong Kong coastal area unique. For the ecological richness to continue to provide avenues for alternative tourism, it is argued that such frameworks should be adaptable and implemented for a sustainable coastal tourism policy. La gestion des processus touristique dans des secteurs marins et côtiers est complexe. Les pratiques touristiques et récréatives s’accompagnent d’effets positifs et négatifs sur l'environnement. Le développement de tourisme peut s’épanouir sur des environnements faiblement modifiés mais il n’est pas sans conséquence sur la modification des environnements côtiers. Une gestion intégrée s’impose pour intégrer les pratiques touristiques dans un processus de développement côtier soutenable. Le but de cet article est de proposer un cadre et une orientation pour la gestion intégrée des secteurs côtiers. Des cadres pour le développement côtier soutenable de tourisme et la gestion côtière de zone (CZM) sont suggérés en tenant compte de la nature diversifiée des environnements côtiers. Bien que Hong Kong constitue destination touristique réussie, le tourisme littoral, avec des approches alternatives, est aussi un aspect à promouvoir tant autour de la diversité des habitats et que des formes de vie qui rendent le littoral d’Hong Kong unique. - Manufacturing and service industries supplying the above exploitation activities: shipbuilding, ship repair and boat building and their suppliers, oil and gas services, financial services,
- Public services: defence; State intervention at sea and public services to maritime activities and to seafarers; public and private activities contributing to the protection of marine and coastal environment; and public research.
Since 1997, the French Marine Economic Data report, published by Ifremer, includes a set of key sectoral indicators used to value the economic significance of the French marine-related activities in terms of production and jobs, their role in the national economy, their weight in international competition and the importance of non-market public services. The analysis of the marine sectors is carried out mainly at national scale but regional indicators are also presented when they are available. The European dimension of the activities is also taken into account. These hotspots of biodiversity provide many services to Human societies, bringing leisure and economic added values. In many areas, especially developing countries, these ecosystems are submitted to both climate change (rise of sea temperature and level, acidification) and human coastal pressures (urbanisation, resources exploitation). In this context, an increasing number of Marine Protected Areas is settled on coral reefs environments in order to ensure their conservation and to mitigate local pressures. Hence, one of MPAs Managers' missions is to bring ecological and social data together to build integrated indicators of effectiveness. In Reunion Island, a MPA called the Marine reserve of La Réunion was settled in 2007 along a densely urbanised and populated fringing reef coast. In order to better evaluate its MPA effectiveness, the manager requires the integration of social stakes to the management plan. A uses monitoring protocol was developed in this purpose using an ultra light aircraft and a camera. Data on 15 different recreational and non-recreational uses were acquired between 2010 and 2013, flying 48 times a year, and entered into a Geographic Information System. A huge resulting database allowed the building of an initial knowledge of the spatio-temporal distribution of uses within the Reserve. It also enabled the analysis of the uses' evolution regarding various factors of variations (amenities, facilities, shark attacks, tourism, etc.). Finally, we assessed the contribution to management efficiency using social indicators (governance, pressure indicators), and to interdisciplinary research in bringing ecologic and uses data together. This thesis brings a brand new information about coastal human activity and spatio-temporal dynamics of direct pressures on reef. This tool, designed to be reproducible and cost-optimized, enables the production of a set of indicators. Its integration to the management plan exclusively depends on the strategic choices of the manager. Les récifs coralliens figurent parmi les biomes côtiers les plus emblématiques de la planète. Ces points chauds de la biodiversité mondiale sont convoités par les sociétés humaines pour leurs qualités paysagères et leur plus-value économique. Exposés au même titre que de nombreux écosystèmes côtiers aux changements climatiques (élévation de la température, acidification des océans), ils sont de toutes parts soumis à une anthropisation littorale mal maitrisée (urbanisation, surexploitation des ressources). Dans ce contexte, de plus en plus d' Aires Marines Protégées (AMP) s'établissent sur des écosystèmes anthropisés, les amenant à intégrer l'Homme au coeur de la gestion. À La Réunion où l'urbanisation littorale est dense et où le paysage des usages littoraux ne cesse de s’étoffer, une Réserve Naturelle Marine (RNMR) a été établie en 2007 sur un récif frangeant. L’évaluation de l’efficacité de cette AMP par son gestionnaire doit se faire par le biais d'un ensemble d'indicateurs écologiques et socio-économiques. C’est en vue d’apporter des connaissances sur la fréquentation et les usages pratiqués au sein de la RNMR que cette thèse a été initiée. Elaboré sur la base d'un suivi en ULM, un protocole a été reproduit chaque année entre 2010 et 2013 et a permis la constitution d'une base de données spatialisée, dont l'exploitation a produit trois types de résultats: i) une connaissance initiale de la répartition spatio-temporelle des usages au sein de la RNMR; ii) une compréhension de l'évolution des dynamiques spatio-temporelles à la lumière des facteurs de variations identifiés (aménagements, aménités, crise requin, tourisme, etc.), et iii) une contribution à la gestion par le développement d'indicateurs sociaux (gouvernance, pressions), et à la recherche interdisciplinaire par une confrontation des données de fréquentation et des données écologiques du milieu. La réflexion menée dans le cadre de cette thèse apporte un éclairage nouveau sur les usages et la fréquentation des littoraux coralliens à La Réunion, et leur traduction en termes de pression anthropique directe. A ship's ballast water study in sorne french ports has been carried out ,to seek for presence of harmfull or pathogenic organisms.Results let appear pathogenic bacteriae in half of the ships,and weIl known toxic phytoplancton species (from Spain ,north Africa) The technical problem of ballast water treatment is considered. L'activité de déballastage des navires de transport dans les ports et les eaux côtières françaises est susceptible d'introduire des espèces vivantes indésirables ou néfastes, provenant d'autres régions du globe,avec des conséquences dommageables pour la socio-économie des régions côtières. Cette dernière constitue pour le littoral français une des plus importantes sources d'emplois et de revenus,à travers la pêche côtière,l'aquaculture et le tourisme. Une campagne de prélèvement sur les eaux de ballast de navires en escale dans les ports français a été entreprise,pour rechercher d'éventuels organismes pathogènes ou néfastes. Les résultat font apparaître des bactéries connues comme pathogènes sur la moitié des navires échantillonnés. D'autre part,plusieurs espèces de phytoplancton toxique ont été observées,de provenances diverses(péninsule ibérique,Maghreb). Enfin ,le problème technique du traitement des eaux de ballast est examiné. How or which differences may be representative of the habitat characteristics and/or community structure remains however to be explored. A growing project in passive acoustics is to find a way to use soundscapes to have information on the habitat and on its changes. In this study we have successfully tested the potential of two acoustic indices, i.e. the average sound pressure level and the acoustic complexity index based on the frequency spectrum. Inside and outside marine protected areas of Moorea Island (French Polynesia), sound pressure level was positively correlated with the characteristics of the substratum and acoustic complexity was positively correlated with fish diversity. It clearly shows soundscape can be used to evaluate the acoustic features of marine protected areas, which presented a significantly higher ambient sound pressure level and were more acoustically complex than non-protected areas. This study further emphasizes the importance of acoustics as a tool in the monitoring of marine environments and in the elaboration and management of future conservation plans. Coral reef ecosystems are among the most biologically diverse and complex marine ecosystems worldwide. In addition to their biological and ecological importance, coral reefs support major economic and physical functions (e.g. food production, tourism, biotechnology development and coastal protection) that are essential for many countries 1. Unfortunately, coral reefs are severely threatened: 20% of coral reefs can no longer be defined as such, another 25% are currently endangered and another 25% will be endangered by 2050 2. A chapter is devoted to the protection of the coastal and marine environment, and the chapter on tourism gives quantitative data on the impacts of the pollution caused by the Erika oil-tanker. Each activity of the commercial sector is described by key-figures (turnover, value added, employmentl. The description of the non-commercial public sector includes data on costs, including personnel costs. Pour un suivi conjoncturel de l'environnement : à propos des ports du littoral français Auteur(s) : Ferlin, I Résumé : This study aims to integrate the problems associated with port development and related activities in an economic monitoring programme that surveys all the activities associated with the marine environment. The economic monitoring programme in this sector also includes studying coastal spatial planning. This type of study concerns the creation and remodelling of sites that involve investments. We can consider two types of coastal spatial planning: one which integrates port development, tourism, aquaculture and fisheries and one that deals with the marine environment (Abric, 1989). Economic surveys of port development on French coasts supposes that the problem of identifying information sources have been resolved and the sectors and the activities that should be accounted for have been characterised. In what follows, the limits of available information and the problems pertaining to the proposed classification of activities according to statistical nomenclature will be discussed. The absence of structured and localised data is aggravated in certain cases by the rules of confidentiality. In light of these difficulties, the first part of this report is devoted to the inventory of general information sources and to the characterisation of existing data. As information forms the basis of any economic monitoring programme, it is necessary to know where, how and by whom information is processed and the limits that one comes up against. This report does not pretend to be exhaustive given the deadlines and the duration of this study. The second part of this report constitutes a summary of the recent trends discerned in terms of port development, from a legal, as well as economic and financial, point of view. This study should be considered as the first step to establishing a basis for a more in-depth study. Cette étude a pour but d'intégrer les problèmes d'aménagement portuaire et les activités qui y sont liées dans un suivi conjoncturel de l'ensemble des activités économiques en relation avec le milieu maritime. Le suivi conjoncturel de ce secteur économique passe aussi par l'étude de l'aménagement physique du littoral. Celui-ci concerne la création et le remodelage de sites impliquant des investissements. On peut considérer deux types d'aménagements physiques -l'aménagement du littoral : portuaire, touristique, aquacole, halieutique; -l'aménagement du mineur marin (Abric, 1989). Un suivi conjoncturel de l'aménagement portuaire du littoral français, suppose en préalable la résolution du problème de l'identification des sources d'information et la caractérisation des secteurs et activités en prendre en compte. On verra par la suite les limites de l'information disponible et les problèmes afférents a la classification des activités selon les nomenclatures statistiques proposées. L'absence de données structurées et localisées est aggravée dans certains cas par des règles de confidentialité. Du fait de ces difficultés, la première partie de ce rapport est consacrée au recensement des sources d'information générale et à la caractérisation des données existantes. L'information étant à la base de tout suivi conjoncturel, il convient en effet d'être en mesure de savoir où, par qui et comment elle est traitée et les limites auxquelles on se heurte. Ce rapport ne peut prétendre à l'exhaustivité compte tenu des délais et de la période d'exécution de cette étude. La seconde partie constitue une première synthèse sur les évolutions récentes saisies en termes d'aménagements portuaires, tant d'un point de vue juridique qu'économique et financier.
