Around the turn of the 20th century, cigars were advertised and sold mainly by the colourful, intricate labels that adorned the boxes. Intense competition encouraged manufacturers to see who could create the most beautiful, eye-catching labels.
A diffrent stone was required to print each colour. It was not unusual for as many as 20 stones to be used to create a single label. The register for each printing had to be perfect.
The process became known as STONE LITHOGRAPHY or CHROMOLITHOGRAPHY.
Once this exacting printing process was completed, the labels were then gilded with hand-applied gold leaf. Finally, the labels were embossed using huge 30-ton presses.
According to Joe Davidson, the eminent American art dealer and collector, the "Golden Era" of cigar labels is associated with the introduction of gilding and embossing in the 1890's up to the late 1920's when the less attractive full-colour or photo-mechanical labels began to appear.
Genuine gold leaf was used primarily by German and Cuban printers and "bronzing" in which bronze powder was mixed with lacquer or sizing, applied like ink, then burnished with brushes or polished rollers to make them gleam like gold.
These particular labels were produced by the German factory, Gerhard Meinesz in Bentheim, near the Dutch border, and closed in 1932. The labels were used during the 1920's.
These spectacular lithographs lithographs wound up lying unused and undiscovered for generations. Because they were printed on special long-fibre, acid-free rage paper, these old labels retained their original brilliant colours. Consequently, they are available in very limited quantities. Changes in the catch composition of artisanal fisheries attributable to dolphin depredation in a Mediterranean marine reserve Auteur(s) : Rocklin, Delphine Santoni, Marie-catherine Culioli, Jean-michel Tomasini, Jean-antoine Pelletier, Dominique Mouillot, David Éditeur(s) : Oxford university press Résumé : There is increasing evidence from previous studies, and from fishers' observations, that coastal dolphins use fishing nets as an easily accessible feeding source, damaging or depredating fish caught in the nets. This study investigates the impact of dolphin depredation on artisanal trammelnets by analysing the catch composition of 614 artisanal fishing operations in the Bonifacio Strait Natural Reserve (France). Common bottlenose dolphins (Tursiops truncatus) attacked, on average, 12.4% of the nets and damaged 8.3% of the catch. However, attacked nets were characterized by statistically significantly higher catch per unit effort than unattacked ones. Catch composition also differed significantly after dolphin attacks; bentho-pelagic fish were more represented and reef-associated fish less represented. Our results suggest that (i) dolphins are attracted by high fish densities in the fishing area and/or nets, and (ii) their attacks induce specific fish-avoidance behaviour, according to the fish position in the water column. Although dolphins depredate a small part of the catch, damage to nets, not yet assessed in this area, could weaken the benefits that reserves can provide to artisanal fisheries. In this context, artisanal fisheries, and in particular small-scale coastal fisheries, appear as relevant alternatives for a sustainable use of coastal resources. Marine Protected Areas (MPA) are more and more used as management tools for these fisheries, as protection effects and targeted access regulations may benefit to commercial fishers. Managers and scientists need then quantitative information not only to adapt their management to the fishing activity present on their territory, but also to estimate the effects of MPA management on it. This study provides catch and effort estimates that are essential for appraising and managing the artisanal fishery in the Côte Bleue Marine Park (CBMP), a French Mediterranean MPA including two No-Take Zones of different age and size. A field protocol was defined and implemented between July 2009 and June 2010 within the CBMP. Seven métiers were identified and characterized by target species, gear type, fishing grounds and fishing periods. During the one-year studied period, 3512 fishing trips and 4645 fishing operations were performed by 30 active boats in the Côte Bleue fishing territory, amounting to 9500 km of immersed nets. In total, approximately 130 tons of catch were landed in the six CBMP harbors, out of which 58% depend on the three main species caught on the Côte Bleue: hake (Merluccius merluccius), gilthead seabream (Sparus aurata) and common sole (Solea solea). The presented methodology could be part of a long term monitoring requiring close collaboration with local fishers. It enables adaptive management with respect to changes in fishing pressure (from inside and outside the MPA) that may impact the environment and its resources. Transitioning economies, human development, and environmental stress can harm this livelihood. Here we focus on a transitioning social-ecological system as a case study (Moorea, French Polynesia). We review fishing practices and three decades of effort and landing estimates with the broader goal of informing management. Fishery activities in Moorea are quite challenging to quantify because of the diversity of gears used, the lack of centralized access points or markets, the high participation rates of the population in the fishery, and the overlapping cultural and economic motivations to catch fish. Compounding this challenging diversity, we lack a basic understanding of the complex interplay between the cultural, subsistence, and commercial use of Moorea's reefs. In Moorea, we found an order of magnitude gap between estimates of fishery yield produced by catch monitoring methods (2 t km −2 ∼ year −1) and estimates produced using consumption or participatory socioeconomic consumer surveys (∼24 t km −2 year −1). Several lines of evidence suggest reef resources may be overexploited and stakeholders have a diversity of opinions as to whether trends in the stocks are a cause for concern. The reefs, however, remain ecologically resilient. The relative health of the reef is striking given the socioeconomic context. Moorea has a relatively high population density, a modern economic system linked into global flows of trade and travel, and the fishery has little remaining traditional or customary management. Other islands in the Pacific in similar contexts in Polynesia such as Hawaii, that continue to develop economically, may have small-scale fisheries that increasingly resemble Moorea. Therefore, understanding Moorea's reef fisheries may provide insight into their future. The significant contribution of FADs to Solomon Taiyo Limited's fishing operations Auteur(s) : Sibisopere, M Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : From 1972, when Solomon Taiyo Limited (stl) started a pole-and-line fishing operation, to 1980, stl vessels had been catching tuna almost exclusively from surface free-swimming schools. In 1981, a fad programme group purse-seining fishing operation, using the Filipino "payao" model, was put in place. Results were excellent and STL vessels quickly adapted their fishing methods to make the best use of fads. STL slightly modified the original payao design to better suit its own needs and nowadays, about 90% of the group purse seine catch, i.e. 5,800 t annually, and around 60-70% of the pole-and-line catch, i.e. about 15,000 t annually, come from fad fishing. fads bring benefits not only to stl but also to the rural communities of the region. For stl, it allows savings on the operational costs, especially those of pole-and-line fishing operations, reduction of searching time and a better regularity of fish landings. For the rural communities, it gives better returns to bait-ground owners through royalties paid by stl for their baitfishing boats and it allows local fishing communities (known as canoe-fishermen) to increase their catches using fishing methods (artisanal) such as trolling and midwater handlines set around fads. This provides fish for family consumption and a source of income from fish sold. Overall, the importance of fads to stl's fishing operation, and therefore to the local economy as a whole, is high, although no precise value can be attached to it. Current, catch and weight composition of yellowfin tuna with FADs off Okinawa island, Japan Auteur(s) : Kakuma, S Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : Yellowfin tuna (Thunnus albacares) is a main target for the fisheries at Fish Aggregating Devices (FADs) off the south of Okinawa island. Catch and weight composition of the tuna were monitored at a fisheries cooperative market from 1989 to 1998. Some distinct weight groups (considered to represent cohorts) appeared in the catch and the weight of these groups increased monthly - presumably as individual tuna grew. Although small, light weight fish were caught year-round, the 2 kg weight group that was recruited in May grew to about 15 kg by May of the next year. There was a significant seasonal cycle in the monthly catches. The catch of heavier weight groups decreased in winter indicating the tuna moved out of this FAD area. At one of huge FADs (Nirai), fifteen nautical miles southeast of Okinawa island (depth about 1.300 m), a current meter (Aanderaa RCM-7) recorded current and water temperature from June 1995 to March 1996. The current meter was attached to the FAD at 4 m depth. When typhoons attacked Okinawa, the water temperature drastically dropped. Typically, average current speed was 29 cm/s and eastward current was most frequent. Being affected by tide, the current was averaged over twenty-five hours. Current speed was correlated with the yellowfin catch in 120 daily sets at the FAD; the weaker the current speed, the greater the catch. Although not significant, the catch was greater with northeastward current than with southwestward current. However, young crayfishes, about the size of the European scampi are ordered by rich Creoles for receptions or family gatherings. But lobsters, heavier than 0.750 to 1 kilo are eaten only by Europeans.Any fisherman who is asked to provide 10 kilos of crayfish catches them very quickly with a brass snare or a hook placed underneath the rocks. Some artisans gather the crustaceans in large rectangular baskets made of wire mesh and called "gardes", to wait for the potential customer. There is no specific pot for this type of fishing whereas Creole wicker makers worked hard on the creation of tools both complex and difficult to make to catch small morays; a fish which does not have a great commercial value.Consequently, it is impossible to precisely assess the importance of the exploitable large crustacean stock based on the catches of the Creole fishermen. If the performances of some crayfish boats from Douarnenez, using Mauritanian nets on the banks of St-Martin, can be considered as extremely satisfactory, it is not the case of other attempts. A whole study has to be undertaken. This note is only the beginning of a larger work focusing on the natural history of the crayfishes and Spanish lobsters in the waters of the arc of the Petites Antilles. Twelve nationally and internationally ranked French male triathletes performed three swim trials in randomized order using the front crawl stroke with and without a wet suit. All triathletes swam at three different swim velocities, corresponding to the paces appropriate for the 800 m (V800), 100 m (V100) and 50 m (V50) events. The different stroke phases and arm and leg coordination were identified by video analysis. Arm coordination was quantified using a new index of coordination, which expresses the three major modalities of opposition, catch-up and superposition in swimming. At all swim velocities, no significant differences in leg movements with or without the wet suit were noted. However, the wearing of the wet suit was associated with a significantly greater stroke length at the paces appropriate for the 100 and 50 m events (+3.46% and +3.10% at V100 and V50, respectively; P<0.01); a significantly greater stroke index at all three velocities (+5.18%, +5.21% and +5.91% at V800, V100 and V50, respectively; P<0.01); a significantly shorter pulling phase (-10.97%; P<0.05) and lower index of coordination (-21.87%; P<0.01) at the pace appropriate for the 800 m; and a significantly greater entry and catch phase (+9.81%; P<0.05) at the pace appropriate for the 100 m. We conclude that the wet suit amplified the coordination mode of the triathletes (i.e. catch-up coordination) without modifying stroke rate, recovery phase or leg movements. La dynamique des pêches côtières du pays bigouden Auteur(s) : Charuau, Anatole Résumé : In the beginning, the coastal fleet of the Bigouden region fished by trawling and was completely focused on exploiting lobster and hake. It is a traditional business that expanded between the last war and the 70s, reaching its peak between 1975 and 1980.
The best image to give an idea of this fleet is that of a "bucket waterwheel" endlessly discharging its catch in the four ports of the Guilvinec district. Where there is a seafaring business in Guilvinec, Loctudy and Saint-Guénolé, there is a complementarity that is expressed in two ways:
- coastal fishing constitutes a very noticeable and regular supplement to production, since sales happen daily and only bad winter weather causes a relative decrease in the supplement. - coastal fishing gives a flattering image of the port based on the display of high-quality leading market products: daily live lobster, hake and angler.
In this study, we have above all tried to evaluate the situation of the Bigouden coastal system as an entity, while including in the same analysis the species, fleets and the exploitation of the resource. For the main species, a balance sheet is proposed. It covers the lobster, hake and angler separately. Lobster, because of its small amount of movement, can be considered as being an isolated stock, while fish belong to much more wide-ranging groups.
The lobster has gained from various increases in meshing that have been imposed since 1971, even if these have not always been strictly applied. One of the results of this management by means of meshing is a "depreciation" of the variations of daily yields around an average value of 100kg.
For the hake, the dominant trait is an increase in yields in the last few years in accordance with an improvement of the situation in the Gulf of Gascony due to a generalised decrease of effort and a modification of the exploitation profile since the appearance of boulters and straight nets. Whereas the situation for lobster fisheries, as regards the hake's marketable size, did not improve, since the demand for small hake still exists, we have nonetheless been witnessing for about ten years a slow diversification of the fleets' business activities, which is much more in line with sequential hake fisheries' logical outline of exploitation. When lobster yields decrease, one part of the fleet focuses on the fish at the edges of the lobster fisheries.
For the angler, we see rather similar phenomena and a significant increase in unloading of the two species by lobster fishermen due also to a widening of their fishing areas. On the lobster mudflats themselves, there is no notable change in exploitation in the historical records. All studies of coastal fishing always come up against the problem of acquiring statistical data and the Bigouden region is no exception to the rule.
To improve this situation, in 1987 and 1988 two items were chosen:
- a better awareness of the activity and of the areas frequented, by survey during unloading in Guilvinec and in Loctudy.
- a detailed description of the haul by species, by sampling, in Loctudy, on two-thirds of coastal sales, between December 1987 and November 1988.
For this reason, analysis of fleets by type is still cursory and covers only one year. The appearance of new trends towards fish can only be described qualitatively, since there is no historical record. The classification of boats was done by analysing data furnished by the auctions. This first assessment is not necessarily reliable, above all because of the auctions' inaccurate description of the hauls, a deficiency that we have tried to overcome by surveying in Loctudy.
In conclusion, we are witnessing in the Bigouden region, as in other entities, a rebalancing between traditional business activities and modern trends. Lobster fishing, almost exclusive before the 1980s, is tending to decrease for two main reasons:
- a generalised decrease in activity in the lobster fisheries due to non-renewal of coastal fish fleets,
- The transfer of part of the lobster fishermen's activities to fish, since the lobster and its accompanying catch no longer seemed able to insure the economic viability of new ships.
Other maritime districts resolved their lobster problem in a different way. The Lorient fishermen improved their yields by using more capable trawlers, the fishermen of Sable by exploiting the hake fish run to the fullest and limiting their lobster fishing to the best season. The Bigouden region is slowly turning to the second solution, as it renews its fleet.
A ses origines, la flottille côtière du pays bigouden péchant au chalut, est tout entière orientée vers l'exploitation de la langoustine et du merlu. Il s'agit d'une activité traditionnelle qui s' amplifie entre la dernière guerre et les années 70 pour atteindre son apogée entre 1975 et 1980. La meilleure image que l'on puisse donner de cette flottille est celle d'une "noria" débarquant inlassablement sa capture dans les quatre ports du quartier du Guilvinec. Là où existe une activité hauturière à Guilvinec, Loctudy et Saint-Guénolé, il y a une complémentarité qui s'exprime de deux manières : - la pêche côtière constitue un appoint très appréciable et régulier de production, puisque la vente est quotidienne et que seules les intempéries hivernales entraînent une baisse relative des apports. - la pêche côtière donne du port une image flatteuse basée sur la présentation de produits d'appel de grande qualité : langoustine vivante, merlu et baudroies quotidiens. Dans cette étude, nous avons surtout tenté de faire le point sur le système côtier bigouden en tant qu'entité, en englobant dans la même analyse des espèces, les flottilles et l'exploitation de la ressource. Pour les espèces principales, un bilan est proposé. Il couvre séparément la langoustine, le merlu et les baudroies. La langoustine, en raison de ses faibles déplacements, peut être considérée comme constituant un stock isolé, alors que les poissons appartiennent à des ensembles beaucoup plus vastes. La langoustine a beaucoup gagné des diverses augmentations de maillage qui ont été imposées depuis 1971, même si elles n'ont pas toujours été appliquées avec rigueur. Un des résultats de cette gestion par les maillages est un "amortissement" des variations des rendements journaliers autour d'une valeur moyenne de 100 kg. Pour le merlu, le trait dominant est une augmentation des rendements dans les dernières années en accord avec une amélioration de la situation dans le Golfe de Gascogne due à une baisse généralisée de l'effort et à une modification du profil d'exploitation depuis l'apparition des palangriers et des filets droits. Si la situation sur les pêcheries de langoustine, au regard de la taille marchande du merlu, ne s'est pas améliorée puisque la demande de petits merluchons existe toujours, on assiste par contre depuis une dizaine d'années à une diversification lente des activités des flottilles entrant beaucoup mieux dans le schéma logique d'exploitation des pêcheries séquentielles de merlu. Quand les rendements en langoustine baissent, une partie de la flottille s'oriente vers les poisson sur les marges des pêcheries de langoustine. Pour les baudroies on observe des phénomènes assez analogues et une augmentation importante des débarquements des deux espèces par les langoustiniers due également à un élargissement de leurs zones de pêche. Sur les vasières à langoustine elles-mêmes, il n'y a pas de modification notable de l'exploitation dans la série historique. Toute étude des pêches côtières se heurte toujours au problème d'acquisition des données statistiques et le pays bigouden n'échappe pas à la règle. Pour améliorer cette situation, en 1987 et 1988, deux points ont été retenus : - une meilleure connaissance de l'effort et des zones fréquentées, par enquête au moment des débarquements à Guilvinec et à Loctudy, - une description détaillée des apports par espèce, par échantillonnage, à Loctudy, sur les 2/3 des ventes côtières, entre décembre 1987 et novembre 1988. Pour cette raison, l'analyse de flottilles en types est encore sommaire et n'a porté que sur une année. L'apparition des tendances nouvelles vers le poisson ne peut être décrite que qualitativement puisque la série historique n'existe pas. La classification des bateaux a été faite par l'analyse des données fournies par les criées. Ce premier diagnostic ne présente pas toutes les garanties en raison surtout d'une description peu fidèle des apports par les criées, déficience que l'on a essayé de pallier en enquêtant à Loctudy. En conclusion, on assiste dans le pays bigouden comme dans d'autres entités à un rééquilibrage entre les activités traditionnelles et des orientations modernes. La pêche de langoustine, quasi exclusive avant les années 1980, tend à décroître pour deux raisons principales : - une baisse généralisée de l'effort sur les pêcheries de langoustine due au nonrenouvellement des flottilles de pêche côtière, - le report d'une partie de l'effort des langoustiniers vers les pêcheries de poissons, la langoustine et sa capture accessoire ne semblant plus pouvoir assurer la rentabilité économique des navires neufs. D'autres quartiers maritimes ont résolu de façon différente leur problème langoustine. Les Lorientais ont amélioré leurs rendements en adoptant des chaluts plus performants, les Sablais en exploitant à fond la séquence des pêcheries de merlu et en limitant leur intervention sur la langoustine à la saison la plus favorable. Le pays bigouden s'engage lentement dans la seconde solution, au rythme du renouvellement de sa flottille. Three canneries work on four species (yellowfin, skipjack, bigeye and albacore). Small size tuna, minor tuna and by-catches are refused by the canneries and are sold on the local market fish. It is the only part of the industrial purse seine catches directly sold in Abidjan. Since 1990, fishing operations on schools of tuna associated with artificial drifting FADs has become widespread. Log fishery allow to catch a majority of small tunas, and generates by-catches of various other pelagic species associated to the logs. The landed amounts of local market fish have increased: from 8 500 Mt per year estimated between 1987 and 1990, 21 000 Mt is reached between 1991 and 1993. Since 1994, controls have been carried out by French fishing companies. A sampling scheme allows us to analyse precisely the landings since 1998. From an interdisciplinary approach, we study the socio-economic role of this local fish market, especially the links between the different actors on this market, and we analyse his impact on fishing strategies by identifying the distribution networks (actors, prices, profit) and estimating the turnovers connected to this sector. Approximately 300 pelagic fish species naturally aggregate around floating objects (FOBs) at the surface of the oceans. Currently, more than 50% of the world catch of tropical tuna comes from the industrial tuna fisheries around drifting FOBs. Greater understanding of the complex decision-making processes leading to this aggregation pattern and the impact of the massive release of artificial FOBs by fishermen on the spatial distribution and management of tuna is needed. 2. We analyse how the interplay between social (relationships between individuals) and non-social (responses to the environment) behaviours may affect the spatial distribution of a population in a multi-FOB environment. Taking the example of tropical tunas associating with FOBs and using differential equations and stochastic simulations, we examine how, when increasing the number of FOBs, fish aggregation dynamics and the distribution of the population among patches are affected by the population size, level of sociality and the natural retentive and/or attractive forces of FOBs on individual tuna. 3. Our model predicts that, depending on the species' level of sociality, fish will be scattered among FOBs or aggregated around a single FOB based on the number of FOBs deployed in a homogeneous oceanic region. 4. For social species, we demonstrated that the total fish catch is reduced with increasing FOBs number. Indeed, for each size of population, there are a number of FOBs minimizing the total population of fish associated with FOBs and another number of FOBs maximizing the total population of associated fish. 5. Synthesis and applications. In terms of fisheries management, the total catch volume is directly linked to the total number of floating objects (FOBs) for non-social species, and any limit on the number of sets would then result in a limit on the total catch. For social species (e.g. tuna), however, increasing the number of FOBs does not necessarily lead to an increase in the total catch, which is a non-intuitive result. Indeed, our model shows that, for specific values of the parameters, deploying a greater number of FOBs in the water (all other parameters being constant) does not necessarily help fishermen to catch more tuna, but does increase the level of fishing effort and bycatch. However, although plenty of studies have provided evidence of the benefits produced within MPA boundaries, overall benefits to local fisheries, especially via spillover, seem to be still unclear. Because of the lost fishing grounds following an MPA establishment, local fishermen usually oppose MPAs. There is, therefore, the urgent need for a better understanding of the mechanism(s) through which MPAs can export fishable fish biomass towards adjacent fished areas, a process that could counterbalance the loss of fishing grounds. Here we review the literature on spillover for refining the terminology, detailing the underlying mechanisms and identifying both the existing and needed methodological approaches to measure spillover. Operationally, two types of spillover should be considered: ecological spillover (i.e. the net export of juvenile, subadult and adult biomass from MPAs outwards driven by density-dependent processes) and the fishery spillover (i.e. the proportion of this biomass that can be fished, taking into account regulations and accessibility). Underwater visual census and tagging/tracking may allow getting evidence of ecological spillover, while experimental catch data are essential to assess and monitor fishery spillover, which is the main component of MPAs that can provide direct benefit to local fisheries. The fisheries have well developed becoming one of the main fisheries in Okinawa where 210 fads are approved to deploy in 1999. The annual catch by roughly 1 000 boats (most of them are small) is 2500-4000 mt; average catch from one fad is about 20 mt; average catch by one boat on one day is 73 kilogrammes. fads are also important for easing the fishing pressures on bottom fish stocks. Most of the fads were deployed and managed by local fishermen's groups that have improved the structures of the system to withstand typhoons. The catches are strongly depending on the sites, usually the farther offshore, the better the catches. A variety of fishing methods are devised targeting each species and the size of the fish. Being most abundant and having relatively higher prices, yellowfin tuna is the most important and consists 68% of the total production. There have been conflicts among fishermen on the use of fads since the early stage of the fisheries development. Now, the number of fads is regulated by a management committee. Conflicts between fishermen and sport fishermen have become problems; on the other hand, the sport fishing could lead to further development of the fisheries. Degraded fish meat caused by high meat temperature and occasional oversupply have been major marketing problems since prices are strongly related to the meat quality and the fish supply. Approche empirique de la pecherie d'espadon (Xiphias gladius) dans l'ocean Indien et modelisation des deplacements des poissons dans le paysage oceanique tropical Auteur(s) : Guyomard, David Éditeur(s) : Ecole Nationale Supérieure Agronomique de Rennes Résumé : Long-line fishing has been growing on the island of La Réunion since the beginning of the 1990s. The target species is the swordfish (Xiphias gladius), fished mainly in the tropical waters surrounding the island between longitudes 45 degree E and 60 degree E, and latitudes 17 degree S and 27 degree S. From 1998 to 2000, a finalised research programme enabled the collection of precise data concerning the lines' positions and the parameters of the fishing efforts: 3,602 nettings were thus informed by the catches (in numbers of individuals caught) and 12 descriptive variables of the effort. In parallel with this collection effort, satellite maps that described the ocean's landscape of this region of the Indian Ocean exploited by La Réunion's fisheries were made available to sailors and scientists. Extractions from these environmental variables were made at the fishing lines' positions, which allowed us to propose 20 variables describing the environmental conditions of swordfish catches applied to the nettings. In an early part of this study, after a descriptive analysis and a first selection of the variables, we used several GAM (Generalised Additive Models) to model the respective effects of effort and environmental variables on the variability of swordfish catches. We thus highlighted the predominance of factors linked to fishermen (fishing effort) on oceanographic factors in the explanation of this variability. Following these results, a summary on the biology and ecology of the swordfish was proposed in order to draw up hypotheses on the characteristics of this species' population in the Indian Ocean. The aspects linked to the individual behaviour and movements of the population were particularly highlighted. In a latter part of this study and in order to complete the empirical approach by an exploratory constructivist approach, we proposed a modelling tool in order to simulate the possible movements of individuals within the oceanic landscape described by the available satellite maps. After reading in the literature about the various forms of modelling the movements of the large pelagics, we developed an original computer modelling architecture of the multi-agent type that made it possible to manipulate in a dynamic way the satellite maps (and derived products), the individual movements of "animats" whose behaviours were based on this environmental information, and agents that clarify the process of long-line fishing in a geographical way. The computer model that was implemented (MUFINS, for MUlti-Fish INdian ocean Simulator) was next used by calibrating the behaviour of the animats on the real data originally from the analysis of commercial catches proposed in the first part, using robust techniques based on fuzzy logic. The results of the simulations were compared, on the one hand, with the large-scale hypotheses of movement proposed in the first part, and, on the other hand, to swordfish catches both real and corrected for the effect of the fishing effort modelled by the GAM models. Even if the results of these simulations in this study do not allow for proposing convincing interpretations of the underlying processes, the MUFINS tool showed its ability to address questions associated with the swordfish's behaviour in the tropical oceanic landscape and to the effects of scale transfers between the individual level and the collective level. We now envisage its use in a more operational framework, as an interface for dialogue between fishermen and scientists with a goal of sustainable management of the resource. La peche palangriere s'est developpee a l'ile de La Reunion depuis le debut des annees 1990. L'espece cible est l'espadon (Xiphias gladius), principalement exploite dans les eaux tropicales autour de l'ile entre les longitudes 45 degree E et 60 degree E, et les latitudes 17 degree S et 27 degree S. De 1998 a 2000, un programme de recherche finalisee a permis de collecter des informations precises concernant les positions des lignes et les parametres de l'effort de peche : 3602 filages sont ainsi renseignes par les captures (en nombre d'individus captures) et 12 variables descriptives de l'effort. En parallele de cet effort de collecte, des cartes satellitales ont pu etre mises a la disposition des marins et des scientifiques, decrivant le paysage oceanique de cette region de l'ocean Indien exploitee par la pecherie reunionnaise. Des extractions de ces variables environnementales ont ete effectuees aux positions des lignes de peche, nous permettant de proposer 20 variables descriptives des conditions environnementales de captures d'espadon appliquees aux filages. Dans une premiere partie de ce travail, apres une analyse descriptive et une premiere selection des variables, on a modelise par plusieurs modeles GAM (Generalized Additive Models) les effets respectifs des variables d'effort et des variables environnementales sur la variabilite des captures d'espadon. On a ainsi mis en evidence la predominance des facteurs lies aux pecheurs (effort de peche) sur les facteurs oceanographiques dans le caractere explicatif de cette variabilite. A la suite de ces resultats, une synthese sur la biologie et l'ecologie de l'espadon a ete proposee afin de degager des hypotheses sur les caracteristiques de la population de cette espece dans l'ocean Indien. Les aspects lies au comportement individuel et aux deplacements de la population ont ete particulierement mis en evidence. Dans une deuxieme partie de ce travail et afin de completer l'approche empirique par une approche constructiviste exploratoire, nous avons propose un outil de modelisation afin de simuler les deplacements possibles d'individus au sein du paysage oceanique decrit par les cartes satellitales disponibles. Apres avoir passe en revue dans la litterature les differentes formes de modelisation des deplacements des grands, pelagiques, nous avons developpe une architecture originale de modelisation informatique de type multi-agents permettant de manipuler de maniere dynamique les cartes satellitales (et les produits derives), les mouvements individuels < d'animats >, dont les comportements sont bases sur cette information environnementale, et des agents qui explicitent le processus de capture palangriere de maniere geographique. Le modele informatique ainsi implemente (MUFINS, pour MUlti-Fish INdian ocean Simulator) a ensuite ete utilise en calibrant les comportements des animats sur les donnees reelles issues de l'analyse des captures commerciales proposee en premiere partie, a partir de techniques robustes basee sur la logique floue. Les resultats des simulations ont ete confrontes d'une part aux hypotheses de deplacement a grande echelle proposees en premiere partie, et d'autre part aux captures d'espadon reelles et corrigees de l'effet de l'effort de peche modelise par les modeles GAM. Meme si les resultats de simulations presentes dans ce travail ne permettent pas de proposer d'interpretations convaincantes des processus sous-jacents, l'outil MUFINS a demontre son aptitude a aborder les questions liees au comportement de l'espadon dans le paysage oceanique tropical et aux effets des transferts d'echelle entre le niveau individuel et le niveau collectif. On envisage desormais son utilisation dans un cadre plus operationnel, comme interface de dialogue entre les pecheurs et les scientifiques a des fins de gestion durable de la ressource. Les pêcheries mixtes de langoustine et de merlu du golfe de Gascogne. Description, préparation à une modélisation et à une simulation des procédures de gestion Auteur(s) : Charuau, Anatole Ifremer Résumé : 1 - Study's goals review The management of Norway Lobster and Hake fisheries can be considered as the most important issue in the Gascogne gulf. Calculation methods used to evaluate prediction variations under various efforts and mesh constraints all pinpoint to the crucial role narrow mesh fishing plays in Hakes' Northern stock status. The involvement of Gascogne gulf Norway Lobster fisheries regarding Hakes over exploitation seems over dimensioned when comparing the size of both of these stocks. Hake stocks spread from Northern Great Britain to Northern Spain, while Norway Lobster stocks are located in the Gascogne gulf's mud flats. The biological solution is well known and consists in globally increasing mesh nets to 80mm which would bring up Hakes yield to its most. It would be unreal to pretend all parties involved in Hake stocks will come to use them. For now, it is mostly an economical issue since many vessels continue on with an exploitation scheme dating from the 60's and fish on coastal mud flats which are the most exploited zones and where their catch is detrimental to juvenile class Hakes and Norway Lobsters. Considering our limited time, this study will cover bio- economical modelisation preparation. You will therefore find a description of fisheries and an exploitation assessment based on 1986's available data.
2 - Accomplished work
2. 1 Fishery description
Presenting the problems and preparing ulterior analyses was first and foremost. Norway Lobster vessels supposedly, according to evaluation models used, test immature Hakes in such a manner that all stock exploitation is jeopardized. Norway Lobster distribution is closely linked to the nature of the ocean floor since it can only build its habitat on fine sediment. Hakes' habitat is not as restrictive and is linked to food supply, especially euphausiid shrimps, so they can be found on sandy and sandy-sedimental floors. Norway Lobsters are sought by a fleet of 400 to 450 ships which characteristics widely vary according to their home port. On the northern part, fisheries are close to exploitation ports where Norway Lobsters and miscellaneous catch yield is sufficient to support an older fleet. On the southern part, the structure is diversified and flexibility usually rules, more modern vessels can easily switch their target on a seasonal or daily basis. Globally, Hakes' northern stocks are slightly on the rise. This rise is probably due to global mesh size increase, even if slight and a decrease on fishing effort where immature species are caught. Norway Lobster stocks unloading is stable or slightly lower and yields, as far as northern fishery are concerned, vary and oscillate between ±15 to ±20 % at about an average of 100 kg/day. Biological parameters used in the evaluations for each species are those used in CIEM and CEE work cells. Among those parameters, those describing growth are the greatest. For Hakes, an intermediary growth equation between males and females has been used. For Norway Lobsters, both sexes are treated separately. Simulations were carried out according to 3 types of data: Norway Lobster vessels fishing effort variations. Norway Lobster vessels mesh increase. Norway Lobster vessels fishing effort decrease or mesh increasing go along in the same direction for Hake and Norway Lobster stock production (chart A and B). Lastly, a brief study on results evaluation significance was done to modify: - the size of Hake rejects by Norway Lobster vessels. The range of sizes stays the same but the amount in each class varies according to the same percentage. - Norway Lobsters growth parameters, both values used (L» = 76 mm and k = 0.11 for males, L°° = 56 mm and k = 0.14 for females) representing the "high" hypothesis. In the first case, a 20% error rate for rejects evaluation with 60 mm mesh would only bring a 3% modification rate on global stock production. Those first results are contradicting usual evaluation conclusions and it will be necessary to recalculate by modifying the size class step. In the second case, to decrease L» and increase growth speed, in time production variations remain within usual inter annual fluctuations. In all figure cases, calculations confirming greater yield for in time production through hypothetical mesh size increase to 60 mm, are definitely well founded.
1 - Rappel des buts de l'étude La gestion des pêcheries de merlu et de langoustine peut être considérée comme le problème le plus important du Golfe de Gascogne. Les méthodes de calcul employées pour évaluer les variations de la production sous diverses contraintes d'effort et de maillage mettent toutes l'accent sur le rôle capital des pêcheries à petits maillages sur l'état du stock nord de merlu. Le niveau de responsabilité des pêcheries de langoustine du Golfe de Gascogne dans la surexploitation du merlu semble démesuré eu égard aux dimensions respectives des deux stocks. Le stock de merlu s'étend du Nord des Iles Britanniques au Nord de l'Espagne alors que le stock de langoustine est localisé aux vasièrés du Golfe de Gascogne. La solution biologique du problème est connue et tient à une augmentation généralisée des maillages à 80 mm qui amènerait le rendement du stock de merlu à son maximum. Il serait illusoire de prétendre que tous les acteurs opérant sur le stock de merlu arriveront jamais à l'utiliser. Pour le moment, le problème se pose essentiellement en termes économiques car beaucoup de navires poursuivent un schéma d'exploitation hérité des années 1960 et pèchent sur des vasièrés côtières qui sont les zones les plus exploitées et où ils effectuent leurs captures au détriment des jeunes classes d'âge de merlu et de langoustine. En raison des délais impartis, cette étude constitue la préparation à une modélisation bioéconomique. On y trouvera donc une description des pêcheries et un bilan de l'exploitation sur les données disponibles en 1986. 2 - Travaux effectués 2 . 1 Description de la pêcherie Il s'agissait avant tout de poser les problèmes et de préparer les analyses ultérieures. Les langoustiniers sont présumés, d'après les modèles d'évaluation employés, effectuer sur les immatures de merlu des prélèvements tels qu'ils mettent en danger toute l'exploitation du stock. La distribution de la langoustine est très liée à la nature du fond car elle ne peut construire son terrier que sur des fonds de vase fine. Celle du merlu est beaucoup plus large et inféodée à la recherche de nourriture, crevettes euphausiacées en particulier, on le trouve donc sur les fonds sableux à sablo-vaseux. La langoustine est recherchée par une flottille de 400 à 450 bateaux dont les caractéristiques sont très variables suivant leur appartenance géographique. Au nord, la pêcherie est proche des ports exploitants et les rendements en langoustine et en prise accessoire sont suffisants pour faire vivre une flottille ancienne. Vers le sud, la structure est très diversifiée et la flexibilité est généralement la règle et les navires de construction récente peuvent changer de cible aisément de façon saisonnière ou au cours de la même journée de pêche. Globalement, les débarquements de merlu du stock nord sont en légère hausse. Ce redressement est dû probablement aux augmentations de maillage, même légères, généralisées et à une baisse de l'effort sur les pêcheries où s'effectuent des captures d'immatures. Les débarquements de langoustine sont stables ou en légère baisse et les rendements, au moins sur la pêcherie du nord, varient avec des oscillations de ±15 à ±20 % autour d'une moyenne de 100 kg/jour. Les paramètres biologiques utilisés pour chaque espèce dans les évaluations sont ceux en usage dans les groupes de travail du CIEM et de la CEE. Parmi ces paramètres, ceux décrivant la croissance sont les plus importants. Pour le merlu une équation de croissance intermédiaire entre mâles et femelles a été utilisée. Pour la langoustine les deux sexes sont traitées séparément. Les simulations ont porté sur trois types de données : Variations de l'effort des langoustiniers Augmentation du maillage des langoustiniers La diminution de l'effort des langoustiniers ou L'augmentation de maillage agisse très exactement dans le même sens sur la production des stocks de merlu et de langoustine. Enfin une étude succincte de la sensibilité des résultats des évaluations a été effectuée pour des modifications : - de la composition en taille des rejets de merlu par les langoustiniers. L'étendue des tailles reste la même mais le nombre dans chaque classe varie selon le même pourcentage. des paramètres de croissance de la langoustine, le couple de valeurs utilisées (L» = 76 mm et k = 0.11 pour les mâles, L°° = 56 mm et k = 0.14 pour les femelles) constituant l'hypothèse "haute" Dans le premier cas, une erreur de 20 % sur l'évaluation des rejets pour un cnaillage de 60 mm n'apporterait qu'une modification de 3 % dans la production globale du stock. Ces premiers résultats sont en contradiction avec les conclusions habituelles des évaluations et il sera nécessaire de reprendre les calculs en modifiant le pas des classes de taille. Dans le deuxième cas, pour une diminution de L» et une augmentation de la vitesse de croissance, les variations de la production à terme restent à l'intérieur des fluctuations interannuelles habituelles. Dans tous les cas de figure, les calculs confirmant l'augmentation de la production à terme dans l'hypothèse d'une augmentation de maillage à 60 mm sont d'une robustesse à toute épreuve. Elasmobranchs, an important component of the French tropical tuna purse seine fishery by-catch, are currently thrown back into the sea. Fishers interact with various types of elasmobranchs that range widely in size, weight and shape, and could pose various degrees of danger to the crew. A diversity of discarding practices within the fleet were reported, some practices were considered suitable, others needed to be adapted and improved and others simply had to be banned. The majority of the crews were likely to improve their handling practices if they were presented with practical suggestions that were quick and easy. Combining scientific observations and empirical knowledge from skippers and crew, a manual, providing appropriate handling practices to ensure crew safety and increase the odds of survival for released animals has been developed and disseminated. Bringing these good practices onto the decks of fishing vessels should contribute to the reduction of the fishing mortality of some vulnerable species. It would be positively viewed by consumers as an act that reduces fishing's footprint on the environment and promoting animal welfare which would improve the image of fishing industry. Mitigation research is by definition an iterative process and different complementary methods must be carried out at different levels of the fishing process to significantly reduce the mortality of the by-catch. Ma peche a la crevette sur le plateau guyanais les techniques americaines et l'analyse des captures Auteur(s) : Morice, Jean Warluzel, Noël Éditeur(s) : ISTPM Résumé : In November and December 1959, one of us was assigned by the Credit and Technical Assistance Society (SATEC) to do a study on shrimp fishing on the Guiana Shield as practised by American trawlers (Figure 1). This study had both technological and biological goals. It was first necessary to describe the fishing boats and the methods used by American shrimp boats to fish in the Guianas. Each step of processing and packaging of the shrimp was monitored on board as well as on land, from catch up to storage under refrigerated conditions until commercialisation. It was then necessary to evaluate the relative proportions of shrimp and fish in the catches in order to establish the factors governing productivity of the operations. This was done with a view for establishing a fleet of fishing boats in French Guyana wishing to exploit as much of the catches as possible. American trawlers discard all fish and shellfish that are not marketable by American standards. The flat trawls used by ships based in Georgetown (British Guyana) or in Paramaribo (Surinam) are not designed for catching fish; but during the expedition off the shore of Surinam, we observed that a good part of catches was made up of various marketable species, including flatfishes, many goatfishes, pompano fishes, rockfishes, etc. It was thus important to weigh, insofar as possible, species that were discarded. ... (unverified OCR) En novembre et décembre 1959, l'un de nous était chargé par la Société d'assistance technique et de crédit (SATEC) d'une étude de la pêche à la crevette telle que la pratiquent les chalutiers américains (fig. 1 ) sur le plateau continental des Guyanes. Cette étude avait deux buts, technologique et biologique. Il fallait tout d'abord décrire les engins et les méthodes utilisés par les crevettiers américains pour exploiter les fonds guyanais et suivre pas à pas le travail de transformation et de conditionnement des crustacés, à bord comme à terre, de la capture jusqu'au stockage sous froid avant la commercialisation. Il était nécessaire ensuite d'évaluer les proportions relatives des crevettes et des poissons dans les apports, ceci pour établir les facteurs de rentabilité des opérations dans le cas de la mise en place, en Guyane française, d'armements métropolitains soucieux d'utiliser la presque totalité des captures. Les chalutiers américains rejettent en effet à la mer tout ce qui n'est pas crustacé commercialisable selon les normes observées aux Etats-Unis. Certes les chaluts plats utilisés par les navires basés à Georgetown (Guyane britannique) ou à Paramaribo (Surinam) ne sont pas des engins destinés à la capture des poissons mais, au cours de la marée effectuée au large du Surinam sur l'un des bateaux sus-cités, nous avons constaté qu'une bonne partie des captures était constituée d'espèces parfaitement commercialisables, poissons plats divers, Mullidés relativement nombreux, Carangidés, Scorpénidés, etc. Il était donc important de peser, dans la mesure du possible, ce qui était rejeté à la mer. Le marché des Antilles françaises, loin d'être saturé, pouvait être ravitaillé si les moyens de transport étaient organisés et si une infrastructure « froid » suffisante était créée. Il était peut-être possible, de plus, d'envisager la création d'une conserverie utilisant les têtes de crevettes habituellement éliminées (plus de 13 % du poids total des captures), les Scorpénidés et autres espèces ichthyologiques moins appréciées de la clientèle Antillaise, et les crustacés d'intérêt secondaire pour le marché américain : Portunidés (« cyriques »), Calappidés, crevettes de petites tailles, scyllares..., pour la confection de bisques, de soupes ou de concentrés; il suffisait pour cela d'équiper les chalutiers de cuiseurs, de broyeurs et de dessiccateurs. Les résultats obtenus ont été formulés et présentés à la SATEC sous forme d'une note ronéotypée en plusieurs cahiers dont la diffusion a été relativement restreinte. Nous reprenons ici ce travail en le développant grâce à l'exploitation des carnets de note de la mission comme de l'abondante bibliographie afférente. Les auteurs américains ont en effet beaucoup publié au sujet de la biologie des différentes espèces de Penéidés exploitées, de la technologie de la pêche comme à propos de la technologie des transformations culinaires subies par les crustacés. Les statistiques les plus récentes (LYLES, 1966) montrent que les apports pour l'année 1964 (la dernière année pour laquelle nous ayons des informations complètes) furent de 96 157 tonnes environ valant quelque 70 400 000 dollars; 99 % de cette production furent capturés au chalut de fond tandis que le reste l'était au chalut à perche, aux nasses, à l'épervier ou avec d'autres engins de type artisanal. La demande en « shrimps » outre-Atlantique est loin d'être saturée et les armements américains déplacent progressivement leurs unités vers les rares points du continent américain dont le plateau continental n'a point été, jusqu'à maintenant, exploité. Les capitaux investis dans la pêèhe proprement dite, les installations à terre et les moyens de distribution sont largement supérieurs à ceux qui ont été investis à propos de la pêche au thon et l'industrie crevettière américaine fait vivre une grande partie de la population de pêcheurs des états du sud des Etats-Unis. Le travail que nous présentons ici n'a aucun 2 prétention quant à l'établissement d'une liste faunistique du plateau guyanais pas plus qu'à une étude des fonds et la détermination précise des crevettes capturées n'a pas été tentée; le lecteur devra consulter à ce sujet les travaux de Voss (1955), DURAND (1959), HOLTHUIS (1959), BULLIS et THOMPSON (1959), HIGMAN (1959)... Nous espérons cependant que les documents que nous fournissons ici seront utiles aux professionnels soucieux de se documenter sur des techniques inutilisées encore en France, comme aux fabricants de filets qui fourniront les engins réclamés par les futurs exploitants du plateau guyanais, et peut-être par ceux de Madagascar. L'impact d'une politique de limitation de l'effort de peche : Les chalutiers méditerranéens et le système des licences Auteur(s) : Meuriot, Eric Dremiere, Pierre-yves Résumé : Many theoretical studies since after the war have been devoted to the biological and economic aspects of exploiting halieutic resources. They often lead to, indeed focus directly on, the interest of limiting the fishing effort. In the simplest case, the one in which production automatically finds an outlet, the idea of limiting the fishing effort comes from an argument that can be presented schematically in three points:
a) halieutic resources and their renewal are limited;
b) an increase in overall fishing effort cannot therefore be done while maintaining the same level of catches per unit of effort; the latter inevitably decrease. Additionally, beyond a certain level of fishing intensity, a supplementary increase of the overall fishing effort brings about a decrease in overall catches.
c) without limitations, any expectation of profits from exploiting the resources elicits an increase of effort (increase in the number of ships or their fishing power); the latter leads to a decrease in catches per unit of effort, which makes it impossible to obtain the anticipated individual profits. The fishing effort will eventually have a tendency to grow up to the time when average net profits per boat and of the fleet become zero. This tendency is in part masked by technological improvements that make it possible, for the same level of overall effort, to increase production per ship; the decrease in number of ships is a corollary to that. For some species, a pronounced rise in the landing price can compensate for the drop in intake. Producers can benefit from that, not consumers.
The conclusion to which the theoretical analyses lead is that there is, in the absence of limitations on fishing efforts, a squandering of not only natural resources, but also of human and material means...
(OCR non controlé) De nombreuses études théoriques ont été consacrées depuis l'après-guerre aux aspects biologiques et économiques de l'exploitation des ressources halieutiques. Elles débouchent souvent, voire portent directement, sur l'intérêt d'une limitation de l'effort de pêche. Dans le cas le plus simple, celui où la production trouve automatiquement un débouché, l'idée d'une limitation de l'effort de pêche découle d'un raisonnement que l'on peut présenter, de manière schématique, en trois points : a) les ressources halieutiques et leur renouvellement sont limités ; b) un accroissement de l'effort total de pêche ne peut donc s'effectuer tout en maintenant un même niveau de captures par unités d'effort ; celles-ci diminuent nécessairement. De plus, audelà d'un certain niveau d'intensité de pêche, une augmentation supplémentaire de l'effort total de pêche entraîne une diminution des captures totales c) en l'absence de limitation, toute anticipation de bénéfices tirés de l'exploitation des ressources suscite un accroissement de l'effort (accroissement du nombre de navires ou de leur puissance de pêche) ; celui-ci entraîne une diminution des captures par unité d'effort qui ne permet pas d'obtenir les bénéfices individuels escomptés. L'effort de pêche aura finalement tendance à se développer jusqu'au moment où les bénéfices moyens nets par bateau et de la flottille deviennent nuls. Cette tendance est en partie masquée par les améliorations technologiques qui permettent, pour un mème niveau d'effort total, d'accroître la production par navire ; la diminution du nombre de navire en est un corollaire. Pour certaines espèces, une hausse prononcée du prix au débarquement permet de compenser la baisse des apports. Les producteurs peuvent en bénéficier, non les consommateurs. La conclusion à laquelle les analyses théoriques aboutissent est qu'il existe, en l'absence de limitation de l'effort de pêche, un gaspillage non seulement des ressources naturelles, mais aussi des moyens humains et matériels... Notes on the biology of the bigeye scad, Selar crumenophthalmus (Carangidae) around Reunion Island, southwest Indian Ocean Auteur(s) : Roos, David Roux, Olivier Conand, François Éditeur(s) : Institut de Ciències del Mar de Barcelona, CSIC Résumé : The main characteristics of the biology of bigeye scad were studied from commercial fishery catches around Reunion Island. Biometric relationships were calculated. The monitoring of size distribution, aggregated by month, allowed us to estimate the theoretical growth equation using the ELEFAN software. The von Bertalanffy growth parameters were adjusted with a seasonal modulation: L8 = 265 mm; K = 1.64 year-1; c = 0.068; ? = 0.38. The growth of the cohort was quite high during the austral summer (November-April) and decreased during the austral winter (May-October). The arrival of a new cohort with homogeneous small sizes (65 to 90 mm) in the fishery in November coincided with the disappearance of large individuals. A feature of the reproductive biology was that the sex ratio remained constant month by month and that there was no predominance of male or female even in the larger size classes. Fish were mature by April and the proportion of mature fish progressively increased until November, when the gonad-indices were the highest. The size at first maturity (L50) was reached at 215 mm (fork length). The largest specimens observed were 255 mm long (fork length). After reproduction, massive mortality occurred and few individuals survived.
