La dynamique des pêches côtières du pays bigouden Auteur(s) : Charuau, Anatole Résumé : In the beginning, the coastal fleet of the Bigouden region fished by trawling and was completely focused on exploiting lobster and hake. It is a traditional business that expanded between the last war and the 70s, reaching its peak between 1975 and 1980.
The best image to give an idea of this fleet is that of a "bucket waterwheel" endlessly discharging its catch in the four ports of the Guilvinec district. Where there is a seafaring business in Guilvinec, Loctudy and Saint-Guénolé, there is a complementarity that is expressed in two ways:
- coastal fishing constitutes a very noticeable and regular supplement to production, since sales happen daily and only bad winter weather causes a relative decrease in the supplement. - coastal fishing gives a flattering image of the port based on the display of high-quality leading market products: daily live lobster, hake and angler.
In this study, we have above all tried to evaluate the situation of the Bigouden coastal system as an entity, while including in the same analysis the species, fleets and the exploitation of the resource. For the main species, a balance sheet is proposed. It covers the lobster, hake and angler separately. Lobster, because of its small amount of movement, can be considered as being an isolated stock, while fish belong to much more wide-ranging groups.
The lobster has gained from various increases in meshing that have been imposed since 1971, even if these have not always been strictly applied. One of the results of this management by means of meshing is a "depreciation" of the variations of daily yields around an average value of 100kg.
For the hake, the dominant trait is an increase in yields in the last few years in accordance with an improvement of the situation in the Gulf of Gascony due to a generalised decrease of effort and a modification of the exploitation profile since the appearance of boulters and straight nets. Whereas the situation for lobster fisheries, as regards the hake's marketable size, did not improve, since the demand for small hake still exists, we have nonetheless been witnessing for about ten years a slow diversification of the fleets' business activities, which is much more in line with sequential hake fisheries' logical outline of exploitation. When lobster yields decrease, one part of the fleet focuses on the fish at the edges of the lobster fisheries.
For the angler, we see rather similar phenomena and a significant increase in unloading of the two species by lobster fishermen due also to a widening of their fishing areas. On the lobster mudflats themselves, there is no notable change in exploitation in the historical records. All studies of coastal fishing always come up against the problem of acquiring statistical data and the Bigouden region is no exception to the rule.
To improve this situation, in 1987 and 1988 two items were chosen:
- a better awareness of the activity and of the areas frequented, by survey during unloading in Guilvinec and in Loctudy.
- a detailed description of the haul by species, by sampling, in Loctudy, on two-thirds of coastal sales, between December 1987 and November 1988.
For this reason, analysis of fleets by type is still cursory and covers only one year. The appearance of new trends towards fish can only be described qualitatively, since there is no historical record. The classification of boats was done by analysing data furnished by the auctions. This first assessment is not necessarily reliable, above all because of the auctions' inaccurate description of the hauls, a deficiency that we have tried to overcome by surveying in Loctudy.
In conclusion, we are witnessing in the Bigouden region, as in other entities, a rebalancing between traditional business activities and modern trends. Lobster fishing, almost exclusive before the 1980s, is tending to decrease for two main reasons:
- a generalised decrease in activity in the lobster fisheries due to non-renewal of coastal fish fleets,
- The transfer of part of the lobster fishermen's activities to fish, since the lobster and its accompanying catch no longer seemed able to insure the economic viability of new ships.
Other maritime districts resolved their lobster problem in a different way. The Lorient fishermen improved their yields by using more capable trawlers, the fishermen of Sable by exploiting the hake fish run to the fullest and limiting their lobster fishing to the best season. The Bigouden region is slowly turning to the second solution, as it renews its fleet.
L'impact d'une politique de limitation de l'effort de peche : Les chalutiers méditerranéens et le système des licences Auteur(s) : Meuriot, Eric Dremiere, Pierre-yves Résumé : Many theoretical studies since after the war have been devoted to the biological and economic aspects of exploiting halieutic resources. They often lead to, indeed focus directly on, the interest of limiting the fishing effort. In the simplest case, the one in which production automatically finds an outlet, the idea of limiting the fishing effort comes from an argument that can be presented schematically in three points:
a) halieutic resources and their renewal are limited;
b) an increase in overall fishing effort cannot therefore be done while maintaining the same level of catches per unit of effort; the latter inevitably decrease. Additionally, beyond a certain level of fishing intensity, a supplementary increase of the overall fishing effort brings about a decrease in overall catches.
c) without limitations, any expectation of profits from exploiting the resources elicits an increase of effort (increase in the number of ships or their fishing power); the latter leads to a decrease in catches per unit of effort, which makes it impossible to obtain the anticipated individual profits. The fishing effort will eventually have a tendency to grow up to the time when average net profits per boat and of the fleet become zero. This tendency is in part masked by technological improvements that make it possible, for the same level of overall effort, to increase production per ship; the decrease in number of ships is a corollary to that. For some species, a pronounced rise in the landing price can compensate for the drop in intake. Producers can benefit from that, not consumers.
The conclusion to which the theoretical analyses lead is that there is, in the absence of limitations on fishing efforts, a squandering of not only natural resources, but also of human and material means...
Métiers, effort and catches of a Mediterranean small-scale coastal fishery: The case of the Côte Bleue Marine Park Auteur(s) : Leleu, Kevin Pelletier, Dominique Charbonnel, Eric Letourneur, Yves Alban, Frederique Bachet, Frederic Boudouresque, Charles F. Éditeur(s) : Elsevier Science Bv Résumé : The overexploitation of fishery resources has led to a major fisheries crisis. In this context, artisanal fisheries, and in particular small-scale coastal fisheries, appear as relevant alternatives for a sustainable use of coastal resources. Marine Protected Areas (MPA) are more and more used as management tools for these fisheries, as protection effects and targeted access regulations may benefit to commercial fishers. Managers and scientists need then quantitative information not only to adapt their management to the fishing activity present on their territory, but also to estimate the effects of MPA management on it. This study provides catch and effort estimates that are essential for appraising and managing the artisanal fishery in the Côte Bleue Marine Park (CBMP), a French Mediterranean MPA including two No-Take Zones of different age and size. A field protocol was defined and implemented between July 2009 and June 2010 within the CBMP. Seven métiers were identified and characterized by target species, gear type, fishing grounds and fishing periods. During the one-year studied period, 3512 fishing trips and 4645 fishing operations were performed by 30 active boats in the Côte Bleue fishing territory, amounting to 9500 km of immersed nets. In total, approximately 130 tons of catch were landed in the six CBMP harbors, out of which 58% depend on the three main species caught on the Côte Bleue: hake (Merluccius merluccius), gilthead seabream (Sparus aurata) and common sole (Solea solea). The presented methodology could be part of a long term monitoring requiring close collaboration with local fishers. It enables adaptive management with respect to changes in fishing pressure (from inside and outside the MPA) that may impact the environment and its resources. The management of Norway Lobster and Hake fisheries can be considered as the most important issue in the Gascogne gulf. Calculation methods used to evaluate prediction variations under various efforts and mesh constraints all pinpoint to the crucial role narrow mesh fishing plays in Hakes' Northern stock status. The involvement of Gascogne gulf Norway Lobster fisheries regarding Hakes over exploitation seems over dimensioned when comparing the size of both of these stocks. Hake stocks spread from Northern Great Britain to Northern Spain, while Norway Lobster stocks are located in the Gascogne gulf's mud flats. The biological solution is well known and consists in globally increasing mesh nets to 80mm which would bring up Hakes yield to its most. It would be unreal to pretend all parties involved in Hake stocks will come to use them. For now, it is mostly an economical issue since many vessels continue on with an exploitation scheme dating from the 60's and fish on coastal mud flats which are the most exploited zones and where their catch is detrimental to juvenile class Hakes and Norway Lobsters. Considering our limited time, this study will cover bio- economical modelisation preparation. You will therefore find a description of fisheries and an exploitation assessment based on 1986's available data.
2 - Accomplished work
2. 1 Fishery description
Presenting the problems and preparing ulterior analyses was first and foremost. Norway Lobster vessels supposedly, according to evaluation models used, test immature Hakes in such a manner that all stock exploitation is jeopardized. Norway Lobster distribution is closely linked to the nature of the ocean floor since it can only build its habitat on fine sediment. Hakes' habitat is not as restrictive and is linked to food supply, especially euphausiid shrimps, so they can be found on sandy and sandy-sedimental floors. Norway Lobsters are sought by a fleet of 400 to 450 ships which characteristics widely vary according to their home port. On the northern part, fisheries are close to exploitation ports where Norway Lobsters and miscellaneous catch yield is sufficient to support an older fleet. On the southern part, the structure is diversified and flexibility usually rules, more modern vessels can easily switch their target on a seasonal or daily basis. Globally, Hakes' northern stocks are slightly on the rise. This rise is probably due to global mesh size increase, even if slight and a decrease on fishing effort where immature species are caught. Norway Lobster stocks unloading is stable or slightly lower and yields, as far as northern fishery are concerned, vary and oscillate between ±15 to ±20 % at about an average of 100 kg/day. Biological parameters used in the evaluations for each species are those used in CIEM and CEE work cells. Among those parameters, those describing growth are the greatest. For Hakes, an intermediary growth equation between males and females has been used. For Norway Lobsters, both sexes are treated separately. Simulations were carried out according to 3 types of data: Norway Lobster vessels fishing effort variations. Norway Lobster vessels mesh increase. Norway Lobster vessels fishing effort decrease or mesh increasing go along in the same direction for Hake and Norway Lobster stock production (chart A and B). Lastly, a brief study on results evaluation significance was done to modify: - the size of Hake rejects by Norway Lobster vessels. The range of sizes stays the same but the amount in each class varies according to the same percentage. - Norway Lobsters growth parameters, both values used (L» = 76 mm and k = 0.11 for males, L°° = 56 mm and k = 0.14 for females) representing the "high" hypothesis. In the first case, a 20% error rate for rejects evaluation with 60 mm mesh would only bring a 3% modification rate on global stock production. Those first results are contradicting usual evaluation conclusions and it will be necessary to recalculate by modifying the size class step. In the second case, to decrease L» and increase growth speed, in time production variations remain within usual inter annual fluctuations. In all figure cases, calculations confirming greater yield for in time production through hypothetical mesh size increase to 60 mm, are definitely well founded.
Transitioning economies, human development, and environmental stress can harm this livelihood. Here we focus on a transitioning social-ecological system as a case study (Moorea, French Polynesia). We review fishing practices and three decades of effort and landing estimates with the broader goal of informing management. Fishery activities in Moorea are quite challenging to quantify because of the diversity of gears used, the lack of centralized access points or markets, the high participation rates of the population in the fishery, and the overlapping cultural and economic motivations to catch fish. Compounding this challenging diversity, we lack a basic understanding of the complex interplay between the cultural, subsistence, and commercial use of Moorea's reefs. In Moorea, we found an order of magnitude gap between estimates of fishery yield produced by catch monitoring methods (2 t km −2 ∼ year −1) and estimates produced using consumption or participatory socioeconomic consumer surveys (∼24 t km −2 year −1). Several lines of evidence suggest reef resources may be overexploited and stakeholders have a diversity of opinions as to whether trends in the stocks are a cause for concern. The reefs, however, remain ecologically resilient. The relative health of the reef is striking given the socioeconomic context. Moorea has a relatively high population density, a modern economic system linked into global flows of trade and travel, and the fishery has little remaining traditional or customary management. Other islands in the Pacific in similar contexts in Polynesia such as Hawaii, that continue to develop economically, may have small-scale fisheries that increasingly resemble Moorea. Therefore, understanding Moorea's reef fisheries may provide insight into their future. Changes in the catch composition of artisanal fisheries attributable to dolphin depredation in a Mediterranean marine reserve Auteur(s) : Rocklin, Delphine Santoni, Marie-catherine Culioli, Jean-michel Tomasini, Jean-antoine Pelletier, Dominique Mouillot, David Éditeur(s) : Oxford university press Résumé : There is increasing evidence from previous studies, and from fishers' observations, that coastal dolphins use fishing nets as an easily accessible feeding source, damaging or depredating fish caught in the nets. This study investigates the impact of dolphin depredation on artisanal trammelnets by analysing the catch composition of 614 artisanal fishing operations in the Bonifacio Strait Natural Reserve (France). Common bottlenose dolphins (Tursiops truncatus) attacked, on average, 12.4% of the nets and damaged 8.3% of the catch. However, attacked nets were characterized by statistically significantly higher catch per unit effort than unattacked ones. Catch composition also differed significantly after dolphin attacks; bentho-pelagic fish were more represented and reef-associated fish less represented. Our results suggest that (i) dolphins are attracted by high fish densities in the fishing area and/or nets, and (ii) their attacks induce specific fish-avoidance behaviour, according to the fish position in the water column. Although dolphins depredate a small part of the catch, damage to nets, not yet assessed in this area, could weaken the benefits that reserves can provide to artisanal fisheries. Approche empirique de la pecherie d'espadon (Xiphias gladius) dans l'ocean Indien et modelisation des deplacements des poissons dans le paysage oceanique tropical Auteur(s) : Guyomard, David Éditeur(s) : Ecole Nationale Supérieure Agronomique de Rennes Résumé : Long-line fishing has been growing on the island of La Réunion since the beginning of the 1990s. The target species is the swordfish (Xiphias gladius), fished mainly in the tropical waters surrounding the island between longitudes 45 degree E and 60 degree E, and latitudes 17 degree S and 27 degree S. From 1998 to 2000, a finalised research programme enabled the collection of precise data concerning the lines' positions and the parameters of the fishing efforts: 3,602 nettings were thus informed by the catches (in numbers of individuals caught) and 12 descriptive variables of the effort. In parallel with this collection effort, satellite maps that described the ocean's landscape of this region of the Indian Ocean exploited by La Réunion's fisheries were made available to sailors and scientists. Extractions from these environmental variables were made at the fishing lines' positions, which allowed us to propose 20 variables describing the environmental conditions of swordfish catches applied to the nettings. In an early part of this study, after a descriptive analysis and a first selection of the variables, we used several GAM (Generalised Additive Models) to model the respective effects of effort and environmental variables on the variability of swordfish catches. We thus highlighted the predominance of factors linked to fishermen (fishing effort) on oceanographic factors in the explanation of this variability. Following these results, a summary on the biology and ecology of the swordfish was proposed in order to draw up hypotheses on the characteristics of this species' population in the Indian Ocean. The aspects linked to the individual behaviour and movements of the population were particularly highlighted. In a latter part of this study and in order to complete the empirical approach by an exploratory constructivist approach, we proposed a modelling tool in order to simulate the possible movements of individuals within the oceanic landscape described by the available satellite maps. After reading in the literature about the various forms of modelling the movements of the large pelagics, we developed an original computer modelling architecture of the multi-agent type that made it possible to manipulate in a dynamic way the satellite maps (and derived products), the individual movements of "animats" whose behaviours were based on this environmental information, and agents that clarify the process of long-line fishing in a geographical way. The computer model that was implemented (MUFINS, for MUlti-Fish INdian ocean Simulator) was next used by calibrating the behaviour of the animats on the real data originally from the analysis of commercial catches proposed in the first part, using robust techniques based on fuzzy logic. The results of the simulations were compared, on the one hand, with the large-scale hypotheses of movement proposed in the first part, and, on the other hand, to swordfish catches both real and corrected for the effect of the fishing effort modelled by the GAM models. Even if the results of these simulations in this study do not allow for proposing convincing interpretations of the underlying processes, the MUFINS tool showed its ability to address questions associated with the swordfish's behaviour in the tropical oceanic landscape and to the effects of scale transfers between the individual level and the collective level. We now envisage its use in a more operational framework, as an interface for dialogue between fishermen and scientists with a goal of sustainable management of the resource. Tome 1. Concepts et modèles Auteur(s) : Laurec, Alain Le Guen, Jean-claude Laurec, Alain Le Guen, Jean-claude Éditeur(s) : CNEXO Résumé : This book constitutes the first of a series of three volumes, the purpose of which is to cover the principal methods used in fish population dynamics. It is devoted to the definition of the main concepts, ami the presentation of the usual mathematical models. The second volume will deal with the fitting of the models, and the estimation of parameters. The third will be devoted to sampling problems. These volumes will be recollections of communications presented during ad hoc seminars, hold in Brest (GSG/COB) in 1980 and 1981. The first part deals with the basic concepts related to the two components whose relationship is being described by the population dynamics, namely the fish stock, to its relations with biological populations, and to the partition of catchabtiity into its components (vulnerability, availability...). The second chapter of this part is devoted to the quantification of exploitation. This leads to a discussion of nominal and effective fishing effort and fishing intensity. A brief review of the use of catch per unit of effort as an index of abundance is followed by a discussion of the concept of fishing power. The second part starts with some general remarks on mathematical modelling (chapter III), then comes to the two classical categories of models : global (surplus production) models (chapter IV), and structural models (chapter V). Chapter IV is mainly a review, based upon the SCHAEFER and PELLATOMLINSON models. Some less classical formulas from the recent literature are also introduced. Attention is paid to the underlying hypotheses and to the limitation of such models. The reader is finally referred to papers presenting the developments that could make it possible to overcome some of these limitations. Chapter V is based upon the classical BEVERTON and HOLT and RlCKER models, and the yield per recruit concepts. This field is however inlarged. Other commonly used variants of structural models are presented with an effort being made to clarify the real differences between all these variants. Special attention is also paid to so-called regenerative models and to the use of spawing-biomass or fecundity per recruit, which are likely to become commonly used in the coming years. In all cases, special attention is paid to the presentation of the basic formulas, that the reader might have to use if faced with a practical problem. Finally, a discussion of the underlying hypotheses takes place, before a brief review of the main developments, where the reader is referred to the appropriate literature. The impact of FAD innovation on the performance of US tuna purse seine operations in the Pacific Ocean Auteur(s) : Sakagawa, G Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : It is generally accepted that innovations in tuna purse seine technology have affected fishing operations and the traditional measurement of fishing effort, days fished including searching time. Not much is known, however, about the actual effects of the innovations on fishing performance. Data from the us tuna purse seine fishery in the Western Pacific Ocean were used to determine the impact of drifting Fish Aggregating Devices (fads) on the performance of the us fleet. The results indicate, inter alia, a high rate of success (96%) in catching tuna and high yield rate (37 t/successful set) for fad sets. Log sets were comparable in success rate (94%) and catch rate (36 t/successful set). Unassociated sets, on the other hand, had a higher catch rate (42 t/successful set) than fad sets, but a low success rate, 53 per cent. fad sets significantly improved the fleet's performance. Current, catch and weight composition of yellowfin tuna with FADs off Okinawa island, Japan Auteur(s) : Kakuma, S Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : Yellowfin tuna (Thunnus albacares) is a main target for the fisheries at Fish Aggregating Devices (FADs) off the south of Okinawa island. Catch and weight composition of the tuna were monitored at a fisheries cooperative market from 1989 to 1998. Some distinct weight groups (considered to represent cohorts) appeared in the catch and the weight of these groups increased monthly - presumably as individual tuna grew. Although small, light weight fish were caught year-round, the 2 kg weight group that was recruited in May grew to about 15 kg by May of the next year. There was a significant seasonal cycle in the monthly catches. The catch of heavier weight groups decreased in winter indicating the tuna moved out of this FAD area. At one of huge FADs (Nirai), fifteen nautical miles southeast of Okinawa island (depth about 1.300 m), a current meter (Aanderaa RCM-7) recorded current and water temperature from June 1995 to March 1996. The current meter was attached to the FAD at 4 m depth. When typhoons attacked Okinawa, the water temperature drastically dropped. Typically, average current speed was 29 cm/s and eastward current was most frequent. Being affected by tide, the current was averaged over twenty-five hours. Current speed was correlated with the yellowfin catch in 120 daily sets at the FAD; the weaker the current speed, the greater the catch. Although not significant, the catch was greater with northeastward current than with southwestward current. Problématique de suivi de la pêche insulaire Auteur(s) : Reynal, Lionel Maguer, Cedric Taquet, Marc Éditeur(s) : University of Miami Résumé : Insular fisheries statistics are often insufficient to allow a good management of halieutics resources. The reasons of this insufficiency, in large part, is due to inadequate methods for recording catch data and analyzing fishing effort. This presentation proposes the use of a software pro gram (<< S.P.1. ») which helps to elaborate statistics from sampling, making easier the work of personnel who are charged with producing encoded informations on insular fisheries Les statistiques des pêches insulaires sont souvent insuffisantes pour permettre une bonne gestion des ressources halieutiques. Impact of increasing deployment of artificial floating objects on the spatial distribution of social fish species Auteur(s) : Sempo, Gregory Dagorn, Laurent Robert, Marianne Deneubourg, Jean Louis Éditeur(s) : Wiley-blackwell Résumé : 1. Approximately 300 pelagic fish species naturally aggregate around floating objects (FOBs) at the surface of the oceans. Currently, more than 50% of the world catch of tropical tuna comes from the industrial tuna fisheries around drifting FOBs. Greater understanding of the complex decision-making processes leading to this aggregation pattern and the impact of the massive release of artificial FOBs by fishermen on the spatial distribution and management of tuna is needed. 2. We analyse how the interplay between social (relationships between individuals) and non-social (responses to the environment) behaviours may affect the spatial distribution of a population in a multi-FOB environment. Taking the example of tropical tunas associating with FOBs and using differential equations and stochastic simulations, we examine how, when increasing the number of FOBs, fish aggregation dynamics and the distribution of the population among patches are affected by the population size, level of sociality and the natural retentive and/or attractive forces of FOBs on individual tuna. 3. Our model predicts that, depending on the species' level of sociality, fish will be scattered among FOBs or aggregated around a single FOB based on the number of FOBs deployed in a homogeneous oceanic region. 4. For social species, we demonstrated that the total fish catch is reduced with increasing FOBs number. Indeed, for each size of population, there are a number of FOBs minimizing the total population of fish associated with FOBs and another number of FOBs maximizing the total population of associated fish. 5. Synthesis and applications. In terms of fisheries management, the total catch volume is directly linked to the total number of floating objects (FOBs) for non-social species, and any limit on the number of sets would then result in a limit on the total catch. For social species (e.g. tuna), however, increasing the number of FOBs does not necessarily lead to an increase in the total catch, which is a non-intuitive result. Indeed, our model shows that, for specific values of the parameters, deploying a greater number of FOBs in the water (all other parameters being constant) does not necessarily help fishermen to catch more tuna, but does increase the level of fishing effort and bycatch. La pecherie de langouste rouge en Corse Auteur(s) : Marin, Jean Résumé : The european red spiny lobster, Palinurus elephas, is the main target species of the small-scale fishery in Corsica. The fishery is described fleet, fishing areas, fishing strategy and fishing gear ; fishing effort, yield, c.p.u.e, and complementary.catches ; resource condition. Its specific problem, the economic overfishing, is analysed. Finally, it has been tried to assess the fishing regulation impact (minimum market size, fishing seasonal close, fishing sanctuaries). Synthèse de l'étude et des campagnes à la mer 2011 sur l'exploitation aux vire-lignes des espèces démersales profondes autour de La Réunion Auteur(s) : Fleury, Pierre-gildas Evano, Hugues Le Ru, Loic Aureche, Vincent Résumé : In an effort to implement new fishing activities for the small scale fisheries of Reunion Island, a prospecting cruise targeting deep demersal fish (200 to 600 m) was set up on the west coast of Reunion Island in 2000. This project was carried out by the Regional Fishery Committee and the French Institute for the Exploration of the Sea (Ifremer). Large commercial stocks were identified, and numerous professional or recreational fishermen started employing electric winches to exploit these deep resources.
However, the deep demersal species are a fragile resource due mainly to low growth rates and late sexual maturation. Due to the rapid increase in fishing pressure, Ifremer was asked to set up a new study and two scientific campaigns were carried out in 2011 (68 fishing trips being conducted with 559 dropline operations).
The first cruise was conducted at the same sites, using the same types of fishing gear and methods used in 2000. A marked drop of greater than 90% was observed in the catches of commercial species, together with a decrease of most fish sizes, attesting the overexploitation of these stocks. Only, catches of the small non-commercial shark (Squalus megalops) remained important (50% in number and weight of total catches).
The second cruise extended the prospection area to all waters surrounding Reunion Island . The overexploitation was confirmed in the west of Reunion Island, and in to a lesser degree in the north. Yields were better along the east and the south coasts. Concurrently, the efficiency of 2 hook sizes was compared : small hooks caught significantly more fish but of significantly smaller body sizes, resulting in comparable total weight of fish. We conclude that medium size hooks (i.e. type 7/0) have a significant selectivity on the fish size without loss in the global catch yield.
Various types of baits were also tested with the flesh of small local pelagic fish species (Selar crumenophtalmus and Decapterus macarellus) appearing to be the most efficient.
This study provides helpful indicators for the management of demersal fish stocks in Reunion island, which have been poorly surveyed and poorly regulated until now. However, the total fishing effort, especially from recreational fishermen, remains the most important factor to be quantified. A cost-benefit analysis of improving trawl selectivity in the case of discards: The Nephrops norvegicus fishery in the Bay of Biscay Auteur(s) : Macher, Claire Guyader, Olivier Talidec, Catherine Bertignac, Michel Éditeur(s) : Elsevier Résumé : The Nephrops trawl fishery is one of the most important fisheries in the Bay of Biscay. The fishery management essentially relies on conservation measures, a total at I owed catch (TAC) for Nephrops together with a mini mum landing size (MLS) and minimum trawl mesh size (70 mm stretched mesh). These measures have failed to prevent high discard levels of many species that characterize the fishery. Nephrops trawlers thus discard about half of their Nephrops catches in numbers (a third in weight) of which only 30% survive. Nephrops discards mainly occur in younger Nephrops age groups below the MLS. This is a waste for the already overexploited Nephrops stock as well as for the fleet. Based on a bio-economic simulation model, the paper analyses the consequences of several scenarios of improving Nephrops selectivity. The potential impacts of these scenarios on Nephrops biomass, landings, discards and economic indicators (e.g. rent) are examined and a cost-benefit analysis of each scenario is carried out. We show that a better exploitation pattern would benefit fisheries that have high level of discards. Reducing non-commercial Nephrops discards leads to positive net present values of rent with better value realized from the production potential and limited short-term losses for the fishing units. By taking account of the economic dynamics of increasing effort however, we show that selectivity measures are insufficient. Regulating access to the fishery is also required to ensure the sustainability of the fishery and a better exploitation of the production potential. (C) 2008 Elsevier B.V. All rights reserved. EU purse seine fishery interaction with marine turtles in the Atlantic and Indian Oceans: a 15 years analyses Auteur(s) : Clermont, Sandra Chavance, Pierre Delgado De Molina, Alicia Murua, Hilario Ruiz, Jon Ciccione, Stephane Bourjea, Jerome Résumé : Bycatch of marine turtles, vulnerable or endangered species, is a growing issue of all fisheries, including Oceanic purse-seine fishery. The present paper seeks to assess marine turtle bycatch at a spatial and temporal level in the European purse seine fishery operating in the Atlantic and Indian Oceans. The study was based on data collected through French and Spanish observer programs from 1995 to 2011, a period where more than 230 000 fishing sets were realized by the UE fleets in both Oceans. A total of 15 913 fishing sets were observed, including 6 515 on drifting Fish Aggregate Devices (FAD) and 9 398 on Free Swimming Schools (FSC). Over the study period, 597 turtles were caught, 86% being released alive at sea. At the same time, from 2003 to 2011, 14 124 specific observations were carried out on floating objects whether they ended in a set or not. 354 marine turtles were observed upon which 80% were already free or entangled alive and therefore released alive. At the temporal and spatial level, data were organized and analysed by Ocean, fishing mode (FAD vs. FSC) as well as by year, quarter and statistical square of 1°. In order to evaluate the impact if this fishery in both Oceans, bycatch distribution was compared to the total fishing effort of the UE fleet, as well as to the known marine turtle post nesting migration routes, nesting population abundances and known feeding areas. The species composition, the size and sex structure of bycatch are also discussed here. At last, an attempt to raise the data to the total fishing effort was carried out. Based on observation of marine turtle by-catches on sets, we estimated that, globally, 3500 marine turtles were accidentally captured by the EU-PS fleet in the Atlantic Ocean from 1995 to 2010, and around 2000 in the Indian Ocean from 2003 to 2010, with a corresponding annual bycatch rate of 218 (SD=150; survival rate =91%) and 250 (SD=157; survival rate =77%) respectively in the Atlantic and Indian Ocean. However, because of important uncertainties mainly due to the low observation coverage and the scarcity of marine turtle bycatch events, it was impossible to produce solid and reliable global estimates of marine turtle bycatch and mortality due to PS activity. Synthesis on moored FADs in the North West Pacific region Auteur(s) : Kakuma, S Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : In early 1980s, fad fisheries were introduced from the Philippines to Japan, mainly to Okinawa. The fisheries have well developed becoming one of the main fisheries in Okinawa where 210 fads are approved to deploy in 1999. The annual catch by roughly 1 000 boats (most of them are small) is 2500-4000 mt; average catch from one fad is about 20 mt; average catch by one boat on one day is 73 kilogrammes. fads are also important for easing the fishing pressures on bottom fish stocks. Most of the fads were deployed and managed by local fishermen's groups that have improved the structures of the system to withstand typhoons. The catches are strongly depending on the sites, usually the farther offshore, the better the catches. A variety of fishing methods are devised targeting each species and the size of the fish. Being most abundant and having relatively higher prices, yellowfin tuna is the most important and consists 68% of the total production. There have been conflicts among fishermen on the use of fads since the early stage of the fisheries development. Now, the number of fads is regulated by a management committee. Conflicts between fishermen and sport fishermen have become problems; on the other hand, the sport fishing could lead to further development of the fisheries. Degraded fish meat caused by high meat temperature and occasional oversupply have been major marketing problems since prices are strongly related to the meat quality and the fish supply. Marine cage fish farming Auteur(s) : Espeut, P. Harache, Yves Lemarie, Gilles Ricard, Jean-marc Résumé : Marine capture fisheries in Jamaica is primarily artisanal in nature ansd is conducted maiinly by fishermen operating from canoes. Approximately 95% of these fishermen operate on the coastal shelf and its associated banks. The commercial species harvested comprise bottom-dwelling, coral reef species and free swimming species of finfish. Other fishery resources of commercial value include marine shrimp, conch and lobsters. Catch statistics are not available for all species, but the Department of Fisheries reports a slight decline in fishery production with production decreasing from 16 milion lbs in 1990, despite the fact that fishing efforts have doubled. Over this period the number of registered fishermen has grown from 12 000 to 16 000, al of whom are engaged in full-time fishing. There arealso part-time fishermen who are not registered. The decline in fish catch is accompanied by a decrease in fish size and quality, suggesting that the fisheries are under pressure and have already exceeded optimum production in relation to vailable resources. As a result the economic returns to fishermen are declining. There are also other problems, such as high incidence of conflicts among fishermen at sea, the high cost of purchasing boats, outboard engine fuel, and equipment, with together with the dangers involved in fishing offshore (piracy, and praedial larceny) create serious social ans economic difficulties for fishermen. Notwithstanding, there is an apparent move on the part of the fishermen to leave the industryor to seek alternative forms of employment. In fact, the Department ofFisheries reports that it is still reciving applications for new licences to operate fishing boats. This is probably due to the fact that where the basis of a community is fishing, it becomes difficult to introduce alternative forms of employment, such as cottage industries, village crafts and other trades. In 1987 the Jamaica Department of Fisheries prepared a Management plan which proposed several conservation measures to promote the efficient use of fisheries resources and to control the development of the Fishery in such a way that the country would receive highest benefits. Adequate attention was given to limitations on fishing gear, institution of closed seasons and related legislation. Strategies to diversify the marine fishing were also proposed. The 1990 five year Devlopment Plan for marine fisheries also focuses on proper resource management in order to reverse trends associated with the overexploitation of marine resources. According to the plan, emphasis will be placed on inland fisheries and mariculture in order to reduce pressure on the fisheries. Inland fisheries in the form of freshwater fish fanning has expanded significantly over the past 10 years with production increasing from less than 0,5 million lbs. in 1980 to in excess of 6.0 million lbs. in 1989. However, some freshwater fish farmers are already experiencing serious competition for water usage and, to a lesser extent for land from crop-producing farmers. The Ministry of Agriculture is of the view that marine cage culture technologically has the potential for introduction in Jamaica . This technologyhas been successfully developed in Norway and the technology is currentlty being experimentally utilized in several countries in the area. The technology, if widely utilized in Jamaica, couls significantly reduce pressure on fisheries, making fishing more cost effective and improve the economic returns to fishermen. Already there exist some technical and institutional capabilities in Jamaica to support commercial development of marine cage culture. The Department of Fisheries has highly trained personnel in aquaculture and marine fisherie, some of whom are directly responsible for the success of freshwater fish fanning. In adition, the Marine Laboratory at the Univesity of the West Indies (UWI) is caarying research on hatchery facilities for marine cage farming. The Department of Fisheries will seek the collaboration ofg the marine unit at UWI which could provide fingerlings of selected marine species for cage 1 Les pêcheries de captage marin en Jamaïque sont principalement de nature artisanale et elles sont dirigées principalement par les pêcheurs qui travaillent depuis des canoës. Les ressources halieutiques de l'etang de Berre Auteur(s) : Le Corre, Gildas Garcia, Fabrice Résumé : Fishing activity in the french mediterranean lagoon Etang de Berre is actually allowed in spite of a degradation of the environment during the last fifty years. To analyse the results and the working of the fishery, a study based on a sampling survey of catches and fishing effort has been conducted in the various landing ports over a two years period. Annual weight and value productions by species and gear have been evaluated by mean of statistical calculation procedures. The results show that the fishery is based on the exploitation of two main species (anguilla and grey mullet) and that important variations exist between the two sampled years. The limits to be reached by the working of this fishery are prompted in the scope of a future regulation. A review: pelagic fishes at petroleum platforms in the Northern Gulf of Mexico; diversity, interrelationships, and perspective Auteur(s) : Franks, J Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : Approximately 4,000 petroleum (oil and gas) platforms exist in the northern Gulf of Mexico and form one of the world's most extensive de facto artificial reef systems. Collectively, these structures may comprise one of the largest fad (Fish Aggregating Device) arrays in the world, attracting surface and midwater pelagic fishes. The diverse composition of pelagic fish fauna at ngom platforms is described and includes valued species such as Thunnus albacares, Thunnus atlanticus, Coryphaena hippurus, Acanthocybium solandri, Rachycentron canadum, Seriola dumerili, Scomberomorus cavalla, and Decapterus punctatus. Petroleum platforms influence pelagic fishery resources and are an important component of the Gulf's commercial and recreational fishing industries. Reviewed literature revealed a sparsity of fundamental knowledge of densities, temporal and spatial occurrence, and fishing effort/catch rates of pelagic fishes at platforms. The role of Gulf petroleum platforms "as fads" is examined, possible mechanisms for aggregation are reviewed, and a synopsis of the author's preliminary findings on life history aspects of A. solandri and R. canadum from platforms is presented. It is proposed that platforms provide opportunities for the study of pelagic species to better understand the life history, ecology, behaviour, and habitat requirements of pelagic fishery resources in the Gulf of Mexico.
