The seismological study of recent seismic crises near Oleron Island confirms the coexistence of an extensional deformation and a transtensive regime in the Atlantic margin of France, which is different from the general western European stress field corresponding to a strike-slip regime. We argue that the switch of the principal stress axes σ1/σ2 in a NW-SE vertical plane is linked with the existence of crustal heterogeneities. Events of magnitude larger than 5 sometimes occur along the Atlantic margin of France, such as the 7 September 1972 (ML = 5.2) earthquake near Oleron island and the 30 September 2002 (ML = 5.7) Hennebont event in Brittany. To test the mechanism of local strain localization, we model the deformation of the hypocentral area of the Hennebont earthquake using a 3D thermo-mechanical finite element code. We conclude that the occurrence of moderate earthquakes located in limited parts of the Hercynian shear zones (as the often reactivated swarms near Oleron) could be due to local reactivation of pre-existing faults. These sporadic seismic ruptures are favoured by stress concentration due to rheological heterogeneities.

Résumé : Qu’est ce qui explique la faiblesse d’un Etat qui s’est engagé depuis plus de vingt ans à rompre avec les pratiques de l’autoritarisme et du néo-patrimonialisme ? Pourquoi les promesses d’une démocratisation réussie, malgré le soutien massif des acteurs de la « société internationale » ont paradoxalement débouché sur la déstabilisation de l’Etat dans un contexte de crises récurrentes ? Ce sont les interrogations principales qui orientent cette recherche qui se donne pour ambition d’étudier les processus par lesquels les élites et les masses haïtiennes s’approprient la démocratie. De ce point de vue, la démocratisation s’analyse comme une ressource politique et institutionnelle revendiquée par ces dernières comme élément probant de leur adhésion à la grammaire démocratique. Dès lors, il s’agit de scruter les routes sinueuses et chaotiques empruntées par la démocratisation en Haïti, en interrogeant les diverses séquences marquantes de l’histoire politique haïtienne. L’accent est mis sur l’importation des technologies institutionnelles d’origine occidentale, notamment durant la période ouverte en 1994 avec la réinstallation de Jean-Bertrand Aristide dans ses fonctions de président et celle qui commence en 2004 avec son départ forcé du pouvoir. Ces deux séquences historiques, sous-tendues par des plans de reconstruction de l’Etat, sont marquées par la mobilisation de ressources diverses, en vue de jeter les bases d’une nouvelle gouvernance politique et économique. Elles circonscrivent également un champ de représentations conflictuelles, caractérisé par la compétition entre les Etats occidentaux et la lutte pour la répartition des enjeux de puissance entre les organisations internationales et les élites locales. L’analyse du processus de démocratisation conduit à des observations paradoxales : l’exacerbation de la violence, l’actualisation de l’autoritarisme, la multiplication des situations déviantes découlant des stratégies des acteurs locaux. Ces derniers tentent d’échapper aux contraintes imposées par des acteurs externes qui interviennent afin de sanctionner, d’arbitrer et d’imposer des décisions aux factions en luttes pour le pouvoir. Ainsi, la démocratisation passe par des crises d’adaptation, des phases contradictoires de recomposition, d’hybridation des institutions importées et parfois de contournement des normes et procédures. Entre les acteurs internes et externes s’établit et s’organise une dynamique interactive qui influence l’Etat dont la configuration finale est loin de correspondre aux objectifs affichés à travers les réformes engagées. Afin de mieux mettre en évidence les traits distinctifs de cet Etat forgé dans l’incertitude et l’imprécision, la thèse propose de restituer les dynamiques et l’historicité propres à la société haïtienne, en privilégiant l’hypothèse de la réinvention de l’Etat. Paradoxalement, l’État peut être le produit de processus de violence et la part chaotique que comporte la situation en Haïti peut recéler les prémices de sa construction.
What does explain the weakness of a State which has committed more than 20 years to break with the practices of authoritarianism and neo-patrimonialism? Why the promises of a successful democratization, despite the massive support of the actors of the “international society” paradoxically led to the destabilization of the State in the context of recurrent crises? These are the key questions guiding this research, whose ambition is to study the processes by which elites and the Haitian masses appropriate democracy. From this point of view, democratization is analyzed as a political and institutional resource claimed by them as convincing evidence of their adherence to democratic grammar. Therefore, it is scrutinizing the winding roads and chaotic way borrowed by democratization in Haiti, by querying various striking sequences of Haitian political history. Emphasis is placed on the importation of institutional technologies of Western origin, particularly during the period opened in 1994 with the resettlement of Jean-Bertrand Aristide in his duties as president and on the period which starts in 2004 with his forced departure from power. These two historical sequences, underpinned by plans for the reconstruction of the State, are marked by the mobilization of various resources, with a view to laying the foundations for new political and economic governance. They also define a field of conflicting representations, characterized by competition between Western States and the struggle for the distribution of power between the international organizations and local elites issues.The analysis of the process of democratization leads to paradoxical representations: the exacerbation of violence, the updating of authoritarianism, the multiplication of deviant situations arising from the strategies of local actors. The latter are trying to escape from the constraints imposed by external actors involved in order to punish, to arbitrate and to impose decisions on the factions struggling for power. Thus, democratization goes hand in hand with crises of adaptation, contradictory phases of re-composition, hybridization of the imported institutions and, sometimes with circumvention of the standards and procedures. Between internal and external actors are settled and organized interactive dynamics that influence the State of which the final configuration is far short of the objectives set out through the aimed reforms. In order to better highlight the distinguishing features of this State forged in uncertainty and vagueness, the thesis proposes to analyze the dynamics and historicity of Haitian society, privileging, the hypothesis of the reinvention of the State. Paradoxically, the State may be the product of process of violence and the chaotic part that includes the situation in Haiti can conceal the beginning of its construction.

AimThe global biodiversity crisis requires the identification of regions with high evolutionary potential, i.e. evolutionary hotspots (evospots). We created an analytical framework based on comparative phylogeography and coalescent methods to assess the dynamics of diversification and population persistence in the reef ecosystem of a little-studied region: the Southwestern Indian Ocean (SWIO).LocationCoral reefs of the SWIO, with comparative data from the Pacific Ocean.MethodsWe generated sequences of mitochondrial DNA (COI and 16S) for 10 widespread brittle-stars (345 specimens) from 21 localities (8 in the SWIO). We analysed them by combining comparative phylogeography approaches, coalescent-based methods, molecular clocks and the concept of evolutionarily significant units (ESUs) to draw conclusions about the drivers of biodiversity in the region.ResultsCryptic diversity was prevalent, increasing lineage diversity within the 10 nominal species by 70% within the SWIO and by 200% across the Indo-West Pacific. All seven new SWIO lineages meet the criteria for ESUs and at least six are biological species. We detected likely intraregional diversifications dating to the Plio-Pleistocene, supporting the SWIO as a generator of biodiversity. Geographical restriction of ESUs, long coalescent times (> 80 ka) and old in situ diversification (> 1 Ma) point to the persistence of populations over multiple glacio-eustatic cycles. We provide data suggesting demographic expansion during sea-level high stands. Regional connectivity was lower, and cryptic differentiation higher in lecithotrophs than in planktotrophs.Main conclusionsThe analytical framework based on a biodiversity survey makes it possible to identify evospots by assessing the potential of a region to maintain and generate biodiversity and by evaluating the evolutionary processes and potential drivers at play.

Résumé : L'objet de cette thèse de géographie halieutique s'inscrit dans le prolongement d'un mémoire de DEA (Lebon Le Squer,1993) et d'une étude réalisée dans le cadre d'un appel d'offre communautaire (d'Artigues et al., 1995). Nécessairement Limitée clans le temps, la recherche impartie à ces premiers travaux s'est essentiellement concentrée sur les aspects réglementaires et économiques du rôle des Organisations de Producteurs (OP) dans le contexte de crise des années 1993-94. L'intérêt manifesté par les professionnels rencontrés et la faiblesse de la bibliographie existante m'ont persuadée de l'intérêt d'approfondir cette thématique. L'objectif était dès lors d'élargir l'approche pour intégrer une dimension historique, géographique et sociologique recouvrant mieux à la fois le contexte de création et la complexité du cadre d'intervention présent et à venir de ces organisations dans le secteur des pêches maritimes françaises.

L’inégalité économique est dans un rapport de 1 à 50 entre les PNB par habitant d’Haïti et des Etats-Unis. Cette faiblesse économique est liée à la faible productivité agricole, à l’absence de matières premières et d’industries et à l’instabilité des différents régimes politiques. La société repose sur une majorité de pauvres. Dans ces conditions le rapport à l’environnement est très différent de celui que l’on trouve dans le reste des Antilles à niveau de vie plus élevé.Pour le Haïtien, le milieu est un moyen de production qui peut être utilisé dans l’immédiat. C’est ce milieu dans sa globalité qui est alors exploité; le sous-sol pour la construction, le sol quand il existe pour l’agriculture, les arbres pour le charbon de bois ou les poteaux de construction et quand la faim persiste : les eaux littorales. Il n’existe aucune limite à l’exploitation des écosystèmes. La misère se vit à l’instant. L’idée de protection durable n’a pas de sens en période de crise. Les pressions exercées par les populations littorales sont diverses et d’intensité variée. Ces atteintes aux milieux littoraux et marins augmentent et couvrent des étendues croissantes.Les littoraux supportent ainsi un grand nombre d’activités ; les unes sont liées à la mer (la pêche, le cabotage), les autres reposent sur l’exploitation de la bordure terrestre (l’extraction de matériaux, l’exploitation des mangroves et l’agriculture, le tourisme).

Résumé : + 6°C en 2100 ? Voilà l'avenir sombre que certains scénarios envisagent aujourd'hui. Seulement voilà, le carburant du réchauffement climatique va manquer bien plus vite qu'annoncé : selon de nombreux experts géologues et pétroliers indépendants, le pic de production du pétrole semble être désormais atteint et ceux du gaz et du charbon devraient l'être avant 2030-2050. Or ces combustibles fossiles sont notre principale source d'énergie et le pétrole est le premier responsable de la folle croissance observée depuis l'après-guerre. La pénurie des combustibles fossiles provoquera donc une crise énergétique et économique sévère, avec à la clé de sacrés défis à relever, comme apprendre le sevrage énergétique et développer les énergies renouvelables. Pour le climat en revanche, la pénurie des combustibles fossiles est une chance : elle va probablement cantonner la hausse des température à une valeur inférieure à 2°C en 2100.

The international symposium on «Urban Growth and Natural Hazards, in particular in Developing Countries» was held in the University Blaise Pascal, Clermont-Ferrand (France) on December 2 and 3, 1994. This meeting brought together about 70 research people, Ph.D. students, and professionals from France and 12 countries, representing universities, research agencies, as well as government and private companies. The symposium aimed to gather specialized people who are engaged and acting in programmes on hazard appraisal, risk prevention and urban management in city environment. These people aimed to compare experiences acquired in two different fields: on the one hand urban growth and its consequences, and on the other hand, natural hazards and effects, in particular in Developing Countries.Half-way through the International Decade for Natural Hazard Disaster Reduction, we strove to reconcile two points of view usually distincts: nature-oriented research and society-oriented research on hazards. These convergent approaches should merge, not only to improve knowledge of natural hazards and risks, but also to cope with hazard and risk situation on a day-basis in a city. We also choose to study both approaches in Developing Countries (DC) because most of the large cities of the world already are or will be located there in near future. In addition, city location in DC coincides with tropical areas where natural hazards are most frequent threats to life, in particular in mountains, on seashores, and on active convergent plate margins. We stress the fact that the 3 following topics are often lacking in studies which have been carried out on natural hazard appraisal and management. 1) How should we include social and economical factors, and particularly a sound analysis of vulnerability of people and values at risk ? 2) How should we cope with hazard management in large cities of Developing Countries ? 3) What is the specific task of research people in hazard case studies engaged in urban environment and management?Three themes correspond to the three sessions of the symposium. (1) Natural hazards and environmental factors : inventory, diagnostic and classification, (2) Vulnerability of urban society and environment : concepts, approaches, and classification, (3) Tools for urban risk prevention and risk management in case of crisis and catastrophes.
Ce numéro de la Revue de Géographie Alpine reprend une dizaine parmi les 41 contributions exposées par des chercheurs français et étrangers lors du colloque international « Croissance urbaine et risques naturels dans les pays en développement » qui s'est déroulé à l'Université Blaise Pascal, Clermont-Ferrand, les 2 et 3 décembre 1994. L'objectif général du colloque était de rassembler les diverses compétences existant en France et à l'étranger dans le domaine de l'évaluation et de la gestion des risques naturels et de confronter les expériences acquises à l'interface entre les villes en croissance et le champ d'action des phénomènes naturels créateurs de risques. Le colloque a donc réuni des chercheurs, des doctorants et des praticiens français et leurs collègues étrangers chargés de prévention, de gestion des risques naturels et de gestion urbaine, principalement dans les grandes villes des pays en développement (P.E.D.).Parvenus à mi-chemin de la Décennie Internationale pour la Prévention des Catastrophes Naturelles, nous avons porté des regards croisés sur les approches naturalistes et sociologiques des risques naturels. Il est maintenant nécessaire de faire converger ces approches, non seulement dans la connaissance des menaces et des risques, mais dans la gestion du risque quotidien en milieu urbain. Nous avons concentré ces approches dans les pays en développement ; en effet, le site de leurs grandes villes coïncide souvent avec le champ d'action des phénomènes naturels générateurs de risques, notamment dans la zone intertropicale et en particulier dans les marges continent ales actives (par exemple autour du Pacifique).Nous avons porté l'accent sur 3 points principaux, qui semblent en partie faire défaut dans les études et les méthodes actuellement mises en oeuvre dans la gestion des risques naturels : 1) comment prendre en compte les aspects socio-économiques, en particulier les types d'analyse des vulnérabilités ? 2) comment aborder la gestion des risques en milieu urbain dans les P.E.D. ? 3) quel rôle doit jouer le chercheur en Sciences de l'Homme, de la Société et de la Terre dans les analyses, les expertises consacrées aux risques et surtout dans leur gestion globale, à la charnière des sociétés citadines précaires et des milieux « naturels » contraignants ?Les contributions ont été regroupées, exposées et discutées lors du colloque sous forme de 3 thèmes. (1) Les phénomènes naturels créateurs de dommages (= menaces) : diagnostic, inventaire et typologie, (2) Les vulnérabilités des sociétés et des espaces urbanisés : concepts, typologie et modes d'analyse, (3) Les outils d'aide à la prévention et à la gestion du risque en milieu urbain.

Realized in French Polynesia among 274 patients with elephantiasis, this survey studied the microfilaremia, the eosinophily, the immunoglobulin titers and the antifilarian antibodies (done by passive hemagglutination) for Wuchereria bancrofti var. pacifica. Patients with elephantiasis seldom have circulating microfilariae in their blood. Hypereosinophily is frequent but rarely high. It is similar to the one patients with microfilaremia. There is a trend towards neutropenia during lymphangitic crisis that occur on an elephantiasis limb. The IgE titer is clearly increased, the IgG one is lesser elevated. The mean values are identical to those encoutered among microfilariae asymptomatic cariers. On the other hand the serodiagnosis is more frequently positive among elephantiasic patients.

Despite their importance in marine biodiversity, invertebrates are far less studied than vertebrates. Given the current globalbiodiversity crisis and insufficient taxonomic resources, sustained efforts need to be undertaken to assess species diversity,especially in the highly threatened ‘biodiversity hotspots’. Réunion is a young volcanic island lying in the Mascarene Islands(south-western Indian Ocean, SWIO), a marine biodiversity hotspot. A substantial sampling effort was conductedaround Réunion Island to document shallow water reef-associated ophiuroid (brittle-stars) diversity, a class recognised asthe most diverse among echinoderms. A total of 33 species were documented, increasing the known species richness ofthe island by 56%. Findings include 15 new records for Réunion, 11 for the Mascarene Islands and 8 for the Indian Ocean.The most diverse family was Ophiocomidae, a family of large, abundant and conspicuous tropical species. Even in thiswell studied family, a new species was revealed by this survey. Morphological variants together with DNA sequence variationswithin several species revealed cryptic species. We compared our results with the known fauna of other MascareneIslands and discuss biogeographic implications for the region.

Patients with hemoglobin C disease (CC) usually do not develop severe complications in comparison with individuals with sickle cell anemia (SS) or with sickle cell hemoglobin C disease (SC). The present study compared the hematological, biochemical, hemorheological and clinical characteristics of CC patients to those of SS, SC and healthy individuals (AA). Blood viscosity was measured at 225 s(-1) with a cone plate viscometer. The hematocrit-to-blood viscosity ratio (HVR), i.e. an index of red blood cell (RBC) oxygen transport effectiveness, was calculated. RBC deformability was determined at 30 Pa by ektacytometry, and RBC aggregation properties by syllectometry. CC and SC had higher blood viscosity and lower HVR than AA. Nevertheless, HVR was higher in CC compared to SS and tended to be higher than in SC. The CC group exhibited very rigid hyperchromic RBC compared to the three other groups. RBC aggregation abnormalities were observed in CC: low RBC aggregation index and high RBC aggregates strength. Despite these hemorheological abnormalities, CC never had hospitalized painful vaso-occlusive crisis or acute chest syndrome. In contrast, all of them had splenomegaly. Of note, 2 out of 7 CC developed retinopathy or otologic disorders. Whether the blood hyperviscosity and decreased RBC deformability are responsible for these complications is unknown. The higher oxygen transport effectiveness (i.e., HVR) of CC compared to SS is probably at the origin of the very low risk of medical complication in this population.

Le tourisme à la ferme fait l'objet d'un intérêt croissant, tant de la part des médias que des élus, en cette période de crise que traversent de nombreuses zones rurales où dominaient traditionnellement les activités et les emplois agricoles.En effet, en raison de l'affirmation du secteur touristique dans l'économie et des nouvelles attentes des clientèles urbaines en quête de verdure, d'authenticité et de qualité, il semble qu'il y ait une "opportunité à saisir" pour les agriculteurs confrontés à une remise en cause de leur mode de production, de leur mode de vie. Après les décennies de travail vouées à l'intensification et à la spécialisation, les difficultés actuelles imposent à nombre d'agriculteurs des stratégies de diversification susceptibles d'apporter de nouvelles sources de revenus...

Résumé : Nous avons étudié les marqueurs hémorhéologiques, hématologiques et biochimiques chez des sujets drépanocytaires homozygotes SS (HbS/HbS) et hétérozygotes composites SC (HbS/HbC) dans deux cohortes, pédiatriques et adultes, de patients drépanocytaires, et ce, à travers 7 complications récurrentes de la drépanocytose : 2 appartenant au profil hémolytique (l’ulcère de jambes et la glomérulopathie) et 5 appartenant au phénotype visqueux/vaso-occlusif (l’hypertension artérielle, le syndrome thoracique aigu (STA), la crise vaso-occlusive (CVO), la rétinopathie et l’ostéonécrose). Nous avons montré que : 1) une viscosité sanguine et une déformabilité érythrocytaire élevées sont des facteurs de risques de CVO chez les enfants homozygotes ; 2) Une viscosité sanguine élevée est associée à une hypertension artérielle systémique relative chez des adultes SS ; 3) les enfants SC présente une fonction vasculaire mieux préservée que les enfants SS pour faire face à une augmentation de la viscosité sanguine ; 4) les patients adultes SS avec une ostéonécrose présentent une déformabilité érythrocytaire plus élevée que les patients sans ostéonécrose ; 5) une viscosité sanguine élevée est associée à la présence d’une rétinopathie chez les adultes SC mais pas chez les SS ; 6) les patients adultes SS présentant une glomérulopathie ont un taux d’hémolyse élevé, une déformabilité érythrocytaire réduite et des agrégats érythrocytaires très robustes ; 7) les patients adultes SS avec des ulcères de jambes récurrents ont un taux d’hémolyse accru et une déformabilité érythrocytaire réduite. De plus, nos travaux confirment que l’-thalassémie module les propriétés de déformabilité érythrocytaire, mais montrent pour la première fois qu’elle module aussi les propriétés d’agrégation érythrocytaire, et notamment la force des agrégats érythrocytaires. En conclusion, ces travaux permettent de préciser le rôle de la rhéologie sanguine dans un certain nombre de complications de la drépanocytose et d’enrichir le modèle préexistant divisant les complications de la drépanocytose selon 2 phénotypes : hémolytique versus visqueux/vaso-occlusif. Nous montrons pour la première fois que le phénotype hémolytique est caractérisé aussi par des anomalies de la rhéologie du globule rouge : rigidité accrue et agrégats érythrocytaire robustes.
Hemorheological, hemathological, and biochemical marquers of patients with sickle cell anemia (SS) and patients with sickle cell SC disease (SC) were studied in 2 cohorts: children and adults. We focused on 7 recurrent complications: 5 belonging to the viscosity/vaso-occlusion phenotype (systemic hypertension, acute chest syndrome (ACS), vaso-occlusive crisis (VOC), retinopathy and osteonecrosis) and 2 belonging to the hemolytic phenotype (leg ulcer and glomerulopathy). Our results show that 1) high viscosity is associated with increased risk for VOC in SS children; 2) blood viscosity is increased in SS adults with systemic relative hypertension; 3) SC children have preserved vascular function compared to SS children; 4) SS adults with osteonecrosis are characterized by higher red blood cell (RBC) deformability than SS adults without osteonecrosis; 5) high blood viscosity is associated with retinopathy in SC adults but not in SS adults; 6) SS adults affected by glomerulopathy have high hemolytic rate, low RBC deformability and increased RBC aggregates strenght; 7) SS adults with recurrent leg ulcers have high hemolytic rate and reduced RBC deformability. Moreover, our studies shows that alpha-thalassemia modulate RBC deformability and RBC aggregation properties. In conclusion, this work shows for the first time that the hemolytic phenotype is characterized by an abnormal RBC rheology which may play a role in several sickle cell complications.

Reports on dengue morbidity in patients with sickle cell disease (SCD) are scarce. Dengue is arthropod-borne viroses due to dengue virus (DENV) and affects populations with a high prevalence of SCD; therefore, the risk of morbidity may be increased.To determine the impact of dengue infection in SCD patients, we reviewed medical records during a vast outbreak of dengue virus serotype-2 (DENV-2) in French Guiana in 2012-2013. We identified 10 cases of laboratory-confirmed dengue infection;these were classified into A, B and C categories based on levels of severity of dengue according to World Health Organisation (WHO). The average age of SCD patients was 18.2 years. 1, 6 and 3 cases were classified as A, B and C WHO severity criteria, respectively. All patients had an important decrease in haematocrit (while one of the WHO severity criteria is the increase of haematocrit). Only one patient had decreased platelet count. Seven cases had vaso-occlusive crisis (VOC), six patients developed acute hepatitis and eight had a simultaneous bacterial infection. Six of them needed a blood transfusion. The results suggested that the WHO severity laboratory criteria of hemoconcentration and platelet counts were not helpful in themanagement of SCD patients. The morbidity was mainly caused by specific complications of SCD, especially VOC, likely facilitated by vascular endothelial damages consecutive to dengue fever, severe haemolysis, hepatitis and bacterial co-infections.

Résumé : The biodiversity-productivity relationship (BPR) is foundational to our understanding of the global extinction crisis and its impacts on ecosystem functioning. Understanding BPR is critical for the accurate valuation and effective conservation of biodiversity. Using ground-sourced data from 777,126 permanent plots, spanning 44 countries and most terrestrial biomes, we reveal a globally consistent positive concave-down BPR, showing that continued biodiversity loss would result in an accelerating decline in forest productivity worldwide. The value of biodiversity in maintaining commercial forest productivity alone-US$166 billion to 490 billion per year according to our estimation-is more than twice what it would cost to implement effective global conservation. This highlights the need for a worldwide reassessment of biodiversity values, forest management strategies, and conservation priorities.

Résumé : La rénovation urbaine de Pointe-à-Pitre (1961-1981) fut l'une des plus vastes jamais menée en France entre 1961 et 1981 et la première programmée en outre-mer. Elle avait pour but de répondre à la crise du logement et de réhabiliter des quartiers de cases insalubres qui s'étaient étendus de façon non maîtrisée sur des marécages situés autour de la ville. Cette rénovation urbaine ne fut pas simplement une opération d'aménagement car elle servit de front pionnier et de laboratoire aux acteurs de la composition urbaine en outre-mer par la mise en place d'organismes publics à qui l'État confia une compétence fonctionnelle pour aménager le territoire. A cette occasion furent introduits en Guadeloupe, une nouvelle architecture et un nouvel urbanisme retlet de la modernité.
Urban renewal of Pointe-à-Pitre (1961-1981) was one of the 1argcstever conducted in France during the years (1961- . 1981) and the fust programmed overseas territories. 1'0 respond to the housing crisis and renovate parts of unhealthy ceUsthat had spread in an uncontroUed manner on wetlands located around the city it was intended to. Urban renewal was not simply a development operations because it served as a frontier laboratory and the actors of the urban composition overseas by sctting up public bodies to which the State gave a functional competence develop the territory. On this occasion were introduced in Guadeloupe, a new architecture and new urbanism reflection of modernity.

Résumé : SODACAL prawn farm which was set up as a pilot farm for the development of a prawn industry in New Caledonia, saw its production exponentially rise from 1984 to 1992 (to 400 t/year, then experienced a sharp drop in 1993 (250 t/year) which carried on until 1997, and finally rose back to a stabilizing level around 400 t/year until 1999. The study analyses the difficulties observed before and during the drop of production. Among them, mortality outbreaks, other biological perturbations (benthic mat clearing and crab and fish mortality) and focus on the noxious state of the bottom (reduced and smelling sulfide hydrogen). It particularly shows that Syndrome 93 outbreaks could be observed on this farm from 1990. The analysis highlights the particular climatic conditions in New Caledonia from 1990 to 1995 (drought) and their potential impact on the production. The development of this very particular process of physical and topographic differential evolution of the pond bottom under wind action (accumulation and digging) and its consequences on pond preparation is explained. This work takes a close look at the grow-out management : age and quality of post larvae, pond stocking with pre-grown animals, feed characteristics and management, water exchange management and pumping capacity, strategy on density and size of harvested animals. The results have been assessed using a distinctive tool, the "survival differential", allowing inter-pond comparisons within a site, inter-farms comparisons over pluri-annual periods of time. >From the commented farm results over a 20 year period, we could distinguish the principal factors responsible for the drop of grow-out capacity of some ponds. We have outlined a conceptual description of the different parameters leading to the decrease of survival, an epidemiological scenario and a synoptic table of the history of events and their relative severity. The study draws the hypothesis of a cumulative effect of positive factors, which could have led back to satisfying production results: a physical and biochemical restoration of pond bottoms, a modified and standardized grow-out management, an appropriate pumping capacity and the come back of adequate climatic conditions. This case study illustrates the concept of « flexibility » of the farming capacity and the sustainability of prawn farming in New Caledonia. The clear objective of this 20 year historic investigation was to get relevant information, in order to improve the understanding on the "summer syndrome" which hits two farms at the moment, and to participate in the hypothesis under study by the DAC (2005). We also tried to make the new farmers aware of the fragility of the pond ecosystem, and give some common-sense advices in the hope that such problems will not happen again in other places.
La ferme de SODACAL, conçue à l'origine comme une ferme de démonstration pour le développement d'une filière d'aquaculture exportatrice de crevettes en Nouvelle-Calédonie a connu une phase de croissance exponentielle de sa production de 1984 à 1992 (jusqu'à 400 t/an), puis une chute brutale en 1993 (250 t/an) qui s'est prolongée jusqu'en 1997 et enfin une reprise à partir de 1998 pour arriver à une stabilisation autour de 420 t/an depuis 1999. L'étude inventorie les dysfonctionnements observés avant et pendant la crise de production. Parmi ceux-ci sont évoqués les épisodes de mortalité de crevettes, d'autres désordres biologiques (décollements de tapis benthique et « hécatombes » de crabes et de poissons), l'état délétère des fonds (sédiments réduits et odeur d'hydrogène sulfuré). Elle permet notamment de montrer que des épisodes de mortalité typiques du Syndrome 93 pouvaient être observés sur cette ferme dès 1990. L'étude met en évidence les conditions climatiques remarquables qui ont sévi en Nouvelle-Calédonie de 1990 à 1995 (sécheresse) et leur impact probable sur les élevages. La genèse du phénomène très particulier d'évolution physique et topographique des fonds des bassins par l'effet du vent (accumulation et creusement) et des conséquences sur la préparation des bassins est explicitée. Ce travail aborde la gestion zootechnique : l'âge et la « qualité » des post larves, la pratique des ensemencements à partir d'animaux pré grossis, la gestion de l'alimentation et la nature de la provende, le contrôle du renouvellement d'eau et la capacité de pompage, le choix des densités et du calibre des animaux récoltés. Les résultats ont pu être évalués à travers un outil original «le différentiel de survie », permettant des comparaisons inter-bassins au sein du site, inter-fermes à des périodes pluri annuelles distinctes. A partir des résultats commentés de la ferme obtenus sur 20 années, on a pu distinguer les principaux facteurs qui ont provoqué cette chute d'aptitude culturale de certains bassins. Un schéma conceptuel des différents paramètres ayant conduit à la baisse des survies, un scénario épidémiologique ainsi qu'un tableau synoptique de la chronologie des évènements et de leur relative sévérité sont esquissés. Le rapport ébauche l'hypothèse d'un cumul de causes favorables qui ont permis le retour à des résultats zootechniques satisfaisants : une réhabilitation physique et biochimique des fonds de bassins, une zootechnie modifiée et standardisée, une capacité de pompage adéquate et une climatologie de nouveau favorable. Cette étude de cas permet ainsi d'illustrer les notions d « élasticité » de l'aptitude culturale et de durabilité de la crevetticulture en Nouvelle-Calédonie. Le but de cette enquête historique sur 20 ans est l'acquisition d'informations pertinentes permettant d'améliorer la compréhension du « Syndrome d'été » qui affecte actuellement deux fermes de production et ainsi aider à compléter le scénario hypothétique avancé par le Dac (2005). Enfin, au travers de cet historique, on a cherché également à sensibiliser les nouveaux opérateurs de la filière sur la fragilité de l'écosystème-bassin et présenter quelques conseils de bon sens pour éviter que de tels phénomènes ne se reproduisent ailleurs.

Les littoraux haïtiens sont le lieu d'activités diverses : la pêche, le cabotage, l'exploitation des mangroves. Mais la crise économique a conduit des populations issues de l'intérieur de l'île à se laisser attirer par le littoral et ses apparentes potentia lités. Tout ceci est facteur de déséquilibres pour des écosystèmes sensibles et pour les populations préalablement installées sur le littoral.Les côtes du golfe de la Gonâve sont dominées par Port-au-Prince qui génère le plus de flux et de conflits d'usage. La côte des Arcadins est en attente de la reprise du tourisme et enfin l'ouest du Canal du Sud s'enferme dans le déclin et l'isolement.

Résumé : Le secteur du tourisme et des services s’est imposé comme le véritable moteur des économies insulaires de la Caraïbe depuis la fin des années 1980, décennie. Dans ces territoires confrontés à la crise des traditionnelles économies de plantations, le tourisme a pris une importance considérable (19,2 milliards de dollars US pour une croissance moyenne annuelle de 7 % depuis 1990). Cependant les modalités du développement touristique actuelles ne sont pas sans poser certains problèmes d’ordre économique (faiblesses des retombées locales) et environnemental (concentration des flux). Les territoires de la Caraïbe insulaire développent de nouvelles stratégies touristiques autour de l’écotourisme
Tourism has become the driving force of the island economies of the Caribbean basin since the latter part of the 1980s. Within this island realm, the traditional plantation economies have gone through an economic crisis while tourism. On the other hand, has taken on considerable importance (19.2 billion dollars and a 7% annual growth rate since 1990. Nevertheless this growth has not been without its economic problems (a low level of local linkages) and environmental (concentration of tourist flows). Caribbean island tourism is now concentrating its efforts on developing new strategies based on ecotourism perspectives. Tourism, ecotourism and development strategies in the Caribbean.

The tourist activity, by its international character and as a constantly expanding economic sector emerges as a means of obtaining international recognition being meanwhile an important economic sector of the national economy. In Romania case it appears as an "air breath" for an economic system in crisis and an extremely rolonged period of transition. By the dynamics, human and financial flow which it triggers, through the multiple forms which it covers, through the ability by which some thresholds (i.e. ideological or political) can impose an evolving path, tourism represents an economic sector for the countries in transition which can re-lauch or re-direct the subsequent evolution of a national economy. In ordeur to reach to these parameters a re-definition and a re-discovery of the real tourist potential is required in Romania case.

Résumé : New field and micropalaeontological investigations have been conducted in four of the Pliocene rias of the internal zone of the Rif in Morocco, on the southern margin of the Alboran Sea. We found that marine sediments outcropping in these rias were deposited mainly during the Early Zanclean, between 5.04 and 3.8 Ma. After a transgressive episode that led to the deposition of terrestrial to marine conglomerates, dark clays deposited first at shallow palaeo-depths and then at bathyal palaeo-depths. The rias were then infilled with a shallowing upward succession comprising marine clays and sandstone and, locally, terrestrial sediments that indicate their final emersion. No Gilbert-deltas were observed in these rias. The presence of transgressive deposits at the bottom of the rias, also identified in other basins of the external zone of the Rif, and the absence of Gilbert deltas question a catastrophic reflooding after the Messinian Salinity Crisis in this area.
