Résumé : Aquaculture production of scallop has been identified by a series of technical operations during the past ten years programme under a partnership involving the fishermen organizations with regional and national grants. 3 million juveniles have been produced annually, giving a potential recapture by fishing of 100 to 120 tonnes 3 years later. Results in terms of technical and economical approach have pointed out the principal unknown factors responsable for high costs. 7he pilot programme aims to increase the production to reach a level of 5 million juveniles to support the fishery of the rade de Brest and induce new management of the resources. Two priorities were selected, control of the reproduction in the hatchery to obtain reliable larval and postlarval rearing during a larger period of the year, mainly during summer, and improvement of survival rate of the juveniles by minimizing stress when manipulating the animals. But biological and ecological mechanisms are still poorly understoodfor scallop and generally bibvalves and the last two years have shown unchanged results. The technical pathways shows interactions between the different steps of the production of juveniles where different teams operate separately. Management of the livestock has to be developed to increase the survival rate by better breeding but also to reduce the loss by adapted and coordinated practices. Recapture results indicate that fishery strategies depend also on the production of juvenile, and could orientate the management of the hatchery.

Résumé : Les espaces naturels protégés sont aujourd’hui à l‘échelle mondiale l’une des principales politiques publiques mises en œuvre pour faire face à la destruction des écosystèmes. Leur nombre a beaucoup augmenté ces dernières années et les modes d’action qu’ils recouvrent se sont considérablement diversifiés. Pour autant, les écosystèmes continuent à se dégrader, et l’efficacité de ces dispositifs est souvent remise en cause. Cette thèse vise à analyser les facteurs influant sur l’efficacité des espaces protégés pour la conservation d’écosystèmes amazoniens encore peu dégradés. Elle étudie pour cela la mise en œuvre de dispositifs relevant de doctrines de gestion de l’environnement différentes, basées sur (i) la limitation réglementaire maximale des activités humaines impactantes pour les écosystèmes, (ii) la gestion des ressources par des populations locales ou traditionnelles ou (iii) la mise en place d’une gestion forestière durable sur des terres publiques. Nous nous plaçons dans une posture comparative entre la Guyane (France) et l’Amapá (Brésil), territoires partageant une frontière commune, principalement matérialisée par le fleuve Oyapock. La comparaison internationale entre ces deux régions présentant une couverture exceptionnelle en espaces protégés, dans des conditions écologiques et géographiques relativement similaires, nous permet d’observer l’influence du contexte historique et sociopolitique sur les modes de prise en charge de la gestion de l’environnement par les aires protégées. Nous nous sommes basés sur une approche constructiviste, appuyée sur une production de données principalement qualitatives (entretiens semi-directifs, analyse de documents, observation participante…). Nous avons ainsi procédé à une déconstruction critique des dispositifs « aires protégées », permettant de mettre en lisibilité les enjeux environnementaux qu’ils portent, et d’analyser l’efficacité environnementale des stratégies mises en œuvre. Cette analyse s’est articulée autour d’une lecture à la fois diachronique et multiscalaire des processus de gestion.Nous montrons que la mise en place des espaces protégés de Guyane et d’Amapá a été portée par des coalitions d’acteurs structurées autour de doctrines de gestion, c’est à dire de conceptions partagées des conditions de mise en œuvre d’une « bonne gestion environnementale ». Les dispositifs créés ont hérité des ressources stratégiques d’action et de la légitimité de ces coalitions. Les coalitions porteuses de la création des espaces protégés en Amapá sont fortement articulées aux mouvements sociaux et environnementaux plus généraux de l’Amazonie brésilienne, notamment pour les revendications socio-environnementales émergeant à la sortie de la période dictatoriale. En Guyane française, les espaces naturels protégés sont principalement la résultante de compromis entre d’une part une volonté d’exemplarité de l’action de la France en Amazonie, et d’autre part une recherche de minimisation des conflits avec les acteurs politiques locaux.
Nowadays, natural protected areas are one of the main public policies implemented at the international level in order to prevent the destruction of ecosystems. During the last decades, they became very numerous, and mobilized more and more diversified modes of action. However, natural ecosystems continue to deteriorate, and the effectiveness of protected areas is often questioned. The aim of this thesis was to analyse the factors influencing the effectiveness of protected areas in a context of Amazonian ecosystems that are still well preserved. We observed the implementation of environmental management arrangement (protected areas) that are based on various doctrines: (i) the strong limitation of all harmful human activities through legislation; (ii) the management of resources by local or traditional populations; and (iii) the implementation of sustainable forest management on public lands. We adopted a comparative approach between Guyana (France) and Amapá (Brazil), territories that share a common border, mainly identifiable by the Oyapock River. These two territories present quite similar ecological and geographical conditions, and both have an exceptional coverage of protected areas. Therefore this international comparison allowed us to observe the influence of the historical and socio-political context on the implementation of protected areas. We used a constructivist approach, mainly based on qualitative data (semi-structured interviews, document analysis, participant observation...). We effected a critical deconstruction of "protected areas" management arrangements in order to make their environmental objectives intelligible, and we analysed the environmental effectiveness of the strategies implemented. This analysis was based on a diachronic and multiscalar lecture of management processes. We show that the establishment of protected areas in Guiana and Amapá was led by coalitions of actors structured around management doctrines, i.e. shared conceptions of "good environmental management". Management arrangements created inherited the strategic resources of action and the legitimacy of these coalitions. In Amapá, coalitions were strongly articulated with wider social and environmental movements of the Brazilian Amazon, especially in the case of socio-environmental claims rising at the end of the dictatorship. In French Guiana, the natural protected areas are mainly the result of compromise between the French willingness to serve as an example in the Amazon region, and the minimisation of conflicts with local politicians.

Résumé : The general study, scheduled from 1984 to 1986, aims at providing a judgement about the fisheries in the Celtic Sea. This area has been chosen because it is frequented by EEC vessels with, for the time being, a large majority of French vessels. Activities there are easier to monitor than anywhere else as coastal fisheries are little developed in the area. The final product will consist of a certain number of hypotheses about the planning strategies that could be implemented in the Celtic Sea. The main idea is, firstly, to conduct analytical studies, stock by stock, in order then, to synthesize them into a model integrating the interactions between fleets in relation to their target species. A bio-economical model, deriving from the latter, will enable the simulation of the consequences of the current planning procedures on the management of stocks and vessels.
L'étude générale, programmée de 1984 à 1986, vise à fournir un avis sur les pêcheries de Mer Celtique. Cette zone a été choisie car elle est fréquentée par les flottilles de la CEE avec cependant, pour le moment, une dominante française quasi exclusive. Les activités qui s'y exercent peuvent être cernées plus facilement que partout ailleurs car les pêcheries côtières sont très peu développées. Le produit final consistera dans la présentation d'un certain nombre d'hypothèses sur les stratégies d'aménagement adaptables à la Mer Celtique. La voie choisie consiste, dans un premier temps, dans des études analytiques, stock par stock, puis dans leur synthèse dans un modèle intégrant les interactions entre flottilles en relation en particulier avec la recherche des espèces-cibles. Un modèle bio-économique, dérivé du précédent, permettra de simuler les conséquences des procédures habituelles d'aménagement sur la gestion des stocks et des flottilles.

The future of tropical managed forests is threatened by climate change. In anticipation of the increase in the frequency of drought episodes predicted by climatic models for intertropical regions, it is essential to study commercial trees' resilience and vulnerability to water stress by identifying potential interaction effects between selective logging and stress due to a lack of water. Focusing on 14 species representing a potential or acknowledged commercial interest for wood production in the Guiana Shield, a joint model coupling growth and mortality for each species was parametrized, including a climatic variable related to water stress and the quantity of aboveground biomass lost after logging. For the vast majority of the species, water stress had a negative impact on growth rate, while the impact of logging was positive. The opposite results were observed for the mortality. Combining results from growth and mortality models, we generate vulnerability profiles and ranking from species apparently quite resistant to water stress (Chrysophyllum spp., Goupia glabra Aubl., Qualea rosea Aubl.), even under logging pressure, to highly vulnerable species (Sterculia spp.). In light of our results, forest managers in the Guiana Shield may want to conduct (i) a conservation strategy of the most vulnerable species and (ii) a diversification of the logged species. Conservation of the already-adapted species may also be considered as the most certain way to protect the tropical forests under future climates.

Résumé : Marine capture fisheries in Jamaica is primarily artisanal in nature ansd is conducted maiinly by fishermen operating from canoes. Approximately 95% of these fishermen operate on the coastal shelf and its associated banks. The commercial species harvested comprise bottom-dwelling, coral reef species and free swimming species of finfish. Other fishery resources of commercial value include marine shrimp, conch and lobsters. Catch statistics are not available for all species, but the Department of Fisheries reports a slight decline in fishery production with production decreasing from 16 milion lbs in 1990, despite the fact that fishing efforts have doubled. Over this period the number of registered fishermen has grown from 12 000 to 16 000, al of whom are engaged in full-time fishing. There arealso part-time fishermen who are not registered. The decline in fish catch is accompanied by a decrease in fish size and quality, suggesting that the fisheries are under pressure and have already exceeded optimum production in relation to vailable resources. As a result the economic returns to fishermen are declining. There are also other problems, such as high incidence of conflicts among fishermen at sea, the high cost of purchasing boats, outboard engine fuel, and equipment, with together with the dangers involved in fishing offshore (piracy, and praedial larceny) create serious social ans economic difficulties for fishermen. Notwithstanding, there is an apparent move on the part of the fishermen to leave the industryor to seek alternative forms of employment. In fact, the Department ofFisheries reports that it is still reciving applications for new licences to operate fishing boats. This is probably due to the fact that where the basis of a community is fishing, it becomes difficult to introduce alternative forms of employment, such as cottage industries, village crafts and other trades. In 1987 the Jamaica Department of Fisheries prepared a Management plan which proposed several conservation measures to promote the efficient use of fisheries resources and to control the development of the Fishery in such a way that the country would receive highest benefits. Adequate attention was given to limitations on fishing gear, institution of closed seasons and related legislation. Strategies to diversify the marine fishing were also proposed. The 1990 five year Devlopment Plan for marine fisheries also focuses on proper resource management in order to reverse trends associated with the overexploitation of marine resources. According to the plan, emphasis will be placed on inland fisheries and mariculture in order to reduce pressure on the fisheries. Inland fisheries in the form of freshwater fish fanning has expanded significantly over the past 10 years with production increasing from less than 0,5 million lbs. in 1980 to in excess of 6.0 million lbs. in 1989. However, some freshwater fish farmers are already experiencing serious competition for water usage and, to a lesser extent for land from crop-producing farmers. The Ministry of Agriculture is of the view that marine cage culture technologically has the potential for introduction in Jamaica . This technologyhas been successfully developed in Norway and the technology is currentlty being experimentally utilized in several countries in the area. The technology, if widely utilized in Jamaica, couls significantly reduce pressure on fisheries, making fishing more cost effective and improve the economic returns to fishermen. Already there exist some technical and institutional capabilities in Jamaica to support commercial development of marine cage culture. The Department of Fisheries has highly trained personnel in aquaculture and marine fisherie, some of whom are directly responsible for the success of freshwater fish fanning. In adition, the Marine Laboratory at the Univesity of the West Indies (UWI) is caarying research on hatchery facilities for marine cage farming. The Department of Fisheries will seek the collaboration ofg the marine unit at UWI which could provide fingerlings of selected marine species for cage 1
Les pêcheries de captage marin en Jamaïque sont principalement de nature artisanale et elles sont dirigées principalement par les pêcheurs qui travaillent depuis des canoës. Environ 95 % de ces pêcheurs travaillent sur la plaine côtière et ses bancs associés. Les espèces commerciales récoltées comprennent les espèces benthiques, les espèces de corail et les espèces de poisson marin de nage libre. D'autres ressources de pêcheries de valeur commerciale comprennent la crevette, la conque et le homard. Les statistiques des pêches ne sont pas disponibles pour toutes les espèces, mais le Département des Pêcheries fait état d'une légère réduction de production de pêcheries, la production se réduisant de 16 millions de livres en 1990, en dépit du fait que les efforts de la pêche ont doublé. Sur cette période le nombre de pêcheurs inscrits a augmenté de 12 000 à 16 000, dont tous sont occupés à plein temps à la pêche. Il y a aussi des pêcheurs à mi-temps qui ne sont pas inscrits. La réduction des pêches est accompagnée d'une réduction de la taille et la qualité des poissons, ce qui implique que les pêcheries sont sous pression et qu'elles ont déjà dépassé la production optimum par rapport aux ressources disponibles. En conséquence, les rendements pour les pêcheurs sont en baisse. Il y a aussi d'autres problèmes, tels qu'un taux élevé de conflits entre les pêcheurs en mer, le coût élevé pour acheter les bateaux, le combustible pour les moteurs hors-bord, et le matériel, ainsi que les dangers impliqués dans la pêche offshore (le piratage, et le vol prédial) ont créé de graves problèmes sociaux et économiques pour les pêcheurs. Néanmoins, il y a une tendance évidente chez les pêcheurs de quitter l'industrie ou de chercher du travail dans d'autres domaines. En fait, le Département des Pêcheries signale qu'il continue de recevoir des demandes de nouveaux permis pour opérer les bateaux de pêche. Ceci est probablement attribuable au fait que là où la base d'une communauté est la pêche, il est difficile d'y introduire des formes alternatives de travail, telles que l'industrie artisanale, l'artisanat de village ou d'autres métiers. Le Département des Pêcheries de la Jamaïque a préparé en 1987 un Projet de gestion qui proposait plusieurs mesures de conservation afin d'encourager l'utilisation efficace des ressources des pêcheries et de contrôler le développement de la Pêcherie de manière que le pays touche le plus de bénéfices. Une attention adéquate a été prêtée aux limitations sur les engins de la pêche, l'établissement de saisons de clôture et les législations associées. Des stratégies pour diversifier la pêche marine ont aussi été proposées. Le Plan de développement quinquennal de 1990 pour les pêcheries marines met l'accent aussi sur la gestion de ressources appropriée afin de faire reculer les tendances associées à la surexploitation des ressources marines. Selon le plan, l'accent sera mis sur les pêcheries intérieures et la mariculture afin de réduire la pression sur les pêcheries. Les pêcheries intérieures, sous la forme de l'élevage de poissons en eau douce, ont pris leur essor sur les 10 dernières années avec une production qui s'est élevée de moins de 0,5 millions de livres en 1980 pour atteindre en 1989 plus de 6.0 millions de livres. Cependant, certains pisciculteurs en eau douce expérimentent déjà une concurrence sérieuse avec les agriculteurs pour l'usage de l'eau et, dans une moindre mesure, de la terre. Le Ministère de l'Agriculture est de l'avis que l'élevage en cage marine a technologiquement le potentiel d'être introduit en Jamaïque. La technologie a été développée avec réussite en Norvège et plusieurs pays dans la région utilisent actuellement la technologie expérimentalement. La technologie, si elle était utilisée en Jamaïque, pourrait réduire de façon significative la pression sur les pêcheries, ce qui rendrait la pêche plus économique et améliorerait les rendements aux pêcheurs. Certaines capacités techniques et institutionnelles existent déjà en Jamaïque qui pourraient soutenir le développement de l'élevage en cage marine. Le Département des Pêcheries a un personnel bien formé en aquaculture et pêcherie marine, dont certains qui sont directement responsables du succès de la pisciculture en eau douce. Par ailleurs, le Laboratoire Marin à l'Université des Antilles (UWI) mène des recherches sur les installations d'écloseries pour l'élevage en cage marine. Le Département des Pêcheries demandera la collaboration de l'unité marine à l'UWI qui pourra fournir des saumoneaux d'espèces marines sélectionnées pour la cage 1.

Semantic web standards, tools, ontologies and related technologies have considerably matured in the recent years. Nowadays, accessing a wide catalogue of biological, social, environmental, and ecological data sources helps stakeholders working on biodiversity to answer their complex questions. Will the real time access to web resources effectively support the definition of strategies to conserve and manage biodiversity? How might semantic web technologies help us to handle the complex and heterogeneous big data related to biodiversity? The workshop aims to identify the key challenges faced by the bioinformatics community, discuss potential solutions and identify the opportunities emerging from the trans-disciplinary interactions between Plant Science and Informatics experts. Therefore, we expect the bioinformatics experts to explain how they apply semantic web standards and tools to their scientific topic, from biology, agriculture, agro-ecology, genomics, environmental studies, to social sciences, citizen sciences. Research papers presenting various aspects of semantic web technologies applied to biodiversity data, ranging from position papers to implemented systems descriptions and their evaluation, will be selected. We are particularly interested in the use of the semantic technologies to design and develop systems that supports research on agricultural and wild biodiversity conservation and management for food security. Examples may include strategies for resilience to climate change pressures, sustainability of productive ecosystems, ecosystems services monitoring or territories management, rather than systems supporting only research on climate patterns or soil erosion.

1. The use of targets to provide measurable objectives and benchmarks for management, conservation, andrestoration of ecosystems is commonplace. In the marine and coastal realms, targets have been successful insetting sustainable limits to fisheries harvests, thresholds for pollutants, and recommended amounts ofrepresentative habitat included in marine protected area (MPA) networks. Quantifiable targets can dissuadegovernments from making dubious claims about investments in ocean protection that sound impressive butcannot be verified. Examples are presented where protection targets have been used successfully for marinemanagement, and instances where measurable and meaningful benchmarks serve to allow tracking of true progress.2. However, the setting of targets can also be a double-edged sword. In some cases, targets have proven useful,but in many instances, interventions made to fulfil targets not only give a false illusion of progress or even success,they present opportunity costs that impede further conservation.3. Some of these issues were raised in the 2003 article ‘Dangerous Targets?: Unresolved issues and ideologicalclashes around marine protected areas’ that appeared in Aquatic Conservation: Marine and FreshwaterEcosystems. Since its publication, the article’s warnings about how targets can sometimes be dangerous andcounter-productive have led to intense debate among scientists and policy-makers alike, and the paper has beencited in more than 500 publications. Yet today, more than a dozen years after the first ‘Dangerous Targets’publication, new targets are driving more MPA designations and conservation strategies than ever before, andthe ‘dangerous’ aspects of target setting have been largely ignored.4. This paper discusses old ‘dangers’ in the context of new developments in marine conservation, including thelingering problem of having simplistic metrics drive marine policies, and the unintended result that can often occurwhen outputs (percentage of area under MPA designation) do not align with true outcomes of effectivemanagement and conservation. Newly emerging ‘dangers’ in letting areal targets (percentage of area underMPA designation) drive MPA designations are also discussed, including how the rush to fulfil obligations toprotect a certain proportion of area is taking place in planning, separate from broader level, and potentiallymore holistic, marine spatial planning (MSP).5. The paper suggests five recommendations that would allow policy-makers to use targets more effectively,including: (1) increase transparency in planning, especially around specific goals and objectives of MPAestablishment; (2) use time-based areal targets when representativity is a goal of the protected area strategy; (3)

Résumé : SODACAL prawn farm which was set up as a pilot farm for the development of a prawn industry in New Caledonia, saw its production exponentially rise from 1984 to 1992 (to 400 t/year, then experienced a sharp drop in 1993 (250 t/year) which carried on until 1997, and finally rose back to a stabilizing level around 400 t/year until 1999. The study analyses the difficulties observed before and during the drop of production. Among them, mortality outbreaks, other biological perturbations (benthic mat clearing and crab and fish mortality) and focus on the noxious state of the bottom (reduced and smelling sulfide hydrogen). It particularly shows that Syndrome 93 outbreaks could be observed on this farm from 1990. The analysis highlights the particular climatic conditions in New Caledonia from 1990 to 1995 (drought) and their potential impact on the production. The development of this very particular process of physical and topographic differential evolution of the pond bottom under wind action (accumulation and digging) and its consequences on pond preparation is explained. This work takes a close look at the grow-out management : age and quality of post larvae, pond stocking with pre-grown animals, feed characteristics and management, water exchange management and pumping capacity, strategy on density and size of harvested animals. The results have been assessed using a distinctive tool, the "survival differential", allowing inter-pond comparisons within a site, inter-farms comparisons over pluri-annual periods of time. >From the commented farm results over a 20 year period, we could distinguish the principal factors responsible for the drop of grow-out capacity of some ponds. We have outlined a conceptual description of the different parameters leading to the decrease of survival, an epidemiological scenario and a synoptic table of the history of events and their relative severity. The study draws the hypothesis of a cumulative effect of positive factors, which could have led back to satisfying production results: a physical and biochemical restoration of pond bottoms, a modified and standardized grow-out management, an appropriate pumping capacity and the come back of adequate climatic conditions. This case study illustrates the concept of « flexibility » of the farming capacity and the sustainability of prawn farming in New Caledonia. The clear objective of this 20 year historic investigation was to get relevant information, in order to improve the understanding on the "summer syndrome" which hits two farms at the moment, and to participate in the hypothesis under study by the DAC (2005). We also tried to make the new farmers aware of the fragility of the pond ecosystem, and give some common-sense advices in the hope that such problems will not happen again in other places.
La ferme de SODACAL, conçue à l'origine comme une ferme de démonstration pour le développement d'une filière d'aquaculture exportatrice de crevettes en Nouvelle-Calédonie a connu une phase de croissance exponentielle de sa production de 1984 à 1992 (jusqu'à 400 t/an), puis une chute brutale en 1993 (250 t/an) qui s'est prolongée jusqu'en 1997 et enfin une reprise à partir de 1998 pour arriver à une stabilisation autour de 420 t/an depuis 1999. L'étude inventorie les dysfonctionnements observés avant et pendant la crise de production. Parmi ceux-ci sont évoqués les épisodes de mortalité de crevettes, d'autres désordres biologiques (décollements de tapis benthique et « hécatombes » de crabes et de poissons), l'état délétère des fonds (sédiments réduits et odeur d'hydrogène sulfuré). Elle permet notamment de montrer que des épisodes de mortalité typiques du Syndrome 93 pouvaient être observés sur cette ferme dès 1990. L'étude met en évidence les conditions climatiques remarquables qui ont sévi en Nouvelle-Calédonie de 1990 à 1995 (sécheresse) et leur impact probable sur les élevages. La genèse du phénomène très particulier d'évolution physique et topographique des fonds des bassins par l'effet du vent (accumulation et creusement) et des conséquences sur la préparation des bassins est explicitée. Ce travail aborde la gestion zootechnique : l'âge et la « qualité » des post larves, la pratique des ensemencements à partir d'animaux pré grossis, la gestion de l'alimentation et la nature de la provende, le contrôle du renouvellement d'eau et la capacité de pompage, le choix des densités et du calibre des animaux récoltés. Les résultats ont pu être évalués à travers un outil original «le différentiel de survie », permettant des comparaisons inter-bassins au sein du site, inter-fermes à des périodes pluri annuelles distinctes. A partir des résultats commentés de la ferme obtenus sur 20 années, on a pu distinguer les principaux facteurs qui ont provoqué cette chute d'aptitude culturale de certains bassins. Un schéma conceptuel des différents paramètres ayant conduit à la baisse des survies, un scénario épidémiologique ainsi qu'un tableau synoptique de la chronologie des évènements et de leur relative sévérité sont esquissés. Le rapport ébauche l'hypothèse d'un cumul de causes favorables qui ont permis le retour à des résultats zootechniques satisfaisants : une réhabilitation physique et biochimique des fonds de bassins, une zootechnie modifiée et standardisée, une capacité de pompage adéquate et une climatologie de nouveau favorable. Cette étude de cas permet ainsi d'illustrer les notions d « élasticité » de l'aptitude culturale et de durabilité de la crevetticulture en Nouvelle-Calédonie. Le but de cette enquête historique sur 20 ans est l'acquisition d'informations pertinentes permettant d'améliorer la compréhension du « Syndrome d'été » qui affecte actuellement deux fermes de production et ainsi aider à compléter le scénario hypothétique avancé par le Dac (2005). Enfin, au travers de cet historique, on a cherché également à sensibiliser les nouveaux opérateurs de la filière sur la fragilité de l'écosystème-bassin et présenter quelques conseils de bon sens pour éviter que de tels phénomènes ne se reproduisent ailleurs.

For a comprehensive evaluation of human influences on the genetic system, the simulation model EGO-GENE was developed. The model combines population genetic and population dynamic processes with forest growth models. The dynamics of genetic structures (single locus and multilocus genotypes up to 200 loci) can be simulated. Spatial and temporal genetic dynamics are included in the model. Overlapping or separated generations can be created and different modes of mating systems can be implemented. The model can be run with empirical and fictitious input data. The simulated genetic structures can be directly analysed with established genetic analysis programmes. An example demonstrates the use of the model far validation of interactions among components of the mating system. Another example demonstrates the applicability of the model in decision-making for seed sampling strategies. The genetic differences between the adult trees and the harvested seeds and the danger of genetic drift regarding to different seed sampling strategies are investigated by use of the genetic distance and the reproductively effective population size.

Islands were studied for a long time as simple peripheral territories, territories which flesh out the seamless continuation of continental logic, meaningless territories without the prism and perspective of metropolitan power. Through the field of the island studies, critical questions cross various island experiences and their context of development and their configurations; or otherwise study specific temporalities, connectivities and materialities, in the context of globalization. To study islands requires taking the measure of these territories, far from any monolithic vision, to analyze their space with regard to their social and political realities, to identify their economic clout and their context of development and the legacies of the history, in consideration of their geographical neighbourhood. It is a question of considering the exogenous logics which make the island and interrogate its internal dynamics.The subject of study is the island, "island" as object, the island in the management of its space, the definition of its territorial project, the positioning of the island in its environmental perspective and the opportunities it enjoys and the strategies it deploys in the globalized economy. The wealth of scholarship of and about islands and island societies extends beyond the simple spatial frame of the island; ‘the Island’ can be understood as a synecdoche, a convenient, manageable and reasonable microcosm of the continent.
Les îles ont longtemps été étudiées comme de simples lieux périphériques, inscrits dans le prolongement de logiques continentales ; des espaces dépourvus de sens en dehors du prisme des puissances métropolitaines. A travers le champ des études insulaires, il s’agit désormais de croiser les différentes expériences insulaires, de poser les contextes de développement et d’étudier les configurations et les temporalités spécifiques des îles. Étudier les îles nécessite de prendre la mesure de ces territoires -loin de toute vision monolithique-, d’analyser leur espace au regard des réalités sociale et politique, de cerner leur poids économique et leur contexte de développement, des héritages de l’histoire à la prise en compte de leur voisinage géographique. Il s’agit de prendre en considération les logiques exogènes qui font l’île et d’interroger les dynamiques internes.Le sujet d’étude est l’île, l’objet «île », l’île dans la gestion de son espace, la définition de son projet territorial, le positionnement de l’île dans son environnement respectif et les opportunités et stratégies dans l’économie mondialisée. La richesse des enseignements des territoires et des sociétés insulaires débordent le simple cadre spatial de l’île qui peut être entendue comme une synecdoque, un microcosme commode et raisonnable du continent.

The genus Nasutitermes is among the most abundant wood-feeding Termitidae and an extremely diverse and heterogeneous group in terms of its biogeography and morphology. Despite the major role of several Nasutitermes species as structural pests, the phylogenetic status of this genus is still unclear, along with a confused taxonomy and species identification remaining difficult. The first aim of this review was thus to gather and discuss studies concerning the taxonomic status of the genus Nasutitermes in order to clarify this crucial point. Then, our goal was to gain new insights into the management of N. corniger, considered to be the most economically detrimental pest of this genus in South America and a Nasutitermes model species, while filtering available information concerning its biology through the prism of termite control, as well as critically examine the existing methods. We indeed strongly believe that increasing our knowledge of this species’ biological strategies is the key to progress in the challenging question of their sustainable management.

Yellow leaf disease is a recent, important and widely spread disease of sugarcane (6), causing severe yield losses on susceptible cultivars. The disease is caused by Sugarcane Yellow Leaf Virus (SCLRV) of the genus Polerovirus in the family Luteoviridae. This virus is transmitted from plant to plant only by aphids in a persistent, circulative and non replicative manner. The epidemic of the SCYLV was little studied and there is a need for information on the spatial spread of the disease and on the role of the aphid in the disease spread. SCYLV was first identified in Guadeloupe in 1996 and Melanaphis sacchari has been the only SCYLV vector found in sugarcane fields. Even if the infection rate is relatively low (0% to 21%), disease may increase and cause damage to sugarcane in Guadeloupe. Even though disease free tissue cultured plants are used for sanitary control in Guadeloupe, understanding SCYLV spread by its vector may help determine additional management strategies against the virus.

Résumé : Cet article souligne la particularité des politiques locales menées récemment en Martinique et en Guadeloupe en matière de gestion du risque sismique. Ces Départements français des Amériques, fortement exposés à la menace sismique, s’impliquent depuis peu dans une véritable dynamique préventive soutenue par l’action des Collectivités. Des stratégies locales de réduction de la vulnérabilité humaine et technique sont expérimentées au bénéfice de la population. Elles viennent renforcer ou compléter les efforts étatiques visant une plus grande implication du citoyen à son information et à sa sécurité face aux séismes.
This article underlines the characteristic of the local policies followed recently in Martinique and Guadeloupe as regards seismic risk management. These French Departments of Americas, strongly exposed to the seismic threat, imply themselves recently in a true preventive dynamics supported by the action of the Communities. Local strategies of reduction of the human and technical vulnerability are tested for the benefit of the population. They come to reinforce or supplement the official efforts of French State aiming a greater implication of the citizen to his information and its safety against the earthquakes.

Résumé : Coral reefs are amongst the richest and more emblematic ecosystems of the world. These hotspots of biodiversity provide many services to Human societies, bringing leisure and economic added values. In many areas, especially developing countries, these ecosystems are submitted to both climate change (rise of sea temperature and level, acidification) and human coastal pressures (urbanisation, resources exploitation). In this context, an increasing number of Marine Protected Areas is settled on coral reefs environments in order to ensure their conservation and to mitigate local pressures. Hence, one of MPAs Managers' missions is to bring ecological and social data together to build integrated indicators of effectiveness. In Reunion Island, a MPA called the Marine reserve of La Réunion was settled in 2007 along a densely urbanised and populated fringing reef coast. In order to better evaluate its MPA effectiveness, the manager requires the integration of social stakes to the management plan. A uses monitoring protocol was developed in this purpose using an ultra light aircraft and a camera. Data on 15 different recreational and non-recreational uses were acquired between 2010 and 2013, flying 48 times a year, and entered into a Geographic Information System. A huge resulting database allowed the building of an initial knowledge of the spatio-temporal distribution of uses within the Reserve. It also enabled the analysis of the uses' evolution regarding various factors of variations (amenities, facilities, shark attacks, tourism, etc.). Finally, we assessed the contribution to management efficiency using social indicators (governance, pressure indicators), and to interdisciplinary research in bringing ecologic and uses data together. This thesis brings a brand new information about coastal human activity and spatio-temporal dynamics of direct pressures on reef. This tool, designed to be reproducible and cost-optimized, enables the production of a set of indicators. Its integration to the management plan exclusively depends on the strategic choices of the manager.
Les récifs coralliens figurent parmi les biomes côtiers les plus emblématiques de la planète. Ces points chauds de la biodiversité mondiale sont convoités par les sociétés humaines pour leurs qualités paysagères et leur plus-value économique. Exposés au même titre que de nombreux écosystèmes côtiers aux changements climatiques (élévation de la température, acidification des océans), ils sont de toutes parts soumis à une anthropisation littorale mal maitrisée (urbanisation, surexploitation des ressources). Dans ce contexte, de plus en plus d' Aires Marines Protégées (AMP) s'établissent sur des écosystèmes anthropisés, les amenant à intégrer l'Homme au coeur de la gestion. À La Réunion où l'urbanisation littorale est dense et où le paysage des usages littoraux ne cesse de s’étoffer, une Réserve Naturelle Marine (RNMR) a été établie en 2007 sur un récif frangeant. L’évaluation de l’efficacité de cette AMP par son gestionnaire doit se faire par le biais d'un ensemble d'indicateurs écologiques et socio-économiques. C’est en vue d’apporter des connaissances sur la fréquentation et les usages pratiqués au sein de la RNMR que cette thèse a été initiée. Elaboré sur la base d'un suivi en ULM, un protocole a été reproduit chaque année entre 2010 et 2013 et a permis la constitution d'une base de données spatialisée, dont l'exploitation a produit trois types de résultats: i) une connaissance initiale de la répartition spatio-temporelle des usages au sein de la RNMR; ii) une compréhension de l'évolution des dynamiques spatio-temporelles à la lumière des facteurs de variations identifiés (aménagements, aménités, crise requin, tourisme, etc.), et iii) une contribution à la gestion par le développement d'indicateurs sociaux (gouvernance, pressions), et à la recherche interdisciplinaire par une confrontation des données de fréquentation et des données écologiques du milieu. La réflexion menée dans le cadre de cette thèse apporte un éclairage nouveau sur les usages et la fréquentation des littoraux coralliens à La Réunion, et leur traduction en termes de pression anthropique directe. Pensé pour être reproductible et optimisé en termes de coût, cet outil permet la production d’un ensemble d’indicateurs dont l’intégration au plan de gestion dépend exclusivement des choix stratégiques du gestionnaire.

Résumé : The biodiversity-productivity relationship (BPR) is foundational to our understanding of the global extinction crisis and its impacts on ecosystem functioning. Understanding BPR is critical for the accurate valuation and effective conservation of biodiversity. Using ground-sourced data from 777,126 permanent plots, spanning 44 countries and most terrestrial biomes, we reveal a globally consistent positive concave-down BPR, showing that continued biodiversity loss would result in an accelerating decline in forest productivity worldwide. The value of biodiversity in maintaining commercial forest productivity alone-US$166 billion to 490 billion per year according to our estimation-is more than twice what it would cost to implement effective global conservation. This highlights the need for a worldwide reassessment of biodiversity values, forest management strategies, and conservation priorities.

Résumé : Au cours des vingt dernières années, l'industrie des croisières au Mexique a apporté des changements importants qui découlent des tendances mondiales actuelles, d'un meilleur positionnement sur le marché, pour l'adoption généralisée de politiques nationales de promotion du tourisme croisière et pour la réforme radicale du système portuaire national qui a permis l'entrée de la participation privée dans les investissements des infrastructures, de gestion et d'exploitation des ports. Dans ce contexte, on a redéfini l´organisation spatiale du tourisme de croisière avec de nouveaux ports d´arrivée, des itinéraires variés à partir de différents ports d´origine et d’escales plaçant le Mexique en tête des destinations mondiales de l’industrie des croisières. Ainsi, l'objectif de cet article est d'examiner les conditions qui ont conduit à la dynamique spatio-temporelle du tourisme de croisière dans le pays à travers un examen critique de la nouvelle géographie régionale du tourisme de croisière au Mexique.
The cruise industry in Mexico has had significant changes stemming from current global trends during the last two decades. This has been due to its favorable and strategic geographical position in the market, its warm climate and proximity to the United States. Hence there has been a major relevance towards adopting national tourism policies as well as reforming the national port system allowing the entrance of private investment infrastructure, cruise terminal management and operation. The spatial organization of cruise tourism destination ports in Mexico has been redefined in this context. That is to say, there are new home ports, new routes and ports of call that have placed the country as a world’s leading destination for cruise ship arrivals. Therefore, the aim of this paper is to examine the conditions which have led the spatio-temporal dynamics into a critical review of the new regional geography of cruise tourism in Mexico.
En las dos últimas décadas el sector de los cruceros turísticos en México ha presentado profundos cambios, derivados de las tendencias globales, de un mayor aprovechamiento de su favorable condición geográfica dentro del mercado, por una mayor incorporación de la actividad en las políticas turísticas nacionales y por la profunda reforma del sistema portuario nacional que posibilitó el ingreso de la participación privada en la inversión de infraestructura, gestión y operación de terminales de cruceros. En este contexto se ha redefinido la organización espacial del turismo de cruceros con nuevas rutas que articulan diferentes puertos de origen y escalas que han posicionado a México como destino líder mundial en arribo de cruceros. De esta forma, el objetivo del presente artículo es examinar las condiciones que han propiciado la dinámica espacio-temporal del turismo de cruceros en el país, que conduzca a una revisión crítica de la nueva geografía regional de los cruceros turísticos en México.

Résumé : La vulnérabilité croissante aux aléas extrêmes et les conséquences du changement climatique accentuent l’exposition des Antilles françaises aux risques naturels. Dans ce contexte, la Caisse Centrale de Réassurance par son rôle dans l’indemnisation des Catastrophes naturelles en France cherche à consolider ses connaissances sur les ouragans et les phénomènes induits comme les submersions, les inondations ou les glissements de terrain.À partir des archives antillaises et métropolitaines, une reconstruction de l’intensité des ouragans survenus depuis le début du xviie siècle a été possible. Elle permet ainsi d’évaluer l’exposition des territoires antillais. L’analyse des dommages a permis de proposer une évaluation des enjeux et ainsi saisir la construction de la vulnérabilité. Les réponses apportées en matière de gestion du risque depuis le xviie attestent de la volonté d’assurer la protection des enjeux et des populations et mettent en avant les relations entre risque et aménagement du territoire.
The rising vulnerability to Extreme hazard and the consequences of climate change increase the exposure of French Antilles to natural hazards. Therefore, the French reinsurance company Caisse Centrale de Réassurance aims to develop its scientific knowledge of hurricanes and induced phenomena like storm surges, floods and landslides.With the study of historical archives, located in the Antilles and Metropolitean France, it was possible to build an exhaustive hurricane Severity chronology since the 17th century. Then, a detailed damage analysis in specific strategic areas has offered the opportunity to assess the evolution of the vulnerability of the French Antilles societies. Furthermore, the Risk Management policies, since the 17th century, attest the willingness to protect strategic areas and populations and highlight the link between risk and land use.

Résumé : Payao is a traditional concept, which has been successfully commercialized to increase the landings of several species valuable to the country's export and local industries. It has become one of the most important developments in pelagic fishing that significantly contributed to increased tuna production and expansion of purse seine and other fishing gears. The introduction of the payao in tuna fishing in 1975 triggered the rapid development of the tuna and small pelagic fishery. With limited management schemes and strategies, however, unstable tuna and tuna-like species production was experienced in the 1980s and 1990s. In this paper, the evolution and development of the payao with emphasis on the technological aspect are reviewed. The present practices and techniques of payao in various parts of the country, including its structure, ownership, distribution, and fishing operations are discussed. Monitoring results of purse seine/ringnet operations including handline using payao in Celebes Sea and Western Luzon are presented to compare fishing styles and techniques, payao designs and species caught. The fishing gears in various regions of the country for harvesting payao are enumerated and discussed. The inshore and offshore payaos in terms of sea depth, location, designs, fishing methods and catch composition are also compared. Fishing companies and fisherfolk associations involved in payao operation are presented to determine extent of utilization and involvement in the municipal and commercial sectors of the fishing industry. The issues and problems concerning the use of payao, and its biological, economic impact as well as management aspect are presented. Recommendations are given for future research and actions.

Résumé : Installation and maintenance of FADs by the Government of Guam began in 1979, initially with funding from the Salstonstall-Kennedy Act through the Pacific Tuna Development Foundation. Current funding for the Guam FAD project is provided through the Dingell-Johnson/Wallop-Breaux Sport Fish Restoration programme, a Federal Aid Project funded by taxes collected on the purchase of fishing equipment and motorboat fuels nationwide. There are now sixteen operational FAD sites in Guam's waters. At a cost of approximately US$10,000 per system, concern for the rising costs of replacing and maintaining FAD systems has prompted the Department of Agriculture's Division of Aquatic and Wildlife Resources (DAWR) to investigate alternative FAD maintenance strategies and system design. Several cost-cutting measures being considered include the use of reliable solar-powered navigation lights to reduce the number of maintenance trips required, and switching to a newer generation of lighter, more durable buoys and mooring systems. Average time on station for a dawr fad system is nearing two years. Interestingly, in most cases where an errant system is recovered, the failure in the mooring system was observed to occur at a depth from 35 to 500 metres. These observations have led to speculation that additional protection of the mooring line down to 500 m may result in doubling the average time on station of most FAD systems.

With the health of the world’s oceans threatened as never before, it is becoming increasingly apparent that Marine Protected Areas (MPAs) play a vitally important role in protecting marine and coastal habitats. Management of Marine Protected Areas: A Network Perspective draws on the results of a major EU-sponsored research project related to the establishment of networks of MPAs in the Mediterranean and Black Seas that transpired from February 2011 to January 2016. Featuring contributions by leading university- and national research institute-based scientists, chapters utilize the latest research data and developments in marine conservation policy to explore issues related to ways in which networks of MPAs may amplify the effectiveness and conservation benefits of individual areas within them. Topics addressed include the broader socio-economic impacts of MPAs in the Mediterranean and Black Seas; the use of Marine Spatial Planning (MSP) to resolve conflicts between marine resource use and protection; special protection measures under the EU’s Marine Strategy Framework Directive (MSFD); ecological value assessments in the Black Sea; the Ecosystem Approach (EA) for managing marine ecosystems; MPAs along Turkey’s Black Sea coast; MPAs and offshore wind farms; and managing and monitoring MPA networks within and between the Black and Mediterranean Seas.Timely and important, Management of Marine Protected Areas: A Network Perspective offers invaluable insights into the role of MPAs in preserving the welfare and long-term viability of our world’s oceans.
