The significant contribution of FADs to Solomon Taiyo Limited's fishing operations Auteur(s) : Sibisopere, M Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : From 1972, when Solomon Taiyo Limited (stl) started a pole-and-line fishing operation, to 1980, stl vessels had been catching tuna almost exclusively from surface free-swimming schools. In 1981, a fad programme group purse-seining fishing operation, using the Filipino "payao" model, was put in place. Results were excellent and STL vessels quickly adapted their fishing methods to make the best use of fads. STL slightly modified the original payao design to better suit its own needs and nowadays, about 90% of the group purse seine catch, i.e. 5,800 t annually, and around 60-70% of the pole-and-line catch, i.e. about 15,000 t annually, come from fad fishing. fads bring benefits not only to stl but also to the rural communities of the region. For stl, it allows savings on the operational costs, especially those of pole-and-line fishing operations, reduction of searching time and a better regularity of fish landings. For the rural communities, it gives better returns to bait-ground owners through royalties paid by stl for their baitfishing boats and it allows local fishing communities (known as canoe-fishermen) to increase their catches using fishing methods (artisanal) such as trolling and midwater handlines set around fads. This provides fish for family consumption and a source of income from fish sold. Overall, the importance of fads to stl's fishing operation, and therefore to the local economy as a whole, is high, although no precise value can be attached to it. Transitioning economies, human development, and environmental stress can harm this livelihood. Here we focus on a transitioning social-ecological system as a case study (Moorea, French Polynesia). We review fishing practices and three decades of effort and landing estimates with the broader goal of informing management. Fishery activities in Moorea are quite challenging to quantify because of the diversity of gears used, the lack of centralized access points or markets, the high participation rates of the population in the fishery, and the overlapping cultural and economic motivations to catch fish. Compounding this challenging diversity, we lack a basic understanding of the complex interplay between the cultural, subsistence, and commercial use of Moorea's reefs. In Moorea, we found an order of magnitude gap between estimates of fishery yield produced by catch monitoring methods (2 t km −2 ∼ year −1) and estimates produced using consumption or participatory socioeconomic consumer surveys (∼24 t km −2 year −1). Several lines of evidence suggest reef resources may be overexploited and stakeholders have a diversity of opinions as to whether trends in the stocks are a cause for concern. The reefs, however, remain ecologically resilient. The relative health of the reef is striking given the socioeconomic context. Moorea has a relatively high population density, a modern economic system linked into global flows of trade and travel, and the fishery has little remaining traditional or customary management. Other islands in the Pacific in similar contexts in Polynesia such as Hawaii, that continue to develop economically, may have small-scale fisheries that increasingly resemble Moorea. Therefore, understanding Moorea's reef fisheries may provide insight into their future. The fishing ships taken to account are represented by annual profiles of landing specific compositions. Five fishing strategies have been identified. A segmentation method using symbolic objects allows a formaI characterisation of the different strategies. These strategies are studied according to several general characteristics usually used for management rules elaboration (power, length, ship age). The typological analysis allows to characterise two main exploitation ways, one directed to the catch of a few species (Engraulis encrasicolus, Sardina pilchardus), the other characterised by the exploitation of a great diversity of species. By this way, it is possible to estimate how the catch of low represented species can significantly contribute to the exploitation of a resource. Cette étude s'appuie sur l'utilisation successive de plusieurs méthodes d'analyses multivariées pour réaliser une typologie de la flottille chalutière du port de Sète, principal port de pêche français de la Méditerranée. Les unités de pêche étudiées sont représentées à l'aide d'un profil annuel de la composition spécifique de leurs débarquements. Cinq stratégies de pêche ont ainsi pu être identifiées. La mise en oeuvre d'une méthode de segmentation permet une caractérisation formelle de ces différentes stratégies à l'aide d'objets symboliques. Les stratégies sont étudiées en référence à plusieurs caractéristiques générales couramment utilisées en gestion des flottilles de pêche (puissance, longueur, âge du bateau, etc.). Les pêcheries mixtes de langoustine et de merlu du golfe de Gascogne. Description, préparation à une modélisation et à une simulation des procédures de gestion Auteur(s) : Charuau, Anatole Ifremer Résumé : 1 - Study's goals review The management of Norway Lobster and Hake fisheries can be considered as the most important issue in the Gascogne gulf. Calculation methods used to evaluate prediction variations under various efforts and mesh constraints all pinpoint to the crucial role narrow mesh fishing plays in Hakes' Northern stock status. The involvement of Gascogne gulf Norway Lobster fisheries regarding Hakes over exploitation seems over dimensioned when comparing the size of both of these stocks. Hake stocks spread from Northern Great Britain to Northern Spain, while Norway Lobster stocks are located in the Gascogne gulf's mud flats. The biological solution is well known and consists in globally increasing mesh nets to 80mm which would bring up Hakes yield to its most. It would be unreal to pretend all parties involved in Hake stocks will come to use them. For now, it is mostly an economical issue since many vessels continue on with an exploitation scheme dating from the 60's and fish on coastal mud flats which are the most exploited zones and where their catch is detrimental to juvenile class Hakes and Norway Lobsters. Considering our limited time, this study will cover bio- economical modelisation preparation. You will therefore find a description of fisheries and an exploitation assessment based on 1986's available data.
2 - Accomplished work
2. 1 Fishery description
Presenting the problems and preparing ulterior analyses was first and foremost. Norway Lobster vessels supposedly, according to evaluation models used, test immature Hakes in such a manner that all stock exploitation is jeopardized. Norway Lobster distribution is closely linked to the nature of the ocean floor since it can only build its habitat on fine sediment. Hakes' habitat is not as restrictive and is linked to food supply, especially euphausiid shrimps, so they can be found on sandy and sandy-sedimental floors. Norway Lobsters are sought by a fleet of 400 to 450 ships which characteristics widely vary according to their home port. On the northern part, fisheries are close to exploitation ports where Norway Lobsters and miscellaneous catch yield is sufficient to support an older fleet. On the southern part, the structure is diversified and flexibility usually rules, more modern vessels can easily switch their target on a seasonal or daily basis. Globally, Hakes' northern stocks are slightly on the rise. This rise is probably due to global mesh size increase, even if slight and a decrease on fishing effort where immature species are caught. Norway Lobster stocks unloading is stable or slightly lower and yields, as far as northern fishery are concerned, vary and oscillate between ±15 to ±20 % at about an average of 100 kg/day. Biological parameters used in the evaluations for each species are those used in CIEM and CEE work cells. Among those parameters, those describing growth are the greatest. For Hakes, an intermediary growth equation between males and females has been used. For Norway Lobsters, both sexes are treated separately. Simulations were carried out according to 3 types of data: Norway Lobster vessels fishing effort variations. Norway Lobster vessels mesh increase. Norway Lobster vessels fishing effort decrease or mesh increasing go along in the same direction for Hake and Norway Lobster stock production (chart A and B). Lastly, a brief study on results evaluation significance was done to modify: - the size of Hake rejects by Norway Lobster vessels. The range of sizes stays the same but the amount in each class varies according to the same percentage. - Norway Lobsters growth parameters, both values used (L» = 76 mm and k = 0.11 for males, L°° = 56 mm and k = 0.14 for females) representing the "high" hypothesis. In the first case, a 20% error rate for rejects evaluation with 60 mm mesh would only bring a 3% modification rate on global stock production. Those first results are contradicting usual evaluation conclusions and it will be necessary to recalculate by modifying the size class step. In the second case, to decrease L» and increase growth speed, in time production variations remain within usual inter annual fluctuations. In all figure cases, calculations confirming greater yield for in time production through hypothetical mesh size increase to 60 mm, are definitely well founded.
1 - Rappel des buts de l'étude La gestion des pêcheries de merlu et de langoustine peut être considérée comme le problème le plus important du Golfe de Gascogne. Les méthodes de calcul employées pour évaluer les variations de la production sous diverses contraintes d'effort et de maillage mettent toutes l'accent sur le rôle capital des pêcheries à petits maillages sur l'état du stock nord de merlu. Le niveau de responsabilité des pêcheries de langoustine du Golfe de Gascogne dans la surexploitation du merlu semble démesuré eu égard aux dimensions respectives des deux stocks. Le stock de merlu s'étend du Nord des Iles Britanniques au Nord de l'Espagne alors que le stock de langoustine est localisé aux vasièrés du Golfe de Gascogne. La solution biologique du problème est connue et tient à une augmentation généralisée des maillages à 80 mm qui amènerait le rendement du stock de merlu à son maximum. Il serait illusoire de prétendre que tous les acteurs opérant sur le stock de merlu arriveront jamais à l'utiliser. Pour le moment, le problème se pose essentiellement en termes économiques car beaucoup de navires poursuivent un schéma d'exploitation hérité des années 1960 et pèchent sur des vasièrés côtières qui sont les zones les plus exploitées et où ils effectuent leurs captures au détriment des jeunes classes d'âge de merlu et de langoustine. En raison des délais impartis, cette étude constitue la préparation à une modélisation bioéconomique. On y trouvera donc une description des pêcheries et un bilan de l'exploitation sur les données disponibles en 1986. 2 - Travaux effectués 2 . 1 Description de la pêcherie Il s'agissait avant tout de poser les problèmes et de préparer les analyses ultérieures. Les langoustiniers sont présumés, d'après les modèles d'évaluation employés, effectuer sur les immatures de merlu des prélèvements tels qu'ils mettent en danger toute l'exploitation du stock. La distribution de la langoustine est très liée à la nature du fond car elle ne peut construire son terrier que sur des fonds de vase fine. Celle du merlu est beaucoup plus large et inféodée à la recherche de nourriture, crevettes euphausiacées en particulier, on le trouve donc sur les fonds sableux à sablo-vaseux. La langoustine est recherchée par une flottille de 400 à 450 bateaux dont les caractéristiques sont très variables suivant leur appartenance géographique. Au nord, la pêcherie est proche des ports exploitants et les rendements en langoustine et en prise accessoire sont suffisants pour faire vivre une flottille ancienne. Vers le sud, la structure est très diversifiée et la flexibilité est généralement la règle et les navires de construction récente peuvent changer de cible aisément de façon saisonnière ou au cours de la même journée de pêche. Globalement, les débarquements de merlu du stock nord sont en légère hausse. Ce redressement est dû probablement aux augmentations de maillage, même légères, généralisées et à une baisse de l'effort sur les pêcheries où s'effectuent des captures d'immatures. Les débarquements de langoustine sont stables ou en légère baisse et les rendements, au moins sur la pêcherie du nord, varient avec des oscillations de ±15 à ±20 % autour d'une moyenne de 100 kg/jour. Les paramètres biologiques utilisés pour chaque espèce dans les évaluations sont ceux en usage dans les groupes de travail du CIEM et de la CEE. Parmi ces paramètres, ceux décrivant la croissance sont les plus importants. Pour le merlu une équation de croissance intermédiaire entre mâles et femelles a été utilisée. Pour la langoustine les deux sexes sont traitées séparément. Les simulations ont porté sur trois types de données : Variations de l'effort des langoustiniers Augmentation du maillage des langoustiniers La diminution de l'effort des langoustiniers ou L'augmentation de maillage agisse très exactement dans le même sens sur la production des stocks de merlu et de langoustine. Enfin une étude succincte de la sensibilité des résultats des évaluations a été effectuée pour des modifications : - de la composition en taille des rejets de merlu par les langoustiniers. L'étendue des tailles reste la même mais le nombre dans chaque classe varie selon le même pourcentage. des paramètres de croissance de la langoustine, le couple de valeurs utilisées (L» = 76 mm et k = 0.11 pour les mâles, L°° = 56 mm et k = 0.14 pour les femelles) constituant l'hypothèse "haute" Dans le premier cas, une erreur de 20 % sur l'évaluation des rejets pour un cnaillage de 60 mm n'apporterait qu'une modification de 3 % dans la production globale du stock. Ces premiers résultats sont en contradiction avec les conclusions habituelles des évaluations et il sera nécessaire de reprendre les calculs en modifiant le pas des classes de taille. Dans le deuxième cas, pour une diminution de L» et une augmentation de la vitesse de croissance, les variations de la production à terme restent à l'intérieur des fluctuations interannuelles habituelles. Dans tous les cas de figure, les calculs confirmant l'augmentation de la production à terme dans l'hypothèse d'une augmentation de maillage à 60 mm sont d'une robustesse à toute épreuve. Ma peche a la crevette sur le plateau guyanais les techniques americaines et l'analyse des captures Auteur(s) : Morice, Jean Warluzel, Noël Éditeur(s) : ISTPM Résumé : In November and December 1959, one of us was assigned by the Credit and Technical Assistance Society (SATEC) to do a study on shrimp fishing on the Guiana Shield as practised by American trawlers (Figure 1). This study had both technological and biological goals. It was first necessary to describe the fishing boats and the methods used by American shrimp boats to fish in the Guianas. Each step of processing and packaging of the shrimp was monitored on board as well as on land, from catch up to storage under refrigerated conditions until commercialisation. It was then necessary to evaluate the relative proportions of shrimp and fish in the catches in order to establish the factors governing productivity of the operations. This was done with a view for establishing a fleet of fishing boats in French Guyana wishing to exploit as much of the catches as possible. American trawlers discard all fish and shellfish that are not marketable by American standards. The flat trawls used by ships based in Georgetown (British Guyana) or in Paramaribo (Surinam) are not designed for catching fish; but during the expedition off the shore of Surinam, we observed that a good part of catches was made up of various marketable species, including flatfishes, many goatfishes, pompano fishes, rockfishes, etc. It was thus important to weigh, insofar as possible, species that were discarded. ... (unverified OCR) En novembre et décembre 1959, l'un de nous était chargé par la Société d'assistance technique et de crédit (SATEC) d'une étude de la pêche à la crevette telle que la pratiquent les chalutiers américains (fig. 1 ) sur le plateau continental des Guyanes. Cette étude avait deux buts, technologique et biologique. Il fallait tout d'abord décrire les engins et les méthodes utilisés par les crevettiers américains pour exploiter les fonds guyanais et suivre pas à pas le travail de transformation et de conditionnement des crustacés, à bord comme à terre, de la capture jusqu'au stockage sous froid avant la commercialisation. Il était nécessaire ensuite d'évaluer les proportions relatives des crevettes et des poissons dans les apports, ceci pour établir les facteurs de rentabilité des opérations dans le cas de la mise en place, en Guyane française, d'armements métropolitains soucieux d'utiliser la presque totalité des captures. Les chalutiers américains rejettent en effet à la mer tout ce qui n'est pas crustacé commercialisable selon les normes observées aux Etats-Unis. Certes les chaluts plats utilisés par les navires basés à Georgetown (Guyane britannique) ou à Paramaribo (Surinam) ne sont pas des engins destinés à la capture des poissons mais, au cours de la marée effectuée au large du Surinam sur l'un des bateaux sus-cités, nous avons constaté qu'une bonne partie des captures était constituée d'espèces parfaitement commercialisables, poissons plats divers, Mullidés relativement nombreux, Carangidés, Scorpénidés, etc. Il était donc important de peser, dans la mesure du possible, ce qui était rejeté à la mer. Le marché des Antilles françaises, loin d'être saturé, pouvait être ravitaillé si les moyens de transport étaient organisés et si une infrastructure « froid » suffisante était créée. Il était peut-être possible, de plus, d'envisager la création d'une conserverie utilisant les têtes de crevettes habituellement éliminées (plus de 13 % du poids total des captures), les Scorpénidés et autres espèces ichthyologiques moins appréciées de la clientèle Antillaise, et les crustacés d'intérêt secondaire pour le marché américain : Portunidés (« cyriques »), Calappidés, crevettes de petites tailles, scyllares..., pour la confection de bisques, de soupes ou de concentrés; il suffisait pour cela d'équiper les chalutiers de cuiseurs, de broyeurs et de dessiccateurs. Les résultats obtenus ont été formulés et présentés à la SATEC sous forme d'une note ronéotypée en plusieurs cahiers dont la diffusion a été relativement restreinte. Nous reprenons ici ce travail en le développant grâce à l'exploitation des carnets de note de la mission comme de l'abondante bibliographie afférente. Les auteurs américains ont en effet beaucoup publié au sujet de la biologie des différentes espèces de Penéidés exploitées, de la technologie de la pêche comme à propos de la technologie des transformations culinaires subies par les crustacés. Les statistiques les plus récentes (LYLES, 1966) montrent que les apports pour l'année 1964 (la dernière année pour laquelle nous ayons des informations complètes) furent de 96 157 tonnes environ valant quelque 70 400 000 dollars; 99 % de cette production furent capturés au chalut de fond tandis que le reste l'était au chalut à perche, aux nasses, à l'épervier ou avec d'autres engins de type artisanal. La demande en « shrimps » outre-Atlantique est loin d'être saturée et les armements américains déplacent progressivement leurs unités vers les rares points du continent américain dont le plateau continental n'a point été, jusqu'à maintenant, exploité. Les capitaux investis dans la pêèhe proprement dite, les installations à terre et les moyens de distribution sont largement supérieurs à ceux qui ont été investis à propos de la pêche au thon et l'industrie crevettière américaine fait vivre une grande partie de la population de pêcheurs des états du sud des Etats-Unis. Le travail que nous présentons ici n'a aucun 2 prétention quant à l'établissement d'une liste faunistique du plateau guyanais pas plus qu'à une étude des fonds et la détermination précise des crevettes capturées n'a pas été tentée; le lecteur devra consulter à ce sujet les travaux de Voss (1955), DURAND (1959), HOLTHUIS (1959), BULLIS et THOMPSON (1959), HIGMAN (1959)... Nous espérons cependant que les documents que nous fournissons ici seront utiles aux professionnels soucieux de se documenter sur des techniques inutilisées encore en France, comme aux fabricants de filets qui fourniront les engins réclamés par les futurs exploitants du plateau guyanais, et peut-être par ceux de Madagascar. The fisheries have well developed becoming one of the main fisheries in Okinawa where 210 fads are approved to deploy in 1999. The annual catch by roughly 1 000 boats (most of them are small) is 2500-4000 mt; average catch from one fad is about 20 mt; average catch by one boat on one day is 73 kilogrammes. fads are also important for easing the fishing pressures on bottom fish stocks. Most of the fads were deployed and managed by local fishermen's groups that have improved the structures of the system to withstand typhoons. The catches are strongly depending on the sites, usually the farther offshore, the better the catches. A variety of fishing methods are devised targeting each species and the size of the fish. Being most abundant and having relatively higher prices, yellowfin tuna is the most important and consists 68% of the total production. There have been conflicts among fishermen on the use of fads since the early stage of the fisheries development. Now, the number of fads is regulated by a management committee. Conflicts between fishermen and sport fishermen have become problems; on the other hand, the sport fishing could lead to further development of the fisheries. Degraded fish meat caused by high meat temperature and occasional oversupply have been major marketing problems since prices are strongly related to the meat quality and the fish supply. However, although plenty of studies have provided evidence of the benefits produced within MPA boundaries, overall benefits to local fisheries, especially via spillover, seem to be still unclear. Because of the lost fishing grounds following an MPA establishment, local fishermen usually oppose MPAs. There is, therefore, the urgent need for a better understanding of the mechanism(s) through which MPAs can export fishable fish biomass towards adjacent fished areas, a process that could counterbalance the loss of fishing grounds. Here we review the literature on spillover for refining the terminology, detailing the underlying mechanisms and identifying both the existing and needed methodological approaches to measure spillover. Operationally, two types of spillover should be considered: ecological spillover (i.e. the net export of juvenile, subadult and adult biomass from MPAs outwards driven by density-dependent processes) and the fishery spillover (i.e. the proportion of this biomass that can be fished, taking into account regulations and accessibility). Underwater visual census and tagging/tracking may allow getting evidence of ecological spillover, while experimental catch data are essential to assess and monitor fishery spillover, which is the main component of MPAs that can provide direct benefit to local fisheries. Collaborative research: Development of a manual on elasmobranch handling and release best practices in tropical tuna purse-seine fisheries Auteur(s) : Poisson, Francois Seret, Bernard Vernet, Anne-lise Goujon, Michel Dagorn, Laurent Éditeur(s) : Elsevier Sci Ltd Résumé : The reduction of by-catch mortality is an objective of the ecosystem approach to fisheries and a request made by consumers. Elasmobranchs, an important component of the French tropical tuna purse seine fishery by-catch, are currently thrown back into the sea. Fishers interact with various types of elasmobranchs that range widely in size, weight and shape, and could pose various degrees of danger to the crew. A diversity of discarding practices within the fleet were reported, some practices were considered suitable, others needed to be adapted and improved and others simply had to be banned. The majority of the crews were likely to improve their handling practices if they were presented with practical suggestions that were quick and easy. Combining scientific observations and empirical knowledge from skippers and crew, a manual, providing appropriate handling practices to ensure crew safety and increase the odds of survival for released animals has been developed and disseminated. Bringing these good practices onto the decks of fishing vessels should contribute to the reduction of the fishing mortality of some vulnerable species. It would be positively viewed by consumers as an act that reduces fishing's footprint on the environment and promoting animal welfare which would improve the image of fishing industry. Mitigation research is by definition an iterative process and different complementary methods must be carried out at different levels of the fishing process to significantly reduce the mortality of the by-catch. Biogeography of tuna and billfish communities Auteur(s) : Reygondeau, Gabriel Maury, Olivier Beaugrand, Gregory Fromentin, Jean-marc Fonteneau, Alain Cury, Philippe Éditeur(s) : Wiley-blackwell Résumé : Aim The aims of this study were: (1) to identify global communities of tuna and billfish species through quantitative statistical analyses of global fisheries data; (2) to describe the spatial distribution, main environmental drivers and species composition of each community detected; and (3) to determine whether the spatial distribution of each community could be linked to the environmental conditions that affect lower trophic levels by comparing the partitions identified in this study with Longhursts biogeochemical provinces. Location The global ocean from 60 degrees S to 65 degrees N. Methods We implemented a new numerical procedure based on a hierarchical clustering method and a nonparametric probabilistic test to divide the oceanic biosphere into biomes and ecoregions. This procedure was applied to a database that comprised standardized data on commercial longline catches for 15 different species of tuna and billfish over a period of more than 50 years (i.e. 1953-2007). For each ecoregion identified (i.e. characteristic tuna and billfish community), we analysed the relationships between species composition and environmental factors. Finally, we compared the biogeochemical provinces of Longhurst with the ecoregions that we identified. Results Tuna and billfish species form nine well-defined communities across the global ocean. Each community occurs in regions with specific environmental conditions and shows a distinctive species composition. High similarity (68.8% homogeneity) between the spatial distribution of the communities of tuna and billfish and the biogeochemical provinces suggests a strong relationship between these species and the physical and chemical characteristics of the global ocean. Main conclusions Despite their high tolerance for a wide range of environmental conditions, these highly migratory species are partitioned into clear geographical communities in the ocean at a global scale. The similarity between biogeochemical and biotic divisions in the ocean suggests that the global ocean is a mosaic of large biogeographical ecosystems, each characterized by specific environmental conditions that have a strong effect on the composition of the trophic web. Dynamique des populations marines exploitées. Tome 1. It is devoted to the definition of the main concepts, ami the presentation of the usual mathematical models. The second volume will deal with the fitting of the models, and the estimation of parameters. The third will be devoted to sampling problems. These volumes will be recollections of communications presented during ad hoc seminars, hold in Brest (GSG/COB) in 1980 and 1981. The first part deals with the basic concepts related to the two components whose relationship is being described by the population dynamics, namely the fish stock, to its relations with biological populations, and to the partition of catchabtiity into its components (vulnerability, availability...). The second chapter of this part is devoted to the quantification of exploitation. This leads to a discussion of nominal and effective fishing effort and fishing intensity. A brief review of the use of catch per unit of effort as an index of abundance is followed by a discussion of the concept of fishing power. The second part starts with some general remarks on mathematical modelling (chapter III), then comes to the two classical categories of models : global (surplus production) models (chapter IV), and structural models (chapter V). Chapter IV is mainly a review, based upon the SCHAEFER and PELLATOMLINSON models. Some less classical formulas from the recent literature are also introduced. Attention is paid to the underlying hypotheses and to the limitation of such models. The reader is finally referred to papers presenting the developments that could make it possible to overcome some of these limitations. Chapter V is based upon the classical BEVERTON and HOLT and RlCKER models, and the yield per recruit concepts. This field is however inlarged. Other commonly used variants of structural models are presented with an effort being made to clarify the real differences between all these variants. Special attention is also paid to so-called regenerative models and to the use of spawing-biomass or fecundity per recruit, which are likely to become commonly used in the coming years. In all cases, special attention is paid to the presentation of the basic formulas, that the reader might have to use if faced with a practical problem. Finally, a discussion of the underlying hypotheses takes place, before a brief review of the main developments, where the reader is referred to the appropriate literature. Synthèse de l'étude et des campagnes à la mer 2011 sur l'exploitation aux vire-lignes des espèces démersales profondes autour de La Réunion Auteur(s) : Fleury, Pierre-gildas Evano, Hugues Le Ru, Loic Aureche, Vincent Résumé : In an effort to implement new fishing activities for the small scale fisheries of Reunion Island, a prospecting cruise targeting deep demersal fish (200 to 600 m) was set up on the west coast of Reunion Island in 2000. This project was carried out by the Regional Fishery Committee and the French Institute for the Exploration of the Sea (Ifremer). Large commercial stocks were identified, and numerous professional or recreational fishermen started employing electric winches to exploit these deep resources.
However, the deep demersal species are a fragile resource due mainly to low growth rates and late sexual maturation. Due to the rapid increase in fishing pressure, Ifremer was asked to set up a new study and two scientific campaigns were carried out in 2011 (68 fishing trips being conducted with 559 dropline operations).
The first cruise was conducted at the same sites, using the same types of fishing gear and methods used in 2000. A marked drop of greater than 90% was observed in the catches of commercial species, together with a decrease of most fish sizes, attesting the overexploitation of these stocks. Only, catches of the small non-commercial shark (Squalus megalops) remained important (50% in number and weight of total catches).
The second cruise extended the prospection area to all waters surrounding Reunion Island . The overexploitation was confirmed in the west of Reunion Island, and in to a lesser degree in the north. Yields were better along the east and the south coasts. Concurrently, the efficiency of 2 hook sizes was compared : small hooks caught significantly more fish but of significantly smaller body sizes, resulting in comparable total weight of fish. We conclude that medium size hooks (i.e. type 7/0) have a significant selectivity on the fish size without loss in the global catch yield.
Various types of baits were also tested with the flesh of small local pelagic fish species (Selar crumenophtalmus and Decapterus macarellus) appearing to be the most efficient.
This study provides helpful indicators for the management of demersal fish stocks in Reunion island, which have been poorly surveyed and poorly regulated until now. However, the total fishing effort, especially from recreational fishermen, remains the most important factor to be quantified. Dans la perspective de diversifier la Petite Pêche réunionnaise, une campagne de prospection des stocks de poissons démersaux profonds (200 à 600 m) avait été réalisée en 2000 par le Comité Régional des Pêches Maritimes (CRPM) et l'Institut Français de Recherche pour L'Exploitation de la Mer (Ifremer) dans l'ouest de l'île de La Réunion. Elle a montré l'existence de stocks commercialement intéressants et de nombreux pêcheurs, professionnels et plaisanciers se sont équipés en moulinets électriques pour exploiter ces ressources profondes. Cependant les poissons démersaux profonds représentent une ressource fragile du fait, notamment, de leur croissance lente et de leur maturité sexuelle tardive. Aussi, face à cette augmentation rapide de la pression de pêche, Ifremer a été sollicité pour mener une nouvelle étude ; et deux nouvelles campagnes expérimentales ont été réalisées en 2011 (68 marées ayant permis la réalisation de 559 filages). La première campagne a repris les mêmes sites de pêche, le même matériel et la même méthodologie qu’en 2000. Elle montre que les rendements en espèces commerciales ont diminué de façon très nette (plus de 90%) ainsi que la taille de certaines espèces, indicateurs caractéristiques d'une surexploitation des stocks. Seules les captures de requins zépines (Squalus megalops,) non commercialisées à La Réunion, restent comparables à celles de 2000 avec la moitié des captures totales. La 2e campagne a étendu la prospection à tout le tour de l'île. La surpêche (baisse des rendements et des tailles de poisson) est confirmée dans l'ouest et à un moindre degré sur la côte nord. Les rendements sont meilleurs dans l'est et le sud. Parallèlement, 2 tailles d'hameçons ont été comparées : les petits hameçons capturent un nombre significativement plus élevé de poissons par filage, mais de tailles plus petites, ce qui se traduit par un poids global comparable. Les hameçons de taille moyenne (type 7/0) ont donc une sélectivité significative sur la taille des poissons capturés sans nuire au rendement global. Des comparaisons ont aussi porté sur les types d'appât : Les laizes de petits pélagiques locaux (pêche-cavale et bancloche) se révèlent les plus efficaces et les plus sélectives vis-à-vis des espèces commerciales. Cette étude fournit des indicateurs utiles à la gestion des stocks démersaux jusqu'ici peu étudiés et peu encadrés. Mais la grande inconnue reste l'effort de pêche total sur cette ressource et notamment celui des pêcheurs plaisanciers. Small-scale FADs-associated fishing techniques used in the Pacific region Auteur(s) : Chapman, L Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : Over the last 16 years, the Secretariat of the Pacific Community (SPC - formerly the South Pacific Commission) has been developing and providing information on mid-water fishing techniques targeting the larger, deeper-swimming tunas that aggregate around FADs. SPC masterfishermen have conducted in-country fishing trials to test methods, such as vertical longlines, and train local fishermen in their construction and use. Vertical longline catch rates have varied considerably due to a range of reasons with no catches reported in some locations, or just sharks, to highs of over 6.5 kg /10 hooks/hour being recorded in other locations. Other methods like drop-stone, palu-ahi, and single-hook drifting lines have been developed within the region, with SPC adopting and transferring this technology to other locations. To further disseminate this information, SPC has recently published a technical manual outlining a range of mid-water fishing gears and techniques that can be used in association with FADs. An outline of the main gears and techniques with catch data where available is presented, with factors influencing catches discussed based on the findings of SPC masterfishermen over the years. Évolution de l'écosystème pélagique du Golfe de Gascogne pendant la période 1990-2003. Their populations are, however, characterized by large biomass fluctuations strongly affecting fisheries. The fishing gears and methods used to capture small pelagics have evolved to exploit the highly developed shoaling behavior of these species. Hence, faced to modern fishing this gregarious behavior becomes a disadvantage for fish. Fish behavior may be affected by environmental conditions and by fishing, at the same time that behavior impacts fishing. In this study, we seek to characterize the aggregative systems of small pelagic fishes inhabiting the Bay of Biscay by analyzing "acoustic images", defined as the group of echoes (planktonic layers, shoals, isolated targets) detected on a transect section of a given length. We analyzed the species composition, the spatial distribution and the evolution over time of acoustic images. We also studied the hydrological conditions of the bay, as well as the small pelagics French fishery in order to look for correlations between hydrology, commercial catch and fish aggregation patterns observed by acoustics. We observed the same species or group of species forming different types of aggregation according to habitat. Conversely, the same type of aggregation, associated with a particular habitat, can be produced by different species. The most notorious change observed during the studied period relates to small clupeoids aggregations in the vicinity of the Gironde estuary, whose structure evolved toward a greater fragmentation of shoals (a large number of small size detections) since 2000. Concerning commercial catches, pelagic trawlers fishing in pairs mainly seek for anchovy in the coastal areas, single pelagic trawlers capture mackerel and horse mackerel in deeper waters while purse seiners target mostly sardine near their fishing ports. Because of the coarse spatial resolution of commercial fishing data and the effect of the application of an international fisheries agreement limiting the fishing activity of French pelagic trawlers during spring, only small correlations between captures and types of aggregation were observed. La participation des petits poissons pélagiques dans les captures est remarquable. Leurs populations sont cependant caractérisées par des importantes fluctuations de biomasse, impactant fortement les pêcheries. Les méthodes et appareils de pêche utilisés pour capturer ces espèces ont évolué dans le sens d'exploiter le comportement grégaire très développé des petits pélagiques. Cette tendance à former de bancs devient alors désavantageuse pour le poisson face à la pêche moderne. Les conditions environnementales et la pêche peuvent affecter le comportement du poisson, en même temps que ce dernier est susceptible d'affecter l'activité halieutique. Le but de cette étude est de caractériser les systèmes agrégatifs des petits poissons pélagiques dans le golfe de Gascogne en étudiant des « images acoustiques », définies comme l'ensemble des échos (couches planctoniques, bancs, cibles isolées) détectés sur une section de radiale de longueur donnée. Nous analysons leur composition en espèces ainsi que leur distribution spatiale et leur évolution au cours du temps. Nous étudions aussi les conditions hydrologiques du golfe, ainsi que la pêcherie française de ces espèces afin de chercher des corrélations entre l'hydrologie, la capture commerciale et les types d'agrégations observés par acoustique. Nous avons observé qu'une espèce est capable de former des agrégations différentes en fonction de l'habitat, et inversement, le même type d'agrégation, associé à un habitat particulier, peut être produit par des espèces différentes. Le changement observé le plus évident concerne les agrégations de petits clupéiformes, dont la structure a évolué vers une plus grande fragmentation des détections (des petits bancs plus nombreux) depuis 2000. Par rapport à la pêche des professionnels, les chalutiers pélagiques en boeufs recherchent en priorité l'anchois dans la zone côtière, les pélagiques simples capturent le chinchard et le maquereau au large et les senneurs recherchent principalement la sardine à proximité des ports de pêche. À cause de la résolution spatiale trop sommaire des données de pêche et l'effet de l'application des accords internationaux limitant l'activité des chalutiers pélagiques au printemps, nous n'avons observé que peu des corrélations entre les captures et les types d'agrégation établis à partir de données issues des campagnes scientifiques. In this area, the aggregatory behaviour under floats of juvenile fish has been used since ancient times to exploit oceanic migratory species such as dolphinfish (Coryphaena hippurus), using Fish Aggregating anchored Devices (fads). A total of 2 300 boats are engaged in this fishery from August to December, the main fishing areas being those around Malta, Tunisia, Sicily and Majorca. The fads ( arrow right m2) are made of different cheap floating materials, and are moored in fixed places, ranging from shore waters to areas 60 miles off the coast (1 500 m depth). Each boat deploys an average of 20 to 100 fads. The gears used are special surrounding nets without purse line, and traditional purse seine nets. The fishery exploits young-of-the-year dolphinfish (<6 months old), originated by a pre-spawning migration of adults from Atlantic waters. Their catches show high annual and monthly variability, depending on the recruitment and the accessibility of recruits to the fishery. Pilotfish (Naucrates ductor) and greater amberjack (Seriola dumerili) are also exploited in this fishery as by-catch. A total of about 1 000 metric tons of dolphinfish are yearly caught mainly in September-October. The fads are historically laid in August. Recently, the fads fishing period has increased in Sicily, and the fads are laid in July, so as to catch pilotfish and greater amberjak juveniles. In recent years, the interest for this fishing method and the study of these fisheries has increased in the Mediterranean. Though the market and its seasonality limit this exploitation, this fishery is economically profitable with good revenue. Considering the high heterogeneity of situations and the paucity of quantitative data, we used an analytical methodology based on the comparative method. We carried out an analysis of small-scale fisheries (SSFs) in Europe based on a selection of nine case studies. Our objective was to obtain a comprehensive description of small-scale fleets covering different areas/fisheries/species, encompassing the diversity and specific conditions under which SSFs operate, in order to demonstrate the ecological and social sustainability of this often overlooked fisheries segment. A common approach formulated so that the case studies could be compared with the case histories of other competing users, required that for each set of criteria – technical, biological, socio-economic, and institutional – a set of relevant items and indicators was established. An analysis of characteristics common to the selected case studies is conducted and an attempt made to extend our comparisons to the whole of the European Union. Our results show that (as compared with large-scale fleets, their main competitor) small-scale fleets: (i) are composed of smaller vessels and, consequently, travel lower distances to fishing grounds, and are more reliant on coastal areas; (ii) have smaller crews (although the global employment figure is similar to that of large-scale fleets in Europe); (iii) use mostly, but not exclusively, passive gears; (iv) use multi-purpose fishing approaches, and can change the fish species they target during the year; (v) have lower extraction rates; (vi) have lower total capital investments (including fishing rights), turnover and costs; and (vii) have lower fuel consumption, making them less sensitive to changing oil prices. Dependence on subsidies is lower (viii). Involvement in fisheries management is variable, conservation and access regulation measures are largely local in origin. For the selected case studies, the most significant competitors are large-scale fleets, and recreational fisheries, but other sources of interaction (water quality, invasive species, etc.) cannot be ignored. Guam Fish Aggregating Device programme Auteur(s) : Torres, A Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : Installation and maintenance of FADs by the Government of Guam began in 1979, initially with funding from the Salstonstall-Kennedy Act through the Pacific Tuna Development Foundation. Current funding for the Guam FAD project is provided through the Dingell-Johnson/Wallop-Breaux Sport Fish Restoration programme, a Federal Aid Project funded by taxes collected on the purchase of fishing equipment and motorboat fuels nationwide. There are now sixteen operational FAD sites in Guam's waters. At a cost of approximately US$10,000 per system, concern for the rising costs of replacing and maintaining FAD systems has prompted the Department of Agriculture's Division of Aquatic and Wildlife Resources (DAWR) to investigate alternative FAD maintenance strategies and system design. Several cost-cutting measures being considered include the use of reliable solar-powered navigation lights to reduce the number of maintenance trips required, and switching to a newer generation of lighter, more durable buoys and mooring systems. Average time on station for a dawr fad system is nearing two years. Interestingly, in most cases where an errant system is recovered, the failure in the mooring system was observed to occur at a depth from 35 to 500 metres. These observations have led to speculation that additional protection of the mooring line down to 500 m may result in doubling the average time on station of most FAD systems. Les pêcheries mixtes de langoustine et merlu du Golfe de Gascogne, modélisation bio-économique et simulation des procédures de gestion Auteur(s) : Charuau, Anatole Résumé : Fishing crayfish on the gulf's mudflats is a traditional business practised by 450 boats of 12 to 18 metres in length and employs 2,500 sailors. In the north of the gulf, this activity is exclusive, in the south, immature hake are also caught, because the crayfish areas coincide, in part, with the nurseries of the northern stock of this species.
Management of these fisheries, called mixed, of crayfish and hake is one of the greatest problems of the Gulf of Gascony. All assessments tend to show the responsibility of the crayfish boats in the future of the hake stock. The solution is likely to pass through a generalised increase of the 80 mm meshing that would lead, eventually, the hake stock yield to its maximum, but would eliminate a great many trades that are only practicable for the moment by using small meshing: crayfish boats, shrimp boats, etc.
It was shown moreover that the times of maximum abundance of hake and crayfish do not necessarily coincide. Indeed, hake does not swim along the bottom but rather moves in the channel of water. There are therefore definitely crayfish areas and hake areas, but overlapping such that a ship passing from one to the other during a single pass cannot judge in advance the immediate composition of its catch.
The method used for describing these mixed fisheries and providing a solution to their problems of management relies on simulations aided by a bio-economic model known as "compartmental". This structure was adopted to be able to take into account all possible scenarios of the fleets' strategies. The fishery is first divided into geographic elements corresponding to the specific sedimentary structures where the stocks of exploited species are concentrated, the major constraint being the limits of these elements corresponding to those usually employed in fishing statistics, since it is based on these statistics that we can determine the fleets' profiles and their target species. The ratios between the fleet and the species are measured by calculating the fishing power.
La pêche de la langoustine sur les vasières du golfe est une activité traditionnelle pratiquée par 450 bateaux de 12 à 18 mètres et occupe 2500 marins . Dans le nord du golfe, cette activité est exclusive, vers le sud, elle s'accompagne de la capture de merlus immatures, car les zones à langoustine coïncident, pour partie, avec les nourriceries du stock nord de cette espèce. La gestion de ces pêcheries, dites mixtes, de langoustine et de merlu est un des problèmes les plus importants du golfe de Gascogne. Toutes les évaluations tendent à montrer la responsabilité des langoustiniers dans le devenir du stock de merlu. La solution passerait par une augmentation généralisée du maillage à 80 mm qui conduirait, à terme, le rendement du stock de merlu à son maximum, mais ferait disparaître quantité de métiers qui ne sont praticables pour le moment que par l'emploi de petits maillages : langoustiniers, crevettiers etc.. Il a été montré par ailleurs que les abondances maximales de merlu et de langoustine ne coïncident pas obligatoirement. En effet, le merlu n'est pas posé sur le fond mais se déplace dans la tranche d'eau. Il existe donc bien des zones à langoustine et des zones à merlu, mais imbriquées de telle sorte qu'un navire passant de l'une à l'autre au cours d'un même trait ne peut préjuger de la composition immédiate de sa capture. La méthode retenue pour décrire ces pêcheries mixtes et fournir une solution à leurs problèmes de gestion repose sur des simulations à l'aide d'un modèle bio-économique dit " à compartiments". Cette structure a été adoptée pour permettre la prise en compte de tous les cas de figures possibles de stratégies des flottilles. La pêcherie est d'abord divisée en éléments géographiques correspondant à des structures sédimentaires particulières où se concentrent les stocks d'espèces exploitées, la contrainte majeure étant les limites de ces éléments correspondant à celles habituellement employées dans les statistiques de pêche, puisque c'est à partir de ces statistiques que l'on peut déterminer le profil des flottilles et de leurs espèces cîbles. Les rapports entre la flottille et l'espèce sont mesurés par le calcul des puissances de pêche. Chaque compartiment est, sur une base trimestrielle, le résultat de la superposition d'un élément géographique, d'une flottille, d'une espèce ou d'un groupe d'espèces-cibles. L'association espèce-flottille définit le métier. Les stocks sont dits mobiles quand ils recouvrent par le biais des migrations la totalité de la pêcherie, immobiles quand il n'existe pas d'échanges entre éléments géographiques. Dans le deuxième cas, la mortalité par pêche est ventilée au prorata des captures sur chaque stock élémentaire. A l'intérieur de chaque composante un navire a le choix entre poissons démersaux, poissons de fond ou langoustine. L'inflexion de comportement dans les simulations est gouvernée par deux paramètres qui leur permettent d'orienter leur effort vers d'autres cibles pour optimiser leurs bénéfices. On connaît pour chaque flottille les éléments de coûts de production dérivés des comptes d'exploitation de l'année en cours. Pour chaque espèce, le chiffre d'affaire est le produit du prix prédit par l'équation des prix et des quantités débarquées. Les bénéfices escomptés sont déduits de ces deux valeurs. Les simulations ont porté sur diverses hypothèses : - maillage de 50 mm pour la langoustine et 65 mm pour le poisson ; - l'augmentation de l'effort ; - stratégies visant au profit maximal avec ou sans quota sur le merlu. Dans tous les cas, à terme, les schémas classiques des conséquences des procédures de gestion sont vérifiés : les brusques augmentations de maillage créent des situations transitoires catastrophiques mais permettent d'espérer au bout de 15 ans des soldes tout à fait attirants. Les conséquences d'une augmentation de l'effort agissent dans le sens inverse : augmentation immédiate du solde global, pertes à long terme. Enfin quand on laisse les flottilles suivre une stratégie "libre" orientée vers des bénéfices optimaux, les soldes sont importants car il existe toujours un report très marqué vers le merlu, dans les limites d'un quota quand on l'impose. Les phénomènes biologiques sont aisément prévisibles et théoriquement contrôlables. La stratégie des flottilles l'est beaucoup moins et dépend du contexte politico-économique. Le modèle présenté ici peut donner des réponses au gestionnaire et à l'économiste. Baitboat as a tuna aggregating device Auteur(s) : Hallier, Jean-pierre Delgado De Molina, A Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : The original baitboat fishing technique using a permanent association between the fishing boat and the tuna school has been developed by the baitboat fleet of Dakar, Senegal and is also in use in the Canary Islands. This new fishing technique, the result of 20 years of improvements still on, has induced a dramatic increase of the catch yields which, in turn, has sustained the survival and even a recent development of the fleet. This technique is based on the aggregating behaviour of tropical tunas. However, it contains a dynamic component which is not found in tuna fishing on drifting or anchored fads. The specifications of the method, its refinement over the years and its main consequences for the fishery are described together with the school exchanges between baitboats over months even from one year to the next. Based on the analysis of 1228 recoveries from 5500 tagged fish, tuna movements among associated schools, between associated schools and free schools fished by purse seiners and movements in and out of the baitboat fishing grounds help to better understand the dynamics of tunas and schools of this peculiar tuna association. These data show a very high recovery rate, a remarkable tuna fidelity to the original school for all species, a small number of recoveries within the purse seine catch as well as the rare tuna movements outside the baitboat area. The study highlights the complexity and the numerous consequences of tuna and school behaviour.
