The development of large pelagic fishing in the French Antilles is an integral part of a difficult economic situation of the fishing sector in Martinique where this development can seem like a solution to increasingly acute problems. Indeed, for the regulatory authorities as well as for many participants in the sector, it is imperative to find solutions to the lack of profitability of a part of the fishing ships and to confront the regular increase of the share of imports in supplying Martinique with seafood. This question about the possibilities of developing large pelagic fishing is not new since it is already mentioned in the Notice from the Economic and Social Committee of the Martinique Region in 1982. We will not show in this document a detailed analysis of small-scale fishing in Martinique. Since the latter has been abundantly studied by the team of the Caribbean Oceanological and Halieutic Research Centre (PROHC) between 1985 and 1987, we will take up these principal conclusions (with which we are in full agreement) and bring them up to date based on data collected during our mission from 11 to 24 April 1988. The first section devoted to the supply structure (local fishing and imports) will attempt to define under what conditions large pelagic fishing can be developed. The second section will address marketing and demand. Indeed, at the same time as the problems of developing large pelagic fishing, we are faced with the question of the organisation of seafood markets. This organisation is a fundamental issue for the small-scale fishing sector in the French Antilles since its long-term future depends upon it by setting different prices and amounts exchanged according to the structure it is given. We will come to a conclusion on the economic conditions of developing a large pelagic fishery and organising a market, this based on research and study work already done. We will indicate which investigations must be conducted to complete the set of factors for decision support in this area. To perform this assessment, we reconstructed from the long series 1970-1986 (sometimes with significant inadequacies): these are presented as an appendix. Joint use of echosounding, fishing and video techniques to assess the structure of fish aggregations around moored Fish Aggregating Devices in Martinique (Lesser Antilles) Auteur(s) : Doray, Mathieu Josse, E Gervain, P Reynal, Lionel Chantrel, Josselin Éditeur(s) : EDP Sciences Résumé : From April 2003 to April 2004 monthly sea surveys were conducted around 2 fish aggregating devices (FADs) moored at 2000 and 2500 m depth in Martinique (Lesser Antilles). The use of a dual frequency splitbeam echosounder combined with an underwater camera and fishing methods allowed assessment of average space and time distribution of pelagic fish aggregated beneath the FADs, as well as identification of their overall size and species composition. At daytime, 4 fish aggregations were identified at each FAD, representing 4 distinct types: i) an aggregation of small juvenile tuna (mean fork length, FL: 30 cm) observed very close to the surface in 25% of daytime periods; ii) a small surface aggregation dominated by carangids, Caranx crysos, present in 65% of daytime periods; iii) a large sub-surface aggregation observed during all daytime periods: this aggregation appeared to be primarily comprised of 58 cm FL blackfin tuna (Thunnus atlanticus), mixed with yellowfin (Thunnus albacares) and skipjack (Katsuwonus pelamis) tunas of the same size; and iv) sub-surface scattered large predators (mainly blue marlin, Makaira nigricans) present in 10% of daytime periods. A smaller sub-surface aggregation comprised of medium tuna mixed with "extranatants" (fishes which remain within 10 to 50 m of a FAD) was observed in 75% of night-time periods, whereas unidentified scattered fishes were detected from 70 to 400 m depth. The low daytime vulnerability of medium sub-surface tunas to applied line techniques leads us to assume that their feeding motivation was low during daytime. These tunas could preferentially feed on mesopelagic organisms during night-time and transition periods around Martinican moored FADs. Local fishermen mainly targeted the large scattered predators using very small tunas as living bait. The sub-surface tuna aggregation hence appeared to be currently unexploited by local fisheries, though it represented the large majority of the pelagic biomass around the moored FADs. Overview of recent progress in fisheries acoustics made by Ifremer with examples from the Bay of Biscay Auteur(s) : Trenkel, Verena Berger, Laurent Bourguignon, Sebastien Doray, Mathieu Fablet, Ronan Masse, Jacques Mazauric, Valerie Poncelet, Cyrille Éditeur(s) : Edp Sciences S A Résumé : This paper provides an overview of the progress Ifremer has made recently in fisheries acoustics and the study of small pelagic fish by: i) pushing observation frontiers using a range of platforms including an autonomous underwater vehicle, AUV, ii) developing measuring instruments and methods and iii) studying fish distributions. Presently, information from several frequencies of single-beam echosounders is routinely collected together with data from the ME70 multibeam echosounder. For onboard data acquisition control the HERMES software was developed. The new MOVIES 3D software includes modules for simultaneous realistic 3D visualisation and post-processing such as bottom detection, school extraction and calculation of descriptors and integration of all acoustic data. Several data analysis methods are being developed and some initial results are presented. Finally, results on the spatial distribution of small pelagic fish schools in the Bay of Biscay illustrate the role that acoustics can play, and are already playing, in the implementation of an ecosystem approach to fisheries. Their populations are, however, characterized by large biomass fluctuations strongly affecting fisheries. The fishing gears and methods used to capture small pelagics have evolved to exploit the highly developed shoaling behavior of these species. Hence, faced to modern fishing this gregarious behavior becomes a disadvantage for fish. Fish behavior may be affected by environmental conditions and by fishing, at the same time that behavior impacts fishing. In this study, we seek to characterize the aggregative systems of small pelagic fishes inhabiting the Bay of Biscay by analyzing "acoustic images", defined as the group of echoes (planktonic layers, shoals, isolated targets) detected on a transect section of a given length. We analyzed the species composition, the spatial distribution and the evolution over time of acoustic images. We also studied the hydrological conditions of the bay, as well as the small pelagics French fishery in order to look for correlations between hydrology, commercial catch and fish aggregation patterns observed by acoustics. We observed the same species or group of species forming different types of aggregation according to habitat. Conversely, the same type of aggregation, associated with a particular habitat, can be produced by different species. The most notorious change observed during the studied period relates to small clupeoids aggregations in the vicinity of the Gironde estuary, whose structure evolved toward a greater fragmentation of shoals (a large number of small size detections) since 2000. Concerning commercial catches, pelagic trawlers fishing in pairs mainly seek for anchovy in the coastal areas, single pelagic trawlers capture mackerel and horse mackerel in deeper waters while purse seiners target mostly sardine near their fishing ports. Because of the coarse spatial resolution of commercial fishing data and the effect of the application of an international fisheries agreement limiting the fishing activity of French pelagic trawlers during spring, only small correlations between captures and types of aggregation were observed. The development of Fish Aggregating Devices (FADs) in the Cook Islands Auteur(s) : Bertram, I Tatuava, S Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : Since 1980 a programme of Fish Aggregation Device (fad) deployment has been carried out in the Cook Islands. Government has deployed all fads between 1 to 3 nautical miles from shore at depths ranging from 800 to 1,600 metres. The fads have undergone various designs with varying degrees of success. The average fad lifespan during the early 1980s was nine months; however, it increased to 18 months, with some fads in operation in excess of 30 months. Each fad cost between nz$ 7,000 and nz$ 9,000 to build and deploy. Since their introduction, fad have been widely accepted as a very effective apparatus in coastal small-scale fishing activities, specifically for pelagic species. Judging by the progressive behaviour of local fishing communities, there is sufficient reason to believe that fads have created productive fishing zones for Cook Islands fishermen to enable them to supply the ever-increasing local market for fresh fish. fads are an integral part of local fishing communities and provide a reasonable form of income to the increasing fishing community. Acoustic characterisation of pelagic fish aggregations around moored fish aggregating devices in Martinique (Lesser Antilles) Auteur(s) : Doray, Mathieu Josse, Erwan Gervain, Paul Reynal, Lionel Chantrel, Josselin Éditeur(s) : Elsevier Résumé : Sea cruises were conducted for 57 days over 16 months to characterise pelagic fish aggregations around 2 moored fish aggregating devices (FADs) in Martinique (Lesser Antilles). Echosounder surveys run in a star pattern were used in conjunction with obliquely beamed sonar observations. An echo-integration-by-shoal algorithm was implemented to isolate pelagic fish shoals from sound scattering layers and to compute mean morphometric, positional and density parameters. Tree regressions were used to select and classify pelagic fish Target Strengths (TS), with reference to their spatial and temporal characteristics. The main type of pelagic fish aggregation was a large sub-surface aggregation. It was observed during all daytime periods within a radius of 400 m of the FAD. A smaller type of aggregation was observed closer to the surface and to the FAD in 65% of daytime periods. Large scattered fish were observed in 16% of daytime periods. At night, a medium-sized aggregation was detected in the sub-surface in 75% of night-time periods. The sizes of the fish inside the aggregations (determined from TS values) were lower in the small near-surface aggregation than in the large sub-surface aggregation. Mean packing densities of sub-surface medium fish and near-surface small fish aggregations (determined from TS and shoal acoustic density) were respectively 0.2 fish per m3 and 1.3 fish per m3. The acoustic methodology and results are discussed with reference to the characteristics and performance of the echosounder and to the spatial structure of pelagic fish aggregations around moored FADs in Martinique. Metabarcoding dietary analysis of coral dwelling predatory fish demonstrates the minor contribution of coral mutualists to their highly partitioned, generalist diet Auteur(s) : Leray, Matthieu Meyer, Christopher P. DNA based dietary analysis can supplement predator removal experiments and provide high resolution for prey identification. Here we use a metabarcoding approach to provide initial insights into the diet and functional role of coral-dwelling predatory fish feeding on small invertebrates. Fish were collected in Moorea (French Polynesia) where the BIOCODE project has generated DNA barcodes for numerous coral associated invertebrate species. Pyrosequencing data revealed a total of 292 Operational Taxonomic Units (OTU) in the gut contents of the arc-eye hawkfish (Paracirrhites arcatus), the flame hawkfish (Neocirrhites armatus) and the coral croucher (Caracanthus maculatus). One hundred forty-nine (51%) of them had species-level matches in reference libraries (>98% similarity) while 76 additional OTUs (26%) could be identified to higher taxonomic levels. Decapods that have a mutualistic relationship with Pocillopora and are typically dominant among coral branches, represent a minor contribution of the predators' diets. Instead, predators mainly consumed transient species including pelagic taxa such as copepods, chaetognaths and siphonophores suggesting non random feeding behavior. We also identified prey species known to have direct negative interactions with stony corals, such as Hapalocarcinus sp, a gall crab considered a coral parasite, as well as species of vermetid snails known for their deleterious effects on coral growth. Pocillopora DNA accounted for 20.8% and 20.1% of total number of sequences in the guts of the flame hawkfish and coral croucher but it was not detected in the guts of the arc-eye hawkfish. Comparison of diets among the three fishes demonstrates remarkable partitioning with nearly 80% of prey items consumed by only one predator. Overall, the taxonomic resolution provided by the metabarcoding approach highlights a highly complex interaction web and demonstrates that levels of trophic partitioning among coral reef fishes have likely been underestimated. Therefore, we strongly encourage further empirical approaches to dietary studies prior to making assumptions of trophic equivalency in food web reconstruction. How to cite this article Leray et al. Le " faux-poisson " d'Abidjan et la peche sous DCP derivants dans l'Atlantique tropical Est: circuit de commercialisation et role socio-economique Auteur(s) : Romagny, B Menard, Frederic Dewals, P Gaertner, Daniel N'Goran, N Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : Abidjan is the biggest fishing harbour of tropical tunas in the Gulf of Guinea (around 100 000 mt per year). Three canneries work on four species (yellowfin, skipjack, bigeye and albacore). Small size tuna, minor tuna and by-catches are refused by the canneries and are sold on the local market fish. It is the only part of the industrial purse seine catches directly sold in Abidjan. Since 1990, fishing operations on schools of tuna associated with artificial drifting FADs has become widespread. Log fishery allow to catch a majority of small tunas, and generates by-catches of various other pelagic species associated to the logs. The landed amounts of local market fish have increased: from 8 500 Mt per year estimated between 1987 and 1990, 21 000 Mt is reached between 1991 and 1993. Since 1994, controls have been carried out by French fishing companies. A sampling scheme allows us to analyse precisely the landings since 1998. From an interdisciplinary approach, we study the socio-economic role of this local fish market, especially the links between the different actors on this market, and we analyse his impact on fishing strategies by identifying the distribution networks (actors, prices, profit) and estimating the turnovers connected to this sector. Changes in the catch composition of artisanal fisheries attributable to dolphin depredation in a Mediterranean marine reserve Auteur(s) : Rocklin, Delphine Santoni, Marie-catherine Culioli, Jean-michel Tomasini, Jean-antoine Pelletier, Dominique Mouillot, David Éditeur(s) : Oxford university press Résumé : There is increasing evidence from previous studies, and from fishers' observations, that coastal dolphins use fishing nets as an easily accessible feeding source, damaging or depredating fish caught in the nets. This study investigates the impact of dolphin depredation on artisanal trammelnets by analysing the catch composition of 614 artisanal fishing operations in the Bonifacio Strait Natural Reserve (France). Common bottlenose dolphins (Tursiops truncatus) attacked, on average, 12.4% of the nets and damaged 8.3% of the catch. However, attacked nets were characterized by statistically significantly higher catch per unit effort than unattacked ones. Catch composition also differed significantly after dolphin attacks; bentho-pelagic fish were more represented and reef-associated fish less represented. Our results suggest that (i) dolphins are attracted by high fish densities in the fishing area and/or nets, and (ii) their attacks induce specific fish-avoidance behaviour, according to the fish position in the water column. Although dolphins depredate a small part of the catch, damage to nets, not yet assessed in this area, could weaken the benefits that reserves can provide to artisanal fisheries. Synthèse de l'étude et des campagnes à la mer 2011 sur l'exploitation aux vire-lignes des espèces démersales profondes autour de La Réunion Auteur(s) : Fleury, Pierre-gildas Evano, Hugues Le Ru, Loic Aureche, Vincent Résumé : In an effort to implement new fishing activities for the small scale fisheries of Reunion Island, a prospecting cruise targeting deep demersal fish (200 to 600 m) was set up on the west coast of Reunion Island in 2000. This project was carried out by the Regional Fishery Committee and the French Institute for the Exploration of the Sea (Ifremer). Large commercial stocks were identified, and numerous professional or recreational fishermen started employing electric winches to exploit these deep resources.
However, the deep demersal species are a fragile resource due mainly to low growth rates and late sexual maturation. Due to the rapid increase in fishing pressure, Ifremer was asked to set up a new study and two scientific campaigns were carried out in 2011 (68 fishing trips being conducted with 559 dropline operations).
The first cruise was conducted at the same sites, using the same types of fishing gear and methods used in 2000. A marked drop of greater than 90% was observed in the catches of commercial species, together with a decrease of most fish sizes, attesting the overexploitation of these stocks. Only, catches of the small non-commercial shark (Squalus megalops) remained important (50% in number and weight of total catches).
The second cruise extended the prospection area to all waters surrounding Reunion Island . The overexploitation was confirmed in the west of Reunion Island, and in to a lesser degree in the north. Yields were better along the east and the south coasts. Concurrently, the efficiency of 2 hook sizes was compared : small hooks caught significantly more fish but of significantly smaller body sizes, resulting in comparable total weight of fish. We conclude that medium size hooks (i.e. type 7/0) have a significant selectivity on the fish size without loss in the global catch yield.
Various types of baits were also tested with the flesh of small local pelagic fish species (Selar crumenophtalmus and Decapterus macarellus) appearing to be the most efficient.
This study provides helpful indicators for the management of demersal fish stocks in Reunion island, which have been poorly surveyed and poorly regulated until now. However, the total fishing effort, especially from recreational fishermen, remains the most important factor to be quantified. Tuna fishing and a review of payaos in the Philippines Auteur(s) : Dickson, J Natividad, Ac Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 15-19 octobre 1999 Résumé : Payao is a traditional concept, which has been successfully commercialized to increase the landings of several species valuable to the country's export and local industries. It has become one of the most important developments in pelagic fishing that significantly contributed to increased tuna production and expansion of purse seine and other fishing gears. The introduction of the payao in tuna fishing in 1975 triggered the rapid development of the tuna and small pelagic fishery. With limited management schemes and strategies, however, unstable tuna and tuna-like species production was experienced in the 1980s and 1990s. In this paper, the evolution and development of the payao with emphasis on the technological aspect are reviewed. The present practices and techniques of payao in various parts of the country, including its structure, ownership, distribution, and fishing operations are discussed. Monitoring results of purse seine/ringnet operations including handline using payao in Celebes Sea and Western Luzon are presented to compare fishing styles and techniques, payao designs and species caught. The fishing gears in various regions of the country for harvesting payao are enumerated and discussed. The inshore and offshore payaos in terms of sea depth, location, designs, fishing methods and catch composition are also compared. Fishing companies and fisherfolk associations involved in payao operation are presented to determine extent of utilization and involvement in the municipal and commercial sectors of the fishing industry. The issues and problems concerning the use of payao, and its biological, economic impact as well as management aspect are presented. Recommendations are given for future research and actions. Observations sous-marines des communautes de poissons agregees autour des DCP en Martinique: resultats preliminaires Auteur(s) : Laurans, Martial Taquet, Marc Reynal, Lionel Lagin, Alain-sabin Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : Fishing with a beach seine for catching small pelagic fishes is a traditional activity in Martinique. Since the early eighties, an important decrease in the number of fishermen practising this activity has been recorded. In the context of high exploitation of reef resources, the beach seine presents a low selectivity, catching too many juveniles of demersal fish. The fads established in coastal areas, have been successfully used in others regions of the world for exploiting small pelagics. Thus, it could allow to favour a change of exploitation style of these resources in Martinique. In partnership, Ifremer, the Regional Council and the Fishing Committee have began an evaluation of the potentialities for this type of structures around the island. To achieve this study, several experimental coastal fads have been established in different places. Surveys by subaquatic observations are periodically carried out to compare the attractive power of different aggregation devices (colour, shape, volume) and understand the factors influencing the determinism of the aggregation (biotic and abiotic). The results presented and discussed correspond to the initial stage of this study which should be pursued in the next months. Campagne de prospection de poissons démersaux profonds réalisée autour de La Réunion en 2011 Auteur(s) : Fleury, Pierre-gildas Evano, Hugues Le Ru, Loic Résumé : Since 2000, the exploitation of the deep demersal fish (200-700 m) with the use of electric winches has been increasing in Reunion island ; and this has needed a new appraisal of yields (CPUE) and individual fish sizes, as indicators of the state of the fish stocks. A first survey has been carried out at the first half of 2011, in order to set up the comparison with a previous survey in 2000 on the West coast of Reunion island. Drops of yields and sizes could be pointed out, attesting the overexploitation of the commercial species (Fleury et al 2011). This present report displays the results of a second campaign, carried out in the second half of 2011 all around the island. 32 fishing trips have been conducted which have permitted 251 fishing operations. The overexploitation (i.e. decreasing of yields and fish sizes) has been confirmed in the West of the island, and in a lower stage in the North. Yields are better in the East and the South. As much as in the first survey, the small non commercial sharks (Squalus megalops) could be countered for half of the catches. At the same time, 2 hook sizes have been tested and the small hooks have displayed a better efficiency in number of catches but not in global weight. Various types of bait have been tested and meat of small local pelagic fish (Selar crumenophtalmus and Decapterus macarellus) have appeared to be the most efficient. This report provides helpful indicators for the management of fish stocks which have been poorly surveyed and poorly regulated till now. The influence of the environment on the variability of monthly tuna biomass around a moored, fish-aggregating device Auteur(s) : Doray, Mathieu Petitgas, Pierre Nelson, Laetitia Mahevas, Stephanie Josse, E Reynal, Lionel Éditeur(s) : Oxford university press Résumé : Fish-aggregating devices (FADs) are increasingly used worldwide to enhance tuna catches. Meanwhile, ecosystem-based management of this fishery is constrained by a paucity of information regarding the interaction of FAD-associated tuna aggregations with their local environment. This paper reports the results of a nine-month study around a FAD moored near Martinique Island, aimed at assessing the effects of the local environment on the variability of monthly estimates of proximate tuna biomass. Dual-frequency, active acoustics provided highresolution quantitative data on the pelagic community around the FAD, from fish to micronekton forage. Geostatistics were used to compute biomass estimates of the tuna aggregation comprising most of the FADassociated fish biomass, with a sampling error of 27%. Environmental variability was summarized by a small set of principal components (PCs) derived from profiles of temperature, salinity and dissolved oxygen vs. depth; and maps of chlorophyll a derived from remotely sensed, sea-surface colour. A generalized linear model was used to relate tuna biomass to environmental PCs and revealed a positive correlation between tuna abundance and: i) a micronekton layer sensed at 38 kHz and potentially consisting of preferred prey at about 180 m depth; and ii) low subsurface salinity (6080 m). These favourable environmental conditions may be related to thepresence of North Brazilian Current eddies that migrating tuna follow when not temporally associated with the FADs. The Fish Aggregating Device (FAD) system of Hawaii Auteur(s) : Holland, Kn Jaffe, A Cortez, W Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : Hawaii was one of the first locations to adapt the Philippine payao concept for use in high energy, deep-water environments. Initial experimental fad deployments were made by the National Marine Fisheries Service in 1977. In 1980, the State of Hawaii started deploying FADs in a programme that has since expanded to its current status of 52 approved surface fad sites. Funding is primarily derived from federal US programmes and the FADs are primarily focused on the sport fishing community. fad sites were selected to expedite access by sport fishermen; specific sites were chosen after consultation with fishermen at public hearings. Since 1997, the FAD system has been managed on a collaborative basis between the State of Hawaii and the University of Hawaii. Hawaiian FADs evolved through two previous designs before the current system of single-sphere spar-buoy was adopted. Today's FADs have an "inverse catenary" mooring system comprised of sections of floating and sinking rope attached to a "tripod" concrete block anchor system. fad sites range between 3.2 km and 46 km from shore. Mooring depths range between 200 and 3,000 metres. Average on-site longevity is 31 months; there is no correlation between longevity and depth of mooring. Windward locations have significantly shorter lifespans than leeward locations. Ten to twenty fads are replaced each year. Each FAD costs approximately us$ 7,500 to build and deploy. Hawaiian fads are heavily used by private and commercial sport fishermen and by small-scale artisanal and commercial fishermen. Commercial pole-and-line boats occasionally use the FADs to capture skipjack tuna. Hawaiian FADs will continue to be used for various types of pelagic fisheries research. L'exemple de trois iles: Guadeloupe, Martinique et Curacao Auteur(s) : Reynal, Lionel Van Buurt, G Taquet, Marc Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : This summary tackles the development of fisheries in the Caribbean using fads. It highlights the principal causes which explain why, in spite of more than thirty years of experimenting, fishing on fads has not developed as much as had been hoped. Whereas the deep-sea production of pelagic fish by the continental countries of the region has considerably increased since the early eighties, that of the Lesser Antilles has grown more slowly. Anchored fads have given the boats of the small-scale fisheries from three islands (Guadeloupe, Martinique and Curacao) access to these pelagic resources. The various modes of development and management of the fads observed in each island are described. The first available data are used to provide some indications of the effects of the various strategies implemented and the changes induced by this new fishing technique.
