Auteur(s) : Paulmier, Gerard Gervain, Paul Résumé : The principal objective of the work carried out in the deep waters adjoining the island shelf around Martinique between July 1991 and april 1992 was to establish an initial inventory of potentially exploitable deep benthic resources. The cylindrical lobster pot used during fishing experiments allowed the catch of a varied carcinological marine organisms of which six species at least have economic interest : 5 species of shrimp all belonging to the sub-order of Caridea of the Pandalidae family : Plesionika edwardsi, P. (macropoda) polyacanthomerus, P.laevis, Heterocarpus ensifer and H.laevigatus, and one species of prawn of the Nephropidae family : Eunephrops cadenasi. The yields, compared to those of commercial fishermen, were medium or good for Plesionika edwardsi and P. (macropoda) polyacanthomerus between depths of 200 - 300 metres ; for Plesionika laevis and Eunephrops cadenasi in the vicinity 500 metres ; for Heterocarpus laevigatus below 700 metres. The species Heterocarpus ensifer , of which the vertical distribution is very spread out from 170 to 600 metres, seems divided into two populations which provide good yields about 300 metres and below of 450 mètres. Data on the environment and the biology of the species where also established, especially on growth and breeding. For example growth of the pandalids is relatively rapid and their life cycle rather short, between three and four or five years according to the species. At least 2 principal egg-laying seasons occur in the annual cycle. Information is given on the isopoda of the family of Cirolanidae, Bathynomus giganteus, which could eventually, under certain conditions, become of interest to the fishermen. This aggregative behaviour drastically increases the vulnerability of these species to fishing. Alternatively, FADs can be used as oceanic observatories to study the aggregative behaviour of large pelagic fish. We conducted sea surveys in Martinique (Lesser Antilles) to i) establish a typology of the pelagic fish aggregations found around moored FADs ii) study their relations with their biotic and abiotic environment and the local fishery. The mean biomass of large pelagic fish aggregations was also estimated to provide scientific inputs to achieve a sustainable management of the moored FAD fishery. The first part presents the background of the study. We introduce the regional pelagic ecosystem, the aggregative behaviour of pelagic fish around FADs and the Martinican moored FAD fishery. The second part begins with a presentation of the conceptual framework of the study: the hierarchy theory. Observation scales and survey methodology are therefore described. Repeated echosounder surveys run in a star pattern were conducted around 2 moored FADs, in combination with underwater video observations, classical fishing experiments and CTD profiles. In the third part, the elements of the [moored FAD ¿ pelagic fish - environment - fishing] system and their interactions are numerically characterised in the vertical plane. The main type of pelagic fish aggregation was a large aggregation distributed in sub-surface (40-100 m) within a radius of 400 m of the FAD. This aggregation was mostly made of 60 cm FL blackfin tunas (Thunnus atlanticus). It appeared at sunrise and mostly spread away in the late afternoon. It was observed during all daytime surveys. The average density and the vertical structure of the micronektonic sound scattering layers (SSLs) were assessed locally around a FAD for 48h cycles. These SSLs descriptors showed positive correlation with the size and the abundance of the sub-surface tuna aggregation. Whereas this aggregation accounted for about 95% of the total biomass aggregated around a moored FAD, it was nearly unexploited by the local commercial fishermen. The fourth part focuses on the sub-surface tuna aggregation. A high variability of the spatial distribution of the aggregation was evidenced in the horizontal plane at daily, day to day and monthly temporal scales. These variations were related to fluctuations of the global abundance of the aggregation. The daytime average density of sub-surface tuna was modelled as a function of the distance to FAD, within an advection-diffusion framework. Based on these results, a universal kriging model was designed to assess the mean maximum daily biomass of the sub-surface tuna aggregation. This mean biomass estimate yielded 11 tons with an estimation error of 26%. To conclude, we present a hierarchical organization in space and time of a sub-surface tuna population distributed within a network of moored FADs, from micro to meso-scale. We suggest that the spatial distribution of tunas can be explained from fine to coarse-scales by behavioural processes (self-organization, feeding, aggregative behaviour) whereas their spatial distribution is mainly forced by environmental processes at broader scales. Ecological and economic viability for the sustainable management of mixed fisheries Auteur(s) : Gourguet, Sophie Éditeur(s) : University of Tasmania, Université de Bretagne Occidentale Résumé : Empirical evidence and the theoretical literature both point to stock sustainability and the protection of marine biodiversity as important fisheries management issues. Decision-support tools are increasingly required to operationalize the ecosystem-based approach to fisheries management. These tools need to integrate (i) ecological and socio-economic drivers of changes in fisheries and ecosystems; (ii) complex dynamics; (iii) deal with various sources of uncertainty; and (iv) incorporate multiple, rather than single objectives. The stochastic co-viability approach addresses the trade-offs associated with balancing ecological, economic and social objectives throughout time, and takes into account the complexity and uncertainty of the dynamic interactions which characterize exploited ecosystems and biodiversity. This thesis proposes an application of this co-viability approach to the sustainable management of mixed fisheries, using two contrasting case studies: the French Bay of Biscay (BoB) demersal mixed fishery and the Australian Northern Prawn Fishery (NPF). Both fisheries entail direct and indirect impacts on mixed species communities while also generating large economic returns. Their sustainability is therefore a major societal concern. A dynamic bio-economic modelling approach is used to capture the key biological and economic processes governing these fisheries, combining age- (BoB) or size- (NPF) structured models of multiple species with recruitment uncertainty, and multiple fleets (BoB) or fishing strategies (NPF). Economic uncertainties relating to input and output prices are also considered. The bioeconomic models are used to investigate how the fisheries can operate within a set of constraints relating to the preservation of Spawning Stock Biomasses (BoB) or Spawning Stock Size Indices (NPF) of a set of key target species, maintenance of the economic profitability of various fleets (BoB) or the fishery as a whole (NPF), and limitation of fishing impacts on the broader biodiversity (NPF), under a range of alternative scenarios and management strategies. Results suggest that under a status quo strategy both fisheries can be considered as biologically sustainable, while socio-economically (and ecologically in the NPF case) at risk. Despite very different management contexts and objectives, viable management strategies suggest a reduction in the number of vessels in both cases. The BoB simulations allow comparison of the trade-offs associated with different allocations of this decrease across fleets. Notably, co-viability management strategies entail a more equitable allocation of effort reductions compared to strategies aiming at maximizing economic yield. In the NPF, species catch diversification strategies are shown to perform well in controlling the levels of economic risk, by contrast with more specialized fishing strategies. Furthermore analyses emphasize the importance to the fishing industry of balancing global economic performance with inter-annual economic variability. Promising future developments based on this research involve the incorporation of a broader set of objectives including social dimensions, as well as the integration of ecological interactions, to better address the needs of ecosystem-based approaches to the sustainable harvesting of marine biodiversity. Baitboat as a tuna aggregating device Auteur(s) : Hallier, Jean-pierre Delgado De Molina, A Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : The original baitboat fishing technique using a permanent association between the fishing boat and the tuna school has been developed by the baitboat fleet of Dakar, Senegal and is also in use in the Canary Islands. This new fishing technique, the result of 20 years of improvements still on, has induced a dramatic increase of the catch yields which, in turn, has sustained the survival and even a recent development of the fleet. This technique is based on the aggregating behaviour of tropical tunas. However, it contains a dynamic component which is not found in tuna fishing on drifting or anchored fads. The specifications of the method, its refinement over the years and its main consequences for the fishery are described together with the school exchanges between baitboats over months even from one year to the next. Based on the analysis of 1228 recoveries from 5500 tagged fish, tuna movements among associated schools, between associated schools and free schools fished by purse seiners and movements in and out of the baitboat fishing grounds help to better understand the dynamics of tunas and schools of this peculiar tuna association. These data show a very high recovery rate, a remarkable tuna fidelity to the original school for all species, a small number of recoveries within the purse seine catch as well as the rare tuna movements outside the baitboat area. The study highlights the complexity and the numerous consequences of tuna and school behaviour. Les pêcheries mixtes de langoustine et merlu du Golfe de Gascogne, modélisation bio-économique et simulation des procédures de gestion Auteur(s) : Charuau, Anatole Résumé : Fishing crayfish on the gulf's mudflats is a traditional business practised by 450 boats of 12 to 18 metres in length and employs 2,500 sailors. In the north of the gulf, this activity is exclusive, in the south, immature hake are also caught, because the crayfish areas coincide, in part, with the nurseries of the northern stock of this species.
Management of these fisheries, called mixed, of crayfish and hake is one of the greatest problems of the Gulf of Gascony. All assessments tend to show the responsibility of the crayfish boats in the future of the hake stock. The solution is likely to pass through a generalised increase of the 80 mm meshing that would lead, eventually, the hake stock yield to its maximum, but would eliminate a great many trades that are only practicable for the moment by using small meshing: crayfish boats, shrimp boats, etc.
It was shown moreover that the times of maximum abundance of hake and crayfish do not necessarily coincide. Indeed, hake does not swim along the bottom but rather moves in the channel of water. There are therefore definitely crayfish areas and hake areas, but overlapping such that a ship passing from one to the other during a single pass cannot judge in advance the immediate composition of its catch.
The method used for describing these mixed fisheries and providing a solution to their problems of management relies on simulations aided by a bio-economic model known as "compartmental". This structure was adopted to be able to take into account all possible scenarios of the fleets' strategies. The fishery is first divided into geographic elements corresponding to the specific sedimentary structures where the stocks of exploited species are concentrated, the major constraint being the limits of these elements corresponding to those usually employed in fishing statistics, since it is based on these statistics that we can determine the fleets' profiles and their target species. The ratios between the fleet and the species are measured by calculating the fishing power.
Evolutionary impact assessment: accounting for evolutionary consequences of fishing in an ecosystem approach to fisheries management Auteur(s) : Laugen, Ane Engelhard, Georg Whitlock, Rebecca Arlinghaus, Robert Dankel, Dorothy J. Dunlop, Erin S. Eikeset, Anne M. Enberg, Katja Éditeur(s) : Wiley-blackwell Résumé : Managing fisheries resources to maintain healthy ecosystems is one of the main goals of the ecosystem approach to fisheries (EAF). While a number of international treaties call for the implementation of EAF, there are still gaps in the underlying methodology. One aspect that has received substantial scientific attention recently is fisheries-induced evolution (FIE). Increasing evidence indicates that intensive fishing has the potential to exert strong directional selection on life-history traits, behaviour, physiology, and morphology of exploited fish. Of particular concern is that reversing evolutionary responses to fishing can be much more difficult than reversing demographic or phenotypically plastic responses. Furthermore, like climate change, multiple agents cause FIE, with effects accumulating over time. Consequently, FIE may alter the utility derived from fish stocks, which in turn can modify the monetary value living aquatic resources provide to society. Quantifying and predicting the evolutionary effects of fishing is therefore important for both ecological and economic reasons. An important reason this is not happening is the lack of an appropriate assessment framework. We therefore describe the evolutionary impact assessment (EvoIA) as a structured approach for assessing the evolutionary consequences of fishing and evaluating the predicted evolutionary outcomes of alternative management options. EvoIA can contribute to EAF by clarifying how evolution may alter stock properties and ecological relations, support the precautionary approach to fisheries management by addressing a previously overlooked source of uncertainty and risk, and thus contribute to sustainable fisheries. In the aim of diversification for small fisheries, a survey has been conducted in 2000 by the Regional Fisheries Committee and the French Institute for Exploitation of the Sea (Ifremer) between 200 and 600 m deep, in the West of Reunion Island. Potential commercial fish stocks have been found out. Numerous professional and recreational fishermen have bought equipment in order to exploit this resource (electric winches). But deep demersal fish is a fragile resource due mainly to low growth and late sexual maturation. Face to this increasing pressure upon a fragile resource, a new survey has been carried out by Ifremer in 2011, with use of the same fishing sites, material and method than in 2000. Results displayed in this report are compared to those of 2000. It turned out that yields of commercial species have decreased in an alarming way (over 90%) together with the fish sizes, data which exhibit a stock overfishing. The only catches of the non commercial species (small squale "Zépine" Squalus megalops) appear comparable to 2000. This survey has now to be confirmed all around Reunion Island. Consequences des recents changements de maillage sur les rendements de la flotille langoustiniere lorientaise en Mer Celtique Auteur(s) : Morizur, Yvon Charuau, Anatole Éditeur(s) : ICES-CM-1981/K:36 Résumé : Some trawlers from Lorient (France) are fishing for Nephrops at the North of 48th parallel. During the last years, the mesh size of their cod-end changed twice. It increased from 45 mm to 60 mm at the end of year 1978 and to 70 mm at the end of year 1979.'. Whereas the change to 60 mm seems to have no immediate- effect on Nephrops landings, the increase from 60 mm to 70 mm results in a loss in Nephrops landings of 30-40 %. That loss in Nephrops landings goes with an increase in some by-catches species as whiting, cod and hake. Evolution de l'activite-des flottilles françaises en Mer d'Irlande et en Mer Celtique Auteur(s) : Charuau, Anatole Morizur, Yvon Rivoalen, Jean-jacques Éditeur(s) : CM. 1982/K : 8 Résumé : Since 1978, the habits of the french fishermen working with bottom trawl in the Irish Sea and in the Celtic Sea were altered (CHARUAU et M0RIZUR, 198l) under the pressure of the new mesh regulation. Two facts are pointed out: - the shifting, stabilized during 1980 and 198l, of a part of the effort of the vessels fishing for gadoids, from the area VIIa to the areaVIIf - a tendancy inside the area VIIg of a part of the effort of the Nephrops trawlers to be transferred on benthic fishes when the yield of Nephrops is low.
