Changes in the catch composition of artisanal fisheries attributable to dolphin depredation in a Mediterranean marine reserve Auteur(s) : Rocklin, Delphine Santoni, Marie-catherine Culioli, Jean-michel Tomasini, Jean-antoine Pelletier, Dominique Mouillot, David Éditeur(s) : Oxford university press Résumé : There is increasing evidence from previous studies, and from fishers' observations, that coastal dolphins use fishing nets as an easily accessible feeding source, damaging or depredating fish caught in the nets. This study investigates the impact of dolphin depredation on artisanal trammelnets by analysing the catch composition of 614 artisanal fishing operations in the Bonifacio Strait Natural Reserve (France). Common bottlenose dolphins (Tursiops truncatus) attacked, on average, 12.4% of the nets and damaged 8.3% of the catch. However, attacked nets were characterized by statistically significantly higher catch per unit effort than unattacked ones. Catch composition also differed significantly after dolphin attacks; bentho-pelagic fish were more represented and reef-associated fish less represented. Our results suggest that (i) dolphins are attracted by high fish densities in the fishing area and/or nets, and (ii) their attacks induce specific fish-avoidance behaviour, according to the fish position in the water column. Although dolphins depredate a small part of the catch, damage to nets, not yet assessed in this area, could weaken the benefits that reserves can provide to artisanal fisheries. La dynamique des pêches côtières du pays bigouden Auteur(s) : Charuau, Anatole Résumé : In the beginning, the coastal fleet of the Bigouden region fished by trawling and was completely focused on exploiting lobster and hake. It is a traditional business that expanded between the last war and the 70s, reaching its peak between 1975 and 1980.
The best image to give an idea of this fleet is that of a "bucket waterwheel" endlessly discharging its catch in the four ports of the Guilvinec district. Where there is a seafaring business in Guilvinec, Loctudy and Saint-Guénolé, there is a complementarity that is expressed in two ways:
- coastal fishing constitutes a very noticeable and regular supplement to production, since sales happen daily and only bad winter weather causes a relative decrease in the supplement. - coastal fishing gives a flattering image of the port based on the display of high-quality leading market products: daily live lobster, hake and angler.
In this study, we have above all tried to evaluate the situation of the Bigouden coastal system as an entity, while including in the same analysis the species, fleets and the exploitation of the resource. For the main species, a balance sheet is proposed. It covers the lobster, hake and angler separately. Lobster, because of its small amount of movement, can be considered as being an isolated stock, while fish belong to much more wide-ranging groups.
The lobster has gained from various increases in meshing that have been imposed since 1971, even if these have not always been strictly applied. One of the results of this management by means of meshing is a "depreciation" of the variations of daily yields around an average value of 100kg.
For the hake, the dominant trait is an increase in yields in the last few years in accordance with an improvement of the situation in the Gulf of Gascony due to a generalised decrease of effort and a modification of the exploitation profile since the appearance of boulters and straight nets. Whereas the situation for lobster fisheries, as regards the hake's marketable size, did not improve, since the demand for small hake still exists, we have nonetheless been witnessing for about ten years a slow diversification of the fleets' business activities, which is much more in line with sequential hake fisheries' logical outline of exploitation. When lobster yields decrease, one part of the fleet focuses on the fish at the edges of the lobster fisheries.
For the angler, we see rather similar phenomena and a significant increase in unloading of the two species by lobster fishermen due also to a widening of their fishing areas. On the lobster mudflats themselves, there is no notable change in exploitation in the historical records. All studies of coastal fishing always come up against the problem of acquiring statistical data and the Bigouden region is no exception to the rule.
To improve this situation, in 1987 and 1988 two items were chosen:
- a better awareness of the activity and of the areas frequented, by survey during unloading in Guilvinec and in Loctudy.
- a detailed description of the haul by species, by sampling, in Loctudy, on two-thirds of coastal sales, between December 1987 and November 1988.
For this reason, analysis of fleets by type is still cursory and covers only one year. The appearance of new trends towards fish can only be described qualitatively, since there is no historical record. The classification of boats was done by analysing data furnished by the auctions. This first assessment is not necessarily reliable, above all because of the auctions' inaccurate description of the hauls, a deficiency that we have tried to overcome by surveying in Loctudy.
In conclusion, we are witnessing in the Bigouden region, as in other entities, a rebalancing between traditional business activities and modern trends. Lobster fishing, almost exclusive before the 1980s, is tending to decrease for two main reasons:
- a generalised decrease in activity in the lobster fisheries due to non-renewal of coastal fish fleets,
- The transfer of part of the lobster fishermen's activities to fish, since the lobster and its accompanying catch no longer seemed able to insure the economic viability of new ships.
Other maritime districts resolved their lobster problem in a different way. The Lorient fishermen improved their yields by using more capable trawlers, the fishermen of Sable by exploiting the hake fish run to the fullest and limiting their lobster fishing to the best season. The Bigouden region is slowly turning to the second solution, as it renews its fleet.
A ses origines, la flottille côtière du pays bigouden péchant au chalut, est tout entière orientée vers l'exploitation de la langoustine et du merlu. Il s'agit d'une activité traditionnelle qui s' amplifie entre la dernière guerre et les années 70 pour atteindre son apogée entre 1975 et 1980. La meilleure image que l'on puisse donner de cette flottille est celle d'une "noria" débarquant inlassablement sa capture dans les quatre ports du quartier du Guilvinec. Là où existe une activité hauturière à Guilvinec, Loctudy et Saint-Guénolé, il y a une complémentarité qui s'exprime de deux manières : - la pêche côtière constitue un appoint très appréciable et régulier de production, puisque la vente est quotidienne et que seules les intempéries hivernales entraînent une baisse relative des apports. - la pêche côtière donne du port une image flatteuse basée sur la présentation de produits d'appel de grande qualité : langoustine vivante, merlu et baudroies quotidiens. Dans cette étude, nous avons surtout tenté de faire le point sur le système côtier bigouden en tant qu'entité, en englobant dans la même analyse des espèces, les flottilles et l'exploitation de la ressource. Pour les espèces principales, un bilan est proposé. Il couvre séparément la langoustine, le merlu et les baudroies. La langoustine, en raison de ses faibles déplacements, peut être considérée comme constituant un stock isolé, alors que les poissons appartiennent à des ensembles beaucoup plus vastes. La langoustine a beaucoup gagné des diverses augmentations de maillage qui ont été imposées depuis 1971, même si elles n'ont pas toujours été appliquées avec rigueur. Un des résultats de cette gestion par les maillages est un "amortissement" des variations des rendements journaliers autour d'une valeur moyenne de 100 kg. Pour le merlu, le trait dominant est une augmentation des rendements dans les dernières années en accord avec une amélioration de la situation dans le Golfe de Gascogne due à une baisse généralisée de l'effort et à une modification du profil d'exploitation depuis l'apparition des palangriers et des filets droits. Si la situation sur les pêcheries de langoustine, au regard de la taille marchande du merlu, ne s'est pas améliorée puisque la demande de petits merluchons existe toujours, on assiste par contre depuis une dizaine d'années à une diversification lente des activités des flottilles entrant beaucoup mieux dans le schéma logique d'exploitation des pêcheries séquentielles de merlu. Quand les rendements en langoustine baissent, une partie de la flottille s'oriente vers les poisson sur les marges des pêcheries de langoustine. Pour les baudroies on observe des phénomènes assez analogues et une augmentation importante des débarquements des deux espèces par les langoustiniers due également à un élargissement de leurs zones de pêche. Sur les vasières à langoustine elles-mêmes, il n'y a pas de modification notable de l'exploitation dans la série historique. Toute étude des pêches côtières se heurte toujours au problème d'acquisition des données statistiques et le pays bigouden n'échappe pas à la règle. Pour améliorer cette situation, en 1987 et 1988, deux points ont été retenus : - une meilleure connaissance de l'effort et des zones fréquentées, par enquête au moment des débarquements à Guilvinec et à Loctudy, - une description détaillée des apports par espèce, par échantillonnage, à Loctudy, sur les 2/3 des ventes côtières, entre décembre 1987 et novembre 1988. Pour cette raison, l'analyse de flottilles en types est encore sommaire et n'a porté que sur une année. L'apparition des tendances nouvelles vers le poisson ne peut être décrite que qualitativement puisque la série historique n'existe pas. La classification des bateaux a été faite par l'analyse des données fournies par les criées. Ce premier diagnostic ne présente pas toutes les garanties en raison surtout d'une description peu fidèle des apports par les criées, déficience que l'on a essayé de pallier en enquêtant à Loctudy. En conclusion, on assiste dans le pays bigouden comme dans d'autres entités à un rééquilibrage entre les activités traditionnelles et des orientations modernes. La pêche de langoustine, quasi exclusive avant les années 1980, tend à décroître pour deux raisons principales : - une baisse généralisée de l'effort sur les pêcheries de langoustine due au nonrenouvellement des flottilles de pêche côtière, - le report d'une partie de l'effort des langoustiniers vers les pêcheries de poissons, la langoustine et sa capture accessoire ne semblant plus pouvoir assurer la rentabilité économique des navires neufs. D'autres quartiers maritimes ont résolu de façon différente leur problème langoustine. Les Lorientais ont amélioré leurs rendements en adoptant des chaluts plus performants, les Sablais en exploitant à fond la séquence des pêcheries de merlu et en limitant leur intervention sur la langoustine à la saison la plus favorable. Le pays bigouden s'engage lentement dans la seconde solution, au rythme du renouvellement de sa flottille. The fisheries have well developed becoming one of the main fisheries in Okinawa where 210 fads are approved to deploy in 1999. The annual catch by roughly 1 000 boats (most of them are small) is 2500-4000 mt; average catch from one fad is about 20 mt; average catch by one boat on one day is 73 kilogrammes. fads are also important for easing the fishing pressures on bottom fish stocks. Most of the fads were deployed and managed by local fishermen's groups that have improved the structures of the system to withstand typhoons. The catches are strongly depending on the sites, usually the farther offshore, the better the catches. A variety of fishing methods are devised targeting each species and the size of the fish. Being most abundant and having relatively higher prices, yellowfin tuna is the most important and consists 68% of the total production. There have been conflicts among fishermen on the use of fads since the early stage of the fisheries development. Now, the number of fads is regulated by a management committee. Conflicts between fishermen and sport fishermen have become problems; on the other hand, the sport fishing could lead to further development of the fisheries. Degraded fish meat caused by high meat temperature and occasional oversupply have been major marketing problems since prices are strongly related to the meat quality and the fish supply. Guam Fish Aggregating Device programme Auteur(s) : Torres, A Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : Installation and maintenance of FADs by the Government of Guam began in 1979, initially with funding from the Salstonstall-Kennedy Act through the Pacific Tuna Development Foundation. Current funding for the Guam FAD project is provided through the Dingell-Johnson/Wallop-Breaux Sport Fish Restoration programme, a Federal Aid Project funded by taxes collected on the purchase of fishing equipment and motorboat fuels nationwide. There are now sixteen operational FAD sites in Guam's waters. At a cost of approximately US$10,000 per system, concern for the rising costs of replacing and maintaining FAD systems has prompted the Department of Agriculture's Division of Aquatic and Wildlife Resources (DAWR) to investigate alternative FAD maintenance strategies and system design. Several cost-cutting measures being considered include the use of reliable solar-powered navigation lights to reduce the number of maintenance trips required, and switching to a newer generation of lighter, more durable buoys and mooring systems. Average time on station for a dawr fad system is nearing two years. Interestingly, in most cases where an errant system is recovered, the failure in the mooring system was observed to occur at a depth from 35 to 500 metres. These observations have led to speculation that additional protection of the mooring line down to 500 m may result in doubling the average time on station of most FAD systems. Biogeography of tuna and billfish communities Auteur(s) : Reygondeau, Gabriel Maury, Olivier Beaugrand, Gregory Fromentin, Jean-marc Fonteneau, Alain Cury, Philippe Éditeur(s) : Wiley-blackwell Résumé : Aim The aims of this study were: (1) to identify global communities of tuna and billfish species through quantitative statistical analyses of global fisheries data; (2) to describe the spatial distribution, main environmental drivers and species composition of each community detected; and (3) to determine whether the spatial distribution of each community could be linked to the environmental conditions that affect lower trophic levels by comparing the partitions identified in this study with Longhursts biogeochemical provinces. Location The global ocean from 60 degrees S to 65 degrees N. Methods We implemented a new numerical procedure based on a hierarchical clustering method and a nonparametric probabilistic test to divide the oceanic biosphere into biomes and ecoregions. This procedure was applied to a database that comprised standardized data on commercial longline catches for 15 different species of tuna and billfish over a period of more than 50 years (i.e. 1953-2007). For each ecoregion identified (i.e. characteristic tuna and billfish community), we analysed the relationships between species composition and environmental factors. Finally, we compared the biogeochemical provinces of Longhurst with the ecoregions that we identified. Results Tuna and billfish species form nine well-defined communities across the global ocean. Each community occurs in regions with specific environmental conditions and shows a distinctive species composition. High similarity (68.8% homogeneity) between the spatial distribution of the communities of tuna and billfish and the biogeochemical provinces suggests a strong relationship between these species and the physical and chemical characteristics of the global ocean. Main conclusions Despite their high tolerance for a wide range of environmental conditions, these highly migratory species are partitioned into clear geographical communities in the ocean at a global scale. The similarity between biogeochemical and biotic divisions in the ocean suggests that the global ocean is a mosaic of large biogeographical ecosystems, each characterized by specific environmental conditions that have a strong effect on the composition of the trophic web. First, a comparative review of fishery statistics is developed. Recent catches on fads by purse seiners can be estimated at a level of one million tons yearly. This comparison allows to describe the fishing zones and catch trends over time, the species composition and size taken in the various fad fisheries. Skipjack tuna is the dominant species in most fad fisheries, but significant amounts of yellowfin and bigeye are also frequently taken under fads. The paper also presents an overview of various observer data concerning the by-catches of the various fisheries using fads. This comparison allows to estimate the total worldwide yearly by-catches at about 100,000 t, and their species composition in each ocean. The fad technology used in the various oceans by purse seiners is described. The recent use of fads by purse seiners has introduced major uncertainties in most stock assessments, because analyses are hampered by changes in the fishing effort in a fad fishery, by changes in fishing zones and in sizes caught. As a last point, the management of fads presently done or in view by the various tuna bodies are introduced. It appears that the present massive use of fads worldwide is perhaps an unsafe fishing mode, which could produce serious overfishing of many stocks. There is then a consensus that the use of fads needs to be controlled and limited to sustainable biological levels. Les ressources halieutiques de l'etang de Berre Auteur(s) : Le Corre, Gildas Garcia, Fabrice Résumé : Fishing activity in the french mediterranean lagoon Etang de Berre is actually allowed in spite of a degradation of the environment during the last fifty years. To analyse the results and the working of the fishery, a study based on a sampling survey of catches and fishing effort has been conducted in the various landing ports over a two years period. Annual weight and value productions by species and gear have been evaluated by mean of statistical calculation procedures. The results show that the fishery is based on the exploitation of two main species (anguilla and grey mullet) and that important variations exist between the two sampled years. The limits to be reached by the working of this fishery are prompted in the scope of a future regulation. La pratique de l'exploitation halieutique dans l'étang lagunaire de Berre (Méditerranée française) est actuellement tolérée malgré la dégradation du milieu au cours des cinquante dernières années. Pour réaliser une analyse des résultats et du fonctionnement de la pêcherie, une étude par enquête basée sur le suivi des captures et des efforts de pêche a été menée aux différents ports de débarquements pendant une durée de deux ans. On calcule par évaluation les productions annuelles spécifiques et par métiers, en poids et en valeurs. Ces résultats montrent que la pêcherie est basée sur l'exploitation de deux espèces principales (anguille et mulets) et qu'il existe de fortes variations entre les deux années d'études. EU purse seine fishery interaction with marine turtles in the Atlantic and Indian Oceans: a 15 years analyses Auteur(s) : Clermont, Sandra Chavance, Pierre Delgado De Molina, Alicia Murua, Hilario Ruiz, Jon Ciccione, Stephane Bourjea, Jerome Résumé : Bycatch of marine turtles, vulnerable or endangered species, is a growing issue of all fisheries, including Oceanic purse-seine fishery. The present paper seeks to assess marine turtle bycatch at a spatial and temporal level in the European purse seine fishery operating in the Atlantic and Indian Oceans. The study was based on data collected through French and Spanish observer programs from 1995 to 2011, a period where more than 230 000 fishing sets were realized by the UE fleets in both Oceans. A total of 15 913 fishing sets were observed, including 6 515 on drifting Fish Aggregate Devices (FAD) and 9 398 on Free Swimming Schools (FSC). Over the study period, 597 turtles were caught, 86% being released alive at sea. At the same time, from 2003 to 2011, 14 124 specific observations were carried out on floating objects whether they ended in a set or not. 354 marine turtles were observed upon which 80% were already free or entangled alive and therefore released alive. At the temporal and spatial level, data were organized and analysed by Ocean, fishing mode (FAD vs. FSC) as well as by year, quarter and statistical square of 1°. In order to evaluate the impact if this fishery in both Oceans, bycatch distribution was compared to the total fishing effort of the UE fleet, as well as to the known marine turtle post nesting migration routes, nesting population abundances and known feeding areas. The species composition, the size and sex structure of bycatch are also discussed here. At last, an attempt to raise the data to the total fishing effort was carried out. Based on observation of marine turtle by-catches on sets, we estimated that, globally, 3500 marine turtles were accidentally captured by the EU-PS fleet in the Atlantic Ocean from 1995 to 2010, and around 2000 in the Indian Ocean from 2003 to 2010, with a corresponding annual bycatch rate of 218 (SD=150; survival rate =91%) and 250 (SD=157; survival rate =77%) respectively in the Atlantic and Indian Ocean. However, because of important uncertainties mainly due to the low observation coverage and the scarcity of marine turtle bycatch events, it was impossible to produce solid and reliable global estimates of marine turtle bycatch and mortality due to PS activity. This plan which has become an iccat recommendation for 1999, consists mainly in preventing fishing on floating objects (logs) and in having observers on board tuna purse seiners. Data collected by these observers and landing statistics allow to draw preliminary conclusions on some effects of the protection plan, on the fleets and on the Atlantic tuna stocks. Largely respected, the moratorium has led to a spatial redistribution of the fishing effort, an important reduction of the proportion of sets on logs and a decrease of the landings by one third compared to those realised the years before during the same months, particularily for the skipjack and the bigeye tunas. Moreover, data collected allow to calculate catch rates for a number of by-catch species in the purse seine fishery. During the last years, the mesh size of their cod-end changed twice. It increased from 45 mm to 60 mm at the end of year 1978 and to 70 mm at the end of year 1979.'. Whereas the change to 60 mm seems to have no immediate- effect on Nephrops landings, the increase from 60 mm to 70 mm results in a loss in Nephrops landings of 30-40 %. That loss in Nephrops landings goes with an increase in some by-catches species as whiting, cod and hake. Les langoustiniers Lorientais travaillant au nord du 48ème parallèle ont subi successivement deux augmentations de maillage. Ils sont passés du 45 mm au 60 mm en fin d'année 1978 puis au 70 mm en fin d'année 1979. Alors que le passage au 60 mm ne s'est pas fait sentir, le passage de 60 au 70 mm a provoqué une baisse des rendements en langoustine de 30-40 %. Marine cage fish farming Auteur(s) : Espeut, P. Harache, Yves Lemarie, Gilles Ricard, Jean-marc Résumé : Marine capture fisheries in Jamaica is primarily artisanal in nature ansd is conducted maiinly by fishermen operating from canoes. Approximately 95% of these fishermen operate on the coastal shelf and its associated banks. The commercial species harvested comprise bottom-dwelling, coral reef species and free swimming species of finfish. Other fishery resources of commercial value include marine shrimp, conch and lobsters. Catch statistics are not available for all species, but the Department of Fisheries reports a slight decline in fishery production with production decreasing from 16 milion lbs in 1990, despite the fact that fishing efforts have doubled. Over this period the number of registered fishermen has grown from 12 000 to 16 000, al of whom are engaged in full-time fishing. There arealso part-time fishermen who are not registered. The decline in fish catch is accompanied by a decrease in fish size and quality, suggesting that the fisheries are under pressure and have already exceeded optimum production in relation to vailable resources. As a result the economic returns to fishermen are declining. There are also other problems, such as high incidence of conflicts among fishermen at sea, the high cost of purchasing boats, outboard engine fuel, and equipment, with together with the dangers involved in fishing offshore (piracy, and praedial larceny) create serious social ans economic difficulties for fishermen. Notwithstanding, there is an apparent move on the part of the fishermen to leave the industryor to seek alternative forms of employment. In fact, the Department ofFisheries reports that it is still reciving applications for new licences to operate fishing boats. This is probably due to the fact that where the basis of a community is fishing, it becomes difficult to introduce alternative forms of employment, such as cottage industries, village crafts and other trades. In 1987 the Jamaica Department of Fisheries prepared a Management plan which proposed several conservation measures to promote the efficient use of fisheries resources and to control the development of the Fishery in such a way that the country would receive highest benefits. Adequate attention was given to limitations on fishing gear, institution of closed seasons and related legislation. Strategies to diversify the marine fishing were also proposed. The 1990 five year Devlopment Plan for marine fisheries also focuses on proper resource management in order to reverse trends associated with the overexploitation of marine resources. According to the plan, emphasis will be placed on inland fisheries and mariculture in order to reduce pressure on the fisheries. Inland fisheries in the form of freshwater fish fanning has expanded significantly over the past 10 years with production increasing from less than 0,5 million lbs. in 1980 to in excess of 6.0 million lbs. in 1989. However, some freshwater fish farmers are already experiencing serious competition for water usage and, to a lesser extent for land from crop-producing farmers. The Ministry of Agriculture is of the view that marine cage culture technologically has the potential for introduction in Jamaica . This technologyhas been successfully developed in Norway and the technology is currentlty being experimentally utilized in several countries in the area. The technology, if widely utilized in Jamaica, couls significantly reduce pressure on fisheries, making fishing more cost effective and improve the economic returns to fishermen. Already there exist some technical and institutional capabilities in Jamaica to support commercial development of marine cage culture. The Department of Fisheries has highly trained personnel in aquaculture and marine fisherie, some of whom are directly responsible for the success of freshwater fish fanning. In adition, the Marine Laboratory at the Univesity of the West Indies (UWI) is caarying research on hatchery facilities for marine cage farming. The Department of Fisheries will seek the collaboration ofg the marine unit at UWI which could provide fingerlings of selected marine species for cage 1 Les pêcheries de captage marin en Jamaïque sont principalement de nature artisanale et elles sont dirigées principalement par les pêcheurs qui travaillent depuis des canoës. Il y a aussi d'autres problèmes, tels qu'un taux élevé de conflits entre les pêcheurs en mer, le coût élevé pour acheter les bateaux, le combustible pour les moteurs hors-bord, et le matériel, ainsi que les dangers impliqués dans la pêche offshore (le piratage, et le vol prédial) ont créé de graves problèmes sociaux et économiques pour les pêcheurs. Néanmoins, il y a une tendance évidente chez les pêcheurs de quitter l'industrie ou de chercher du travail dans d'autres domaines. En fait, le Département des Pêcheries signale qu'il continue de recevoir des demandes de nouveaux permis pour opérer les bateaux de pêche. Ceci est probablement attribuable au fait que là où la base d'une communauté est la pêche, il est difficile d'y introduire des formes alternatives de travail, telles que l'industrie artisanale, l'artisanat de village ou d'autres métiers. Le Département des Pêcheries de la Jamaïque a préparé en 1987 un Projet de gestion qui proposait plusieurs mesures de conservation afin d'encourager l'utilisation efficace des ressources des pêcheries et de contrôler le développement de la Pêcherie de manière que le pays touche le plus de bénéfices. Une attention adéquate a été prêtée aux limitations sur les engins de la pêche, l'établissement de saisons de clôture et les législations associées. Des stratégies pour diversifier la pêche marine ont aussi été proposées. Le Plan de développement quinquennal de 1990 pour les pêcheries marines met l'accent aussi sur la gestion de ressources appropriée afin de faire reculer les tendances associées à la surexploitation des ressources marines. Selon le plan, l'accent sera mis sur les pêcheries intérieures et la mariculture afin de réduire la pression sur les pêcheries. Les pêcheries intérieures, sous la forme de l'élevage de poissons en eau douce, ont pris leur essor sur les 10 dernières années avec une production qui s'est élevée de moins de 0,5 millions de livres en 1980 pour atteindre en 1989 plus de 6.0 millions de livres. Cependant, certains pisciculteurs en eau douce expérimentent déjà une concurrence sérieuse avec les agriculteurs pour l'usage de l'eau et, dans une moindre mesure, de la terre. Le Ministère de l'Agriculture est de l'avis que l'élevage en cage marine a technologiquement le potentiel d'être introduit en Jamaïque. La technologie a été développée avec réussite en Norvège et plusieurs pays dans la région utilisent actuellement la technologie expérimentalement. La pêche au vivaneau en Guyane française Auteur(s) : Prevost, Etienne Résumé : Traditionally fished by line and conical fishing basket by Venezuelan ships, the red snapper resource off the coast of French Guyana (fish belonging to the Lutjanidae family) has been experiencing intensive fishing since 1984-85 due to the boom in classic fishing techniques and the development of trawl fishing.
The study evaluates the situation of this resource's potential: biology, sampling data, bio-statistics (size and sex), size-weight relationship of the three species, specific composition of the catches, describes fishing devices and prospecting, pinpoints fishing spots, gives a distribution of the Venezuelan and Martinique fishing effort.
Traditionnellement exploitée à la ligne à main et à la nasse par les navires vénézuéliens, la ressource en vivaneaux au large de la Guyane française (poissons appartenant à la famille des Lutjanidae) subit depuis 1984-85 une exploitation intense par l'accroissement des techniques de pêche classiques et le développement d'une pêcherie au chalut. Les pêcheries mixtes de langoustine et merlu du Golfe de Gascogne, modélisation bio-économique et simulation des procédures de gestion Auteur(s) : Charuau, Anatole Résumé : Fishing crayfish on the gulf's mudflats is a traditional business practised by 450 boats of 12 to 18 metres in length and employs 2,500 sailors. In the north of the gulf, this activity is exclusive, in the south, immature hake are also caught, because the crayfish areas coincide, in part, with the nurseries of the northern stock of this species.
Management of these fisheries, called mixed, of crayfish and hake is one of the greatest problems of the Gulf of Gascony. All assessments tend to show the responsibility of the crayfish boats in the future of the hake stock. The solution is likely to pass through a generalised increase of the 80 mm meshing that would lead, eventually, the hake stock yield to its maximum, but would eliminate a great many trades that are only practicable for the moment by using small meshing: crayfish boats, shrimp boats, etc.
It was shown moreover that the times of maximum abundance of hake and crayfish do not necessarily coincide. Indeed, hake does not swim along the bottom but rather moves in the channel of water. There are therefore definitely crayfish areas and hake areas, but overlapping such that a ship passing from one to the other during a single pass cannot judge in advance the immediate composition of its catch.
The method used for describing these mixed fisheries and providing a solution to their problems of management relies on simulations aided by a bio-economic model known as "compartmental". This structure was adopted to be able to take into account all possible scenarios of the fleets' strategies. The fishery is first divided into geographic elements corresponding to the specific sedimentary structures where the stocks of exploited species are concentrated, the major constraint being the limits of these elements corresponding to those usually employed in fishing statistics, since it is based on these statistics that we can determine the fleets' profiles and their target species. The ratios between the fleet and the species are measured by calculating the fishing power.
La pêche de la langoustine sur les vasières du golfe est une activité traditionnelle pratiquée par 450 bateaux de 12 à 18 mètres et occupe 2500 marins . Dans le nord du golfe, cette activité est exclusive, vers le sud, elle s'accompagne de la capture de merlus immatures, car les zones à langoustine coïncident, pour partie, avec les nourriceries du stock nord de cette espèce. La gestion de ces pêcheries, dites mixtes, de langoustine et de merlu est un des problèmes les plus importants du golfe de Gascogne. Toutes les évaluations tendent à montrer la responsabilité des langoustiniers dans le devenir du stock de merlu. La solution passerait par une augmentation généralisée du maillage à 80 mm qui conduirait, à terme, le rendement du stock de merlu à son maximum, mais ferait disparaître quantité de métiers qui ne sont praticables pour le moment que par l'emploi de petits maillages : langoustiniers, crevettiers etc.. Il a été montré par ailleurs que les abondances maximales de merlu et de langoustine ne coïncident pas obligatoirement. En effet, le merlu n'est pas posé sur le fond mais se déplace dans la tranche d'eau. Il existe donc bien des zones à langoustine et des zones à merlu, mais imbriquées de telle sorte qu'un navire passant de l'une à l'autre au cours d'un même trait ne peut préjuger de la composition immédiate de sa capture. La méthode retenue pour décrire ces pêcheries mixtes et fournir une solution à leurs problèmes de gestion repose sur des simulations à l'aide d'un modèle bio-économique dit " à compartiments". Cette structure a été adoptée pour permettre la prise en compte de tous les cas de figures possibles de stratégies des flottilles. La pêcherie est d'abord divisée en éléments géographiques correspondant à des structures sédimentaires particulières où se concentrent les stocks d'espèces exploitées, la contrainte majeure étant les limites de ces éléments correspondant à celles habituellement employées dans les statistiques de pêche, puisque c'est à partir de ces statistiques que l'on peut déterminer le profil des flottilles et de leurs espèces cîbles. Les rapports entre la flottille et l'espèce sont mesurés par le calcul des puissances de pêche. Chaque compartiment est, sur une base trimestrielle, le résultat de la superposition d'un élément géographique, d'une flottille, d'une espèce ou d'un groupe d'espèces-cibles. L'association espèce-flottille définit le métier. Les stocks sont dits mobiles quand ils recouvrent par le biais des migrations la totalité de la pêcherie, immobiles quand il n'existe pas d'échanges entre éléments géographiques. Dans le deuxième cas, la mortalité par pêche est ventilée au prorata des captures sur chaque stock élémentaire. A l'intérieur de chaque composante un navire a le choix entre poissons démersaux, poissons de fond ou langoustine. L'inflexion de comportement dans les simulations est gouvernée par deux paramètres qui leur permettent d'orienter leur effort vers d'autres cibles pour optimiser leurs bénéfices. On connaît pour chaque flottille les éléments de coûts de production dérivés des comptes d'exploitation de l'année en cours. Pour chaque espèce, le chiffre d'affaire est le produit du prix prédit par l'équation des prix et des quantités débarquées. Les bénéfices escomptés sont déduits de ces deux valeurs. Les simulations ont porté sur diverses hypothèses : - maillage de 50 mm pour la langoustine et 65 mm pour le poisson ; - l'augmentation de l'effort ; - stratégies visant au profit maximal avec ou sans quota sur le merlu. Dans tous les cas, à terme, les schémas classiques des conséquences des procédures de gestion sont vérifiés : les brusques augmentations de maillage créent des situations transitoires catastrophiques mais permettent d'espérer au bout de 15 ans des soldes tout à fait attirants. Les conséquences d'une augmentation de l'effort agissent dans le sens inverse : augmentation immédiate du solde global, pertes à long terme. Enfin quand on laisse les flottilles suivre une stratégie "libre" orientée vers des bénéfices optimaux, les soldes sont importants car il existe toujours un report très marqué vers le merlu, dans les limites d'un quota quand on l'impose. Les phénomènes biologiques sont aisément prévisibles et théoriquement contrôlables. La stratégie des flottilles l'est beaucoup moins et dépend du contexte politico-économique. Le modèle présenté ici peut donner des réponses au gestionnaire et à l'économiste. La théorie de la technique d'évaluation des rejets utilisée dans la phase 1 est développée et appliquée aux huit espèces principales de la Mer Celtique. With the growth of the net-fishing for tunna, some pelagic rare species (Taractes asper; Luvarus imperialis, Istiophorid fishes are caught. Combining sensitivity and uncertainty analysis to evaluate the impact of management measures with ISIS-Fish: marine protected areas for the Bay of Biscay anchovy (Engraulis encrasicolus) fishery Auteur(s) : Lehuta, Sigrid Mahevas, Stephanie Petitgas, Pierre Pelletier, Dominique Éditeur(s) : Oxford Univ Press Résumé : Spatio-seasonal explicit simulation models can predict the impact of spatial management measures on marine fish populations and fishing activities. As fisheries are complex systems, fisheries simulation models are often complex, with many uncertain parameters. Here, the methodology is provided to deliver fishery diagnostics within an uncertainty context using a complex simulation tool. A sensitivity analysis of the model is performed on model outputs using partial least-squares to identify the most sensitive parameters. The impact of several management measures is then simulated using a statistical simulation design taking into account the uncertainty of the selected sensitive parameters. This approach was applied to the Bay of Biscay anchovy stock using the ISIS-Fish (Integration of Spatial Information for Simulation of Fisheries) model to assess the impact of imposing marine protected areas (MPAs) conditionally on parameter uncertainty. The diagnostic appeared to be highly sensitive to the mortality of larvae and juveniles, growth, and reproduction. The uncertainty of the values of these parameters did not permit any of the simulated MPA designs to be proposed. However, according to anchovy catch and biomass, the simulations allowed the low impact of closure duration to be shown and underscored the utility of protecting such key processes as spawning.
