The fishery management essentially relies on conservation measures, a total at I owed catch (TAC) for Nephrops together with a mini mum landing size (MLS) and minimum trawl mesh size (70 mm stretched mesh). These measures have failed to prevent high discard levels of many species that characterize the fishery. Nephrops trawlers thus discard about half of their Nephrops catches in numbers (a third in weight) of which only 30% survive. Nephrops discards mainly occur in younger Nephrops age groups below the MLS. This is a waste for the already overexploited Nephrops stock as well as for the fleet. Based on a bio-economic simulation model, the paper analyses the consequences of several scenarios of improving Nephrops selectivity. The potential impacts of these scenarios on Nephrops biomass, landings, discards and economic indicators (e.g. rent) are examined and a cost-benefit analysis of each scenario is carried out. We show that a better exploitation pattern would benefit fisheries that have high level of discards. Reducing non-commercial Nephrops discards leads to positive net present values of rent with better value realized from the production potential and limited short-term losses for the fishing units. By taking account of the economic dynamics of increasing effort however, we show that selectivity measures are insufficient. Regulating access to the fishery is also required to ensure the sustainability of the fishery and a better exploitation of the production potential. (C) 2008 Elsevier B.V. All rights reserved. During the last years, the mesh size of their cod-end changed twice. It increased from 45 mm to 60 mm at the end of year 1978 and to 70 mm at the end of year 1979.'. Whereas the change to 60 mm seems to have no immediate- effect on Nephrops landings, the increase from 60 mm to 70 mm results in a loss in Nephrops landings of 30-40 %. That loss in Nephrops landings goes with an increase in some by-catches species as whiting, cod and hake. Les langoustiniers Lorientais travaillant au nord du 48ème parallèle ont subi successivement deux augmentations de maillage. Ils sont passés du 45 mm au 60 mm en fin d'année 1978 puis au 70 mm en fin d'année 1979. Alors que le passage au 60 mm ne s'est pas fait sentir, le passage de 60 au 70 mm a provoqué une baisse des rendements en langoustine de 30-40 %. Cette baisse des rendements s'est accompagnée d'une augmentation des rendements de certains poissons comme le merlan, la morue et le merlu. ![]() | La dynamique des pêches côtières du pays bigouden Auteur(s) : Charuau, Anatole Résumé : In the beginning, the coastal fleet of the Bigouden region fished by trawling and was completely focused on exploiting lobster and hake. It is a traditional business that expanded between the last war and the 70s, reaching its peak between 1975 and 1980.
The best image to give an idea of this fleet is that of a "bucket waterwheel" endlessly discharging its catch in the four ports of the Guilvinec district. Where there is a seafaring business in Guilvinec, Loctudy and Saint-Guénolé, there is a complementarity that is expressed in two ways:
- coastal fishing constitutes a very noticeable and regular supplement to production, since sales happen daily and only bad winter weather causes a relative decrease in the supplement. - coastal fishing gives a flattering image of the port based on the display of high-quality leading market products: daily live lobster, hake and angler.
In this study, we have above all tried to evaluate the situation of the Bigouden coastal system as an entity, while including in the same analysis the species, fleets and the exploitation of the resource. For the main species, a balance sheet is proposed. It covers the lobster, hake and angler separately. Lobster, because of its small amount of movement, can be considered as being an isolated stock, while fish belong to much more wide-ranging groups.
The lobster has gained from various increases in meshing that have been imposed since 1971, even if these have not always been strictly applied. One of the results of this management by means of meshing is a "depreciation" of the variations of daily yields around an average value of 100kg.
For the hake, the dominant trait is an increase in yields in the last few years in accordance with an improvement of the situation in the Gulf of Gascony due to a generalised decrease of effort and a modification of the exploitation profile since the appearance of boulters and straight nets. Whereas the situation for lobster fisheries, as regards the hake's marketable size, did not improve, since the demand for small hake still exists, we have nonetheless been witnessing for about ten years a slow diversification of the fleets' business activities, which is much more in line with sequential hake fisheries' logical outline of exploitation. When lobster yields decrease, one part of the fleet focuses on the fish at the edges of the lobster fisheries.
For the angler, we see rather similar phenomena and a significant increase in unloading of the two species by lobster fishermen due also to a widening of their fishing areas. On the lobster mudflats themselves, there is no notable change in exploitation in the historical records. All studies of coastal fishing always come up against the problem of acquiring statistical data and the Bigouden region is no exception to the rule.
To improve this situation, in 1987 and 1988 two items were chosen:
- a better awareness of the activity and of the areas frequented, by survey during unloading in Guilvinec and in Loctudy.
- a detailed description of the haul by species, by sampling, in Loctudy, on two-thirds of coastal sales, between December 1987 and November 1988.
For this reason, analysis of fleets by type is still cursory and covers only one year. The appearance of new trends towards fish can only be described qualitatively, since there is no historical record. The classification of boats was done by analysing data furnished by the auctions. This first assessment is not necessarily reliable, above all because of the auctions' inaccurate description of the hauls, a deficiency that we have tried to overcome by surveying in Loctudy.
In conclusion, we are witnessing in the Bigouden region, as in other entities, a rebalancing between traditional business activities and modern trends. Lobster fishing, almost exclusive before the 1980s, is tending to decrease for two main reasons:
- a generalised decrease in activity in the lobster fisheries due to non-renewal of coastal fish fleets,
- The transfer of part of the lobster fishermen's activities to fish, since the lobster and its accompanying catch no longer seemed able to insure the economic viability of new ships.
Other maritime districts resolved their lobster problem in a different way. The Lorient fishermen improved their yields by using more capable trawlers, the fishermen of Sable by exploiting the hake fish run to the fullest and limiting their lobster fishing to the best season. The Bigouden region is slowly turning to the second solution, as it renews its fleet.
A ses origines, la flottille côtière du pays bigouden péchant au chalut, est tout entière orientée vers l'exploitation de la langoustine et du merlu. Il s'agit d'une activité traditionnelle qui s' amplifie entre la dernière guerre et les années 70 pour atteindre son apogée entre 1975 et 1980. La meilleure image que l'on puisse donner de cette flottille est celle d'une "noria" débarquant inlassablement sa capture dans les quatre ports du quartier du Guilvinec. Là où existe une activité hauturière à Guilvinec, Loctudy et Saint-Guénolé, il y a une complémentarité qui s'exprime de deux manières : - la pêche côtière constitue un appoint très appréciable et régulier de production, puisque la vente est quotidienne et que seules les intempéries hivernales entraînent une baisse relative des apports. - la pêche côtière donne du port une image flatteuse basée sur la présentation de produits d'appel de grande qualité : langoustine vivante, merlu et baudroies quotidiens. Dans cette étude, nous avons surtout tenté de faire le point sur le système côtier bigouden en tant qu'entité, en englobant dans la même analyse des espèces, les flottilles et l'exploitation de la ressource. Pour les espèces principales, un bilan est proposé. Il couvre séparément la langoustine, le merlu et les baudroies. La langoustine, en raison de ses faibles déplacements, peut être considérée comme constituant un stock isolé, alors que les poissons appartiennent à des ensembles beaucoup plus vastes. La langoustine a beaucoup gagné des diverses augmentations de maillage qui ont été imposées depuis 1971, même si elles n'ont pas toujours été appliquées avec rigueur. Un des résultats de cette gestion par les maillages est un "amortissement" des variations des rendements journaliers autour d'une valeur moyenne de 100 kg. Pour le merlu, le trait dominant est une augmentation des rendements dans les dernières années en accord avec une amélioration de la situation dans le Golfe de Gascogne due à une baisse généralisée de l'effort et à une modification du profil d'exploitation depuis l'apparition des palangriers et des filets droits. Si la situation sur les pêcheries de langoustine, au regard de la taille marchande du merlu, ne s'est pas améliorée puisque la demande de petits merluchons existe toujours, on assiste par contre depuis une dizaine d'années à une diversification lente des activités des flottilles entrant beaucoup mieux dans le schéma logique d'exploitation des pêcheries séquentielles de merlu. Quand les rendements en langoustine baissent, une partie de la flottille s'oriente vers les poisson sur les marges des pêcheries de langoustine. Pour les baudroies on observe des phénomènes assez analogues et une augmentation importante des débarquements des deux espèces par les langoustiniers due également à un élargissement de leurs zones de pêche. Sur les vasières à langoustine elles-mêmes, il n'y a pas de modification notable de l'exploitation dans la série historique. Toute étude des pêches côtières se heurte toujours au problème d'acquisition des données statistiques et le pays bigouden n'échappe pas à la règle. Pour améliorer cette situation, en 1987 et 1988, deux points ont été retenus : - une meilleure connaissance de l'effort et des zones fréquentées, par enquête au moment des débarquements à Guilvinec et à Loctudy, - une description détaillée des apports par espèce, par échantillonnage, à Loctudy, sur les 2/3 des ventes côtières, entre décembre 1987 et novembre 1988. Pour cette raison, l'analyse de flottilles en types est encore sommaire et n'a porté que sur une année. L'apparition des tendances nouvelles vers le poisson ne peut être décrite que qualitativement puisque la série historique n'existe pas. La classification des bateaux a été faite par l'analyse des données fournies par les criées. Ce premier diagnostic ne présente pas toutes les garanties en raison surtout d'une description peu fidèle des apports par les criées, déficience que l'on a essayé de pallier en enquêtant à Loctudy. En conclusion, on assiste dans le pays bigouden comme dans d'autres entités à un rééquilibrage entre les activités traditionnelles et des orientations modernes. La pêche de langoustine, quasi exclusive avant les années 1980, tend à décroître pour deux raisons principales : - une baisse généralisée de l'effort sur les pêcheries de langoustine due au nonrenouvellement des flottilles de pêche côtière, - le report d'une partie de l'effort des langoustiniers vers les pêcheries de poissons, la langoustine et sa capture accessoire ne semblant plus pouvoir assurer la rentabilité économique des navires neufs. D'autres quartiers maritimes ont résolu de façon différente leur problème langoustine. Les Lorientais ont amélioré leurs rendements en adoptant des chaluts plus performants, les Sablais en exploitant à fond la séquence des pêcheries de merlu et en limitant leur intervention sur la langoustine à la saison la plus favorable. Le pays bigouden s'engage lentement dans la seconde solution, au rythme du renouvellement de sa flottille. Over the 45mm meshed cod-end was put a 15mm meshed net in order to retain the Nephrops escaping though, the cod-end. Soon after hauling escaped Nephrops were returned on the sea-bed into cages. After an inversion of 60-78 hours, the average survived rate was about 70 %. However it was found increasing with the size of individuals. The value obtained, which is only a result of- the action oh several factors, may be lower than the true value. I he evolution, of this biological parameter according to the mesh size is discussed in the scope of assessments Le taux de survie des langoustines s'échappant à travers les mailles d'un cul de chalut a été étudié dans le Golfe de Gascogne. Sur le cul de chalut muni d'un maillage de 45 mm a été ajoutée une double-pêche en un maillage de 15mm: afin de recueillir les langoustines échappées. Les langoustines ainsi retenues ont été ré immergées dans des casiers. Après une immersion de 60-78 heures, le taux ce survie moyen était de l'ordre de 70%- Le taux de survie augmente avec la taille ces individus. Le taux de survie moyen obtenu n'est qu'une résultante de divers facteurs. Cette résultante pourrait dans le cas présent, être un minorant. L'évolution de ce paramètre biologique en fonction de la taille des vailles est, en outre, discutée. However, the way to operationalize this approach remains challenging. The present paper illustrates how the concepts of stochastic co-viability, which accounts for dynamic complexities, uncertainties, risk and sustainability constraints, can be useful for the implementation of EBFM. In the present case, this concept is used to identify fishing strategies that satisfy both ecological conservation and economic sustainability in a multi-species, multi-fleet context. Economic Viability Analysis (EVA) and the broader Co-Viability Analysis (CVA), are proposed to expand the usual Population Viability Analysis (PVA) and precautionary approach. An illustration is proposed, using data on the fisheries of Bay of Biscay (France) exploiting the stocks of nephrops and hake. Stochastic simulations show how CVA can guarantee both ecological (stock) and economic (profit) sustainability. Although such long term changes have already been documented, and in some cases shown to be related to the impacts of fishing, changes in the physical environment, or both, relatively little work has been devoted to their potential consequences in economic terms. The nature and extent of these consequences was determined in the present study by looking at the composition of the affected fish production, and the status of different fish products on the markets. We propose a methodology to characterize market position for this set of nine species. The selected species represent a significant part of the gross turnover of French fishing fleets operating in the bay. These species were characterized in terms of their potential sensitivity to fishing and changes in environmental conditions due to global warming. We separated species potentially positively (Engraulis encrasicolus and Lophius budegassa) and negatively affected (Pollachius pollachius and Lophius piscatorius) by warming. Evolution of the value of production of the nine species was then depicted using analysis of macro-economic index (production and potential consumption) and price indices. This revealed the relatively high sensitivity of domestic production to the market crisis that occurred in France in the early 1990s, compared to imported and exported products. The relative position of individual species, with respect to the market and its evolution between 1990 and 2005, was analyzed by multi-factorial analysis. Results derived from the analysis clearly distinguish two groups of species, the first characterized by higher prices (monkfish, Nephrops, sole, seabass) and the second by larger volumes available on the French market (pollack, hake, anchovy, sardine, cuttlefish). We conclude that a major part (69 to 87%) of the gross turnover associated with catches of these fish species in the Bay of Biscay remains potentially unaffected by long-term changes related to climate. Two facts are pointed out: - the shifting, stabilized during 1980 and 198l, of a part of the effort of the vessels fishing for gadoids, from the area VIIa to the areaVIIf - a tendancy inside the area VIIg of a part of the effort of the Nephrops trawlers to be transferred on benthic fishes when the yield of Nephrops is low. Cette communication décrit l'évolution des habitudes des pêcheurs français travaillant au chalut de fond en Mer d'Irlande (division CIEM VIIfa) et sur le Plateau Celtique (divisions CIEM VIIf et g) sous la pression des nouvelles réglementations de irai liage. Elle fait suite à la communication de CHARUAU et M0RIZUR(198l) sur le même sujet. Deux phénomènes simultanés se sont produits depuis 1978 : - un repli qui semble s'être stabilisé entre 1980 et 198l, d'une partie de la flottille des bateaux spécialisés dans la pêche du poisson, de la division VIIa vers la division VIIf, - un report, à l'intérieur de la division VIIg, d'une partie de l'effort des langoustiniers vers le poisson. Indicators are required to support the development of this approach. For example, community indicators have been proposed to assess the impact of fishing. We tested here the applicability of one such community indicator, the abundance-biomass comparison (ABC method), as a measure of the impact of bottom trawling (years of sampling: 2001 and 2003) on the benthic invertebrates-typically starfishes, crabs, squat lobsters, shrimps and large hard-shelled molluscs-of "Grande Vasiere", a major French fishing zone, in the Bay of Biscay. The ABC method is generally used as an impact indicator for different types of physical, biological and anthropogenic disturbances on benthic communities. This method is based on the assumption that increasing disturbance shifts communities from dominance by large-bodied species with low turnover rates toward dominance by small-bodied species with high turnover rates. At less disturbed areas the average biomass of individuals is greater than at more heavily disturbed areas. The ABC method measures this effect by comparing the ranked distributions of abundance and biomass within a given community. We applied the ABC method and compared the size structure and the species diversity at two areas exposed to moderate and high bottom trawl effort. Species diversity was lower in the most exploited area. The highly trawled area was dominated by opportunistic organisms, mainly one species of swimming crab Liocarcinus depurator, one species of squat lobster Munida rugosa and Norway lobsters Nephrops norvegicus, which are large-bodied species. Consequently, the results of the ABC method were inconsistent with the theoretical expectation for these particular macrofaunal communities and the measured levels of fishing intensity. La nécessité de passer d'une gestion monospécifique des pêches à une approche écosystémique est largement reconnue. Pour mettre en place une telle approche, des indicateurs ont été proposés afin d'estimer l'impact de la pêche sur les communautés. Nous avons testé l'efficacité de l'un de ces indicateurs, la comparaison abondance-biomasse (méthode ABC), pour mesurer l'impact du chalutage de fond (année d'échantillonnage : 2001 et 2003) sur les communautés de la macrofaune benthique de la Grande Vasière, golfe de Gascogne (typiquement des crabes, étoiles de mer, des galathées, de gros mollusques à coquille dure). La méthode ABC est généralement utilisée comme un indicateur d'impact de différents types de perturbations physiques, biologiques et anthropiques sur les communautés benthiques. Cette méthode est basée sur l'hypothèse qu'un régime de perturbation croissant entraîne une modification de la structure des communautés qui deviennent graduellement dominées par des espèces opportunistes de petite taille caractérisées par un renouvellement rapide. Dans une communauté modérément perturbée, la biomasse moyenne des individus est ainsi plus grande que dans une communauté fortement perturbée. La méthode ABC mesure cet effet en comparant les distributions en biomasse et densité dans chaque communauté. Nous avons appliqué la méthode ABC et étudié la structure en taille et la diversité spécifique des communautés benthiques en comparant deux zones, l'une soumise à un effort de pêche modéré et l'autre à un important effort de pêche. La diversité spécifique était plus faible sur les sites fortement chalutés. Ces sites étaient dominés par des organismes opportunistes de grande taille, principalement une espèce de crabe nageur Liocarcinus depurator, une espèce de galathée Munida rugosa et des langoustines Nephrops norvegicus. Dans ces conditions, les résultats de la méthode ABC n'étaient pas cohérents avec la théorie pour ces communautés de macro-invertébrés benthiques et les efforts de pêche mesurés. Then, for each one, the biological parameters are calculated and diagnosis based on length cohorts analysis JONES (1981) are proposed The gadoids, whiting and cod, are heavily exploited and the catches are always recruitment dependant. The bottom species (monks, megrim, rays and Nephrops) are fully exploited or lightlhy over - exploited. Using the fisheries statistics of the data basis about the Celtic Sea, a first classification of fleets is proposed with the individual fishing powers.
La théorie de la technique d'évaluation des rejets utilisée dans la phase 1 est développée et appliquée aux huit espèces principales de la Mer Celtique. Pour chacune, les paramètres biologiques sont réactualisés ou calculés et des diagnostics sont effectués à l'aide de l'analyse de JONES (1981). Les gadidés, merlan et morue sont fortement tributaires des recrutements. L'exploitation du merlu est stable. Les stocks des espèces de fond : baudroies, cardine, raie fleurie et langoustine sont pleinement exploités ou légèrement surexploités. Le diagnostic d'ensemble est rassurant. Une première classification des flottilles basée sur les puissances de pêche est proposée. This area has been chosen because it is frequented by EEC vessels with, for the time being, a large majority of French vessels. Activities there are easier to monitor than anywhere else as coastal fisheries are little developed in the area. The final product will consist of a certain number of hypotheses about the planning strategies that could be implemented in the Celtic Sea. The main idea is, firstly, to conduct analytical studies, stock by stock, in order then, to synthesize them into a model integrating the interactions between fleets in relation to their target species. A bio-economical model, deriving from the latter, will enable the simulation of the consequences of the current planning procedures on the management of stocks and vessels. L'étude générale, programmée de 1984 à 1986, vise à fournir un avis sur les pêcheries de Mer Celtique. Cette zone a été choisie car elle est fréquentée par les flottilles de la CEE avec cependant, pour le moment, une dominante française quasi exclusive. Les activités qui s'y exercent peuvent être cernées plus facilement que partout ailleurs car les pêcheries côtières sont très peu développées. Le produit final consistera dans la présentation d'un certain nombre d'hypothèses sur les stratégies d'aménagement adaptables à la Mer Celtique. La voie choisie consiste, dans un premier temps, dans des études analytiques, stock par stock, puis dans leur synthèse dans un modèle intégrant les interactions entre flottilles en relation en particulier avec la recherche des espèces-cibles. Un modèle bio-économique, dérivé du précédent, permettra de simuler les conséquences des procédures habituelles d'aménagement sur la gestion des stocks et des flottilles.
