In 1981, a fad programme group purse-seining fishing operation, using the Filipino "payao" model, was put in place. Results were excellent and STL vessels quickly adapted their fishing methods to make the best use of fads. STL slightly modified the original payao design to better suit its own needs and nowadays, about 90% of the group purse seine catch, i.e. 5,800 t annually, and around 60-70% of the pole-and-line catch, i.e. about 15,000 t annually, come from fad fishing. fads bring benefits not only to stl but also to the rural communities of the region. For stl, it allows savings on the operational costs, especially those of pole-and-line fishing operations, reduction of searching time and a better regularity of fish landings. For the rural communities, it gives better returns to bait-ground owners through royalties paid by stl for their baitfishing boats and it allows local fishing communities (known as canoe-fishermen) to increase their catches using fishing methods (artisanal) such as trolling and midwater handlines set around fads. This provides fish for family consumption and a source of income from fish sold. Overall, the importance of fads to stl's fishing operation, and therefore to the local economy as a whole, is high, although no precise value can be attached to it. The development of the purse seine fishery on drifting Fish Aggregating devices in the Eastern Pacific Ocean: 1992-1998 Auteur(s) : Lennert-cody, Ce Hall, Melanie Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 15-19 octobre 1999 Résumé : Since the early 1990s, drifting Fish Aggregating Devices, or FADs, have rapidly become the dominant type of floating object used by the purse seine fishery in the Eastern Pacific Ocean to capture tunas. The development of this fishery for larger vessels is described using data collected by observers aboard vessels of more than 363 metric tons fish-carrying capacity. Bamboo rafts, equipped with radio-transmitters that allow for semi-continuous monitoring, are typically used as FADs. Old purse seine netting is often suspended below the bamboo raft to give the FAD an enhanced underwater profile. Similar to the fishery on flotsam between 1992-1998, most sets on FADs were made before 8 am, with skipjack and bigeye being the dominant tuna species caught, and yellowfin tuna captured in lesser amounts. Discard ratios of skipjack and bigeye were comparable for the two modes of fishing; however, the success rate on FADs for bigeye was more than twice that on non-FAD floating objects ("logs"). In addition, the fishery on logs was largely a coastal hshery, while the fishery on FADs extended west to 150 W, into areas that had not been significantly utilized by the purse seine fleet. The capture of tunas per set varied most with area, season and year. Nonetheless, capture per set for at least one of the three tuna species was also found to vary with the depth of the purse seine net and the amount of the netting hanging below the FAD. The effect of net depth and FAD depth on tuna capture varied by area, season and FAD color. Not much is known, however, about the actual effects of the innovations on fishing performance. Data from the us tuna purse seine fishery in the Western Pacific Ocean were used to determine the impact of drifting Fish Aggregating Devices (fads) on the performance of the us fleet. The results indicate, inter alia, a high rate of success (96%) in catching tuna and high yield rate (37 t/successful set) for fad sets. Log sets were comparable in success rate (94%) and catch rate (36 t/successful set). Unassociated sets, on the other hand, had a higher catch rate (42 t/successful set) than fad sets, but a low success rate, 53 per cent. fad sets significantly improved the fleet's performance. EU purse seine fishery interaction with marine turtles in the Atlantic and Indian Oceans: a 15 years analyses Auteur(s) : Clermont, Sandra Chavance, Pierre Delgado De Molina, Alicia Murua, Hilario Ruiz, Jon Ciccione, Stephane Bourjea, Jerome Résumé : Bycatch of marine turtles, vulnerable or endangered species, is a growing issue of all fisheries, including Oceanic purse-seine fishery. The present paper seeks to assess marine turtle bycatch at a spatial and temporal level in the European purse seine fishery operating in the Atlantic and Indian Oceans. The study was based on data collected through French and Spanish observer programs from 1995 to 2011, a period where more than 230 000 fishing sets were realized by the UE fleets in both Oceans. A total of 15 913 fishing sets were observed, including 6 515 on drifting Fish Aggregate Devices (FAD) and 9 398 on Free Swimming Schools (FSC). Over the study period, 597 turtles were caught, 86% being released alive at sea. At the same time, from 2003 to 2011, 14 124 specific observations were carried out on floating objects whether they ended in a set or not. 354 marine turtles were observed upon which 80% were already free or entangled alive and therefore released alive. At the temporal and spatial level, data were organized and analysed by Ocean, fishing mode (FAD vs. FSC) as well as by year, quarter and statistical square of 1°. In order to evaluate the impact if this fishery in both Oceans, bycatch distribution was compared to the total fishing effort of the UE fleet, as well as to the known marine turtle post nesting migration routes, nesting population abundances and known feeding areas. The species composition, the size and sex structure of bycatch are also discussed here. At last, an attempt to raise the data to the total fishing effort was carried out. Based on observation of marine turtle by-catches on sets, we estimated that, globally, 3500 marine turtles were accidentally captured by the EU-PS fleet in the Atlantic Ocean from 1995 to 2010, and around 2000 in the Indian Ocean from 2003 to 2010, with a corresponding annual bycatch rate of 218 (SD=150; survival rate =91%) and 250 (SD=157; survival rate =77%) respectively in the Atlantic and Indian Ocean. However, because of important uncertainties mainly due to the low observation coverage and the scarcity of marine turtle bycatch events, it was impossible to produce solid and reliable global estimates of marine turtle bycatch and mortality due to PS activity. Les missions dévolues aux personnels enseignants de Guyane sont, comme sur le reste du territoire national, multiples et variées mais de plus, s'inscrivent dans un contexte territorial d'une certaine complexité. Le caractère exceptionnel de ce contexte d'enseignement mérite d'être souligné. La réalité sociologique, culturelle et linguistique dans laquelle bon nombre d'enseignants de cette académie sont amenés à exercer est à la fois source de défi et facteur d'enrichissement professionnel. Il est vrai que dans un tel contexte nos enseignants rencontrent des difficultés récurrentes dans la mise en œuvre de leurs apprentissages et dès lors peuvent se sentir en situation d'échec. Il apparaît donc important qu'une aide pertinente puisse leur être apportée à travers des éléments de réponse adaptés à la situation. Ainsi un tel ouvrage est de nature à aider bon nombre d'entre eux, aussi bien ceux en formation initiale que ceux déjà en poste. Quant aux étudiants en formation à l'université et qui aspirent à exercer ce noble métier, ils peuvent y trouver une source de réflexion et de données pertinente. Cet ouvrage apporte des éclairages intéressants sur beaucoup de questionnements qui ont ja- lonné et jalonnent encore la vie quotidienne de notre institution. Le questionnement sur un enseignement en contexte guyanais est important et il faut prendre la précaution de pas d'aborder cette question sous la simple forme d'une cartographie socio-culturelle et linguis- tique. Il s'agit bien de s'approprier toutes les données propres à cette société guyanaise pluri- lingue et multiculturelle, validée entre autre par une démarche scientifique, afin de pouvoir les intégrer dans des démarches d'apprentissages réfléchies au centre desquelles on place l'enfant-apprenant. Les formateurs ont apporté une contribution significative à la rédaction de cet ouvrage, c'est un moment important à travers lequel ils font partager à d'autres collègues leur expérience et leur réflexion sur une démarche de formation d'enseignants en Guyane. Une pluralité d'activités est décrite avec bien souvent une approche de la pluridisciplinarité qui semble tel- lement nécessaire mais qui a si souvent du mal à se mettre concrètement en place au sein des établissements. Je les encourage à continuer ce type de productions car elles ne peuvent qu'être bénéfiques aux collègues qui sont souvent faces à leur quotidien et n'ont pas ou peu de temps pour appro- fondir la réflexion sur leur pratique. Le système éducatif en Guyane a besoin de données et d'approches complémentaires pour l'amélioration de la formation des enseignants et ceci au profit des élèves de l'académie. La rédaction de cet ouvrage me semble être par ailleurs un signe fort de la maturité acquise dans la professionnalité de l'équipe pédagogique de l'IUFM. Que tous les auteurs de cet ouvrage soient remerciés pour leurs contributions et plus particu- lièrement Rodica et Marie-Françoise pour leur implication dans la direction de ce premier ouvrage. Antoine PRIMEROSE, Directeur de l'IUFM de la Guyane Enseigner en Guyane : comment faire, quand on commence ? Et comment tirer profit de l'expérience d'un professeur des écoles à Cayenne ou à Saint-Laurent-du-Maroni si l'on tra-vaille ailleurs ? La situation guyanaise L'Académie de la Guyane présente depuis longtemps des résultats qui la placent au dernier rang, DOM compris (Durand et Guyard, 1999). Même si ceux-ci se sont nettement améliorés au cours des dernières années comme le montre l'évolution des taux de réussite aux examens, ils restent insatisfaisants. La proportion de bacheliers d'une génération selon le lieu de rési-dence, toutes séries confondues, est encore loin de la moyenne nationale. À la session 2004, elle était de 33 ,1 % (61,6 % en France métropolitaine + DOM). Conjointement, le nombre de sorties sans qualification du système scolaire s'avère préoccupant. En 2004, au niveau V , il était de 36 % (25 % en France métropolitaine + DOM) ; au niveau V bis et IV de 21 % (7% en France métropolitaine + DOM). Ces chiffres indiquent l'insuffisance de formation d'une partie de la population, à corréler avec le taux de chômage (22,7 % contre 9,6 en France mé-tropolitaine + DOM en 2005). Plus que jamais, l'urgence est de faire acquérir au minimum à chaque élève un " socle commun de connaissances et de compétences " pour que chacun puisse exercer son rôle de citoyen dans le monde du XXIe siècle et poursuivre sa formation tout au long de la vie. L'enjeu est politique, démocratique mais aussi économique : les retom-bées de l'amélioration générale des qualifications d'une population en matière de développe-ment d'un territoire ne sont plus à démontrer. Les réformes récentes du système éducatif fran-çais tracent une voie générale pour y parvenir. Cependant, les particularités locales du dépar-tement de la Guyane, qui peuvent constituer intrinsèquement des obstacles à la réussite de certains élèves , méritent d'être étudiées avec attention. Quelques aspects territoriaux sont à préciser. Le pourcentage de communes n'ayant pas d'écoles est très bas (4,5 %), comparati-vement à ce qui peut être observé ailleurs (France métropolitaine + DOM : 32,2 %). Dans un espace globalement peu peuplé (2 habitants au km2 en moyenne), les écoles sont donc disper-sées et, en raison de la difficulté fréquente des déplacements, souvent isolées les unes des au-tres . Elles ont aussi pour caractéristique de constituer des groupes scolaires plus importants en moyenne que dans d'autres départements. Selon les données ministérielles de 2004 , le pourcentage d'écoles de plus de huit classes est de 58, 4 % (13,1 % en France métropolitaine + DOM), d'écoles de 3 classes et moins : 14,4 % (44,9 % en France métropolitaine + DOM), d'écoles à classe unique : 6,4 % (13,1 % en France métropolitaine + DOM). Or, la taille d'un groupe scolaire n'est pas sans influence sur la vie qui s'y développe. Plus le nombre de clas-ses est élevé, moins la structure favorise les relations individualisées et personnalisantes. Au delà des aspects sociogéographiques, la situation plurilingue et pluriculturelle présente un caractère exceptionnel. Multiforme, elle s'inscrit entre deux pôles (Goury, 2002 ; Goury, Launey, Lescure et Puren, 2005) : un pôle où les élèves d'une classe partagent une même culture et langue maternelle, situation typique des sites isolés de l'intérieur du pays (Bushi-nenge et amérindiens sur les fleuves Maroni et Oyapock), et un pôle linguistiquement et cultu-rellement hétérogène, situation rencontrée plutôt sur le littoral, dans les sites urbains. De nombreuses publications portent déjà sur la situation sociolinguistique guyanaise , et un cer-tain nombre d'entre elles sur la relation que l'école entretient avec ce plurilinguisme . Elles mettent toutes en évidence la spécificité du contexte guyanais de ce point de vue : " On dénombre plus d'une trentaine de langues en Guyane. Les unes et les autres pesant un poids - numérique, économique, symbolique, etc. - plus ou moins important. Sur cette trentaine de langues, [...] une vingtaine est parlée par des groupes de locuteurs - 'natifs' ou non - représentant plus de 1 % de la population " Léglise (2007, p. 39). Ainsi, parmi les langues parlées par plus de 1 % de la population, distingue-t-on selon cet auteur : - six langues amérindiennes parlées par un peu moins de 5 % de la population ; - cinq langues créoles à base française ; le créole guyanais serait la langue première (L1) d'un tiers de la population, il est langue véhiculaire d'une partie du territoire ; le créole haïtien se-rait parlé par 10 % ou 20 % de la population , les créoles martiniquais et guadeloupéen se-raient parlés par environ 5 % de la population et le créole saint-lucien) ; - quatre créoles à base anglaise avec trois variétés de nenge(e) (aluku, ndyuka, pamaka, parlés par plus d'un tiers de la population) et le sranan tongo (utilisé essentiellement comme véhicu-laire) ; - un créole à base anglaise partiellement relexifié en portugais, le saramaka ; - cinq variétés de langues européennes : outre le français, le portugais du Brésil (5% à 10%), l'anglais du Guyana (2% environ), le néerlandais et l'espagnol ; - trois langues originaires d'Asie (le hmong et des langues de Chine du Sud, le hakka et le can-tonais). Une bonne partie de cette " non-francophonie ", parfois non scolarisée, se définit non seule-ment par son caractère étranger (28 % d'élèves sont issus de l'immigration) mais aussi large-ment par son caractère autochtone (de nombreux élèves sont nés français et alloglottes). Les caractéristiques professionnelles du personnel enseignant représentent également une donnée non négligeable à prendre en compte. Les enseignants du premier degré sont nettement plus jeunes que dans d'autres départements, et la tendance s'accentue au fil des ans. Par exemple, en 2003 les professeurs de plus de 50 ans représentaient 11,4 % de la cohorte. En 2005 ils ne sont plus que 10,6 %, alors qu'en métropole le taux est de 21,6 % du corps. Le nombre de non-titulaires, qui décroît nettement (en 2003 17,6 % ; en 2005 11,6 %) est cependant plus de quatre fois supérieur à celui de la France métropolitaine plus DOM (2,5 %). À cette inexpé-rience s'ajoute une formation institutionnelle très " nationale ", peu ou pas assez en prise avec les réalités locales. La très insuffisante préparation des professeurs, majoritairement métropo-litains, à enseigner dans un contexte marqué par une très forte proportion d'élèves alloglottes (Puren 2005, Alby et Launey, 2007) et souvent par d'importantes difficultés matérielles liées à la dispersion des écoles, pourrait être un facteur explicatif du taux d'échec scolaire en Guyane. Par conséquent, l'enseignement dans cette Académie constitue un terrain de recher-che d'une importance majeure. Nombre de recherches universitaires ont déjà été conduites. Celles concernant la réussite scolaire soulignent depuis longtemps l'importance des représen-tations que le sujet se construit autour de l'école. Ces représentations chez l'enfant "primo-arrivant" qui aborde l'apprentissage initial, viennent de la famille, mais aussi de l'école, des pairs, des médias. En référence à un modèle écologique et culturel du développement proposé par Ogbu (1981), il est possible de considérer qu'elles jouent un rôle sur la manière dont les familles et les enfants vont investir les activités scolaires. Ces conceptions préliminaires et implicites colorent aussi largement les attitudes spontanées des professionnels qui découvrent le département ou qui entrent dans le métier. Le domaine éducatif restant largement à explo-rer, de nouvelles voies ont fait l'objet de recherches fondamentales, recherches appliquées et activités pratiques ayant fait leur preuve. Notre ouvrage Enseigner en contexte guyanais ne va pas de soi. Ce sera notre première partie. Le dé-paysement, en termes géographique et culturel, peut être source d'inquiétudes ou de déstabili-sation. Être nommé dans une école des fleuves, par exemple, est une expérience qui, pour être bien vécue et pour éviter le choc de l'inconnu, nécessite informations et adaptation prospecti-ve. Que faut-il savoir et à quoi faut-il se préparer ? Rejoindre un poste caractérisé par l'enseignement bilingue français/créole peut tout autant désorienter. La connaissance des ca-ractéristiques socioculturelles et sociolinguistiques d'un lieu, la familiarisation avec des pro-jets et organisations spécifiques qui en découlent font partie de l'équipement professionnel des impétrants. Mais la centration sur une commune, une école ou une classe ne suffit pas. Le contexte culturel au sens large, riche et parfois très éloigné des références européennes, gagne à être appréhendé par différentes entrées. L'étude de l'" oraliture " et son utilisation réflé-chie en classe, souvent considérées comme une approche incontournable, méritent d'être questionnées. Quels en sont les bénéfices pour les élèves ? Faut-il privilégier l'utilisation du conte en dehors des constructions pédagogiques traditionnelles ou au contraire la rattacher aux pratiques d'écriture ? À quelles conditions la mise en valeur du patrimoine local, oral, peut-elle jeter des passerelles entres les modes de pensées des cultures d'origine et ceux de la culture scolaire en langue française ? Une voie d'exploitation de la culture environnante peut aussi passer par les visites de musées ou par diverses expositions. L'enjeu est de faire de l'élève un visiteur acteur, de le mettre en situation d'apprentissage hors de l'enceinte de la classe et de modifier la place de l'adulte, enseignant ou accompagnateur, à ses côtés. N'est-ce pas là actualiser une démarche préconisée depuis longtemps par de célèbres pédagogues tel Comenius ? Une autre exploration du contexte peut se centrer sur les espaces d'apprentissage informels, c'est-à-dire non encadrés par l'école. Les jeux en cour de récréation, la musique et la danse en pratiques locales sont autant d'objets et d'expériences métissées qui permettent de plonger dans la tradition orale et d'appréhender des modalités de transmissions déroutantes. Quelle est la place de l'individu face au groupe et vice-versa ? Quelles leçons en tirer pour le positionnement du maître et de l'élève, pour les nécessaires consensus à accepter en vue d'une plus grande efficacité de notre système éducatif ? Si les pratiques d'enseignement peuvent être améliorées par l'observation du contexte, l'introduction de supports particuliers - qui constitue notre deuxième partie - peut également favoriser la cohérence des pratiques éducatives tout en ouvrant à des valeurs universelles. Il s'agit de diversifier les activités d'apprentissage qui ont pour objectif le développement de compétences stratégiques susceptibles de neutraliser rapidement les lacunes engendrées par la spirale de l'échec. Plusieurs exemples nous en montrent le chemin. Les situations d'apprentissage collaboratif soutenu par ordinateur, et notamment les activités de débat argu-menté, sont-elles susceptibles de favoriser les interactions langagières entre élèves primo-arrivants ? Le scrabble, au-delà de la maîtrise du calcul mental et du vocabulaire en langue française, permet de conjuguer coopération et compétition. Peut-il devenir un outil privilégié de construction de la citoyenneté ? L'interrogation vaut aussi pour le jeu d'échecs. Celui-ci, plus complexe, s'il facilite la compréhension de base de concepts mathématiques et le raison-nement lors de situations problèmes, entraîne aussi l'acquisition de bien d'autres compétences transversales... L'apprentissage de la numération dès l'école maternelle, à partir de collec-tions de comptines numériques et d'activités de dénombrement, montre que la manipulation, la mise en action à la fois individuelle et négociée en groupe sont partie prenante de la cons-truction d'une identité singulière et multiple. Face à des élèves parfois difficiles ou apparemment différents, il convient de parfaire sa pra-tique enseignante. Ce point formera la troisième partie de notre ouvrage. L'indiscipline constitue la première hantise des débutants. Par delà les techniques voire les ficelles toujours très appréciées par leur pouvoir de réassurance, la question est de trouver les moyens d'installer profondément chez les élèves les valeurs de respect et de dignité humaine. Le pluri-linguisme n'est pas sans effrayer non plus. Or la langue inconnue de l'autre, loin d'être un obstacle, est un atout pour celui qui la maîtrise. Comment prendre en compte la compétence plurilingue existante ? Comment la développer chez les élèves ? Ce parti pris modifie le rap-port de l'enseignant à l'élève et au savoir, et vivifie par conséquent le désir d'apprendre et l'engagement dans les apprentissages. Le handicap et la méconnaissance dont il s'accompagne parfois suscite également des mouvements de recul. Quels en sont les méca-nismes ? Est-il possible d'accompagner efficacement les élèves handicapés ? Avec qui et de quelle façon ? Autant d'interrogations qui trouvent des réponses à travers les dispositifs exis-tants et le témoignage d'une expérience particulière. Favoriser l'interculturel, - dernière partie de notre ouvrage - met en lumière le principe vital à développer à brève échéance. Paradoxalement, dans de nombreuses enquêtes de terrain, la Guyane est présentée comme une société multiculturelle harmonieuse tout en étant composée de groupes socioculturels repliés sur eux-mêmes. Qu'en est-il réellement dans les écoles ? Quelle place les enseignants accordent-ils aux cultures et langues maternelles au sein de la classe ? Quelle pédagogie peut-on proposer pour lutter contre le racisme insidieux qui s'installe dans les classes ? La description des structures spécifiques pour élèves non franco-phones, CLIN et CRI, et l'analyse de la politique éducative contextualisée qui en découle il-lustrent autrement la nécessité d'une pédagogie spécifique. Enseigner dans un contexte pluri-culturel ne s'improvise pas. L'objectif n'est pas d'éradiquer préjugés et stéréotypes mais de construire une démarche permettant de prévenir les conflits. L'observation des interactions en situation d'hétérogénéité culturelle peut-elle mettre au jour des invariants ? Drifting FADs used in tuna fisheries: an ecological trap? Massive seeding of drifting artificial fads was observed worldwide during recent years. In this hypothesis, we suggest that fads may alter some biological characteristics of epipelagic populations associated with them: migration, growth, condition factors, predation and natural mortality. As fads are most often used in the equatorial currents, they tend to exhibit zonal drift. Therefore, the associated populations would be artificially transferred from one part of the ocean to another, when they would show different movement patterns in the absence of fads. Natural logs were probably beneficial in terms of ecology and evolution, because they tend to accumulate in convergence areas, most often considered as rich forage areas. Now, fads are seeded in offshore areas, which are not necessarily favourable for tuna feeding. This apparently strong association between fishes and drifting fads may then produce an unexpected biological impact on tuna populations and their associated fauna. The plan is to test this hypothesis in the Atlantic, developing an ad hoc research programme based on tagging, biological and physiological studies, in association to an analysis of high resolution fishery data before and after the development of the fad fishery.Original Abstract: Cet article discute l'hypothese selon laquelle les petits thons et les differentes especes associees a des DCP derivants (comme les coryphenes, elagatis, thazards, etc.) pourraient etre pris dans un piege biologique resultant de cette forte association. Le deploiement massif de DCP artificiels derivants a ete constate a l'echelle mondiale au cours des dernieres annees. Dans cette hypothese, ces DCP, colonises en permanence par de grandes fractions de populations epipelagiques, pourraient modifier les caracteristiques biologiques des especes concernees: leur migration, leur croissance, leurs facteurs de condition, la predation et la mortalite naturelle. Les DCP etant plus frequemment utilises dans les courants equatoriaux, ils tendent a deriver zonalement. Ainsi, les populations associees seraient artificiellement transferees d'un bord a l'autre de l'ocean, alors qu'elles manifesteraient d'autres types de deplacements en l'absence de DCP. Les debris naturels etaient probablement benefiques sur le plan de l'ecologie et de l'evolution car ils s'accumulent dans des zones de convergence le plus souvent considerees comme des zones riches en nourriture. Maintenant, les DCP sont mouilles au large, dans des zones qui peuvent ou non etre favorables a l'alimentation des thons. Cette association apparemment forte entre poissons et DCP derivants pourrait alors causer un impact biologique inattendu sur les populations pelagiques (thons et faune accompagnante). First, a comparative review of fishery statistics is developed. Recent catches on fads by purse seiners can be estimated at a level of one million tons yearly. This comparison allows to describe the fishing zones and catch trends over time, the species composition and size taken in the various fad fisheries. Skipjack tuna is the dominant species in most fad fisheries, but significant amounts of yellowfin and bigeye are also frequently taken under fads. The paper also presents an overview of various observer data concerning the by-catches of the various fisheries using fads. This comparison allows to estimate the total worldwide yearly by-catches at about 100,000 t, and their species composition in each ocean. The fad technology used in the various oceans by purse seiners is described. The recent use of fads by purse seiners has introduced major uncertainties in most stock assessments, because analyses are hampered by changes in the fishing effort in a fad fishery, by changes in fishing zones and in sizes caught. As a last point, the management of fads presently done or in view by the various tuna bodies are introduced. It appears that the present massive use of fads worldwide is perhaps an unsafe fishing mode, which could produce serious overfishing of many stocks. There is then a consensus that the use of fads needs to be controlled and limited to sustainable biological levels. In this area, the aggregatory behaviour under floats of juvenile fish has been used since ancient times to exploit oceanic migratory species such as dolphinfish (Coryphaena hippurus), using Fish Aggregating anchored Devices (fads). A total of 2 300 boats are engaged in this fishery from August to December, the main fishing areas being those around Malta, Tunisia, Sicily and Majorca. The fads ( arrow right m2) are made of different cheap floating materials, and are moored in fixed places, ranging from shore waters to areas 60 miles off the coast (1 500 m depth). Each boat deploys an average of 20 to 100 fads. The gears used are special surrounding nets without purse line, and traditional purse seine nets. The fishery exploits young-of-the-year dolphinfish (<6 months old), originated by a pre-spawning migration of adults from Atlantic waters. Their catches show high annual and monthly variability, depending on the recruitment and the accessibility of recruits to the fishery. Pilotfish (Naucrates ductor) and greater amberjack (Seriola dumerili) are also exploited in this fishery as by-catch. A total of about 1 000 metric tons of dolphinfish are yearly caught mainly in September-October. The fads are historically laid in August. Recently, the fads fishing period has increased in Sicily, and the fads are laid in July, so as to catch pilotfish and greater amberjak juveniles. In recent years, the interest for this fishing method and the study of these fisheries has increased in the Mediterranean. Though the market and its seasonality limit this exploitation, this fishery is economically profitable with good revenue. This plan which has become an iccat recommendation for 1999, consists mainly in preventing fishing on floating objects (logs) and in having observers on board tuna purse seiners. Data collected by these observers and landing statistics allow to draw preliminary conclusions on some effects of the protection plan, on the fleets and on the Atlantic tuna stocks. Largely respected, the moratorium has led to a spatial redistribution of the fishing effort, an important reduction of the proportion of sets on logs and a decrease of the landings by one third compared to those realised the years before during the same months, particularily for the skipjack and the bigeye tunas. Moreover, data collected allow to calculate catch rates for a number of by-catch species in the purse seine fishery. Three canneries work on four species (yellowfin, skipjack, bigeye and albacore). Small size tuna, minor tuna and by-catches are refused by the canneries and are sold on the local market fish. It is the only part of the industrial purse seine catches directly sold in Abidjan. Since 1990, fishing operations on schools of tuna associated with artificial drifting FADs has become widespread. Log fishery allow to catch a majority of small tunas, and generates by-catches of various other pelagic species associated to the logs. The landed amounts of local market fish have increased: from 8 500 Mt per year estimated between 1987 and 1990, 21 000 Mt is reached between 1991 and 1993. Since 1994, controls have been carried out by French fishing companies. A sampling scheme allows us to analyse precisely the landings since 1998. From an interdisciplinary approach, we study the socio-economic role of this local fish market, especially the links between the different actors on this market, and we analyse his impact on fishing strategies by identifying the distribution networks (actors, prices, profit) and estimating the turnovers connected to this sector. Elasmobranchs, an important component of the French tropical tuna purse seine fishery by-catch, are currently thrown back into the sea. Fishers interact with various types of elasmobranchs that range widely in size, weight and shape, and could pose various degrees of danger to the crew. A diversity of discarding practices within the fleet were reported, some practices were considered suitable, others needed to be adapted and improved and others simply had to be banned. The majority of the crews were likely to improve their handling practices if they were presented with practical suggestions that were quick and easy. Combining scientific observations and empirical knowledge from skippers and crew, a manual, providing appropriate handling practices to ensure crew safety and increase the odds of survival for released animals has been developed and disseminated. Bringing these good practices onto the decks of fishing vessels should contribute to the reduction of the fishing mortality of some vulnerable species. It would be positively viewed by consumers as an act that reduces fishing's footprint on the environment and promoting animal welfare which would improve the image of fishing industry. Mitigation research is by definition an iterative process and different complementary methods must be carried out at different levels of the fishing process to significantly reduce the mortality of the by-catch. It has become one of the most important developments in pelagic fishing that significantly contributed to increased tuna production and expansion of purse seine and other fishing gears. The introduction of the payao in tuna fishing in 1975 triggered the rapid development of the tuna and small pelagic fishery. With limited management schemes and strategies, however, unstable tuna and tuna-like species production was experienced in the 1980s and 1990s. In this paper, the evolution and development of the payao with emphasis on the technological aspect are reviewed. The present practices and techniques of payao in various parts of the country, including its structure, ownership, distribution, and fishing operations are discussed. Monitoring results of purse seine/ringnet operations including handline using payao in Celebes Sea and Western Luzon are presented to compare fishing styles and techniques, payao designs and species caught. The fishing gears in various regions of the country for harvesting payao are enumerated and discussed. The inshore and offshore payaos in terms of sea depth, location, designs, fishing methods and catch composition are also compared. Fishing companies and fisherfolk associations involved in payao operation are presented to determine extent of utilization and involvement in the municipal and commercial sectors of the fishing industry. The issues and problems concerning the use of payao, and its biological, economic impact as well as management aspect are presented. Recommendations are given for future research and actions. The aim of this study was to assess the spatial and temporal variation in bycatch rates of these species in the entire European purse-seine fishery operating in the Atlantic and Indian oceans. The study was based on data collected through observer programs from 1995 to 2011. During that period, a total of 15 913 fishing sets were observed, including 6 515 on Drifting Fish Aggregating Devices (DFADs) and 9 398 on free swimming schools, representing a global coverage of 10.3% and 5.1% of the total fishing activity in the Atlantic and Indian Ocean, respectively. Moreover, from 2003 to 2011, 14 124 specific observations were carried out on DFADs to check turtle entanglement in the net covering DFADs. We found that the purse-seine fishery has a very low impact on marine turtles. We estimated that the annual number of individuals incidentally captured was 218 (SD = 150) and 250 (SD = 157) in the Atlantic and Indian Ocean, respectively, with more than 75% being released alive. The present study also investigated the impact of DFADs; which is considered a key conservation issue for this fishery. Drifting objects may play a key role in aggregating juveniles of marine turtles, implying the need for improving their construction to avoid entanglement (e.g. avoiding nets in the structure); however, based on our study it is not the main source of incidental captures of marine turtles in this fishery. Baitboat as a tuna aggregating device Auteur(s) : Hallier, Jean-pierre Delgado De Molina, A Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : The original baitboat fishing technique using a permanent association between the fishing boat and the tuna school has been developed by the baitboat fleet of Dakar, Senegal and is also in use in the Canary Islands. This new fishing technique, the result of 20 years of improvements still on, has induced a dramatic increase of the catch yields which, in turn, has sustained the survival and even a recent development of the fleet. This technique is based on the aggregating behaviour of tropical tunas. However, it contains a dynamic component which is not found in tuna fishing on drifting or anchored fads. The specifications of the method, its refinement over the years and its main consequences for the fishery are described together with the school exchanges between baitboats over months even from one year to the next. Based on the analysis of 1228 recoveries from 5500 tagged fish, tuna movements among associated schools, between associated schools and free schools fished by purse seiners and movements in and out of the baitboat fishing grounds help to better understand the dynamics of tunas and schools of this peculiar tuna association. These data show a very high recovery rate, a remarkable tuna fidelity to the original school for all species, a small number of recoveries within the purse seine catch as well as the rare tuna movements outside the baitboat area. The skipjack fishery in Eastern Indonesia: distinguishing the effects of increasing effort and deploying rumpon FADs on the stock Auteur(s) : Monintja, Dr Mathews, Cp Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : Rumpons, (fads) were widely deployed in Indonesia in the eighties. In the Halmahera area, rumpon increased cpue by 41% , landings of fish per ton of live bait increased by 24%, the consumption of diesel oil for tuna catches reduced by 46%, and profits increased from Rp 10 to 60 million by boat per year1. Tuna aggregation around rumpon increased catchability by more than 40% compared to free swimming tuna. The Halmahera skipjack fishery was assessed by combining catch and effort data from rumpon and pre-rumpon areas of the fishery, and showed that controlled effort could increase landings of approximately 15,000 t per year. Tagging data show that the Halmahera skipjack fishery is probably supported by a local unit stock. Philippine rumpons (payaos) were fished with small mesh purse seine and ring nets fishing small sized tunas 12-35 cm fl (40-50% of landings) and caused recruitment overfishing. Indonesian rumpons were fished with pole-and-line causing neither recruitment nor growth overfishing. The size composition changes depending on the gear used, the way it is operated, the fishing area and season. The gears used for swordfish fishing (long-lines "for swordfish", drift-nets, harpoons as operated by typical boats named "feluche") mainly catch adult specimens. From August to December, a high number of very young swordfish specimens (1.5 to 4.5 kg) is also caught as by-catch during the albacore (Thunnus alalunga, Bonnaterre 1788) fishing which is carried out by a special long line and hooks only 3 cm long. It was observed that in the same season, fishing areas and with boats of similar type, the fishing of dolphin-fish (Coryphaena hippurus, Linnaeus 1758), using Fish Aggregating Devices (FADs) and purse seine, is hardly practised in spite of the resource availability swordfish. With the present work, which can be regarded as an initial approach to the problem of diversifying and managing fishing effort of swordfish, albacore and dolphin-fish, their fisheries are examined and discussed, not overlooking the economic aspect, by considering weather a reallocation of fishing effort among the previously said resources might avert the risk of swordfish stock depletion.
