Belmopan, nouvelle capitale du Belize indépendant. De la colonie caribéenne à la nation centre-américaine ? Belmopan, située au centre géographique du Belize, devait être le nouveau visage moderne du pays, le symbole d’une jeune nation sur le chemin de son indépendance (1981), la garantie d’une société mieux intégrée en termes territoriaux et de population, le fer de lance du développement économique du pays. Néanmoins, depuis sa naissance, la ville peine à se développer et se peupler et Belize City, sur la côte Caraïbe, continue à jouer le rôle de capitale non officielle du pays. L’histoire de Belmopan, de sa planification initiale à sa croissance actuelle, me permettra d’interroger la difficile émergence d’une nation indépendante, dont le double ancrage caribéen et centre-américain se superpose à une ethnicisation de la société. In Belize, the project to build of a new capital appeared at the beginning of the 1960s, just after the tragedy of hurricane Hattie (October 1961), which destroyed a large part of the colonial capital, Belize City. Belmopan, located at the geographical center of Belize, should become the new modern face of the country, the symbol of a young nation on its way to independence (1981), the guarantee of a better territorial and demographic integrated society, the spearhead of the economic development of the country. Nevertheless, since its birth, the city has failed to expand and Belize City, on the Caribbean coast, is still the non-official capital of the country. The history of Belmopan, from its initial planning to its current growth, will give me the opportunity to question the difficult emergence of an independent nation, whose double Caribbean and Central-American belonging produces the ethnicization of the society. Depuis une position de marge ou d’enclave liée à la fois à la géographie et aux logiques de l’empire espagnol, cet ensemble territorial s’est construit à partir de fragments plus ou moins connectés entre eux et aux espaces régionaux maritimes (caribéen ou atlantique). Au cours de leur construction, les différents Etats-nations n’envisagent d’abord la façade caraïbe que dans sa dimension de connexion transisthmique. Pourtant, on constate au vingtième siècle différents processus d’intégration territoriale qui visent à relier espace continental et façade caraïbe, processus qu’il faut associer à de nouvelles dynamiques démographiques. Les sociétés d’interface qui en résultent, voient leurs composantes « ladinas », indiennes, ou afro-descendantes se réorganiser. Enfin, ces fragments qui composent la façade prennent de nouvelles couleurs à la lumière des projections faites par d’autres acteurs (ONG) ou à d’autres échelles (région américaine). In order to put into perspective the different papers of the issue, this text highlights the successive stages by which the Caribbean coastline of Central American has been constructed, under the several States-nations and as a part of the Central American region. As a margin or enclave due to geographical characters as to the logics of Spanish Empire, these territories have been made from fragments more or less connected between them or to other regional maritime spaces (Caribbean or Atlantic). When growing, the States-nations in the region first exclusively consider their Caribbean coastline as a transisthmic connection. Yet, during the twentieth century, various process of territorial integration aim to connect continental spaces and maritime coastline, associating demographical dynamics. Societies of interface result of these process, where their ladina, indian, afro components are reorganized. Finally, theses fragments as elements of the façade take a new color in the look of new actors (NGO) or from other scales and spaces (Atlantic region, Caribbean Sea). Para poner en perspectiva los diferentes artículos del numero temático, este texto subraya las varias etapas en que definieron la situación de la costa caribeña, a la vez en cada Estado-Nacion y al nivel de la región. Leur chemin est parsemé de longues journées de travail forcé, de conditions de vie inhumaines, de châtiments et de sévices en tous genres. La pratique religieuse leur donne une fenêtre sur un autre monde. D’année en année, le culte religieux deviendra un espace de relâchement, de liberté et d’expression unique. L’église chrétienne s’est comportée comme un mouvement social pour la communauté africaine-américaine. Elle est devenue un lieu de liberté qui, progressivement, supportera les fondations de l’expression politique et de la demande de justice sociale. Sa fonction pivotale s’explique également par le rôle de la religion dans la fondation de la société et la vie politique étasuniennes. Entre les idéaux d’une nation divisée, ivre de liberté et ceux d’une communauté poussée dans ses retranchements, cette contribution se propose d’analyser la naissance de l’église africaine-américaine durant l’esclavage. Ensuite, je me pencherai sur l’impact de cette dynamique dans la Caraïbe à travers la vie de George Leile, premier missionnaire africain-américain en Jamaïque. From the moment the first Africans were brought to the Americas, religious life has become a way to transcend a humiliating and desperate life. Their lives were made of long days of forced work, inhuman living conditions, punishments and ill treatments of all sorts. Religious practice gave them a window onto another world. Over the years, it has slowly become a space of freedom and unique expression. The Black Church acted as a social movement on behalf of the African-american community. It has become a place of freedom which gradually has supported the foundations of their political expression and their demand of social justice. Understandably, as religion has always played a central role in North America, it is no wonder that it would play a central function in the liberation of slaves. Between the ideals of a divided nation and those of a marginalized community, the article analyzes the birth of the African-american church during slavery. Then, it examines the impact of African-american protestantism in the Caribbean through the life of George Leile, the first African-american missionary in Jamaica. These rocks are related to the Greater Antilles paleo-island arc magmatism and have three different igneous styles. Group 1 consists of tholeiitic basalts and rare basaltic andesites that have normal mid-ocean ridge basalt (N-MORB)-like compositions similar to those found in back-arc basin basalts (TiO2 = 1·2–2·9 wt%; La/Yb(N) = 0·7–0·9, Th/Nb = 0·06–0·08, and initial 208Pb/ 204Pb = 37·65–37·74). Group 2 comprises basaltic and rare basaltic andesitic subvolcanic dykes with major- and trace-element and isotopic compositions similar to those of island arc tholeiites (TiO2 = 0·7–1·4 wt%; La/Yb(N) = 0·6–0·9, Th/Nb = 0·06–0·68, and initial 208Pb/ 204Pb = 37·74–38·25). Group 3 is composed of low-Ti (TiO2 = 0·3–0·9 wt%) calcalkaline igneous rocks that have an unambiguous subduction-related character (La/Yb(N) = 1·1–5·0, Th/Nb = 0·35–1·55, and initial 208Pb/ 204Pb = 37·94–38·39). The parental magmas of the three groups formed by variable melting degrees (< 5–25%) of spinel lherzolite, with more depleted mantle sources for Groups 2 and 3 than Group 1. The trace-element and radiogenic isotope compositions of primitive Group 3 samples are strongly bimodal. One subgroup of samples is characterized by low Ta/Yb (0·02–0·03) and Th/La (0·10–0·13), slightly subchondritic Nb/Ta (13·3–17·3), and relatively high initial 206Pb/204Pb (18·57–18·62) and {varepsilon}Nd (7·6–9·4). The remaining primitive Group 3 samples have higher Ta/Yb (0·06–0·11) and Th/La (0·24–0·32), and highly subchondritic Nb/Ta (7·6–9·1), coupled with lower initial 206Pb/204Pb (18·24–18·29) and {varepsilon}Nd (3·4–5·5). These signatures were induced by two distinct slab components that mainly reflect the contributions of Cretaceous Atlantic marine and North American continental sediments, respectively. Nb/Ta in the first subgroup was influenced by melting of rutile-bearing subducted crust, whereas in the second it was inherited from recycled continental sediments. The involvement of Atlantic and North American sediments in Cuban Cretaceous magmatism indicates that the Proto-Caribbean (North American-Proto Atlantic) lithosphere subducted beneath the Greater Antilles arc during the Late Cretaceous (pre-Campanian), consistent with geotectonic models involving onset of SW-dipping subduction beneath the Greater Antilles paleo-arc during the Aptian. The variable mantle source depletion and magnitude of the subduction component probably reflect different settings across the arc, from the arc front to a back-arc spreading ridge. Localisé sur la façade caraïbe de l’isthme centraméricain, il est depuis une vingtaine d’années considérées par les organismes de coopération et les organisations non gouvernementales comme un espace privilégié pour la coopération en matière environnementale. Ce bassin concentre en effet d’importantes richesses naturelles et culturelles propres à cette façade caraïbe. Dans le même temps, on y constate une importante vulnérabilité sociale et des dégradations environnementales croissantes, d’autant plus qu’on trouve autour de ce bassin des activités productives polluantes (monocultures, tourisme, etc.), ainsi que les villages les plus pauvres des deux pays.Cet article cherche à analyser comment, à côté des mécanismes d’intégration et des initiatives appuyées par les États, cet espace connaît aussi de nombreux projets et programmes de coopération menés par des organismes internationaux et des organisations non gouvernementales (ONG). Ces projets visent principalement à accroître la coopération transfrontalière pour la conservation et la gestion environnementale.En revanche, leur rôle est de plus en plus remis en cause par des acteurs locaux qui affirment que ces organismes « transnationaux » déplacent les États et imposent des projets qui ne prennent pas en compte les réalités et les besoins locaux tout en développant des discours « hégémoniques » sur la gestion intégrée des bassins transfrontaliers, le changement climatique, entre autres. The Sixaola River basin is shared by Costa Rica and Panama. On the Caribbean side of the Central American Isthmus, it has been considered by cooperation organisms and non-governmental organizations as a privileged space for environmental cooperation for the past 20 years. This basin in fact concentrates an important amount of natural and cultural heritage that is endemic to this side of the Caribbean. At the same time, one can observe increasing social vulnerability and environmental degradation related to the presence of the poorest communities of both Panama and Costa Rica within the basin, and to polluting activities (monoculture, tourism, etc.) carried out around it.This article analyzes how this space is the locus of State integration mechanisms and other initiatives, at the same time that it harbors international organism and non-governmental cooperation programs. These latter projects claim to increase trans-border cooperation for conservation and environmental management.But their role is increasingly being contested by local stakeholders, who more and more claim that these “transnational” organisms displace States and impose projects that do not take into account local realities and needs, while developing “hegemonic” discourses on integrated management of trans-border basins and climate change, among other issues. La côte de la Mosquitia s’est construite à travers les siècles colonisateurs, se nourrissant de contacts, d’alliances et d’apports étrangers divers qui firent d’elle un espace autonome avec une histoire propre. Une histoire qui se détacha de l’histoire coloniale espagnole pour se rapprocher de celle de l’espace caraïbe. The historic structures of socio-cultural identities that developed during the American colonial period were so vastly diverse that it would be difficult and inaccurate to project a homogenic view of regions that were integrated under the flag of a country or nation, the Central America Mosquito Coast illustrates that diversity. The Mosquitia as a historic entity experienced a process of construction which had as foundation partnerships and diverse contributions from foreign travelers. These contributions transformed the Mosquitia in a sovereign territory with its own historic heritage. This historic heritage distance itself from the colonial history to integrate the Caribbean history. There are very few published data on this problem in the French Overseas territories. Thedevelopment of a registry on end stage renal disease in French Guiana in 2011 allowed to describe the magnitudeof this problem in the region for the first time.Methods: Using data from the French Renal Epidemiology and Information Network registry (R.E.I.N). Descriptivestatistics on quantitative and qualitative variables in the registry were performed on prevalent cases and incidentcases in 2011, 2012 and 2013.Results: French Guiana has one of the highest ESRD prevalence and incidence in France. The two main causes ofESRD were hypertensive and diabetic nephropathies. The French Guianese population had a different demographicprofile (younger, more women, more migrants) than in mainland France. Most patients had at least one comorbidity,predominantly (95.3%) hypertension. In French Guiana dialysis was initiated in emergency for 71.3% of patients versus33% in France (p < 0.001).Conclusion: These first results give important public health information: i) End stage renal disease has a very highprevalence relative to mainland France ii) Patients have a different demographic profile and enter care late in thecourse of their renal disease. These data are closer to what is observed in the Caribbean or in Latin America than inMainland France. Understandably, as religion has always played a central role in North America, it is no wonder that it would play a central function in the liberation of slaves. Between the ideals of a divided nation and those of a marginalized community, the article analyzes the birth of the African-american church during slavery. Then, it examines the impact of African-american protestantism in the Caribbean through the life of George Leile, the first African-american missionary in Jamaica. Dès l’arrivée des premiers Africains déportés sur le sol américain, la vie religieuse est devenue un moyen de transcender un quotidien mortifère. Leur chemin est parsemé de longues journées de travail forcé, de conditions de vie inhumaines, de châtiments et de sévices en tous genres. La pratique religieuse leur donne une fenêtre sur un autre monde. D’année en année, le culte religieux deviendra un espace de relâchement, de liberté et d’expression unique. L’église chrétienne s’est comportée comme un mouvement social pour la communauté africaine-américaine. Elle est devenue un lieu de liberté qui, progressivement, supportera les fondations de l’expression politique et de la demande de justice sociale. Sa fonction pivotale s’explique également par le rôle de la religion dans la fondation de la société et la vie politique étasuniennes. Entre les idéaux d’une nation divisée, ivre de liberté et ceux d’une communauté poussée dans ses retranchements, cette contribution se propose d’analyser la naissance de l’église africaine-américaine durant l’esclavage. Ensuite, je me pencherai sur l’impact de cette dynamique dans la Caraïbe à travers la vie de George Leile, premier missionnaire africain-américain en Jamaïque. Après l’euphorie, les illusions et les désillusions d’un espace touristique mondial sans frontières, les faits, souvent dramatiques ont fait prendre conscience aux touristes la complexité d’un monde où les guerres n’ont jamais cessé. L’espace touristique mondial est articulé autour de trois bassins régionaux : plus de 75 % des flux touristiques internationaux, impulsés par les riches métropoles européennes, nord-américaines et asiatiques, se cantonnent à dans leur espace régional d’origine. La distribution des flux touristiques dessine une organisation en trois bassins distincts : par ordre d’importance, 1/ le bassin euro-méditerranéen, centré sur la Mer méditerranée, 2/ le bassin Asie orientale-Pacifique, autour des rivages de la mer de Chine, 3/ le bassin Amérique du Nord — Caraïbes, organisé autour de la « Méditerranée américaine ». Les discontinuités s’affirment entre des périphéries mal stabilisées, des prolongements très sélectifs, des marges oubliées ou exclues. A cet égard, le premier sommet Union européenne – Amérique latine – Caraïbes, dit « sommet de Rio » marque un tournant grâce au lancement du « partenariat stratégique ». Dans ce cadre, toutes les organisations régionales d’intégration économique situées dans cette zone géographique, et non pas uniquement le MERCOSUR, apparaissent comme des partenaires importants. Le changement obéit autant à des contraintes externes qu’à une stratégie extérieure. Dans le domaine des échanges commerciaux, le but déclaré est d’atteindre « une libéralisation mutuelle des échanges » sur une base équitable et mutuellement profitable tout en défendant certaines valeurs communes. Cependant, le cadre juridique longtemps en vigueur s’est avéré inadapté à l’avènement d’une ambition économique et politique d’une telle ampleur. Par conséquent, l’Union européenne se trouve confrontée au défi de réformer les cadres juridiques de ses relations avec les organisations régionales d’intégration économique d’Amérique latine et des Caraïbes. La thèse analyse l’évolution et la restructuration actuelles des instruments juridiques des relations entre l’Union européenne l’Amérique latine et les Caraïbes. Since 1999, the European Union began a new competitive approach in its relationships with Latin America and the Caribbean. In this respect, the first step has been made in the European Union-Latin America and Caribbean’ Summit [Rio Summit (1999)] with the launch of a new partnership called “Strategic Partnership”. In this context, all organisations of regional economic integration – not only the MERCOSUR the most competitive one – are considered as important partners. The change is due to external constraints as well as an external strategy. In the field of commercial exchanges, the goal is to attempt “mutual liberalisation of exchanges” on a fair and mutually profitable basis, defending at the same time “common values”. However, the traditional legal framework of the relations is obviously unsuitable for such an ambitious economic and political project. So, from a legal aspect, the European Union is confronted with the challenge of reforming the contractual frameworks of its relations with regional economic integrations in Latin America and in the Caribbean. The issue concerns an analysis of the evolution and restructuring of existing legal instruments of the European Union’s relations with Latin America and the Caribbean. En este enfoque llamado “estratégico”, todas las organiza-ciones comarcales de integración económicas ubicadas en esta zona geográfica y no úni-camente el MERCOSUR, se pueden ver como interlocutores importantes. La primera cumbre Unión Europea /América latina/Caribe (cumbre de Rio) es una fecha importante en la evolución de las relaciones gracias al lanzamiento “de la colaboración estratégica”. En lo que toca a los intercambios comerciales, la meta declarada es alcanzar una “liberalización mutual de los intercambios” a partir de una base equitativa y mutualmente provechosa de-fendiendo a la vez ciertos valores comunes. L’affichage de nouvelles volontés politiques sur la scène régionale et internationale, sous l’impulsion du président Chavez, a perturbé le marché touristique national qui était dominé pour les clientèles nord-américaines ; le Venezuela apparaît désormais aux yeux des États-Unis comme un pays à risque, instable. C’est dans ce contexte que s’inscrit le « Programa Andes Tropicales » [PAT] qui soutient le développement rural dans les parcs nationaux ; ce programme repose sur la participation des populations locales et leur implication dans les politiques de conservation des ressources naturelles et culturelles sources de revenus. Le soutien financier des microprojets familiaux et communautaires doit permettre de lutter contre la pauvreté. The recent evolution of international tourism in Venezuela is particularly interesting. Sismo-stratigraphie multi-échelles d'un bassin d'avant-arc : Le bassin de Marie-Galante, Petites Antilles Auteur(s) : De Min, Lyvane Auteurs secondaires : Antilles-Guyane Lardeaux, Jean-Marc Lebrun, Jean-Frédéric Résumé : L’arc des Petites Antilles résulte de la lente subduction vers l'Ouest des plaques Nord et Sud-Américaines sous la plaque Caraïbes (2cm/an). A la latitude de l’archipel guadeloupéen et à ~150 km à l’Ouest du front de déformation, le bassin d'avant-arc de Marie-Galante forme un bassin perché, incliné vers la fosse et limité vers l’Est par un haut-fond, l’Eperon Karukéra. À cette latitude, le bassin de Marie-Galante domine le prisme d’accrétion de la Barbade et fait face à la ride de Tiburon qui balaye la zone du Nord au Sud depuis la fin du Miocène supérieur. Le remplissage sédimentaire du Bassin de Marie-Galante montre des déformations actives au moins depuis ~30 millions d’années. L’objectif du travail est de reconstituer l’évolution tectono-sédimentaire de ce bassin pour apporter de nouvelles contraintes sur la compréhension globale de la zone de subduction frontale des Petites Antilles. Ce travail s'appuie sur les données de bathymétrie multifaisceaux et de sismique réflexion multi-traces haute résolution acquises lors des campagnes du programme KaShallow. Cette base de données, complétée de profils sismiques plus basse résolution de campagnes antérieures, permet d’avoir une couverture pseudo 3D et à quatre échelles de résolution de l'ensemble du bassin. Un échantillonnage par ROV et carottage ciblé a fourni 40 prélèvements dans les principales unités sismiques. Les analyses pétrologiques et les datations biostratigraphiques autorisent des reconstitutions paléo-environnementales depuis le Paléogène supérieur jusqu’à Actuel. L’interprétation sismique multi-échelle montre un bassin sédimentaire atteignant ~4,5s temps double (~4500 à 5625 m) sur un substratum magmatique pré-structuré. Ce bassin est composé de 5 grands ensembles sédimentaires (E-1, E1, E2, E3 et E4) subdivisés en 13 unités limitées par 14 surfaces de discontinuités. L’organisation séquentielle des unités sismiques permet de mettre en évidence 10 séquences de dépôts de troisièmes ordres (S-1 à S9). Le calage biostratigraphique de l’ensemble des séquences permet de proposer une évolution tectono-sédimentaire du bassin de l’Éocène à l’Actuel. Ainsi, nous distinguons quatre systèmes de failles normales associées à trois phases d’extensions qui contrôlent l’évolution architecturale et sédimentaire du bassin. 1/ Un système N050±10°E hérité, actif dès le Paléogène supérieur, qui contrôle le basculement général du bassin vers le SSE. Il est responsable de la formation de l'escarpement de Désirade d’environ 4500 m de dénivelé. Cette première extension est interprétée comme résultant de la fragmentation de l'avant-arc en réponse à l'augmentation du rayon de courbure de la zone de subduction. 2/ Un système N130°-N150°E, structurant à l’échelle de l’Éperon Karukéra, qui contrôle la sédimentation dès le Miocène inférieur et marque une première phase d'extension transverse à l’arc. 3/ Un système N160°-N180°E qui segmente le Bassin de Marie-Galante en un sous-bassin à l'Ouest et l'Éperon Karukéra à l'Est. Cette seconde extension, globalement perpendiculaire à la marge, s'accompagne d’une subsidence et d'une inversion de la polarité du bassin en réponse à son basculement vers la fosse qui débute au cours du Miocène moyen et se poursuit actuellement à l'Est du bassin. Cette évolution à long terme de l'avant-arc, concomitante avec le recul de l'arc volcanique vers l’Ouest, est considérée comme résultant d’une érosion basale de la plaque supérieure. 4/ Un système N090±10°E plus tardif est localisé au centre du bassin et qui contrôle le développement de plates-formes carbonatées néritiques sur certaines têtes de blocs, comme par exemple à Marie-Galante. Cette dernière extension, parallèle à l’arc, se manifeste dans le bassin à partir du Pliocène inférieur. Elle se superpose au régime d'extension perpendiculaire à l'avant-arc et est interprétée comme l'accommodation du partitionnement de la déformation en réponse à l’obliquité croissante du front subduction vers le Nord. The Lesser Antilles result of the slow westward subduction of the North and South American plate under the Caribbean plate (2 cm / year). At the latitude of the Guadeloupe archipelago and ~ 150 km to the west of the deformation front, the fore-arc basin of Marie-Galante forms a perched basin tilted to the pit and limited to the East by a shoal, the Spur Karukéra. This work relies on multibeam bathymetry data and high-resolution seismic reflection multi-traces acquired during campaigns KaShallow program. This database, supplemented by lower resolution of previous campaigns seismic profiles, provides a pseudo-3D coverage and four scales of resolution of the entire basin. ROV sampling and targeted core provided 40 samples in the main seismic units. Petrological analysis and biostratigraphic dating allow paleoenvironmental reconstructions from the upper Paleogene up Actuel. Seismic interpretation multiscale shows a sedimentary basin reaching ~ 4,5s double (~ 4500-5625 m) on a substrate pre-structured magma. This basin consists of 5 main sedimentary units (E-1, E1, E2, E3 and E4) divided into 13 units bounded by discontinuities 14 surfaces. The sequential organization of seismic units allows to highlight sequences 10 deposits of third order (S-1 to S9). The biostratigraphic calibration of all sequences able to offer a tectono-sedimentary evolution of the Eocene basin to Present. Natural Hazard Mitigation Strategies in the Continental Caribbean: The Case of Belize Auteur(s) : Usher, Kareem M. Located in the path of Atlantic Tropical Cyclones, the country is susceptible to atmospheric disasters. Most notably are the Hurricane of 1931 and Hurricane Hattie which claimed 275 lives and caused damages in excess of US$1 Billion. Consequently, Belize has implemented several responsible and original mitigation policies to safeguard its population and protect the bourgeoning tourism industry. In spite of those efforts, most of its coastal populations remain vulnerable to hurricanes and floods. La petite nation de Belize est nichée au cœur de l’Amérique Centrale, bordée au nord par le Mexique, à l'ouest et au sud par le Guatemala ; la mer Caraïbe constituant sa frontière orientale. Situé sur la trajectoire des cyclones tropicaux atlantiques, le pays est exposé aux catastrophes atmosphériques. Parmi les plus notables dans l’histoire de Bélize : l'ouragan de 1931 et l'ouragan Hattie qui ont fait 275 victimes et causé des dommages évalués à plus de 1 milliard de dollars. En réponse, le pays a mis en place diverses politiques responsables et inédites visant la réduction des risques afin de sauvegarder sa population et de protéger l’essor du tourisme.
