Université des Antilles et de la Guyane Description : "The Americas have a rich history of regional cooperation. In the Caribbean Basin, however, mechanisms for regional cooperation and/or integration have emerged which have sought to transcend the issues of legal status and to address common questions of socio-economic development, democratic institutions and functions. Three regional grouping fall into this category: the Caribbean Community (1937), the Organization of Eastern Caribbean States (1981) and the Association of Caribbean States (1994). This paper will do a comparative survey and analysis of the three organizations. The second part of the paper will examine the specific areas of greatest participation by the non-independent members in the activities of specific regional organizations. The conclusion addresses contemporary themes such as the dynamics of political/constitutional evolution which affect the membership of non-independent territories." Territorial dynamics and identity claims of the Wayãpi and Teko indigenous people of the municipality of Camopi (French Guiana). Today, they are subject to various constraints and opportunities, and face many territorial transformations. These transformations are complex and multifaceted. They involve the adoption of new production and consumption modes, the modification of forms of social organisation and identity and territorial claims. However, the links between these on-going processes are still poorly understood, and make difficult to appreciate the adaptation dynamics of indigenous common natural resources management. This thesis is particularly concerned with the territorial dynamics of the Wayãpi and Teko indigenous people of the municipality of Camopi in French Guiana. It integrates methods that include land use analysis using remotely sensed data, socio-economic and agricultural systems analysis at the household scale, and empirical analysis on the influence of identity claims, kinship networks, and conservation policies. It shows that despite the residential settlement around local towns, the growth of cash income from wage labour and welfare, associated with strong kinship networks, allows the revival of mobility and the diversification of indigenous territorialities. Environmental policies implemented on the territory involve processes of identity and territorial claims and motivate the construction of a collective project of endogenous local development. A comparative approach with the situation of the wayãpi people living in Brazil and evolving in a completely different institutional, socio-economic and environmental context shows similar dynamics. Indigenous peoples of these two sites adopt "multi-local" land use systems, allowing them to extend their territory occupation and taking part of a broader dynamic of territorial and identity affirmation. They articulate forest and local town environments. This multi-local land use system can be interpreted as a new form of environmental governance, which overcomes the access difficulties to natural resources around local towns and ensures their sovereignty over the territory.
INRA, CFCS Description : The Creole pig has always been part of the rural and suburban landscape of Martinique. Currently, this breed is not integrated into a research and conservation program. The Natural Park of Martinique Region (PNRM) has the objective to maintain and valorize the genetic heritage of Martinique?s Creole pig and develop a niche business. Based on PNRM knowledge, some Creole pigs live freely in the mountains in the North, in the South coast and in a few disparate traditional breeders located in the countryside. It is essential to carry out an inventory of the local pig population to propose a scheme for conservation and economic development. In order to favour the appropriation of the Creole pig niche, the PNRM, as a decision maker, acts in a systemic and holistic way by considering the whole Martinican territory and the pig sub-sector: producers involved in the COOPMAR pig farmers? cooperative, researchers of INRA (FWI), the food chain and at least (in a second phase) the consumers and the Martinican society. First of all, the pig farmers are involved (private family farms and specialised pig producers). Researchers and technicians from PNRM and INRA- URZ (Animal production research unit) and INRA-PTEA (Tropical platform in animal experimentation) are performing experimental studies both in controlled conditions and in farms, in order to: i) determine phenotypic and genetic characteristics of Martinique?s Creole pigs in comparison with other pig breeds from the Caribbean area; ii) help at designing genetic management to maintain the population and avoiding inbreeding; iii) help at defining feeding management by a) establishing, at the whole territorial food chain, an inventory of co or by-products available for pig feeding; b) implementing experimental studies in technology for conservation; c) implementing feeding and growing experiments and finally iv) help at defining eco-friendly production systems a) aiming at generate an adequate revenue and b) focusing on ecosystem services such as meat quality, socio-cultural services and circular economy. The historic structures of socio-cultural identities that developed during the American colonial period were so vastly diverse that it would be difficult and inaccurate to project a homogenic view of regions that were integrated under the flag of a country or nation, the Central America Mosquito Coast illustrates that diversity. The Mosquitia as a historic entity experienced a process of construction which had as foundation partnerships and diverse contributions from foreign travelers. These contributions transformed the Mosquitia in a sovereign territory with its own historic heritage. This historic heritage distance itself from the colonial history to integrate the Caribbean history. As a concept of territorial management, sustainable development can be analysed in the systemic vision allowed by complex territorial systems. This article wonders about the representations associated to rural areas and insularity. Largely encouraged by our modern societies, the critical vision of island development – not environmentally friendly models – promotes an integrated vision of development aiming at combining economical and sociocultural considerations. The great movement of cultural heritage, sort of reinvention of mythic islands symbolising a past equilibrium is then progressively supported. Different examples dealt with in this article (The Greek island of Skopelos, Corsica, Martinique) show that resources and specific know-how, not easily transferable out of the insular context, can be considered as strong advantages for development. They reinforce communities’ identity and favour new social dynamics. Obviously, quality ties increase the resilience of the territorial system even though it necessitates to redefine collective rules that aim at inventing sustainable solidarity relying mainly on knowing how to behave instead of pure technical know-how. Retour sur deux projets de développement en aquaculture outre-mer : leçons pour l’avenir Auteur(s) : Lacroix, Denis Éditeur(s) : EDP Sciences Résumé : Lessons for the future from two development projects in aquaculture in the French overseas territories. Numerous research and development projects have been launched since the seventies in the French overseas territories. Their aim was to foster new activities in agriculture based on local productions for local markets, notably in the French West Indies (FWI). In this paper we analyze two development projects on the rearing of giant freshwater prawn, one in the FWI and the other in French Guyana, over twenty years after their launching. The purpose of these compared studies is twofold: first to try to understand why a set of relevant technical innovations ended in failure 15 years later; second to identify recommendations in terms of methodology in order to diminish risks of mistakes or failure for future projects. To reach this goal we followed two approaches. A first analysis is based on a set of three criteria: social acceptability, legitimacy and time planning. The second analysis, justified by the subjective need for an explanatory tool, is based on the actor-network theory. The results show that beyond the levels of political support and financial investment and support the three key criteria for success are: (i) reactivity of the decision-makers, notably when markets change, (ii) quality of leadership transfer between the launching phase and the stabilized phase, and (iii) capacity of the decision-makers to take into account the concrete consequences of the various scenarios. Regarding this third criterion, our analysis suggests that the scenario of full technical success needs to be explored, notably in terms of economic sustainability. The integration of these two types of analyses into an ex-ante frame should contribute to reducing risks of failure in similar development projects. In order to put into perspective the different papers of the issue, this text highlights the successive stages by which the Caribbean coastline of Central American has been constructed, under the several States-nations and as a part of the Central American region. As a margin or enclave due to geographical characters as to the logics of Spanish Empire, these territories have been made from fragments more or less connected between them or to other regional maritime spaces (Caribbean or Atlantic). When growing, the States-nations in the region first exclusively consider their Caribbean coastline as a transisthmic connection. Yet, during the twentieth century, various process of territorial integration aim to connect continental spaces and maritime coastline, associating demographical dynamics. Societies of interface result of these process, where their ladina, indian, afro components are reorganized. Finally, theses fragments as elements of the façade take a new color in the look of new actors (NGO) or from other scales and spaces (Atlantic region, Caribbean Sea). Tourisme et lutte contre la pauvreté : opportunités et défis ; Tourisme et lutte contre la pauvreté : opportunités et défis : Tourism and Poverty Alleviation: Opportunities and Challenge Auteur(s) : Dehoorne, Olivier Auteurs secondaires : Lieux, Identités, eSpaces, Activités (LISA) ; Université Pascal Paoli (UPP) - Centre National de la Recherche Scientifique (CNRS) Centre de Recherche en Economie, Gestion, Modélisation et Informatique Appliquée (CEREGMIA) ; Université des Antilles et de la Guyane (UAG) Éditeur(s) : HAL CCSD Université des Antilles Résumé : International audience Develop tourism as a tool in the fight against poverty requires first to agree on the meaning of the word poverty and to clarify the political intentions of the project. Reflection on the reduction of poverty through the tourism can be synthesized in three steps: first, the beneficial effects of runoff from tourist revenues in host societies, then the collateral damage resulting from tourism and, finally, to define the conditions necessary to integrate positively tourism project in the host territories. In the end, it is indispensable to develop a proactive policy, because the poorest will not benefit from famous income runoff. Taking into account complex and contradictory impact of international tourism (including inflation, revenue leakage, deconstruction accelerated of local societies), it is necessary to include it in a sustained and coherent territorial project by local communities to identify real benefits. Wich animals do farmers need for tropical mixed systems in the Caribbean ? Auteur(s) : Mandonnet, Nathalie Année de publication : Loading the player... Éditeur(s) : INRA : Institut National de la Recherche Agronomique Université des Antilles. Service commun de la documentation Extrait de : 52e congrès annuel de la Société caribéenne des plantes alimentaires / 52nd annual meeting of the Caribbean food crops society (CFCS), du 10 au 16 juillet 2016. INRA, CFCS Description : In the Global South, improvement of agricultural outputs is eagerly awaited. While by 2050, its population will double areas devoted to agriculture will decrease exacerbating undernutrition of the poor. Unfortunately, the demand for fresh locally-produced meat products is not satisfied yet in the tropics. So, efficiency in animal productions is essential to allow coverage of protein nutritional needs of people, both in quality and quantity. In the Caribbean territories mixed farming systems are the most common farming systems (about 80%) and can constitute a solution to reach food sovereignty in such limited and isolated spaces. Lessons to be learned from these systems involve improving animal performance while respecting the natural balance with environment and maintaining the multi-functionality of plants and animals. Firstly, the natural (or selected) comfort zone of animal and plants must fit with the farm conditions, insuring thereby animal survival and welfare. Enhancement of adaptation to stresses (biotic, abiotic and socio- economic) in species or animal genotypes is a key element implying their equilibrium with the farm environment. This approach underpins for the farmer an integrated management of animal health, nutrition, genetics, reproduction, in close relationship with other compartments of the farming system. Secondly, animal adaptation may be completed by resilience ability within systems. Animals have to produce although facing stresses. Finally, the animal must be efficient that is to say must reconcile physiological functions of production, reproduction with adaptation functions. This optimization leads to decreased inputs and to overall efficiency of mixed farming systems at the end. The aim of the breeder is to choose the animal producing the best balance between output-reproduction-adaptation, at the individual or the flock scale combining genetic and physiological diversity. The underlying idea is to give to humans and animals their right place in the food chain taking into account the farmers? skills and wills. This idea is included in the agroecological approach and may give guidelines for food sovereignty worldwide. NAMIBIE, an interface dedicated to multimedia access to coastal data and information for Integrated Coastal Zone Management processes Auteur(s) : Loubersac, Lionel Maraux, Lemsanni, Abdellah Fiandrino, Annie Jouan, Mathieu Tellier, Denis, Jacques Éditeur(s) : Littoral 2004, Aberdeen, Scotland, UK, September 2004 Résumé : NAMIBIE (a french acronym for Integrated Multimedia Navigator Within Coastal Environment Data Bases) is a specific tool which first concept has been established by Ifremer and has been developped by an association between research in the field of coastal environment, innovation in the field of new information and communication technologies and services in the field of coastal integrated management and impact studies. The objectives of this tool are to facilitate research, direct access and display of relevant multimedia coastal integrated data and information according to an interactive, widely opened and playfull interface. The principles are based upon the fact that sustainable decision making needs an optimized unterstanding of coastal processes and better consultation between actors. In this purpose the development of the tool has considered that the end-user should and could be free to look after the data and the information he needs for a particular site or environment of interest and for a specific ICZM question according to easy navigation interfaces. That is why NAMIBIE concept is based upon : - a coherent 3D representation of the coasts (i.e. from catchement areas to continental shelf and deep sea), which considers a coherent DEM from land to sea and textural representation of the environment using satellite imagery textural displays, - a 3D navigator which allows the user to fly or dive over and within the coastal environment of interest, - a multimedia database (text, graphs, image, maps, geographic objects, modelling results...) specific to the territory of interest, - an interactive interface which helps in finding relevant information associated to specific questions. The technologies used include VRML data format, integration of standard GIS format (shp, grid, img) within the navigator, integration and display of modelling data. The production chain is realized in C++ and Java scripts allow dialogue between web pages and 3D windows. Through the comparative analysis of two archaeological sites in Colombia: Ciudad Perdida and San Agustín this study aims to reveal the identity and territory issues linked with the material, intangible and natural heritage and the development of tourism. The history of the acknowledgment of heritage and the analysis of the emergence of those sites as touristic destinations allow to identify all actors involved in both processes: State, scientists, touristic industry, local populations and authorities and native peoples. Through this first analysis it is possible to understand that those patrimonial and touristic processes generate a series of “tests of justifications” (Boltanski, Thévenot, 1991) in which several values and principles of justice are mobilised by the different actors in order to legitimate their stances. In this article the logic of disappropriation, appropriation and re-appropriation of territories is highlighted to explain how the touristic and patrimonial management of the archaeological sites appears as a tool of identity claims integrated both in the legal dynamics of Colombian multicultural policies and the postcolonial episteme of Latin America in general. The Fisheries Information System of Ifremer: a multidisciplinary monitoring network and an integrated approach for the assessment of French fisheries, including small-scale fisheries Auteur(s) : Leblond, Emilie Daures, Fabienne Berthou, Patrick Dintheer, Christian Éditeur(s) : ICES 2008 Annual Science Conference, 22-26 september 2008, HALIFAX, CANADA Résumé : Since 2000, Ifremer has been implemented a Fisheries Information System (FIS), in strong collaboration with the DPMA (Direction of fisheries and aquaculture of the French Ministry of Agriculture and Fisheries). The FIS aims at building an operational and multidisciplinary monitoring network for scientific purposes, allowing a comprehensive view of fishery systems including their biological, technical, environmental and economical components. The objectives of the FIS are (i) to provide the specifications and methodologies for the collection, storage and processing of fisheries data, with the constant concern to harmonise all these procedures on a national scale, (ii) to improve data management system and access to data for a wide-spread public, and (iii) to produce and distribute relevant datasets, indicators and synthesis, for understanding and evaluation, including bio-economic diagnostics of the fisheries, and assessment of the short and long-term impacts of fisheries management scenario and measures. The FIS covers all the French fisheries, including overseas territories and small-scale fisheries, for which data are often hardly available or missing, whereas two thirds of the French vessels are less than 12 meters long. The challenge was to establish a statistical and an integrated approach supporting bio-ecological and economic issues. To further an integrated analysis of the fishery systems, the wide range kinds of data - including acoustic surveys, biological in-situ observations, environmental observations, as well as fishing statistics (landings and efforts) or economic data - are managed in a single data management system, based on an integrated relational data base with geographical facilities. Impact of social inequality and air pollution on the risk of adverse birth outcomes in the mother-child cohort PELAGIE : role of urban-rural context ; Impact des inégalités sociales et de la pollution atmosphérique sur le risque d'issues défavorable de grossesse dans la cohorte mère-enfant PELAGIE : rôle du contexte urbain-rural Auteur(s) : Bertin, Mélanie Auteurs secondaires : Institut de recherche, santé, environnement et travail [Rennes] (Irset) ; Université d'Angers (UA) - Université des Antilles et de la Guyane (UAG) - Université de Rennes 1 (UR1) - École des Hautes Études en Santé Publique [EHESP] (EHESP) - Institut National de la Santé et de la Recherche Médicale (INSERM) - Structure Fédérative de Recherche en Biologie et Santé de Rennes ( Biosit : Biologie - Santé - Innovation Technologique ) Institut de recherche en santé environnement et travail -- Rennes Université Rennes 1 Jean-François Viel Cécile Chevrier Éditeur(s) : HAL CCSD Résumé : Pregnancy is a sensitive and critical period for the development of the child and the health of adults-to-be. The biological and physiological adaptation of the body dealing physical and psychosocial stressors during this period may exert its effects in adulthood (and possibly over several generations). This delayed toxicity presupposes intrinsically the need to study the effects of exposure to environmental risk factors during fetal life using a holistic approach involving risk factors at both the micro (individual characteristics) and the macro level (physical and psycho-social context). Given the heterogeneity of the Breton territory in which this work was conducted, we explored whether the impact of social inequalities and the physical environment (air pollution) on birth outcomes (fetal growth and the risk of prematurity) could be modified according to an urban or rural place of residence. This work was based on data collected as part of the Breton mother-child cohort PELAGIE, which had included 3421 pregnant women between 2002- 2006. The anthropometric parameters and gestational age at birth were measured by medical personnel at delivery. We defined urban and rural areas according to the definition of “urban units” from the National Census Bureau (INSEE). The annual concentrations of air pollution (nitrogen dioxide (NO2)) were estimated using a land-use regression modeled at a 100 m scale and developed as part of an European project. Finally, neighbourhood deprivation was estimated using a composite index developed at census blocks level and whose use was legitimated over both urban and rural areas. Neighbourhood deprivation was associated with an increased risk of infants with fetal growth restriction, only for women living in rural areas. We also observed an increased risk of preterm birth associated with NO2 concentrations > 16.4 μg.m-3, only among women residing in urban areas. The associations between air pollution and fetal growth, although sex-specific, did not seem on the other hand, to vary significantly according to the urban-rural spectrum. This work confirms the need to explore the influence of both social and environmental inequalities on intrauterine development, and to assess the role of place-based factors, such as the urban-rural context, in shaping these inequalities.

In Eastern Venezuela, the urbanization is partially planned, generally “spontaneous”. In Yakutia, dynamics of urbanization is planned. In the both cases, urban dynamics is driven by the exploitation of the natural resources and the immigration. With the collapse of the Soviet Union, some mining towns disappeared in the 1990 and 2000. Since the beginning of the 2010’s mining urban regions are under a double process of territorial integration with Russian Europe and Asia. In Venezuela, small and medium sized cities are growing with the emergence of new mining territories and the exploitation of the Orinoco Belt (extra heavy oil). This article analyses the main territorial dynamics of these small and medium sized cities. Through the study of the approaches to professional training in Martinique, Guadeloupe and French Guiana, this article compares how training in these territories of French America compares to training in France and then highlights the changes that have occurred as a result of the introduction and development of the new information technologies into distance education programmes in those territories. Our purpose is to initiate a reflection on the need to examine the relationship between employment and training by integrating the role of politics and the social and cultural context Martinique Droits : info:eu-repo/semantics/openAccess urn:doi:10.4000/etudescaribeennes.488 http://journals.openedition.org/etudescaribeennes/488 | Partager |
Sustainable Region should position itself in a context of openness and territorial competition. Without the ability to significantly influence the parameters of global change, the actors are called upon to anticipate and take them into account in their strategies. They are encouraged to develop a future vision that renews their relationship to the territory in the context of sustainable development. It is in this spirit that Territorial Prospective exercise was developed. The method presented here for the Guadeloupe region, integrates both trends related to the contextual environment and trends specific to the territory. Beyond a scenario over water which can lead to a marginalization of the region, two visions of the future are analyzed Guadeloupe ... towards one unacceptable and one desirable. The aim of this article is to analyse, from an external point of view, the pre-existent conditions at a local-regional level of a rural territory in Mexico, the Bajo Balsas, regarding the hypothetic integration of a community based tourism (CBT) activity. The analysis is about the external aspects of the host territory to be considered before the introduction of an activity of tourism, and about its intrinsic conditions. The results show that the territory does have specific aptitudes to implement a CBT activity such as the local and collective organizational capacity, the existence of a larger process of development and an interesting complementarity of natural and cultural resources. Nevertheless, the study also reveals numerous restrictions such as the negative image of the region and the lack of connexion and local infrastructure. Based on the results, some recommendations have been formulated at the attention of the actors implied in the development process and in the implementation of the CBT initiative. Indigenous territories comprise extensive areas of tropical forest and hold significant social and conservation value. Today, they are subject to various constraints and opportunities and face many territorial transformations. These transformations are complex and multifaceted. They involve the adoption of new production and consumption modes, the medications of forms of social organization and identity and territorial claims. However, the links between these on-going processes are still poorly understood, and make difficult to appreciate the adaptation dynamics of indigenous common natural resources management. This thesis is particularly concerned with the territorial dynamics of the wayapi and teko indigenous people of the municipality of Camopi in French Guyana. Environment policies implemented on the territory involve processes of identity and territorial claims and motivate the construction of a collective project of endogenous local development. A comparative approach with the situation of the Wayapi people living in Brazil, and evolving in a completely different institutional, socio-economic and environmental context shows similar dynamics. Indigenous people of these two sites adopt “multi-local” land use systems, allowing them to extend their territory occupation and taking part of a broader dynamic of territorial and identity affirmation. They articulate forest and local town environments. This multi-local land use sytem can be interpreted as a new form of environmental governance, which overcomes the difficulties access to natural resources around local towns and ensure their sovereignty over the territory. http://www.theses.fr/2013AGUY0608/document | Partager |
This study opens a discussion on issues of social integration around reading in the territory of French Guiana. The socio-economic handicaps the development of reading are particularly important in this department french. The Guyana who does not belong to a reading society, is an oral society torn between modernity by reading and writing and oral tradition. The studies propose to go beyond the simple diagnosis to consider development strategies designed to popularize reading in this department, for example with the development of the public reading from library on a boat to meet the isolation of populations. In this society marked by the large proportion of illiteracy and illiteracy, and low practice of reading, equal access to reading is challenge for the future of this territory.
