Université des Antilles Description : The majority of maritime trade within the Caribbean has been based on smuggling since the beginning of European influenced trade in this area. With the establishment of Non-Iberian colonies such as English, French, Dutch, German and Danish during the 17th century also Jewish merchants seeped into the illegal markets with sugarcane, tobacco, slaves, salt, vanilla etc. This lecture would like to highlight the illicit networks of Jewish and New Christian traders based on their clandestine Caribbean routes by means of Braudelian methods during 1670 and 1730. Seemingly insignificant ports and coastal communities as well as bays have become global cargo hubs due to these extensive networks. The majority of these places have been located in the Caribbean Frontier, which has been often dominated by Indians, escaped slaves, refugees, pirates and other outlaws. The role of Jews as middlemen between legal and illegal trade will be another focus of this lecture. Essai d’évaluation des effets économiques de grandes manifestations sportives : le cas de la Route du rhum en Guadeloupe Auteur(s) : Dupont, Louis Éditeur(s) : Université des Antilles Études caribéennes Résumé : Evaluer les retombées économiques de manifestations sportives sur les territoires d’accueil est l’une des conditions permettant de décider de la pérennisation ou non de ces évènements. Cette évaluation revêt une grande importance pour les prestataires de services, les institutionnels et les diverses entreprises qui y sont engagés, car elle leur permet d’avoir une vision plus claire du marché, et le cas échéant d’ajuster et d’affiner leur politique évènementielle pour l’avenir. Aujourd’hui, apparaît de plus en plus un besoin croissant d’évaluation de la part de praticiens et d’acteurs publics impliqués dans les activités sportives. Ces derniers comme le grand public s’interrogent quelquefois sur l’utilité ou la pertinence économique et sociale de tels évènements.Aussi, l’objectif prioritaire de cette étude est de proposer dans le cas de la Guadeloupe, à partir d’un cadre conceptuel précis et d’une méthodologie partagée et éprouvée, une évaluation territoriale de l’impact économique et social de la Route du rhum, en retenant deux approches: l’une en niveau, déterminant successivement les valeurs du multiplicateur input-output à l’aide d’un tableau entrées-sorties (TES) de l’économie guadeloupéenne, et du multiplicateur de la base qui s’appuie sur les résultats d’une méta-analyse; l’autre , dynamique, spécifie par un modèle économétrique l’influence de la Route du rhum et d’autres variables sur la croissance économique de la Guadeloupe. L’enjeu consiste à se doter collectivement de points de repère afin que les différents acteurs de ce sport puissent situer les effets de leurs actions par rapport à d’autres pratiques, d’autres territoires, et à clarifier le niveau de contribution économique de cette activité sportive sur le territoire de Guadeloupe. Les résultats obtenus convergent et montrent qu’en dépit d’un succès indéniable au plan sportif et médiatique, la Route du rhum, évènement sportif de voile de haut niveau reliant tous les quatre ans St Malo à Pointe-a-Pitre, enregistre au plan économique des résultats modestes si l’on en juge à la fois par les médiocres retombées induites en matière de fréquentation touristique, par les faibles coefficients multiplicateurs de revenu affichés, par un ratio coût-bénéfice défavorable et par les incidences mineures que provoque cet évènement sur la croissance économique régionale. This evaluation is important for enterprises that provide goods and services also for the government, because it allows them to obtain an accurate vision of the future.Today, we have a growing need of evaluation from the people involved in sport activities. Sometimes, these people ask themselves on economic and social advantages of these events.The objective of this paper is to propose for Guadeloupe a rigourous methodology that assesses the economic and social impact of Route du rhum which is a transatlantic competition between St-Malo and Pointe-a-Pitre. We use two approaches: the first of which is level-based and determines the values of both economic base multipliers and input-output multipliers by composing an input-output table of the Guadeloupe economy. The second, dynamic approach specifies from an econometric model the impact of several variables, especially those of la Route du rhum. The goal is to provide findings to stakeholders of this sport for comparison. The results of the investigation merge and show globally weak economic performance of Route du rhum, particularly a poor cost-benefit ratio, weak economic multipliers and inter-industry linkages. Inventaire des plantes introduites en Méditerranée : origines et répercussions sur l'environnement et les activités humaines Auteur(s) : Verlaque, M Éditeur(s) : Gauthier-Villars Résumé : This review addresses the problem of recently introduced plants in the Mediterranean in order to analyse their vectors, the dispersal processes and the possible ecological and economic consequences. Ninety-five cases (94 macroscopic algae and one seagrass) are listed and discussed. Three major routes of access into the Mediterranean are indicated: shipping, the Suez canal and aqua-culture. The recent introduction of Caulerpa taxifolia along our coasts has called attention to a new potential source: aquaria. Among the successful acclimatizations, cold-temperate Pacific and Atlantic species remain confined to the north of the Mediterranean (Gulf of Lions, Adriatic), whereas some tropical or sub-tropical plants colonize large areas. Some introduced algae proliferate to the detriment of the indigenous Mediterranean vegetation. In contrast with some terrestrial introductions, no population crash has been observed in the Mediterranean, although some notable fluctuations seem to occur in coastal lagoons. From an economic point of view, the two activities most affected by this phenomenon are aquaculture and fishing. With the gradual disappearance of European frontiers, the worldwide development of marine cultures and the multiplication of giant Seaworlds, the transfer of live marine organisms will become routine and the risk of new introductions will considerably increase in the Mediterranean. Only international legislation, established by the countries of the littoral, will be able to control these problems. As long as the boats and ships were the main means of travel this coastal way - "Nor-way" - was the main communication basis for most people, and for transport of goods. But even in the interior of the country, water, namely rivers and lakes were the main structures for communication. The lakes were most efficient for transport during the cold winters, by sledges on the frozen surfaces.When new means of transport took over most of the traffic, however, sea, lakes and rivers in many ways became obstacles instead of means of communication (?). This gave the government and others new challenges. In the sailing period up to the end of the eighteen hundreds, boats and harbors were the investment focus and sailors were recruited in every community from the age of 15. This meant that in a remote area at the Arctic Circle there were plenty of people who have been sailing around most of the work and could easily be hosts of visitors.This paper is mostly focusing on "how to market and develop these beautiful coastal areas to travelers using either their own cars, bikes, boats or collective transport". What types of geographical units are suited for marketing and developing such areas and how might local producers of accommodation, food & beverages, crafts, activities and arts be included in such organizations. The main focus will be on the work of organization "Kystriksvegen Reiseliv AS" that have been working with these challenges for closed to two decades. What have their successes and obstacles been and how have they been able to operate a sustainable business on a long coastal route with many car ferries, small islands, fjords and mountains and more than twenty municipalities. Pour les Norvégiens, le nom de notre pays est basé sur un itinéraire - «le chemin vers le Nord» - et ce n'était pas une route construite, mais qui repose sur la ligne de côte elle-même. Tant que les bateaux et les navires étaient le principal moyen de déplacement de cette façon côtière – "Nor-way" - était la base principale de communication pour la plupart des gens et pour le transport de marchandises, et même à l'intérieur du pays, l'eau, à savoir les rivières et les lacs étaient les principales structures de communication. Les lacs sont les plus efficaces pour le transport pendant les hivers froids, par traîneaux sur les surfaces gelées.Avec l’arrivée des nouveaux moyens de transport, la mer, les lacs et les rivières à bien des égards, sont devenus obstacles (?). Cela a donné de nouveaux défis au gouvernement. A l’époque de la voile jusqu'à la fin des dix-huit centaines, des bateaux et des ports ont été l'objet d'investissements et les marins ont été recrutés dans toutes les collectivités dès l’âge de 15 ans. Cela signifie que dans une région éloignée dans le cercle arctique, il y avait beaucoup de gens qui étaient navigateurs et pouvaient facilement être les hôtes de visiteurs.Ce document est principalement axé sur «la façon de commercialiser et de développer ces belles régions côtières de voyageurs qui utilisent soit leurs propres voitures, motos, bateaux ou de transports collectifs». Quels types d'unités géographiques sont adaptés pour la commercialisation et le développement de ces régions ? Comment les producteurs locaux d'hébergement, de nourriture et de boissons, d’artisanat, les activités et les arts sont inclus dans ces organisations ? L'accent principal sera mis sur le travail de l’organisation "Reiseliv AS Kystriksvegen" qui a travaillé sur ces défis de fermeture depuis deux décennies. Regional Development Through Religious Tourism. San Juan de los Lagos and Jalostotitlán in Los Altos de Jalisco Region, Mexico Auteur(s) : Martínez Cárdenas, Rogelio Éditeur(s) : Université des Antilles Études caribéennes Résumé : This document shows several of the main findings of the research work in the towns of San Juan de los Lagos and Santa Ana de Guadalupe, Jalostotitlán, Mexico, on the occasion of knowing the impact it has had the policy used by the Ministry of Tourism, regarding the promotion of religious tourism in both populations as a source for economic development.Among the findings are that the project whose intent is to develop a similar route to that of the "Camino de Santiago" in Spain, and include both populations is often unknown to visitors to these religious sites.Another important result concerns the data were limited marketing of products manufactured locally or regionally. This prevents the economic benefits of religious tourism that visits this population, have very little benefit to people nearby. Cet article propose quelques-unes des principales conclusions de la recherche menée dans les villes de San Juan de los Lagos et Santa Ana de Guadalupe, Jalostotitlán, au Mexique, sur l'impact de la politique menée par le ministère du tourisme en matière de promotion du tourisme religieux comme source potentielle de développement économique.L’accent est mis sur le projet d’une route similaire à la "Camino de Santiago" en Espagne dont le but est d’impliquer les populations dans l’accueil des visiteurs et la mise en valeur des sites religieux. Un autre résultat important concerne la commercialisation des produits fabriqués localement ou régionalement. Cela permet d'éviter les retombées économiques du tourisme profitent davantage aux villes voisines qu’aux populations locales. El presente documento, muestras varios de los principales hallazgos del trabajo de investigación realizado en las poblaciones de San Juan de los Lagos y Santa Ana de Guadalupe, Jalostotitlán, México, con motivo de conocer el impacto que ha tenido la política utilizada por la Secretaría de Turismo, referente a la promoción del turismo religioso en ambas poblaciones como fuente generadora para su desarrollo económico.Entre los hallazgos, se encuentran que el proyecto cuya intensión es desarrollar una ruta similar a la del "camino de Santiago" en España, y que incluiría ambas poblaciones, es desconcida para los visitantes a estos sitios religiosos.Otro resultado importante, se refiere a la escaza comercialización de productos manufacturados en de manera local o regional. Contamination of some aquatic species with the organochlorine pesticide chlordecone in Martinique Auteur(s) : Coat, Sophie Bocquene, Gilles Godard, Eric Éditeur(s) : EDP Sciences Résumé : Martinique is a French overseas department whose economy relies heavily on agriculture. Organochlorine pesticides, mainly chlordecone, were used for banana cultivation to eradicate banana weevil over a period of 40 years. Chlordecone is chemically stable,and has a strong affinity for fatty tissues. It is therefore able to bioaccumulate in animals and thereby represent a threat to ecosystems and man. Soils from banana plantations in Martinique are heavily contaminated with chlordecone. Possible transfer of these molecules from agricultural watersheds to the aquatic environment and the organisms that live in it is feared. The hypothesis that ecosystems of Martinique might be highly contaminated with this organochlorine pesticide was investigated. Chlordecone levels were measured in various freshwater and marine species. Data show a heavy contamination of many carnivorous and detritivorous species (fish and prawns). Concentrations measured in wild or farmed tilapia are among the highest ever reported in the literature. Some coastal species (fish and lobster) were also found to be contaminated, although to a lesser extent. Given the biogeochemical behavior of chlordecone, the most likely route of contamination is food. Detected concentrations in marine organisms are below the tolerated limits established by authorities. however. the impact of other sources of exposure, namely, contaminated water and root vegetables, remains to be investigated. A Software Package and Hardware Tools for in situ Experiments in a Lagrangian Reference Frame Auteur(s) : Doglioli, Andrea Nencioli, Francesco Petrenko, Anne Rougier, Gilles Fuda, Jean-luc Grima, Nicolas Éditeur(s) : Amer Meteorological Soc Résumé : The Lagrangian Transport Experiment (LATEX) was developed to study the influence of coupled physical and biogeochemical dynamics at the meso- and submesoscales on the transfers of matter and heat between the coastal zone and the open ocean. One of the goals of the Latex10 field experiment, conducted during September 2010 in the Gulf of Lion (northwest Mediterranean), was to mark a dynamical mesoscale feature by releasing a passive tracer [sulfur hexafluoride (SF6)] together with an array of Lagrangian buoys. The goal was to release the tracer in an initial patch as homogeneous as possible in the horizontal, and to study its turbulent mixing and dispersion while minimizing the contribution due to advection. For that, it was necessary to continuously adjust the vessel route in order to remain as closely as possible in the Lagrangian reference frame moving with the investigated mesoscale structure. To accomplish this task, a methodology and software were developed, which are presented here. The software is equipped with a series of graphical and user-friendly accessories and the entire package for MATLAB can be freely downloaded ().
