Around the turn of the 20th century, cigars were advertised and sold mainly by the colourful, intricate labels that adorned the boxes. Intense competition encouraged manufacturers to see who could create the most beautiful, eye-catching labels.
A diffrent stone was required to print each colour. It was not unusual for as many as 20 stones to be used to create a single label. The register for each printing had to be perfect.
The process became known as STONE LITHOGRAPHY or CHROMOLITHOGRAPHY.
Once this exacting printing process was completed, the labels were then gilded with hand-applied gold leaf. Finally, the labels were embossed using huge 30-ton presses.
According to Joe Davidson, the eminent American art dealer and collector, the "Golden Era" of cigar labels is associated with the introduction of gilding and embossing in the 1890's up to the late 1920's when the less attractive full-colour or photo-mechanical labels began to appear.
Genuine gold leaf was used primarily by German and Cuban printers and "bronzing" in which bronze powder was mixed with lacquer or sizing, applied like ink, then burnished with brushes or polished rollers to make them gleam like gold.
These particular labels were produced by the German factory, Gerhard Meinesz in Bentheim, near the Dutch border, and closed in 1932. The labels were used during the 1920's.
These spectacular lithographs lithographs wound up lying unused and undiscovered for generations. Because they were printed on special long-fibre, acid-free rage paper, these old labels retained their original brilliant colours. Consequently, they are available in very limited quantities. Fluctuations à long terme du thon rouge: validité, origines et conséquences Auteur(s) : Ravier, Christelle Éditeur(s) : Ecole nationale supérieure agronomique de Rennes Résumé : Describe and gain understanding on fluctuations in animal population over time and space is a central goal of population ecology. This is also crucial to ensure the sustainable management of exploited resources, particularly those with complex population dynamics such as the bluefin tuna. The goal of this work is to collect bluefin tuna catches from the ancestral Mediterranean and Atlantic trap fisheries to (i) characterise long-term fluctuations in bluefin tuna population migrating in the Mediterranean, (ii) analyse their causes et (iii) assess their implications for fisheries management. The bluefin tuna main biological and ecological characteristics are first detailed. Then, the first part presents the trap fishery, and the process of collect and validation of the historical catches. This leads to develop a data base of 54 time-series more than 20 years long, the longest ones spanning about four centuries. Mean historical catches were around 15 000 tons/year ([7 000;25 000]). Time-series are analysed in a second part. Temporal variability of trap catches may be decomposed in three components: 100-year-long periodic fluctuations, 20-year cycles and inter-annual variations. These medium- to long-term fluctuations, representing more than 50% of the variability in the time-series, were synchronous all around the western Mediterranean and adjacent North Atlantic. In contrast, short-term variability was synchronous at a local scale only. It is argued that long-term fluctuations in trap catches could be considered as a proxy for those in abundance, and a synthetic time-series is computed to depict them. Biological and ecological processes that could cause such long-term fluctuations are discussed in a third part. We tested whether long-term fluctuations in Atlantic bluefin tuna might be related to large-scale environmental changes, using long time-series of the North Atlantic Oscillation (NAO), the Length of the Day index (LOD, a proxy of the atmospheric circulation index ACI) and the temperature. Spectral analyses of trap catches, LOD and temperature displayed similar spectra with peak at low frequency, whereas those of the NAO exhibited a broad band spectrum. Regression analyses and tests of correlation did not reveal any clear relationship between trap catches on the one hand and NAO and LOD on the other hand. In contrast, long-term fluctuations in trap catches appear to be negatively and significantly related to long-term trends in temperature. Underlying processes that could explain such a relationship are discussed, with special focus on changes in migration patterns. Finally, implications of such fluctuations in term of fisheries management are discussed in a fourth part. A simulation framework, in which a simulated population dynamics model is coupled with a VPA, is built to test the pertinence of the diagnostic of stock assessment according to different scenarios on fluctuations origins and population status. In the hypothesis of fluctuations linked to variations in the recruitment, VPA appears able to reconstruct the fluctuations but the predictions may be biased if natural fluctuations are not taking into account. In the hypothesis of fluctuations linked to changes in migration pattern, VPA is not able to reconstruct the population dynamics. In a precautionary approach, quotas which follow may be unsuitable in the best case, at worst dangerous if they are defined in comparison with a reference point. The concept of cible reference points, fixe and unique over time, appears not relevant for bluefin tuna; estimate trajectory reference pertinent may prove to be more pertinent. Décrire et comprendre les fluctuations spatio-temporelles des espèces animales constituent les enjeux majeurs de l'écologie. La question est également cruciale pour réussir la gestion durable des ressources exploitées, en particulier celle du thon rouge, grand pélagique migrateur à la dynamique complexe. L'objectif de ce travail est de collecter les captures historiques de thon rouge par les madragues méditerranéennes et proche atlantiques pour (i) caractériser les fluctuations à long terme de la population migrante en Méditerranée, (ii) étudier leur déterminisme et (iii) évaluer leurs implications en terme de gestion des pêcheries. Leur variabilité temporelle peut être décomposée en trois composantes : de larges cycles pseudo-séculaires, des variations périodiques d'une vingtaine d'années et des fluctuations inter-annuelles. Les fluctuations à moyen et long terme, expliquant plus de la moitié de la variance des séries, sont synchrones à l'échelle du bassin méditerranéen occidental et du proche Atlantique. La variabilité inter-annuelle, en revanche, n'est synchrone qu'à une échelle locale. On montre finalement que les fluctuations à long terme des captures peuvent être considérées comme de bons indices des tendances des abondances de la population de thons rouges migrants en Méditerranée. Une série synthétique est construite pour les décrire. Les processus biologiques et écologiques susceptibles d'être à l'origine de ces fluctuations sont discutés dans la troisième partie. This study investigates the impact of dolphin depredation on artisanal trammelnets by analysing the catch composition of 614 artisanal fishing operations in the Bonifacio Strait Natural Reserve (France). Common bottlenose dolphins (Tursiops truncatus) attacked, on average, 12.4% of the nets and damaged 8.3% of the catch. However, attacked nets were characterized by statistically significantly higher catch per unit effort than unattacked ones. Catch composition also differed significantly after dolphin attacks; bentho-pelagic fish were more represented and reef-associated fish less represented. Our results suggest that (i) dolphins are attracted by high fish densities in the fishing area and/or nets, and (ii) their attacks induce specific fish-avoidance behaviour, according to the fish position in the water column. Although dolphins depredate a small part of the catch, damage to nets, not yet assessed in this area, could weaken the benefits that reserves can provide to artisanal fisheries. Transitioning economies, human development, and environmental stress can harm this livelihood. Here we focus on a transitioning social-ecological system as a case study (Moorea, French Polynesia). We review fishing practices and three decades of effort and landing estimates with the broader goal of informing management. Fishery activities in Moorea are quite challenging to quantify because of the diversity of gears used, the lack of centralized access points or markets, the high participation rates of the population in the fishery, and the overlapping cultural and economic motivations to catch fish. Compounding this challenging diversity, we lack a basic understanding of the complex interplay between the cultural, subsistence, and commercial use of Moorea's reefs. In Moorea, we found an order of magnitude gap between estimates of fishery yield produced by catch monitoring methods (2 t km −2 ∼ year −1) and estimates produced using consumption or participatory socioeconomic consumer surveys (∼24 t km −2 year −1). Several lines of evidence suggest reef resources may be overexploited and stakeholders have a diversity of opinions as to whether trends in the stocks are a cause for concern. The reefs, however, remain ecologically resilient. The relative health of the reef is striking given the socioeconomic context. Moorea has a relatively high population density, a modern economic system linked into global flows of trade and travel, and the fishery has little remaining traditional or customary management. Other islands in the Pacific in similar contexts in Polynesia such as Hawaii, that continue to develop economically, may have small-scale fisheries that increasingly resemble Moorea. Therefore, understanding Moorea's reef fisheries may provide insight into their future. In this context, artisanal fisheries, and in particular small-scale coastal fisheries, appear as relevant alternatives for a sustainable use of coastal resources. Marine Protected Areas (MPA) are more and more used as management tools for these fisheries, as protection effects and targeted access regulations may benefit to commercial fishers. Managers and scientists need then quantitative information not only to adapt their management to the fishing activity present on their territory, but also to estimate the effects of MPA management on it. This study provides catch and effort estimates that are essential for appraising and managing the artisanal fishery in the Côte Bleue Marine Park (CBMP), a French Mediterranean MPA including two No-Take Zones of different age and size. A field protocol was defined and implemented between July 2009 and June 2010 within the CBMP. Seven métiers were identified and characterized by target species, gear type, fishing grounds and fishing periods. During the one-year studied period, 3512 fishing trips and 4645 fishing operations were performed by 30 active boats in the Côte Bleue fishing territory, amounting to 9500 km of immersed nets. In total, approximately 130 tons of catch were landed in the six CBMP harbors, out of which 58% depend on the three main species caught on the Côte Bleue: hake (Merluccius merluccius), gilthead seabream (Sparus aurata) and common sole (Solea solea). The presented methodology could be part of a long term monitoring requiring close collaboration with local fishers. It enables adaptive management with respect to changes in fishing pressure (from inside and outside the MPA) that may impact the environment and its resources. The significant contribution of FADs to Solomon Taiyo Limited's fishing operations Auteur(s) : Sibisopere, M Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : From 1972, when Solomon Taiyo Limited (stl) started a pole-and-line fishing operation, to 1980, stl vessels had been catching tuna almost exclusively from surface free-swimming schools. In 1981, a fad programme group purse-seining fishing operation, using the Filipino "payao" model, was put in place. Results were excellent and STL vessels quickly adapted their fishing methods to make the best use of fads. STL slightly modified the original payao design to better suit its own needs and nowadays, about 90% of the group purse seine catch, i.e. 5,800 t annually, and around 60-70% of the pole-and-line catch, i.e. about 15,000 t annually, come from fad fishing. fads bring benefits not only to stl but also to the rural communities of the region. For stl, it allows savings on the operational costs, especially those of pole-and-line fishing operations, reduction of searching time and a better regularity of fish landings. For the rural communities, it gives better returns to bait-ground owners through royalties paid by stl for their baitfishing boats and it allows local fishing communities (known as canoe-fishermen) to increase their catches using fishing methods (artisanal) such as trolling and midwater handlines set around fads. This provides fish for family consumption and a source of income from fish sold. Overall, the importance of fads to stl's fishing operation, and therefore to the local economy as a whole, is high, although no precise value can be attached to it. Current, catch and weight composition of yellowfin tuna with FADs off Okinawa island, Japan Auteur(s) : Kakuma, S Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : Yellowfin tuna (Thunnus albacares) is a main target for the fisheries at Fish Aggregating Devices (FADs) off the south of Okinawa island. Catch and weight composition of the tuna were monitored at a fisheries cooperative market from 1989 to 1998. Some distinct weight groups (considered to represent cohorts) appeared in the catch and the weight of these groups increased monthly - presumably as individual tuna grew. Although small, light weight fish were caught year-round, the 2 kg weight group that was recruited in May grew to about 15 kg by May of the next year. There was a significant seasonal cycle in the monthly catches. The catch of heavier weight groups decreased in winter indicating the tuna moved out of this FAD area. At one of huge FADs (Nirai), fifteen nautical miles southeast of Okinawa island (depth about 1.300 m), a current meter (Aanderaa RCM-7) recorded current and water temperature from June 1995 to March 1996. The current meter was attached to the FAD at 4 m depth. When typhoons attacked Okinawa, the water temperature drastically dropped. Typically, average current speed was 29 cm/s and eastward current was most frequent. Being affected by tide, the current was averaged over twenty-five hours. Current speed was correlated with the yellowfin catch in 120 daily sets at the FAD; the weaker the current speed, the greater the catch. Although not significant, the catch was greater with northeastward current than with southwestward current. However, young crayfishes, about the size of the European scampi are ordered by rich Creoles for receptions or family gatherings. But lobsters, heavier than 0.750 to 1 kilo are eaten only by Europeans.Any fisherman who is asked to provide 10 kilos of crayfish catches them very quickly with a brass snare or a hook placed underneath the rocks. Some artisans gather the crustaceans in large rectangular baskets made of wire mesh and called "gardes", to wait for the potential customer. There is no specific pot for this type of fishing whereas Creole wicker makers worked hard on the creation of tools both complex and difficult to make to catch small morays; a fish which does not have a great commercial value.Consequently, it is impossible to precisely assess the importance of the exploitable large crustacean stock based on the catches of the Creole fishermen. If the performances of some crayfish boats from Douarnenez, using Mauritanian nets on the banks of St-Martin, can be considered as extremely satisfactory, it is not the case of other attempts. A whole study has to be undertaken. This note is only the beginning of a larger work focusing on the natural history of the crayfishes and Spanish lobsters in the waters of the arc of the Petites Antilles. Twelve nationally and internationally ranked French male triathletes performed three swim trials in randomized order using the front crawl stroke with and without a wet suit. All triathletes swam at three different swim velocities, corresponding to the paces appropriate for the 800 m (V800), 100 m (V100) and 50 m (V50) events. The different stroke phases and arm and leg coordination were identified by video analysis. Arm coordination was quantified using a new index of coordination, which expresses the three major modalities of opposition, catch-up and superposition in swimming. At all swim velocities, no significant differences in leg movements with or without the wet suit were noted. However, the wearing of the wet suit was associated with a significantly greater stroke length at the paces appropriate for the 100 and 50 m events (+3.46% and +3.10% at V100 and V50, respectively; P<0.01); a significantly greater stroke index at all three velocities (+5.18%, +5.21% and +5.91% at V800, V100 and V50, respectively; P<0.01); a significantly shorter pulling phase (-10.97%; P<0.05) and lower index of coordination (-21.87%; P<0.01) at the pace appropriate for the 800 m; and a significantly greater entry and catch phase (+9.81%; P<0.05) at the pace appropriate for the 100 m. We conclude that the wet suit amplified the coordination mode of the triathletes (i.e. catch-up coordination) without modifying stroke rate, recovery phase or leg movements. Three canneries work on four species (yellowfin, skipjack, bigeye and albacore). Small size tuna, minor tuna and by-catches are refused by the canneries and are sold on the local market fish. It is the only part of the industrial purse seine catches directly sold in Abidjan. Since 1990, fishing operations on schools of tuna associated with artificial drifting FADs has become widespread. Log fishery allow to catch a majority of small tunas, and generates by-catches of various other pelagic species associated to the logs. The landed amounts of local market fish have increased: from 8 500 Mt per year estimated between 1987 and 1990, 21 000 Mt is reached between 1991 and 1993. Since 1994, controls have been carried out by French fishing companies. A sampling scheme allows us to analyse precisely the landings since 1998. From an interdisciplinary approach, we study the socio-economic role of this local fish market, especially the links between the different actors on this market, and we analyse his impact on fishing strategies by identifying the distribution networks (actors, prices, profit) and estimating the turnovers connected to this sector. Approximately 300 pelagic fish species naturally aggregate around floating objects (FOBs) at the surface of the oceans. Currently, more than 50% of the world catch of tropical tuna comes from the industrial tuna fisheries around drifting FOBs. Greater understanding of the complex decision-making processes leading to this aggregation pattern and the impact of the massive release of artificial FOBs by fishermen on the spatial distribution and management of tuna is needed. 2. We analyse how the interplay between social (relationships between individuals) and non-social (responses to the environment) behaviours may affect the spatial distribution of a population in a multi-FOB environment. Taking the example of tropical tunas associating with FOBs and using differential equations and stochastic simulations, we examine how, when increasing the number of FOBs, fish aggregation dynamics and the distribution of the population among patches are affected by the population size, level of sociality and the natural retentive and/or attractive forces of FOBs on individual tuna. 3. Our model predicts that, depending on the species' level of sociality, fish will be scattered among FOBs or aggregated around a single FOB based on the number of FOBs deployed in a homogeneous oceanic region. 4. For social species, we demonstrated that the total fish catch is reduced with increasing FOBs number. Indeed, for each size of population, there are a number of FOBs minimizing the total population of fish associated with FOBs and another number of FOBs maximizing the total population of associated fish. 5. Synthesis and applications. In terms of fisheries management, the total catch volume is directly linked to the total number of floating objects (FOBs) for non-social species, and any limit on the number of sets would then result in a limit on the total catch. For social species (e.g. tuna), however, increasing the number of FOBs does not necessarily lead to an increase in the total catch, which is a non-intuitive result. Indeed, our model shows that, for specific values of the parameters, deploying a greater number of FOBs in the water (all other parameters being constant) does not necessarily help fishermen to catch more tuna, but does increase the level of fishing effort and bycatch. La dynamique des pêches côtières du pays bigouden Auteur(s) : Charuau, Anatole Résumé : In the beginning, the coastal fleet of the Bigouden region fished by trawling and was completely focused on exploiting lobster and hake. It is a traditional business that expanded between the last war and the 70s, reaching its peak between 1975 and 1980.
The best image to give an idea of this fleet is that of a "bucket waterwheel" endlessly discharging its catch in the four ports of the Guilvinec district. Where there is a seafaring business in Guilvinec, Loctudy and Saint-Guénolé, there is a complementarity that is expressed in two ways:
- coastal fishing constitutes a very noticeable and regular supplement to production, since sales happen daily and only bad winter weather causes a relative decrease in the supplement. - coastal fishing gives a flattering image of the port based on the display of high-quality leading market products: daily live lobster, hake and angler.
In this study, we have above all tried to evaluate the situation of the Bigouden coastal system as an entity, while including in the same analysis the species, fleets and the exploitation of the resource. For the main species, a balance sheet is proposed. It covers the lobster, hake and angler separately. Lobster, because of its small amount of movement, can be considered as being an isolated stock, while fish belong to much more wide-ranging groups.
The lobster has gained from various increases in meshing that have been imposed since 1971, even if these have not always been strictly applied. One of the results of this management by means of meshing is a "depreciation" of the variations of daily yields around an average value of 100kg.
For the hake, the dominant trait is an increase in yields in the last few years in accordance with an improvement of the situation in the Gulf of Gascony due to a generalised decrease of effort and a modification of the exploitation profile since the appearance of boulters and straight nets. Whereas the situation for lobster fisheries, as regards the hake's marketable size, did not improve, since the demand for small hake still exists, we have nonetheless been witnessing for about ten years a slow diversification of the fleets' business activities, which is much more in line with sequential hake fisheries' logical outline of exploitation. When lobster yields decrease, one part of the fleet focuses on the fish at the edges of the lobster fisheries.
For the angler, we see rather similar phenomena and a significant increase in unloading of the two species by lobster fishermen due also to a widening of their fishing areas. On the lobster mudflats themselves, there is no notable change in exploitation in the historical records. All studies of coastal fishing always come up against the problem of acquiring statistical data and the Bigouden region is no exception to the rule.
To improve this situation, in 1987 and 1988 two items were chosen:
- a better awareness of the activity and of the areas frequented, by survey during unloading in Guilvinec and in Loctudy.
- a detailed description of the haul by species, by sampling, in Loctudy, on two-thirds of coastal sales, between December 1987 and November 1988.
For this reason, analysis of fleets by type is still cursory and covers only one year. The appearance of new trends towards fish can only be described qualitatively, since there is no historical record. The classification of boats was done by analysing data furnished by the auctions. This first assessment is not necessarily reliable, above all because of the auctions' inaccurate description of the hauls, a deficiency that we have tried to overcome by surveying in Loctudy.
In conclusion, we are witnessing in the Bigouden region, as in other entities, a rebalancing between traditional business activities and modern trends. Lobster fishing, almost exclusive before the 1980s, is tending to decrease for two main reasons:
- a generalised decrease in activity in the lobster fisheries due to non-renewal of coastal fish fleets,
- The transfer of part of the lobster fishermen's activities to fish, since the lobster and its accompanying catch no longer seemed able to insure the economic viability of new ships.
Other maritime districts resolved their lobster problem in a different way. The Lorient fishermen improved their yields by using more capable trawlers, the fishermen of Sable by exploiting the hake fish run to the fullest and limiting their lobster fishing to the best season. The Bigouden region is slowly turning to the second solution, as it renews its fleet.
A ses origines, la flottille côtière du pays bigouden péchant au chalut, est tout entière orientée vers l'exploitation de la langoustine et du merlu. Il s'agit d'une activité traditionnelle qui s' amplifie entre la dernière guerre et les années 70 pour atteindre son apogée entre 1975 et 1980. La meilleure image que l'on puisse donner de cette flottille est celle d'une "noria" débarquant inlassablement sa capture dans les quatre ports du quartier du Guilvinec. Là où existe une activité hauturière à Guilvinec, Loctudy et Saint-Guénolé, il y a une complémentarité qui s'exprime de deux manières : - la pêche côtière constitue un appoint très appréciable et régulier de production, puisque la vente est quotidienne et que seules les intempéries hivernales entraînent une baisse relative des apports. - la pêche côtière donne du port une image flatteuse basée sur la présentation de produits d'appel de grande qualité : langoustine vivante, merlu et baudroies quotidiens. Dans cette étude, nous avons surtout tenté de faire le point sur le système côtier bigouden en tant qu'entité, en englobant dans la même analyse des espèces, les flottilles et l'exploitation de la ressource. Pour les espèces principales, un bilan est proposé. Il couvre séparément la langoustine, le merlu et les baudroies. La langoustine, en raison de ses faibles déplacements, peut être considérée comme constituant un stock isolé, alors que les poissons appartiennent à des ensembles beaucoup plus vastes. La langoustine a beaucoup gagné des diverses augmentations de maillage qui ont été imposées depuis 1971, même si elles n'ont pas toujours été appliquées avec rigueur. Un des résultats de cette gestion par les maillages est un "amortissement" des variations des rendements journaliers autour d'une valeur moyenne de 100 kg. Pour le merlu, le trait dominant est une augmentation des rendements dans les dernières années en accord avec une amélioration de la situation dans le Golfe de Gascogne due à une baisse généralisée de l'effort et à une modification du profil d'exploitation depuis l'apparition des palangriers et des filets droits. Si la situation sur les pêcheries de langoustine, au regard de la taille marchande du merlu, ne s'est pas améliorée puisque la demande de petits merluchons existe toujours, on assiste par contre depuis une dizaine d'années à une diversification lente des activités des flottilles entrant beaucoup mieux dans le schéma logique d'exploitation des pêcheries séquentielles de merlu. Quand les rendements en langoustine baissent, une partie de la flottille s'oriente vers les poisson sur les marges des pêcheries de langoustine. Pour les baudroies on observe des phénomènes assez analogues et une augmentation importante des débarquements des deux espèces par les langoustiniers due également à un élargissement de leurs zones de pêche. Sur les vasières à langoustine elles-mêmes, il n'y a pas de modification notable de l'exploitation dans la série historique. Toute étude des pêches côtières se heurte toujours au problème d'acquisition des données statistiques et le pays bigouden n'échappe pas à la règle. Pour améliorer cette situation, en 1987 et 1988, deux points ont été retenus : - une meilleure connaissance de l'effort et des zones fréquentées, par enquête au moment des débarquements à Guilvinec et à Loctudy, - une description détaillée des apports par espèce, par échantillonnage, à Loctudy, sur les 2/3 des ventes côtières, entre décembre 1987 et novembre 1988. Pour cette raison, l'analyse de flottilles en types est encore sommaire et n'a porté que sur une année. L'apparition des tendances nouvelles vers le poisson ne peut être décrite que qualitativement puisque la série historique n'existe pas. La classification des bateaux a été faite par l'analyse des données fournies par les criées. Ce premier diagnostic ne présente pas toutes les garanties en raison surtout d'une description peu fidèle des apports par les criées, déficience que l'on a essayé de pallier en enquêtant à Loctudy. En conclusion, on assiste dans le pays bigouden comme dans d'autres entités à un rééquilibrage entre les activités traditionnelles et des orientations modernes. La pêche de langoustine, quasi exclusive avant les années 1980, tend à décroître pour deux raisons principales : - une baisse généralisée de l'effort sur les pêcheries de langoustine due au nonrenouvellement des flottilles de pêche côtière, - le report d'une partie de l'effort des langoustiniers vers les pêcheries de poissons, la langoustine et sa capture accessoire ne semblant plus pouvoir assurer la rentabilité économique des navires neufs. D'autres quartiers maritimes ont résolu de façon différente leur problème langoustine. Les Lorientais ont amélioré leurs rendements en adoptant des chaluts plus performants, les Sablais en exploitant à fond la séquence des pêcheries de merlu et en limitant leur intervention sur la langoustine à la saison la plus favorable. Le pays bigouden s'engage lentement dans la seconde solution, au rythme du renouvellement de sa flottille. However, although plenty of studies have provided evidence of the benefits produced within MPA boundaries, overall benefits to local fisheries, especially via spillover, seem to be still unclear. Because of the lost fishing grounds following an MPA establishment, local fishermen usually oppose MPAs. There is, therefore, the urgent need for a better understanding of the mechanism(s) through which MPAs can export fishable fish biomass towards adjacent fished areas, a process that could counterbalance the loss of fishing grounds. Here we review the literature on spillover for refining the terminology, detailing the underlying mechanisms and identifying both the existing and needed methodological approaches to measure spillover. Operationally, two types of spillover should be considered: ecological spillover (i.e. the net export of juvenile, subadult and adult biomass from MPAs outwards driven by density-dependent processes) and the fishery spillover (i.e. the proportion of this biomass that can be fished, taking into account regulations and accessibility). Underwater visual census and tagging/tracking may allow getting evidence of ecological spillover, while experimental catch data are essential to assess and monitor fishery spillover, which is the main component of MPAs that can provide direct benefit to local fisheries. The fisheries have well developed becoming one of the main fisheries in Okinawa where 210 fads are approved to deploy in 1999. The annual catch by roughly 1 000 boats (most of them are small) is 2500-4000 mt; average catch from one fad is about 20 mt; average catch by one boat on one day is 73 kilogrammes. fads are also important for easing the fishing pressures on bottom fish stocks. Most of the fads were deployed and managed by local fishermen's groups that have improved the structures of the system to withstand typhoons. The catches are strongly depending on the sites, usually the farther offshore, the better the catches. A variety of fishing methods are devised targeting each species and the size of the fish. Being most abundant and having relatively higher prices, yellowfin tuna is the most important and consists 68% of the total production. There have been conflicts among fishermen on the use of fads since the early stage of the fisheries development. Now, the number of fads is regulated by a management committee. Conflicts between fishermen and sport fishermen have become problems; on the other hand, the sport fishing could lead to further development of the fisheries. Degraded fish meat caused by high meat temperature and occasional oversupply have been major marketing problems since prices are strongly related to the meat quality and the fish supply. Not much is known, however, about the actual effects of the innovations on fishing performance. Data from the us tuna purse seine fishery in the Western Pacific Ocean were used to determine the impact of drifting Fish Aggregating Devices (fads) on the performance of the us fleet. The results indicate, inter alia, a high rate of success (96%) in catching tuna and high yield rate (37 t/successful set) for fad sets. Log sets were comparable in success rate (94%) and catch rate (36 t/successful set). Unassociated sets, on the other hand, had a higher catch rate (42 t/successful set) than fad sets, but a low success rate, 53 per cent. fad sets significantly improved the fleet's performance. Des politiques touristiques judicieuses doivent permettre un rattrapage économique en faveur des plus pauvres.L’article insiste sur la complexité du tourisme et la nécessité de prendre en compte le projet touristique dans sa globalité. Le territoire d’accueil est le support de consommations touristiques qui nécessitent des aménagements spécifiques. Mais la répartition des revenus du tourisme, la circulation internationale et la distribution finale des bénéfices doivent être considérées à l’échelle de tous les acteurs locaux, nationaux et internationaux qui interviennent dans le champ du tourisme. Political declarations and manuals to combat poverty occur while poverty is sustainable within our society. Then, economic and political leaders consider tourism as a tool for poverty reduction. Policies that judiciously use tourism must allow a catch-up in favor of the poorest.The article emphasizes the complexity of tourism and the need to take into account the tourism project in its entirety. The host territory is the support for tourist consumption which require specific improvements. But the distribution of revenues from tourism, the international movement and the final distribution of the profits must be considered across all local, national and international actors involved in the field of tourism.
