Résumé : Sustainable management of natural resources, and in particular fisheries, must take into account several conflicting objectives. This is the case in the French Guiana shrimp fishery for which profitability objectives imply a reduction in the fishing activity. On the one hand, this fishery has negative externalities on marine biodiversity due to discards. On the other hand, this fishery has positive externalities on the economy of the local community and interestingly enough on a protected seabird species in the area (the Frigatebird that feeds on discards). In this paper, we examine the viability of that system considering two sustainability objectives: an economic objective in terms of the profitability of the fishing activity, and a conservation objective in terms of the Frigatebird population. For that purpose, we have developed a dynamic model of that bioeconomic system and study here the trade-offs between the two conflicting objectives. It provides a means to quantify the necessary give and takes involving the economic and ecological objectives that would ensure a viable management solution. Our study confirms the relevance of the viability approach to address natural resource management issues, which should lead to the development of new tools for the arbitration of conflicting sustainability, objectives. In particular, such tools could be used as a quantitative basis for cost-benefit analysis taking into account environmental externalities. (C) 2009 Elsevier B.V. All rights reserved.

Résumé : This report includes a qualitative and descriptive approach of the oyster and mussel industries in the European Community. This report compares the structure of production, the marketsn the professional organisation, competition for the resource, legislation and support systemat the community levell. Technical and statistical datas are summarized to représent the structure of the industry, the trade flows and the main evolutions of the two industries in the EC. A summary of the county reports gives an overview of the present state of the industry in each country and suggest a first evaluation of constraints and prospects. [NOT CONTROLLDED OCR]
Ce rapport comprend une approche descriptive et qualitative du secteur conchylicole traditionnel (moules et huîtres) dans la Communauté Européenne. Il aborde les aspects production, marché, organisation, réglementation, système d'aide dans les différents pays par une analyse comparative des secteurs, complétée par une synthèse chiffrée des données techniques et statistiques. Une vision d'ensemble des flux et de l'évolution des deux filières dans la Communauté est ainsi présentée. Un résumé des rapports nationaux évalue l'organisation, les contraintes et les perspectives du secteur dans chacun des pays. [OCR NON CONTRÔLE]

Résumé : The external trade deficit of seafood is a subject of general concern, for the administration as it is for the profession and for research. From IFREMER's inception, its president, Mr SILLARD, made this problem one of the major guiding factors of the Institute by asking, as early as 1984, research teams to provide him with a complete and detailed view of the evaluation of seafood in France. The objective assigned to this task was twofold: assess France's room for manoeuvre and establish a research policy that must contribute to the improvement of this room for manoeuvre. The external trade deficit of sea products is a significant, long-term, structural problem to which it is conceivable to apply partial solutions. It is a national and therefore governmental problem: but it does not make it possible to judge the economic health of the fishing and marine farming sector. Its very importance tends to mask that of the challenges that management of the fishing and marine farming sector represents, a bit like a large tree hiding a forest, which we would like to try to show in this short article that does not, far from it, pretend to exhaust the subject.
(OCR non controlé) Le déficit du commerce extérieur des produits de la mer est un sujet de préoccupation général, pour l'administration comme pour la profession et la recherche. Dès la création d'IFREMER, son Président, M. SILLARD faisait de ce problème l'un des paramètres majeurs d'orientation de l'Institut, en demandant dès 1984 aux équipes de chercheurs de lui fournir une vue complète et détaillée de la valorisation des produits de la mer en France. L'objectif assigné à ce travail était double : évaluer la marge de manoeuvre de la France et asseoir une politique de recherche devant contribuer à améliorer cette marge de manceuvre. Le déficit du commerce extérieur des produits de la mer est un problème important, durable, structurel, auquel il est envisageable d'apporter des solutions partielles. Il est un problème national, donc gouvernemental : mais il ne permet pas de juger de la santé économique du secteur des pêches et cultures marines. Son importance même tend à masquer celle des enjeux que représente la gestion du secteur des pêches et cultures marines, un peu comme un grand arbre cachant une forêt, ce que nous voudrions tenter de montrer dans ce bref article qui ne prétend pas, loin de là, épuiser le sujet.

Résumé : L’outre-mer comprend des régions, des pays et des territoires aux statuts divers et au passé hérité en grande partie des grandes puissances européennes, ce qui les a placés dans une communauté d’intérêts avec les Etats auxquels ils sont rattachés mais aussi avec l’Union européenne (UE).Néanmoins, ces régions, pays et territoires n’ont eu cesse de reconstruire entre eux des liens historiques et culturels et de tisser des relations avec l’ensemble de l’outre-mer afin de présenter une cohérence d’ensemble dans leur négociation avec l’Union européenne.Les régions ultrapériphériques appliquent le droit communautaire tandis que les pays et territoires d’outre-mer, situés en dehors du territoire communautaire, connaissent un régime d’association avec l’Union européenne.Le Danemark, l’Espagne, la France, les Pays-Bas, le Portugal et le Royaume-Uni ont procédé aux réformes constitutionnelles autorisant de multiples évolutions statutaires dans le respect du droit à l’autodétermination des populations.Forts d’une évolution statutaire et d’un développement économique et social continu, les régions, pays et territoires d’outre-mer souhaitent maintenant faire valoir leurs droits et défendre leurs intérêts au niveau européen et sur la scène internationale.La globalisation des politiques les incite à se regrouper au sein d’institutions internationales. Le rattachement de ces territoires à des Etats de droit leur a ouvert la voie à des systèmes juridiques bien structurés mais aussi aux valeurs européennes. Leur ultrapériphérité les a placés dans une situation géopolitique qui les a fait accéder aux relations internationales.L’objet de cette thèse est de démontrer l’interdépendance entre ces différents ordres juridiques et l’influence du droit européen et du droit international sur l’évolution statutaire de l’outre-mer vers davantage d’autonomie, mais aussi de responsabilisation et de prise en charge de son développement au moyen d’une implication dans son environnement régional, d’une coopération inter-régionale ou transnationale et d’une participation aux travaux des organisations internationales.
The Overseas regions, countries and territories present various statuses inherited mainly from the major European Powers which placed them in a relationship of a common interest not only with their mother countries but also with the European Union (EU).However, these territories have continuously re-built between them historical and cultural links, and weaved relationship within the entire Overseas to appear as a constituted whole while negotiating with the EU.The outermost regions (OR) apply Community Law while the Overseas Countries and territories (OCT) situated outside the territory of the Community, have Association Arrangements with the EU.Denmark, France, Netherlands, Portugal, Spain and United Kingdom have proceeded to necessary constitutional reforms to allow numerous articles amendments in respect of right to self-determination of peoples.At the light of statutory amendments and of a continuous economic and social development, the Outermost regions (OR) and the Overseas Countries and Territories (OCT), now wish to assert their rights and to defend their interests at European and International level.Globalisation of policies encourages OR and OCT to gather within International bodies. The rule of law of the related countries opens them to well-structured legal systems and to European values. The outermost geopolitical localisation makes them to have access to international relations.The purpose of this thesis is to demonstrate the interdependence between these different legal systems and the impact of European and International Law on the statutory amendments of the Overseas towards more autonomy, but also liabilities and involvement on their own development by using their regional environment, inter-regional and transnational cooperation and taking part at the works of international organisations.

Résumé : L’historiographie antillaise n’a donné jusqu’ici qu’une vision tronquée de la société martiniquaise. L’appréhension de l’ère coloniale s’est très tôt autocentrée sur l’économie plantationnaire sucrière à moteur externe, mais cette dernière n’a guère occupée plus de la moitié de la population de l’île au XVIIIe et dans la première moitié du XIXe siècle. Pour une grande majorité, la masse laborieuse libre ou esclave se répartit entre les villes et les exploitations de type « secondaire ». A mesure de l’appréhension de l’univers caféier, un monde à part se profile dessinant une nouvelle catégorie sociale divergente de l’élite sucrière qui apparaissait jusqu’ici comme le modèle représentatif de la population blanche propriétaire terrienne. Une catégorie intermédiaire est mise en place mettant en relief un groupe caféier économiquement faible au mode de vie difficile, présentant des comportements matrimoniaux endogames aussi bien spatialement que socialement. Cette analyse révèle un corps social pluriel dans lequel les femmes, les libres de couleur, et avec l’abolition de l’esclavage les nouveaux libres tiennent une place de choix. Ce travail a l’avantage de combler un important vide historiographique en matière d’histoire sociale de la Martinique, ainsi que de renouveler le concept de société d’habitation à travers la mise en perspective d’une catégorie sociale jusque-là restée inaperçue.
The historiography of the Antilles to date has yielded only a limited vision of society in Martinique. The scientific works of the Colonial Era were egocentrically focused on the economy of sugar plantations, but this only covered a little over half of the population of the island in the eighteenth century and the first half of the nineteenth century. The other half of the working population, whether they were free or slaves, was divided between cities and secondary enterprises. As the coffee industry took root, a separate world emerged, diverging from the elite sugar plantation owners that represented the land-owning white population. This parallel society of economically disadvantaged small farmers and coffee growers, living a hard-working, difficult lifestyle, exhibited endogamous marriage behavior. This analysis highlights a multi-faceted social body in which women, free people of color, and, with the abolition of slavery, the new free hold a special role. On the other side of the barrier, the slaves also have a unique profile, they operate in small plantations on which opportunities for advancement are greater than in the large sugarcane plantations. This work fills an important gap in the social history of Martinique, as it reexamines the perception of the elite sugar plantation society via the perspective of a social class hitherto unnoticed.
