Discussion on the Results of the IPOD Program in Active Margins Auteur(s) : Aubouin, J Blanchet, R Éditeur(s) : Gauthier-Villars Résumé : Since the advent of plate tectonics the active margins of the oceans have been studied according to a model whose basis is a piling up of imbrications of oceanic material units, in front of the upper plate, forming a great tectonic accretionary prism. This model is broadly the same for all the authors; it has been largely used for alpine-type or paleo-oceanic mountain chain, all around the world. The authors have directly taken part in the drillings on western and eastern Pacific active margins (Legs 60 and 67) and they have worked on the tectonics of alpine (paleo-oceanic) chains of the peri-mediterranean, peri-caribbean, and peripacific belts. They compare the geological data acumulated from these tow direct sources. The tectonic constraints constraints regime is specified and the consequences of the subduction are looked for. The notions of collison and obduction are discussed in relation to subduction and tectonics. Finally, an anlaysis of the temporal evolution of active margins and of chains, shows the necessity of thinking in terms of superimposed tectonics. Alors que la mondialisation est souvent décriée comme anti-démocratique, nous démontrerons que d’un point de vue strictement juridique, il apparaît que la réalité est plus nuancée. Nous passerons en revue les critiques de la mondialisation liées à la perte de souveraineté de l’Etat, qui nous paraissent devoir être relativisées à la fois dans son étendue et dans son impact sur la démocratie. Nous montrerons comment le droit international surmonte ces difficultés en permettant un nouvel équilibre entre Etat et individu sur la scène internationale, et comment à un modèle de démocratie traditionnel fondé sur l’Etat est en train de succéder une démocratie fondée sur la société civile transnationale. Enfin, nous évoquerons le rôle essentiel du juge afin de préserver démocratie et état de droit dans l’ordre international, malgré les limites qui lui sont inhérentes. This article aims to critically analyse the concept of globalization, from a legal standpoint. While globalization is often criticized as anti-democratic, we demonstrate that from a strictly legal point of view, the reality is subtler. We review the criticisms of globalization related to the loss of state sovereignty, which we believe need to be put into perspective in both their extent and their impact on democracy. We show how international law overcomes the new challenges due to globalization by allowing a new balance between the State and the Individual on the international plane. We then show that the classical model of democracy based on the State is being superseded by a democracy based on transnational civil society. Finally, we discuss the essential role of the judge to preserve democracy and rule of law in the international order, despite the limitations inherent to his competences. However, the current paradigm for litter decomposition is insufficient to account for recent observations and may limit model predictions for highly diverse tropical ecosystems. In light of recent findings from a nutrient-poor Amazonian rainforest, we revisit the commonly held views that: litter traits are a mere legacy of live leaf traits; nitrogen (N) and lignin are the key litter traits controlling decomposition; and favourable climatic conditions result in rapid decomposition in tropical forests. Substantial interspecific variation in litter phosphorus (P) was found to be unrelated to variation in green leaves. Litter nutrients explained no variation in decomposition, which instead was controlled primarily by nonlignin litter C compounds at low concentrations with important soil fauna effects. Despite near-optimal climatic conditions, tropical litter decomposition proceeded more slowly than in a climatically less favourable temperate forest. We suggest that slow decomposition in the studied rainforest results from a syndrome of poor litter C quality beyond a simple lignin control, enforcing energy starvation of decomposers. We hypothesize that the litter trait syndrome in nutrient-poor tropical rainforests may have evolved to increase plant access to limiting nutrients via mycorrhizal associations. The discussions suggest that the application of such instruments will encourage and improve economic development in Haiti. The infrastructure necessary for MSEs drives growth and offers added value to economic development in Haiti. With an overview of Haitian MSEs we have been able to identify and palliate insufficiencies in the legislative framework regulating the operation of MSEs, as well as, understand their involvement in economic growth. MSEs are a powerful tool to reduce poverty, facilitate economic development and reinforce policies supporting environmental protection. Ce travail dresse un bilan sur la situation des TPE en Haïti et propose une analyse succincte de l’impact des instruments économiques, règlementaires et technologique au développement économique et à la protection de l’environnement. Les discussions menées ont permis de découvrir que l’application de ces instruments est une perspective d’amélioration du développement économique des TPE.La structuration des TPE reste la principale action stratégique de croissance et représente une grande valeur ajoutée pour le développement économique du pays. Le panorama des TPE haïtiennes nous a permis de compléter les insuffisances du cadre légal réglementant le fonctionnement des TPE et de comprendre leur participation à la croissance économique du pays. Muchos analistas sugieren que el turismo es una actividad secular que obstruye la vida religiosa, otros sugieren que el lujo desmedido y la ostentación generan un resentimiento precisamente en aquellas poblaciones donde las necesidades básicas no se encuentran satisfechas. Desde otra perspectiva, defendemos la tesis que turismo y terrorismo comparten un origen común, la organización del trabajo en la era industrial. Ni el terrorismo es un fenómeno moderno, ni mucho menos monopolio del Islam. Si por un lado, la lucha sindical devino en un sinnúmero beneficios para la fuerza laboral, beneficios que terminaron masificando a la industria de los viajes, no menos cierto es que por el otro, las demandas sindicales que atentaban contra el aparato productivo capitalista fueron rechazadas y expulsadas hacia las afueras de los contornos de la sociedad. Sin miedo al error, puede afirmarse que el turismo es el terrorismo por otros medios. Desde dentro, la lucha sindical y la huelga fueron los mecanismos legales para lo que fuera de las fronteras fueron denominados actos de terrorismo. A medida que la lógica de producción capitalista comenzó a descentralizarse, y las viejas estructuras de poder fueron recicladas, los blancos de los ataques terroristas dejaron de ser los políticos, o personajes importantes de la cultura, para pasar a ser los turistas. Comprender la función social del lujo es entender la forma en que la organización del trabajo y el terrorismo convergen. Terrorism-led studies pointed out to tourism as a pleasure industry where visitors experience hedonism and luxury. Many analysts see in tourism a secular activity that intrudes in the religious forms of Middle East, while others signals to the resentment generated by unlimited luxury and ostentation these types of establishment offer. A third view is oriented to discuss a new fresh thesis. We argue that are inextricably intertwined by means of the industrial organization of labor. Nor terrorism is a monopoly of Islam, neither it is a modern phenomenon. If, on one hand, the worker union struggle resulted in a set of monetary and legal benefits for workforce, advantages that led to a mass-tourism, no less truth was that, on another hand, those claims which defied the capitalist order were rejected and expulsed towards the periphery of system. With no fear to any mistake, this validates the idea that tourism is terrorism by other means. Within society, strike and worker union organization served as two legal mechanisms to discipline workers, but beyond the control of society, the same was labeled as terrorism. At time the logic of production was decentralized, as main target of terrorism, politicians and important celebrities set the pace to lay people and tourists. By understanding the role played by luxury at this stage, is a good first step to acknowledge that organization of labor and terrorism converge. In addition, in order to avoid blackening (mélanose) shrimps (céphalothorax and legs) it is necessary to treat those with an antioxydant product.
The product currently used to inhibit this enzymatic change is the soda niétabisuifite (Na-> S7 O5), until now, after being fished. the shrimps were directly soaked in a cooled water tank, containing the pesticide.
The solution of treatment was progressively prepared needs. The concentration of this one was approximately 2 to 3% of métabisulfite, that is to say 6 to 9 G of SO2 per liter for a starting product containing 320 G of SO2 approximately.
In order to preserve a good quality of the liquid of treatment it was essential to often renew it (every 400 to 500 kg) what was not always the case, the métabisulfite being often added progressively with the liking of the appointed person with the treatment of shrimps.
In order to cure this delicate problem of renewal of vat and uniformity of the treatment, the SODACAL obtained the system of treatment by sprinkling. Une fois pêchées, les crevettes doivent être refroidies rapidement dans de l'eau réfrigérée afin de ralentir toutes activités chimiques et bactériologiques. D'autre part, afin d'éviter le noircissement (mélanose) des crevettes (céphalothorax et pattes) il est nécessaire de traiter celles-ci avec un produit anti-oxydant. Le produit actuellement utilisé pour inhiber cette altération enzymatique est le niétabisuifite de soude (Na-> S7 O5), jusqu'à maintenant, après avoir été pêchées. les crevettes étaient directement trempées dans une cuve d'eau réfrigérée, contenant le produit de traitement. La solution de traitement était préparée au fur et à mesure des besoins. La concentration de celle-ci était d'environ 2 à 3 % de métabisulfite, soit 6 à 9 g de SO2 par litre pour un produit de départ contenant 320 g de SO9 environ. Afin de conserver une bonne qualité du liquide de traitement il était indispensable de le renouveler souvent (tous les 400 à 500 kg) ce qui n'était pas toujours le cas, le métabisulfite étant souvent rajouté au fur et à mesure au gré de la personne préposée au traitement des crevettes. Afin de remédier à ce problème délicat de renouvellement de bac et d'uniformité du traitement, la SODACAL s'est dotée du système de traitement par aspersion. Outbreaks of Disease Possibly Due to a Natural Avian Herpesvirus Infection in a Colony of Young Magnificent Frigatebirds (Fregata magnificens) in French Guiana Auteur(s) : De Thoisy, Benoit Lavergne, Anne Semelin, Julien Pouliquen, Jean-francois Blanchard, Fabian Hansen, Eric Lacoste, Vincent Éditeur(s) : Wildlife Disease Association Résumé : The Ile du Grand Connetable nature reserve is a rocky island off the Northern Atlantic coast of South America that hosts a unique population of Magnificent Frigatebirds (Fregata, magnificens, Pelecaniformes). A high chick mortality, associated with nodular proliferative lesions, involving featherless areas, such as legs, neck, eyelids, and beak, was recorded during a consecutive 2 yr and affected almost half of the generation. Investigations were therefore, conducted to determine the cause of these epidemics. Although histopathologic investigations suggested that malnutrition, because of fewer resources in the Frigates' fishing area, could be the cause of the epidemic, it novel alphaherpesvirus, tentatively called Fregata magnificens herpesvirus, was detected in cutaneous crusts on the diseased birds. Although in this study, we do not prove the causal link of this new virus to the symptoms observed, it can nevertheless be suggested that in debilitated hosts, it productive herpesvirus infection might accelerate, and/or be accelerated by, population declines. These results emphasize the need to take into consideration the possible role of herpesviruses in weakened populations of wild birds in conservation management plans. En retraçant l'histoire patrimoniale de ces deux sites et leur émergence en tant que destinations touristiques il sera question de repérer les multiples acteurs impliqués dans ces processus : Etats, scientifiques, industrie touristique, populations et autorités locales et peuples indigènes. Cela permettra de comprendre que l'avenir touristique et patrimonial de ces sites engendre une série « d’épreuve de justifications » (Boltanski, Thévenot, 1991) au sein desquelles ces acteurs en tension mobilisent différentes valeurs et principes de justice afin de légitimer leurs positions. Dans cette étude, les logiques de désappropriation, d'appropriation et réappropriation territoriales seront particulièrement analysées afin d'expliquer comment la gestion patrimoniale et touristique des vestiges archéologiques apparaît comme un outil de revendication identitaire s'inscrivant autant dans les dynamiques juridiques des politiques multiculturelles colombiennes que dans l'épistémè postcoloniale de l'Amérique Latine en général. Through the comparative analysis of two archaeological sites in Colombia: Ciudad Perdida and San Agustín this study aims to reveal the identity and territory issues linked with the material, intangible and natural heritage and the development of tourism. The history of the acknowledgment of heritage and the analysis of the emergence of those sites as touristic destinations allow to identify all actors involved in both processes: State, scientists, touristic industry, local populations and authorities and native peoples. Through this first analysis it is possible to understand that those patrimonial and touristic processes generate a series of “tests of justifications” (Boltanski, Thévenot, 1991) in which several values and principles of justice are mobilised by the different actors in order to legitimate their stances. In this article the logic of disappropriation, appropriation and re-appropriation of territories is highlighted to explain how the touristic and patrimonial management of the archaeological sites appears as a tool of identity claims integrated both in the legal dynamics of Colombian multicultural policies and the postcolonial episteme of Latin America in general. A través un análisis comparativo sobre dos sitios arqueológicos de Colombia: Ciudad Perdida y San Agustín se propone poner en relieve las cuestiones de la identidad y del territorio a partir de los procesos de patrimonialización y de desarrollo turístico de los recursos materiales, intangibles y naturales del país. Al reconstituir la trayectoria patrimonial de los sitios y sus procesos de surgimiento como destino turístico es posible identificar los diversos actores involucrados en ambos procesos: Estado, científicos, industria turística, población y autoridades locales y pueblos indígenas. Eso permite entender que el futuro patrimonial y turístico de los sitios genera una serie de “pruebas de justificación” (Boltanski, Thévenot, 1991) en que los actores en tensión recurren a distintos valores y principios de justicia con el fin de legitimar sus posiciones. Restricted dispersal and locally occurring genetic drift are the primary causes for FSGS at equilibrium, as described in the isolation by distance (IBD) model. Beyond IBD expectations, spatial, environmental or historical factors can affect FSGS. We examined FSGS in seven African and Neotropical populations of the late-successional rain forest tree Symphonia globulifera L. f. (Clusiaceae) to discriminate the influence of drift-dispersal vs. landscape/ecological features and historical processes on FSGS. We used spatial principal component analysis and Bayesian clustering to assess spatial genetic heterogeneity at SSRs and examined its association with plastid DNA and habitat features. African populations (from Cameroon and São Tomé) displayed a stronger FSGS than Neotropical populations at both marker types (mean Sp = 0.025 vs. Sp = 0.008 at SSRs) and had a stronger spatial genetic heterogeneity. All three African populations occurred in pronounced altitudinal gradients, possibly restricting animal-mediated seed dispersal. Cyto-nuclear disequilibria in Cameroonian populations also suggested a legacy of biogeographic history to explain these genetic patterns. Conversely, Neotropical populations exhibited a weaker FSGS, which may reflect more efficient wide-ranging seed dispersal by Neotropical bats and other dispersers. The population from French Guiana displayed an association of plastid haplotypes with two morphotypes characterized by differential habitat preferences. Our results highlight the importance of the microenvironment for eco-evolutionary processes within persistent tropical tree populations. Les différents outils institutionnels, conventionnels, législatifs et réglementaires contribuent dans une large mesure à la protection du patrimoine et de la biodiversité, au même titre que ceux qui se situent dans les domaines politique, économique et social. La protection concerne aussi bien le patrimoine naturel et la biodiversité que le patrimoine culturel et immatériel. La nature et le contenu des dispositifs de protection, qu’elle soit mise en œuvre aux niveaux national, régional ou international, procèdent de paramètres et se réfèrent à des objectifs divers mais convergents, parmi lesquelles les problématiques identitaire et patrimoniale occupent une place souvent déterminante. Elle doit en outre prendre en compte la spécificité des milieux comme des sociétés, et la relation des populations et des communautés à leur patrimoine, aussi bien reçu que construit. The implementation of heritage public policies and, more widely, environmental policies, are carried out through legal instruments, which reveal the impact of the law on them. These different institutional, legislative and regulatory tools deeply contribute to the protection of heritage and biodiversity, as they do in the political, economical and social fields. The protec-tion they offer concerns as well natural, cultural and intangible heritage. The nature and methods of the protection, at the national, regional or international levels, result from para-meters and refer to different but convergent objectives, among which identity and heritage dimensions often have a decisive place. Moreover this protection must consider the specific environmental and social backgrounds, and the relation of the populations and communities with their heritage, let it have been received or built. La rilevazione dell’acido ribonucleico virale C permette la diagnosi dell’infezione cronica che fa seguito all’epatite acuta in circa l’80% dei casi. La gravità dell’infezione è legata allo sviluppo progressivo di una fibrosi epatica che conduce alla cirrosi dopo una mediana di evoluzione di 30-40 anni. La malattia è, così, responsabile di circa 350 000 decessi per anno nel mondo, legati, in parti uguali, all’insufficienza epatica e al carcinoma epatocellulare. Il trattamento ha compiuto enormi progressi in 20 anni e nuove molecole antivirali sono in corso di sviluppo clinico. Pour un suivi conjoncturel de l'environnement : à propos des ports du littoral français Auteur(s) : Ferlin, I Résumé : This study aims to integrate the problems associated with port development and related activities in an economic monitoring programme that surveys all the activities associated with the marine environment. The economic monitoring programme in this sector also includes studying coastal spatial planning. This type of study concerns the creation and remodelling of sites that involve investments. We can consider two types of coastal spatial planning: one which integrates port development, tourism, aquaculture and fisheries and one that deals with the marine environment (Abric, 1989). Economic surveys of port development on French coasts supposes that the problem of identifying information sources have been resolved and the sectors and the activities that should be accounted for have been characterised. In what follows, the limits of available information and the problems pertaining to the proposed classification of activities according to statistical nomenclature will be discussed. The absence of structured and localised data is aggravated in certain cases by the rules of confidentiality. In light of these difficulties, the first part of this report is devoted to the inventory of general information sources and to the characterisation of existing data. As information forms the basis of any economic monitoring programme, it is necessary to know where, how and by whom information is processed and the limits that one comes up against. This report does not pretend to be exhaustive given the deadlines and the duration of this study. The second part of this report constitutes a summary of the recent trends discerned in terms of port development, from a legal, as well as economic and financial, point of view. This study should be considered as the first step to establishing a basis for a more in-depth study. Cette étude a pour but d'intégrer les problèmes d'aménagement portuaire et les activités qui y sont liées dans un suivi conjoncturel de l'ensemble des activités économiques en relation avec le milieu maritime. Le suivi conjoncturel de ce secteur économique passe aussi par l'étude de l'aménagement physique du littoral. Celui-ci concerne la création et le remodelage de sites impliquant des investissements. On peut considérer deux types d'aménagements physiques -l'aménagement du littoral : portuaire, touristique, aquacole, halieutique; -l'aménagement du mineur marin (Abric, 1989). Un suivi conjoncturel de l'aménagement portuaire du littoral français, suppose en préalable la résolution du problème de l'identification des sources d'information et la caractérisation des secteurs et activités en prendre en compte. On verra par la suite les limites de l'information disponible et les problèmes afférents a la classification des activités selon les nomenclatures statistiques proposées. L'absence de données structurées et localisées est aggravée dans certains cas par des règles de confidentialité. Du fait de ces difficultés, la première partie de ce rapport est consacrée au recensement des sources d'information générale et à la caractérisation des données existantes. L'information étant à la base de tout suivi conjoncturel, il convient en effet d'être en mesure de savoir où, par qui et comment elle est traitée et les limites auxquelles on se heurte. Ce rapport ne peut prétendre à l'exhaustivité compte tenu des délais et de la période d'exécution de cette étude. Les zones de tolérance à Cuba sous la république : l’enfermement réel et symbolique des femmes publiques Auteur(s) : Moreau-Lebert, Mélanie Éditeur(s) : Université des Antilles Études caribéennes Résumé : La prostitution est une problématique très intéressante d’une part parce qu’elle est transversale à tous les temps, à toutes les classes sociales, à tous les espaces, et d’autre part parce qu’il s’agit d’un fléau qui se conjugue le plus souvent au féminin. Il s’agit à mon sens du versant spécifique d’une problématique universelle dont personne ne peut s’affranchir sans mettre en jeu l’ensemble de la condition humaine. En effet, la prostitution est le lieu où convergent et se concentrent de façon exacerbée tous les maux d’une société. La femme est malgré elle au centre de ce système dans lequel on retrouve les frustrations, les rapports de domination, de pouvoir, la violence, la misère, la corruption, l’aliénation… La prostitution, tout comme le concept de genre, est une construction sociale, dans laquelle les femmes sont enfermées réellement et symboliquement.D’autre part, si les maux d’une société sont décuplés dans le système de la prostitution, nulle part ailleurs n’existe un tel abîme entre fantasme et réalité. C’est le lieu des fausses représentations et des euphémismes comme le montrent ces deux expressions édulcorées « zones de tolérance » et « femmes publiques ». A Cuba, malgré les tentatives d’éradication de la prostitution dans les premières décennies qui suivirent le triomphe de la Révolution de 1959, la chute du bloc soviétique et la période de pénurie qui s’ensuivit donnèrent lieu à un retour de cette prostitution, sous de nouvelles formes qui persistent aujourd’hui. Cependant, il fut une époque, celle de la première République (1902-1958) durant laquelle Cuba, rongée par un système néocolonial, connût une recrudescence de ce phénomène, dans des proportions jamais égalées. Une époque somme toute récente où les zones de tolérance, espaces où étaient regroupées les maisons closes, occupaient une grande partie de La Havane coloniale ainsi que des quartiers entiers à travers l’île. A l’intérieur de ces zones très lucratives dont profitaient à la fois les proxénètes, policiers, politiques et hommes d’affaires, les femmes cubaines, mais également, dans une grande proportion des Françaises victimes de la traite des Blanches, se trouvaient au cœur d’un système qui étaient à lui seul le symptôme de la frustration néocoloniale, mais également de l’exacerbation du patriarcat.Cette problématique, on ne peut plus actuelle, convoque la pluridisciplinarité, c’est pourquoi j’ai eu recours à des témoignages de prostituées depuis le début du siècle jusqu’à la Révolution, recueillis et publiés à Cuba. Je me suis penchée sur les différents discours sur la prostitution de l’époque, discours politiques et féministes. Les rapports de police, les plaintes déposées par des femmes, les comptes rendus de procès, et les descriptions des médecins-hygiénistes sont autant de sources qui viennent corroborer les témoignages. The republican era in Cuba is a complex and difficult one for the Cuban population. 1898 remains engraved in people’s memories as being a time of great disillusion for a population who, having freed itself from Spanish colonial domination, was deprived of independence by the United States of America. Three years of American intervention sufficed to put power bases into place, guarantee maximal exploitation conditions and organize the legal framework of the American domination over Cuba by means of the Platt Amendment in 1901. The protectorate set up by the United States, followed by a neocolonial system in 1934, relies upon the collaboration of presidents and corrupt governments succeeding each other in power. Corruption, nepotism and violence are put in place in a society in which inequality is dramatically worsening and all moral values are disintegrating. In this context and in a Cuban society governed with patriarchal rules, women are the first victims of the system. After the wars of independence, the only options they have are marriage, work or prostitution. Legitimate marriage is only available to a privileged few. With regards to employment, only 9.8% of women have the opportunity to work and this percentage didn’t change until 1959. It was at this time that prostitution reached unprecedented levels. It wasn’t just the case of a few marginalized women but of thousands of mothers, wives, widows and working women who were trapped in this alienating condition, forced to sell their bodies. Legislation and violence are used to control and restrict the work space for prostitutes, removing these ‘streetwalkers’ from the public eye, grouping them together in tolerance zones with very strict rules, which are in reality in the hands of Cuban and French procurers, and subjecting them to constant inspections carried out by hygienists who physically and symbolically assault women’s bodies. What is more, speeches about prostitution, whether made by politicians, feminists, journalists, doctors or mere observers, contribute significantly to a certain representation of these women. While debates about prostitution have recently shaken public opinion, this work refers back to an episode of Cuba’s history which brings us to reflect upon the evolution of the phenomenon and on its protean nature. Le cadre politico-juridique favorable aux migrations antillaises vers leur métropole rend compte de la vigueur des courants migratoires issus des territoires dépendants de la région ainsi que de leur orientation quasi-exclusive vers les métropoles. La problématique migratoire se pose en des termes différents concernant les territoires indépendants. L’analyse de trois populations caribéennes — les Portoricains, les Franco-antillais, les Haïtiens — interroge la particularité des contextes politico-institutionnels des sociétés d’origine en lien avec les modalités singulières de leur colonisation. Au regard de la remarquable diversité des statuts politiques des territoires de la Caraïbe, l’analyse du lien entre migration et fait colonial nécessite de s’interroger sur l’influence de ces derniers sur la temporalité, l’ampleur, la composition et la spatialisation des mouvements de populations. The making of Caribbean societies is indissociable from long-term migration movements. The favourable politico-legal framework of Caribbean migrations towards their metropoles accounts for the strength of migration streams from politically dependent territories in the region. It also accounts for their spatial configuration as ‘migratory couples’. The issue is different as far as independent territories are concerned. The analysis of three Caribbean populations – Puerto Ricans, French West Indians, Haitians – questions the particularity of the politico-institutional contexts of source societies in relation with the singular modalities of their colonization. Given the remarkable diversity of political statuses in the Caribbean, the analysis of the relation between migration and the colonial history requires to question the influence of these statuses on the temporality, the scale, the composition and the spatialization of population movements. Amazonian former gold mined soils as a source of methylmercury: Evidence from a small scale watershed in French Guiana Auteur(s) : Guedron, Stephane Grimaldi, Michel Grimaldi, Catherine Cossa, Daniel Tisserand, Delphine Charlet, Laurent Éditeur(s) : Pergamon-elsevier Science Ltd Résumé : Total mercury (HgT) and monomethylmercury (MMHg) were investigated in a tropical head watershed (1 km(2)) of French Guiana. The watershed includes a pristine area on the hill slopes and a former gold mined flat in the bottomland. Concentrations of dissolved and particulate HgT and MMHg were measured in rain, throughfall, soil water and at three points along the stream. Samples were taken in-between and during 14 storm events at the beginning and middle of the 2005 and 2006 rainy seasons. Dissolved and particulate HgT concentrations in the stream slightly increased downstream, while dissolved and particulate MMHg concentrations were low at the pristine sub-watershed outlet (median = 0.006 ng L-1 and 1.84 ng g(-1), respectively) and sharply increased at the gold mined flat outlet (median = 0.056 ng L-1 and 6.80 ng g(-1), respectively). Oxisols, which are dominant in the pristine area act as a sink of HgT and MMHg from rain and throughfall inputs. Hydromorphic soils in the flat are strongly contaminated with Hg (including Hg droplets) and their structure has been disturbed by former gold-mining processes, leading to multiple stagnant water areas where biogeochemical conditions are favorable for methylation. In the former gold mined flat high dissolved MMHg concentrations (up to 0.8 ng L-1) were measured in puddles or suboxic soil pore waters, whereas high dissolved HgT concentrations were found in lower Eh conditions. Iron-reducing bacteria were suggested as the main methylators since highest concentrations for dissolved MMHg were associated with high dissolved ferrous iron concentrations. The connection between saturated areas and stagnant waters with the hydrographic network during rain events leads to the export of dissolved MMHg and HgT in stream waters, especially at the beginning of the rainy season. As both legal and illegal gold-mining continues to expand in French Guiana, an increase in dissolved and particulate MMHg emissions in the hydrographic network is expected. This will enhance MMHg bio-amplification and present a threat to local populations, whose diet relies mainly on fish. Guide méthodologique pour l'élaboration des dossiers de demande d'autorisation d'Installations Classées pour la Protection de l'Environnement (ICPE) en matière de pisciculture marine pour la région Corse Auteur(s) : Roque D'Orbcastel, Emmanuelle Sauzade, Didier Ravoux, Georges Coves, Denis Résumé : Sea fish farms with production of more than 20 tons per year in France must obtain two operating licences: (i) one for Sea Farming (AECM), with the aim of ensuring that the granted site and use of the maritime public domain for exploitation will respect all restrictions of general interest; (ii) one for regulating Facilities Classified for the Protection of the Environment (ICPE). Although the first one requires a relatively simple licence request file, the second one demands a very complete file, which includes, beyond the notice of exploitation information, a complete impact study, as well as a hazards study and a health and safety notice. In this context, petitioners in Corsica (adjustment of status or new exploitation) are faced with the same difficulties, which highlighted the need for a methodological guide adapted to each region's specific situation, assembling in particular the necessary baseline data (legal, zootechnical, geographical, climatic, socio-economic, ecological...) as well as recognised methods for evaluating the potential effects of the farm on the environment.
Development of this guide was supported by ADEC and supervised by a steering committee composed of representatives from the administrations concerned, fish farmers and scientific bodies. The significant aspects dealt with the effects of fish farming on Posidonie herbarium, a protected species very present in Corsica and with coordinating the two AECM and ICPE procedures.
For each part of the ICPE file, the guide introduces the technical or scientific context and, depending upon the case, the state of the art, sources of available data, acquisition and methods of acquiring measurements and of assessing the potential effects, as well as practical editing recommendations.
Finally, the guide is made complete by a model schedule of conditions designed to help petitioners to have a specialist research department incorporate all or part of the file.
This guide primarily concerns first-time marine facilities for exploitation in Corsica, conceived of as in the open sea rather than in confined spaces. Nonetheless, any fish farmer or future fish farmer needing to process a request for an exploitation licence may find it useful.
Les piscicultures marines de plus de 20 t/an de production sont soumises en France à l'obtention de deux autorisations d'exploiter : (i) celle au titre des Cultures Marines (AECM), visant à s'assurer que le site concédé et l'usage du domaine public maritime pour l'exploitation permettent de respecter l'ensemble des contraintes d'intérêt général ; (ii) celle au titre de la réglementation des Installations Classées pour la Protection de l'Environnement (ICPE). Si la première nécessite un dossier de demande d'autorisation relativement simple, la seconde requiert un dossier très complet, qui comprend, outre une notice de renseignements sur l'exploitation, une étude d'impact complète, ainsi qu'une étude des dangers et une notice d'hygiène et de sécurité. Dans ce contexte, les demandeurs en Corse (régularisation ou exploitation nouvelle) sont confrontés aux mêmes difficultés, ce qui a mis en évidence le besoin d'un guide méthodologique adapté aux spécificités régionales, rassemblant en particulier les données de base nécessaires (juridiques, zootechniques, géographiques, climatiques, socio-économiques, écologiques...) ainsi que les méthodes reconnues de l'évaluation des effets potentiels de la ferme sur l'environnement. L'élaboration de ce guide a été soutenue par l'ADEC et suivie par un comité de pilotage composé de représentants des administrations concernées, des pisciculteurs et d'organismes scientifiques. Les aspects importants ont porté sur les effets de la pisciculture sur l'herbier de Posidonie, espèce protégée très présente en Corse et sur la coordination entre les deux procédures AECM et ICPE. Pour chaque partie du dossier ICPE, le guide présente le contexte technique ou scientifique et selon le cas, l'état de l'art, les sources de données disponibles, les méthodes d'acquisition des mesures et d'évaluation des effets potentiels, ainsi que des recommandations pratiques de rédaction. Enfin, le guide est complété par un cahier des charges type destiné à aider les demandeurs à confier à un bureau d'étude spécialisé la réalisation de tout ou partie de la constitution du dossier. Ce guide concerne prioritairement les installations marines de nouvelles exploitations en Corse, envisagées en mer ouverte plutôt que dans des espaces confinés. Néanmoins tout pisciculteur ou futur pisciculteur devant instruire une demande d'autorisation d'exploiter peut y trouver intérêt. We present here the results of a bulk rock multi-elemental study of 27 peridotites drilled at Sites 1272 and 1274 (to the south and the north of the FZ, respectively). The peridotites comprise mainly of harzburgites with minor dunites. Clinopyroxene (Cpx), which is interstitial and interpreted as secondary, is observed in Site 1274 peridotites. Sites 1272 and 1274 peridotites have low Al2O3 contents (<= 1 anhydrous wt.%), high Mg# (>91.5), and bulk rock trace elements compositions mostly below 0.1 x primitive mantle (PM). These peridotites, and in particular Site 1272 peridotites, represent the most depleted peridotites yet sampled at a slow spreading ridge. Their compositions indicate high degrees of partial melting and melt extraction. A single open-system melting event (melting plus percolation of melts produced within upwelling mantle) can explain their highly depleted yet linear chondrite-normalized REE patterns, characterized by a steady depletion from HREE to LREE. Late melt-rock reactions and precipitation of Cpx explains the slightly less depleted compositions of Site 1274 peridotites. Hence, the differences in composition between Sites 1272 and 1274 peridotites do not provide evidence for regional variations in the degrees of partial melting from the south to the north of the FZ. The occurrence of highly refractory peridotites in the Fifteen-Twenty area suggests we sampled a more actively convecting mantle than generally supposed below slow spreading centers. Interarc basin basalts from the Mariana Trough (Sites 454 and 456) are similar in all respects to depleted mid-ocean ridge basalts. Basaltic andesites and andesites from Site 458 (Mariana fore-arc region) are more depleted than mid-ocean ridge basalts and show different geochemical behavior for Zr-, Hf, and Ti when compared on an extended Coryell- Masuda plot.
