This text in legal and sociological scope proposes to focus on the rights of young citizens in the development of norms and urban and environmental projects. For this purpose, the mental capacities due to age of the individual should not be forgotten. This article also attempts to provide some insights on the mechanisms implemented and particularly the added value provided by the use of ICT in the context of democratization.
Ce texte à portée juridico-sociologique propose de se concentrer sur les droits du jeune citoyen en matière d’élaboration des normes et des projets urbains et environnementaux. A cet effet, il convient de ne pas oublier les capacités mentales dues à l’âge de chaque individu. Cet article tente également de fournir quelques éclairages sur les dispositifs mis en oeuvre et plus particulièrement la plus-value apportée par l’utilisation des TIC dans ce contexte de démocratisation.

The french Law No. 2013-60 of 22 July 2013 on higher education and research governance encourages the French universities to invest more in the field of digital strategy. The presentation provides an update on the concept of digital blueprints universities and proposes to reflect on the establishment of an agile design digital transformation as a solution to governance and democratization apparent paradox. Secondly, it will implement an analytical instrument to deduce conclusions.
La loi n°2013-60 du 22 Juillet 2013 relative à l’enseignement supérieur et à la recherche encourage les gouvernances des universités françaises à davantage investir le terrain de la stratégie numérique. La présentation se propose de faire le point sur le concept de schémas directeurs dunumérique des universités et propose de réfléchir sur la mise en place d’une conception agile de la transformation numérique comme solution au paradoxe apparent gouvernance et démocratisation. Dans un deuxième temps, il s’agira de mettre en oeuvre un instrument d’analyse pour en déduire les conclusions.

The natural science education aims to help children build a rational representation of their environment. In this perspective it is usual to build authentic teaching by implementing a process of investigation rooted in a particular ecological context. Previous studies have described the effects of context as events occurring in a learning situation when two participant bring contrastive contexts. But these context effects were never filmed in science learning. We postulate that the effects of contexts can be considered not as a limit to learning but as an asset. In addition, we believe it is possible to build science lessons based on their emergences.The objective of this internationnal project called gounouy is to build an educational innovation for recording and description of effect of context and their interest in learning. It involved four research laboratories (two in Guadeloupe CRREF and LARGE, two in Quebec LICEF and GDAC) and two schools. In a design methodology based research, many direct and indirect data have been collected. They are constitute by videos, student productions, digital items (vidéoconférence and digital workspace) and interviews with students. The results show two different types of expression of context effects and different learning indicators. A growing number of universities offer most varied types of courses, from traditional classroom to completely online courses. Besides, student personal characteristics such as learning strategies and learning style seem to be related to their academic success. Based on the concept of the digital ecosystem as a dynamic entity comprising students, teachers and online software environments (such as learning platforms) – our work being related but not limited to e-learning – we analyze informational data to establish links between these characteristics and student achievement over their first year at university, as they attended both classroom and online courses.
Un nombre croissant d’universités développent des formules de cours plus ou moins variées, entre cours traditionnels en présence et cours entièrement dispensés dans un mode en ligne. Par ailleurs, les caractéristiques des étudiants au regard de leurs stratégies d’apprentissage et de leurstyle d’apprentissage semblent de nature à influer sur leur réussite universitaire. Reprenant la notion d'écosystème numérique en tant qu'ensemble dynamique constitué par des étudiants, des enseignants et des environnements logiciels en ligne (de type plateforme de formation) – notretravail se situant dans un contexte de type elearning mais pas uniquement – nous analysons un certain nombre de données informationnelles en vue d'établir des liens entre celles-ci et la réussite d'étudiants ayant suivi à la fois des cours en classe et en ligne, et ce, pour l’ensemble de leurpremière année universitaire.

Résumé : (Funding) Support for the development of the technical infrastructure and partner training provided by the United States Department of Education TICFIA program.
While the global response to HIV and AIDS has realized several successes in achieving universal access to prevention, care and treatment to date, challenges persist in ensuring equal access to these services for most at risk populations. The epidemiology of HIV reflects a stark disparity in access to prevention and treatment services for neglected most-at risk populations, such as men who have sex with men (MSM). World-wide, MSM often experience higher rates of HIV relative to the total population. The reasons for this dynamic are multi-faceted and include high risk behaviors, and cultural as well as structural barriers. For MSM in developing countries, for example, basic services for prevention and treatment of HIV infection have yet to reach the large majority of men. Homophobia and discrimination limit access of MSM to prevention services and markedly increase vulnerability, as do criminalization of same-sex behavior. Decriminalization of same-sex behavior is a structural intervention for prevention of HIV infection and has recently been embraced by a nonbinding statement from the United Nations (Beyrer C,Clin Infect Dis. 2010 May 15;50 Suppl 3:S108-13) In the Caribbean, all of the above mentioned barriers exist. In fact, recent evidence demonstrates that there is a correlation between the decriminalization of homosexuality and lower rates of HIV (UNAIDS). This correlation is attributed to improved access to services. Therefore, The United Nations Development Program (UNDP) has recently launched an initiative to address the current situation regarding men who have sex with men in Guyana where the HIV prevalence in this population is 19.4% in contrast to 1.8% in the total population. This rapid assessment has been commissioned to supplement two previous studies that were conducted in Guyana in informing the design of upcoming activities to support local capacity building to enhance access to services and respect for the human rights protections for MSM. Unfortunately, in Guyana, like much of the Caribbean, MSM tend to be a hard to reach population, perhaps due to elevated levels of stigma and discrimination and difficulty in accessing men who might participate in high risk same sex behaviors yet do not self-identify as an MSM. As a result, there is a relative paucity of data concerning the knowledge, attitudes and behaviors of this total population in Guyana. (i.e. those who self –identify and those who do not) The baseline report is organized as follows: the methodology is explained followed by the study limitations, the review (literature and desk). The report then proceeds with describing the reality of work and working with sexual and gender minorities in Guyana, the status quo and entry points. The main findings of the capacity assessment and focus groups are then discussed. Issues relating to the uniformed forces and health services providers are then presented followed by discussions and conclusions.
