INRA, CFCS Description : Plant genetic resources are instrumental in the adaptation of agriculture to social and environmental change. They are the backbone of research and breeding programs aimed at the development and transfer of new crop varieties best suited to consumers? needs and tastes and to new farming systems. To this aim, plant germplasm collections have been constituted worldwide. Securing such collections requires substantial human and financial investments that can prove difficult to maintain on the long run for small countries and territories such as most Caribbean countries. In Guadeloupe and Martinique, INRA and CIRAD have constituted large plant germplasm collections of tropical crops over several decades. They joined forces in 2010 to create the Tropical Plant Biological Resource Center of the French West Indies (CRB-PT), which is affiliated to both institutions. In this paper, we describe CRB-PT?s collections, services provided to end users and research programs as well as scientific and technical networking strategy. Les ressources génétiques d'usine sont instrumentales dans l'adaptation de l'agriculture au changement social et environnemental. Elles sont l'épine dorsale de la recherche et les programmes d'élevage ont visé le développement et le transfert de nouvelles variétés de culture adaptées aux besoins et aux goûts des consommateurs et à de nouveaux systèmes d'exploitation agricole. À ce but, des collections de matériel génétique d'usine ont été constituées dans le monde entier. La fixation de telles collections exige les investissements humains et substantiels qui peuvent être difficile à maintenir sur le long terme pour de petits pays et territoires tels que la plupart des pays des Caraïbes. En Guadeloupe et Martinique, l'AICN et les CIRAD ont constitué de grandes collections de matériel génétique d'usine de cultures tropicales au-delà de plusieurs décennies. Ils ont joint des forces en 2010 pour créer le centre de ressources biologique de plante tropicale des Antilles françaises (CRB-PT), qui sont affiliées aux deux établissements. En ce document, nous décrivons les collections de CRB-PT, services fournis aux utilisateurs et les programmes de recherche aussi bien que la stratégie scientifique et technique de mise en réseau. Approximately 300 pelagic fish species naturally aggregate around floating objects (FOBs) at the surface of the oceans. Currently, more than 50% of the world catch of tropical tuna comes from the industrial tuna fisheries around drifting FOBs. Greater understanding of the complex decision-making processes leading to this aggregation pattern and the impact of the massive release of artificial FOBs by fishermen on the spatial distribution and management of tuna is needed. 2. We analyse how the interplay between social (relationships between individuals) and non-social (responses to the environment) behaviours may affect the spatial distribution of a population in a multi-FOB environment. Taking the example of tropical tunas associating with FOBs and using differential equations and stochastic simulations, we examine how, when increasing the number of FOBs, fish aggregation dynamics and the distribution of the population among patches are affected by the population size, level of sociality and the natural retentive and/or attractive forces of FOBs on individual tuna. 3. Our model predicts that, depending on the species' level of sociality, fish will be scattered among FOBs or aggregated around a single FOB based on the number of FOBs deployed in a homogeneous oceanic region. 4. For social species, we demonstrated that the total fish catch is reduced with increasing FOBs number. Indeed, for each size of population, there are a number of FOBs minimizing the total population of fish associated with FOBs and another number of FOBs maximizing the total population of associated fish. 5. Synthesis and applications. In terms of fisheries management, the total catch volume is directly linked to the total number of floating objects (FOBs) for non-social species, and any limit on the number of sets would then result in a limit on the total catch. For social species (e.g. tuna), however, increasing the number of FOBs does not necessarily lead to an increase in the total catch, which is a non-intuitive result. Indeed, our model shows that, for specific values of the parameters, deploying a greater number of FOBs in the water (all other parameters being constant) does not necessarily help fishermen to catch more tuna, but does increase the level of fishing effort and bycatch. The aggregation of tuna around floating objects: What could be the underlying social mechanisms? It is well known that many pelagic fishes live in schools and that this form of gregarious behavior provides advantages in terms of food intake and predator avoidance efficiency. However, the influence of social behavior in the formation of aggregations by tuna under floating objects (FOBs) is poorly understood. In this work, we investigated the collective patterns generated by different theoretical models, which either include or exclude social interactions between conspecifics, in the presence of two aggregation sites. The resulting temporal dynamics and distributions of populations were compared to in situ observations of tuna behavior. Our work suggests that social interactions should be incorporated in aggregative behavior to reproduce the temporal patterns observed in the field at both the individual and the group level, challenging the common vision of tuna aggregations around FOBs. Our study argues for additional data to further demonstrate the role of social behavior in the dynamics of these fish aggregations. Understanding the interplay between environmental and social factors in the associative behavior of fish with FOBs is necessary to assess the consequences of the widespread deployment of artificial FOBs by fishermen. Éditeur(s) : HAL CCSD Elsevier Résumé : International audience CONTEXT: Chlordecone, an environmentally persistent organochlorine insecticide used intensively in banana culture in the French West Indies until 1993, has permanently polluted soils and contaminated foodstuffs. Consumption of contaminated food is the main source of exposure nowadays. We sought to identify main contributors to blood chlordecone concentration (BCC) and to validate an exposure indicator based on food intakes. MATERIAL AND METHODS: We used a food frequency questionnaire (FFQ) completed by a sample of 194 pregnant women to estimate their dietary exposure to chlordecone and compared it to blood levels. In a first approach, chlordecone daily intake was estimated as the product of daily eaten quantity of 214 foodstuffs, multiplied by their chlordecone content, and summed over all items. We then predicted individual blood chlordecone concentration with empirical weight regression models based on frequency of food consumption, and without contamination data. RESULTS: Among the 191 subjects who had BCC determination, 146 (76%) had detectable values and mean BCC was 0.86 ng/mL (range < LOD-13.2). Mean per capita dietary intake of chlordecone was estimated at 3.3 microg/day (range: 0.1-22.2). Blood chlordecone levels were significantly correlated with food exposure predicted from the empirical weight models (r=0.47, p<0.0001) and, to a lesser extent, with chlordecone intake estimated from food consumption and food contamination data (r=0.20, p=0.007). Main contributors to chlordecone exposure included seafood, root vegetables, and Cucurbitaceous. CONCLUSION: These results show that the Timoun FFQ provides valid estimates of chlordecone exposure. Estimates from empirical weight models correlated better with blood levels of chlordecone than did estimates from the dietary intake assessment. The biological and physiological adaptation of the body dealing physical and psychosocial stressors during this period may exert its effects in adulthood (and possibly over several generations). This delayed toxicity presupposes intrinsically the need to study the effects of exposure to environmental risk factors during fetal life using a holistic approach involving risk factors at both the micro (individual characteristics) and the macro level (physical and psycho-social context). Given the heterogeneity of the Breton territory in which this work was conducted, we explored whether the impact of social inequalities and the physical environment (air pollution) on birth outcomes (fetal growth and the risk of prematurity) could be modified according to an urban or rural place of residence. This work was based on data collected as part of the Breton mother-child cohort PELAGIE, which had included 3421 pregnant women between 2002- 2006. The anthropometric parameters and gestational age at birth were measured by medical personnel at delivery. We defined urban and rural areas according to the definition of “urban units” from the National Census Bureau (INSEE). The annual concentrations of air pollution (nitrogen dioxide (NO2)) were estimated using a land-use regression modeled at a 100 m scale and developed as part of an European project. Finally, neighbourhood deprivation was estimated using a composite index developed at census blocks level and whose use was legitimated over both urban and rural areas. Neighbourhood deprivation was associated with an increased risk of infants with fetal growth restriction, only for women living in rural areas. We also observed an increased risk of preterm birth associated with NO2 concentrations > 16.4 μg.m-3, only among women residing in urban areas. The associations between air pollution and fetal growth, although sex-specific, did not seem on the other hand, to vary significantly according to the urban-rural spectrum. This work confirms the need to explore the influence of both social and environmental inequalities on intrauterine development, and to assess the role of place-based factors, such as the urban-rural context, in shaping these inequalities. La grossesse est une période sensible et déterminante pour le développement de l’enfant et l’état de santé à l’âge adulte. L'adaptation biologique et physiologique de l'organisme face à des « stresseurs » physiques et psychosociaux au cours de cette période peut ainsi exercer ses effets à l'âge adulte (et possiblement sur plusieurs générations). Cette toxicité différée suppose intrinsèquement la nécessité d’étudier les conséquences des expositions environnementales au cours de la vie foetale et ce suivant une approche holistique intégrant autant les facteurs de risque à des niveaux micro (caractéristiques individuelles) et macro (expositions physiques externes et contexte psycho-social). Etant donné l’hétérogénéité du territoire breton dans lequel s’inscrit ce travail de thèse, nous avons cherché à explorer l’impact des inégalités sociales et de l’environnement physique (pollution atmosphérique) sur l’issue de la grossesse (croissance foetale et risque de prématurité) indépendamment chez des femmes enceintes résidant dans des zones urbaines et rurales. Ce travail s’est appuyé sur les données issues de la cohorte bretonne mère-enfant PELAGIE, qui a inclus 3421 femmes enceintes entre 2002- 2006. Les paramètres anthropométriques et l’âge gestationnel à la naissance ont été renseignés à l’accouchement par le personnel médical. Le contexte urbain et rural breton a été caractérisé à partir de la définition des unités urbaines de l’INSEE. Les concentrations annuelles de pollution atmosphérique (dioxyde d’azote (NO2)) ont été modélisées à une échelle de 100 m à partir d’un modèle de "land-use regression" développé à l’échelle européenne. Enfin, le niveau socio-économique des IRIS a été estimé à l’aide d’un indice de désavantage social - construit à partir des données du recensement de l’INSEE et dont la validité et l’adaptabilité à des territoires à la fois urbains et ruraux a été examinée au préalable. Nos résultats suggèrent une influence délétère d’un contexte de vie socioéconomique défavorable sur la croissance intra-utérine, spécifiquement chez les femmes résidant en milieu rural. Nous avons également observé une augmentation du risque de prématurité associée à des niveaux > 16.4 μg.m-3 de NO2 dans l’air, à l’inverse, uniquement chez les femmes résidant dans des zones urbaines. Les associations entre l’exposition à la pollution atmosphérique et les marqueurs de la croissance intra-utérine, bien que sexe-spécifiques, ne semblent en revanche pas varier sensiblement suivant le gradient urbain-rural. OBJECTIVES: We assessed whether maternal occupational exposure to EDCs during pregnancy as classified by application of a job exposure matrix was associated with birth weight, term low birth weight (LBW), length of gestation, and preterm delivery. METHODS: Using individual participant data from 133,957 mother-child pairs in 13 European cohorts spanning births from 1994 through 2011, we linked maternal job titles with exposure to 10 EDC groups as assessed through a job exposure matrix. For each group, we combined the two levels of exposure categories (possible and probable) and compared birth outcomes with the unexposed group (exposure unlikely). We performed meta-analyses of cohort-specific estimates. RESULTS: Eleven percent of pregnant women were classified as exposed to EDCs at work during pregnancy, based on job title. Classification of exposure to one or more EDC group was associated with an increased risk of term LBW [odds ratio (OR) = 1.25; 95% CI: 1.04, 1.49], as were most specific EDC groups; this association was consistent across cohorts. Further, the risk increased with increasing number of EDC groups (OR = 2.11; 95% CI: 1.10, 4.06 for exposure to four or more EDC groups). There were few associations (p < 0.05) with the other outcomes; women holding job titles classified as exposed to bisphenol A or brominated flame retardants were at higher risk for longer length of gestation. CONCLUSION: Results from our large population-based birth cohort design indicate that employment during pregnancy in occupations classified as possibly or probably exposed to EDCs was associated with an increased risk of term LBW. Assessment of tropical shrimp aquaculture impact on the environment in tropical countries, using hydrobiology, ecology and remote sensing as helping tools for diagnosis Auteur(s) : Fuchs, Jacques Martin, Jean-louis M. Populus, Jacques Résumé : After a period of rapid development of the sites (an increase in both reared surface area and production), tropical shrimp aquaculture is currently being faced with critical problems due to economical and ecological constraints. In many countries with favourable conditions for shrimp aquaculture such as indonesia or Vietnam, sites are often badly selected and/or over-exploited. This conducts to sorne extent to decreases or collapses in the production due to the difficulty in predicting the maximum production capacity of the sites. Furthermore, it appears that production sustainability depends on many factors among which socio-economy and ecolo gy are of prime importance.
The STD3 project titled « Assessment of tropical shrimp aquaculture impact on the environment in tropical countries using hydrobiology, ecology and remote sensing as helping tools for diagnosis )) was initiated in 1994, with the aim to study the sustainability of marine shrimp aquaculture in tropical areas, main! y Indonesia and Vietnam, through the following tasks: (i) improve site selection and study the impact of aquaculture on marine environments presenting a variable sensitivity to organic sewage, (ii) analyse the socio-economical aspects and profitability of the aquaculture industry and of common resources (iii) use remote sensing and geographical data bases for diagnosis and monitoring of site degradation (iv) reinforce the capacity of Asian
scientists through training.
Severa! aquaculture sites have been investigated in the Lampung region (South Sumatra, Indonesia), the Mekong delta (Vietnam) and on the West coast of New-Caledonia, providing a large range of typical ecosystems encountered in Asia and in the Pacifie, from coralline sites to coastal plains with mangrove and deltaic areas. The study concerned the spatial structure and seasonal influence of these ecosystems, the temporal variation during the course of the project (3 years) and the relation between the ecological structure and farm productions.
Remote sensing provides a synoptic vision over large land expanses. Severa! scenes were processed for landuse mapping using conventional classification techniques. Concerning water quality assessment, a general relation for the Java sea was found between image and field data in terms of total suspended matter. Applying this relation to a new site in Sumatra has provided an initial approach to water type and, together with land use mapping, a preliminary assessment of the suitability of the area to shrimp aquaculture development.
Socio-economic research has been focused on the identification ofneeds for collective action, including public policy, in the perspective of shrimp farming sustainability. The main concern is in the regulation of shrimp farming intensification and extensification at the scale of coastal ecosystemic entities in a common property resource management perspective. The common considered here is coastal water quality. Comparing the local development profiles and the institutional grounds for the design and implementation of collective management rules shows that variables such as land tenure system, farm owner socio-economic profile, social homogeneity or heterogeneity of the farmers are key factors to analyse the potential for sustainability. The defmition of
water quality and the possible means to ensure its collective management are discussed. The main conclusion is that the economie incentives to farming development are strong but there is no significant difference among traditional, semi-intensive and intensive systems in terms of economie efficiency or wealth distribution.
The description of the functioning of the different kinds of ecosystems make it possible to give an advice concerning the positioning of the activity inside the ecosystem, and furthermore to have a reference state in order to determine the impact of the activity on the coastal environnement. This impact can be summarized as an increase in the concentration of total suspended matt€?r, of particulate organic matter and of sulfate reducing bacterias. This organic ma~.er is either issued from rearing activities or from telluric origine, due to mangrove eradication when building the ponds.
An evaluation of the relationship existing between productivity and characteristics of each ecosystem bas been conducted by correlating ecological indicators data (concentration of total suspended matter, particulate organic matter, chlorophyll, percentage of pheopigments in total pigments and cyanobacteria and sulfatereducing bacteria in water and sediments) with the average production of the farms. This comparison lead to the compilation of a scale of observed production integrating the range of these environmental parameters with shrimp production levels, bound to facilitate the positioning of shrimp farming in relation with the confmement leve! of each ecosystem.
Lastly, ali geographie data originated from the various compartments of the study have been geo-referenced and loaded into a geographical information system. This allows to display any query made on spatial variables and their related statistical data, including the ir variations over the last few years and to reveal patterns and phenomena otherwise not obvious. Le programme mis en oeuvre par la DRV (Paris, CREMA-L'Houmeau, DELIAO Brest, COP Tahiti, GIE/RA Nouvelle Calédonie), dans le cadre d'un projet européen STD3 «(Sciences et Technique au Service du Développement», en collaboration avec l'Université de Montpellier II, l'Ecole Nationale d'Agronomie de Rennes, l'ITC (Hollande), l'Institut Océanographique de Nha Trang (Vietnam), le BADC de Jepara et le BPPT de Jakarta (Indonésie), avait pour but la mise au point de méthodes permettant d'améliorer la sélection des sites ainsi que le suivi du développement et de l'impact de l'aquaculture des crevettes Péneides en milieu tropical pour éviter la surexploitation. De plus, la croissance rapide de l'urbanisation, souvent de manière désorganisée, selon des critères de planification urbaine, se caractérise par une déficience en réseaux d'adduction d'eau et (encore plus) en réseaux d'assainisse-ment. Cette situation est accentuée dans les quartiers urbains les plus défavorisés, qualifiés officiellement de « marginaux » jusqu'à la fin des années 1990. Ces territoires urbains représentent environ les deux tiers de la population urbaine du Venezuela, en sachant que ce pays, avec un taux d'urbanisation de l'ordre de 85 %, fait partie du peloton de tête des pays urbanisés de l'Amérique latine. A partir de 1999, la nouvelle Constitution intitulée « Constitution bolivarienne » met en avant la société civile de façon plus explicite. Les habitants des barrios 1 symbolisent alors, dans ce texte de référence ainsi que dans les discours du président de la République bolivarienne Hugo Frias Chavez, une société civile qui a contribué au changement de régime politique et à l'impulsion d'un programme poli-tique se qualifiant de « socialisme du XXI e siècle ». L'accès à l'eau et à l'assainissement rentre dans les priorités du programme économique et social de ce nouveau gouvernement, visant à diminuer rapidement la pauvreté et à améliorer nettement l'accès à un service urbain de qualité. Dans ce contexte, ces mesures se réalisent dans le cadre de « missions » 2 financées par l'Etat dans les domaines de la santé, de l'éducation etc. Le secteur de l'eau s'avère donc un secteur clé de l'intervention sociale, qu'elle se concrétise par la mobilisation de la société civile et/ou par l'implication des pouvoirs publics. Aires protégées, gestion participative des ressources environnementales et développement touristique durable et viable dans les régions ultra-périphériques Auteur(s) : Breton, Jean-Marie Éditeur(s) : Université des Antilles Études caribéennes Résumé : Le tourisme est souvent présenté comme l’un des instruments d’un développement durable, même s’il connaît une expansion difficilement maîtrisable, au détriment du patrimoine environnemental, insulaire et littoral en particulier, comme dans les DOM-TOM.Le tourisme a des impacts, culturels et sociaux notamment, sur l’environnement. Les ressources du patrimoine alimentent de leur côté la demande et l’offre touristiques. Un tourisme assis sur une gestion ad hoc des ressources du patrimoine constitue un facteur puissant de durabilité du développement local. La soumission de l’activité touristique aux exigences de protection, de conservation et de gestion reproductible de la biodiversité et du patrimoine naturel, dans les aires protégées de la Caraïbe française en particulier, génère des approches, des stratégies et des comportements nouveaux. La démarche écotouristique appelle une gestion participative et intégrée des ressources et des espaces, et constitue un défi pour les opérateurs du tourisme comme pour les acteurs de l’environnement, et une opportunité de « réappropriation » de leur milieu de vie par les populations locales. Il faut alors en clarifier le concept et les implications ; puis en analyser les objectifs et les enjeux dans une perspective de développement durable. Tourism often appears as one a tool for a sustainable development, even if it is not easy to control, in the détriment of island and costal environment heritage, as in French overseas regions. Besides the cultural and social impacts of tourism upon environment, the heritage resources nuture the touristic request and offer. If based on an appropriate management of those resources, it may be a strong incentive for local sustainable development. The respect of protection, conservation and sustainable management of biodiversity and natural resources by tourism, especially in the overseas regions of French West Indies, produces new approaches, strategies and behaviours. The ecotourism approach, calling for a joint and integrated management of resources and areas, is a challenge for tour operators as for environment actors, and brings local population an opportunity to reappropriate their life environment. Territoires ruraux insulaires et développement durable Auteur(s) : Fomoa-Adenet, Madly Rieutort, Laurent Éditeur(s) : Université des Antilles Études caribéennes Résumé : Après avoir rappelé que comme concept de gestion des territoires, le développement durable peut s’inscrire dans un système territorial complexe, l’article s’interroge sur les imaginaires associés à la ruralité et à l’insularité. Largement issue du regard de nos sociétés urbaines, la critique des abus d’un modèle de développement insulaire peu respectueux d’un environnement détérioré et/ou à l’abandon, conduit à promouvoir une gestion des territoires intégrant également une dimension économique et socioculturelle, notamment un fort mouvement de « patrimonialisation », sorte de réinvention de l’île mythique, symbole d’un équilibre passé. Divers exemples (île grecque de Skopelos, Corse, Martinique) montrent que ressources et savoir-faire spécifiques, difficilement transposables en dehors du contexte insulaire, peuvent être considérés comme un atout pour le développement ; ils renforcent l’identité d’une communauté et inspirent des dynamiques sociales renouvelées. Pour autant, il importe de réfléchir aux interactions entre des filières qui partagent les mêmes lieux, les mêmes ressources et impliquent les mêmes personnes. À l’évidence, la qualité du lien social augmente la résilience du système territorial même si cela passe par une redéfinition des règles collectives qui visent à inventer des solidarités durables passant davantage par des savoir-être ensemble que par des savoir-faire purement techniques. As a concept of territorial management, sustainable development can be analysed in the systemic vision allowed by complex territorial systems. This article wonders about the representations associated to rural areas and insularity. Largely encouraged by our modern societies, the critical vision of island development – not environmentally friendly models – promotes an integrated vision of development aiming at combining economical and sociocultural considerations. The great movement of cultural heritage, sort of reinvention of mythic islands symbolising a past equilibrium is then progressively supported. Different examples dealt with in this article (The Greek island of Skopelos, Corsica, Martinique) show that resources and specific know-how, not easily transferable out of the insular context, can be considered as strong advantages for development. They reinforce communities’ identity and favour new social dynamics. Obviously, quality ties increase the resilience of the territorial system even though it necessitates to redefine collective rules that aim at inventing sustainable solidarity relying mainly on knowing how to behave instead of pure technical know-how. It is now widely used to describe various kinds of relational structures. However, if everyone has an idea of the concept of network, we often ignore the implications that these structures have in real world phenomena. This is for example the case of processes such as the spread of a rumor, the disease transmission, or even the emergence of subjects of common interest for a group of individuals, in which the relations maintained between individuals, and their nature, often prove to be the main factors determining the evolution of the phenomenon. This is the reason why the study of networks has become one of the emerging areas in the 21st century called the "Science of networks." In this thesis, we address three issues of the domain of the science of networks: the problem of diffusion in social networks, where we have addressed more particularly the impact of the network dynamics on the diffusion process, the problem of the analysis of social networks, in which we have proposed a solution to take full advantage of all information available on the network by combining information on both structure and node attributes and the central problem of the social data collection, for which we have focused on the particular case of the data collection in a wild environment. Le concept de réseau offre un modèle de représentation pour une grande variété d'objets et de systèmes, aussi bien naturels que sociaux, dans lesquels un ensemble d'entités homogènes ou hétérogènes interagissent entre elles. Il est aujourd'hui employé couramment pour désigner divers types de structures relationnelles. Pourtant, si chacun a une idée plus ou moins précise de ce qu'est un réseau, nous ignorons encore souvent les implications qu'ont ces structures dans de nombreux phénomènes du monde qui nous entoure. C'est par exemple le cas de processus tels que la diffusion d'une rumeur, la transmission d'une maladie, ou même l'émergence de sujets d'intérêt commun à un groupe d'individus, dans lesquels les relations que maintiennent les individus entre eux et leur nature s'avèrent souvent être les principaux facteurs déterminants l'évolution du phénomène. C'est ainsi que l'étude des réseaux est devenue l'un des domaines émergents du 21e siècle appelé la "Science des réseaux". The Emergence of Social Entrepreneurship in Haiti Auteur(s) : Diallo, Oumar Daniel, Marie Evadie Éditeur(s) : Université des Antilles Études caribéennes Résumé : The term social entrepreneurship is not new but during the past decade its interests have increased rapidly around the world while its field is still young and fragmented (Gawell, 2013). We believe that in one way or the other, the main objective of social entrepreneurship is to solve social, economic and environmental problems for sustainable development goals. One of the development challenges is the fact that Haiti has 0.47 as Human Development Index (HDI) figuring 168th among 187 countries with 58.6 % of the population living under the poverty line and 24.6% under the extreme poverty line with less than 1$UD per day (PNUD & MCI, 2014). Despite the fact that Haiti has a unique know-how that is passed down for generations in the area of craft, small industry and in the processing of products, social entrepreneurship has not taken its roots as it should have. Importantly, to get where they are today, it is undeniable that developed nations leaned the strengths of their development on human capital to produce physical/material capital. Most often, the human capital is utilized to produce strong public policies which enable the economic growth. The value of using human capital as a pillar for economic growth proved itself for Asian nations with an annual economic growth of 6.9% between 1980 and 1990 against 1.5% for Latin America (Gener, 2005). Thus, in this paper, we looked at the Emergence of Social Entrepreneurship for economic growth in Haiti. L'entrepreneuriat social n'est pas nouveau, mais au cours de la dernière décennie, l’intérêt pour ce terme a rapidement augmenté dans le monde alors que son champ est encore jeune et fragmenté (Gawell, 2013). Nous pensons que d'une manière ou d'une autre, l'objectif principal de l'entrepreneuriat social est de résoudre les problèmes sociaux, économiques et environnementaux en vue d'atteindre les objectifs de développement durable. La mission ou les activités d'une organisation sont soit entièrement philanthropiques soit uniquement commerciales. L'un des défis du développement est le fait que l’indice de développement humain (IDH) d’Haïti est de 0,47, le pays figure au 168e (parmi 187 pays). 58,6% de la population vit sous le seuil de pauvreté et 24,6% sous le seuil de pauvreté extrême avec moins de 1 USD par jour (PNUD et MCI, 2014). Malgré le fait qu’Haïti possède un savoir-faire unique transmis depuis des générations dans le domaine de l'artisanat, de la petite industrie et de la transformation des produits, l'entrepreneuriat social n'a pas pris ses racines comme il se doit. Il est important de noter que pour arriver là où ils sont aujourd'hui, il est indéniable que les pays développés ont soutenu le développement du capital humain pour produire du capital physique / matériel. Le plus souvent, le capital humain est utilisé pour produire des politiques publiques solides qui permettent la croissance économique. La valeur de l'utilisation du capital humain comme pilier de la croissance économique a été prouvée pour les pays asiatiques avec une croissance économique annuelle de 6,9% entre 1980 et 1990 contre 1,5% pour l'Amérique latine (Gener, 2005). Ainsi, dans cet article, nous examinons l'émergence de l'entrepreneuriat social pour la croissance économique en Haïti. Le tourisme scientifique, un après-tourisme en Patagonie ? Dans certains territoires touristiques du fait de conflits dans l’usage des ressources naturelles, des pratiques récréatives alternatives émergent qui combinent une logique économique avec des préoccupations socio-environnementales.Notre article analyse l’apparition du tourisme scientifique dans la région « non-touristique » de Aysén, en Patagonie chilienne. Des acteurs d’un territoire se mobilisent selon des pôles culturels et des axes thématiques autour de projets pilotes, de recherche expérientielle et de médiations scientifiques innovantes. Sur ce front pionnier, un réseau informel d’acteurs coordonne ses actions pour aborder les problématiques sociales et environnementales de leur territoire. Opérateurs et prestataires pour le tourisme scientifique créent de manière participative une offre originale. Un système touristique alternatif, axé sur la protection de l’environnement, de la culture et des dynamiques sociales de la communauté d’accueil, favorise l’acquisition et le partage de savoirs entre scientifiques, acteurs locaux et visiteurs.Le tourisme scientifique s’inscrit-il dans une évolution globale des pratiques touristiques ? En proposant de dépasser les frontières, entre activités récréatives et le travail, de lieux de vie et de loisir, il apparaît comme l’expression d’un « après-tourisme ». L’hybridation des pratiques, une approche scientifique associée à l’esprit de la découverte inhérent au voyage, semble pouvoir relever des défis sociétaux liés à l’essor d’un tourisme globalisé. Alors que le tourisme est pensé depuis longtemps en termes de transfert de compétences, de modèles et d’ingénierie du Nord vers le Sud, une périphérie propose de nouveaux cadres de pensée, d’action et de participation qui renouvellent le sens du voyage. In the context of a tourism crisis in the north, a globalized economy and an increase of mobility, a change in the forms of tourism development seems to occur in peripheral areas. In some tourism areas and due to conflicts over the use of natural resources, alternative recreational practices arise that combine economic needs and socio-environmental concerns.Our article analyzes the appearance of scientific tourism in the "non-tourist" region of Aysén, in Chilean Patagonia. Actors of a territory unite according to specific cultural poles and thematic axes through experiential research and innovative scientific mediation pilot projects. On this pioneer front, an informal network of stakeholders coordinates its actions to address the social and environmental issues of their territory. Operators and service providers for scientific tourism create an innovative offer in a participatory process. An alternative tourism system, focused on protecting the environment, the culture and social dynamics of the host community, promotes the acquisition and sharing of knowledge between scientists, local actors and visitors.Is scientific tourism part of a global evolution of tourism practices? By proposing to go beyond established boundaries, of recreational activities and work, everyday places and leisure areas, it appears as the expression of an “After-Tourism”. The hybridization of practices, a scientific approach associated with the spirit of the discovery inherent of the travel experience, seems to respond to the challenges of the community confronted to the rise of a globalized tourism. While tourism has always been thought of in terms of transfer of skills, models and engineering from the North to the South, a periphery offers new frameworks of thought, action and participation that renew the meaning of travel. En un escenario de crisis del turismo en los países desarrollados, de la globalización de la economía y del incremento de las movilidades, una evolución de las formas de desarrollo del turismo parece estar en marcha en los confines geográficos. En ciertos territorios turísticos, debido a los conflictos de uso de los recursos naturales, prácticas recreativas alternativas surgen que combinan una lógica económica con preocupaciones socio-ambientales.El presente artículo analiza el surgimiento del turismo científico en la región “no-turística” de Aysén en la Patagonia chilena. Actores del territorio se unen según polos y temáticas científicas, a través de proyectos pilotos, de investigación experiencial y mediaciones científicas innovadoras. En este frente pionero, una red informal se organiza para abordar las problemáticas sociales y ambientales de su territorio. Operadores y proveedores de servicios para el turismo científico crean de manera participativa una oferta novedosa. Un sistema turístico alternativo, basado en el cuidado del medio ambiente, de la cultura y de las dinámicas sociales del comunidad de acogida, favorece la adquisición y el intercambio de conocimientos entre científicos, actores locales y visitantes. ¿Será la aparición del turismo científico la expresión de una evolución global de las practicas turísticas? Al invitar a que sean sobrepasadas las fronteras, entre actividades recreativas y el trabajo, lugares de vida y sitios de esparcimiento, este se presenta como un “Pos-Turismo”. La hibridación de las prácticas, una aproximación científica asociada al espíritu de descubrimiento inherente del viaje, parece poder resolver los desafíos de nuestras sociedades vinculados al auge de un turismo globalizado. Cuando el turismo suele ser pensado desde hace mucho, como un proceso de transferencia de capacidades, de modelos y de ingenierías, del Norte hacia el Sur, una periferia propone nuevos marcos conceptuales, de acción y de participación, que renuevan el sentido del viaje. En Canarias existe una apuesta pública por la especialización del Archipiélago y su reposicionamiento como destino líder europeo de escala en el Atlántico, por las múltiples cualidades naturales que posee la región para el deporte náutico, y su posición geográfica estratégica en el cruce desde Europa hacia el Caribe. Así, se viene planteando una renovación y desarrollo del sector de la náutica de recreo y el turismo de yates, con estrategias enfocadas a la diversificación y el crecimiento. Los altos costes sociales y medioambientales asociados a este tipo de desarrollo justifican la necesidad de una mayor atención académica, que permita comprender las particularidades y complejidades de la actividad y este mercado turístico. En la misma medida en que esta actividad es vista como un factor de riesgo para el medioambiente, la comunidad local y la franja litoral, también son crecientes las preocupaciones y sensibilidad por parte de los turistas hacia estos fenómenos. Dada la carencia de investigaciones en el área, este estudio se propone identificar los determinantes de la satisfacción de los navegantes europeos con los puertos de escala de Canarias. Como resultado de encuestar a 185 navegantes europeos durante su escala en seis puertos deportivos del archipiélago en 2014 y 2015, y la validación de un sistema de ecuaciones estructurales, se ha podido demostrar, entre otros aspectos, que existe una predilección en el mercado de navegantes europeos por presenciar esfuerzos y políticas de gestión ambiental sostenible en las marinas, siendo éste un factor determinante de su satisfacción. Los hallazgos permiten elaborar una serie de recomendaciones a gestores y operadores turísticos del sector, en aras de contribuir al diseño de estrategias que garanticen un desarrollo más sostenible y razonable de la actividad, basados en el efecto positivo que producen estas estrategias en la demanda, y el potencial valor de diferenciación turística que otorga, en el entorno competitivo del sector. The nautical activiity has great potential for the socio-economic development of tourism. In Spain, the sector is a priority concern, especially for the Canary Islands, which show a clear commitment to specialise and reposition the destination as a top quality nautical destination on a European level. These aspects, together with the prior experience and tradition these islands have as a stopover destination for vessels in the Atlantic, when crossing Europe towards the Caribbean, represent strengths that have not yet been taken advantage of in the archipelago’s attempt to move away from its image as a traditional sun and beach destination. The Governmental Authorities in the Canary Islands have clear strategies in place to promote the yachting tourism growth. However, renewing the sector is believed to be a difficult process because of the large number of factors that interact within the same. This is a phenomenon of sufficient social and environmental significance to justify academic attention. This research analyses therefore the determinants of the European yachtsmen´s satisfaction with the ports of call of the Canary Islands. Data results of questioning 185 European yachtsmen crossing the Atlantic during 2014 and 2015 reveal that, among other aspects, proper environmental management of marinas leads to an increasing yachtsmen´s satisfaction. The findings provide the opportunity for developing recommendations for tourism managers and practitioners, in the attempt to contribute to a more sustainable and reasoned development and growth in the sector. Based on the current preferences of the European market of yachtsmen, it is possible to assure that environmental and social responsibility policies are a key differentiation factor for the competitiveness of the sector.
