The fishing ships taken to account are represented by annual profiles of landing specific compositions. Five fishing strategies have been identified. A segmentation method using symbolic objects allows a formaI characterisation of the different strategies. These strategies are studied according to several general characteristics usually used for management rules elaboration (power, length, ship age). The typological analysis allows to characterise two main exploitation ways, one directed to the catch of a few species (Engraulis encrasicolus, Sardina pilchardus), the other characterised by the exploitation of a great diversity of species. By this way, it is possible to estimate how the catch of low represented species can significantly contribute to the exploitation of a resource. Cette étude s'appuie sur l'utilisation successive de plusieurs méthodes d'analyses multivariées pour réaliser une typologie de la flottille chalutière du port de Sète, principal port de pêche français de la Méditerranée. Les unités de pêche étudiées sont représentées à l'aide d'un profil annuel de la composition spécifique de leurs débarquements. Cinq stratégies de pêche ont ainsi pu être identifiées. La mise en oeuvre d'une méthode de segmentation permet une caractérisation formelle de ces différentes stratégies à l'aide d'objets symboliques. Les stratégies sont étudiées en référence à plusieurs caractéristiques générales couramment utilisées en gestion des flottilles de pêche (puissance, longueur, âge du bateau, etc.). L'analyse typologique mise en oeuvre au cours de l'étude permet de caractériser nettement deux grandes logiques d'exploitation, l'une orientée vers la recherche d'un très petit nombre d'espèces (Engraulis encrasicolus, Sardina pilchardus), l'autre déterminée par une grande diversité des captures. Ecological and economic viability for the sustainable management of mixed fisheries Auteur(s) : Gourguet, Sophie Éditeur(s) : University of Tasmania, Université de Bretagne Occidentale Résumé : Empirical evidence and the theoretical literature both point to stock sustainability and the protection of marine biodiversity as important fisheries management issues. Decision-support tools are increasingly required to operationalize the ecosystem-based approach to fisheries management. These tools need to integrate (i) ecological and socio-economic drivers of changes in fisheries and ecosystems; (ii) complex dynamics; (iii) deal with various sources of uncertainty; and (iv) incorporate multiple, rather than single objectives. The stochastic co-viability approach addresses the trade-offs associated with balancing ecological, economic and social objectives throughout time, and takes into account the complexity and uncertainty of the dynamic interactions which characterize exploited ecosystems and biodiversity. This thesis proposes an application of this co-viability approach to the sustainable management of mixed fisheries, using two contrasting case studies: the French Bay of Biscay (BoB) demersal mixed fishery and the Australian Northern Prawn Fishery (NPF). Both fisheries entail direct and indirect impacts on mixed species communities while also generating large economic returns. Their sustainability is therefore a major societal concern. A dynamic bio-economic modelling approach is used to capture the key biological and economic processes governing these fisheries, combining age- (BoB) or size- (NPF) structured models of multiple species with recruitment uncertainty, and multiple fleets (BoB) or fishing strategies (NPF). Economic uncertainties relating to input and output prices are also considered. The bioeconomic models are used to investigate how the fisheries can operate within a set of constraints relating to the preservation of Spawning Stock Biomasses (BoB) or Spawning Stock Size Indices (NPF) of a set of key target species, maintenance of the economic profitability of various fleets (BoB) or the fishery as a whole (NPF), and limitation of fishing impacts on the broader biodiversity (NPF), under a range of alternative scenarios and management strategies. Results suggest that under a status quo strategy both fisheries can be considered as biologically sustainable, while socio-economically (and ecologically in the NPF case) at risk. Despite very different management contexts and objectives, viable management strategies suggest a reduction in the number of vessels in both cases. The BoB simulations allow comparison of the trade-offs associated with different allocations of this decrease across fleets. Notably, co-viability management strategies entail a more equitable allocation of effort reductions compared to strategies aiming at maximizing economic yield. In the NPF, species catch diversification strategies are shown to perform well in controlling the levels of economic risk, by contrast with more specialized fishing strategies. Furthermore analyses emphasize the importance to the fishing industry of balancing global economic performance with inter-annual economic variability. Promising future developments based on this research involve the incorporation of a broader set of objectives including social dimensions, as well as the integration of ecological interactions, to better address the needs of ecosystem-based approaches to the sustainable harvesting of marine biodiversity. L’objectif général de la thèse est de modéliser les principaux processus biologiques et économiques régissant des pêcheries multi-espèces et multi-flottilles afin de proposer des stratégies viables pour la gestion durable de ces pêcheries mixtes, dans un contexte stochastique et multiobjectif. Plus spécifiquement, cette thèse utilise des analyses de co-viabilité stochastique pour étudier les arbitrages entre des objectifs contradictoires de gestion (conservation, et viabilité économique et sociale) des pêcheries mixtes. Deux pêcheries mixtes sont analysées dans cette thèse: la pêcherie française mixte démersale du golfe de Gascogne et la pêcherie crevettière australienne du Nord (NPF). Ces deux pêcheries sont multi-espèces, et utilisent des stratégies multiples de pêche, induisant des impacts directs et indirects sur les écosystèmes. Cette thèse propose une application de la co-viabilité stochastique à ces deux cas, en prenant en compte leur histoire, leur contexte socio-politique et les différences dans les stratégies et objectifs de gestion. Les résultats suggèrent que le status quo peut être considéré comme une stratégie biologiquement durable mais socio économiquement à risque dans les deux pêcheries (ainsi qu’à risque écologique dans le cas de la pêcherie australienne). Les simulations réalisées pour le golfe de Gascogne permettent de comparer les arbitrages associés à différentes réductions de capacités par flottille et de montrer qu’il existe des solutions de gestion permettant la co-viabilité du système (viabilité biologique des différentes espèces considérées et viabilité socio-économique des flottilles) contrairement à des stratégies de gestion mono-spécifiques ou basées sur la maximisation de la rente. Dans la pêcherie crevettière australienne, l’analyse montre que les stratégies de diversification permettent de limiter le risque économique contrairement aux stratégies plus spécialisées. In this area, the aggregatory behaviour under floats of juvenile fish has been used since ancient times to exploit oceanic migratory species such as dolphinfish (Coryphaena hippurus), using Fish Aggregating anchored Devices (fads). A total of 2 300 boats are engaged in this fishery from August to December, the main fishing areas being those around Malta, Tunisia, Sicily and Majorca. The fads ( arrow right m2) are made of different cheap floating materials, and are moored in fixed places, ranging from shore waters to areas 60 miles off the coast (1 500 m depth). Each boat deploys an average of 20 to 100 fads. The gears used are special surrounding nets without purse line, and traditional purse seine nets. The fishery exploits young-of-the-year dolphinfish (<6 months old), originated by a pre-spawning migration of adults from Atlantic waters. Their catches show high annual and monthly variability, depending on the recruitment and the accessibility of recruits to the fishery. Pilotfish (Naucrates ductor) and greater amberjack (Seriola dumerili) are also exploited in this fishery as by-catch. A total of about 1 000 metric tons of dolphinfish are yearly caught mainly in September-October. The fads are historically laid in August. Recently, the fads fishing period has increased in Sicily, and the fads are laid in July, so as to catch pilotfish and greater amberjak juveniles. In recent years, the interest for this fishing method and the study of these fisheries has increased in the Mediterranean. Though the market and its seasonality limit this exploitation, this fishery is economically profitable with good revenue. Les pêcheries mixtes de langoustine et merlu du Golfe de Gascogne, modélisation bio-économique et simulation des procédures de gestion Auteur(s) : Charuau, Anatole Résumé : Fishing crayfish on the gulf's mudflats is a traditional business practised by 450 boats of 12 to 18 metres in length and employs 2,500 sailors. In the north of the gulf, this activity is exclusive, in the south, immature hake are also caught, because the crayfish areas coincide, in part, with the nurseries of the northern stock of this species.
Management of these fisheries, called mixed, of crayfish and hake is one of the greatest problems of the Gulf of Gascony. All assessments tend to show the responsibility of the crayfish boats in the future of the hake stock. The solution is likely to pass through a generalised increase of the 80 mm meshing that would lead, eventually, the hake stock yield to its maximum, but would eliminate a great many trades that are only practicable for the moment by using small meshing: crayfish boats, shrimp boats, etc.
It was shown moreover that the times of maximum abundance of hake and crayfish do not necessarily coincide. Indeed, hake does not swim along the bottom but rather moves in the channel of water. There are therefore definitely crayfish areas and hake areas, but overlapping such that a ship passing from one to the other during a single pass cannot judge in advance the immediate composition of its catch.
The method used for describing these mixed fisheries and providing a solution to their problems of management relies on simulations aided by a bio-economic model known as "compartmental". This structure was adopted to be able to take into account all possible scenarios of the fleets' strategies. The fishery is first divided into geographic elements corresponding to the specific sedimentary structures where the stocks of exploited species are concentrated, the major constraint being the limits of these elements corresponding to those usually employed in fishing statistics, since it is based on these statistics that we can determine the fleets' profiles and their target species. The ratios between the fleet and the species are measured by calculating the fishing power.
La pêche de la langoustine sur les vasières du golfe est une activité traditionnelle pratiquée par 450 bateaux de 12 à 18 mètres et occupe 2500 marins . Dans le nord du golfe, cette activité est exclusive, vers le sud, elle s'accompagne de la capture de merlus immatures, car les zones à langoustine coïncident, pour partie, avec les nourriceries du stock nord de cette espèce. La gestion de ces pêcheries, dites mixtes, de langoustine et de merlu est un des problèmes les plus importants du golfe de Gascogne. Toutes les évaluations tendent à montrer la responsabilité des langoustiniers dans le devenir du stock de merlu. La solution passerait par une augmentation généralisée du maillage à 80 mm qui conduirait, à terme, le rendement du stock de merlu à son maximum, mais ferait disparaître quantité de métiers qui ne sont praticables pour le moment que par l'emploi de petits maillages : langoustiniers, crevettiers etc.. Il a été montré par ailleurs que les abondances maximales de merlu et de langoustine ne coïncident pas obligatoirement. En effet, le merlu n'est pas posé sur le fond mais se déplace dans la tranche d'eau. Il existe donc bien des zones à langoustine et des zones à merlu, mais imbriquées de telle sorte qu'un navire passant de l'une à l'autre au cours d'un même trait ne peut préjuger de la composition immédiate de sa capture. La méthode retenue pour décrire ces pêcheries mixtes et fournir une solution à leurs problèmes de gestion repose sur des simulations à l'aide d'un modèle bio-économique dit " à compartiments". Cette structure a été adoptée pour permettre la prise en compte de tous les cas de figures possibles de stratégies des flottilles. La pêcherie est d'abord divisée en éléments géographiques correspondant à des structures sédimentaires particulières où se concentrent les stocks d'espèces exploitées, la contrainte majeure étant les limites de ces éléments correspondant à celles habituellement employées dans les statistiques de pêche, puisque c'est à partir de ces statistiques que l'on peut déterminer le profil des flottilles et de leurs espèces cîbles. Les rapports entre la flottille et l'espèce sont mesurés par le calcul des puissances de pêche. Chaque compartiment est, sur une base trimestrielle, le résultat de la superposition d'un élément géographique, d'une flottille, d'une espèce ou d'un groupe d'espèces-cibles. L'association espèce-flottille définit le métier. Les stocks sont dits mobiles quand ils recouvrent par le biais des migrations la totalité de la pêcherie, immobiles quand il n'existe pas d'échanges entre éléments géographiques. Dans le deuxième cas, la mortalité par pêche est ventilée au prorata des captures sur chaque stock élémentaire. A l'intérieur de chaque composante un navire a le choix entre poissons démersaux, poissons de fond ou langoustine. L'inflexion de comportement dans les simulations est gouvernée par deux paramètres qui leur permettent d'orienter leur effort vers d'autres cibles pour optimiser leurs bénéfices. On connaît pour chaque flottille les éléments de coûts de production dérivés des comptes d'exploitation de l'année en cours. Pour chaque espèce, le chiffre d'affaire est le produit du prix prédit par l'équation des prix et des quantités débarquées. Les bénéfices escomptés sont déduits de ces deux valeurs. Les simulations ont porté sur diverses hypothèses : - maillage de 50 mm pour la langoustine et 65 mm pour le poisson ; - l'augmentation de l'effort ; - stratégies visant au profit maximal avec ou sans quota sur le merlu. Dans tous les cas, à terme, les schémas classiques des conséquences des procédures de gestion sont vérifiés : les brusques augmentations de maillage créent des situations transitoires catastrophiques mais permettent d'espérer au bout de 15 ans des soldes tout à fait attirants. Les conséquences d'une augmentation de l'effort agissent dans le sens inverse : augmentation immédiate du solde global, pertes à long terme. Enfin quand on laisse les flottilles suivre une stratégie "libre" orientée vers des bénéfices optimaux, les soldes sont importants car il existe toujours un report très marqué vers le merlu, dans les limites d'un quota quand on l'impose. Les phénomènes biologiques sont aisément prévisibles et théoriquement contrôlables. La stratégie des flottilles l'est beaucoup moins et dépend du contexte politico-économique. Le modèle présenté ici peut donner des réponses au gestionnaire et à l'économiste. A multi-species and multi-fleet integrating Lotka-Volterra trophic dynamics as well as production and profit assessments is developed and applied to the coastal fishery of French Guiana. This small-scale fishery constitutes a challenging example with high fish biodiversity, several non-selective fleets and a potentially increasing local food demand due to demographic growth. The dynamic model is calibrated with 13 species and four fleets using monthly catch and effort data from 2006 to 2009. Several contrasted fishing scenarios including status quo, total closure, economic and viable strategies are then simulated. They are compared from the viewpoints of both biodiversity preservation and socioeconomic performance, assuming fixed landing prices and fixed costs. We show that fishing outputs, including food supply and fleet profitability, can be sustained on average but a loss of species cannot be avoided. Evaluation, scénarios et viabilité écologique et économique des pêcheries côtières tropicales : application au cas de la Guyane Française Auteur(s) : Cisse, Abdoul Éditeur(s) : Université des Antilles et de la Guyane Résumé : The need for an integrated approach to fisheries is now widely affirmed, including the FAO, in particular in the context of tropical artisanal fisheries. These small-scale fisheries, often multispecies are very important in terms of production, employment and food security. However these fisheries and the exploited resources are often characterized by a lack of data making difficult their management within an ecosystem approach, and by the ecological and economic system complexities including trophic and technological interactions. This thesis aims to contribute to the development of bioeconomic tools for small tropical fisheries in a sustainable management perspective based on the ecosystem approach. In this perspective, the French Guiana coastal fishery constitutes an interesting case study. The thesis proposes multi-criteria evaluations, complex bioeconomic models and viable management scenarios for this fishery. At first, multivariate statistical analysis suggests a satisfactory overall status of the fishery in terms of sustainability. However, some performance differences are noted within the fishery, particularly at border areas. Also, management improvements are proposed. Then, through bioeconomic modeling, projections of different fishing scenarios show that, in the long-term, the current exploitation level may not be consistent with the future increase of local demand and a loss of biodiversity may occur. A scenario called "co-viability" reconciling ecological, economic and social objectives, with a high probability of achievement is exhibited. Finally, the comparison of optimal behavior in cooperative and non-cooperative conditions, confirms that harvest levels are greater when actors do not cooperate. Furthermore, it is shown that the state of the ecosystem depends on the fishing strategies and the type of interaction between species. Beyond the diagnosis made for the case study, the method is promising in the context of small tropical fisheries, while the co-viability approach allows finding the exploitation conditions under which ecological and socio-economic sustainability are meet, what the conventional fisheries management generally do not allow. La nécessité d’une approche intégrée des pêches est actuellement largement affirmée, notamment par la FAO, en particulier dans le contexte des pêcheries artisanales tropicales. Ces pêcheries à petites échelles, souvent multi-spécifiques sont très importantes en termes d’emploi et de production, y compris pour la sécurité alimentaire. Néanmoins ces pêcheries et la biodiversité exploitées sont souvent marquées, d’une part, par le manque de données rendant difficile leur gestion dans le cadre d’une approche écosystémique, d’autre part, par la complexité des systèmes écologiques et économiques sous-jacents incluant interactions trophiques et techniques. Cette thèse contribue à la mise au point d’outils bioéconomiques adaptés aux petites pêcheries tropicales dans la perspective d’une gestion durable des pêches fondée sur l’approche écosystémique. Dans cette perspective, la pêcherie côtière en Guyane Française constitue un cas d’étude particulièrement fécond. La thèse propose ainsi des évaluations multi-critères, des modèles bioéconomiques complexes et des scénarios de gestion viable pour cette pêcherie. Dans un premier temps l’analyse statistique multivariée suggère un statut global satisfaisant de la pêcherie en termes de durabilité. Cependant des différences de performance sont notées au sein de la pêcherie, notamment au niveau des zones frontalières. Aussi des améliorations dans le mode de gestion sont proposées. Ensuite, à travers la modélisation bioéconomique, les projections des différents scénarios de pêche montrent qu’à long terme le niveau d’exploitation actuel peut ne pas être en adéquation avec la future augmentation de la demande locale et qu’une perte de biodiversité peut avoir lieu. Un scenario dit de "co-viabilité" conciliant des objectifs à la fois écologique, économique et social, avec une probabilité de réalisation satisfaisante, est mis en exergue. Enfin, la comparaison des comportements optimaux en situation coopératif et non coopératif, montre dans quelle mesure la viabilité est favorisée quand les acteurs coopèrent. Au-delà du diagnostic apporté pour le cas d’étude, la méthode utilisée s’avère prometteuse dans le contexte des petites pêcheries tropicales, tandis que l’approche de co-viabilité permet de trouver les modalités d’exploitation dans le cadre de compromis entre durabilité écologique et socio-économique, ce que les principes de gestion halieutiques traditionnels ne permettent généralement pas. Identifying fishing trip behaviour and estimating fishing effort from VMS data using Bayesian Hidden Markov Models Auteur(s) : Vermard, Youen Rivot, Etienne Mahevas, Stephanie Marchal, Paul Gascuel, Didier Éditeur(s) : Elsevier Science Bv Résumé : Recent advances in technologies have lead to a vast influx of data on movements, based on discrete recorded position of animals or fishing boats, opening new horizons for future analyses. However, most of the potential interest of tracking data depends on the ability to develop suitable modelling strategies to analyze trajectories from discrete recorded positions. A serious modelling challenge is to infer the evolution of the true position and the associated spatio-temporal distribution of behavioural states using discrete, error-prone and incomplete observations. In this paper, a Bayesian Hierarchical Model (HBM) using Hidden Markov Process (HMP) is proposed as a template for analyzing fishing boats trajectories based on data available from satellite-based vessel monitoring systems (VMS). The analysis seeks to enhance the definition of the fishing pressure exerted on fish stocks, by discriminating between the different behavioural states of a fishing trip, and also by quantifying the relative importance of each of these states during a fishing trip. The HBM approach is tested to analyse the behaviour of pelagic trawlers in the Bay of Biscay. A hidden Markov chain with a regular discrete time step is used to model transitions between successive behavioural states (e.g., fishing, steaming, stopping (at Port or at sea)) of each vessel. The parameters of the movement process (speed and turning angles) are defined conditionally upon the behavioural states. Bayesian methods are used to integrate the available data (typically VMS position recorded at discrete time) and to draw inferences on any unknown parameters of the model. The model is first tested on simulated data with different parameters structures. Results provide insights on the potential of HBM with HMP to analyze VMS data. They show that if VMS positions are recorded synchronously with the instants at which the process switch from one behavioural state to another, the estimation method provides unbiased and precise inferences on behavioural states and on associated movement parameters. However, if the observations are not gathered with a sufficiently high frequency, the performance of the estimation method could be drastically impacted when the discrete observations are not synchronous with the switching instants. The model is then applied to real pathways to estimate variables of interest such as the number of operations per trip, time and distance spent fishing or travelling. (C) 2010 Elsevier B.V. This area has been chosen because it is frequented by EEC vessels with, for the time being, a large majority of French vessels. Activities there are easier to monitor than anywhere else as coastal fisheries are little developed in the area. The final product will consist of a certain number of hypotheses about the planning strategies that could be implemented in the Celtic Sea. The main idea is, firstly, to conduct analytical studies, stock by stock, in order then, to synthesize them into a model integrating the interactions between fleets in relation to their target species. A bio-economical model, deriving from the latter, will enable the simulation of the consequences of the current planning procedures on the management of stocks and vessels. L'étude générale, programmée de 1984 à 1986, vise à fournir un avis sur les pêcheries de Mer Celtique. Cette zone a été choisie car elle est fréquentée par les flottilles de la CEE avec cependant, pour le moment, une dominante française quasi exclusive. Les activités qui s'y exercent peuvent être cernées plus facilement que partout ailleurs car les pêcheries côtières sont très peu développées. Le produit final consistera dans la présentation d'un certain nombre d'hypothèses sur les stratégies d'aménagement adaptables à la Mer Celtique. La voie choisie consiste, dans un premier temps, dans des études analytiques, stock par stock, puis dans leur synthèse dans un modèle intégrant les interactions entre flottilles en relation en particulier avec la recherche des espèces-cibles. Un modèle bio-économique, dérivé du précédent, permettra de simuler les conséquences des procédures habituelles d'aménagement sur la gestion des stocks et des flottilles. However, the way to operationalize this approach remains challenging. The present paper illustrates how the concepts of stochastic co-viability, which accounts for dynamic complexities, uncertainties, risk and sustainability constraints, can be useful for the implementation of EBFM. In the present case, this concept is used to identify fishing strategies that satisfy both ecological conservation and economic sustainability in a multi-species, multi-fleet context. Economic Viability Analysis (EVA) and the broader Co-Viability Analysis (CVA), are proposed to expand the usual Population Viability Analysis (PVA) and precautionary approach. An illustration is proposed, using data on the fisheries of Bay of Biscay (France) exploiting the stocks of nephrops and hake. Stochastic simulations show how CVA can guarantee both ecological (stock) and economic (profit) sustainability.
