The PNCR will allow its members to vote their conscience on the controversial Constitution (Amendment) Act of 2001 which seeks to prevent discrimination against persons on the basis of their sexual orientation and other grounds.
A number of religious organisations are opposed to the passage of the bill because it includes sexual orientation as one of the grounds. They are concerned that it could lead to a legalisation of homosexual relations and demands for recognition of gay marriages among other things.
PNCR Member of Parliament (MP) Vincent Alexander told a forum at the National Library on Saturday, that the Bill did not seek to legalise homosexuality, but to ensure that persons would not be discriminated against based on their sexual preferences.
He was one of two parliamentarians who showed up - the other being PNCR member, Myrna Peterkin.
The forum was organised by Students Against Sexual Orientation Discrimination (SASOD), a group comprising fifteen students from the University of Guyana which was formed about two weeks ago.
Alexander expects the vote on the bill to come up before the National Assembly in a matter of months.
Paul Hardy, Leader of the Guyana Action Party (GAP), told Stabroek News that his party would not be using the so-called parliamentary whip. He added that GAP took a decision that every member should vote according to his or her own conscience. “We have no right to deny the rights of others based on sexual orientation. [The Bill] will guarantee rights to the homosexual.” GAP is in Parliament as part of an alliance with the Working People’s Alliance. GAP/WPA has two MPs.
The bill was met with rejection from some members of the religious community in 2001 and as a result of this, the President did not assent to it.
In a statement on Monday, the Central Islamic Organisa-tion of Guyana (CIOG) said that it stood in firm opposition to the Bill. The CIOG says the general purpose of the bill may be commendable and that the organisation’s objection is not based on a willingness to promote discrimination. Rather, the CIOG said, it was based on the fact that specific legal protection on the basis of sexual orientation without definition or qualification gives tacit legitimacy to practices which are considered criminal in Islam. “It is foreseeable that such a legal nod of approval (subtle as it may be) of these practices may pave the way for greater social (or even legal) acceptability in the future which, from the perspective of all Muslims including those in Guyana, is an undesirable and sinful outcome,” the CIOG statement said.
At Saturday’s event, Muslim teacher Moulana Mohamed Ali Zenjibari spoke of instances of abuse, discrimination and harsh penalties meted out to gay and lesbian persons in countries such as Iran and Saudi Arabia and noted that the Quran did not sanction such punishments for homosexual behaviour.
President of the CIOG, Fazeel Ferouz told Stabroek News that a meeting to discuss a strategy with regards to the bill was planned for tomorrow with various religious groups.
Stabroek News tried to get a comment on the issue from the PPP/C but to no avail.
ROAR leader, Ravi Dev said that his party was now having discussions on the issue. ROAR feels that it is an important question which has to do with morality and should be discussed across the country. He added legislators had to be in tune with their constituents on the issue.
SASOD is lobbying for the legislation through the sensitisation of MPs.
Keimo Benjamin, a law student at UG, gave a presentation based on the jurisprudential aspects of the discussion on sexual orientation. He argued that morality should not be the only guiding principle on which to base the laws. Sexual activities between two consenting male adults in private could not be equated with a violation of a person’s rights, he said, making the point that the thrust of his presentation was not whether homosexuality was wrong, but whether it violated the rights of others. He said that the attitudes of some towards this subject were based on preconceived notions and prejudices. He cited studies to show that the suppression of certain perceived deviant sexual impulses in persons might do more harm than good. One Harvard University study of teens who said they were gay indicated that those teens were three times more likely to commit suicide.
Vidyaratha Kissoon, of Help and Shelter, in his contribution on Saturday, expressed his displeasure at the low turnout at the forum and urged the parliamentarians who showed up to take the message to their colleagues. He noted that because of homophobia, the numerical minority was terrified of speaking out against instances of discrimination. Gays and lesbians in Guyana were subjected to ridicule and abuse, and walk the streets at night not looking for sex necessarily, but for the companionship of persons who empathise with them.
During his presentation, Joel Simpson, another member of SASOD, outlined a number of changes made within national jurisdictions that had international implications. One such crucial change was South Africa’s 1996 adoption of a new constitution, making that country the first in the world to expressly include sexual orientation as a prohibited ground of discrimination. It was the first time a developing country had taken the lead with respect to the rights of sexual minorities.
He also said that according to Douglas Sanders, a Canadian jurist, the rights of homosexual, bisexual or transsexual men and women had never been officially recognised by the United Nations, despite the fact that international laws on the issue began to emerge at the close of the Second World War.
Simpson said that under Article 170 (5), as amended by Section 8 of the Constitution (Amendment) (No. 4) Act 2000, the President is required to assent to any bill which is returned by the National Assembly unaltered after a two-thirds majority within 90 days of its presentation to him. To the parliamentarians present, Simpson stressed that the onus was now on them to adequately represent their constituents which include lesbian, gay, bisexual and transsexual Guyanese.

PEOPLE’S National Congress (PNC/R) Member of Parliament Mr. Vincent Alexander, said the Opposition will vote on “conscience” when the piece of legislation on sexual orientation is again brought before the National Assembly.
“With specific reference to my party, when this Bill gets back to the Parliament in the spirit of the arguments here, we will not use the `whip’. Our party will not say we have to vote for the provision (in the Sexual Orientation Bill). We will allow our members to vote as a matter of conscience,” he told participants gathered in the Conference Room of the National Library.
“We feel this is a matter of conscience. You may end up with a collective position but you have to deal with us individually,” Alexander said at a poorly attended public consultation aimed at gaining support for sexual orientation to be considered a fundamental right in Guyana.
Alexander, one of the main persons who sat on the Constitutional Reform Commission that addressed this controversial clause, said the legislation was not meant to legalise homosexual activities in Guyana.
“It was intended to ensure that persons who have an orientation - a way of thinking - which may or may not lead to a certain activity, to not be discriminated against, in terms of their rights,” he explained.
Alexander noted that very often, discussions on the sexual orientation provision in the Bill have led to seepages into other areas where debates centre on the “right to be homosexual.”
“I am saying the Bill does not comment on that… However, law is peculiar, especially in a Common Law system. Once you venture out and change the law, very often you open other windows which we cannot definitively say exist or does not exist in advance,” he said.
“The fear of some people is that the legislators might say one thing and the Courts will eventually say something else. While some people can’t argue against the law, per say, they will say this has opened a window of opportunity not meant to be opened. So, it is better to stay without a window than open it and then have a possibility of something you didn’t intend to happen - happening sometime in the future.”
Alexander added: “I want to say I’ve found this activity to have been rich from the perspective of the amount of research which was done by student (speakers). Without any comment as to whether I agree with the arguments, I would wish that much more research on other issues be done by students, and that at the University (of Guyana) students would find it convenient to have forums on other issues, with the same depth of research for their own intellectual development.”
Alexander and other Opposition M.P, Lurlene Nestor were the only three Parliamentarians in attendance at the session organised by the recently formed `Students Against Sexual Orientation Discrimination’ (SASOD), a group that has a membership of 15 mostly University of Guyana (UG) students from various faculties.
SASOD was established two weeks ago.
With the exception of members of the press, the consultation only managed to attract 11 persons, a handful of who were SASOD members.
While congratulating the students for an “insightful” presentation, Nestor pointed out that whether or not she chooses to agree with their position is “another issue” and she is entitled to her “own view”.
“The issue of sexual orientation is very `toucheous’ …while we agree with the human rights provisions and all that as a society, we must also revert to our own society. Some of the very critical questions that I would want to ask is whether or not at the society (level) we are ready for that kind of thing,” she remarked.
“We cannot, at (any) time, ignore the religious groups in our society. If we look at statistics going back to 1992 from a survey done by the Bureau of Statistics, we would see that a small section of the Guyanese population might be considered as people who do not subscribe to a religious view. While the laws are not necessarily based on moral values, we must acknowledge the fact that we might want to revert to many of the cases that (concern) laws that protect public morality.”
Nestor told the speakers at the consultation these were some of the issues that they needed to deal with.
She highlighted, too, that what must be examined is the effects of same-sex marriages on society and how this issue must be tackled.
“These are some of the things we should consider and I don’t think you dealt with that in the presentations,” Nestor stated, adding that the issues must be addressed “frontally.”
“Do we think that with the coming to being of this Bill that there might be quite a number of challenges to the Constitution in relation to the same issue of a man marrying a man? What do we do at the society (level)? Do we recognise that?” were the questions directed at the five speakers at the session.
Nestor continued: “There is some argument that says, `Oh the Bill does not promote homosexuality or does not encourage a man to marry (another) man, but if you look at Section (15) that talks about `non-discrimination’ then how can we not, with the passage of this Bill, allow a man not to marry (another) man.”
According to Nestor, matters of this nature constitute some of the “inconsistencies” of the Bill.
On the argument raised by presenters at the session on who determines what is morality, Nestor said in the concept of democracy it is the people who are the determinants based on a “line of thinking.”
She also rebutted on grounds that put the spotlight on teachers who may have been caught “interfering” with their young students and who may subsequently be dismissed from their jobs.
“Could you imagine such a person interfering with a boy below age 10 - and by virtue of the fact that the Bill is there, the judges (in the case) will have to use their discretion in terms of what happens. We will have more Constitutional changes and problems (arising with the passage of the Bill).”
SASOD member and law student, Joel Simpson, in reply, said he doesn’t think any homosexual in Guyana wants to “run into a church and ask that people marry them or anything of that sort.”
At one point likening the church to a “club”, Simpson claimed the church has the right to exclude whomever it wants. He further stated that in accordance with the Constitution, people of the same sex do not currently have the right to marry, and will also not be able to do such an act with the passage of the Bill.
However, Simpson said it is possible that the law, with the passage of the Bill, would have to recognise same-sex domestic partnerships in relation to employment benefits, sharing of properties, etc.
Simpson said he believes there should be a realm of “public” and “private” morality between consenting adults, and implied that the Bill did not fully give “rights” to homosexuals.
But, Nestor interjected: “I am informing you further…that the Sexual Orientation provision has, in fact, in some way recognised the rights of homosexuals and we must accept that.”
Meanwhile, there was no vocal Christian representative(s) at the consultation and apart from the two Opposition representatives none other participant gave comments or directed questions at the presenters.
Other speakers in support of the sexual orientation clause were: Moulana Mohammed Ali Zenjiban, Assistant Director of the International Islamic College; Denuka Radzik from Red Thread, Keimo Benjamin, UG law student and Vidyartha Kissoon from Help & Shelter.
The Sunday Chronicle has been reliably informed that the Georgetown Ministers Fellowship, representing groups of Christian leaders staunchly against sexual orientation as a right in Guyana, have recently prepared a detailed 16-page document outlining issues arising from research to further boost their argument against the inclusion of the clause.

Each industrial, or public non-commercial, sector is characterized by key figures relating to annual turnover, value added, employment and budget. These figures are accompanied with qualitative information on the recent development, current situation and future perspectives of the sector in terms of markets, employment and technological progress. Public and private R&D is also allowed for. Given the diversity of marine-related activities, this information aims at enabling the reader to assess their importance from a comparative angle.
From the sector-based approach it is possible to draw certain conclusions. Notably, commercial activities contributed over 1,3% of the GDP in 1995, such ratio having to be seen as a minimum estimate, worked out on the basis of available data. Seaside-related tourism is by far the most important industry. Most activities experienced a decrease in employment in the first half of the '90s. The estimated annual amount spent on R&D was over FFr 4,5 billion in the recent past period 1995-1996.
Le présent ouvrage a pour but d'évaluer l'importance économique des activités liées à la mer en France. Chaque secteur - industriel marchand, public non marchand - est caractérisé par des chiffres clés portant sur le chiffre d'affaires annuel, la valeur ajoutée, l'emploi, le budget. The Chief Justice also found that the police violated the human rights of the four litigants in the case during their crackdown in February 2009 when they arrested them under section 153(1)(xlvii) of the Summary Jurisdiction (Offences) Act and he awarded each of the four arrested compensation of $40,000 (GYD) for breach of their rights to be informed as soon as reasonably practicable as to the reason(s) for their arrests under Article 139 (3) of the Guyana Constitution.
Chief Justice Chang also decided that section 153 (1) (xlvii) of the Summary Jurisdiction (Offences) Act, is immune from the constitutional challenge brought by the four transgender litigants and their supporting organisations. Developpement de la peche de grands pelagiques dans les antilles francaises et organisation du marche des produits de la mer Auteur(s) : Lantz, Frederic Résumé : The development of large pelagic fishing in the French Antilles is an integral part of a difficult economic situation of the fishing sector in Martinique where this development can seem like a solution to increasingly acute problems. Indeed, for the regulatory authorities as well as for many participants in the sector, it is imperative to find solutions to the lack of profitability of a part of the fishing ships and to confront the regular increase of the share of imports in supplying Martinique with seafood. This question about the possibilities of developing large pelagic fishing is not new since it is already mentioned in the Notice from the Economic and Social Committee of the Martinique Region in 1982. We will not show in this document a detailed analysis of small-scale fishing in Martinique. Since the latter has been abundantly studied by the team of the Caribbean Oceanological and Halieutic Research Centre (PROHC) between 1985 and 1987, we will take up these principal conclusions (with which we are in full agreement) and bring them up to date based on data collected during our mission from 11 to 24 April 1988. The first section devoted to the supply structure (local fishing and imports) will attempt to define under what conditions large pelagic fishing can be developed. The second section will address marketing and demand. Indeed, at the same time as the problems of developing large pelagic fishing, we are faced with the question of the organisation of seafood markets. This organisation is a fundamental issue for the small-scale fishing sector in the French Antilles since its long-term future depends upon it by setting different prices and amounts exchanged according to the structure it is given. We will come to a conclusion on the economic conditions of developing a large pelagic fishery and organising a market, this based on research and study work already done. We will indicate which investigations must be conducted to complete the set of factors for decision support in this area. To perform this assessment, we reconstructed from the long series 1970-1986 (sometimes with significant inadequacies): these are presented as an appendix. En 2009, le secteur primaire entier ne représentait plus que 23% du PIB. Ce déclin s’est fait au profit du développement du secteur tertiaire, lui-même dominé par des petits commerces. Le secteur tertiaire est passé de moins de 5% à 60% du PIB sur la même période. La mise en évidence de ce processus irréversible est l’objectif poursuivi dans cet article. Il s’agit de faire la lumière sur ce changement de tendance sectorielle dans l’activité économique en Haïti. L’observation des données macroéconomiques dans le temps nous amène à la conclusion que l’économie haïtienne n’est plus essentiellement agricole. Elle est tertiarisée de façon informelle. In the 1800’s, agriculture represented almost 95% of the Haitian Gross Domestic Product (GDP). In 2009, the whole primary sector does not contribute more than 23% in the GDP. This decline profited the service sector which is dominated by little trade. The service sector moved from less than 5% to 60% of the GDP in the same period. In the present article we intend to underline this irreversible process. We aim to shed light on the current sectoral tendency change in Haiti’s economic activity. Evidence from macroeconomic data through time allows us to conclude that the Haitian economy is no more dominated by agriculture. It is dominated by the service sector, greatly informal. Experimental information of Atomic Force Microscopy (A.F.M.) is of prime importance; however understanding is helped by molecular modeling. As underlined in Section 1, the present study is able to simulate crystal interfaces in presence of a solution within apertures less than 1 Nanometer at a full atomic scale. Section 2 presents the case study of a gypsum solution between (120) gypsum faces, with related boundary conditions and atomic interactions. Section 3 deals with the mass equilibrium of the solution within interfaces <5 angstrom, using the original Semi Analytical Stochastic Perturbations (SASP) approach. This information becomes in Section 4 the key for explaining the peak of adhesion obtained in A.F.M. around an aperture of 3 A and gives enlightenments on gypsum cohesion. In conclusion, this illustration shows the potentialities of full atomic modeling which could not be attained by any numerical approach at a mesoscopic scale. Pour un suivi conjoncturel de l'environnement : à propos des ports du littoral français Auteur(s) : Ferlin, I Résumé : This study aims to integrate the problems associated with port development and related activities in an economic monitoring programme that surveys all the activities associated with the marine environment. The economic monitoring programme in this sector also includes studying coastal spatial planning. This type of study concerns the creation and remodelling of sites that involve investments. We can consider two types of coastal spatial planning: one which integrates port development, tourism, aquaculture and fisheries and one that deals with the marine environment (Abric, 1989). Economic surveys of port development on French coasts supposes that the problem of identifying information sources have been resolved and the sectors and the activities that should be accounted for have been characterised. In what follows, the limits of available information and the problems pertaining to the proposed classification of activities according to statistical nomenclature will be discussed. The absence of structured and localised data is aggravated in certain cases by the rules of confidentiality. In light of these difficulties, the first part of this report is devoted to the inventory of general information sources and to the characterisation of existing data. As information forms the basis of any economic monitoring programme, it is necessary to know where, how and by whom information is processed and the limits that one comes up against. This report does not pretend to be exhaustive given the deadlines and the duration of this study. The second part of this report constitutes a summary of the recent trends discerned in terms of port development, from a legal, as well as economic and financial, point of view. This study should be considered as the first step to establishing a basis for a more in-depth study. Cette étude a pour but d'intégrer les problèmes d'aménagement portuaire et les activités qui y sont liées dans un suivi conjoncturel de l'ensemble des activités économiques en relation avec le milieu maritime. Le suivi conjoncturel de ce secteur économique passe aussi par l'étude de l'aménagement physique du littoral. Celui-ci concerne la création et le remodelage de sites impliquant des investissements. On peut considérer deux types d'aménagements physiques -l'aménagement du littoral : portuaire, touristique, aquacole, halieutique; -l'aménagement du mineur marin (Abric, 1989). Un suivi conjoncturel de l'aménagement portuaire du littoral français, suppose en préalable la résolution du problème de l'identification des sources d'information et la caractérisation des secteurs et activités en prendre en compte. On verra par la suite les limites de l'information disponible et les problèmes afférents a la classification des activités selon les nomenclatures statistiques proposées. L'absence de données structurées et localisées est aggravée dans certains cas par des règles de confidentialité. Du fait de ces difficultés, la première partie de ce rapport est consacrée au recensement des sources d'information générale et à la caractérisation des données existantes. Contribution à l’évaluation de l’impact de l’implantation des DCP collectifs sur l’activité de pêche en Guadeloupe Auteur(s) : Guyader, Olivier Reynal, Lionel Angin, Baptiste Beramice, David Erialc, Carole Jean-charles, Cedric Vincent, Charly Résumé : Dans le cadre du projet de DCP collectifs, l’Association des pêcheurs du Sud Basse-Terre (APBST) a demandé à l’Ifremer d’organiser un suivi de l’activité de pêche sur ces dispositifs ancrés, afin de contribuer à l’évaluation de l’impact de l’implantation de ce parc de DCP. L’Ifremer étant responsable du projet pilote de Système d’Informations Halieutiques (SIH) en Guadeloupe sur la période 2007-2008, le suivi DCP collectifs s’insère dans ce dispositif avec un renforcement des moyens de collecte de données sur la zone d’étude.
12 dispositifs de concentration de poissons (DCP) collectifs conçus pour répondre aux exigences du développement durable ont été immergés par l’APSBT au large de Basse-Terre (Guadeloupe) en janvier et février 2008. Cette opération qui a valeur d’exemple pour d’autres communautés de pêcheurs constitue un réel enjeu pour l’avenir de la pêche aux DCP ancrés.
Dans le cadre de cette opération, des améliorations étaient attendues dans plusieurs domaines :
1. la sécurité de la navigation et des équipements sous-marins,
2. l’activité et la production sur DCP, sa régularité au cours de l’année et les retours économiques
3. L’organisation de l’entretien des dispositifs en vue de la réduction du coût et des pertes de matériel,
4. la gestion du parc et les règles d’accès aux DCP,
Ce rapport final couvre les points 2 et 3 mentionnés ci-dessus, il est organisé de la manière suivante. En premier lieu sont présentées les différentes tâches réalisées par l’Ifremer et les relations avec les autres actions menées dans le cadre du projet. On présente ensuite l’organisation du dispositif de collecte et son insertion dans le projet SIH Guadeloupe. Sur la base des données collectées sur l’année de référence 2006 par le SIH, une analyse de
l’activité de pêche sur DCP avant l’implantation des DCP collectifs est réalisée (section 3). La section 4 apporte des éléments sur la pratique de l’activité sur le parc de DCP collectifs après respectivement 5 mois et 11 mois de fonctionnement. Dans cette section, sont également présentées les premières observations réalisées par prospection aérienne pour estimer les densités de DCP privés dans la zone du parc et l’activité de pêche associée. Enfin, la dernière section fournit des données de production, de composition spécifique et économiques par sortie autour des DCP.
Les éléments disponibles dans ce rapport constituent une évaluation intermédiaire après moins d’une année de fonctionnement. Il sera utile de mener une analyse avec plus de recul historique afin de mieux mesurer les impacts à long terme de ce projet. Evaluation of local transmission epidemiology to characterize malaria risk is essential for planning malaria control and elimination programmes. The use of geographical information systems (GIS) techniques has been a major asset to this approach. To assess time and space distribution of malaria disease in Bandiagara, Mali, within a transmission season, data were used from an ongoing malaria incidence study that enrolled 300 participants aged under six years old ". Methods: Children's households were georeferenced using a handheld global position system. Clinical malaria was defined as a positive blood slide for Plasmodium falciparum asexual stages associated with at least one of the following signs: headache, body aches, fever, chills and weakness. Daily rainfall was measured at the local weather station. Landscape features of Bandiagara were obtained from satellite images and field survey. QGIS™ software was used to map malaria cases, affected and non-affected children, and the number of malaria episodes per child in each block of Bandiagara. Clusters of high or low risk were identified under SaTScan W software according to a Bernoulli model. Results: From June 2009 to May 2010, 296 clinical malaria cases were recorded. Though clearly temporally related to the rains, Plasmodium falciparum occurrence persisted late in the dry season. Two " hot spots " of malaria transmission also found, notably along the Yamé River, characterized by higher than expected numbers of malaria cases, and high numbers of clinical episodes per child. Conversely, the northeastern sector of the town had fewer cases despite its proximity to a large body of standing water which was mosquito habitat. Conclusion: These results confirm the existence of a marked spatial heterogeneity of malaria transmission in Bandiagara, providing support for implementation of targeted interventions. Background Malaria is one of the leading causes of morbidity and mortality in the world, with an estimated 3.3 billion people at risk of malaria [1]. The incidence of malaria worldwide is estimated to be 216 million cases per year, with 81% of these cases occurring in sub-Saharan Africa. Malaria kills approximately 655,000 people per year; 91% of deaths occur in sub-Saharan Africa [1], mostly in children under five years of age. In Mali, West Africa, malaria represents 36.5% of consultation motives in health center, it is a leading cause of morbidity and mortality children of less than five years of age and the first reason of anaemia in pregnant women [2]. Different predictions models where performed such as machine learning techniques (Neural Networks, Gaussian processes and support vector machines) in order to forecast the Global Horizontal solar Irradiance (GHI). We also include in this study a simple linear autoregressive (AR) model as well as two naive models based on persistence of the GHI and persistence of the clear sky index (denoted herein scaled persistence model). The models are calibrated and tested with data from three 3 French islands: Corsica (42.15°N ; 9.08°E), Guadeloupe (16.25°N ; 61.58°W) and Reunion (21.15°S ; 55.5°E). Guadeloupe and Reunion are located in a subtropical climatic zone whereas Corsica is in a tempered climatic zone. Hence the global solar radiation variation differs significantly. The output error of the different models was quantified by the nRSME. In order to quantify the influence of the global solar radiation variability on the forecasting models error we performed a classification of typical days according to different typical days. Each class of typical day is defined by a variation of global solar radiation rate. For each class and for each location, the selected forecasting models where performed and the error was quantified. With this analysis a global solar radiation forecasting models can be selected according to the location, the global solar radiation fluctuations and hence the meteorological conditions. INTRODUCTION Large and frequent variations of solar radiation can be observed in tropical climates with amplitudes reaching 800 W/m² and occurring within a short time interval, from few seconds to few minutes, according to the geographical location. Such fluctuations can be due for example to the dynamic of clouds which can be very complex and depend on cloud type, size, speed and spatial distribution and, more generally, due to some specific local meteorological conditions. Thus, the solar energy forecasting, a process used to predict the amount of solar energy available in the current and near terms, might be a difficult task. Some of the best predictors found in literature are Autoregressive and moving average (ARMA) [5,7,8], Bayesian inferences [9,10], Markov chains [11], k-Nearest-Neighbors predictors [12] or artificial intelligence techniques as the Artificial Neural Network (ANN) [9-11]. Although these methodologies are potentially good in many areas, we observed in our previous studies on global radiation prediction [9,13,14] that the simple model based on the persistence of the clear sky index gives often very good results with acceptable errors [15] for short term forecasting time horizon (<= 1 hour). The goal of this paper is to determinate the influence of solar radiation variability regarding different classes of days on the expected error provided by different forecasting methods that the modeller can possibly implement. The paper is organized as follow: Section 2 describes the data we have used. Section 3 exposes the classification methodology and the results obtained for the three studied locations. In the two following sections, the forecasting methods are exposed and then 3 the errors on the forecasting results for each location and for each class are exposed. Each industrial, or public non-commercial, sector is characterized by key figures relating to annual turnover, value added, employment and budget. These figures are accompanied with qualitative information on the recent development, current situation and future perspectives of the sector in terms of markets, employment and technological progress. Public and private R&D, and the protection of coastal and marine environment are also allowed for. Given the diversity of marine-related activities, this information aims at enabling the reader to assess their importance from a comparative angle.

The non-commercial sector includes public services, among which the Navy, state services, education, safety, marine and coastal environment protection, marine sciences. Each activity of the commercial sector is described by key figures (turnover, value added, employment). The non-commercial sector includes data on running costs, in particular personnel costs.
