Université des Antilles Description : La création de la CTM aura des conséquences importantes sur le paysage institutionnel et politique de la Martinique. D'une part, en supprimant toute strate intermédiaire, elle met face à face deux blocs principaux : la CTM elle-même, le bloc communal et intercommunal. Il en résulte que certains acteurs politiques pourraient être tentés d'utiliser les structures intercommunales comme des bastions de résistance ou comme espaces de construction et de reconstruction de leadership territorial en opposition avec la CTM. D'autre part, elle modifie les conditions de conquête et d'exercice des mandats électifs et induit un renouvellement, au moins partiel, du personnel politique en raison de l'application systématique du principe de la parité. Enfin, le mode de fonctionnement des structures partisanes pourrait évoluer avec un meilleur partage du leadership en leur sein. Retour sur deux projets de développement en aquaculture outre-mer : leçons pour l’avenir Auteur(s) : Lacroix, Denis Éditeur(s) : EDP Sciences Résumé : Lessons for the future from two development projects in aquaculture in the French overseas territories. Numerous research and development projects have been launched since the seventies in the French overseas territories. Their aim was to foster new activities in agriculture based on local productions for local markets, notably in the French West Indies (FWI). In this paper we analyze two development projects on the rearing of giant freshwater prawn, one in the FWI and the other in French Guyana, over twenty years after their launching. The purpose of these compared studies is twofold: first to try to understand why a set of relevant technical innovations ended in failure 15 years later; second to identify recommendations in terms of methodology in order to diminish risks of mistakes or failure for future projects. To reach this goal we followed two approaches. A first analysis is based on a set of three criteria: social acceptability, legitimacy and time planning. The second analysis, justified by the subjective need for an explanatory tool, is based on the actor-network theory. The results show that beyond the levels of political support and financial investment and support the three key criteria for success are: (i) reactivity of the decision-makers, notably when markets change, (ii) quality of leadership transfer between the launching phase and the stabilized phase, and (iii) capacity of the decision-makers to take into account the concrete consequences of the various scenarios. Regarding this third criterion, our analysis suggests that the scenario of full technical success needs to be explored, notably in terms of economic sustainability. The integration of these two types of analyses into an ex-ante frame should contribute to reducing risks of failure in similar development projects. De nombreux projets d’aquaculture ont été menés depuis les années 1970 dans les territoires et départements français d’outre-mer. L’objectif était de diversifier l’agriculture avec des productions destinées au marché local comme aux Antilles, ou à l’exportation comme en Guyane. L’étude s’intéresse au bilan de deux projets d’élevage de la crevette tropicale d’eau douce aux Antilles et en Guyane, plus de vingt ans après leur lancement. L’objectif est de comprendre comment des innovations technologiques pertinentes ont conduit à deux échecs sur le moyen terme et de tirer des recommandations de méthode afin de réduire les risques d’erreurs ultérieures. Pour cela, deux cadres d’analyse sont mobilisés : le premier s’appuie sur les concepts de temporalité, légitimité et acceptabilité ; le second, motivé par la recherche subjective de cadres explicatifs, emprunte la vision de la théorie de l’acteur-réseau. Les trois déterminants majeurs du succès ou de l’échec se révèlent être la réactivité des responsables face aux problèmes d’adaptation à l’évolution des marchés, la qualité du transfert du leadership lors du passage de la phase de lancement à la phase de croisière et enfin la capacité de prendre en compte dès le départ les conséquences des scénarios d’évolution du projet, y compris la réussite technique. Une capacité d’intégration de ces types d’analyse, dans un cadre ex ante, devrait permettre de réduire les risques d’échec dans des projets de développement similaires à venir. Annis was born June 4, 1890 in Luvno, Hungary. At present there is nothing known of his parentage, or when he emigrated to the United States. It is known that he registered for the draft during World War One and at that time he was residing at Brooklyn, New York. He married Minnie Brosow before 1917 and had at least one child, Morton Lawrence Annis Sr.
It is evident that Julius became affiliated with one of the larger and well known cigar companies, "Sanchez and Haya" in New York City. A brief history of this cigar company and it's founders is in order, so that the evolution of the company can be seen in regards to "J. B. Annis".

In 1867, Senors Ignacio Haya and Serfino Sanchez, natives of Spain came to New York City with $1000.00 in capital and started what was to become one of the most successful cigar manufacturies in the world. In 1886 they moved their operations to Tampa, Florida and they received the U.S. Revenue designation of "Factory No. 1". Tampa soon became the cigar manufacturing industry giant and Sanchez & Haya retained it's leadership roll. The company ultimately acquired and merged with many of the old-line Tampa producers, such as Morgan Cigar Co., Schwab-Davis y Cia. and many more. By 1892, both Senor Haya and Sanchez were leaders of the Spanish community and their financial ability, philanthropy, and industry were legendary.
J. B. (Bunny) Annis began as a "drummer", or cigar salesman, who traveled from coast to coast selling his wares to Tobacconist and cigar merchants. "Dapper, loquacious, true bon vivants of the era .. perhaps the original American Salesman." Julius Annis, was at this time a guiding spirit and became partners in what is now known as Gradiaz, Annis or "Gradiaz y Annis", and was the Dean of these legendary "Knights of the Panetela."
In 1963 Gradiaz Annis became a Division of General Cigar Co., Inc. Julius Benjamin Annis died the following year (June 1964) in Tampa. His son, Morton Lawrence Annis Sr. (1917-1979), President of Gradiaz, Annis, wrote about his father in 1967:
"My father had a basic compelling motivation for excellence of product which was, in truth, his religion and his way of life. His love for tobacco and fine cigars was sacrosanct and so traditional in concept that he vigorously opposed all modern technological advances, preferring to create cigars in the great classic style of his youth."

A Military encampment for local Cuban Americans joining the war to independence in Cuba. Auteurs secondaires : Tony Pizzo Collection Résumé : The war in Cuba helped to maintain a precarious unity within the Centro Español, but once the war ended in 1898, calls for the transformation of the Centro into a mutual aid society gained strength again. The leadership failed to respond, and in 1902 a number of the members decided to ask the Centro Asturiano in Havana for permission to establish an affiliate in Tampa, which would offer medical assistance to its members. The success of the Centro Asturiano forced the officers of the Centro Español to reconsider their position and agree to transform their organization into a mutual aid society. Once this was done, they attempted to obtain the dissolution of the Tampa
affiliate of the Centro Asturiano, but they were unsuccessful. By failing to recognize the strength of the idea of mutualism, the officers of the Centro Español undermined the patriotic unity they had championed, for the Centro lost its claim to be the sole representative of the Spanish community in Tampa. We believe that in one way or the other, the main objective of social entrepreneurship is to solve social, economic and environmental problems for sustainable development goals. One of the development challenges is the fact that Haiti has 0.47 as Human Development Index (HDI) figuring 168th among 187 countries with 58.6 % of the population living under the poverty line and 24.6% under the extreme poverty line with less than 1$UD per day (PNUD & MCI, 2014). Despite the fact that Haiti has a unique know-how that is passed down for generations in the area of craft, small industry and in the processing of products, social entrepreneurship has not taken its roots as it should have. Importantly, to get where they are today, it is undeniable that developed nations leaned the strengths of their development on human capital to produce physical/material capital. Most often, the human capital is utilized to produce strong public policies which enable the economic growth. The value of using human capital as a pillar for economic growth proved itself for Asian nations with an annual economic growth of 6.9% between 1980 and 1990 against 1.5% for Latin America (Gener, 2005). Thus, in this paper, we looked at the Emergence of Social Entrepreneurship for economic growth in Haiti. L'entrepreneuriat social n'est pas nouveau, mais au cours de la dernière décennie, l’intérêt pour ce terme a rapidement augmenté dans le monde alors que son champ est encore jeune et fragmenté (Gawell, 2013). Nous pensons que d'une manière ou d'une autre, l'objectif principal de l'entrepreneuriat social est de résoudre les problèmes sociaux, économiques et environnementaux en vue d'atteindre les objectifs de développement durable. La mission ou les activités d'une organisation sont soit entièrement philanthropiques soit uniquement commerciales. L'un des défis du développement est le fait que l’indice de développement humain (IDH) d’Haïti est de 0,47, le pays figure au 168e (parmi 187 pays). 58,6% de la population vit sous le seuil de pauvreté et 24,6% sous le seuil de pauvreté extrême avec moins de 1 USD par jour (PNUD et MCI, 2014). Malgré le fait qu’Haïti possède un savoir-faire unique transmis depuis des générations dans le domaine de l'artisanat, de la petite industrie et de la transformation des produits, l'entrepreneuriat social n'a pas pris ses racines comme il se doit. Il est important de noter que pour arriver là où ils sont aujourd'hui, il est indéniable que les pays développés ont soutenu le développement du capital humain pour produire du capital physique / matériel. Le plus souvent, le capital humain est utilisé pour produire des politiques publiques solides qui permettent la croissance économique. La valeur de l'utilisation du capital humain comme pilier de la croissance économique a été prouvée pour les pays asiatiques avec une croissance économique annuelle de 6,9% entre 1980 et 1990 contre 1,5% pour l'Amérique latine (Gener, 2005). Ainsi, dans cet article, nous examinons l'émergence de l'entrepreneuriat social pour la croissance économique en Haïti. Auteurs secondaires : Tony Pizzo Collection Résumé : Tampa's cigar workers followed the direction of their own independent union, popularly known as La Resistencia, in the general strike of 1901.The major dispute in 1901 involved efforts of manufacturers to establish branch factories in Pensacola and Jacksonville. The union interpreted these moves as an attempt to maintain an open shop policy and struck to force a closing of these operations. Strike leadership was in Spanish and Cuban hands, but Italians were active in the ranks and in supplying street-corner oratory that helped to maintain worker solidarity. Haiti is not an exception. The problem of entrepreneurship in Haiti goes beyond human management and business management skills. It is first of all a human issue: The primary needs of the locals need to be met; a sense of community needs to be developed and the locals need to be able to dream; and finally, the right context needs to be put in place and the ‘yes, we can spirit’ encouraged. It is the improvement of the well-being of Haitians that is going to lead to the development of a strong entreprrenurial system. It is a one way relationship. In poor countries like Haiti it is important to address the human condition first. Unlocking change through: transformational leadership; enterprise reform; technology innovation; corporate transparency; stakeholders engagement; social responsibility; integrated value and finally, through future-fitness could be a potential option for Haiti. Dans les pays qui ont fait et font l’expérience d’abus de pouvoir de leurs dirigeants ; qui sont empois à une pauvreté latente ; où les habitants sont constamment victimes d’abus et de maltraitances ; tout ceci édulcoré par des désastres naturels, on s’aperçoit que les changements sont inexistants ou lents à venir. Haïti ne fait pas exception à cette règle. Dans ce pays, le problème de l’entrepreneuriat va bien au-delà d’un problème de ressources humaines et de gestion d’entreprise. La réalité est qu’il s’agit en premier lieu d’un problème lié à la condition humaine du fait que : les besoins fondamentaux ne sont pas satisfaits ; les habitants n’ont pas un sens d’appartenance à un groupe ; le rêve est proscrit ; le contexte n’est pas favorable et finalement un état d’esprit où le ‘Yes we can’ n’est pas encouragé. En somme, c’est l’amélioration de la condition humaine en Haïti qui conduira à un épanouissement de l’entrepreneuriat durable. Il s’agit là d’une condition sine qua non pour tous les pays ayant un profil similaire à Haïti. Ce changement au niveau de l’entrepreneuriat ne peut se produire que si les conditions suivantes sont réunies : un changement au niveau de l’édilité du pays ; une reforme du rôle de l’entreprise ; l’innovation technologique ; la transparence au niveau de la gestion des entreprises ; une participation de toutes les parties prenantes ; une reconnaissance de la responsabilité sociale des entreprises et la mise en place de valeurs. Plus précisément, comment les faire collaborer efficacement afin d’optimiser les échanges, les remontées d’information et les arbitrages ?A travers une recherche-intervention (David, 2000) menée sur une période de plus de trois ans, nous analysons les pratiques d’un groupe d’entreprises réunies autour d’un projet fédérateur. Ce dernier, intitulé « Forest Initiative », rassemble les compétences de partenaires d’affaires dans le but de développer de nouveaux modèles d’aménagement agricole. Afin de mener à bien ce projet, les parties prenantes ont crée un modèle d’affaires innovant : un Ecosystème d’Affaires (EA). A total of 3710 workers were included and completed a administered questionnaire including 16 organizational variables. Ascendant hierarchical clustering (AHC) of organizational variables and AHC of workers had identified five patterns of work organization characteristics: technical constraints and weak decision latitude; internal/external demand and mean decision latitude; weak pace constraints and mean decision latitude; internal/external demand and high decision latitude; weak pace constraints and high decision latitude. Relationships with MSD diagnosed by occupational physicians were then studied. The specific health programs (SHP) are one of the four mechanisms of prevention planned by the Health and Safety at work Law in the province of Quebec. If the Law appoints only a responsible doctor, it is in reality Health at work teams (HWT) that develop these SHP. In this communication, based on the model of the working situation and the diagram of inter professional practices of collaboration, we study the practices of inter professional collaboration (CIP) in the HWT. The observed practices vary between independent practices, in parallel, of consultation, of dialogue and in shared services. Formalization of the teams, coordination of communication, leadership, respect and professional identities influence particularly the practices of CIP. L’objectif était d’identifier des patterns de caractéristiques d'organisation du travail à partir des données du programme de surveillance épidémiologique des troubles musculo-squelettiques (TMS) mis en œuvre dans les Pays de la Loire entre 2002 et 2005. Une classification ascendante hiérarchique (CAH) des variables organisationnelles puis une CAH des salariés ont permis d’identifier cinq patterns de caractéristiques d’organisation du travail : contraintes techniques et faible latitude décisionnelle ; demande interne/externe et latitude décisionnelle moyenne ; faibles contraintes de rythme et latitude décisionnelle moyenne ; demande externe/interne et forte latitude décisionnelle ; faibles contraintes de rythme et forte latitude décisionnelle. Les associations avec les TMS diagnostiqués par des médecins du travail ont ensuite été étudiées. L’affichage de nouvelles volontés politiques sur la scène régionale et internationale, sous l’impulsion du président Chavez, a perturbé le marché touristique national qui était dominé pour les clientèles nord-américaines ; le Venezuela apparaît désormais aux yeux des États-Unis comme un pays à risque, instable. C’est dans ce contexte que s’inscrit le « Programa Andes Tropicales » [PAT] qui soutient le développement rural dans les parcs nationaux ; ce programme repose sur la participation des populations locales et leur implication dans les politiques de conservation des ressources naturelles et culturelles sources de revenus. Le soutien financier des microprojets familiaux et communautaires doit permettre de lutter contre la pauvreté. The recent evolution of international tourism in Venezuela is particularly interesting. Even if tourism activity remains heavily concentrated on the Caribbean coast, in particular on the island of Margarita, it is nevertheless diversifying gradually to make way for new areas of interest in the country’s interior. The display of new political will on the regional and international scene, under the leadership of President Chavez, has disrupted the national tourism market which was dominated by North American customers. Venezuela now appears in the eyes of the United States as a country that is at risk,and therefore unstable. It is in this context that the “Programa Andes Tropicales" [PAT] was developed to promote rural development in national parks; This program is based on the participation and involvement of local populations in the development of appropriate policies for conserving natural resources and cultural sources of income. Financial support is also provided for family and community micro projects to help alleviate poverty in these regions.
