Ces pêcheries à petites échelles, souvent multi-spécifiques sont très importantes en termes d'emploi et de production, y compris pour la sécurité alimentaire. Néanmoins ces pêcheries et la biodiversité exploitées sont souvent marquées, d'une part, par le manque de données rendant difficile leur gestion dans le cadre d'une approche écosystémique, d'autre part, par la complexité des systèmes écologiques et économiques sous-jacents incluant interactions trophiques et techniques.Cette thèse contribue à la mise au point d'outils bioéconomiques adaptés aux petites pêcheries tropicales dans la perspective d'une gestion durable des pêches fondée sur l'approche écosystémique. Dans cette perspective, la pêcherie côtière en Guyane Française constitue un cas d'étude particulièrement fécond. La thèse propose ainsi des évaluations multi-critères, des modèles bioéconomiques complexes et des scénarios de gestion viable pour cette pêcherie.Dans un premier temps l'analyse statistique multi-variée suggère un statut global satisfaisant de la pêcherie en termes de durabilité. Cependant des différences de performance sont notées au sein de la pêcherie, notamment au niveau des zones frontalières. Aussi des améliorations dans le mode de gestion sont proposées. Ensuite, à travers la modélisation bioéconomique, les projections des différents scénarios de pêche montrent qu'à long terme le niveau d'exploitation actuel peut ne pas être en adéquation avec la future augmentation de la demande locale et qu'une perte de biodiversité peut avoir lieu. Un scénario dit de « co-viabilité » conciliant des objectifs à la fois écologique, économique et social, avec une probabilité de réalisation satisfaisante, est mis en exergue. Enfin, la comparaison des comportements optimaux en situation coopératif et non coopératif, montre dans quelle mesure la viabilité est favorisée quand les acteurs coopèrent. Au-delà du diagnostic apporté pour le cas d'étude, la méthode utilisée s'avère prometteuse dans le contexte des petites pêcheries tropicales, tandis que l'approche de « co-viabilité » permet de trouver les modalités d'exploitation dans le cadre de compromis entre durabilité écologique et socio-économique, ce que les principes de gestion halieutiques traditionnels ne permettent généralement pas. The need for an integrated approach to fisheries is now widely affirmed, including the FAO, in particular in the context of tropical artisanal fisheries. These small-scale fisheries, often multispecies are very important in terms of production, employment and food security. However these fisheries and the exploited resources are often characterized by a lack of data making difficult their management within an ecosystem approach, and by the ecological and economic system complexities including trophic and technological interactions.This thesis aims to contribute to the development of bioeconomic tools for small tropical fisheries in a sustainable management perspective based on the ecosystem approach. In this perspective, the French Guiana coastal fishery constitutes an interesting case study. The thesis proposes multi-criteria evaluations, complex bioeconomic models and viable management scenarios for this fishery. At first, multivariate statistical analysis suggests a satisfactory overall status of the fishery in terms of sustainability. However, some performance differences are noted within the fishery, particularly at border areas. Also, management improvements are proposed. Then, through bioeconomic modeling, projections of different fishing scenarios show that, in the long term, the current exploitation level may not be consistent with the future increase of local demand and a loss of biodiversity may occur. A scenario called "co-viability" reconciling ecological, economic and social objectives, with a high probability of achievement is exhibited. Finally, the comparison of optimal behavior in cooperative and non-cooperative conditions, confirms that harvest levels are greater when actors do not cooperate. Furthermore, it is shown that the state of the ecosystem depends on the fishing strategies and the type of interaction between species. Beyond the diagnosis made for the case study, the method is promising in the context of small tropical fisheries, while the co-viability approach allows finding the exploitation conditions under which ecological and socio-economic sustainability are meet, what the conventional fisheries management generally do not allow. http://www.theses.fr/2013AGUY0620/document | Partager |

In this area, the aggregatory behaviour under floats of juvenile fish has been used since ancient times to exploit oceanic migratory species such as dolphinfish (Coryphaena hippurus), using Fish Aggregating anchored Devices (fads). A total of 2 300 boats are engaged in this fishery from August to December, the main fishing areas being those around Malta, Tunisia, Sicily and Majorca. The fads ( arrow right m2) are made of different cheap floating materials, and are moored in fixed places, ranging from shore waters to areas 60 miles off the coast (1 500 m depth). Each boat deploys an average of 20 to 100 fads. The gears used are special surrounding nets without purse line, and traditional purse seine nets. The fishery exploits young-of-the-year dolphinfish (<6 months old), originated by a pre-spawning migration of adults from Atlantic waters. Their catches show high annual and monthly variability, depending on the recruitment and the accessibility of recruits to the fishery. Pilotfish (Naucrates ductor) and greater amberjack (Seriola dumerili) are also exploited in this fishery as by-catch. A total of about 1 000 metric tons of dolphinfish are yearly caught mainly in September-October. The fads are historically laid in August. Recently, the fads fishing period has increased in Sicily, and the fads are laid in July, so as to catch pilotfish and greater amberjak juveniles. In recent years, the interest for this fishing method and the study of these fisheries has increased in the Mediterranean. Though the market and its seasonality limit this exploitation, this fishery is economically profitable with good revenue. Il faudra dès lors se rabattre sur les solutions de lutte globale contre le réchauffement de la planète entreprise par la communauté internationale afin de contrer cette dégradation. Due to the action of man, these resources undergo embrittlement and rarification among others to pollution, overfishing, urbanization, intensive ... Added to this list in recent years, the global warming that affects a significantly marine biodiversity. Yet the international response to this degradation, beyond the fact that they are shy, is rare. Collectively, these structures may comprise one of the largest fad (Fish Aggregating Device) arrays in the world, attracting surface and midwater pelagic fishes. The diverse composition of pelagic fish fauna at ngom platforms is described and includes valued species such as Thunnus albacares, Thunnus atlanticus, Coryphaena hippurus, Acanthocybium solandri, Rachycentron canadum, Seriola dumerili, Scomberomorus cavalla, and Decapterus punctatus. Petroleum platforms influence pelagic fishery resources and are an important component of the Gulf's commercial and recreational fishing industries. Reviewed literature revealed a sparsity of fundamental knowledge of densities, temporal and spatial occurrence, and fishing effort/catch rates of pelagic fishes at platforms. The role of Gulf petroleum platforms "as fads" is examined, possible mechanisms for aggregation are reviewed, and a synopsis of the author's preliminary findings on life history aspects of A. solandri and R. canadum from platforms is presented. It is proposed that platforms provide opportunities for the study of pelagic species to better understand the life history, ecology, behaviour, and habitat requirements of pelagic fishery resources in the Gulf of Mexico. It is devoted to the definition of the main concepts, ami the presentation of the usual mathematical models. The second volume will deal with the fitting of the models, and the estimation of parameters. The third will be devoted to sampling problems. These volumes will be recollections of communications presented during ad hoc seminars, hold in Brest (GSG/COB) in 1980 and 1981. The first part deals with the basic concepts related to the two components whose relationship is being described by the population dynamics, namely the fish stock, to its relations with biological populations, and to the partition of catchabtiity into its components (vulnerability, availability...). The second chapter of this part is devoted to the quantification of exploitation. This leads to a discussion of nominal and effective fishing effort and fishing intensity. A brief review of the use of catch per unit of effort as an index of abundance is followed by a discussion of the concept of fishing power. The second part starts with some general remarks on mathematical modelling (chapter III), then comes to the two classical categories of models : global (surplus production) models (chapter IV), and structural models (chapter V). Chapter IV is mainly a review, based upon the SCHAEFER and PELLATOMLINSON models. Some less classical formulas from the recent literature are also introduced. Attention is paid to the underlying hypotheses and to the limitation of such models. The reader is finally referred to papers presenting the developments that could make it possible to overcome some of these limitations. Chapter V is based upon the classical BEVERTON and HOLT and RlCKER models, and the yield per recruit concepts. This field is however inlarged. Other commonly used variants of structural models are presented with an effort being made to clarify the real differences between all these variants. Special attention is also paid to so-called regenerative models and to the use of spawing-biomass or fecundity per recruit, which are likely to become commonly used in the coming years. In all cases, special attention is paid to the presentation of the basic formulas, that the reader might have to use if faced with a practical problem. Données économiques maritimes françaises 1997 Auteur(s) : Kalaydjian, Regis Résumé : The purpose of this book is to value the economic significance of marine-related activities in France. Each industrial, or public non-commercial, sector is characterized by key figures relating to annual turnover, value added, employment and budget. These figures are accompanied with qualitative information on the recent development, current situation and future perspectives of the sector in terms of markets, employment and technological progress. Public and private R&D is also allowed for. Given the diversity of marine-related activities, this information aims at enabling the reader to assess their importance from a comparative angle.
From the sector-based approach it is possible to draw certain conclusions. Notably, commercial activities contributed over 1,3% of the GDP in 1995, such ratio having to be seen as a minimum estimate, worked out on the basis of available data. Seaside-related tourism is by far the most important industry. Most activities experienced a decrease in employment in the first half of the '90s. The estimated annual amount spent on R&D was over FFr 4,5 billion in the recent past period 1995-1996.

Chaque secteur - industriel marchand, public non marchand - est caractérisé par des chiffres clés portant sur le chiffre d'affaires annuel, la valeur ajoutée, l'emploi, le budget. Ces indicateurs sont accompagnés d'informations qualitatives sur l'évolution récente, la situation actuelle et les perspectives du secteur : marchés, emplois, progrès technique. Cet outil a été mis en place à la Martinique (Petites Antilles) en 1999, à la demande des marins-pêcheurs confrontés à la raréfaction des stocks de poissons au sein de la bande côtière. Les autorités compétentes sur le milieu marin ont installé ce dispositif sur huit zones réparties autour de l’île (de la côte Atlantique à la côte Caraïbes). Le cantonnement de pêche reste peu documenté scientifiquement à ce jour, en dehors d’inventaires ichtyologiques réalisés par des scientifiques-biologistes. Il est donc opportun de retracer les étapes de la mise en place de cet outil et d’analyser les premiers résultats et les enjeux. Cantonment fishing is a French legal and administrative tool used to manage fisheries resources and the regulation of fishing on marine site defined. This tool was developed in Martinique (Lesser Antilles) in 1999, at the request of fishermen facing depletion of fish stocks in the coastal strip. The competent authorities on the marine environment have installed this device on eight areas spread around the island (the Atlantic coast to the Caribbean coast). Cantonment fishing is little scientifically documented to date, apart from fishery surveys conducted by scientists-biologists. Valeur économique totale des récifs coralliens, mangroves et herbiers de la Martinique Auteur(s) : Failler, Pierre Pètre, Élise Maréchal, Jean-Philippe Éditeur(s) : Université des Antilles Études caribéennes Résumé : La Martinique possède 55 km2 de récifs coralliens, 50 d’herbiers et 20 de mangroves. Ces trois écosystèmes produisent des biens et services dont la valeur est estimée à quelque 250 millions d’euros par an. Près de 60 % de cette valeur est issue des usages directs liés aux activités récréatives (plongée, excursion, récréation balnéaire) induites pour l’essentiel par le tourisme et celles liées à la pêche (professionnelle et de plaisancière). Les services écosystémiques (assimilés aux usages indirects) tels que la protection des côtes, l’absorption/séquestration de carbone, la production de biomasse de poissons et l’épuration de l’eau sont conséquents puisque leur valeur annuelle s’élève à 94 millions € soit 38 % de la valeur totale. La valeur de ce qui a trait au non-usage des récifs, herbiers et mangroves (lié à la volonté de transmettre un patrimoine écologique pour l’essentiel ou encore à la satisfaction de savoir que les récifs sont en bon état) se traduit par une création de valeur de l’ordre de 10 millions €/an. Les herbiers et les mangroves contribuent le plus (par km2) à la création de valeur (respectivement 2,16 millions €/km2, 1,87 million €/km2 contre 1,78 million €/km2 pour les récifs). Ils doivent donc bénéficier de mesures de protection et surtout de valorisation au même titre que les récifs coralliens qui font déjà l’objet d’une attention particulière. Martinique possesses 55 km2 of coral reefs, 50 of sea grass and 20 of mangroves. These three ecosystems produce services for a value estimated at 250 millions € per year. About 60% of this value originates from directs uses such as recreational activities (diving, excursions, beach activities, etc.) induce by tourism and fishery. Ecosystem services (indirect uses) such as coastal protection, carbon sequestration, biomass production and water purification are significant since their sum value reaches annually 94 millions € (38% of the total economic value). Non-use value links to the improvement of the health of coastal ecosystem is estimated to 10 millions € per year. At the ecosystem level, sea grass and mangrove contribute the more (per km2) to the wealth creation (respectively 2,16 millions €/km2, 1,87 million €/km2 against 1,78 million €/km2 for the reefs). La pêche au vivaneau en Guyane française Auteur(s) : Prevost, Etienne Résumé : Traditionally fished by line and conical fishing basket by Venezuelan ships, the red snapper resource off the coast of French Guyana (fish belonging to the Lutjanidae family) has been experiencing intensive fishing since 1984-85 due to the boom in classic fishing techniques and the development of trawl fishing.
The study evaluates the situation of this resource's potential: biology, sampling data, bio-statistics (size and sex), size-weight relationship of the three species, specific composition of the catches, describes fishing devices and prospecting, pinpoints fishing spots, gives a distribution of the Venezuelan and Martinique fishing effort.
Traditionnellement exploitée à la ligne à main et à la nasse par les navires vénézuéliens, la ressource en vivaneaux au large de la Guyane française (poissons appartenant à la famille des Lutjanidae) subit depuis 1984-85 une exploitation intense par l'accroissement des techniques de pêche classiques et le développement d'une pêcherie au chalut. Synthèse de l'étude et des campagnes à la mer 2011 sur l'exploitation aux vire-lignes des espèces démersales profondes autour de La Réunion Auteur(s) : Fleury, Pierre-gildas Evano, Hugues Le Ru, Loic Aureche, Vincent Résumé : In an effort to implement new fishing activities for the small scale fisheries of Reunion Island, a prospecting cruise targeting deep demersal fish (200 to 600 m) was set up on the west coast of Reunion Island in 2000. This project was carried out by the Regional Fishery Committee and the French Institute for the Exploration of the Sea (Ifremer). Large commercial stocks were identified, and numerous professional or recreational fishermen started employing electric winches to exploit these deep resources.
However, the deep demersal species are a fragile resource due mainly to low growth rates and late sexual maturation. Due to the rapid increase in fishing pressure, Ifremer was asked to set up a new study and two scientific campaigns were carried out in 2011 (68 fishing trips being conducted with 559 dropline operations).
The first cruise was conducted at the same sites, using the same types of fishing gear and methods used in 2000. A marked drop of greater than 90% was observed in the catches of commercial species, together with a decrease of most fish sizes, attesting the overexploitation of these stocks. Only, catches of the small non-commercial shark (Squalus megalops) remained important (50% in number and weight of total catches).
The second cruise extended the prospection area to all waters surrounding Reunion Island . The overexploitation was confirmed in the west of Reunion Island, and in to a lesser degree in the north. Yields were better along the east and the south coasts. Concurrently, the efficiency of 2 hook sizes was compared : small hooks caught significantly more fish but of significantly smaller body sizes, resulting in comparable total weight of fish. We conclude that medium size hooks (i.e. type 7/0) have a significant selectivity on the fish size without loss in the global catch yield.
Various types of baits were also tested with the flesh of small local pelagic fish species (Selar crumenophtalmus and Decapterus macarellus) appearing to be the most efficient.
This study provides helpful indicators for the management of demersal fish stocks in Reunion island, which have been poorly surveyed and poorly regulated until now. However, the total fishing effort, especially from recreational fishermen, remains the most important factor to be quantified. Dans la perspective de diversifier la Petite Pêche réunionnaise, une campagne de prospection des stocks de poissons démersaux profonds (200 à 600 m) avait été réalisée en 2000 par le Comité Régional des Pêches Maritimes (CRPM) et l'Institut Français de Recherche pour L'Exploitation de la Mer (Ifremer) dans l'ouest de l'île de La Réunion. Elle a montré l'existence de stocks commercialement intéressants et de nombreux pêcheurs, professionnels et plaisanciers se sont équipés en moulinets électriques pour exploiter ces ressources profondes. Cependant les poissons démersaux profonds représentent une ressource fragile du fait, notamment, de leur croissance lente et de leur maturité sexuelle tardive. Aussi, face à cette augmentation rapide de la pression de pêche, Ifremer a été sollicité pour mener une nouvelle étude ; et deux nouvelles campagnes expérimentales ont été réalisées en 2011 (68 marées ayant permis la réalisation de 559 filages). La première campagne a repris les mêmes sites de pêche, le même matériel et la même méthodologie qu’en 2000. Elle montre que les rendements en espèces commerciales ont diminué de façon très nette (plus de 90%) ainsi que la taille de certaines espèces, indicateurs caractéristiques d'une surexploitation des stocks. Seules les captures de requins zépines (Squalus megalops,) non commercialisées à La Réunion, restent comparables à celles de 2000 avec la moitié des captures totales. La 2e campagne a étendu la prospection à tout le tour de l'île. La surpêche (baisse des rendements et des tailles de poisson) est confirmée dans l'ouest et à un moindre degré sur la côte nord. Les rendements sont meilleurs dans l'est et le sud. Parallèlement, 2 tailles d'hameçons ont été comparées : les petits hameçons capturent un nombre significativement plus élevé de poissons par filage, mais de tailles plus petites, ce qui se traduit par un poids global comparable. Les hameçons de taille moyenne (type 7/0) ont donc une sélectivité significative sur la taille des poissons capturés sans nuire au rendement global. Des comparaisons ont aussi porté sur les types d'appât : Les laizes de petits pélagiques locaux (pêche-cavale et bancloche) se révèlent les plus efficaces et les plus sélectives vis-à-vis des espèces commerciales. Results have shown the significant role of self-actualization in the determination of job satisfaction which backs the reasoning that fishing is more than just a livelihood. This paper is based in a job satisfaction study carried out in three lobster fisheries in the Caribbean. Lobster fishing (Panulirus argus) is an important economic activity throughout the Caribbean Basin, both as a source of income and employment for the local population as well as foreign exchange for national governments. These countries differ significantly in structure of the fishery as well as governance arrangements. In this paper we wish to address the relation between these structural differences and fishers’ job satisfaction across the three countries. Results indicate fishers’ job satisfaction is significantly higher in small-scale fisheries. De nombreuses recherches ont été réalisées ces dernières années sur le contentement au travail. Fishery externalities and biodiversity: Trade-offs between the viability of shrimp trawling and the conservation of Frigatebirds in French Guiana Auteur(s) : Martinet, Vincent Blanchard, Fabian Éditeur(s) : Elsevier Science Bv Résumé : Sustainable management of natural resources, and in particular fisheries, must take into account several conflicting objectives. This is the case in the French Guiana shrimp fishery for which profitability objectives imply a reduction in the fishing activity. On the one hand, this fishery has negative externalities on marine biodiversity due to discards. On the other hand, this fishery has positive externalities on the economy of the local community and interestingly enough on a protected seabird species in the area (the Frigatebird that feeds on discards). In this paper, we examine the viability of that system considering two sustainability objectives: an economic objective in terms of the profitability of the fishing activity, and a conservation objective in terms of the Frigatebird population. For that purpose, we have developed a dynamic model of that bioeconomic system and study here the trade-offs between the two conflicting objectives. It provides a means to quantify the necessary give and takes involving the economic and ecological objectives that would ensure a viable management solution. Our study confirms the relevance of the viability approach to address natural resource management issues, which should lead to the development of new tools for the arbitration of conflicting sustainability, objectives. Habitat and resources monitoring programs can provide such information, but are difficult to implement as they involve a range of technical, financial and human resources. Regarding these problems, the involvement of the local population in monitoring programs, called participatory monitoring, seems to offer solutions. Indeed, participatory monitoring has the potential of increasing the number of data collected at low cost, while taking advantage of the traditional ecological knowledge available locally. Some questions need clarifying, however: which methods can bring relevant information for the monitoring of reef fisheries while being appropriate to the motivations and skills of the local population? Is the degree of participation of the local population sufficient to make the monitoring program work, particularly over the long term? To answer these questions, participatory monitoring methods commonly used for coral reef ecosystems have been implemented to assess reef fisheries at three different sites: Moorea island and Tikehau atoll in French Polynesia, and the Bay of Tulear in Madagascar. While highlighting the relevance of some participatory monitoring programs for snapshot and large-scale surveys, the results of this study also show their lesser interest for regular data gathering on long-time scales. In any case, strong coordination and supervision by scientists are considered essential. La gestion durable des écosystèmes coralliens nécessite de disposer d’informations régulières concernant l’impact des pêcheries sur les ressources récifales et sur les écosystèmes dont elles dépendent. Les suivis intégrés des ressources, des habitats et des espèces associées qui visent à fournir ce type d’informations sont difficiles à mettre en œuvre, car ils impliquent de nombreuses ressources humaines, techniques et financières. Face à ces problèmes, la participation de la société civile dans les programmes de suivi semble en mesure d’apporter des solutions. Dans le but de tester cette hypothèse, des méthodes de suivi participatif ont été mises en œuvre afin de caractériser des pêcheries récifales sur trois socio-écosystèmes contrastés : l’île de Moorea et l’atoll de Tikehau en Polynésie française, et le littoral de Tuléar à Madagascar. Les résultats de cette étude soulignent la pertinence de certains suivis participatifs pour fournir une vision écosystémique dans le cas de collecte de données ponctuelles et de large envergure, et leur intérêt moindre pour la collecte continue de données sur de longues échelles de temps. Étude préparatoire a une reconquête des niveaux de ressource en langouste royale (Palinurus elephas) en mer d'Iroise Auteur(s) : Latrouite, Daniel Lazure, Pascal Résumé : The study conducted in the framework of an agreement between Ifremer and the Local fisheries committee at Audierne is part of a project to restore spiny lobster Palinurus elephas stock levels in the Iroise Sea. It is supported by professional fishermen from Finistère and by the Regional fisheries committee of Brittany.
After a brief review of the way lobster stocks are managed worldwide, followed by the major biological and ecological features of red lobster and the state of fisheries in Europe and North Africa, the very poor state of the resource along French coast is borne out by the statistics of landings.
Various scenarios (not alternatives) to promote the rebuilding of the biomass are suggested: minimum landing size increase, seasonal closure of the fishery, berried females protection, no fishing zones.
The drift of phyllosoma larvae during their long larval stage is addressed using a 3-D hydrodynamic simulation model.
L'étude réalisée dans le cadre d'une convention entre Ifremer et le Comité local des Pêches d'Audierne s'inscrit dans un projet de reconquête des niveaux de ressource en langouste rouge Palinurus elephas en mer d'Iroise soutenu par les pêcheurs professionnels de la pointe du Finistère et par le Comité régional des Pêches de Bretagne. Après avoir rappelé brièvement les modalités de gestion des stocks de langoustes dans le monde puis les grands traits biologiques et écologiques de la langouste rouge et l'état des pêcheries en Europe et dans le nord de l'Afrique, le très mauvais état de cette ressource sur les côtes françaises est confirmé au travers des statistiques de débarquement. Divers scénarios (non alternatifs) visant à favoriser la reconstitution d'une biomasse sont proposés : augmentation de la taille minimale au débarquement, fermeture saisonnière de la pêche, protection des femelles ovigères et création de zones protégées. La dérive des larves phyllosomes au cours de leur longue phase larvaire est abordée par un modèle de simulation hydrodynamique en trois dimensions. Entre préservation et/ou mise en valeur de la ressource, quel avenir pour les Aires Marines Protégées en Province Nord de la Nouvelle-Calédonie ? En effet, les écosystèmes marins sont essentiels d’autant plus, qu’ils présentent en Nouvelle-Calédonie une grande richesse, notamment en termes de patrimoine culturel. Ce sont majoritairement les Kanak qui habitent sur la Côte Est de la Province nord, où la Collectivité et le WWF collaborent à la mise en place de plusieurs aires marines protégées (AMP). Jusqu’à présent, la gestion coutumière Kanak a permis une relative préservation de ces écosystèmes dans un secteur littoral non soumis aux pressions de l’urbanisation, du tourisme ou de la navigation. L’étude s’attache à souligner les enjeux autour de la mise en place des AMP et des perspectives de développement local, sur le milieu marin et les populations locales. Il s’agit de voir comment cette expérimentation est envisagée par les différents acteurs (État, Province Nord, associations, coutumiers, etc.) et de s’interroger sur les mécanismes de gouvernance. This study allows a distinct approach to thinking about the marine resources in a protected area. Indeed, marine ecosystems are essential, especially as they are in New Caledonia, particularly in terms of cultural heritage. It is mainly Kanak who live on the East Coast of the North Province, where the Community and WWF collaborate on the installation of several marine protected areas (MPAs). So far, the Kanak customary management allowed a relative preservation of these ecosystems in a coastal area not subject to the pressures of urbanization, tourism and navigation. The study aims to highlight the issues surrounding the establishment of MPAs and opportunities for local development on the marine environment and local populations. This is to see how this experiment is considered by the various actors (State, Northern Province, associations, etc. customary). And to consider the mechanisms of governance. The main objectives underpinning the development of MFADs were to (i) reduce fishing pressure on coastal fishing resources; (ii) boost fishermen's incomes; and (iii) increase local consumption of locally generated fishery products as a proportion of overall consumption. This paper gives an overview of the current structure of Guadeloupe's fishing fleet and fisheries, with a specific focus on MFAD fleets in a relatively unstructured environment with regard to regulation, and so how these fleets operate in a context of unrestricted development of private MFADs. In addressing the following key issues, this paper aims to: assess the economic performance of fleets operating on MFADs, understand why the MFAD fishing activity has not developed more than it has, and suggest how better MFAD management could improve the situation. Socio-economic information on a trip and fleet level basis were collected and stored on a fisheries information system to analyse the relative attractiveness of MFAD fishing and assess the overall economic performance of MFAD fleets as compared to other non-MFAD fleets. Non-monetary variables were also tested to explain the degree of dependence on MFADs. In 2008, economic returns from FADs were relatively low, both in terms of wages for the crews and in terms of profit for vessel owners. Earnings were higher than coastal fishing activities, but seem to have been very sensitive to the indicators used in our analysis. MFADs are expected to become much more attractive as a result of MFAD regulation, especially through the establishment of collective MFADs. Does coastal lagoon habitat quality affect fish growth rate and their recruitment? Insights from fishing and acoustic surveys Auteur(s) : Brehmer, Patrice Laugier, Thierry Kantoussan, J. Éditeur(s) : Academic Press Ltd- Elsevier Science Ltd Résumé : Ensuring the sustainability of fish resources necessitates understanding their interaction with coastal habitats, which is becoming ever more challenging in the context of ever increasing anthropogenic pressures. The ability of coastal lagoons, exposed to major sources of disturbance, to provide resources and suitable habitats for growth and survival of juvenile fish is especially important. We analysed three lagoons with different ecological statuses and habitat quality on the basis of their eutrophication and ecotoxicity (Trix test) levels. Fish abundances were sampled using fishing and horizontal beaming acoustic surveys with the same protocols in the same year. The relative abundance of Anguilla anguilla, Dicentrarchus labrax or the Mugilidae group was not an indicator of habitat quality, whereas Atherina boyeri and Sparus aurata appeared to be more sensitive to habitat quality. Fish abundance was higher in the two lagoons with high eutrophication and ecotoxicity levels than in the less impacted lagoon, while fish sizes were significantly higher in the two most severely impacted lagoons. This leads us to suggest low habitat quality may increase fish growth rate (by the mean of a cascading effect), but may reduce lagoon juvenile abundance by increasing larval mortality. Such a hypothesis needs to be further validated using greater investigations which take into account more influences on fish growth and recruitment in such variable environments under complex multi-stressor conditions. Éditeur(s) : Public Library Science Résumé : The European Union and other states are moving towards Ecosystem Based Fisheries Management to balance food production and security with wider ecosystem concerns. Fishing is only one of several sectors operating within the ocean environment, competing for renewable and non-renewable resources that overlap in a limited space. Other sectors include marine mining, energy generation, recreation, transport and conservation. Trade-offs of these competing sectors are already part of the process but attempts to detail how the seas are being utilised have been primarily based on compilations of data on human activity at large spatial scales. Advances including satellite and shipping automatic tracking enable investigation of factors influencing fishers' choice of fishing grounds at spatial scales relevant to decision-making, including the presence or avoidance of activities by other sectors. We analyse the determinants of English and Welsh scallop-dredging fleet behaviour, including competing sectors, operating in the eastern English Channel. Results indicate aggregate mining activity, maritime traffic, increased fishing costs, and the English inshore 6 and French 12 nautical mile limits negatively impact fishers' likelihood of fishing in otherwise suitable areas. Past success, net-benefits and fishing within the 12 NM predispose fishers to use areas. Systematic conservation planning has yet to be widely applied in marine systems, and the dynamics of spatial overlap of fishing with other activities have not been studied at scales relevant to fisher decision-making. This study demonstrates fisher decision-making is indeed affected by the real-time presence of other sectors in an area, and therefore trade-offs which need to be accounted for in marine planning. As marine resource extraction demands intensify, governments will need to take a more proactive approach to resolving these trade-offs, and studies such as this will be required as the evidential foundation for future seascape planning.
