L'impact d'une politique de limitation de l'effort de peche : Les chalutiers méditerranéens et le système des licences Auteur(s) : Meuriot, Eric Dremiere, Pierre-yves Résumé : Many theoretical studies since after the war have been devoted to the biological and economic aspects of exploiting halieutic resources. They often lead to, indeed focus directly on, the interest of limiting the fishing effort. In the simplest case, the one in which production automatically finds an outlet, the idea of limiting the fishing effort comes from an argument that can be presented schematically in three points:
a) halieutic resources and their renewal are limited;
b) an increase in overall fishing effort cannot therefore be done while maintaining the same level of catches per unit of effort; the latter inevitably decrease. Additionally, beyond a certain level of fishing intensity, a supplementary increase of the overall fishing effort brings about a decrease in overall catches.
c) without limitations, any expectation of profits from exploiting the resources elicits an increase of effort (increase in the number of ships or their fishing power); the latter leads to a decrease in catches per unit of effort, which makes it impossible to obtain the anticipated individual profits. The fishing effort will eventually have a tendency to grow up to the time when average net profits per boat and of the fleet become zero. This tendency is in part masked by technological improvements that make it possible, for the same level of overall effort, to increase production per ship; the decrease in number of ships is a corollary to that. For some species, a pronounced rise in the landing price can compensate for the drop in intake. Producers can benefit from that, not consumers.
The conclusion to which the theoretical analyses lead is that there is, in the absence of limitations on fishing efforts, a squandering of not only natural resources, but also of human and material means...
The management of Norway Lobster and Hake fisheries can be considered as the most important issue in the Gascogne gulf. Calculation methods used to evaluate prediction variations under various efforts and mesh constraints all pinpoint to the crucial role narrow mesh fishing plays in Hakes' Northern stock status. The involvement of Gascogne gulf Norway Lobster fisheries regarding Hakes over exploitation seems over dimensioned when comparing the size of both of these stocks. Hake stocks spread from Northern Great Britain to Northern Spain, while Norway Lobster stocks are located in the Gascogne gulf's mud flats. The biological solution is well known and consists in globally increasing mesh nets to 80mm which would bring up Hakes yield to its most. It would be unreal to pretend all parties involved in Hake stocks will come to use them. For now, it is mostly an economical issue since many vessels continue on with an exploitation scheme dating from the 60's and fish on coastal mud flats which are the most exploited zones and where their catch is detrimental to juvenile class Hakes and Norway Lobsters. Considering our limited time, this study will cover bio- economical modelisation preparation. You will therefore find a description of fisheries and an exploitation assessment based on 1986's available data.
2 - Accomplished work
2. 1 Fishery description
Presenting the problems and preparing ulterior analyses was first and foremost. Norway Lobster vessels supposedly, according to evaluation models used, test immature Hakes in such a manner that all stock exploitation is jeopardized. Norway Lobster distribution is closely linked to the nature of the ocean floor since it can only build its habitat on fine sediment. Hakes' habitat is not as restrictive and is linked to food supply, especially euphausiid shrimps, so they can be found on sandy and sandy-sedimental floors. Norway Lobsters are sought by a fleet of 400 to 450 ships which characteristics widely vary according to their home port. On the northern part, fisheries are close to exploitation ports where Norway Lobsters and miscellaneous catch yield is sufficient to support an older fleet. On the southern part, the structure is diversified and flexibility usually rules, more modern vessels can easily switch their target on a seasonal or daily basis. Globally, Hakes' northern stocks are slightly on the rise. This rise is probably due to global mesh size increase, even if slight and a decrease on fishing effort where immature species are caught. Norway Lobster stocks unloading is stable or slightly lower and yields, as far as northern fishery are concerned, vary and oscillate between ±15 to ±20 % at about an average of 100 kg/day. Biological parameters used in the evaluations for each species are those used in CIEM and CEE work cells. Among those parameters, those describing growth are the greatest. For Hakes, an intermediary growth equation between males and females has been used. For Norway Lobsters, both sexes are treated separately. Simulations were carried out according to 3 types of data: Norway Lobster vessels fishing effort variations. Norway Lobster vessels mesh increase. Norway Lobster vessels fishing effort decrease or mesh increasing go along in the same direction for Hake and Norway Lobster stock production (chart A and B). Lastly, a brief study on results evaluation significance was done to modify: - the size of Hake rejects by Norway Lobster vessels. The range of sizes stays the same but the amount in each class varies according to the same percentage. - Norway Lobsters growth parameters, both values used (L» = 76 mm and k = 0.11 for males, L°° = 56 mm and k = 0.14 for females) representing the "high" hypothesis. In the first case, a 20% error rate for rejects evaluation with 60 mm mesh would only bring a 3% modification rate on global stock production. Those first results are contradicting usual evaluation conclusions and it will be necessary to recalculate by modifying the size class step. In the second case, to decrease L» and increase growth speed, in time production variations remain within usual inter annual fluctuations. In all figure cases, calculations confirming greater yield for in time production through hypothetical mesh size increase to 60 mm, are definitely well founded.
La dynamique des pêches côtières du pays bigouden Auteur(s) : Charuau, Anatole Résumé : In the beginning, the coastal fleet of the Bigouden region fished by trawling and was completely focused on exploiting lobster and hake. It is a traditional business that expanded between the last war and the 70s, reaching its peak between 1975 and 1980.
The best image to give an idea of this fleet is that of a "bucket waterwheel" endlessly discharging its catch in the four ports of the Guilvinec district. Where there is a seafaring business in Guilvinec, Loctudy and Saint-Guénolé, there is a complementarity that is expressed in two ways:
- coastal fishing constitutes a very noticeable and regular supplement to production, since sales happen daily and only bad winter weather causes a relative decrease in the supplement. - coastal fishing gives a flattering image of the port based on the display of high-quality leading market products: daily live lobster, hake and angler.
In this study, we have above all tried to evaluate the situation of the Bigouden coastal system as an entity, while including in the same analysis the species, fleets and the exploitation of the resource. For the main species, a balance sheet is proposed. It covers the lobster, hake and angler separately. Lobster, because of its small amount of movement, can be considered as being an isolated stock, while fish belong to much more wide-ranging groups.
The lobster has gained from various increases in meshing that have been imposed since 1971, even if these have not always been strictly applied. One of the results of this management by means of meshing is a "depreciation" of the variations of daily yields around an average value of 100kg.
For the hake, the dominant trait is an increase in yields in the last few years in accordance with an improvement of the situation in the Gulf of Gascony due to a generalised decrease of effort and a modification of the exploitation profile since the appearance of boulters and straight nets. Whereas the situation for lobster fisheries, as regards the hake's marketable size, did not improve, since the demand for small hake still exists, we have nonetheless been witnessing for about ten years a slow diversification of the fleets' business activities, which is much more in line with sequential hake fisheries' logical outline of exploitation. When lobster yields decrease, one part of the fleet focuses on the fish at the edges of the lobster fisheries.
For the angler, we see rather similar phenomena and a significant increase in unloading of the two species by lobster fishermen due also to a widening of their fishing areas. On the lobster mudflats themselves, there is no notable change in exploitation in the historical records. All studies of coastal fishing always come up against the problem of acquiring statistical data and the Bigouden region is no exception to the rule.
To improve this situation, in 1987 and 1988 two items were chosen:
- a better awareness of the activity and of the areas frequented, by survey during unloading in Guilvinec and in Loctudy.
- a detailed description of the haul by species, by sampling, in Loctudy, on two-thirds of coastal sales, between December 1987 and November 1988.
For this reason, analysis of fleets by type is still cursory and covers only one year. The appearance of new trends towards fish can only be described qualitatively, since there is no historical record. The classification of boats was done by analysing data furnished by the auctions. This first assessment is not necessarily reliable, above all because of the auctions' inaccurate description of the hauls, a deficiency that we have tried to overcome by surveying in Loctudy.
In conclusion, we are witnessing in the Bigouden region, as in other entities, a rebalancing between traditional business activities and modern trends. Lobster fishing, almost exclusive before the 1980s, is tending to decrease for two main reasons:
- a generalised decrease in activity in the lobster fisheries due to non-renewal of coastal fish fleets,
- The transfer of part of the lobster fishermen's activities to fish, since the lobster and its accompanying catch no longer seemed able to insure the economic viability of new ships.
Other maritime districts resolved their lobster problem in a different way. The Lorient fishermen improved their yields by using more capable trawlers, the fishermen of Sable by exploiting the hake fish run to the fullest and limiting their lobster fishing to the best season. The Bigouden region is slowly turning to the second solution, as it renews its fleet.
The target species is the swordfish (Xiphias gladius), fished mainly in the tropical waters surrounding the island between longitudes 45 degree E and 60 degree E, and latitudes 17 degree S and 27 degree S. From 1998 to 2000, a finalised research programme enabled the collection of precise data concerning the lines' positions and the parameters of the fishing efforts: 3,602 nettings were thus informed by the catches (in numbers of individuals caught) and 12 descriptive variables of the effort. In parallel with this collection effort, satellite maps that described the ocean's landscape of this region of the Indian Ocean exploited by La Réunion's fisheries were made available to sailors and scientists. Extractions from these environmental variables were made at the fishing lines' positions, which allowed us to propose 20 variables describing the environmental conditions of swordfish catches applied to the nettings. In an early part of this study, after a descriptive analysis and a first selection of the variables, we used several GAM (Generalised Additive Models) to model the respective effects of effort and environmental variables on the variability of swordfish catches. We thus highlighted the predominance of factors linked to fishermen (fishing effort) on oceanographic factors in the explanation of this variability. Following these results, a summary on the biology and ecology of the swordfish was proposed in order to draw up hypotheses on the characteristics of this species' population in the Indian Ocean. The aspects linked to the individual behaviour and movements of the population were particularly highlighted. In a latter part of this study and in order to complete the empirical approach by an exploratory constructivist approach, we proposed a modelling tool in order to simulate the possible movements of individuals within the oceanic landscape described by the available satellite maps. After reading in the literature about the various forms of modelling the movements of the large pelagics, we developed an original computer modelling architecture of the multi-agent type that made it possible to manipulate in a dynamic way the satellite maps (and derived products), the individual movements of "animats" whose behaviours were based on this environmental information, and agents that clarify the process of long-line fishing in a geographical way. The computer model that was implemented (MUFINS, for MUlti-Fish INdian ocean Simulator) was next used by calibrating the behaviour of the animats on the real data originally from the analysis of commercial catches proposed in the first part, using robust techniques based on fuzzy logic. The results of the simulations were compared, on the one hand, with the large-scale hypotheses of movement proposed in the first part, and, on the other hand, to swordfish catches both real and corrected for the effect of the fishing effort modelled by the GAM models. Even if the results of these simulations in this study do not allow for proposing convincing interpretations of the underlying processes, the MUFINS tool showed its ability to address questions associated with the swordfish's behaviour in the tropical oceanic landscape and to the effects of scale transfers between the individual level and the collective level. We now envisage its use in a more operational framework, as an interface for dialogue between fishermen and scientists with a goal of sustainable management of the resource. Tome 1. Concepts et modèles Auteur(s) : Laurec, Alain Le Guen, Jean-claude Laurec, Alain Le Guen, Jean-claude Éditeur(s) : CNEXO Résumé : This book constitutes the first of a series of three volumes, the purpose of which is to cover the principal methods used in fish population dynamics. It is devoted to the definition of the main concepts, ami the presentation of the usual mathematical models. The second volume will deal with the fitting of the models, and the estimation of parameters. The third will be devoted to sampling problems. These volumes will be recollections of communications presented during ad hoc seminars, hold in Brest (GSG/COB) in 1980 and 1981. The first part deals with the basic concepts related to the two components whose relationship is being described by the population dynamics, namely the fish stock, to its relations with biological populations, and to the partition of catchabtiity into its components (vulnerability, availability...). The second chapter of this part is devoted to the quantification of exploitation. This leads to a discussion of nominal and effective fishing effort and fishing intensity. A brief review of the use of catch per unit of effort as an index of abundance is followed by a discussion of the concept of fishing power. The second part starts with some general remarks on mathematical modelling (chapter III), then comes to the two classical categories of models : global (surplus production) models (chapter IV), and structural models (chapter V). Chapter IV is mainly a review, based upon the SCHAEFER and PELLATOMLINSON models. Some less classical formulas from the recent literature are also introduced. Attention is paid to the underlying hypotheses and to the limitation of such models. The reader is finally referred to papers presenting the developments that could make it possible to overcome some of these limitations. Chapter V is based upon the classical BEVERTON and HOLT and RlCKER models, and the yield per recruit concepts. This field is however inlarged. Other commonly used variants of structural models are presented with an effort being made to clarify the real differences between all these variants. Special attention is also paid to so-called regenerative models and to the use of spawing-biomass or fecundity per recruit, which are likely to become commonly used in the coming years. In all cases, special attention is paid to the presentation of the basic formulas, that the reader might have to use if faced with a practical problem. Finally, a discussion of the underlying hypotheses takes place, before a brief review of the main developments, where the reader is referred to the appropriate literature. Problématique de suivi de la pêche insulaire Auteur(s) : Reynal, Lionel Maguer, Cedric Taquet, Marc Éditeur(s) : University of Miami Résumé : Insular fisheries statistics are often insufficient to allow a good management of halieutics resources. The reasons of this insufficiency, in large part, is due to inadequate methods for recording catch data and analyzing fishing effort. This presentation proposes the use of a software pro gram (<< S.P.1. ») which helps to elaborate statistics from sampling, making easier the work of personnel who are charged with producing encoded informations on insular fisheries Les statistiques des pêches insulaires sont souvent insuffisantes pour permettre une bonne gestion des ressources halieutiques. Métiers, effort and catches of a Mediterranean small-scale coastal fishery: The case of the Côte Bleue Marine Park Auteur(s) : Leleu, Kevin Pelletier, Dominique Charbonnel, Eric Letourneur, Yves Alban, Frederique Bachet, Frederic Boudouresque, Charles F. Éditeur(s) : Elsevier Science Bv Résumé : The overexploitation of fishery resources has led to a major fisheries crisis. In this context, artisanal fisheries, and in particular small-scale coastal fisheries, appear as relevant alternatives for a sustainable use of coastal resources. Marine Protected Areas (MPA) are more and more used as management tools for these fisheries, as protection effects and targeted access regulations may benefit to commercial fishers. Managers and scientists need then quantitative information not only to adapt their management to the fishing activity present on their territory, but also to estimate the effects of MPA management on it. This study provides catch and effort estimates that are essential for appraising and managing the artisanal fishery in the Côte Bleue Marine Park (CBMP), a French Mediterranean MPA including two No-Take Zones of different age and size. A field protocol was defined and implemented between July 2009 and June 2010 within the CBMP. Seven métiers were identified and characterized by target species, gear type, fishing grounds and fishing periods. During the one-year studied period, 3512 fishing trips and 4645 fishing operations were performed by 30 active boats in the Côte Bleue fishing territory, amounting to 9500 km of immersed nets. In total, approximately 130 tons of catch were landed in the six CBMP harbors, out of which 58% depend on the three main species caught on the Côte Bleue: hake (Merluccius merluccius), gilthead seabream (Sparus aurata) and common sole (Solea solea). The presented methodology could be part of a long term monitoring requiring close collaboration with local fishers. It enables adaptive management with respect to changes in fishing pressure (from inside and outside the MPA) that may impact the environment and its resources. What is the added value of including fleet dynamics processes in fisheries models? Auteur(s) : Marchal, Paul De Oliveira, Jose A. A. Lorance, Pascal Baulier, Loic Pawlowski, Lionel Éditeur(s) : Canadian Science Publishing, Nrc Research Press Résumé : We develop a spatially and seasonally explicit bioeconomic model with three fleet dynamics processes built in endogenously. The model has been applied to the large French trawlers harvesting a medium-depth demersal stock, North Sea saithe (i.e., pollock, Pollachius virens), and a mix of deepwater species over a 10-year period (1999-2008), and the predictions have been contrasted with observations. The best overall fit was achieved where effort allocation was determined to be 80% by traditions and 20% by economic opportunism and where harvest efficiency increased by 8% a year. With this fleet dynamics parameterization, annual trends in fishing effort and profit were well reproduced by the model over the whole time period. Time series of the observed fishing effort by metier were generally well fitted by the model over the period 1999-2003, but less so over 2004-2008. The model also reasonably reproduced the catches by species over most of the time series, except for black scabbardfish (Aphanopus carbo). Le stock de Lambi (Strombus gigas, L.) en Martinique : analyse de la situation 1986-1987, modélisation de l'exploitation, options d'aménagement Auteur(s) : Rathier, I Rathier, I Éditeur(s) : Université de Bretagne Occidentale Résumé : The stock of Lambi, Strombus gigas (gastropod: strombidae), coastal benthic resource, has been exploited artisanally since the prehistoric period in Martinique. Nowadays, three lines of work exploit the species: free diving, nets (since the middle of the century) and scuba diving since 1985. This report presents the activity of each line of work, surveyed directly from 1986 to 1987: fishing zones and resource allocation, production, effort and performance, detail of catches (by length). The socio economic characteristics of the lambi fishermen are studied. The significant production of leisure fishing is also estimated. The decrease in the production and performance, as well as the lowering of the size of the first catch for about thirty years show that the stock is overexploited. The biological phenomenon of the stock: growth of the shell (length and shell lip), growth in weight, acquiring of sexual maturity, natural mortality are studied. The factors of mortality through fishing are estimated by class of length for the current exploitation regime by pseudo-cohort analysis. If the results confirm that the stock is overexploited, the level of overexploitation of the stock cannot be specified because of the presence of a number of lipped adults not yet too exploited in water deeper than 20 metres. The analysis of the dynamic process of the exploited population indicates two ways to the production of the stock: the forcing of the recruitment and the regulation of the exploitation regime. The lack of economic profitability of the production of juveniles over 30 mm and the difficulties raised by their collection in their natural habitat lead to the rationalization of the exploitation. The production and performance (by recruits) simulations performed for different exploitation regimens indicate that the only two conceivable options are the introduction of a minimum catch size, i.e. lambi with forming lip, and the regulation of the fishing effort. The socio-economic implications of the introduction of the determined management measures show that their applicability level is very low, because of the Martinique fishermen polyactivity, their low socio-economic level and mostly because of the free access to the resource. As a consequence, it is suggested to create new professional structures with a wide jurisdiction, in order to locally manage the marine areas, their use and their resources. Changes in the catch composition of artisanal fisheries attributable to dolphin depredation in a Mediterranean marine reserve Auteur(s) : Rocklin, Delphine Santoni, Marie-catherine Culioli, Jean-michel Tomasini, Jean-antoine Pelletier, Dominique Mouillot, David Éditeur(s) : Oxford university press Résumé : There is increasing evidence from previous studies, and from fishers' observations, that coastal dolphins use fishing nets as an easily accessible feeding source, damaging or depredating fish caught in the nets. This study investigates the impact of dolphin depredation on artisanal trammelnets by analysing the catch composition of 614 artisanal fishing operations in the Bonifacio Strait Natural Reserve (France). Common bottlenose dolphins (Tursiops truncatus) attacked, on average, 12.4% of the nets and damaged 8.3% of the catch. However, attacked nets were characterized by statistically significantly higher catch per unit effort than unattacked ones. Catch composition also differed significantly after dolphin attacks; bentho-pelagic fish were more represented and reef-associated fish less represented. Our results suggest that (i) dolphins are attracted by high fish densities in the fishing area and/or nets, and (ii) their attacks induce specific fish-avoidance behaviour, according to the fish position in the water column. Although dolphins depredate a small part of the catch, damage to nets, not yet assessed in this area, could weaken the benefits that reserves can provide to artisanal fisheries. The impact of FAD innovation on the performance of US tuna purse seine operations in the Pacific Ocean Auteur(s) : Sakagawa, G Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : It is generally accepted that innovations in tuna purse seine technology have affected fishing operations and the traditional measurement of fishing effort, days fished including searching time. Not much is known, however, about the actual effects of the innovations on fishing performance. Data from the us tuna purse seine fishery in the Western Pacific Ocean were used to determine the impact of drifting Fish Aggregating Devices (fads) on the performance of the us fleet. The results indicate, inter alia, a high rate of success (96%) in catching tuna and high yield rate (37 t/successful set) for fad sets. Log sets were comparable in success rate (94%) and catch rate (36 t/successful set). Unassociated sets, on the other hand, had a higher catch rate (42 t/successful set) than fad sets, but a low success rate, 53 per cent. fad sets significantly improved the fleet's performance. Les ressources halieutiques de l'etang de Berre Auteur(s) : Le Corre, Gildas Garcia, Fabrice Résumé : Fishing activity in the french mediterranean lagoon Etang de Berre is actually allowed in spite of a degradation of the environment during the last fifty years. To analyse the results and the working of the fishery, a study based on a sampling survey of catches and fishing effort has been conducted in the various landing ports over a two years period. Annual weight and value productions by species and gear have been evaluated by mean of statistical calculation procedures. The results show that the fishery is based on the exploitation of two main species (anguilla and grey mullet) and that important variations exist between the two sampled years. The limits to be reached by the working of this fishery are prompted in the scope of a future regulation. La pecherie de langouste rouge en Corse Auteur(s) : Marin, Jean Résumé : The european red spiny lobster, Palinurus elephas, is the main target species of the small-scale fishery in Corsica. The fishery is described fleet, fishing areas, fishing strategy and fishing gear ; fishing effort, yield, c.p.u.e, and complementary.catches ; resource condition. Its specific problem, the economic overfishing, is analysed. Finally, it has been tried to assess the fishing regulation impact (minimum market size, fishing seasonal close, fishing sanctuaries). EU purse seine fishery interaction with marine turtles in the Atlantic and Indian Oceans: a 15 years analyses Auteur(s) : Clermont, Sandra Chavance, Pierre Delgado De Molina, Alicia Murua, Hilario Ruiz, Jon Ciccione, Stephane Bourjea, Jerome Résumé : Bycatch of marine turtles, vulnerable or endangered species, is a growing issue of all fisheries, including Oceanic purse-seine fishery. The present paper seeks to assess marine turtle bycatch at a spatial and temporal level in the European purse seine fishery operating in the Atlantic and Indian Oceans. The study was based on data collected through French and Spanish observer programs from 1995 to 2011, a period where more than 230 000 fishing sets were realized by the UE fleets in both Oceans. A total of 15 913 fishing sets were observed, including 6 515 on drifting Fish Aggregate Devices (FAD) and 9 398 on Free Swimming Schools (FSC). Over the study period, 597 turtles were caught, 86% being released alive at sea. At the same time, from 2003 to 2011, 14 124 specific observations were carried out on floating objects whether they ended in a set or not. 354 marine turtles were observed upon which 80% were already free or entangled alive and therefore released alive. At the temporal and spatial level, data were organized and analysed by Ocean, fishing mode (FAD vs. FSC) as well as by year, quarter and statistical square of 1°. In order to evaluate the impact if this fishery in both Oceans, bycatch distribution was compared to the total fishing effort of the UE fleet, as well as to the known marine turtle post nesting migration routes, nesting population abundances and known feeding areas. The species composition, the size and sex structure of bycatch are also discussed here. At last, an attempt to raise the data to the total fishing effort was carried out. Based on observation of marine turtle by-catches on sets, we estimated that, globally, 3500 marine turtles were accidentally captured by the EU-PS fleet in the Atlantic Ocean from 1995 to 2010, and around 2000 in the Indian Ocean from 2003 to 2010, with a corresponding annual bycatch rate of 218 (SD=150; survival rate =91%) and 250 (SD=157; survival rate =77%) respectively in the Atlantic and Indian Ocean. However, because of important uncertainties mainly due to the low observation coverage and the scarcity of marine turtle bycatch events, it was impossible to produce solid and reliable global estimates of marine turtle bycatch and mortality due to PS activity. Transitioning economies, human development, and environmental stress can harm this livelihood. Here we focus on a transitioning social-ecological system as a case study (Moorea, French Polynesia). We review fishing practices and three decades of effort and landing estimates with the broader goal of informing management. Fishery activities in Moorea are quite challenging to quantify because of the diversity of gears used, the lack of centralized access points or markets, the high participation rates of the population in the fishery, and the overlapping cultural and economic motivations to catch fish. Compounding this challenging diversity, we lack a basic understanding of the complex interplay between the cultural, subsistence, and commercial use of Moorea's reefs. In Moorea, we found an order of magnitude gap between estimates of fishery yield produced by catch monitoring methods (2 t km −2 ∼ year −1) and estimates produced using consumption or participatory socioeconomic consumer surveys (∼24 t km −2 year −1). Several lines of evidence suggest reef resources may be overexploited and stakeholders have a diversity of opinions as to whether trends in the stocks are a cause for concern. The reefs, however, remain ecologically resilient. The relative health of the reef is striking given the socioeconomic context. Moorea has a relatively high population density, a modern economic system linked into global flows of trade and travel, and the fishery has little remaining traditional or customary management. Other islands in the Pacific in similar contexts in Polynesia such as Hawaii, that continue to develop economically, may have small-scale fisheries that increasingly resemble Moorea. Therefore, understanding Moorea's reef fisheries may provide insight into their future. Synthèse de l'étude et des campagnes à la mer 2011 sur l'exploitation aux vire-lignes des espèces démersales profondes autour de La Réunion Auteur(s) : Fleury, Pierre-gildas Evano, Hugues Le Ru, Loic Aureche, Vincent Résumé : In an effort to implement new fishing activities for the small scale fisheries of Reunion Island, a prospecting cruise targeting deep demersal fish (200 to 600 m) was set up on the west coast of Reunion Island in 2000. This project was carried out by the Regional Fishery Committee and the French Institute for the Exploration of the Sea (Ifremer). Large commercial stocks were identified, and numerous professional or recreational fishermen started employing electric winches to exploit these deep resources.
However, the deep demersal species are a fragile resource due mainly to low growth rates and late sexual maturation. Due to the rapid increase in fishing pressure, Ifremer was asked to set up a new study and two scientific campaigns were carried out in 2011 (68 fishing trips being conducted with 559 dropline operations).
The first cruise was conducted at the same sites, using the same types of fishing gear and methods used in 2000. A marked drop of greater than 90% was observed in the catches of commercial species, together with a decrease of most fish sizes, attesting the overexploitation of these stocks. Only, catches of the small non-commercial shark (Squalus megalops) remained important (50% in number and weight of total catches).
The second cruise extended the prospection area to all waters surrounding Reunion Island . The overexploitation was confirmed in the west of Reunion Island, and in to a lesser degree in the north. Yields were better along the east and the south coasts. Concurrently, the efficiency of 2 hook sizes was compared : small hooks caught significantly more fish but of significantly smaller body sizes, resulting in comparable total weight of fish. We conclude that medium size hooks (i.e. type 7/0) have a significant selectivity on the fish size without loss in the global catch yield.
Various types of baits were also tested with the flesh of small local pelagic fish species (Selar crumenophtalmus and Decapterus macarellus) appearing to be the most efficient.
This study provides helpful indicators for the management of demersal fish stocks in Reunion island, which have been poorly surveyed and poorly regulated until now. However, the total fishing effort, especially from recreational fishermen, remains the most important factor to be quantified. Hydrological and trophic characteristics of tuna habitat: consequences on tuna distribution and longline catchability Auteur(s) : Bertrand, Arnaud Josse, Erwan Bach, Pascal Gros, Philippe Dagorn, Laurent Éditeur(s) : NRC Résumé : We studied relationships between tropical tunas (albacore (Thunnus alalunga), bigeye (Thunnus obesus), and yellowfin (Thunnus albacares)) and their biotic and abiotic environments through simultaneous acoustic observations of tunas and their prey, experimental longline catch, and oceanographic data in French Polynesia. Vertical habitat limits were estimated based on temperature and dissolved oxygen at capture data. We then studied tuna-micronekton relationships to better understand how tuna occupy the pelagic space, At a regional scale, tunas were more abundant in areas rich in prey with favourable hydrological conditions. Inside such areas, at the scale of a longline set, however, the longline catches were maximal only when prey were not distributed in dense patches (except for yellowfin tuna). We interpreted this result by considering that areas with high prey abundance attract tunas, but at a small scale, if prey are patchy distributed, tunas are more inclined to feed on them rather than on longline baits. The effect of patches on yellowfin tuna catch per unit effort (CPUE) does not appear likely because this species also feeds on the mixed layer, where patch density was very low. Not only hydrological characteristics, but also prey density and prey patch characteristics, should be taken into account for interpreting longline CPUE data. We develop a simple shery matching modelin which rms stochastic search for sh requires speci fic resources. The equilibrium level of anthropic pressure (number of empty ves-sels/conserved sh stock) exerted by rms on the sh stock is derivedfrom their individual pro t maximizing behavior. Anthropic pressuredetermines in turn the rate at which vessels fi nd fi sh i.e. catchability, which is therefore endogenous in our model, and the stock conserva-tion (uncaught sh) rate, through the dynamic equation of the latter. We then show that under open access, equilibrium anthropic pressure, fishing effort and the conservation rate heavily depend on search costs. An empirical study of the French Guiana shrimp shery con rms theability of the model to reproduce empirical data. https://hal.univ-antilles.fr/hal-01228851 Droits : info:eu-repo/semantics/OpenAccess hal-01228851 https://hal.univ-antilles.fr/hal-01228851 https://hal.univ-antilles.fr/hal-01228851/document https://hal.univ-antilles.fr/hal-01228851/file/Nicolas%20Sanz%20%26Bassirou%20Diop.pdf | Partager |
From fleet census to sampling schemes: an original collection of data on fishing activity for the assessment of the French fisheries Auteur(s) : Berthou, Patrick Guyader, Olivier Leblond, Emilie Demaneche, Sebastien Daures, Fabienne Merrien, Claude Lespagnol, Patrick Éditeur(s) : ICES 2008 Annual Science Conference, 22-26 september 2008, HALIFAX, CANADA Résumé : The development on the ecosystem-based approach to fisheries implies to improve integrated analysis of fisheries by considering the biological as well as the socio-economic dimensions of the exploitation and thus, an improvement in the knowledge of fleets structure, evolution and activity. Since 2000, Ifremer has been implemented a Fisheries Information System (FIS), a multidisciplinary monitoring network allowing an integrated and comprehensive view of fishery systems including biological, technical, environmental and economical components. The FIS covers all the French fisheries, including the so-often neglected small-scale fisheries. One of the originalities of the FIS lies in the fleet monitoring procedure: a comprehensive collection of annual activity calendars aiming at characterizing the inactivity or activity of the vessels each month of the year and, in the latter case, the métiers practised (use of a gear to target one or several species) and the main fishing areas. This survey covers all the French fishing fleets and provides minimum but exhaustive information on the vessels. It is particularly instructive for the small-scale fisheries, where catches and effort data are often incomplete. Furthermore, this exhaustive data allows stratifying the fleet in fleets (typologies) and thus provides the basis (i) for the implementation of sampling schemes to estimate catches, landings, discards or economic performance of the different fleets and (ii) for the development of a fleet-métier matrix giving the possibility of identifying at the time, the structure of the whole fleet in fleets, the métier polyvalence of the vessels and the allocation of fishing effort on the different exploited fishing resources. La pêche au vivaneau en Guyane française Auteur(s) : Prevost, Etienne Résumé : Traditionally fished by line and conical fishing basket by Venezuelan ships, the red snapper resource off the coast of French Guyana (fish belonging to the Lutjanidae family) has been experiencing intensive fishing since 1984-85 due to the boom in classic fishing techniques and the development of trawl fishing.
The study evaluates the situation of this resource's potential: biology, sampling data, bio-statistics (size and sex), size-weight relationship of the three species, specific composition of the catches, describes fishing devices and prospecting, pinpoints fishing spots, gives a distribution of the Venezuelan and Martinique fishing effort.
