So, recovering domestic market seems the only way to get jobs. But such a policy would require that would be allowed to raise customs to protect their domestic market : a change for a new status in E.U. law would be necessary, and these ultraperipherical regions would have to be changed into overseas countries and territories. Martinique during a ten years period (1985-1994)The technical description of these gears and their plans are presented, according to FAO standards.
Besides these descriptions, the origins of the introduction in Martinique of the main categories of gears are related .Moreover,, the operating conditions of each fishing gear as well as the targeted species are dealt with.
In addition, recent gears and techniques such as fishing aggregating devices (FADs) and associated fishing techniques are described. These ones appeared in Guadeloupe and Martinique during the last eighties years.
Furthermore, the main characteristics of the martinican fishing fleet structure are mentioned at the beginning of this work, with a special attention to dug-out canoes, because of their progressive disappearance.
Cet ouvrage est essentiellement un catalogue des différents types d'engins de pêche observés le long du littoral de la Martinique, entre 1985 et 1994. Les caractéristiques techniques de ces: engins et leurs plans sont présentés selon les normes FAO. En dehors de ces descriptions, on s'est à chaque fois que possible attaché à rappeler l'introduction à la Martinique des grandes catégories d'engins de pêche. En outre, les conditions pratiques de mise en oeuvre de chaque engin ainsi que les principales espèces recherchées sont précisées au mieux. Sont également décrits des engins et techniques récents,tels que les dispositifs de concentration de poissons (DCP) et des techniques de pèche qui leur sont associées, apparues dans les eaux de la Guadeloupe et de la Martinique à la fin des années quatre vingt. The traditional ways of fishing, based on benthic fish exploitation, have seen the decreasing of their profitability due to the over-fishing of the narrow continental shelf offering few resources. The pelagic fishery had become the professional main source of income. This fishery equally encounter difficulties: denied rights of access in the EEZ of Caribbean islands, expensive costs of exploitation. The disposal of FADs offers new ways to the Martinique fishermen. In 1999, it was decided the disposal of a onetworko of 30 permanent FADs around Martinique. The mooring of these FADs must be followed by legal and economic adapted measures to reach the desired aim: the development of local fishery economy through a sustainable fishing practice. Therefore, the French authorities have decided to make the regional fishermen committee responsible for the management of FADs.This committee is the only one to be entitled to moor and to deliver licences to FADs. This committee, gathering all the fishing industry representatives, has regarding the french law the right of mooring and delivering licences to the FADs access, collecting fishery statistics. These data should fund research to improve the management of the fishery, care and replace FADs. This programas realisation, as well as durability, need adequate financial planning. It has been included in the European commission financing program. Diagnostic de la contamination chimique de la faune halieutique des littoraux des Antilles françaises. Campagnes 2008 en Martinique et en Guadeloupe Auteur(s) : Bertrand, Jacques Abarnou, Alain Bocquene, Gilles Chiffoleau, Jean-francois Reynal, Lionel Résumé : During the years 1972-1993, kepone a persistent pesticide has been used in the banana fields of the French West Indies (Martinique and Guadeloupe) to content a weevil. A slow desorption of the molecule from soil induces its transfer to the sea through the rivers from leaching and erosion. This study intended to take stock on the contamination by kepone of the fishery species around the islands fifteen years after the kepone ban. Furthermore other chemical pollutants were sought in fish and shellfish around the Martinique island.
The results confirmed persistence of marine fauna contamination by kepone, mainly in the alluvium areas in front of polluted rivers. They shown also that this contamination may spread more widely but with fast decreasing through the marine food webs. For the other pollutants sought, the results were in general lower than the statutory values. Within these substances, only mercury gave a signal close to the prescribed threshold for top predator samples. Finally, on the whole the observed systems appeared preserved from human chemical pollutants, apart from kepone. Pendant les années 1972-1993 un pesticide persistant, la chlordécone, a été utilisé dans les bananeraies des Antilles françaises (Martinique et Guadeloupe) pour lutter contre un charançon. Une désorption lente de la molécule fixée dans les sols conduit à son transfert progressif dans les milieux aquatiques puis vers le domaine marin au gré du lessivage et de l'érosion des sols contaminés. La présente étude visait à faire le point sur la contamination de la faune halieutique côtière des Antilles françaises quinze ans après l'interdiction d'usage de la molécule. En parallèle, une recherche systématique d'autres polluants chimiques a été effectuée sur des poissons et des crustacés ainsi que dans des sédiments autour de la Martinique. Les résultats confirment la persistance d'une contamination de la faune par la chlordécone, particulièrement dans les zones alluvionnaires des cours d'eau contaminés. Ils montrent également que cette contamination diffuse plus largement en s'atténuant, à travers les réseaux trophiques marins. Parmi les autres substances recherchées, les résultats dans les espèces d'intérêt halieutique se situent en général sous les concentrations maximales admissibles fixées par la réglementation. Parmi ces molécules, seul le mercure donne un signal de contamination proche de ce seuil chez des grands prédateurs. Ce constat souligne l'état de préservation des milieux observés vis-à-vis de la contamination chimique environnementale, hormis bien évidemment le cas de la chlordécone. The first part presents the evolution of perceptions and uses of coastal areas, linked to the socio-economic transformations of the island. Completing this presentation, based on the analysis of management plans from different periods, an overview of the recent state of occupation of coastal areas in Martinique is also given. The second part presents four case studies of conflictual situations concerning access to coastal areas, on l and and at sea, considering differents types of activities and decision-making processes. For each case study, an investigation has been conducted to identify implied actors, their motivations and strategies, as well as the mechanisms by which conflict appears and evolves. La première partie présente l'évolution des perceptions et des modes d'usage de la zone côtière, liée aux transformations socio-économiques ayant marqué l'île. It draws up the balance sheet of acquirements about marine resources of the island. The difficulties of fisheries management are discussed with reference to biologists and economists works in the last ten years. We also show how management efforts to decrease fishing pressure on reef resources has induced the implantation of a new technology: the Fish Aggregating Deviee. The differing histories of development of FADs in the French West Indies are compared. The positive results from the introduction of the FADs and the estimated risks due to the transferance of fishing pressure on the continental shelf is presented. The use of FADs to enhance the exploitation of marine resources is a concept that justifies.a cooperative plan throughout the Caribbean region A partir d'une présentation synthétique de l'activité de pêche en Martinique, cette note dresse le bilan des connaissances actuelles sur l'état des ressources halieutiques de l'île. Les difficultés de la gestion des pêches sont discutées en référence aux travaux réalisés par les halieutes et les économistes des pêches au cours des dix dernières années. On montre comment un objectif de gestion, l'allégement de la pression de pêche sur les ressources démersales, a pu conduire à l'implantation d'une nouvelle technologie: le dispositif de concentration de poissons. Pesticide contamination of the coastline of Martinique Auteur(s) : Bocquene, Gilles Franco, Alain Éditeur(s) : Elsevier Résumé : In January and February 2002, the presence of certain agricultural pesticides throughout the coastline of the Caribbean island of Martinique was investigated. The tropical climate of the French West Indies is suitable for banana production, which requires intensive use of pesticides. An inventory of all pesticides used on the island (compounds and tonnage) was compiled. Surveys and analyses revealed the presence of pesticides in the plumes of seven rivers. The organochlorine chlordecone and metabolites of aldicarb were detected at nearly all of the monitored sites, even though the use of chlordecone has been prohibited since 1993. Two triazines (ametryn and simazine) were also identified. The concentrations of carbamates and triazines detected in the water and sediment samples from Martinique are comparable to those reported for mainland France. Chlordecone concentrations in the sediment and particulate matter samples were, however, particularly high in the samples from Martinique. Toxicological implications are discussed. Of particular concern are the high levels of chlordecone (which is bioaccumulating and carcinogenic) and further monitoring of this compound is recommended, especially in fish and other sea-food products. Une issue économique à un problème social : l'insularité à la carte Auteur(s) : Michalon, Thierry Résumé : Imputer, comme on le fait quotidiennement, le mal-développement des départements français d’outre-mer à leur « éloignement » et à leur « insularité » est devenu un véritable rite, mais paraît peu fondé lorsque l’on analyse objectivement les conditions de la desserte et de l’approvidionnement de ces départements depuis la métropole : l’insularité n’est plus une réalité économique. Bien au contraire, son abolition a exposé les activités productives locales à la concurrence des importations, et les a littéralement laminées. La dangereuse montée de l’inactivité au sein des populations de l’outre-mer conduit donc à rechercher les conditions d’une relance de ces activités productives. La conquète de nouveaux marchés extérieurs suppose des avantages comparatifs … qui restent à découvrir. La reconquète du marché intérieur serait, par contre, possible si une protection ponctuelle du marché local par des droits de douane redevenait juridiquement concevable : le passage à un statut communautaire de P.T.O.M. en serait la condition. During the whole recording period, extending from January to the end of August 2007, more than 1300 local seismic events were detected in this area. A subset of 769 earthquakes was located precisely by using HypoEllipse. We also computed focal mechanisms using P-wave polarities of the best azimuthally constrained earthquakes. We detected earthquakes beneath the Caribbean forearc and in the Atlantic oceanic plate as well. At depth seismicity delineates the Wadati-Benioff Zone down to 170 km depth. The main seismic activity is concentrated in the lower crust and in the mantle wedge, close to the island arc beneath an inner forearc domain in comparison to an outer forearc domain where little seismicity is observed. We propose that the difference of the seismicity beneath the inner and the outer forearc is related to a difference of crustal structure between the inner forearc interpreted as a dense, thick and rigid crustal block and the lighter and more flexible outer forearc. Seismicity is enhanced beneath the inner forearc because it likely increases the vertical stress applied to the subducting plate.
