Designing indicators for assessing the effects of marine protected areas on coral reef ecosystems: A multidisciplinary standpoint Auteur(s) : Pelletier, Dominique Garcia Charton, Jose Ferraris, Jocelyne David, Gilbert Thebaud, Olivier Letourneur, Yves Claudet, Joachim Amand, Marion Éditeur(s) : EDP Sciences Résumé : The present paper aims at identifying and assessing indicators of the effects of Marine Protected Areas (MPAs) in coral reef regions, based on a bibliography review in ecology, economics and social sciences. First the various effects Studied within each of these domains and the variables used to measure them were censused. Potential ecological indicators were assessed through their link with the question used (here termed "relevance") and their "effectiveness" which encompasses the issues of precision, accuracy and statistical power. Relevance and effectiveness were respectively measured by the frequency of use of each indicator and the proportion of significant results in the reviewed articles. For social and economic effects, the approach was not possible due to the low number of references: we thus discussed the issue of finding appropriate indicators for those fields. Results indicate: 1- the unbalance in literature between disciplines: 2- the need for protocols and methodologies which include controls in order to assess MPA effects: 3- an important proportion of ecological indicators with low effectiveness: 4- the large number of ecological effects still not studied or not demonstrated at present. Assessment of tropical shrimp aquaculture impact on the environment in tropical countries, using hydrobiology, ecology and remote sensing as helping tools for diagnosis Auteur(s) : Fuchs, Jacques Martin, Jean-louis M. Populus, Jacques Résumé : After a period of rapid development of the sites (an increase in both reared surface area and production), tropical shrimp aquaculture is currently being faced with critical problems due to economical and ecological constraints. In many countries with favourable conditions for shrimp aquaculture such as indonesia or Vietnam, sites are often badly selected and/or over-exploited. This conducts to sorne extent to decreases or collapses in the production due to the difficulty in predicting the maximum production capacity of the sites. Furthermore, it appears that production sustainability depends on many factors among which socio-economy and ecolo gy are of prime importance.
The STD3 project titled « Assessment of tropical shrimp aquaculture impact on the environment in tropical countries using hydrobiology, ecology and remote sensing as helping tools for diagnosis )) was initiated in 1994, with the aim to study the sustainability of marine shrimp aquaculture in tropical areas, main! y Indonesia and Vietnam, through the following tasks: (i) improve site selection and study the impact of aquaculture on marine environments presenting a variable sensitivity to organic sewage, (ii) analyse the socio-economical aspects and profitability of the aquaculture industry and of common resources (iii) use remote sensing and geographical data bases for diagnosis and monitoring of site degradation (iv) reinforce the capacity of Asian
scientists through training.
Severa! aquaculture sites have been investigated in the Lampung region (South Sumatra, Indonesia), the Mekong delta (Vietnam) and on the West coast of New-Caledonia, providing a large range of typical ecosystems encountered in Asia and in the Pacifie, from coralline sites to coastal plains with mangrove and deltaic areas. The study concerned the spatial structure and seasonal influence of these ecosystems, the temporal variation during the course of the project (3 years) and the relation between the ecological structure and farm productions.
Remote sensing provides a synoptic vision over large land expanses. Severa! scenes were processed for landuse mapping using conventional classification techniques. Concerning water quality assessment, a general relation for the Java sea was found between image and field data in terms of total suspended matter. Applying this relation to a new site in Sumatra has provided an initial approach to water type and, together with land use mapping, a preliminary assessment of the suitability of the area to shrimp aquaculture development.
Socio-economic research has been focused on the identification ofneeds for collective action, including public policy, in the perspective of shrimp farming sustainability. The main concern is in the regulation of shrimp farming intensification and extensification at the scale of coastal ecosystemic entities in a common property resource management perspective. The common considered here is coastal water quality. Comparing the local development profiles and the institutional grounds for the design and implementation of collective management rules shows that variables such as land tenure system, farm owner socio-economic profile, social homogeneity or heterogeneity of the farmers are key factors to analyse the potential for sustainability. The defmition of
water quality and the possible means to ensure its collective management are discussed. The main conclusion is that the economie incentives to farming development are strong but there is no significant difference among traditional, semi-intensive and intensive systems in terms of economie efficiency or wealth distribution.
The description of the functioning of the different kinds of ecosystems make it possible to give an advice concerning the positioning of the activity inside the ecosystem, and furthermore to have a reference state in order to determine the impact of the activity on the coastal environnement. This impact can be summarized as an increase in the concentration of total suspended matt€?r, of particulate organic matter and of sulfate reducing bacterias. This organic ma~.er is either issued from rearing activities or from telluric origine, due to mangrove eradication when building the ponds.
An evaluation of the relationship existing between productivity and characteristics of each ecosystem bas been conducted by correlating ecological indicators data (concentration of total suspended matter, particulate organic matter, chlorophyll, percentage of pheopigments in total pigments and cyanobacteria and sulfatereducing bacteria in water and sediments) with the average production of the farms. This comparison lead to the compilation of a scale of observed production integrating the range of these environmental parameters with shrimp production levels, bound to facilitate the positioning of shrimp farming in relation with the confmement leve! of each ecosystem.
Lastly, ali geographie data originated from the various compartments of the study have been geo-referenced and loaded into a geographical information system. This allows to display any query made on spatial variables and their related statistical data, including the ir variations over the last few years and to reveal patterns and phenomena otherwise not obvious. Ecological and economic viability for the sustainable management of mixed fisheries Auteur(s) : Gourguet, Sophie Éditeur(s) : University of Tasmania, Université de Bretagne Occidentale Résumé : Empirical evidence and the theoretical literature both point to stock sustainability and the protection of marine biodiversity as important fisheries management issues. Decision-support tools are increasingly required to operationalize the ecosystem-based approach to fisheries management. These tools need to integrate (i) ecological and socio-economic drivers of changes in fisheries and ecosystems; (ii) complex dynamics; (iii) deal with various sources of uncertainty; and (iv) incorporate multiple, rather than single objectives. The stochastic co-viability approach addresses the trade-offs associated with balancing ecological, economic and social objectives throughout time, and takes into account the complexity and uncertainty of the dynamic interactions which characterize exploited ecosystems and biodiversity. This thesis proposes an application of this co-viability approach to the sustainable management of mixed fisheries, using two contrasting case studies: the French Bay of Biscay (BoB) demersal mixed fishery and the Australian Northern Prawn Fishery (NPF). Both fisheries entail direct and indirect impacts on mixed species communities while also generating large economic returns. Their sustainability is therefore a major societal concern. A dynamic bio-economic modelling approach is used to capture the key biological and economic processes governing these fisheries, combining age- (BoB) or size- (NPF) structured models of multiple species with recruitment uncertainty, and multiple fleets (BoB) or fishing strategies (NPF). Economic uncertainties relating to input and output prices are also considered. The bioeconomic models are used to investigate how the fisheries can operate within a set of constraints relating to the preservation of Spawning Stock Biomasses (BoB) or Spawning Stock Size Indices (NPF) of a set of key target species, maintenance of the economic profitability of various fleets (BoB) or the fishery as a whole (NPF), and limitation of fishing impacts on the broader biodiversity (NPF), under a range of alternative scenarios and management strategies. Results suggest that under a status quo strategy both fisheries can be considered as biologically sustainable, while socio-economically (and ecologically in the NPF case) at risk. Despite very different management contexts and objectives, viable management strategies suggest a reduction in the number of vessels in both cases. The BoB simulations allow comparison of the trade-offs associated with different allocations of this decrease across fleets. Notably, co-viability management strategies entail a more equitable allocation of effort reductions compared to strategies aiming at maximizing economic yield. In the NPF, species catch diversification strategies are shown to perform well in controlling the levels of economic risk, by contrast with more specialized fishing strategies. Furthermore analyses emphasize the importance to the fishing industry of balancing global economic performance with inter-annual economic variability. Promising future developments based on this research involve the incorporation of a broader set of objectives including social dimensions, as well as the integration of ecological interactions, to better address the needs of ecosystem-based approaches to the sustainable harvesting of marine biodiversity. Evaluation, scénarios et viabilité écologique et économique des pêcheries côtières tropicales : application au cas de la Guyane Française Auteur(s) : Cisse, Abdoul Éditeur(s) : Université des Antilles et de la Guyane Résumé : The need for an integrated approach to fisheries is now widely affirmed, including the FAO, in particular in the context of tropical artisanal fisheries. These small-scale fisheries, often multispecies are very important in terms of production, employment and food security. However these fisheries and the exploited resources are often characterized by a lack of data making difficult their management within an ecosystem approach, and by the ecological and economic system complexities including trophic and technological interactions. This thesis aims to contribute to the development of bioeconomic tools for small tropical fisheries in a sustainable management perspective based on the ecosystem approach. In this perspective, the French Guiana coastal fishery constitutes an interesting case study. The thesis proposes multi-criteria evaluations, complex bioeconomic models and viable management scenarios for this fishery. At first, multivariate statistical analysis suggests a satisfactory overall status of the fishery in terms of sustainability. However, some performance differences are noted within the fishery, particularly at border areas. Also, management improvements are proposed. Then, through bioeconomic modeling, projections of different fishing scenarios show that, in the long-term, the current exploitation level may not be consistent with the future increase of local demand and a loss of biodiversity may occur. A scenario called "co-viability" reconciling ecological, economic and social objectives, with a high probability of achievement is exhibited. Finally, the comparison of optimal behavior in cooperative and non-cooperative conditions, confirms that harvest levels are greater when actors do not cooperate. Furthermore, it is shown that the state of the ecosystem depends on the fishing strategies and the type of interaction between species. Beyond the diagnosis made for the case study, the method is promising in the context of small tropical fisheries, while the co-viability approach allows finding the exploitation conditions under which ecological and socio-economic sustainability are meet, what the conventional fisheries management generally do not allow. Small scale fisheries in Europe: A comparative analysis based on a selection of case studies Auteur(s) : Guyader, Olivier Berthou, Patrick Koutsikopoulos, Constantin Alban, Frederique Demaneche, Sebastien Gaspar, M. B. Eschbaum, R. Fahy, E. Éditeur(s) : Elsevier Science Bv Résumé : Small-scale fisheries have traditionally received less research effort than large-scale fisheries and are generally under-studied in Europe. In spite of their comparatively low volume of catches and economic importance, small-scale fisheries are socially important and an integral part of the European coastal zone. Considering the high heterogeneity of situations and the paucity of quantitative data, we used an analytical methodology based on the comparative method. We carried out an analysis of small-scale fisheries (SSFs) in Europe based on a selection of nine case studies. Our objective was to obtain a comprehensive description of small-scale fleets covering different areas/fisheries/species, encompassing the diversity and specific conditions under which SSFs operate, in order to demonstrate the ecological and social sustainability of this often overlooked fisheries segment. A common approach formulated so that the case studies could be compared with the case histories of other competing users, required that for each set of criteria – technical, biological, socio-economic, and institutional – a set of relevant items and indicators was established. An analysis of characteristics common to the selected case studies is conducted and an attempt made to extend our comparisons to the whole of the European Union. Our results show that (as compared with large-scale fleets, their main competitor) small-scale fleets: (i) are composed of smaller vessels and, consequently, travel lower distances to fishing grounds, and are more reliant on coastal areas; (ii) have smaller crews (although the global employment figure is similar to that of large-scale fleets in Europe); (iii) use mostly, but not exclusively, passive gears; (iv) use multi-purpose fishing approaches, and can change the fish species they target during the year; (v) have lower extraction rates; (vi) have lower total capital investments (including fishing rights), turnover and costs; and (vii) have lower fuel consumption, making them less sensitive to changing oil prices. Dependence on subsidies is lower (viii). Involvement in fisheries management is variable, conservation and access regulation measures are largely local in origin. For the selected case studies, the most significant competitors are large-scale fleets, and recreational fisheries, but other sources of interaction (water quality, invasive species, etc.) cannot be ignored. The authors question indicators systems to assess economic, ecological and social of tourism impacts on destination. Questioning focuses on the ability of existing indicator systems which can take into account the impact of tourism in the life of island resident. Beyond economic and ecological considerations, it must ponder tourism impacts on the quality of residents’ life. Relying on the Corsica experience, it is clear that indicators should take into account space, temporalities and resources dimensions. These hotspots of biodiversity provide many services to Human societies, bringing leisure and economic added values. In many areas, especially developing countries, these ecosystems are submitted to both climate change (rise of sea temperature and level, acidification) and human coastal pressures (urbanisation, resources exploitation). In this context, an increasing number of Marine Protected Areas is settled on coral reefs environments in order to ensure their conservation and to mitigate local pressures. Hence, one of MPAs Managers' missions is to bring ecological and social data together to build integrated indicators of effectiveness. In Reunion Island, a MPA called the Marine reserve of La Réunion was settled in 2007 along a densely urbanised and populated fringing reef coast. In order to better evaluate its MPA effectiveness, the manager requires the integration of social stakes to the management plan. A uses monitoring protocol was developed in this purpose using an ultra light aircraft and a camera. Data on 15 different recreational and non-recreational uses were acquired between 2010 and 2013, flying 48 times a year, and entered into a Geographic Information System. A huge resulting database allowed the building of an initial knowledge of the spatio-temporal distribution of uses within the Reserve. It also enabled the analysis of the uses' evolution regarding various factors of variations (amenities, facilities, shark attacks, tourism, etc.). Finally, we assessed the contribution to management efficiency using social indicators (governance, pressure indicators), and to interdisciplinary research in bringing ecologic and uses data together. This thesis brings a brand new information about coastal human activity and spatio-temporal dynamics of direct pressures on reef. This tool, designed to be reproducible and cost-optimized, enables the production of a set of indicators. Its integration to the management plan exclusively depends on the strategic choices of the manager.

Quantitative assessments of vulnerability are rare because available frameworks are complex and lack guidance for dealing with data limitations and integrating across scales and disciplines. This paper describes a semi-quantitative method for assessing vulnerability to climate change that integrates socio-ecological factors to address management objectives and support decision-making. The method applies a framework first adopted by the Intergovernmental Panel on Climate Change and uses a structured 10-step process. The scores for each framework element are normalized and multiplied to produce a vulnerability score and then the assessed components are ranked from high to low vulnerability. Sensitivity analyses determine which indicators most influence the analysis and the resultant decision-making process so data quality for these indicators can be reviewed to increase robustness. Prioritisation of components for conservation considers other economic, social and cultural values with vulnerability rankings to target actions that reduce vulnerability to climate change by decreasing exposure or sensitivity and/or increasing adaptive capacity. This framework provides practical decision-support and has been applied to marine ecosystems and fisheries, with two case applications provided as examples: (1) food security in Pacific Island nations under climate-driven fish declines, and (2) fisheries in the Gulf of Carpentaria, northern Australia. The step-wise process outlined here is broadly applicable and can be undertaken with minimal resources using existing data, thereby having great potential to inform adaptive natural resource management in diverse locations. Then, through bioeconomic modeling, projections of different fishing scenarios show that, in the long term, the current exploitation level may not be consistent with the future increase of local demand and a loss of biodiversity may occur. Beyond the diagnosis made for the case study, the method is promising in the context of small tropical fisheries, while the co-viability approach allows finding the exploitation conditions under which ecological and socio-economic sustainability are meet, what the conventional fisheries management generally do not allow. http://www.theses.fr/2013AGUY0620/document | Partager |
Sustainability of tropical small-scale fisheries: Integrated assessment in French Guiana Auteur(s) : Cisse, Abdoul Blanchard, Fabian Guyader, Olivier Éditeur(s) : Elsevier Sci Ltd Résumé : Like many tropical small-scale fisheries, the French Guiana coastal fishery is characterized by the high fish biodiversity of its ecosystem, the weak selectivity of the fleets exploiting the resources, and the heterogeneity of the vessels in terms of size and fishing techniques. The Rapfish method is used to assess sustainability within 11 fishery systems by means of 27 attributes relating to ecological, economic, social, and technological fields. Overall results indicate an average performance in the weak sustainability range. Comparisons made among the FSs show a gradient of sustainability performance from the western portion of the coast to the eastern portion. Several recommendations are formulated to raise the current “sustainability” status, such as the reduction of discards. This study is used as a complementary tool to the bioeconomic model in order to define a sustainable management plan for the French Guiana coastal fishery.
