INRA, CFCS Description : The Creole pig has always been part of the rural and suburban landscape of Martinique. Currently, this breed is not integrated into a research and conservation program. The Natural Park of Martinique Region (PNRM) has the objective to maintain and valorize the genetic heritage of Martinique?s Creole pig and develop a niche business. Based on PNRM knowledge, some Creole pigs live freely in the mountains in the North, in the South coast and in a few disparate traditional breeders located in the countryside. It is essential to carry out an inventory of the local pig population to propose a scheme for conservation and economic development. In order to favour the appropriation of the Creole pig niche, the PNRM, as a decision maker, acts in a systemic and holistic way by considering the whole Martinican territory and the pig sub-sector: producers involved in the COOPMAR pig farmers? cooperative, researchers of INRA (FWI), the food chain and at least (in a second phase) the consumers and the Martinican society. First of all, the pig farmers are involved (private family farms and specialised pig producers). Researchers and technicians from PNRM and INRA- URZ (Animal production research unit) and INRA-PTEA (Tropical platform in animal experimentation) are performing experimental studies both in controlled conditions and in farms, in order to: i) determine phenotypic and genetic characteristics of Martinique?s Creole pigs in comparison with other pig breeds from the Caribbean area; ii) help at designing genetic management to maintain the population and avoiding inbreeding; iii) help at defining feeding management by a) establishing, at the whole territorial food chain, an inventory of co or by-products available for pig feeding; b) implementing experimental studies in technology for conservation; c) implementing feeding and growing experiments and finally iv) help at defining eco-friendly production systems a) aiming at generate an adequate revenue and b) focusing on ecosystem services such as meat quality, socio-cultural services and circular economy. Le porc créole a toujours fait partie du paysage rural et suburbain de la Martinique. Actuellement, cette race n'est pas intégrée dans un programme de recherches et de conservation. Le parc naturel de la région de la Martinique (PNRM) a l'objectif pour maintenir et valoriser l'héritage génétique du porc créole de la Martinique et pour développer des créneaux. Basé sur la connaissance de PNRM, quelques porcs créoles vivent librement dans les montagnes dans le nord, dans la côte sud et chez quelques éleveurs traditionnels disparates situés dans la campagne. Il est essentiel d'effectuer un inventaire de la population locale de porc pour proposer un plan pour la conservation et le développement économique. Afin de favoriser l'appropriation du créneau créole de porc, le PNRM, comme décideur, agit d'une manière systémique et holistique en considérant tout le territoire de la Martinique et sous-secteur de porc : producteurs impliqués dans la coopérative d'agriculteurs de porc de COOPMAR, les chercheurs d'AICN (FWI), la chaîne alimentaire et au moins (dans une deuxième phase) les consommateurs et la société Martiniquaise. Tout d'abord, les agriculteurs de porc sont impliqués (les fermes privées de famille et les producteurs de porc spécialisés). Les chercheurs et les techniciens de PNRM et AICN URZ (unité de recherches de production animale) et INRA-PTEA (plate-forme tropicale chez l'expérimentation animale) réalisent des études expérimentales dans des conditions commandées et dans les fermes : i) déterminent des caractéristiques phénotypiques et génétiques des porcs créoles de la Martinique en comparaison d'autres races de porc à partir du secteur des Caraïbes ; ii) aide à concevoir la gestion génétique pour maintenir la population et à éviter l'endogamie ; iii) aide à définir la gestion de alimentation a) en établissant, à la chaîne alimentaire territoriale de totalité, à un inventaire de Co ou aux sous-produits disponibles pour l'alimentation de porc ; b) mise en oeuvre des études expérimentales en technologie pour la conservation ; c) mettant en application des expériences de alimentation et croissantes et finalement iv) aide à définir viser qui respecte l'environnement des systèmes de production a) produisent de à revenu approprié et b) se concentrant sur des services d'écosystème tels que la qualité de viande, des services socioculturels et l'économie circulaire. The distribution patterns and variations in relative abundance of both species were investigated along the French coast of the English Channel, at the southern limit of their range where seal numbers are increasing. Regular censuses conducted at all main haulout sites in mainland France showed significant seasonal variations at most sites, with more harbour seals counted during summer (breeding and moulting seasons), and more grey seals during summer only in the eastern English Channel. Trends in maximum haulout numbers at haulout sites showed a significant increase over the last five years, ranging from 9.7 to 30.9% per year for harbour seals, and from 5.8% (in the western English Channel) to 49.2% (in the eastern English Channel) per year for grey seals. These rates of increase in grey seal numbers are not linked to local pup production and most probably result from seal movements from the southwest British Isles and the North Sea, respectively. Aerial surveys conducted across the English Channel showed that most seal observations at sea were concentrated in the north-eastern English Channel. Telemetry showed that the 28 harbour seals tracked remained highly coastal, within a radius of 100 km from their haulout sites, and did not move to other known colonies. Grey seals moved much greater distances, reaching up to 1200 km from their capture site. More than half of the 45 grey seals tracked crossed the English Channel, especially during the breeding season, moving to known colonies in the southwest British Isles and the North Sea. Combining individual tracks and long-term surveys of the seal populations allowed a better understanding of the dynamics of these populations and their connectivity at a larger regional scale. The findings provide direct information for the management of grey and harbour seals within the frame of the Marine Strategy Framework Directive, and highlight focus areas where potential interactions between the two species should be monitored. In this context, artisanal fisheries, and in particular small-scale coastal fisheries, appear as relevant alternatives for a sustainable use of coastal resources. Marine Protected Areas (MPA) are more and more used as management tools for these fisheries, as protection effects and targeted access regulations may benefit to commercial fishers. Managers and scientists need then quantitative information not only to adapt their management to the fishing activity present on their territory, but also to estimate the effects of MPA management on it. This study provides catch and effort estimates that are essential for appraising and managing the artisanal fishery in the Côte Bleue Marine Park (CBMP), a French Mediterranean MPA including two No-Take Zones of different age and size. A field protocol was defined and implemented between July 2009 and June 2010 within the CBMP. Seven métiers were identified and characterized by target species, gear type, fishing grounds and fishing periods. During the one-year studied period, 3512 fishing trips and 4645 fishing operations were performed by 30 active boats in the Côte Bleue fishing territory, amounting to 9500 km of immersed nets. In total, approximately 130 tons of catch were landed in the six CBMP harbors, out of which 58% depend on the three main species caught on the Côte Bleue: hake (Merluccius merluccius), gilthead seabream (Sparus aurata) and common sole (Solea solea). The presented methodology could be part of a long term monitoring requiring close collaboration with local fishers. It enables adaptive management with respect to changes in fishing pressure (from inside and outside the MPA) that may impact the environment and its resources. La dynamique des pêches côtières du pays bigouden Auteur(s) : Charuau, Anatole Résumé : In the beginning, the coastal fleet of the Bigouden region fished by trawling and was completely focused on exploiting lobster and hake. It is a traditional business that expanded between the last war and the 70s, reaching its peak between 1975 and 1980.
The best image to give an idea of this fleet is that of a "bucket waterwheel" endlessly discharging its catch in the four ports of the Guilvinec district. Where there is a seafaring business in Guilvinec, Loctudy and Saint-Guénolé, there is a complementarity that is expressed in two ways:
- coastal fishing constitutes a very noticeable and regular supplement to production, since sales happen daily and only bad winter weather causes a relative decrease in the supplement. - coastal fishing gives a flattering image of the port based on the display of high-quality leading market products: daily live lobster, hake and angler.
In this study, we have above all tried to evaluate the situation of the Bigouden coastal system as an entity, while including in the same analysis the species, fleets and the exploitation of the resource. For the main species, a balance sheet is proposed. It covers the lobster, hake and angler separately. Lobster, because of its small amount of movement, can be considered as being an isolated stock, while fish belong to much more wide-ranging groups.
The lobster has gained from various increases in meshing that have been imposed since 1971, even if these have not always been strictly applied. One of the results of this management by means of meshing is a "depreciation" of the variations of daily yields around an average value of 100kg.
For the hake, the dominant trait is an increase in yields in the last few years in accordance with an improvement of the situation in the Gulf of Gascony due to a generalised decrease of effort and a modification of the exploitation profile since the appearance of boulters and straight nets. Whereas the situation for lobster fisheries, as regards the hake's marketable size, did not improve, since the demand for small hake still exists, we have nonetheless been witnessing for about ten years a slow diversification of the fleets' business activities, which is much more in line with sequential hake fisheries' logical outline of exploitation. When lobster yields decrease, one part of the fleet focuses on the fish at the edges of the lobster fisheries.
For the angler, we see rather similar phenomena and a significant increase in unloading of the two species by lobster fishermen due also to a widening of their fishing areas. On the lobster mudflats themselves, there is no notable change in exploitation in the historical records. All studies of coastal fishing always come up against the problem of acquiring statistical data and the Bigouden region is no exception to the rule.
To improve this situation, in 1987 and 1988 two items were chosen:
- a better awareness of the activity and of the areas frequented, by survey during unloading in Guilvinec and in Loctudy.
- a detailed description of the haul by species, by sampling, in Loctudy, on two-thirds of coastal sales, between December 1987 and November 1988.
For this reason, analysis of fleets by type is still cursory and covers only one year. The appearance of new trends towards fish can only be described qualitatively, since there is no historical record. The classification of boats was done by analysing data furnished by the auctions. This first assessment is not necessarily reliable, above all because of the auctions' inaccurate description of the hauls, a deficiency that we have tried to overcome by surveying in Loctudy.
In conclusion, we are witnessing in the Bigouden region, as in other entities, a rebalancing between traditional business activities and modern trends. Lobster fishing, almost exclusive before the 1980s, is tending to decrease for two main reasons:
- a generalised decrease in activity in the lobster fisheries due to non-renewal of coastal fish fleets,
- The transfer of part of the lobster fishermen's activities to fish, since the lobster and its accompanying catch no longer seemed able to insure the economic viability of new ships.
Other maritime districts resolved their lobster problem in a different way. The Lorient fishermen improved their yields by using more capable trawlers, the fishermen of Sable by exploiting the hake fish run to the fullest and limiting their lobster fishing to the best season. The Bigouden region is slowly turning to the second solution, as it renews its fleet.
A ses origines, la flottille côtière du pays bigouden péchant au chalut, est tout entière orientée vers l'exploitation de la langoustine et du merlu. Il s'agit d'une activité traditionnelle qui s' amplifie entre la dernière guerre et les années 70 pour atteindre son apogée entre 1975 et 1980. La meilleure image que l'on puisse donner de cette flottille est celle d'une "noria" débarquant inlassablement sa capture dans les quatre ports du quartier du Guilvinec. Là où existe une activité hauturière à Guilvinec, Loctudy et Saint-Guénolé, il y a une complémentarité qui s'exprime de deux manières : - la pêche côtière constitue un appoint très appréciable et régulier de production, puisque la vente est quotidienne et que seules les intempéries hivernales entraînent une baisse relative des apports. - la pêche côtière donne du port une image flatteuse basée sur la présentation de produits d'appel de grande qualité : langoustine vivante, merlu et baudroies quotidiens. Dans cette étude, nous avons surtout tenté de faire le point sur le système côtier bigouden en tant qu'entité, en englobant dans la même analyse des espèces, les flottilles et l'exploitation de la ressource. Pour les espèces principales, un bilan est proposé. Il couvre séparément la langoustine, le merlu et les baudroies. La langoustine, en raison de ses faibles déplacements, peut être considérée comme constituant un stock isolé, alors que les poissons appartiennent à des ensembles beaucoup plus vastes. La langoustine a beaucoup gagné des diverses augmentations de maillage qui ont été imposées depuis 1971, même si elles n'ont pas toujours été appliquées avec rigueur. Un des résultats de cette gestion par les maillages est un "amortissement" des variations des rendements journaliers autour d'une valeur moyenne de 100 kg. Pour le merlu, le trait dominant est une augmentation des rendements dans les dernières années en accord avec une amélioration de la situation dans le Golfe de Gascogne due à une baisse généralisée de l'effort et à une modification du profil d'exploitation depuis l'apparition des palangriers et des filets droits. Si la situation sur les pêcheries de langoustine, au regard de la taille marchande du merlu, ne s'est pas améliorée puisque la demande de petits merluchons existe toujours, on assiste par contre depuis une dizaine d'années à une diversification lente des activités des flottilles entrant beaucoup mieux dans le schéma logique d'exploitation des pêcheries séquentielles de merlu. Quand les rendements en langoustine baissent, une partie de la flottille s'oriente vers les poisson sur les marges des pêcheries de langoustine. Pour les baudroies on observe des phénomènes assez analogues et une augmentation importante des débarquements des deux espèces par les langoustiniers due également à un élargissement de leurs zones de pêche. Sur les vasières à langoustine elles-mêmes, il n'y a pas de modification notable de l'exploitation dans la série historique. Toute étude des pêches côtières se heurte toujours au problème d'acquisition des données statistiques et le pays bigouden n'échappe pas à la règle. Pour améliorer cette situation, en 1987 et 1988, deux points ont été retenus : - une meilleure connaissance de l'effort et des zones fréquentées, par enquête au moment des débarquements à Guilvinec et à Loctudy, - une description détaillée des apports par espèce, par échantillonnage, à Loctudy, sur les 2/3 des ventes côtières, entre décembre 1987 et novembre 1988. Pour cette raison, l'analyse de flottilles en types est encore sommaire et n'a porté que sur une année. L'apparition des tendances nouvelles vers le poisson ne peut être décrite que qualitativement puisque la série historique n'existe pas. La classification des bateaux a été faite par l'analyse des données fournies par les criées. Ce premier diagnostic ne présente pas toutes les garanties en raison surtout d'une description peu fidèle des apports par les criées, déficience que l'on a essayé de pallier en enquêtant à Loctudy. En conclusion, on assiste dans le pays bigouden comme dans d'autres entités à un rééquilibrage entre les activités traditionnelles et des orientations modernes. La pêche de langoustine, quasi exclusive avant les années 1980, tend à décroître pour deux raisons principales : - une baisse généralisée de l'effort sur les pêcheries de langoustine due au nonrenouvellement des flottilles de pêche côtière, - le report d'une partie de l'effort des langoustiniers vers les pêcheries de poissons, la langoustine et sa capture accessoire ne semblant plus pouvoir assurer la rentabilité économique des navires neufs. D'autres quartiers maritimes ont résolu de façon différente leur problème langoustine. Les Lorientais ont amélioré leurs rendements en adoptant des chaluts plus performants, les Sablais en exploitant à fond la séquence des pêcheries de merlu et en limitant leur intervention sur la langoustine à la saison la plus favorable. Le pays bigouden s'engage lentement dans la seconde solution, au rythme du renouvellement de sa flottille. While many other coastal cities relied on port facilities to develop commercial and naval activities, the City of Gold Coast emerged and grew as a tourism destination. Largely because of this phenomenon, the pattern of settlement and subsequent development of the city differs from most traditional Australian settlement and development patterns. Today, the Gold Coast is one of the most famous tourist cities in Australia and it accommodates more than ten million visitors annually.In the wider Australian context, 85% of the population lives within 50 km of the beach, evidencing popular lifestyle cultural preferences of many Australians. Given this preoccupation with the coast, one may expect that Australia would be at the forefront of coastal tourism developments and coastal protection. There is, however, no overriding jurisdiction covering planning law enforcement in maritime areas and, this situation has led to many social and environmental conflicts. The City of Gold Coast is a case in point and no more so than currently (2017) with proposals to build a cruise terminal or/and a casino, and high rise residential towers on its protected coastal strip (the Spit).This paper demonstrates how the evolution and resolution of development conflicts on the Spit (Gold Coast) are symptomatic of the evolution of place values and the national coastal management and how, this informs a shift towards coastal protection. La ville côtière de Gold Coast, en Australie, s’est développée grâce à un environnement naturel exceptionnel, qui comprend un accès direct à la mer, un littoral de sable blanc, une large baie naturellement protégée et plusieurs rivières. Si la plupart des autres villes du littoral australien se sont appuyées sur leur port pour développer leurs activités commerciales et navales, la ville de Gold Coast est, depuis ses débuts, une ville touristique. De ce fait, son mode et ses formes de développement se différencient de ceux que l’on rencontre traditionnellement dans les autres villes. Aujourd’hui la ville de Gold Coast est l’une des principales destinations touristiques australiennes et accueille plus de dix millions de visiteurs par an.En Australie, 85% de la population habite dans un rayon de 50km de la plage, avec les préférences de style de vie qui y sont associées. Vu cette attraction pour le littoral, on pourrait présumer que l’Australie soit à l’avant-garde des développements touristiques et de la protection de son littoral. Cependant, du point de vue national, comme, historiquement, il n’y a eu qu’une faible jurdiction concernant l’aménagement et la protection des zones maritimes et du littoral, de nombreux conflits sociaux et environmentaux ont vu le jour. La ville de Gold Coast concentre malheureusement nombre de ces conflits ; le dernier en date concernant le projet de construction d’un terminal de bateaux de croisière et/ou d’un casino avec quelques tours residentielles sur une langue de terre protégée (le Spit).L’objectif de cet article est de montrer comment l’évolution et la résolution des conflits sur le Spit de Gold Coast, tous liés à des projets de développements touristiques, reflètent non seulement l’évolution de la valeur d’un lieu et l’approche nationale du développement du littoral, mais aussi le changement vers une meilleure protection du littoral. These hazards are generally associated with a combination of natural factors such as waves, wind, rising sea levels and the importance of sediment supply, and are therefore worsened during storms. For the management of such risks, a better knowledge of the hydrodynamic phenomena occuring from the surf zone through to the coastal scale is essential. This need led to the development of a numerical modelling platform consisting of the 3D ocean circulation model Symphonie, usually dedicated to regional and coastal scales, which was modified to include the wave forcing, modeled by the WaveWatch III or Swan models. Using this platform the entire littoral and coastal regions can be accurately represented. The model was tested in several academic cases. Measurements on the barred beach of Sète during the winter of 2008-2009 served to refine the model, which is able to successfully reproduce the characteristics of the currents in coastal areas, drifts or rip currents over more complex bathymetries and also the vertical profiles of currents. To validate the model on the inner-shelf, we compared the simulations with measurements taken during a winter storm in 2004 around the mouth of the Têt river, as well as during storms in 2007 and 2008 in the Gulf of Aigues-Mortes. Currents are generally well reproduced. However, the scope of wave action seems limited to a depth of 30m. The characteristics of our model allow a good reproduction of the currents at all scales and the 3D nature of the model permits a more precise calculation of the shear stress and bottom current responsible, respectively, for the suspension and advection of sediments. Le littoral sableux du Languedoc-Roussillon est un système vulnérable aux risques d'érosion et de submersion. Ces aléas sont liés à la conjonction des facteurs naturels que sont les vagues, vent, élévation du niveau de la mer et apports sédimentaires et sont donc aggravés en période de tempête. En vue d'une gestion des risques, une meilleure connaissance des phénomènes hydrodynamiques de l'échelle littorale à l'échelle côtière est essentielle. Ce travail a conduit à la réalisation d'une plateforme de modélisation numérique composée du modèle de circulation océanique 3D Symphonie, traditionnellement dédié aux échelles régionales et côtières, qui a été modifié pour inclure le forçage par les vagues, modélisées par les modèles Wavewatch III ou Swan, et ainsi étendre sa validité au littoral. Le modèle a été testé sur des cas académiques littoraux. Des mesures sur la plage à double barres de Sète pendant l'hiver 2008-2009, ont également servi à parfaire le modèle qui reproduit ainsi avec succès les caractéristiques des courants en zone littorale : la dérive, les courants sagittaux sur des bathymétries plus complexes et les profils verticaux des courants. Pour valider le modèle à des échelles plus côtières, nous avons confronté ses résultats à des mesures réalisées pendant une tempête hivernale en 2004 aux alentours de l'embouchure de la Têt, mais également sur des tempêtes de 2007 et 2008 dans le Golfe d'Aigues-Mortes. Les courants sont globalement bien reproduits. Les zones d'action des vagues semblent limitées aux zones de profondeur inférieure à 30 m. Connectivity, the demographic linking of local populations through the dispersal of individuals as larvae, juveniles or adults, is a key ecological factor to consider in marine reserve design, since it has important implications for the persistence of metapopulations and their recovery from disturbance. For marine reserves to protect biodiversity and enhance populations of species in fished areas, they must be able to sustain focal species (particularly fishery species) within their boundaries, and be spaced such that they can function as mutually replenishing networks whilst providing recruitment subsidies to fished areas. Thus the configuration (size, spacing and location) of individual reserves within a network should be informed by larval dispersal and movement patterns of the species for which protection is required. In the past, empirical data regarding larval dispersal and movement patterns of adults and juveniles of many tropical marine species have been unavailable or inaccessible to practitioners responsible for marine reserve design. Recent empirical studies using new technologies have also provided fresh insights into movement patterns of many species and redefined our understanding of connectivity among populations through larval dispersal. Our review of movement patterns of 34 families (210 species) of coral reef fishes demonstrates that movement patterns (home ranges, ontogenetic shifts and spawning migrations) vary among and within species, and are influenced by a range of factors (e.g. size, sex, behaviour, density, habitat characteristics, season, tide and time of day). Some species move <0.1–0.5 km (e.g. damselfishes, butterflyfishes and angelfishes), <0.5–3 km (e.g. most parrotfishes, goatfishes and surgeonfishes) or 3–10 km (e.g. large parrotfishes and wrasses), while others move tens to hundreds (e.g. some groupers, emperors, snappers and jacks) or thousands of kilometres (e.g. some sharks and tuna). Larval dispersal distances tend to be <5–15 km, and self-recruitment is common. Synthesising this information allows us, for the first time, to provide species, specific advice on the size, spacing and location of marine reserves in tropical marine ecosystems to maximise benefits for conservation and fisheries management for a range of taxa. We recommend that: (i) marine reserves should be more than twice the size of the home range of focal species (in all directions), thus marine reserves of various sizes will be required depending on which species require protection, how far they move, and if other effective protection is in place outside reserves; (ii) reserve spacing should be <15 km, with smaller reserves spaced more closely; and (iii) marine reserves should include habitats that are critical to the life history of focal species (e.g. home ranges, nursery grounds, migration corridors and spawning aggregations), and be located to accommodate movement patterns among these. We also provide practical advice for practitioners on how to use this information to design, evaluate and monitor the effectiveness of marine reserve networks within broader ecological, socioeconomic and management contexts. The first part presents the evolution of perceptions and uses of coastal areas, linked to the socio-economic transformations of the island. Completing this presentation, based on the analysis of management plans from different periods, an overview of the recent state of occupation of coastal areas in Martinique is also given. The second part presents four case studies of conflictual situations concerning access to coastal areas, on l and and at sea, considering differents types of activities and decision-making processes. For each case study, an investigation has been conducted to identify implied actors, their motivations and strategies, as well as the mechanisms by which conflict appears and evolves. Le rapport présente, en deux parties, les résultats d'une étude menée sur le littoral de Martinique en 1993. La première partie présente l'évolution des perceptions et des modes d'usage de la zone côtière, liée aux transformations socio-économiques ayant marqué l'île. A systematic review of socio-economic assessments in support of coastal zone management (1992-2011) Auteur(s) : Le Gentil, Eric Mongruel, Remi Éditeur(s) : Academic Press Ltd- Elsevier Science Ltd Résumé : Cooperation between the social and natural sciences has become essential in order to encompass all the dimensions of coastal zone management. Socio-economic approaches are increasingly recommended to complement integrated assessment in support of these initiatives. A systematic review of the academic literature was carried out in order to analyze the main types of socio-economic assessments used to inform the coastal zone management process as well as their effectiveness. A corpus of 1682 articles published between 1992 and 2011 was identified by means of the representative coverage approach, from which 170 were selected by applying inclusion/exclusion criteria and then classified using a content analysis methodology. The percentage of articles that mention the use of socio-economic assessment in support of coastal zone management initiatives is increasing but remains relatively low. The review examines the links between the issues addressed by integrated assessments and the chosen analytical frameworks as well as the various economic assessment methods which are used in the successive steps of the coastal zone management process. The results show that i) analytical frameworks such as 'risk and vulnerability', 'DPSIR', 'valuation', 'ecosystem services' and 'preferences' are likely to lead to effective integration of social sciences in coastal zone management research while 'integration', 'sustainability' and 'participation' remain difficult to operationalize, ii) risk assessments are insufficiently implemented in developing countries, and iii) indicator systems in support of multi-criteria analyses could be used during more stages of the coastal zone management process. Finally, it is suggested that improved collaboration between science and management would require that scientists currently involved in coastal zone management processes further educate themselves in integrated assessment approaches and participatory methodologies. Tourism in coastal areas brings along both positive and negative effects on the environment as a result of activities exerted upon such areas by proponents and tourists. While tourism development results in the modification of coastal environments, it can also flourish where such environments are left unmodified as the pristine nature of the environments attract visitors. Alternatively, in order for marine and coastal tourism to develop and continue to attract tourists, there is the need for an integrated approach that can be translated into a sustainable coastal tourism development. The aim of this paper therefore, is to postulate and develop a framework and guideline to be addressed by decision-makers for coastal areas. Frameworks for sustainable coastal tourism development and coastal zone management (CZM) are suggested taking into account the multifaceted nature of the coastal environment. Although Hong Kong epitomizes a successful tourism destination, alternative tourism is attractive as the diversity of habitats and life forms makes the Hong Kong coastal area unique. For the ecological richness to continue to provide avenues for alternative tourism, it is argued that such frameworks should be adaptable and implemented for a sustainable coastal tourism policy. La gestion des processus touristique dans des secteurs marins et côtiers est complexe. Les pratiques touristiques et récréatives s’accompagnent d’effets positifs et négatifs sur l'environnement. Le développement de tourisme peut s’épanouir sur des environnements faiblement modifiés mais il n’est pas sans conséquence sur la modification des environnements côtiers. Une gestion intégrée s’impose pour intégrer les pratiques touristiques dans un processus de développement côtier soutenable. Le but de cet article est de proposer un cadre et une orientation pour la gestion intégrée des secteurs côtiers. Des cadres pour le développement côtier soutenable de tourisme et la gestion côtière de zone (CZM) sont suggérés en tenant compte de la nature diversifiée des environnements côtiers. Bien que Hong Kong constitue destination touristique réussie, le tourisme littoral, avec des approches alternatives, est aussi un aspect à promouvoir tant autour de la diversité des habitats et que des formes de vie qui rendent le littoral d’Hong Kong unique. Assessment of tropical shrimp aquaculture impact on the environment in tropical countries, using hydrobiology, ecology and remote sensing as helping tools for diagnosis Auteur(s) : Fuchs, Jacques Martin, Jean-louis M. Populus, Jacques Résumé : After a period of rapid development of the sites (an increase in both reared surface area and production), tropical shrimp aquaculture is currently being faced with critical problems due to economical and ecological constraints. In many countries with favourable conditions for shrimp aquaculture such as indonesia or Vietnam, sites are often badly selected and/or over-exploited. This conducts to sorne extent to decreases or collapses in the production due to the difficulty in predicting the maximum production capacity of the sites. Furthermore, it appears that production sustainability depends on many factors among which socio-economy and ecolo gy are of prime importance.
The STD3 project titled « Assessment of tropical shrimp aquaculture impact on the environment in tropical countries using hydrobiology, ecology and remote sensing as helping tools for diagnosis )) was initiated in 1994, with the aim to study the sustainability of marine shrimp aquaculture in tropical areas, main! y Indonesia and Vietnam, through the following tasks: (i) improve site selection and study the impact of aquaculture on marine environments presenting a variable sensitivity to organic sewage, (ii) analyse the socio-economical aspects and profitability of the aquaculture industry and of common resources (iii) use remote sensing and geographical data bases for diagnosis and monitoring of site degradation (iv) reinforce the capacity of Asian
scientists through training.
Severa! aquaculture sites have been investigated in the Lampung region (South Sumatra, Indonesia), the Mekong delta (Vietnam) and on the West coast of New-Caledonia, providing a large range of typical ecosystems encountered in Asia and in the Pacifie, from coralline sites to coastal plains with mangrove and deltaic areas. The study concerned the spatial structure and seasonal influence of these ecosystems, the temporal variation during the course of the project (3 years) and the relation between the ecological structure and farm productions.
Remote sensing provides a synoptic vision over large land expanses. Severa! scenes were processed for landuse mapping using conventional classification techniques. Concerning water quality assessment, a general relation for the Java sea was found between image and field data in terms of total suspended matter. Applying this relation to a new site in Sumatra has provided an initial approach to water type and, together with land use mapping, a preliminary assessment of the suitability of the area to shrimp aquaculture development.
Socio-economic research has been focused on the identification ofneeds for collective action, including public policy, in the perspective of shrimp farming sustainability. The main concern is in the regulation of shrimp farming intensification and extensification at the scale of coastal ecosystemic entities in a common property resource management perspective. The common considered here is coastal water quality. Comparing the local development profiles and the institutional grounds for the design and implementation of collective management rules shows that variables such as land tenure system, farm owner socio-economic profile, social homogeneity or heterogeneity of the farmers are key factors to analyse the potential for sustainability. The defmition of
water quality and the possible means to ensure its collective management are discussed. The main conclusion is that the economie incentives to farming development are strong but there is no significant difference among traditional, semi-intensive and intensive systems in terms of economie efficiency or wealth distribution.
The description of the functioning of the different kinds of ecosystems make it possible to give an advice concerning the positioning of the activity inside the ecosystem, and furthermore to have a reference state in order to determine the impact of the activity on the coastal environnement. This impact can be summarized as an increase in the concentration of total suspended matt€?r, of particulate organic matter and of sulfate reducing bacterias. This organic ma~.er is either issued from rearing activities or from telluric origine, due to mangrove eradication when building the ponds.
An evaluation of the relationship existing between productivity and characteristics of each ecosystem bas been conducted by correlating ecological indicators data (concentration of total suspended matter, particulate organic matter, chlorophyll, percentage of pheopigments in total pigments and cyanobacteria and sulfatereducing bacteria in water and sediments) with the average production of the farms. This comparison lead to the compilation of a scale of observed production integrating the range of these environmental parameters with shrimp production levels, bound to facilitate the positioning of shrimp farming in relation with the confmement leve! of each ecosystem.
Lastly, ali geographie data originated from the various compartments of the study have been geo-referenced and loaded into a geographical information system. This allows to display any query made on spatial variables and their related statistical data, including the ir variations over the last few years and to reveal patterns and phenomena otherwise not obvious. From a management perspective,there is a crucial need to understand how the impact of these drivers cascade through the social-ecologicalsystem components. This study develops a transdisciplinary and participatory approach to investigating thesocial-ecological dynamics of a Polynesian coral reef coastal system. A preliminary conceptual model using theDriver-Pressure-State-Impact (DPSI) framework is first being built through participatory modeling workshops.Then, pressure-state relationships are assessed with the help of empirical datasets as a first step towards thevalidation of the DPSI model. Results shows striking social-ecological interactions with different patterns in thelagoon and in the fore reef. Local management should be: (1) less resource-focused to account more specificallyto the existing typology of actors; (2) more spatially-explicit to better distinguish management objectives andactions for the lagoon and the fore reef sub-systems; and (3) more coordinated with terrestrial agencies for acoherent land-sea connection and integration that would both (i) account for existing land-sea interactions and(ii) better reflect the Polynesian cultural heritage that considers nature from ridge to reef as a whole. Traditional fisheries management has failed to avoid overexploitation of most coastal marine resources. Management measures based on an Integrated Coastal Zone Management (ICZM) are thus required. Spatial management covers various ranges of properties that may enhance usual regulatory means. If spatial considerations are explicitly integrated in fisheries management, the latter may contribute to zoning design in order to balance the economic, social and biological values of natural marine resources. While traditional fisheries management approaches protect resource based on population numbers, Marine Protected Areas (MPAs) protect ecosystem in space. Besides their ecological effects on fish assemblages within its boundaries, MPAs can enhance adjacent artisanal fisheries. MPAs can thus ensure the sustainability of fisheries and at the same time maintain non-fisheries benefits of marine ecosystems to society. L’urbanisation a-t-elle été freinée ? Les dispositions de la loi sont-elles appliquées ? Ce sont des questions auxquelles nous allons tenter de répondre à travers le cas des communes littorales de la wilaya d’Oran, la plus importante ville côtière de l’ouest algérien. In many contexts, protection of human assets against coastal floods is one of the most important ES provided by coral reefs. The methods utilized to characterize this ES should be able to accommodate situations with low data availability, without sacrificing robustness. In this paper, we suggest such an approach that utilizes expert opinion and does not require copious amounts of data. Our primary objective is to find a balance between simple and complex models that can be used in a data scarce environment, to produce an economic valuation of the coral reef ES of protection against coastal floods. The approach has three steps: (i) identify geographic zones and assets at risk, (ii) identify the contributing role of coral reefs in the protection of coasts and, (iii) value the annual repair costs of assets through the avoided damage cost approach. The proposed method seems appropriate for advocacy with policy makers, but appears to be less effective for small scale approaches, such as those required for Payment for ES negotiations or marine spatial planning. These hotspots of biodiversity provide many services to Human societies, bringing leisure and economic added values. In many areas, especially developing countries, these ecosystems are submitted to both climate change (rise of sea temperature and level, acidification) and human coastal pressures (urbanisation, resources exploitation). In this context, an increasing number of Marine Protected Areas is settled on coral reefs environments in order to ensure their conservation and to mitigate local pressures. Hence, one of MPAs Managers' missions is to bring ecological and social data together to build integrated indicators of effectiveness. In Reunion Island, a MPA called the Marine reserve of La Réunion was settled in 2007 along a densely urbanised and populated fringing reef coast. In order to better evaluate its MPA effectiveness, the manager requires the integration of social stakes to the management plan. A uses monitoring protocol was developed in this purpose using an ultra light aircraft and a camera. Data on 15 different recreational and non-recreational uses were acquired between 2010 and 2013, flying 48 times a year, and entered into a Geographic Information System. A huge resulting database allowed the building of an initial knowledge of the spatio-temporal distribution of uses within the Reserve. It also enabled the analysis of the uses' evolution regarding various factors of variations (amenities, facilities, shark attacks, tourism, etc.). Finally, we assessed the contribution to management efficiency using social indicators (governance, pressure indicators), and to interdisciplinary research in bringing ecologic and uses data together. This thesis brings a brand new information about coastal human activity and spatio-temporal dynamics of direct pressures on reef. This tool, designed to be reproducible and cost-optimized, enables the production of a set of indicators. Its integration to the management plan exclusively depends on the strategic choices of the manager. Les récifs coralliens figurent parmi les biomes côtiers les plus emblématiques de la planète. Ces points chauds de la biodiversité mondiale sont convoités par les sociétés humaines pour leurs qualités paysagères et leur plus-value économique. Exposés au même titre que de nombreux écosystèmes côtiers aux changements climatiques (élévation de la température, acidification des océans), ils sont de toutes parts soumis à une anthropisation littorale mal maitrisée (urbanisation, surexploitation des ressources). Dans ce contexte, de plus en plus d' Aires Marines Protégées (AMP) s'établissent sur des écosystèmes anthropisés, les amenant à intégrer l'Homme au coeur de la gestion. À La Réunion où l'urbanisation littorale est dense et où le paysage des usages littoraux ne cesse de s’étoffer, une Réserve Naturelle Marine (RNMR) a été établie en 2007 sur un récif frangeant. L’évaluation de l’efficacité de cette AMP par son gestionnaire doit se faire par le biais d'un ensemble d'indicateurs écologiques et socio-économiques. C’est en vue d’apporter des connaissances sur la fréquentation et les usages pratiqués au sein de la RNMR que cette thèse a été initiée. Elaboré sur la base d'un suivi en ULM, un protocole a été reproduit chaque année entre 2010 et 2013 et a permis la constitution d'une base de données spatialisée, dont l'exploitation a produit trois types de résultats: i) une connaissance initiale de la répartition spatio-temporelle des usages au sein de la RNMR; ii) une compréhension de l'évolution des dynamiques spatio-temporelles à la lumière des facteurs de variations identifiés (aménagements, aménités, crise requin, tourisme, etc.), et iii) une contribution à la gestion par le développement d'indicateurs sociaux (gouvernance, pressions), et à la recherche interdisciplinaire par une confrontation des données de fréquentation et des données écologiques du milieu. La réflexion menée dans le cadre de cette thèse apporte un éclairage nouveau sur les usages et la fréquentation des littoraux coralliens à La Réunion, et leur traduction en termes de pression anthropique directe. NAMIBIE, an interface dedicated to multimedia access to coastal data and information for Integrated Coastal Zone Management processes Auteur(s) : Loubersac, Lionel Maraux, Lemsanni, Abdellah Fiandrino, Annie Jouan, Mathieu Tellier, Denis, Jacques Éditeur(s) : Littoral 2004, Aberdeen, Scotland, UK, September 2004 Résumé : NAMIBIE (a french acronym for Integrated Multimedia Navigator Within Coastal Environment Data Bases) is a specific tool which first concept has been established by Ifremer and has been developped by an association between research in the field of coastal environment, innovation in the field of new information and communication technologies and services in the field of coastal integrated management and impact studies. The objectives of this tool are to facilitate research, direct access and display of relevant multimedia coastal integrated data and information according to an interactive, widely opened and playfull interface. The principles are based upon the fact that sustainable decision making needs an optimized unterstanding of coastal processes and better consultation between actors. In this purpose the development of the tool has considered that the end-user should and could be free to look after the data and the information he needs for a particular site or environment of interest and for a specific ICZM question according to easy navigation interfaces. That is why NAMIBIE concept is based upon : - a coherent 3D representation of the coasts (i.e. from catchement areas to continental shelf and deep sea), which considers a coherent DEM from land to sea and textural representation of the environment using satellite imagery textural displays, - a 3D navigator which allows the user to fly or dive over and within the coastal environment of interest, - a multimedia database (text, graphs, image, maps, geographic objects, modelling results...) specific to the territory of interest, - an interactive interface which helps in finding relevant information associated to specific questions. The technologies used include VRML data format, integration of standard GIS format (shp, grid, img) within the navigator, integration and display of modelling data. The production chain is realized in C++ and Java scripts allow dialogue between web pages and 3D windows. Evaluation, scénarios et viabilité écologique et économique des pêcheries côtières tropicales : application au cas de la Guyane Française Auteur(s) : Cisse, Abdoul Éditeur(s) : Université des Antilles et de la Guyane Résumé : The need for an integrated approach to fisheries is now widely affirmed, including the FAO, in particular in the context of tropical artisanal fisheries. These small-scale fisheries, often multispecies are very important in terms of production, employment and food security. However these fisheries and the exploited resources are often characterized by a lack of data making difficult their management within an ecosystem approach, and by the ecological and economic system complexities including trophic and technological interactions. This thesis aims to contribute to the development of bioeconomic tools for small tropical fisheries in a sustainable management perspective based on the ecosystem approach. In this perspective, the French Guiana coastal fishery constitutes an interesting case study. The thesis proposes multi-criteria evaluations, complex bioeconomic models and viable management scenarios for this fishery. At first, multivariate statistical analysis suggests a satisfactory overall status of the fishery in terms of sustainability. However, some performance differences are noted within the fishery, particularly at border areas. Also, management improvements are proposed. Then, through bioeconomic modeling, projections of different fishing scenarios show that, in the long-term, the current exploitation level may not be consistent with the future increase of local demand and a loss of biodiversity may occur. A scenario called "co-viability" reconciling ecological, economic and social objectives, with a high probability of achievement is exhibited. Finally, the comparison of optimal behavior in cooperative and non-cooperative conditions, confirms that harvest levels are greater when actors do not cooperate. Furthermore, it is shown that the state of the ecosystem depends on the fishing strategies and the type of interaction between species. Beyond the diagnosis made for the case study, the method is promising in the context of small tropical fisheries, while the co-viability approach allows finding the exploitation conditions under which ecological and socio-economic sustainability are meet, what the conventional fisheries management generally do not allow. La nécessité d’une approche intégrée des pêches est actuellement largement affirmée, notamment par la FAO, en particulier dans le contexte des pêcheries artisanales tropicales. Ces pêcheries à petites échelles, souvent multi-spécifiques sont très importantes en termes d’emploi et de production, y compris pour la sécurité alimentaire. Néanmoins ces pêcheries et la biodiversité exploitées sont souvent marquées, d’une part, par le manque de données rendant difficile leur gestion dans le cadre d’une approche écosystémique, d’autre part, par la complexité des systèmes écologiques et économiques sous-jacents incluant interactions trophiques et techniques. Cette thèse contribue à la mise au point d’outils bioéconomiques adaptés aux petites pêcheries tropicales dans la perspective d’une gestion durable des pêches fondée sur l’approche écosystémique. Dans cette perspective, la pêcherie côtière en Guyane Française constitue un cas d’étude particulièrement fécond. La thèse propose ainsi des évaluations multi-critères, des modèles bioéconomiques complexes et des scénarios de gestion viable pour cette pêcherie. Dans un premier temps l’analyse statistique multivariée suggère un statut global satisfaisant de la pêcherie en termes de durabilité. Cependant des différences de performance sont notées au sein de la pêcherie, notamment au niveau des zones frontalières. Aussi des améliorations dans le mode de gestion sont proposées. Ensuite, à travers la modélisation bioéconomique, les projections des différents scénarios de pêche montrent qu’à long terme le niveau d’exploitation actuel peut ne pas être en adéquation avec la future augmentation de la demande locale et qu’une perte de biodiversité peut avoir lieu. Un scenario dit de "co-viabilité" conciliant des objectifs à la fois écologique, économique et social, avec une probabilité de réalisation satisfaisante, est mis en exergue. Enfin, la comparaison des comportements optimaux en situation coopératif et non coopératif, montre dans quelle mesure la viabilité est favorisée quand les acteurs coopèrent. Au-delà du diagnostic apporté pour le cas d’étude, la méthode utilisée s’avère prometteuse dans le contexte des petites pêcheries tropicales, tandis que l’approche de co-viabilité permet de trouver les modalités d’exploitation dans le cadre de compromis entre durabilité écologique et socio-économique, ce que les principes de gestion halieutiques traditionnels ne permettent généralement pas. Implications of the cementation of beach sediments for the recreational use of the beach Auteur(s) : Vousdoukas, Michalis Velegrakis, Adonis F. Kontogianni, Areti Makrykosta, Efstratia-natalia Éditeur(s) : Elsevier Résumé : Beach sediment cementation (beachrock formation) is a sedimentary process that can transform significant sections of beaches into rock outcrops. This contribution reports the results of two questionnaire surveys (one focusing on foreign tourists and the other on local people) carried out in coastal resorts of the island of Lesbos (Greece), on the perceptions of beach users regarding the impacts of beachrocks on their recreational activities. The survey focusing on foreign tourists showed that the majority of the interviewees took notice of the formations and commented negatively on them. Although most of the interviewees did not consider beachrocks a significant safety risk, a considerable proportion of the sample stated that beachrocks influenced their beach ratings that they would prefer beachrock-free beaches and would be willing to contribute financially to preventative and protective measures. In contrast, the results of the survey focusing on local people, who are more familiar with the phenomenon, showed a high perception of beachrock-related risks and limited beachrock tolerance. In addition to the safety risks that the irregular, slippery, beachrock surfaces may pose to beach users, beachrocks may also degrade beach aesthetics. promote beach sediment erosion and decrease the beach carrying capacity. As beachrocks are a common attribute of tropical, subtropical and low-temperate beaches that are typically associated with major tourist destinations, and are likely to spread under global warming conditions, they may be considered as a significant threat to the coastal tourist industry.
