Para ello veremos que el diseño de estos espacios desde el punto de vista de la diversidad humana es muy importante, ya que si a la hora de diseñar tenemos en cuenta todas las posibilidades, podremos generar espacios que ayuden a las personas a sociabilizarse. En las zonas costeras contamos con cuestiones específicas y en el caso concreto de las islas y playas en el que existe espacio limitado, es importante definir este rol del espacio público.La humanización del espacio público va de la mano de la accesibilidad, es por este motivo que aplicar criterios de Diseño para Todos y Accesibilidad Universal en el diseño del espacio público nos permite la democratización del mismo, de tal modo que puede ser disfrutado por todos los ciudadanos en igualdad de condiciones. En las islas y las zonas costeras, la exclusión social de grupos poblacionales por falta de accesibilidad puede resultar preocupante ya que la limitación física del espacio reduce mucho las posibilidades de crecimiento de las personas. Cette étude propose une approche sur les possibilités de faire de l’espace public des villes côtières et des îles un élément d’intégration sociale. Pour cela il est important que la conceptualisation de ces espaces intègre les dimensions de la diversité humaine. Si lors de la conception toutes les possibilités sont prises en compte, il est possible de construire des espaces qui participent à la sociabilisation des personnes. Dans les zones côtières se posent des questions spécifiques et concrètes autour de l’accessibilité aux plages et aux îles dans lesquelles l’espace est limité. Il est important de définir le rôle de l’espace public.L’humanisation de l’espace public va de pair avec la question de l’accessibilité, d’où l’importance d’intégrer les dimensions de l’accessibilité pour tous dans l’aménagement de ces espaces. C’est une question de démocratie, tous les citoyens doivent pouvoir en profiter quelle que soit leur condition. Dans les espaces côtiers, l’exclusion sociale de certaines catégories de populations en raison du manque d’accessibilité est d’autant plus préoccupante que le milieu physique est plus contraignant. This paper intends to approximate the possibilities that the public space of coastal cities and islands have as an element of social integration. For this we will see that the design of these spaces from the point of view of diversity is very important, since when designing we take into account all the possibilities of generating spaces that help people to become socialized. In coastal areas we have specific things and in the specific case of islands and beaches where there is limited space, it is important to define this role of public space.The humanization of public space goes hand in hand with accessibility, it is for this reason that it applies criteria of Design for All and Universal Accessibility in the design of the public space allows us the democratization of it, in such a way that can be enjoyed by all Citizens in equal conditions In the islands and coastal areas, social exclusion of population groups due to lack of accessibility can be of concern and that physical limitation of space reduces the chances of growth of people. Since 1997, the French Marine Economic Data report, published by Ifremer, includes a set of key sectoral indicators used to value the economic significance of the French marine-related activities in terms of production and jobs, their role in the national economy, their weight in international competition and the importance of non-market public services. The analysis of the marine sectors is carried out mainly at national scale but regional indicators are also presented when they are available. The European dimension of the activities is also taken into account. Periodicity and patterns of ocean wind and wave climate Auteur(s) : Stopa, Justin Cheung, Kwok Fai Éditeur(s) : Wiley-Blackwell Résumé : The Climate Forecast System Reanalysis (CFSR) provides a wealth of information spanning 1979–2009 for investigation of ocean wind and wave climate. Preprocessing of the data is necessary to remove the dominant seasonal signals and to create time series of semimonthly averaged wind speed and significant wave height over a 0.5° global grid. We perform an empirical orthogonal function (EOF) analysis to extract the dominant space-time patterns. The results for the three major ocean basins show strong zonal structures in the winds and saturation of the swells corroborating prior works with various data sets. We reexamine the CFSR data in the frequency domain to identify periodic signals associated with published climate indices. The Fourier transform of the preprocessed time series generates spectra ranging from 1 month to 15 years period for an EOF analysis. The results demonstrate the spatial structures and periods of climate phenomena. The Arctic Oscillation dominates the Atlantic basin with a broad range of intra-annual signals off the European coasts. The Indian and Pacific Oceans are strongly influenced by inter-annual cycles of the El Niño Southern Oscillation (ENSO) and the Antarctica Oscillation. The Indian Ocean also has strong intra-annual components ranging from 50 to 80 days period. The ENSO proves to be a ubiquitous signal around the globe, and in particular, saturates the Pacific with strong influences in the equatorial region and the Southern Hemisphere Westerlies. A commonality of all basins is that the magnitude and the spatial structure of the intra-annual and inter-annual signals are similar suggesting a wide range of periods in each of the climate cycles examined. À Dakar, la question de la mobilité urbaine est exacerbée par les puissants mouvements pendulaires entre la ville centrale et la périphérie amplifiés par les stationnements anarchiques et par l’inorganisation des modes de transports urbains.Le type d’espace public choisi pour cet article est une gare routière située au cœur du Plateau de Dakar : Petersen. Elle apparaît comme l’une des plus importantes gares routières du pays, surtout en matière de fréquentation avec plus de 50 000 personnes par jour. Le mode de gestion appliqué ici est la concession, une convention par laquelle la puissance publique confie la gestion de l’équipement à la SAGES une structure privée prenant en charge les intérêts parfois très contradictoires des différents acteurs. The organization and management of public spaces in urban areas is a central concern of public authorities. This interest is linked in developing countries with numerous shortcomings identified in the city. These difficulties sustained by massive population growth, urbanization informal, and increased industrial activities, commercial and others. In Dakar, the question of urban mobility is exacerbated by the significant commuting between the city center and the periphery that are amplified by the chaotic parking lots and the disorganization of urban transport modes.The type of public space chosen for this article is a bus station in the heart of the Plateau de Dakar: Petersen. It appears as one of the largest bus stations in the country, especially in terms of attendance with over 50,000 people per day.The management method applied here is the concession, an agreement by which the public entrusts the management of equipment at the SAGES, a private organization that supports some very conflicting interests of different actors. De plus, la croissance rapide de l'urbanisation, souvent de manière désorganisée, selon des critères de planification urbaine, se caractérise par une déficience en réseaux d'adduction d'eau et (encore plus) en réseaux d'assainisse-ment. Cette situation est accentuée dans les quartiers urbains les plus défavorisés, qualifiés officiellement de « marginaux » jusqu'à la fin des années 1990. Ces territoires urbains représentent environ les deux tiers de la population urbaine du Venezuela, en sachant que ce pays, avec un taux d'urbanisation de l'ordre de 85 %, fait partie du peloton de tête des pays urbanisés de l'Amérique latine. A partir de 1999, la nouvelle Constitution intitulée « Constitution bolivarienne » met en avant la société civile de façon plus explicite. Les habitants des barrios 1 symbolisent alors, dans ce texte de référence ainsi que dans les discours du président de la République bolivarienne Hugo Frias Chavez, une société civile qui a contribué au changement de régime politique et à l'impulsion d'un programme poli-tique se qualifiant de « socialisme du XXI e siècle ». L'accès à l'eau et à l'assainissement rentre dans les priorités du programme économique et social de ce nouveau gouvernement, visant à diminuer rapidement la pauvreté et à améliorer nettement l'accès à un service urbain de qualité. Dans ce contexte, ces mesures se réalisent dans le cadre de « missions » 2 financées par l'Etat dans les domaines de la santé, de l'éducation etc. Le secteur de l'eau s'avère donc un secteur clé de l'intervention sociale, qu'elle se concrétise par la mobilisation de la société civile et/ou par l'implication des pouvoirs publics. The vacuum dried sample has a very heterogeneous dislocation distribution varying from almost no dislocations to very high densities. Dislocation nucleation occurs by cross-slip mechanisms, such as Frank-Read sources and Orowan loops around hard inclusions. Shear bands develop in the basal plane composed of two closely spaced shear planes. Dislocations have straight segments and they are aligned along directions of dense packing, suggesting strong Peierls stress control due to the crystal structure. No voids, bubbles or dislocation walls where observed in the vacuum dried sample. The sodium-doped sample had a homogeneous high dislocation density. The water-added sample has a significantly lower, relatively uniform dislocation density. Bubbles associated with dislocations are seen in every grain. Dislocations were either present in loops around bubbles or as straight dislocations with small bubbles spaced along the dislocation line. Some of the long straight dislocations are aligned parallel to the c-axis. Sub-grains where very frequent, sometimes form cells of about 2 p,m in diameter with straight edges. Analysis of dislocations show 1/3 < a > and [c] dislocations in sub-grain walls and free 1/3 < a > dislocations on prism planes. There is clear evidence for dislocation climb with sub-grain walls, dislocation cells, dislocation junctions and dislocation debris of small loops. The major difference between vacuum dried and water-added samples are the homogeneity of the microstructure and evidence for climb in the water-added sample. Glide is clearly difficult, with a high Peierls stress in the vacuum dried sample as shown by areas of very low and very high dislocation density and the crystallographic control of dislocation line direction. The sodium-doped sample indicates that nucleation was easy by the high homogenous dislocation density, but no climb recovery has taken place. The density is high and the dislocations are strongly interacting causing tangles; no evidence for crystallographic control can be observed at these levels of strain. The activation energy for creep in Heavitree quartzite decreases with inferred water content of the specimens form 185 kJ mol(-1) for vacuum dried to 151 for 0.4 wt% water-added samples. Analysis of diffusion data for oxygen under hydrothermal conditions and inferred diffusion data for the hydrogarnet defect and dislocation velocity suggests activation energies for these processes are similar to the activation energy for the dislocation creep of Heavitree quartzite and other quartz aggregates. For data from the previously published experiments with the highest stress resolution there is a correlation between the A pre-factor in the power law creep equation and the activation energy for creep. It is speculated that the correlation may be due to variable hydrogarnet defect concentrations. We report results of U-Pb zircon and baddeleyite dating of 16 samples from the Korosten plutonic complex (KPC), and 6 samples from the Korsun-Novomyrhorod plutonic complex (KNPC). Fifteen zircon samples from both complexes were also analysed for Hf isotopes. These new, together with previously published data indicate that the formation of the KPC started at c. 1815 Ma and continued until 1743 Ma with two main phases of magma emplacement at 1800–1780 and 1770–1758 Ma. Each of the main phases of magmatic activity included both basic and silicic members. The emplacement history of the KNPC is different from that of the KPC. The vast majority of the KNPC basic and silicic rocks were emplaced between c. 1757 and 1750 Ma; the youngest stages of the complex are represented by monzonites and syenites that were formed between 1748 and 1744 Ma. Both Ukrainian AMCG complexes are closely associated in space and time with mantle-derived mafic and ultramafic dykes. The Hf isotope ratios in the zircons indicate a predominantly crustal source for the initial melts with some input of juvenile Hf from mantle-derived tholeiite melts.The preferred model for the formation of the Ukrainian AMCG complexes involves the emplacement of large volumes of hot mantle-derived tholeiitic magma into the lower crust. This resulted in partial melting of mafic lower-crustal material, mixing of lower crustal and tholeiitic melts, and formation of ferromonzodioritic magmas. Further fractional crystallization of the ferromonzodioritic melts produced the spectrum of basic rocks in the AMCG complexes. Emplacement of the ferromonzodioritic and tholeiitic melts into the middle crust and their partial crystallization caused abundant melting of the ambient crust and formation of the large volumes of granitic rocks present in the complexes. Evaluation of local transmission epidemiology to characterize malaria risk is essential for planning malaria control and elimination programmes. The use of geographical information systems (GIS) techniques has been a major asset to this approach. To assess time and space distribution of malaria disease in Bandiagara, Mali, within a transmission season, data were used from an ongoing malaria incidence study that enrolled 300 participants aged under six years old ". Methods: Children's households were georeferenced using a handheld global position system. Clinical malaria was defined as a positive blood slide for Plasmodium falciparum asexual stages associated with at least one of the following signs: headache, body aches, fever, chills and weakness. Daily rainfall was measured at the local weather station. Landscape features of Bandiagara were obtained from satellite images and field survey. QGIS™ software was used to map malaria cases, affected and non-affected children, and the number of malaria episodes per child in each block of Bandiagara. Clusters of high or low risk were identified under SaTScan W software according to a Bernoulli model. Results: From June 2009 to May 2010, 296 clinical malaria cases were recorded. Though clearly temporally related to the rains, Plasmodium falciparum occurrence persisted late in the dry season. Two " hot spots " of malaria transmission also found, notably along the Yamé River, characterized by higher than expected numbers of malaria cases, and high numbers of clinical episodes per child. Conversely, the northeastern sector of the town had fewer cases despite its proximity to a large body of standing water which was mosquito habitat. Conclusion: These results confirm the existence of a marked spatial heterogeneity of malaria transmission in Bandiagara, providing support for implementation of targeted interventions. Background Malaria is one of the leading causes of morbidity and mortality in the world, with an estimated 3.3 billion people at risk of malaria [1]. The incidence of malaria worldwide is estimated to be 216 million cases per year, with 81% of these cases occurring in sub-Saharan Africa. Malaria kills approximately 655,000 people per year; 91% of deaths occur in sub-Saharan Africa [1], mostly in children under five years of age. In Mali, West Africa, malaria represents 36.5% of consultation motives in health center, it is a leading cause of morbidity and mortality children of less than five years of age and the first reason of anaemia in pregnant women [2]. Empirical expressions for gas hydrate stability law, its volume fraction and mass-density at temperatures 273.15 K to 290.15 K Auteur(s) : Lu, Zhengquan Sultan, Nabil Éditeur(s) : Terrapub Résumé : A series of empirical expressions for predicting gas hydrate stability, its volume fraction out of pore space and gas hydrate mass-density were established in different systems in consideration of gas composition (CH4, C2H6, H2S) and salinity (NaCl, seawater), and pore size at temperature between 273.15 and 300 K, based on our gas hydrate thermodynamic model (Sultan et al., 2004b, c). Six of the developed expressions for predicting gas hydrate stability were validated against the available published experimental data and they were also compared with other models. At temperature 273.15 to 290.15 K, the ARDPs (Average Relative Deviation of Pressures between the prediction and the experimental data) have shown that these empirical expressions are in agreement with the experimental data as well as other models, indicating their reliability of predicting gas hydrate stability for these systems. At higher temperatures, the empirical predictions for gas hydrate stability do not well reproduce the experimental data, because they are based on van der Waals model. The empirical expressions for predicting gas hydrate stability in the systems of CH4 + H2S + H2O, CH4 + seawater + poresize, CH4 + H2S + NaCl and CH4 + CO2 + NaCl, and for evaluating gas hydrate fraction and its density need further validation due to lack of available published experimental data. However, the empirical expressions for gas hydrate fraction and its density show that the effects of pore size and salinity are negligible; gas hydrate fraction will increase if methane concentration continuously increases relatively in excess of methane solubility and decreases with pressure within gas hydrate stability zone, which is well consistent with data of natural gas hydrates in Cascadia; gas hydrate density tends to increase with ethane percentage and decrease with pressure. Comparative studies with Spanish or English territories show that no legal regulation formalized a shift - from the category of free colored people to that of White - in the French colonies between the late seventeenth century and the French Revolution. Also, this thesis proposes to show the informal process that enabled some people - the "assimilated" - to cross the color barrier. I analysed the color prejudice, a racist system, whose ideology, supported by local regulations, legitimized the collective construction of a public and social order. In a second step, I examined the development of the color bar. The free colored people were the first to bear the brunt of the impermeability of the demarcation line and of the problems posed by the purity of blood; but some whites, through interracial unions, and Native Americans have also been targeted. Finally I thought about what made the whiteness, and the strategies to achieve whiteness, change in status. Notarial acts and 33,000 acts of parish registers treaties led to the reconstitution of genealogies, in order to examine individuals and families over generations; I observed the importance of the phenotype, whitening, legitimacy relations, privileged partners, choice of networks, wealth levels and the use of space. À la Martinique au XVIIIe siècle, les « libres de couleur », qu’ils soient nés libres ou affranchis, noirs ou métis, forment une catégorie juridique distincte des Blancs et des esclaves. L’étude comparée, avec les territoires espagnols ou anglais, montre qu’aucune réglementation légale n’a officialisé un passage de la catégorie Libre de couleur à celle de Blanc dans les colonies françaises de la fin du XVIIe siècle à la Révolution française. Aussi, cette thèse se propose de montrer les processus officieux qui ont permis à certaines personnes – les « assimilés » – de franchir la barrière de couleur. Une réflexion a été menée sur le préjugé de couleur, système raciste dont l’idéologie, soutenue par la réglementation locale, a légitimé la construction collective d’un ordre public et social. Puis, on a examiné l’élaboration de la barrière de couleur. Les libres de couleur ont été les premiers à faire les frais de l’imperméabilisation de la ligne de démarcation et des problèmes posés par la pureté de sang ; mais les Blancs mésalliés, dans le cadre d’unions interraciales, et les Amérindiens ont aussi été visés. Enfin nous avons réfléchi à ce qui faisait la blancheur et aux stratégies adoptées pour réussir ce changement de statut. Actuellement, sur les parties hautes des plages comme Saint Roch, Paradis, Bouisseville ou Trouville s’alignent des villas de un à deux étages, des garages à bateaux et de grands hôtels. L’empiètement sur ces espaces pourtant protégés par plusieurs lois a participé à l’érosion de la bande sableuse et à la régression de l’activité touristique balnéaire. Une situation qui reflète une nette difficulté dans la gestion et la protection de cet espace convoité et fragile.Notre étude de la zone côtière d’Aïn el Turck va aborder quatre points : la relation entre la « bétonisation » du rivage et le changement du trait de côte, l’évolution de l’urbanisation et les stratégies d’occupations, les types de concurrence qui existent entre différents usagers sur l’appropriation du foncier littoral et enfin, les difficultés éprouvées dans la protection du domaine public maritime par les services gestionnaires. La méthode du travail est basée essentiellement sur deux approches : la première est la comparaison entre plusieurs photos aériennes, à différentes dates, pour l’identification des changements naturels affectant le rivage en relation avec l’évolution de l’urbanisation de la côte. La seconde est la réalisation d’entretiens avec les principaux acteurs du territoire et l’analyse des discours formulés par les différents groupes d’intérêts, souvent en situation de conflit. A few kilometres from Oran, the coastal area of Ain el Turck previously known for its beautiful beaches, has suffered in recent decades uncontrolled urbanization affecting mainly the maritime public domain (DPM). Currently, the upper parts of beaches like St. Roch, Paradis, Trouville, Bouisseville or lined with villas from one to two floors, garages for boats and large hotels. Encroachment on these areas yet protected by several laws, participated in the erosion of the sandbank and the decline of seaside tourism. This reflected a marked difficulty in managing and protecting this fragile and coveted space.Our study of the coastal area of Ain el Turck will address four points: the relationship between 'concretisation' of shoreline and shoreline change, the evolution of urbanization and occupation strategies, types of competition between different users on the ownership of coastal land and finally, the difficulties in protecting the maritime public by managing services.The method of work is essentially based on two approaches:the first is the comparison between several aerial photographs at different dates, for identifying changes affecting the natural shoreline in relation to the evolution of the urbanization of the coast. Les cultures marines en France et le droit Résumé : The current legal regime governing marine farms reflects what French shellfish culture used to be: an artisanal, traditional and family activity. Even if this profession is of social importance, it has never really been taken into account in coastal management decisions. This is the reason why, if aquaculture must expand, the whole related legal regime has to be adapted to the new needs of a profession which is still trying to find itself. New links will develop with the responsible authorities. Conflicts of a new type will rise between the different coastal and marine space users. A rethinking of the standard public property regulations seems necessary. Le régime juridique actuel des élevages marins est le reflet de ce qu'a été la conchyliculture en France : une activité artisanale, traditionnelle et familiale. Les zones de tolérance à Cuba sous la république : l’enfermement réel et symbolique des femmes publiques Auteur(s) : Moreau-Lebert, Mélanie Éditeur(s) : Université des Antilles Études caribéennes Résumé : La prostitution est une problématique très intéressante d’une part parce qu’elle est transversale à tous les temps, à toutes les classes sociales, à tous les espaces, et d’autre part parce qu’il s’agit d’un fléau qui se conjugue le plus souvent au féminin. Il s’agit à mon sens du versant spécifique d’une problématique universelle dont personne ne peut s’affranchir sans mettre en jeu l’ensemble de la condition humaine. En effet, la prostitution est le lieu où convergent et se concentrent de façon exacerbée tous les maux d’une société. La femme est malgré elle au centre de ce système dans lequel on retrouve les frustrations, les rapports de domination, de pouvoir, la violence, la misère, la corruption, l’aliénation… La prostitution, tout comme le concept de genre, est une construction sociale, dans laquelle les femmes sont enfermées réellement et symboliquement.D’autre part, si les maux d’une société sont décuplés dans le système de la prostitution, nulle part ailleurs n’existe un tel abîme entre fantasme et réalité. C’est le lieu des fausses représentations et des euphémismes comme le montrent ces deux expressions édulcorées « zones de tolérance » et « femmes publiques ». A Cuba, malgré les tentatives d’éradication de la prostitution dans les premières décennies qui suivirent le triomphe de la Révolution de 1959, la chute du bloc soviétique et la période de pénurie qui s’ensuivit donnèrent lieu à un retour de cette prostitution, sous de nouvelles formes qui persistent aujourd’hui. Cependant, il fut une époque, celle de la première République (1902-1958) durant laquelle Cuba, rongée par un système néocolonial, connût une recrudescence de ce phénomène, dans des proportions jamais égalées. Une époque somme toute récente où les zones de tolérance, espaces où étaient regroupées les maisons closes, occupaient une grande partie de La Havane coloniale ainsi que des quartiers entiers à travers l’île. A l’intérieur de ces zones très lucratives dont profitaient à la fois les proxénètes, policiers, politiques et hommes d’affaires, les femmes cubaines, mais également, dans une grande proportion des Françaises victimes de la traite des Blanches, se trouvaient au cœur d’un système qui étaient à lui seul le symptôme de la frustration néocoloniale, mais également de l’exacerbation du patriarcat.Cette problématique, on ne peut plus actuelle, convoque la pluridisciplinarité, c’est pourquoi j’ai eu recours à des témoignages de prostituées depuis le début du siècle jusqu’à la Révolution, recueillis et publiés à Cuba. Je me suis penchée sur les différents discours sur la prostitution de l’époque, discours politiques et féministes. Les rapports de police, les plaintes déposées par des femmes, les comptes rendus de procès, et les descriptions des médecins-hygiénistes sont autant de sources qui viennent corroborer les témoignages. The republican era in Cuba is a complex and difficult one for the Cuban population. 1898 remains engraved in people’s memories as being a time of great disillusion for a population who, having freed itself from Spanish colonial domination, was deprived of independence by the United States of America. Three years of American intervention sufficed to put power bases into place, guarantee maximal exploitation conditions and organize the legal framework of the American domination over Cuba by means of the Platt Amendment in 1901. The protectorate set up by the United States, followed by a neocolonial system in 1934, relies upon the collaboration of presidents and corrupt governments succeeding each other in power. Corruption, nepotism and violence are put in place in a society in which inequality is dramatically worsening and all moral values are disintegrating. In this context and in a Cuban society governed with patriarchal rules, women are the first victims of the system. After the wars of independence, the only options they have are marriage, work or prostitution. Legitimate marriage is only available to a privileged few. With regards to employment, only 9.8% of women have the opportunity to work and this percentage didn’t change until 1959. It was at this time that prostitution reached unprecedented levels. It wasn’t just the case of a few marginalized women but of thousands of mothers, wives, widows and working women who were trapped in this alienating condition, forced to sell their bodies. Legislation and violence are used to control and restrict the work space for prostitutes, removing these ‘streetwalkers’ from the public eye, grouping them together in tolerance zones with very strict rules, which are in reality in the hands of Cuban and French procurers, and subjecting them to constant inspections carried out by hygienists who physically and symbolically assault women’s bodies. What is more, speeches about prostitution, whether made by politicians, feminists, journalists, doctors or mere observers, contribute significantly to a certain representation of these women. While debates about prostitution have recently shaken public opinion, this work refers back to an episode of Cuba’s history which brings us to reflect upon the evolution of the phenomenon and on its protean nature. Guide méthodologique pour l'élaboration des dossiers de demande d'autorisation d'Installations Classées pour la Protection de l'Environnement (ICPE) en matière de pisciculture marine pour la région Corse Auteur(s) : Roque D'Orbcastel, Emmanuelle Sauzade, Didier Ravoux, Georges Coves, Denis Résumé : Sea fish farms with production of more than 20 tons per year in France must obtain two operating licences: (i) one for Sea Farming (AECM), with the aim of ensuring that the granted site and use of the maritime public domain for exploitation will respect all restrictions of general interest; (ii) one for regulating Facilities Classified for the Protection of the Environment (ICPE). Although the first one requires a relatively simple licence request file, the second one demands a very complete file, which includes, beyond the notice of exploitation information, a complete impact study, as well as a hazards study and a health and safety notice. In this context, petitioners in Corsica (adjustment of status or new exploitation) are faced with the same difficulties, which highlighted the need for a methodological guide adapted to each region's specific situation, assembling in particular the necessary baseline data (legal, zootechnical, geographical, climatic, socio-economic, ecological...) as well as recognised methods for evaluating the potential effects of the farm on the environment.
Development of this guide was supported by ADEC and supervised by a steering committee composed of representatives from the administrations concerned, fish farmers and scientific bodies. The significant aspects dealt with the effects of fish farming on Posidonie herbarium, a protected species very present in Corsica and with coordinating the two AECM and ICPE procedures.
For each part of the ICPE file, the guide introduces the technical or scientific context and, depending upon the case, the state of the art, sources of available data, acquisition and methods of acquiring measurements and of assessing the potential effects, as well as practical editing recommendations.
Finally, the guide is made complete by a model schedule of conditions designed to help petitioners to have a specialist research department incorporate all or part of the file.
This guide primarily concerns first-time marine facilities for exploitation in Corsica, conceived of as in the open sea rather than in confined spaces. Nonetheless, any fish farmer or future fish farmer needing to process a request for an exploitation licence may find it useful.
Les piscicultures marines de plus de 20 t/an de production sont soumises en France à l'obtention de deux autorisations d'exploiter : (i) celle au titre des Cultures Marines (AECM), visant à s'assurer que le site concédé et l'usage du domaine public maritime pour l'exploitation permettent de respecter l'ensemble des contraintes d'intérêt général ; (ii) celle au titre de la réglementation des Installations Classées pour la Protection de l'Environnement (ICPE). Si la première nécessite un dossier de demande d'autorisation relativement simple, la seconde requiert un dossier très complet, qui comprend, outre une notice de renseignements sur l'exploitation, une étude d'impact complète, ainsi qu'une étude des dangers et une notice d'hygiène et de sécurité. Dans ce contexte, les demandeurs en Corse (régularisation ou exploitation nouvelle) sont confrontés aux mêmes difficultés, ce qui a mis en évidence le besoin d'un guide méthodologique adapté aux spécificités régionales, rassemblant en particulier les données de base nécessaires (juridiques, zootechniques, géographiques, climatiques, socio-économiques, écologiques...) ainsi que les méthodes reconnues de l'évaluation des effets potentiels de la ferme sur l'environnement. L'élaboration de ce guide a été soutenue par l'ADEC et suivie par un comité de pilotage composé de représentants des administrations concernées, des pisciculteurs et d'organismes scientifiques. Les aspects importants ont porté sur les effets de la pisciculture sur l'herbier de Posidonie, espèce protégée très présente en Corse et sur la coordination entre les deux procédures AECM et ICPE. Pour chaque partie du dossier ICPE, le guide présente le contexte technique ou scientifique et selon le cas, l'état de l'art, les sources de données disponibles, les méthodes d'acquisition des mesures et d'évaluation des effets potentiels, ainsi que des recommandations pratiques de rédaction. Enfin, le guide est complété par un cahier des charges type destiné à aider les demandeurs à confier à un bureau d'étude spécialisé la réalisation de tout ou partie de la constitution du dossier. In this paper, we focus on information spreading and attempt to understand what are the conditions in which a person decides to speak on a subject. For this purpose, we propose a set of measures that aim to characterize the diffusion behavior. Our choice of what to cover was motivated by the following consideration. Since distributed parameter systems evolve in time and space, the research investigations on their analysis and control focus on considering the whole system domain for any study. We feel strongly that within this research field, animportant consideration was missing; that of considering that the system may give raise to prescribed subdomains (regions) where one has to achieve an objective. This is the case of so many applications ranging from engineering to life sciences. For that reason, covering classical prerequisite in analysis and control areas, we have devoted the book to the extension of the classical distributed parameter results to regional ones.Students of mathematics do not come into contacts with distributed parameter systems during their classes. They are introduced to them when they start research and often they are influenced by the knowledge and the advice of experimented scientists. This was our case at the very beginning of these research investigations in the mid 70’s. We would liketo express our special thanks to many of them and mainly late Professor Anthony J. Pritchard (University of Warwick, GB) and late Professor J.L. Lions (College de France) who were so encouraging in front of our determination in driving an academic carrier. We also express our thanks to our co-workers and research students. We wish to acknowledge the feedback from all those who took courses based on various parts of this book.This book may be used by graduate students in mathematics, engineering, physics, and even by students from other fields such as life or environmental sciences. This book may also be used as an information source for researchers and education professionals. We use previously published models, and seismicity to define the geometry of the interface separating the down-going Nubian slab from the overriding Aegean. This model provides a good fit to the GPS observations; for the ∼200,000 km2 Aegean block the wrms of the residual velocities is 1.4 mm/yr for 80 GPS velocity estimates, approximately the 95% level of the GPS velocity uncertainties. We investigate the degree of coupling on the seismically active plate interface, the Hellenic trench splay fault (believed to be the source of the 365 AD Great Crete Earthquake and Tsunami), and the Kephalonia transform fault by comparing the modeled GPS residual velocity field for a range of coupling values. The GPS observations are almost insensitive to coupling on the Kephalonia transform fault, because of the vertical dip of the fault that creates interseismic deformation only close to the fault where few GPS sites exist. The absence of resolvable shortening of the leading edge of the Aegean Plate precludes coupling of more than 0.2 (20% of the full Nubia-Aegean convergence rate) on the modeled plate interface. Because of the shallow dip of the plate interface and trench splay fault, and high rate of convergence, if these boundaries were fully coupled, high elastic strain rates would be expected to extend well into the overriding Aegean plate. Based on our preferred value for the degree of coupling (0.1), and assuming characteristic earthquake behavior, we estimate a recurrence time for great earthquakes with slip similar to that for the 365 Crete event of 5700-8300 yr, consistent with the absence of subsequent great earthquakes on this segment of the subduction zone.
